Summer 2003 Symposium of WBTI was remarkable

The Summer 2003 Symposium of WBTI was held at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of the mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking.*1

Dr. E. Lee Bernick, Congresswoman Shelley Berkly, State Senator Dina Titus, Distrct Judge Valorie Vega, Clark County Commissioner Rory Reid, Las Vegas Judge Bert Brown, and Clark County Chief Deputy District Attorney Abbi Silver were invited as the Panelists of Honor of the Event and Dinner party. As Dean of the Graduate School of Business and Public Administration (GSBPA), WBTI, Dr. Bernick is also Chairman and Professor of the Department of Public Administration, UNLV.

The following individuals were invited as Special Guests of the Party : Dr. An-pny Sun, Associate Professor of Social Work of UNLV; Jimmy Hsu, Director of the Las Vegas Office of "Chinese Daily News;" Jean Gatchalian, General Manager of "Nevada Examiner;" Liane Lee, Regional Representative of U. S. Senator Harry Reid; Kathie Ambrosio, Regional Representative of U. S. Senator John Ensign, and Representative of the Communitylink of Las Vegas Review-Journal. com.

The Symposium functioned also as a celebration Dinner Party for the appointment of Dr. Bernick as Dean and the six famous professionals as Faculty Members of GSBPA. Chaired by Dr. Tony Lei, President of WBTI, the Symposium accompanied elegantly with a Champagne Dinner was sponsored and host by him and his wife at the Zax (Italian and Japanese) Restaurant of Golden Nugget Casino and Hotel.*2

The MPA/SME Certificates Program are designed on the basis of theoreticality and practicality for public administration. This has marked again the milestone of practical and educational cooperation between UNLV and WBTI. "Learning through teaching is a good philosophy of a happy and successful life style. It's my spacious opportunity and honor to be an Adjunct Assistant Professor of GSBPA. In utilizing both of my knowledge and experience, I'm challenged and happy to share the learning and teaching process on Criminal Law together with our graduate students from China, Malaysia, Singapore, and Taiwan in the classrooms offered by UNLV," said Judge Bert Brown who has been voted as the best municipal judge.*3

"As a District Judge of Nevada, it's my honor to announce the installation of the adjunct faculty members of the Graduate School of Business and Public Administration of Washington Business and Technology Institute as in the following: Dean of the Public Administration Division: Dr. E. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. My stetement today regarding the capture of Saddam Hussein

Saddam Hussein was a murderer, a thief and a tyrant. His capture is a major victory of our brave U.S. troops, particularly the 4th Infantry Division and Special Operations Forces that carried out this mission. It is also especially important for the Iraqi people, who now know that the fallen dictator will not be coming back to power and that he will finally be held accountable for his thousands of crimes and many years of brutality.

As I said yesterday in a radio address to the nation, removing Saddam Hussein from power was critically important. His capture today is equally important. I hope it will send strong signal to the remaining terrorists and insurgents operating in Iraq that their days are short in number.

As the president said earlier today, Saddam's capture does not mean the end of violence in Iraq, or an end to the threat to American roops. But today is a major step forward, and all Americans can take great pride in the bravery and professionalism that our military forces continue to display.*2

Nevada seniors can apply for residential tax rebate

As the Governor of this great state, I have a special place in my heart for Nevadas seniors. Thats why I am pleased to share with these special citizens a reminder about a residential tax rebate available to them through Nevadas Division for Aging Services. I was happy to include this important program, which first began in Nevada in 1973, once again in my 2005 budget.*2

Now through April 30, eligible seniors can apply for rebates on their property tax, or receive rent assistance. Forms for new, first-time applicants are available at local senior citizens centers throughout the state or at the assessors office in the residents county. Senior citizens who have received this rebate previously have been sent a pre-printed form in the mail from the Division for Aging Services.

Under this program, refunds vary from $5 to $500 per household for homeowners and renters. Qualified senior homeowners may include mobile home owners who own their land, and qualified senior renters may include persons who own their mobile home and rent the space. Income qualifications and other guidelines apply.

