We have produced distinguished scholars, successful entrepreneurs, and outstanding community leaders. For the time being, our vision of 2004 is to continue to put more wisdom and effort in encourageing those people who are outstanding in public administration, academic research, and community service. WBTI has established the Public Administration Institution (PAI) in order to meet the increasng investigation requirements of current public managers and special research needs of professional public administrators. It seeks to provide an awareness and understanding of the complex administrative and oganizational contexts within which the administrators of public service make and implement decisions; and to provide general technical competence in using the tools of public administration and information management.*1 Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional." On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei. Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. SMITH: Governor plans to leave successor with three-part study of state's needs Gov. Kenny Guinn celebrated his 69th birthday this week with his underrated sense of humor, but not many presents. "I didn't wish for anything," Guinn said Thursday. "My wife (Dema) said, `What do you want?' When I told her there was nothing I wanted, she said, `Well, if you don't want anything, could you think of something to get me?' " The Guinns have been married more than 49 years. Or, as the governor put it, "It's 49 years, one month, and 10 days. I'm looking forward to our 50th, because my wife and I made a deal that if we hit 50, I get to be the boss and don't have to vacuum anymore, and I get to hold the checkbook." And I thought I was the only one who'd made that deal. If the governor sounds like he's in a particularly good mood these days, it may be because his popularity continues to rise with Nevadans, despite the ups and downs of two terms in office. That popularity one day soon may pay dividends for whomever he decides to endorse as his replacement. Rumors to the contrary, Guinn assured me he will endorse the Republican Party nominee in the general election. Yes, even if it's Jim Gibbons or Bob Beers. In the coming months, Guinn will keep busy by preparing a three-part study that he hopes will set a new standard for planning in state government. The first component is a long-term study of the state's transportation infrastructure needs. The second focuses on the need for affordable hospitalization and medical care programs for public employees. With a long-term liability already set at more than $3 billion, Guinn says a plan must be in place for the state to avoid calamity. A committee will also study the complex issue of the impact of mental and medical health costs on the state. "It's something for the future," Guinn said. Nevada Receives Financial Credit Rating Upgrade from Moody抯 - Good News for Economy, Taxpayers By Dr. Kenny C. Guinn*1I was both pleased and gratified to learn from state Treasurer Brian Krolicki that Moody抯, the national credit rating organization, has recently upgraded Nevada抯 General Obligation bond rating. I am proud to report that the first improvement in our credit rating since 1977 is the result of our sound fiscal policy. The Moody抯 announcement points to the 2004-2005 biennium as a major turning point in Nevada抯 economic outlook. It was during this time that we concentrated our efforts on strengthening and broadening our tax base and continuing to look for ways to streamline and better manage government. Moody抯 praises Nevada for displaying what it calls, 搕he hallmarks of conservative budget management, and for our 揳bility to respond quickly to downturns and to react prudently during flush times. The report points out that fiscally conservative elements of the enacted biennial budget (FY 06-07) have balanced our efforts to broaden and enrich the state抯 tax base. It highlights the work we抳e done to replenish the state抯 Rainy Day Fund, restoring its balance to more than $200 million, as a sign of proactive long-range planning and is supportive of Nevada抯 decision to forgo permanent tax reductions in the face of a large budget surplus. Indeed, Moody抯 praises our decision to return a portion of this surplus to our taxpayers in the form of a one-time $300 million tax rebate, while leaving the current tax structure in place and using conservative revenue assumptions for future planning. Following the spirit of entrepreneurship, Jackie Glass has always been willing to take a challenge head on. Now she is on her challenge! While still in high school, Jackie worked as a waitress to help buy her school supplies and school clothes. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism. Her journalism career brought Jackie to Las Vegas in 1978 where she began as a radio news reporter. She moved quickly to television and served as both a morning anchor and crime beat reporter. As she followed the course of the trials she covered, she watched attorneys in action, and knew she could do as well. A new challenge lay before her. Once again, she worked her way through college, graduating from the University of San Diego School of Law. In 1984, Jackie passed the Nevada Bar exam before graduation, received her Juris Doctor Degree,*4 was admitted to the Nevada Bar, and married her husband, Steve Wolfson. With her husband, Jackie worked to build their successful law practice while helping at her daughters' school, chaperoning field trips to Washington, DC, supporting the Girl Scouts and projects such as Nevada Reading Week. On the professional side, Jackie has lectured at the UNLV Boyd School of Law, spoke on law topics at local high schools, and appeared on the KLVX show, "Law for the Layman". She has devoted years as a hearing master to juvenile, domestic and paternity issues as well as criminal law. She credits her seventeen years of legal experience and her work as a journalist on the crime beat for giving her an insight for the law, the role of the judiciary, the needs of victims, and for ways to make our system work better. Photo by Clint Karlsen.]]] In his first public appearance since suffering a mini-stroke last week, U.S. Sen. Harry Reid on Wednesday assured reporters and others at a forum on faith and community that his health was good. Reid, D-Nev., indicated that he would not need further medical attention as a result of the Aug. 16 episode. When asked what his doctor's instructions were, Reid said: "He told me not to worry about it." The Senate minority leader sought medical attention after a bout of dizziness while at home in Searchlight. Doctors found that Reid had experienced a transient ischemic attack, sometimes characterized as a ministroke. The attacks are often a sign that a serious stroke could occur later. "There's nothing to follow up on," said Reid, who was accompanied by his wife, Landra. "I'm feeling fine." The 65-year-old was all smiles and handshakes as he entered Nevada Partners on Lake Mead Boulevard in North Las Vegas, where the Faith and Community Forum took place. The event brought together religious leaders and social service advocates to address the needs of the youth, the homeless and the disadvantaged of Clark County through faith-based initiatives. Reid had canceled all public appearances following his ministroke. He had been resting, spending time with family, taking calls in preparation for his Sept. 6 return to Washington D.C., and staying current with news events, according to his spokeswoman. Reid said Wednesday that it was important for him to attend the forum to offer support to the involved groups and individuals, and also to demonstrate to the public that he was physically fit. "I wanted everyone to be able to see me and see that I was doing fine," Reid said. Reid was greeted with a standing ovation. He delivered his keynote address and then departed with his staff. When asked as he walked to his vehicle what he'd like the public to know about his physical fitness, Reid said: "I think the best thing to do is tell them I did 100 push-ups this morning and 85 sit-ups." U.S. Senate Chaplain Barry Black, who attended the forum at Reid's request, said he thought his friend looked well, confirming what Reid had told Black shortly after doctors diagnosed the transient ischemic attack. "I have his cell phone number and I gave him a call," Black said of his actions after he heard of Reid's health issues. "He sounded fine on the phone and reassured me that everything was OK." Black traveled from Washington D.C., to Las Vegas despite having a sprained ankle. It was a journey he said he was glad to make to support both the effort and Reid. "It's a trip for a friend who I think is making a tremendous difference in terms of helping people on life's hard journey," Black said. "I'd probably travel halfway around the world for someone like that. He's in the trenches." Many of the 200 people in attendance said they were impressed that the senator had kept his promise to attend the event. "I was concerned to see if he was going to be here after I heard about his ministroke," said Anne Bridgeforth, a member of a nonprofit group affiliated with the Fountain of Hope AME Church in Las Vegas. The Rev. Paul Colbert of St. Luke's Episcopal Church said he was eager to hear what Reid would say about the government's growing interest in working with faith-based groups. But Colbert also said he was worried about Reid's quick return to public life following his ministroke. "I just hope he's not overexerting himself because he certainly has many battles ahead when he returns to Washington," Colbert said. Pastor Ray