U. S. Senator John ENSIGN: BRAC REPORT REAFFIRMS NEVADAS IMPORTANCE TO U.S. MILITARY

Washington, D.C. Senator John Ensign, a member of the Senate Armed Services Committee, said today that the Base Realignment and Closure (BRAC) report released this morning reaffirms the crucial role Nevada has in the United States military and the defense of America.*1

Our military installations are a source of great pride for all Nevadans, and Im pleased to see their importance recognized by the BRAC Commission, Ensign said. Nevadas role in our national defense is crucial and should continue to grow.

Although the U.S. Army depot in Hawthorne has been recommended for closure by the commission, Nellis Air Force Base has been expanded by more than 1,400 military and civilian personnel. The number of people assigned to the Naval Air Station in Fallon and the Air National Guard station at Reno/Tahoe International Airport will be reduced slightly if the BRAC Commissions recommendations are approved.

Nellis has become one of the premiere fighter pilot training centers in the world and is also playing a vital role in counterterrorism and other important aspects of national defense, Ensign said. As a member of the Armed Services Committee, I am committed to making sure our military has the training and resources it needs while we continue to be good stewards of the taxpayers money.

All the recommendations included in the BRAC Commission report must eventually be approved by Congress.*2

Andrew Lai, a managing partner in Dragon City, said he's met with state and local tourism officials to discuss boosting the number of tourists coming to Las Vegas from Asia.*1

"We could have 3 (million) to 5 million Chinese tourists coming to Las Vegas in three to five years," Lai said. "More than 50 million Chinese have enough money to come here. China has 1.4 billion people. If just 1 percent of them eventually come here, it would be 14 million visitors."

Hunt-Krygiell said Dragon City would create a significant demand for "services that cater to tourists," so a commercial-tourism designation would "make sense."

"We're going to have more tourism along the (Spring Mountain) corridor because we'll actually have places for them to stay," Hunt-Krygiell said. "It could increase a wider variety of tourism uses."*2

The Clark County Comprehensive Planning Department is in the midst of a series of open houses and town-hall meetings to gather public comments on land use in the Winchester and Paradise townships.

The unincorporated areas are bordered by Sahara Avenue and Silverado Ranch Boulevard to the north and south, and Decatur and Nellis boulevards to the west and east. Las Vegas' Chinatown, which runs along Spring Mountain Road between Valley View and Decatur boulevards, is at the area's core.

Lynette Boggs McDonald was elected to the Board of County Commissioners on November 2, 2004. Boggs McDonald comes to Clark County from the city of Las Vegas, where she was the first woman to lead a City Council ward in the history of that city. CHANGING CHINATOWN Group hoping to get zone switch that would allow gambling

Officials of a company looking to build a big condominium-retail project in Las Vegas' Chinatown district want the Clark County Commission to consider changing land use in the area to allow for gaming and high-density residential.

Spring Mountain Wynn Investments is planning to build Dragon City Hotel & Resort, a 17-story, 2,500-unit condominium-hotel complex with about 300,000 square feet of retail, on about 20 acres near Spring Mountain and Wynn roads. The project is at the heart of a district undergoing land-use reviews at the county.

"People are always fascinated by Chinatowns in large cities," said Susan Hunt-Krygiell, a managing member of Spring Mountain Wynn Investments. "We want to help create a place where they could experience the restaurants, the shops, the entertainment and the overall feel of Chinatown."

Doing so, however, will require boosting tourism to the area -- a feat that Hunt-Krygiell said will be difficult without a change in zoning.

The Clark County Comprehensive Planning Department is in the midst of a series of open houses and town-hall meetings to gather public comments on land use in the Winchester and Paradise townships.

The unincorporated areas are bordered by Sahara Avenue and Silverado Ranch Boulevard to the north and south, and Decatur and Nellis boulevards to the west and east. Las Vegas' Chinatown, which runs along Spring Mountain Road between Valley View and Decatur boulevards, is at the area's core.

At the most recent open house, held Thursday at the Harbor Palace restaurant at 4275 Sprint Mountain Road, principal planner Walter Cairns noted that much of Chinatown and the neighborhoods surrounding it are zoned for light-industrial uses.

But Cairns said land values in the area have increased enough to warrant an upgrade in land use to a commercial-general use, which would promote higher architectural standards and retail uses.

