U. S. Congresswoman Shelley Berkley held a speech conference in Las Vegas By Cheryl Moss and Tiffany ChangU. S. Congresswoman Shelley held a speech conference on 'How We Save Social Security' at February 23, 2005 in Las Vegas. About 100 people attended the conference. Chief of Staff, Richard L. Urey; Tod J. Story, District Director; Jan Churchill, District Representative; and Gerri Schroder, District Representative/Grants Researcher from the Office of U. S. Congresswoman Shelley Berkley also presented. Many organizational and community leaders in Nevada including Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) were invited to participate.*1 Congresswoman Shelley Berkley pointed out three things on her topic about "Privatizing Social Security: President Bush's Guaranteed Gamble". (1) Privatizing Social Security Cuts Monthly Benefits. (2) President's Plan Makes the Problem Worse. (3) America Would Be Forced to Borrow Nearly $5 Trillion From Foreign Countries. Shelley told the attendants to know the facts about Private Social Security Accounts: (1) a. The plan is not voluntary. b. The plan taxes 70% of an acoount. (2) Accounts will dwindle leaving little to pass along. (3) You won't control your own money. The participants of the conference showed high interest on Shelley's speech. Many of them raised important questions. Shelley answered promptly and significantly. The discussion was held on Wednesday, February 23, 2005 at 10:00 a. m. at the Cambridge Recreation Center, 3930 Cambridge Room D in Las Vegas, Nevada. Light refreshments were served at the party. Kenny Guinn today issued the following reaction to the U.S. Department of Energy revealing the U.S. Geological Survey may have falsified documents related to the Yucca Mountain nuclear waste project in Nevada: I am both disappointed and outraged by this development, but hardly surprised, Gov. Guinn said. All along, the State of Nevada has felt it is our duty to hold the federal government accountable on the proposed Yucca Mountain nuclear waste dump because we would be storing the deadliest substance known to man. According to DOE, the data in question involved computer modeling for water infiltration and climate. DOEs revelation is critical because water is the mechanism that could corrode the storage containers at Yucca Mountain and carry radioactive waste into the environment, Gov. Guinn said. This is the heart of the matter as to whether the storage of nuclear waste could be determined to be safe just 90 miles from Nevadas largest city, Las Vegas. Gov. Guinn supports Secretary of Energy Sam Bodmans call for a full investigation by DOEs Office of Inspector General. This is yet another example as to why Nevadas Agency for Nuclear Projects has closely monitored the Yucca Mountain project since its inception, Gov. Guinn said. This comes on the heels of the U.S. Court of Appeals in Washington ruling the EPA radiation protection standard was deficient. Sarahs life is a story of firsts By Dr. Harry Reid and PAI of WBTI*1Nevadas second statue in the U.S. Capitol's National Statuary Hall was dedicated March 9, 2005. The Sarah Winnemucca Statue will join Nevada's other statue of Patrick A. McCarran as the two statues contributed by the Silver State. The following speech is the one that I delivered at the dedication ceremony. It would be most inspired by our people here in Nevada for the story of Sarah Winnemucca: Sarah Winnemucca is Nevadas second statue in the Capitol. Our other statue, Senator McCarran, has been here for 45 years - which I believe marks the first time Sarah Winnemucca ever came in second to anyone. Sarahs life is a story of firsts.*2 She was the first female Native American to write a book. She set up Nevadas first school for Native American children. And she was one of the first individuals to navigate between her own culture and the settlers. As someone who showed so much courage in charting a new course, Sarahs statue fits in well among other first Americans in the Capitol, individuals like our first President George Washington.and the first woman elected to the U.S. House of Representatives, Jeanette Rankin. And with Sarahs statue, we experience another sort of first today. Sculptor Benjamin Victor becomes the youngest artist ever to complete a work for the National Statuary Hall Collection. None of us knew Sarah Winnemucca, but because of this 26 year-old man, we can get a glimpse of who she was as will thousands of visitors to our nations Capitol each year. And when they see this work, they will get a sense of Nevadas historyand our countrys history. One week ago, many of us gathered in this same spot to present