I encourage qualifying Nevada senior citizens to apply for this special residential rebate by April 30, 2006, deadline. For more information, call the Nevada Division for Aging Services at (775) 687-4826, or toll free at 1-866-212-7600.*3

Some valuable skills for people to have a more successful and happy life

It is a general understanding that: If we are able to excel in a particular field of professional career, we will definitely have a better chance of gaining a foothold into society. Outstanding professional accomplishments enhanced with good community service is a practical and sincere way for us to integrate into American society and win the recognition by our mainsteam society and American people.*1

In this generation and society, we need economic compassion, in service above self, and in action of love and moral courage. Some people are of the "tell me what you wear, tell me what kind of car you drive, tell me what cards you carry, and I'll tell you who you are" culture. What do the people we admire have in common? These individuals have faith, respect and love, unabashed love. Love always transcends self. In its purest form, love is unconditional and an appreciation. The Greeks had a saying: People are known by the heroes they crown." Tell me whom you admire, and I will tell you who you are. Your choice of heroes reveals your personal traits.

"By the act of love itself, we are enriched. Love in action is service above self. Make service part of our characters and experience the abundanr rewards that come from serving others. Let our heroes be the great servants who have given all for the bettement of other's lives, Let our candle fuel a fire that will fan out an ever-increasing circles. With these circles together we can close our eyes and evision a community that is safe, peaceful, and healthy. This is why I used to pointed out that, knowledge calls, ultimately, a life of service," says Dr. Tony Lei, President of Washington Business and Technology Institute.*2

We can work alongside each other. We can absorb each other's energy and discipline and commitment to inspire us and motivate us. Service beyond self is love in action. This is our creed and our calling. We stumble and splinter when we forget that goal. We unite and prosper when we remember it.

There are three major drives pushing and pulling us into the 21st century. (1) The neccessity and speed of change: Change is unavoidable for improement and innovation. Most of the change we face are permanent, pervasive, and profound. It is permanent, because few of us would want to uninvent microchip, to use a train instead of an airline as a business transportation from Los Angeles to New York, or abandon the medical advances that have extended and enhanced our lives. It is pervasive because the information highway has change our lives. Few parts of the way we live and work have escaped the effects of change. It is profound because we must reassess the sharing of our planet's resources. As individuals, we must reassess our values, ideals, and prejudices. As associations we must have effective actions to decrase the force of resistance-to-change successfully.

(2) Emphases of partnerships and alliances. Highly successful organizations have become circliar instead of flat. Each function is a link in a chain whose strength depends on the whole. Each is an alliance or partner with all the others. We need strong, supportive alliances because we need quick access to resources whether they are human, informational, financial, or material by nature.

(3) Member service to member focus: One of the important purposes of an association is all about having satisfied, happy, loyal, referral-bearing members. Our members' success is our success. We should put attention to the thre areas of members focus. The first one is member servicing, which is the operations part that we should do the task well. The second one is member relations, which is the human part that we may be better to have the one-on-one actions. The third one is member development which is the coordinating and retention part that brings satisfaction to every activity.
There are two principles at the heart of the positive thinking road map. (A) the first principle is truth in thinking uncover and eliminate self-limiting belief and attitudes. We need to establish "truth in thinking" by focusing on the facts and avoiding negative self-talk. Challenge our unrealistic belief by reorienting them in a more realistic, positive manner. We will think, feel, and act more confidently, thereby increasing the likehood for success.

(B) The second principle is the 12 positive thinking traits. "The following are 12 traits that characterize a positive thinker: (1) Optimism (2) Enthusiam (3) Belief (4) Intelligence (5) Courage (6) Integrity (7) Confidence (8) Judgement (9) Persistence (10) Liveliness (11) Vision (12) Desire to excel. Each traits, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truth in thinking, allow us to overcome obstacles and challenges in a positive manner in our lives for accomplishment," Dr. Tony Lei points out.

"Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goal and have a happier, more successful life. By pursuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives," he continues.*3

"Because of his sincere and effective work performance in community service beside his academic endeavor, Dr. Tony Lei has received many important awards for his outstanding asccomplishments from U. S. Senators, U. S. Representatives, Las Vegas Mayor, Clark County Chairman, among others. Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) had been invited to attend the celebration of Drescher Graduate Campus Dedication and Alumni Reunion of Pepperdine University on Novemver 1, 2003. The new facility houses the Beckman Management Center for the Graziadio School of Business and Management (GSBM) as well as the Braun Center for the School of Public Policy and the Graduate School of Education and Psychology. WBTI is expecting to have its Graduate School of Business and Public Administration (GSBPA) cooperate with GSBM in launching the MBA/PKE program.*1

Modern Stratagem

The Chairrman of Chinese American Academic Association of Nevada, Dr.Tony Lei received by air mail on February 22, 1997 a book named "Modern Stratagem" *1 The book was written and sent by Professor Tu Lin. The late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. They were also good friends for many years. Professor Tu was the Founder and Chairman od Taipei Marketing Research Association on a national basis. He was also Chairman of Board of China File and Micrographic Information Management Institute. In order to promote the collaboration of academy between both sides of China on the pacific ocean, Professor Tu was the Chairman and held the 1966 Seminar on File and Micrographic Academy of both sides of the Straits of Taiwan on November 4-11, 1996.

The book was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

In the preface, Dr. Mei pointed out that: It is the person who uses strategem to face poblem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

"It is 'political strategy' when a stratagem is used in political affairs.It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.*2

NATIONAL SAFE PLACE WEEK

WHEREAS, National Safe Place Week highlights the Safe Place program an essential program that provides help and safety to children and teens facing abuse, neglect, or serious family problems; and

WHEREAS, this invaluable program began in November of 2003, and is supported by businesses and volunteers who deem the safety and security of our children of paramount importance in our communities; and

WHEREAS, numerous businesses, including fast food restaurants, churches, police sub-stations, etc., are designated as Safe Places, and can be identified by the diamond-shaped, yellow and black Safe Place signs that are placed in prominent, visible places; and

WHEREAS, the Safe Place signs are conveniently located in areas where the need is greatest, and any young person in a crisis situation can walk in and ask for help; at which time the local Safe Place agency will be contacted, and representatives will immediately be dispatched to meet with the youth; and

WHEREAS, counseling and shelter is made available if needed and distressed children and families are connected with resources to keep them safe, where support and guidance can be provided; and

WHEREAS, Safe Place is currently in over 700 communities, located in 41 states, and has helped over 87,000 young people in crisis using 14,671 businesses and thousands of volunteers nationally who give their time, resources, and energy to make our country a safer place for young people; and

WHEREAS, the State of Nevada commends all those involved in this magnificent effort to provide the young people of Nevada, and our nation, with sensitive assistance at times in their lives when they may be struggling and in crisis;

EDITORIAL: Fixated on 'broken' Yucca Mountain
Like French generals in red pants

Once a decision is made, an effective leader will "stick with the plan" for a reasonable time to give it the greatest chance of success.

Battles are rarely won by generals who send a brigade marching down one road, and then -- before it has reached its objective -- countermand those instructions, ordering the commander to turn his men around and rush off somewhere else. "Wait, I've had another thought ..."

But such dicta can carry their own curse. How many hundreds of thousands of lives were lost in World War I because bull-headed generals refused to adapt their tactics to new technological realities -- not just for weeks, but for years?

After $8 billion and years of "study," the Yucca Mountain nuclear waste repository -- eight years behind schedule and already the most expensive tomb-building project since the days of the Pharaohs -- seems much closer to the latter case.

Energy Secretary Samuel Bodman went before lawmakers in Washington last week and admitted the Yucca Mountain project is "broken."

It would be hard to deny. Inspection audits by Mr. Bodman's department and by congressional investigators have raised persistent questions about the quality of work by the DOE and its management contractor, Bechtel SAIC, on the project 100 miles northwest of Las Vegas.

So unreliable was the ongoing process of documentation that work was actually ordered stopped on project design and research on canister corrosion. Just a year ago, it was revealed that several U.S. Geological Survey hydrologists in e-mails had discussed possible falsification of quality assurance documents concerning water infiltration at the site.

The DOE "did not manage it very well," Mr. Bodman told members of a House subcommittee on Wednesday. "We really had a process that was broken, and we are trying to fix it."