Dragon City's developers would like the county to go one step further and declare Chinatown a commercial-tourism zone.

Cairns said commercial-tourism zoning allows two uses that are prohibited under commercial-general uses: High-density residential of 50 units per acre and gaming.

Hunt-Krygiell said that Dragon City officials don't plan to pursue a gaming component "at this time."

But Cairns said, "I'm hearing they want gaming. I asked the question of them, and they said they wanted gaming."

Cairns said the Dragon City developers' request "needs to be analyzed," but he couldn't predict what action Clark County Commissioners would take when they hold a hearing on the area's land-use plan in August.

Cairns said that he'd likely recommend an overlay district, which superimposes additional zoning requirements on existing land-use plans.

"If you put a commercial-tourist use in, a lot can happen -- it gives (developers) carte blanche," Cairns said. "But an overlay can control what happens" because it establishes parameters a developer would have to meet before the county approved a project.

In addition, Cairns said, the state would need to amend its gaming-district boundaries to include Chinatown before developers could bring slot machines to the area.

One Dragon City neighbor said he isn't sure a Chinatown gaming district is necessary.

Alan Chen, public relations manager of the 90,000-square-foot Chinatown Plaza at 4255 Spring Mountain Road, said he welcomed Dragon City, but he added that gaming wasn't necessary to lure tourists to the corridor.

"New development is always a good thing, especially in this area, where we have a lot of old developments that need a refacing once in a while," Chen said. "But we have a lot of families in this neighborhood. We want to see projects that are respectful to families around here. If kids are stuck in an area full of gambling, it's not going to be great growth for the next generation. A small pub with a little gaming is OK, but we would like to see the big stuff stay on Las Vegas Boulevard, or at The Orleans or the Gold Coast. It's already out there.

"You can always achieve tourism with food and retail. We have no gaming in our shopping center, but we've done very well at bringing in tourists from L.A. and China. We've brought in tourists because we complement the casinos. We don't have to be a casino."

Hunt-Krygiell said Dragon City will break ground in about two years, after executives complete their designs. The motif will feature Asian aesthetic staples such as pagoda-style roof lines, but Hunt-Krygiell said the complex would be "look very contemporary and progressive."

She said the developers haven't established price ranges on the condominiums, which would likely range from 450 to 900 square feet, and which owners could rent out through a management company.

COMMISSION ON EDUCATIONAL EXCELLENCE
THE FIRST STEP IN HELPING NEVADAS TROUBLED SCHOOLS

During my State of the State Address, I presented a plan to help the troubled schools of Nevada. Nearly 200 schools in our state are either on the failing list or are on the watch list for the federal No Child Left Behind law. To remedy this situation, I proposed the creation of the Commission on Educational Excellence, a blue-ribbon commission that would be charged with dispensing $100 million in remediation funding for schools that most clearly deserve this extra help. The $100 million is an unprecedented and much-needed infusion of money into Nevada public education, and can be used in a variety of ways, depending on priorities set forth in a schools individual improvement plan. The $100 million and the creation of Commission on Educational Excellence is intended to serve as a stimulus to get these once-dormant improvement plans off the shelf and fully implemented as quickly as possible.

I am pleased to report that the mechanism for my plan has been finalized, and that we are very close to seeing it fully realized. Senate Bill 404 creates a nine-member commission, including two principals and two teachers from schools that are showing us the way schools that have overcome the odds and are meeting or exceeding current federal standards. The participation of these education professionals is critical to the plans success, as I truly believe the front-line perspective of talented and motivated principals and teachers will help give the program an incomparable amount of energy, common sense and vision. The commissions charge will be to set guidelines for application for funding, provide evaluation of each schools improvement plan, and then determine the final grant award. Other commission members will include two school district administrators, a parent, the state superintendent of public instruction and a teacher-training representative.

The plan has many positives. One of its most striking features is its flexibility. We all know that different schools have different needs. If, for example, a school has determined in its annual improvement plan that it needs additional ESL instruction, professional development, or all-day kindergarten, a request may be submitted to the commission for additional funding in these or any other areas that are deemed vital by the school. As I said in January, the plan also carries with it strict accountability. The commission will also have the ability to make recommendations for change in leadership at schools that, even with additional funding, continue to lag behind federal standards.