Jackie Robinsons widow with the Congressional Gold Medal. We praised Jackie for breaking the color barrier not just in baseball, but in minds across the country. It is praise we can equally lavish on Sarah Winnemucca for the work she did on behalf of Native Americans over 125 years ago. Disillusioned by the treatment and relocation of the Paiute people, Sarah became an activist - - in addition to the many other roles she held, which included teacher, author and translator. Sarah traveled across the country, introducing Americans to her people and the struggles they faced through a series of lectures on the East Coast. She even visited Washington, DC to plead her case with President Hayes and the Secretary of the Interior only to be sent home with promises that would never be fulfilled. Having dealt with an indifferent U.S. government, it has been written that Sarah died believing she had not accomplished much unconvinced that her life had an impact. I think if she could see us today, she might change her mind. While our country and our culture remain far from perfect, we are further down the trail Sarah set out on a Century ago. And while she may have died believing she did not make a difference, her image in the Capitol is proof her story remains very much alive. It took 45 years for Nevada to get its second statue in the Capitol. When you consider what Sarah did in just 47 years of life, youve got to wonder what took so long. As this statue takes its permanent place, Im proud that Sarah is the newest face of Nevada in Washington, DC, and that as a state, we have helped ensure her legacy lives on for generations to come.*3 The following is a part of the article written for Senator Harry Reid being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.*4 On October 22, 2000, U. S. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. NOTABLE NATIVE AMERICAN, NATIVE NEVADAN SARAH WINNEMUCCA HONORED IN WASHINGTON, D.C. By Dr. Kenny C. Guinn*1[[[......]]] Photo by Ryan McGinness During a ceremony held earlier today in the Rotunda of the United States Capitol, the remarkable 19th-century Native American and Native Nevadan, Sarah Winnemucca, was honored with the dedication of a statue of the notable activist and educator in National Statuary Hall. Sarah Winnemucca is only the second historic figure from Nevada to be so honored, joining a statue of Sen. Patrick McCarran. Sarah Winnemucca was one of the truly great women in the history of Nevada. She was a believer in the brotherhood of mankind, and lived an exemplary life that benefited others, whether they were Native Americans or white settlers who came to the state in the 19th century. The honor bestowed upon her memory today could not go to a more deserving figure in Nevadas history. The beautiful statue of Sarah Winnemucca was created by a talented young artist named Benjamin Victor, whose exquisite work culminated a four-year grassroots effort led by a number of dedicated and hardworking Nevadans. I signed into law legislation in 2001 that called for the creation of the statue, and the Nevada Womens History Project raised enough money for the statue to become a reality. Nevada First Lady Dema Guinn also played an important role in realizing these fundraising goals, traveling the state, personally raising more than $100,000 for the project and serving as honorary chairperson for the statue selection committee. The State of Nevada owes a sincere debt of gratitude to all of the Nevadans that embraced this important project. Todays ceremony, attended by all of the major leaders of the U.S. Senate and the House of Representatives, including Nevada Sens. Harry Reid and John Ensign and Congressman Jim Gibbons, was a fitting tribute to a great Native America and Native Nevadan. Sarah Winnemucca has always been more than a mere footnote in our states history, and with the dedication of her statue in Statuary Hall, her memory now belongs to the ages. The ceremony will be shown at a later date on C-SPAN. For more than 500 years, the Vienna Boys Choir has been acclaimed as the best group of choristers in the world. That's a heavy tradition to maintain, with a lot of attendant pressure. But Robert Rieder, choir master of the touring Vienna Boys Choir, which will perform Saturday at Artemus Ham Hall, says the group handles the fame well. "The audience and presenters expect us to be really good, so we have to have much effort," Rieder said in a recent phone interview from Yuma, Ariz. The choir has been on tour for more than four weeks with another three to go. "There is a lot of work to keep our name as the No. 1 choir in the world. We talk about right