Asked by Rep. Pete Visclosky, D-Ind., when Yucca Mountain is going to open, Mr. Bodman replied, "That's sort of the $64 question. I would guess at least five years before we are in a position to put a shovel in the ground to build it."

"I think we have a very serious problem here," responded Rep. Visclosky.

Members of Congress say it's reached the point where the inability to move Yucca Mountain forward could endanger efforts to license new nuclear plants, which would, of course, generate more nuclear waste.

Under the circumstances, you'd think the congressmen would be anxious to consider any reasonable alternative to the repository.

Though of course, you'd also have thought the World War I generals would have been anxious to consider any reasonable alternative to again sending their men up against the machine guns.

Sure enough, the congressmen sounded like French generals in red pants, storming that all that's really needed is more resolve on the part of the men, more "elan," even as Mr. Bodman returned to the Hill the very next day, March 9, to explain the Bush administration's ambitious plans for an alternative that would considerably reduce the need for Yucca Mountain: nuclear waste reprocessing.

Members of the House Energy and Commerce Committee wanted no part of the technology -- which the modern-day French have been using for years. And why not? Because they fear it might distract attention from Yucca Mountain!

"I am concerned that this sprawling new venture may divert DOE's attention from other immediate concerns such as fulfilling its current responsibility with respect to Yucca Mountain," explained Rep. John Dingell, D-Mich.

"I am not a supporter," agreed Rep. Joe Barton, R-Texas. "I'm not going to start down that trail until we finish other trails we started" -- including Yucca Mountain.

One can almost hear the ghosts of the Allied commanders along the Somme and Marne in 1914 and 1915, vowing that to equip their own enlisted men with automatic weapons would "only encourage the waste of ammunition," while to examine such alternatives as armored vehicles and flank-turning amphibious landings would only "sap the courage" needed by their men to keep charging those darned machine guns.

We're in today's Yucca Mountain mess only because environmental concerns -- some legitimate, but some overblown -- aborted America's own fledgling waste-recycling program decades ago. Now, the administration is seeking $250 million this year -- more than $1 billion over the next several years -- to develop new recycling technologies that could produce fuels less attractive for terrorist hijacking while still useful for a new generation of fast reactors.

Yes, it would be better if this responsibility were laid at the doorstep of the private concerns that profit from nuclear energy, rather than on the taxpayers.

But either way, if recycling is the wave of the future -- and it may well be -- the plan to seal valuable nuclear waste deep underground could end up ranking right up there in the pantheon of looniness with the post-WWII attempt to develop a nuclear-powered airplane.

This is indeed a strategic vantage point, for from it I witness a pride-filled pilgrimage as parents bring their children to campus, their dreams packed in overstuffed duffels; a few telltale signs of trepidation on their faces. Image with me that in four years, these students will join YOUR ranks...as Pepperdine alumni.*1

This is a favorite season for me, and I write you to share a slice of the excitement we feel on the eve of a new academic year. It's my sith as president, and there is much for which I am thankful. Dr. Andrew K. Benton has served in higher education for nearly 30 years. He planned for a career as an attorney or probate judge in his hometown, and focused his education toward those interests. The desire to work with young people in their own pursuit of higher education was strong and he, instead, followed a career path that led to his current role as the seventh president of Pepperdine University. He assumed that position on June 16, 2000.

Benton received his bachelor of science in American Studies from Oklahoma Christian University and went on to earn the juris doctor degree from Oklahoma City University School of Law. He was admitted to the Oklahoma State Bar in 1979 and later to practice before Federal Courts. For ten years, Benton served in various administrative roles at his undergraduate alma mater. From 1979 until 1983 he also maintained a private law practice in the State of Oklahoma.*3

Sarahs life is a story of firsts

Nevadas second statue in the U.S. Capitol's National Statuary Hall was dedicated March 9, 2005. The Sarah Winnemucca Statue will join Nevada's other statue of Patrick A. McCarran as the two statues contributed by the Silver State.

The following speech is the one that I delivered at the dedication ceremony. It would be most inspired by our people here in Nevada for the story of Sarah Winnemucca:

Sarah Winnemucca is Nevadas second statue in the Capitol. Our other statue, Senator McCarran, has been here for 45 years - which I believe marks the first time Sarah Winnemucca ever came in second to anyone.