SB 404 will soon go before the Senate Finance Committee and the Assembly Ways and Means Committee. I strongly urge continued support of this important plan, one that promises to get money and resources quickly to our troubled and failing schools. These are schools that for too long have been left in the budgetary shadows of public school funding. SB 404 is an important step forward, and I urge all Nevadans to support it.

WASHINGTON, May 3U.S. Secretary of Labor Elaine L. Chao, in collaboration with the Office of Personnel Management and 10 federal agencies and partners, hosted the fourth annual Asian Pacific American Federal Career Advancement Summit on Tuesday. Secretary Chao created the APA Summit, the first of its kind, in 2002 to prepare Asian Pacific Americans for senior level participation in the federal workforce.

"As our nation celebrates Asian Pacific American Heritage Month, we recognize the many accomplishments and contributions of Asian Pacific Americans," said Secretary Chao. "The goal of this summit is to help Asian Pacific Americans in federal government build the necessary skills to advance their careers."*3

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.*4

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. CARSON CITY Gov. Kenny Guinn today released the following statement in response to comments made by Democratic Assembly leadership regarding the viability of the Governors $300 million rebate:

Some of the people making comments about the IRS and my rebate proposal are putting up a smokescreen because they would rather spend this $300 million rather than give it back to the taxpayers. The notion that it would be insulting to give a rebate that might be taxable is ridiculous. The insult to Nevadans would be not giving them their money.

It is presumptuous for the Democratic Assembly leadership to claim that this administration has not been aware of the issues. We have been working directly with the IRS to get a ruling on this rebate because I know the best choice is to put money back in the pockets of citizens of Nevada. While I am always open to good ideas from anyone that brings them forward, the key issue is getting $300 million back to our constituents in the best and fairest way possible.

This will serve as a formal notice that the Urgent Conference Call issued by Elena Brady for this evening May 2, 2005 at 8:00 pm has not been called by the ARCC Officers.

Just in case there is any confusion, the Urgent Conference Call that Elena Brady is asking for does not concern ARCC.

The Urgent Conference Call that Elena Brady has called tonight is to discuss the registration of her Asian American Republican Coalition of Nevada (AARCN).

Asian Republicans of Clark County (ARCC) has already registered with the Secretary of State and the IRS. It is not necessary for the ARCC members to attend this meeting unless they desire to.

Elena Brady is considering registering her organization tonight after two years without incorporating, nor registering with the Secretary of State and the IRS. It is comforting to see that AARCN is following the lead of ARCC in making its organization a legitimate entity for the purpose of furthering Asian American values and interests. Perhaps this will allow for stronger unity within the Asian Community.

Good idea regarding the meeting. I will put forward an agenda for the meeting.

Regarding the criticism on Mae's e-mail list, this is just a political spin and a meager attempt to try to create chaos, confusion and division.

For your comfort level, please rest assured, I do not do any thing without forethought and considerations. The list of the people from my mailing list is from my personal relationship and meetings with each one individually. I did not receive this list from Elena or any one else. The list was created by me personally.

I do not believe that anyone on the list were minors, if they dislike the e-mail notifications, there are many ways to inform us that the notifications are not welcomed.

More importantly, I did not receive any documentation regarding Elena as their newly elect spokesperson nor did I receive any legal documentation stating that Elena Brady is the Attorney-in-fact for these individuals. Therefore, her interference and attempts to impede our momentum and progress will be addressed accordingly, however, should not be given too much credence. We must stay the course. If we stray too far, then we have allowed others to achieve their objectives in creating chaos, confusion, and division.

With the assistance of CCRP (Brian Scroggins, Paul Adams), ARCC officers (Dr. Ridgley, Edgar Guo, Pete Rinato, Jasmine Guo, Dr. Lei, Julie, Hereford, Hui Lim Anh, Cassandra Cheung ...) and our general membership, we will put a stop to this once and for all...to allow for a more constructive agenda.