Giddens of the Unity Baptist Church said he admired Reid's tenacity and dedication to his job despite his health problems. "I'm relieved and very impressed to see the leadership he's showing," Giddens said. "He's stepping out on faith and not letting (heath problems) prevent him from doing what he's been called to do. Harry Reid, D-Nev., on Wednesday plans to make his first public appearance since suffering a "ministroke" last week, according to a spokeswoman. Reid, 65, will take part in an event for religious leaders and social service advocates at Nevada Partners in North Las Vegas. The "faith-based services symposium" was organized to draw attention to community needs. Doctors have placed no physical limits on Reid, who plans to resume a full schedule when Congress reconvenes on Sept. 6, spokeswoman Tessa Hafen said. Political observers said Monday the Senate's Democratic leader will be under tight scrutiny when he returns to Washington as colleagues and critics watch for any aftereffects. "His medical condition is out there, and people will be thinking about it," said Stuart Rothenberg, a Washington political analyst. Reid has been recovering from a transient ischemic attack, a possible precursor to a stroke. Reid's office announced his medical condition on Friday afternoon, saying he began experiencing lightheadedness Tuesday evening at his home in Searchlight. Two physicians at Sunrise Hospital & Medical Center said Monday he was treated there. Rothenberg said it was not a good idea for Reid, 65, to wait three days before disclosing the condition. Although the Friday announcement may have been timed to minimize immediate media attention, Rothenberg said it may also have caused more suspicion. "This is not one of those Third World regimes where they hide what the leader is doing," Rothenberg said. "I think he was trying to protect himself, and when you do that, it makes people wonder if something bigger is going on than a mild stroke." Hafen said there was a delay in disclosing Reid's diagnosis because no one could say conclusively what happened until several tests were evaluated. Reid, who is staying with family in Las Vegas, was not available to be interviewed Monday, Hafen said. His staff continued to decline to disclose the names of doctors who treated him. Norm Ornstein, a resident scholar at the American Enterprise Institute, said he does not think Reid's medical condition will diminish his role as Democratic leader. "Reid has a very firm hold on his leadership and caucus," Ornstein said. "No one in his caucus is likely to be looking for excuses to get rid of him." Even if another Democrat wanted to oust Reid, this would not be the time to do it, Rothenberg said. "This is a period in which everyone has to be deferential and solicitous toward Reid," Rothenberg said. "No one can be seen as taking advantage of this medical condition." There might even be a political upside to Reid's condition because senators from both parties may want to be more cooperative, said Eric Herzik, a political science professor at the University of Nevada, Reno. "Events like this make politicians realize that no matter whether you agree or disagree with someone on policy issues, there is a personal element of respect and friendship that goes beyond bitter partisanship," Herzik said. Hafen said last week's event will not have any impact on Reid's decision whether to seek re-election in 2010 when he will be 70. Dr. Nina J. Solenski, a stroke neurologist at the University of Virginia Health Sciences Center in Charlottesville, declined to discuss Reid's case specifically because she does not know the details. But Solenski said a high percentage of patients who have had a transient ischemic attack eventually have a stroke. "This is a general warning sign that a stroke is impending," Solenski said. "If this is a first event, and the patient is associated with other risk factors like hypertension, there is a higher incidence of stroke over time." A stroke can be avoided if treatment is administered in a timely fashion, Solenski said. "It's a case-by-case situation," she said. Harry Reid, D-Nev., experienced lightheadedness Tuesday evening and was diagnosed by doctors as having experienced a transient ischemic attack, often a sign that a serious stroke could occur later, according to a statement issued Friday by his staff. Reid spokeswoman Tessa Hafen said the 65-year-old senator feels fine. "There are no complications or any restrictions on his activities," she said in a statement. She added that Reid's physicians have advised him to take advantage of the summer congressional recess and take "some downtime." Reid, a senator since 1987, is Senate minority leader and often is the national spokesman for the Democratic Party. In a phone interview, Hafen said Reid, on the advice of his