Sarahs life is a story of firsts.*2

She was the first female Native American to write a book. She set up Nevadas first school for Native American children. And she was one of the first individuals to navigate between her own culture and the settlers.

As someone who showed so much courage in charting a new course, Sarahs statue fits in well among other first Americans in the Capitol, individuals like our first President George Washington.and the first woman elected to the U.S. House of Representatives, Jeanette Rankin.

And with Sarahs statue, we experience another sort of first today.

Sculptor Benjamin Victor becomes the youngest artist ever to complete a work for the National Statuary Hall Collection.

None of us knew Sarah Winnemucca, but because of this 26 year-old man, we can get a glimpse of who she was as will thousands of visitors to our nations Capitol each year. And when they see this work, they will get a sense of Nevadas historyand our countrys history.

One week ago, many of us gathered in this same spot to present Jackie Robinsons widow with the Congressional Gold Medal. We praised Jackie for breaking the color barrier not just in baseball, but in minds across the country.

It is praise we can equally lavish on Sarah Winnemucca for the work she did on behalf of Native Americans over 125 years ago.

Disillusioned by the treatment and relocation of the Paiute people, Sarah became an activist - - in addition to the many other roles she held, which included teacher, author and translator.

Sarah traveled across the country, introducing Americans to her people and the struggles they faced through a series of lectures on the East Coast. She even visited Washington, DC to plead her case with President Hayes and the Secretary of the Interior only to be sent home with promises that would never be fulfilled.

Having dealt with an indifferent U.S. government, it has been written that Sarah died believing she had not accomplished much unconvinced that her life had an impact.

I think if she could see us today, she might change her mind.

While our country and our culture remain far from perfect, we are further down the trail Sarah set out on a Century ago. And while she may have died believing she did not make a difference, her image in the Capitol is proof her story remains very much alive.

It took 45 years for Nevada to get its second statue in the Capitol. When you consider what Sarah did in just 47 years of life, youve got to wonder what took so long.

As this statue takes its permanent place, Im proud that Sarah is the newest face of Nevada in Washington, DC, and that as a state, we have helped ensure her legacy lives on for generations to come.*3

The following is a part of the article written for Senator Harry Reid being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.*4

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were former U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, among others. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).*5

Outreach Program Targets Teen Prescription Drug Abuse

Youngsters today face many obstacles that past generations did not have to deal with on a daily basis. Recently, Nevada initiated a new program aimed at alerting parents to yet another danger that could affect their childs life.

Nevadas Department of Public Safety (DPS) and the Nevada State Board of Pharmacy have unveiled a media campaign that targets the parents of teens who may be abusing prescription drugs. The parent-targeted public service announcement (PSA) highlights the serious and oftentimes fatal consequences of teen prescription drug abuse. DPS aired a similar spot targeting only teens in the fall of 2004.

In addition, ads have been placed in the Elko Daily Free Press and in family magazines sent to parents of Washoe and Clark County students. A national informational website www.painfullyobvious.com is also included in the campaign.

According to the PHARM-Net Task Force, it is estimated that nearly 30 percent of Nevada teens between the ages of 12 and 17 have abused prescription drugs. Painkillers such as Lortab and Vicodin are most commonly abused by teens. Focus group discussions conducted by DPS in Las Vegas revealed that Nevada teens believe their peers abuse prescription drugs because they are an inexpensive high that is easier to get, conceal, and take without drawing suspicion.

Based on the focus group observations, the PSA is tailored to emphasize the serious consequences of abuse, including shaking, vomiting, skin rash, and hair loss. Jerry Hafen, Deputy Chief of the DPS Investigation Division, says research shows that teens are more frightened of the embarrassment of these side effects than they are of dying from the abuse. So in tailoring these spots to parents, Hafen says the focus is on a parents responsibility to keep prescription drugs away from their children and how important it is to talk to them about the seriousness of abuse.

The PSA is funded by a grant from the U.S. Department of Justice and will run through the end of March. Print advertising will continue through June 2006. The Painfully Obvious teen prescription drug abuse website featured in the DPS campaign is hosted by Purdue Pharma and is designed to educate parents, teachers, and students about the dangers of prescription drug abuse.