My email to you was a friendly gesture to save face, I am sorry that it was taken differently. As we discussed earlier, I have NO private agenda. I believe I was the one who gave these email contacts to Ms. Brooks. A lot of these people are not members, nor board members, according to the Bylaws adopted in January 16, 2004, you may ask Jasmine a copy of it. In fact it was through that bylaws that she was elected amidst the controversy of not yet amended, approved, and ratified. I supported that group and work hard and spent a lot of money to make it happen. But maybe you are completely a different group, I don't know, in that case I would be happy to take back those original members and start over again, we gonna do it right and no more compromise. For me it is okay that you guys have your own group as long as the intention of your group is to serve the community and be an ally to the Republican party. Sun Moon Lake

Taiwan is beautiful for its mountains, rivers, lakes, among others. One of the most scenic places in Taiwan is the Sun Moon Lake. It's our pleasure to receive a good information in searching "Sun Mon Lake" from the Google.com on May 4, 2005:

Surrounded by green mountains, Sun Moon Lake is the pearl of Central Taiwan. Sun Moon Lake is the largest natural lake in Taiwan. The Eastern part of the lake is round like the sun, while the Western part is shaped like a crescent moon - hence the name "Sun Moon Lake".*1

In the middle of the lake (between the "sun" and the "moon") is an island which has long been a sacred place for the Shao people. This island (Lalu) is off-limits to visitors. Only the Shao people can go there to worship their ancestors. (There is a ferry that passes by it, departing every hour from 9:00 to 4:00). But the beauty of Sun Moon Lake is not Lalu. The beauty of Sun Moon Lake is found in the surrounding mountains. From the lake, tier upon tier of countless peaks can be seen rising up into the sky. The nearby mountains appear dark with vegetation. The mountains that echo farther and farther away appear less and less distinct until they fade into the sky.

The lake has not always looked the way it does now. At one time Lalu was a much larger island, a pearl separating the "Sun Lake" from the "Moon Lake". But in the construction of a hydroelectric power plant, the Japanese in 1934 deepened the lake by directing water from the adjacent lakes at Puli and Yuchih. The depth changed from 6 meters to 27 meters. The surface area of the lake changed from 1.8 sq miles to nearly 3 sq. miles (4.55 sq kms to 7.73 sq. kms). The big pearl became a little pearl. The Shao people were moved from their beloved Lalu to the upper Sun Moon Village.

Seven trails are available for hiking. Even if you choose to stay overnight at Sun Moon Lake, you might not have enough time to hike more than three of them. If this is the case, we suggest that you choose the Hanbi Trail, the Dachuhu Lake Trail, and the Tzuen Pagoda Trail. Here, in clockwise rotation, is an overview of the trails and other attractions at the lake:

Mt. Maolan Trail:

If you have the time, we highly recommend this trail. The trail begins across the street from the Taiwan Bus Station. It is less than 3 miles (4.6 km) long and is divided into two parts. The first part of the trail takes you to the Tea Research and Extension Station, Yuchih branch. It is a little over 2 miles and climbs more than 300 feet. Along this trail you can see the Assam black tea farm. They will set up a Tea Culture Exhibition Hall near their Sri Lanka style tea factory next year.

The second part of the trail takes you to the Weather Forecast Station. This is a shorter trail (less than a mile) but steeper. It climbs more than 500 feet. This trail takes you into a forest of indigenous conifer trees (Taiwania cryptomerioides Hay).

Hanbi Trail:

The Hanbi Palace used to be a restricted area where our famous president Chiang Kai-Shek stayed when he visited Sun Moon Lake. Now things are much different. The palace has been turned into the Lalu Hotel and the trail to the pier he loved is open to the public. The red brick trail is less than a mile long (1.5 km). It gives you a beautiful view of the lake.

Wenwu Temple:

This temple was built in 1938, combining two temples that had to be relocated when the dam was constructed. It was rebuilt in 1969 into the style that we see today. People come here to worship Confucius (the god of letters) and the martial gods Guangong and Yuehfei. The pair of lions in front of the temple are the largest ones in Taiwan.

Peacock Garden:

There are more than 200 peacocks and other precious gallinaceans in this free park. The Butterfly Museum has many butterfly specimens on display. There's a Butterfly Field House to breed the indigenous butterflies at the Youth Activity Center near Sun Moon Village.

Songpolun Trail:

This trail is only 2,000 feet (600 m) long. It used to be an ancient path that people took to go back and forth from Puli. Salt porters with picul sticks on their shoulders used to carry salt along this trail. The Songpolun Trail is biologically rich with primitive plants, insects and birds. A fish farm can be found at the end by the lake.