doctors, has canceled all public appearances until further notice. She said the attack occurred in his home in Searchlight and that his wife, Landra, urged him immediately to see physicians in Las Vegas. Reid decided against announcing the medical problem until Friday, when his physicians completed tests and evaluations of his condition, according to Hafen. There is no reason for Reid to reduce his Senate activities, she added, because doctors have determined "he is fine." Hafen declined to identify Reid's physicians or where he was treated. But she noted the senator does not engage in the type of activities -- such as drinking and smoking -- usually associated with the attacks, sometimes characterized as ministrokes. Reid could not be reached for comment. Hafen said he is staying with family in Las Vegas. Sen. John Ensign, R-Nev., learned of Reid's stroke in a message conveyed through their aides shortly before the news was announced to the public, according to Ensign spokesman Jack Finn. "My family and I have been praying for Harry since hearing the news of his stroke, which came as a shock to me, as I'm sure it did to all Nevadans and Americans," Ensign said in a statement. "My hope and prayers are for a full and fast recovery for Harry, and my thoughts are with his family." Senate Majority Leader Bill Frist, R-Tenn., said he had spoken with Reid. "He's feeling fine -- showing the same strength of spirit that's driven him throughout his career," Frist said in a statement Friday night. "Harry is a seemingly tireless worker, and I hope he takes advantage of the remaining recess to rest and relax before rejoining me on the floor in a few weeks." Congress has been in recess since the beginning of August. Fellow Democrats also expect Reid to continue his leadership role when the Senate returns to session on Sept. 6. Sen. Richard Durbin of Illinois, the Democratic whip and No. 2 party leader, "has been assured this is a relatively nonserious medical event," said Joe Shoemaker, a Durbin spokesman. "We just want Harry to get back on his feet and continue doing the job he does so well of leading Senate Democrats," Shoemaker added. Reid was scheduled to make an appearance today at the Reynolds School of Journalism at the University of Nevada, Reno, and to speak Sunday morning at the Lake Tahoe Environmental Summit in Tahoe City, Calif. He usually has attended the annual summit, where he and other political leaders hear reports on the progress made in preserving the lake's clarity. According to the American Family Physicians Web site, a transient ischemic attack is considered a "critical harbinger of impending stroke." "Failure to quickly recognize and evaluate this warning sign could mean missing an opportunity to prevent permanent disability or death," the Web site states. "The 90-day risk of stroke after a transient ischemic attack has been estimated to be approximately 10 percent, with one half of strokes occurring within the first two days of the attack." The National Institute for Neurological Disorders and Stroke states on its Web site that such attacks last only a few minutes and generally occur when the blood supply to the brain is interrupted. This can happen when cholesterol containing fatty deposits, or a blood clot moving from another part of the body, temporarily blocks a blood vessel. Most symptoms disappear within an hour, although they may persist for up to 24 hours. They can include numbness in the face, arm or leg, and difficulty in talking or understanding speech. In cases of transient ischemic attack, some people can be treated with Tissue Plasminogen Activator, a clot-busting drug known as tPA, the American Family Physicians Web site states. The Food and Drug Administration approved the use of tPA to treat ischemic stroke in the first three hours after the start of symptoms. Hafen said she is aware of the effects of transient ischemic attack, but insisted Reid has been assured by his doctors that he is fine. "He has run 12 marathons," Hafen said, adding that Reid intends to continue jogging. The handover of Yu Zhendong last year to Chinese authorities was unusual for the United States, which doesn't have an extradition treaty with China. A court in the southern province of Guangdong began hearing the case against Yu on Tuesday, according to the government's Xinhua News Agency. "Yu candidly confessed everything," according to the agency. Yu, former head of a Bank of China branch in Kaiping, a city in Guangdong, is accused of helping embezzle $485 million from his state-owned bank. He fled to the United States and was sent back to China in April 2004 under an agreement in which he pleaded guilty to racketeering charges in a U.S. federal court in Las Vegas. His plea agreement required U.S. authorities to obtain assurances that China wouldn't sentence