Lined with political and judicial dignitaries on the Thursday's funeral services for Mike O'Callaghan at March 11, 2004, but there's no doubt the former Governor of Nevada O'Callaghan would have been elated to know that a hard-luck veteran like Norm had taken time to bid him farewell. Before the start of the service, Norm came into the crowded Shrine of the Most Holy Redeemer Catholic Church on crutches and took a seat.

"Norm was homeless when he first met O'Callaghan in the late 1980s. Now 79 years old, the World War II veteran never forgot his encounter on the street with the generous and caring former Nevada governor. Although O'Callaghan had been a war hero and hugely popular politician, he was known to the needy in Southern Nevada as one of a handful of nearly anonymous volunteers who, rain or shine, poured coffee and handed out doughnuts," wrote John Smith at his column.*1

Harry Reid led a heart-felt lineup of eulogists who included each of O'Callaghan's grown children, the church also held hundreds of others who'd also been touched by the bear-sized Irishman with the big grin and seemingly boundless capacity for caring. Homeless advocate linda Lera-Randle El sat beside Norm and couldn't help smiling at the thought the funeral had drawn such a broad spectrum of humanity to say goodbye to the people's governor." *2

Tom Daschle, Senae Democratic Leader, remembers O'Callaghan at the Senate in Washington, D. C.. One day after thousands of Nevadans paid their respects to former Gov. Mike OCallaghan in Las Vegas, Daschle praised O'Callaghan on the Senate floor Friday. Daschle called Mike O'Callaghan "a true American Patriot and Hero --- who ffought for the poor and the disenfranchised....each and every day of his life." *3

Mike O'Callaghan, former Governor of Nevada, U. S. A. died February 6, 2004 at age 74. "To the end Las Vegas Sun Chairman Mike O'Callaghan's desk was awash in a sea of paperwork that covered every square inch od space." *5

"Teacher, boxer, Korean War hero, newspaperman, humanitarian and the most popular governor in state history: Nevadans remembered Mike O'Callaghan." *6

"I'm around people who think they're important. Here was a man who was important, and he always treated you with warmth and dignity and never pulled rank," said Las Vegas Mayor Oscar Goodman.*13

Mike O'Callaghan was born in September 10. 1929. His education included: (1) B. S., M. Ed. D., University of Idaho, 1956. (2) Post-grade work, Georgetown University, Claremont Graduate School in Economics, Colorado State and University of Nevada, Las Vegas. (3) University of Idaho Hall of Fame, St. Martin's College, Martin of Tours Model, six honorary doctorates.*19

(4) First Place 1994 International Communications Service Award by the Republic of China. (5) David L. Simon Bridge Builder for Peace Award, presented by the Jewish Federation of Las Vegas, 2004.*20 (6) Memorial Fellow of Public Administration, honored by the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) on March 7, 2004.

"We're deeply sorry that we lost a hero of righteousness for our Asian American friends in Nevada. This brings to my mind the urgency of our times in this Silver State. We note the vanishing of many heroes that built the world of Nevada since the last few years. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," said Dr. Tony Lei, President of WBTI, on March 7, 2004 in Las Vegas.

CARSON CITY - Gov. Kenny Guinn issued the following statement today on the passing of former Gov. Mike O'Callaghan.

"Nevada lost a treasure today. I lost a friend and a role model. As a veteran, he demonstrated how to proceed in life despite the loss of a limb. As a teacher in Henderson he influenced a generation of students. As Governor, he left a legacy as one of the most popular figures in our state's history, tackling such tough issues as the welfare of disadvantaged children, the preservation of Lake Tahoe and affordable housing in Las Vegas. As the editor of the Las Vegas Sun, he served not only as an important voice in Nevada, but also acted as its conscience. As a devoted husband and father, he took great pride in the accomplishments of his children and grandchildren.

"As Superintendent of the Clark County School District, I could expect early morning telephone calls from Governor O'Callaghan. But more importantly, I knew that I had a friend and could speak freely with him. Mike O'Callaghan set a standard in this office that I have always worked to maintain.