Dachuhu Trail:

Dachuhu is a waterfowl sanctuary where you can see Black-Crowned Night Herons and Little Egrets. The trail is only 300 feet (80 m) long. There is an inlet where the water of the Chuoshui River pours into Sun Moon Lake. A spout of water shoots up 30 feet (10m) when the lake is full.

Shueiwatou Trail:

This is a short trail - less than a third of a mile (500 m). It leads to a nice fishing place and a statue of 9 frogs piled on top of each other. In fact the name of the trail comes from this statue.

Sun Moon Village (Idashao):

The Shao People have the smallest population among the ten aboriginal tribes in Taiwan. Though the population is growing, they are only about 400 today. You can look at their wooden sculptures and handcrafts in this aboriginal village. You won't want to miss the chance to try their fresh seafood dishes here or on Shuishe pier.

Totingai Trail:

This is the first place the Shao people settled in Sun Moon Lake some 400 years ago. Along this short (2,000 feet, 600 m) trail is information about this tribe. The trail is also rich in vegetation including bamboo, trees and ferns.

Hsuankuang Temple and Hsuan Tsang Temple:

If you have read the Journey to the West or have seen its animation, you would not forget that the protagonist was led by a monkey, a pig and an ugly general. In real life, Master Hsuan Tsang (605-664) did not have such a magical escort. He was a Chinese Buddhist scholar, translator, and author of Buddhist Records of the Western World. Between the years 629 and 645 he made a pilgrimage to India in search of authentic scriptures. Pious, learned, and fluent in Sanskrit, he later translated the texts that he brought back with him. Part of his relics were kept in the Hsuankuang Temple. Later (1965) they were moved to the newly constructed Hsuan Tsang Temple.

Tzuen Pagoda Trail:

Tzuen Ta, the pagoda of filial virtue was built in commemoration of Madam Wang, the mother of Chiang Kai-Shek. It is on the top of the Mt. Sabalan. (An interesting fact: the mountain is at an elevation of 954 meters, so the pagoda was built 46 meters high in order to reach the elevation of 1000 meters!) The trail gives us a great view of the lake. It's less than a half mile (570 m) long and features a variety of ferns. Fireflies can be seen on summer nights.

Swimming in the lake is normally prohibited for safety reasons. But every September there is a mass cross-lake swimming event organized by the local county government and the Adult Swimming Association. If you are interested in this activity, you can obtain further information from the Sun Moon Lake Tourism Bureau or the Nantou County Government. (Click the links at the bottom). Sun Moon Lake is easy to get to. It is one of many wonders along the Central Cross-Island Highway. Other attractions include the Flame Peaks at Tasotun, the 9-21 Earthquake Museum at Nantou City (a modern multimedia museum dedicated to teaching visitors about earthquakes - especially the deadly quake of September 21, 1999), the 4 W's at Puli (Water, Wine, Women and Weather), the sheep at Chingjing Farm, and of course the great Taroko National Park.

US Labor Secretary Elaine Chao praises Asian American workforce

U.S. Labor Secretary Elaine Chao, a Taiwanese-born immigrant, encouraged Asian-Americans to speak up, and to work on their communication skills during a summit hosted by the Asian Pacific Americans Federal Career Advancement.*1

While speaking at the career advancement summit dedicated to Asian-American federal workers, the U.S. Labor Secretary Elaine Chao said that it is vital for Asian Americans to acquire the skills of marketing, human relations and report briefing in order to advance in their career with the federal government. Chao also praised the Asian-American work force for its contribution to the development of the U.S. economy.

At the same time, Chao emphasized that it is important for Asian-Americans to improve both their verbal and written communications skills. Chao says that Asian-Americans must learn about the American ideology of team-spirit in the work environment, while also participating in meaningful community work.

The latest statistics show that Asian-Americans currently make up 4.8% of all federal employees. Chao is hoping that the career advancement summit will help Asian-Americans improve upon their career skills, while also furthering their understanding of the different methods for advancing into high positions within the government.

Ever since Chao took office with the advent of the Bush administration, she has dedicated herself to raising public awareness of the minority Asian workforce struggling to advance in the American society.*2

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *3

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao*4 of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA. Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of Nevada Senate. Dina is also a professor of Political Science in UNLV.*5
