To envision a community that is safe, peaceful, and healthy By PAI of WBTI*1In the middle of this year, it is our pleasure to post the Message of our President on January 1, 2004: Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's endeavor for education and community here in America. A coolie hard woker like him could dedicate to education by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? We agree with a District Judge of Family Court who pointed out that our Institute has worked for our community in Southern Nevada more than eight years based on our belief that "By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our characters and experience the abundant reward that comes from serving others. Let our heroes be the great servants who have given all for the betterment of others' lives. Let our candle fuel a fire that will fan out an ever-increasing circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy." By loving the God, we love the atmosphere here, we love the environment here, and especially we love the people here in our community. For our people and community, our talent and power are very limited, but our mission and dignity are large and high. We will never regret that our efforts and wisdom that dedicate to the promotion of the quality of life of the residents and visitors of Nevada are encouraged by many officials, business, multimedia, among others, but without a penny through them because we did not ask for money. For many years, we taught people successfully to make money through the modern knowledge of organization and management in business. For the years to go, we will continue to encourage our friends to love the God, and to love our people, professionalism, community, and country. In this 21st Century new era and society, we need economic growth and personal prosperity, but we need also to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure fountain may prosper and enrich our splendid and silver country through: the power of public service that based on knowledge is the power of rightousness; the advancement of technology, entreprenueship, and innovation; and the spirit that knowledge calls, ultimately, for a life of service. --------------------------- References *1. NEVADA¡¦S MENTAL AND PUBLIC HEALTH CRISIS By Dr. Kenny C. Guinn*1As Governor, one of my priorities has been the health care needs of our citizens, which I noted in a recent guest column in the Las Vegas Sun. A fundamental part of any health care system revolves around the ability for people who have medical emergencies to have timely access to needed services.*2 Last month, this issue came to a head when Clark County Manager Thom Reilly proclaimed a state of emergency due to mental health patients overcrowding hospital emergency rooms. This issue, however, did not become a crisis overnight. In my budget presented to the 2003 Legislature, there were several initiatives to address the growing mental health needs in the Las Vegas area. They include: a new 150-bed psychiatric hospital scheduled to open in spring 2006; a second program for an assertive community treatment team; a mobile crisis team to visit local hospitals and help triage mental patients; expanded medication clinic services, residential supports and service coordination. Overall, the mental health budget increased 35 percent in southern Nevada for the 2004-2005 biennial budget. Currently, there are only about 140 psychiatric hospital beds that are available to provide care to the adult population in the Las Vegas area, of which the state operates 103. These psychiatric beds serve a seriously mentally ill population estimated to be 5 to 6 percent of Nevada¡¦s population (between 75,000 to 90,000 people in the Las Vegas area). Four years ago, the number of psychiatric beds in the Las Vegas area was double this number (260 beds). Three local hospitals have closed 133 psychiatric beds since 2000, severely limiting southern Nevada¡¦s ability to handle the needs of the seriously mentally ill. Clearly, the closure of private psychiatric beds and population growth alone have put extreme pressure on Nevada¡¦s public health care system. In December 2003, an average of 24 mentally ill patients were in local hospital emergency rooms waiting for admission to the state hospital. For some reason, 2004 has seen a tremendous increase, with average growing to 57 per day in June 2004 and peaking on July 9 of this year to more than 100. In July, the state responded by contracting Westcare, a local non-profit, to provide relief to hospital emergency rooms. Using emergency funding, Westcare, senior staff and hospital emergency room staff were able to transition about 100 patients out of the emergency rooms of southern Nevada. Unfortunately, due to the limited nature of emergency funding, this resource is not available on an ongoing basis. Therefore, the state also used emergency funding to rehabilitate 28 beds on the southern Nevada mental health campus to help with overcrowding conditions. The Nevada State Legislature has been asked to provide funding to operate these beds and will make this decision on Aug. 12. I have urged them to provide the ongoing funding necessary. We all must plan for future needs, including staffing more hospital beds at the state facility, providing more community-based resources and encouraging the private sector to provide mental health care in the community and in hospitals.*3 ------------------------------------------------------- References *1. In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas. In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others. Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association. Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families. Dr. Kenny Guinn is now the Governor of Nevada, U. S. Kenny Guinn announced today that the Department of Public Safety has received a $384,000 federal grant from the Bureau of Justice Statistics as part of the U.S. Government¡¦s National Criminal History Improvement Program (NCHIP). The goal of the NCHIP is to improve the nation¡¦s safety and security by enhancing the quality and accessibility of criminal history record information and by ensuring the nationwide implementation of criminal justice and noncriminal justice background check systems.*2 The Bureau of Justice Statistics provides direct financial and technical assistance to states to improve criminal history and other related records. It also helps states develop the necessary infrastructure to allow them to connect to national record check systems, both to supply information and to conduct the requisite checks. The funds will allow Nevada to: ¡P Support integration efforts as part of the Multi-County Integrated Justice Information System. A (concise) Message from President Dr. Andrew Benton of Pepperdine University, U. S. A. By Dr. Andrew K. Benton*1Promise are important to our community. The promise we make today provide the foundation for the work we will do tomorrow. Faithfulness to our heritage ennobles and illuminates all that we do. I have not forgotten the pormise I made in my inaugural address as I took office in the year 2000.*2 Since beginning the leadership opportunity, I continue to believe that our greatest challenge are contained in the areas of resources, deversity, heritage, community, and scholarship. We have managed our resources well during this challenging period. We have increased our diversity. I think our heritage provides light, really good light, for learning. We illumininate lives with immutable truths and notions of oughtness and rightness. We ask no quarter in our competition with the finest, shinning institutions of learning in America, and we offer the brilliance and the unique dimension of values in our classes. We invite the presence of God in the midst of all that we do: that, more than anything else, lights our way. As much as I feel urgency about other things, I feel urgency about fidelity and constancy and stewarship in our heritage of faith. there is power in imagery, and there is power in words.