U. S. Senator Harry Reid served as the former Governor of Nevada Mike O'Callaghan's Lieutenant Governor. On March 11, 2004, Harry addressed a crowd of 2,000 at the memorial service for O'Callaghan.

He told the crowd that Mike was a close friend and trusted adviser for decades. "If you were doing your best, it was good enough for Mike. If you were right and fighting for it, Mike was by your side,' Harry told the crowd with tears in his eyes. "What more could someone ask for in a father figure than Mike O'Callaghan?" *24

Senate Approves Budget Resolution -
After a long day Thursday, the Senate early Friday morning approved a $2.4 trillion budget resolution for FY 2005 that would increase homeland security and military spending. The Republican majority defeated a series of Democratic amendments that would have added funding for veterans health care, law enforcement and education, by rolling back a portion of the tax cuts for people who make over $1 million a year and closing corporate tax loopholes.

Democrats did succeed in adding a pay as you go?amendment to the budget, requiring that any future tax cuts be offset by reduced spending or other sources of revenue. Exceptions could be made only with a 60-vote majority. House Republican leaders have threatened to kill the pay as you go?measure, however.

Tax Bill Tackles Outsourcing- A corporate tax bill
Support Builds for Drug Reimportation -
A move to allow reimportation of prescription drugs from Canada gained support last week. Senator Trent Lott (R-MS) said he can no longer justify voting against reimportation when prescriptions in Canada cost roughly half their price in the United States. And Mark McClellan, whom President Bush has nominated to head the Medicare program, promised to work with Senate leaders on the issue. Senator Reid has voted to allow the safe reimportation of drugs.

Daschle Remembers O'Callaghan -
One day after thousands of Nevadans paid their respects to former Gov. Mike OCallaghan in Las Vegas, Senate Democratic Leader Tom Daschle praised OCallaghan on the Senate floor Friday. We are planning our first ever "International Summit"

We are planning our first ever "International Summit" to bring together all of our NCED International Representatives to a series of meetings here in Nevada. In addition we will be inviting our Honorary Consuls General in Nevada and the Consul General from each of your countries who has jurisdiction over to Nevada. We will also invite a number of city and state officials in both Northern and Southern Nevada to this series of meetings.

I have outlined below our proposed agenda for this International Summit. What we need to know from each of you is what dates, from the following selection, that you would be available to come to Nevada for our International Summit. We are looking for 100% participation from all of you so we will try to select the date when the most people can attend. We are also currently asking the Consuls General as to what dates they can attend so we can maximize attendance at this important event.

I have listed three proposed dates below in order of our preference. Please check ALL of the dates that you could be available:

#1. ___ June 27-30, 2006
#2. ___ June 13-16, 2006
#3. ___ June 20-23, 2006

Since there is a considerable amount of planning necessary for our International Summit I asked that you reply to this e-mail, with your dates selected, by March 6, 2006.

In addition to the proposed agenda, below, here is what we would ask from each of you in your presentations in the schedule:

* Each session will start out with about a 1-hour presentation from all of our reps (5-10 min each) that will cover: the current economic environment in your respective areas; what are the best export opportunities to your area; what are the best investment areas for investors from your areas: what current projects you are working on concerning trade/investment with Nevada.

Here are the type of people with whom you will meet and network at each meeting:

* The local mayors, local Development Authorities, local city economic development officials, area Chambers of Commerce, our honorary consuls in each geographic area, and other state government officials as needed. We can always add to this list as necessary. This group of people in the schedule below is termed "officials".

Proposed schedule (for any of the dates chosen):

Tuesday
Reps arrive in Reno during the afternoon or early evening from their home country or city. We will make hotel reservations for you in the Reno area that evening. We will arrange group ground transportation for you.

Wednesday
AM: Meetings with officials in Carson City area (at our office). A tour of the Carson City area after the presentation accompanied by officials from the area.
PM: Drive to Reno; group lunch in Reno. Meetings with officials in the Reno/Sparks area. Tour of Reno/Sparks area after meeting. Group dinner in Reno with specific officials. Fly to Las Vegas that evening (7:30 pm or 9:55pm flight). The group will stay at the chosen hotel in Las Vegas;
ground transportation to the hotel provided.