Yu to more than 12 years in prison and "he will ... not be tortured or put to death," U.S. government officials said at the time. China frequently sentences defendants to death for nonviolent offenses such as tax evasion or embezzlement involving much smaller sums than that in the Bank of China case. Yu and his accomplices are accused of using their posts at the bank to approve phony loans and money transfers. The case is being heard by the Intermediate People's Court of Jingmen City, Xinhua said. Her game of choice? The money wheel. When the Review-Journal spoke with Avril Lavigne in November, the pop-punk princess mostly talked about two things: her songwriting process and her disdain for Ashlee Simpson. The newspaper caught up with her again last month, when Lavigne again mostly talked about two things: prior stops in Vegas, during which she gambled illegally, and a recent African safari she took with bandmates and tour crew. Unless you've lived under a rock for the past three years, you've heard her ?ber-hit "Complicated" a gazillion times and have a good idea what Lavigne's music is all about. So instead of more music talk, here's Lavigne, 20, relaying her excitement about the things she actually wanted to talk about in her strangely endearing Canadian Valley Girl dialect that features much use of "like," "y'know" and "Oh, my God!" First up, Lavigne's most recent trip to Vegas to attend an awards show. "I totally got kicked out of a casino," she says, laughing. "I hate gambling. It makes me bite my nails. I'm so-oooo nervous, even if I'm just gambling like 10 bucks or just a dollar in a slot machine. I can't stand it." Her youthful appearance was definitely what prompted security to confront her, she says. "It's because I look like a kid. Like, I'm kind of, like, pretty short. ... Especially if I'm not wearing makeup or anything. I look like I'm 11." She had been playing the money wheel when she was ejected. "But I went back and I went to another one and I was fine. I mean, I only got kicked out once, and I just used my fake ID for the other stuff. But there's no point, because if you win a bunch of money, you don't get it." Unlike the nail-biting experience of wagering chump change, Lavigne relished the safari she took during a few days off after playing shows in South Africa. "I was so scared. There were like geckos everywhere, y'know, the little lizards? And there was one in my freakin' cabin, but I couldn't do anything about it because they were everywhere. There's no fence around the premises." She had one particularly scary wilderness encounter. "Oh, my God! I was leaving my cabin to go walk up to the, what do you call it? ... Oh, the lodge. "And monkeys. On the sidewalks. Hissing at me." "I just couldn't even believe it. I was like, 'Is this OK that I'm two feet away from the monkeys? Are they gonna bite me?' "They start screaming at me. Oh, my God! They were, like, everywhere hanging off the trees. And they were playing with me because they knew they were scaring me. "Oh my God! What if you're in the middle of the woods and it's like their space and they can bite you? ... "I'm like, 'What am I supposed to do? I'm by myself.' "I had my video camera and I was totally videoing them. And then they start hissing at me, and I freak out. I started screaming and running back to my cabin. Oh, my God! There were like 15. They'll bite you. If you touch them, they'll attack you. ... They're in the wild. "I run back and there's this thing that looks like a deer with big antlers that are all twirly, kinda like a deer-moose thing. I don't know what it's called." (Antelope, perhaps?) "It's, like, laying in the grass beside, like, five meters away from the cabin, and I'm going 'Uh, is this going to attack me?' "So what I'm trying to say is, it's the real deal. It was the real deal." Lavigne's guides taught her the chief rule of safari safety. "They're like, stay in the vehicle, because once you get out, then you're an animal. If you stay in, they're not going to attack you." Lavigne and company took both morning and night safaris. One featured a surprise from their guides. "They're like, 'OK, it's snack time,' and we're like, 'Snacks?! Sweet!' And they stop, like, the safari truck thing, and they whip out, like, a whole bar. It was like wine and everything. And I'm like, 'Isn't this going to attract the lions and stuff?' "It was fun. It was crazy. We had a drink and some nuts and some crackers and whatever and cookies." Lavigne says she is an intensely curious person, and that her frequent inquiries of those around her often lead to changes in her thinking. "I ask so many questions, and I'm asking the (safari guide) guy, 'So, have you ever had any problems? Has anyone ever got attacked or anything?' And he's, like, 'Yeah, a woman was actually killed by two lions.'