Thursday
AM: Meetings with officials in the greater Las Vegas area (at our state office building). Group lunch in Las Vegas.
PM: Tour of the greater Las Vegas area (LV, No. LV, Henderson) accompanied by officials from the area. Our local NV Consuls would be invited to join the tour. There will be a group dinner that evening; specific officials to be invited.

Friday
AM: Meeting of our reps and NCED personnel at our state office building. We will discuss: what our reps need from us to support their efforts; what they see are the best upcoming potential for exports and investment; results of their current efforts and how to improve them;elements that we can put into our strategic plan. An informal group lunch will be arranged.
PM: Meeting with our Consular Corp and invited Consuls General from California. The meeting will start off with a presentation from our reps. We would then have each Consul speak about their view as to the opportunities for trade and investment with each of their countries. There will be plenty of time for Q&A. We will try to have the meeting at the new World Market Center and include a tour of the center.
Dinner: There will be a group dinner with our reps, all of the invited Consuls, NCED representatives and any other state/local official (the Lt. Governor?) that we deem appropriate. This ends the official program.

Saturday
Although the official program has ended we will try and arrange a morning golf outing for our reps who are interested and any other officials that we feel are appropriate. You are free to depart on Saturday.

We would pay for the following items for you:
- Hotels (room & tax only) for 1 night in Reno and 3 nights in Las Vegas.
- One way transportation on Southwest Airlines between Reno and Las Vegas.
- Group lunches and dinners on Wednesday, Thursday and Friday.
- All ground transportation.

Google --- A task for entrepreneurial spirit

"Since its IPO on Aug. 19, Google has seen one of the most impressive runups in share price since the heyday of the dot-com era - a 114 percent jump from its offering price as of Tuesday's close. But unlike the dot-com era, few investors seem to be cashing out for the quick buck," reported the Las Vegas Review-Journal on October 27, 2004.*2

"The number of people who have bought Google and held on to it is really surprising," said Jeff Seely, chief executive officer of Sharebuilder.com, an online brokerage that allows individual investors to accumulate shares through regular partial payments. "It's a new stock, but it's regularly in our top 10 stocks that our customers want to accumulate."

"Seely said that of the more than 5,000 Sharebuilder.com customers who have accumulated Google stock, only 13 percent have sold part or all of their shares," the newspaper continued. "I think it shows a lot of maturity among investors, and it certainly shows that Google has matured as a stock," Seely said.*3

"Google Inc. on Thursday became the first tech heavyweight to tackle the daunting task of uncluttering computers, introducing a program that quickly scours hard drives for documents, e-mails, instant messages and past Web searches," reported MICHAEL LIEDTKE, an AP Business Writer, on October 15, 2004.*4

From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*5

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site."*7 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com), Aol! (www.aol.com), Google! (www.google.com), Infoseek! (www.infoseek.com), among others.

"With the free desktop program, Google hopes to build upon the popularity of its Internet-leading search engine and become even more indispensable to the millions of people who entrust the Mountain View-based company to find virtually anything online. The new product, available at http://desktop.google.com , ups the ante in Google's intensifying battle with software giant Microsoft Corp. and Yahoo Inc., which owns the world's second most popular search engine," Writer MICHAEL LIEDTKE continued.*8

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *11

With more good personal traits, we shall be more easy to be a leader. In a Nutshell, Be a Leader, Dale Carnegie put the following suggestions in his book entitled "How to Win Friends & Influence People":

"A leader's job often includes changing your people's attitudes and behavior. Some suggestions to accomplish this:

Principle 1
Begin with praise and honest appreciation.
Principle 2
Call attention to people's mistakes indirctly.
Principle 3
Talk about your own mistakes before criticizing the other person.
Principle 4
Ask questions instead of giving direct orders.
Principle 5
Let the other person save face.
Principle 6
Praise the slightest improvement and praise every improvement. Be 'hearty in your approbation and lavish in your praise.'
Principle 7
Give the other person a fine reputation to live up tp.
Principle 8
Use encouragement. Make the fault seem easy to correct.
Principle 9
Make the other person happy about doing the thing you suggest."*1