behavior, because everybody is looking at us as a special choir." A private, not-for-profit organization, the Vienna Boys Choir was founded in 1498 as part of the Vienna Hofmusikkapelle by Emperor Maximilian I for private Masses and concerts for the court. The choir has worked with famous composers and conductors such as Wolfgang Amadeus Mozart, Claudio Abbado, Leonard Bernstein, Nikolaus Harnoncourt, Herbert von Karajan, Carlos Kleiber, Lorin Maazel, Riccardo Muti and Sir George Solti. There are 100 choristers divided into four choirs, each named after a composer connected with the choir: Anton Bruckner, Joseph Haydn, Franz Schubert and Mozart. Rieder is choir master of the Franz Schubert group. When Haydn belonged to the Cathedral Choir of St. Stephan, he sang with the court choir boys in the chapel of the Hofburg. Schubert's first compositions were written when he was with the choir boys. And as court organist, Bruckner rehearsed his composition for the Mass with the Vienna Boys Choir. Beginning with kindergarten, boys are taught music and given a general education through the elementary grades in the choir school, called the Augartenpalais, a baroque palace and former imperial hunting lodge in Vienna. At 10, the most talented boys are selected to join the choir and enter the choir's grammar school. The choristers range from 11 to 14 years old, attend boarding school together and receive a musical education. Each Sunday, the choir, accompanied by the Vienna Philharmonic Orchestra and the Vienna State Opera Chorus, celebrates Mass at the Hofmusikkapelle in Vienna's Hofburg chapel, a tradition unbroken since the choir's inception. The four choirs give around 300 concerts and performances each year before nearly a half million people. Each group spends nine to 11 weeks of the school year on tour. And if you're wondering about those sailor outfits the choristers wear, that began in the 1920s when the suits were popular with boys. The choir has had the dress code ever since. Convincing parents to let their children board at the school has been a sticking point, Rieder said. "They know they're not going to get to see their boys that much." Rieder credits artistic director Gerald Wirth with the choir's international flavor. After spending part of the 1990s as artistic director of the Calgary Boys' Choir, he became the Choir's artistic director in 2001, and brought several choristers from the Calgary group back with him to Vienna. Among the Schubert choir's 25 choristers, two are from the United States, and one each from Mexico, Canada and Slovakia. Kenny Guinn today announced that President George W. Bush has declared a major disaster designation for Clark and Lincoln Counties, based on damage done by major flooding in January. The disaster declaration triggers the release of federal funds for the two southern Nevada counties to mitigate damage from the flooding. Gov. Guinn had declared a State of Emergency for Clark and Lincoln Counties on Jan. 13, and sought assistance from the federal government for funding for the two counties. Preliminary assessments indicate that about $4.5 million in flooding damage was done to Clark County, with flooding damage assessments at $9.4 million for Lincoln County. The Presidential designation is critical to the restoration of the public infrastructure damaged by the January floods, Gov. Guinn said. Southern Nevada has been through a difficult period this winter, and this funding source will be a major boost to the region during its recovery. Based on the declaration, the federal government will provide funds through the Federal Emergency Management Agency (FEMA) to the state and local governments and certain non-profit organizations. FEMA reimbursement will include debris removal, and the repair or replacement of damaged public facilities. The declaration also activates the Hazard Mitigation Grant Program, which provides assistance to state and local governments for actions taken to prevent or reduce long-term risk to life and property from natural or technological hazards. The approved declaration denied the Governors request for monies to pay for damage to individual property and businesses. The State of Nevada, however, is looking to other federal agencies for possible reimbursement and to assist individual Nevadans in their recovery. The approved federal declarations will be administered by the Department of Public Safety, Division of Emergency Management. Frank Siracusa, Chief of the Division of Emergency Management, has been designated by Gov. Guinn as the State Coordinating Officer. The Small Business Administration has already declared the area as a disaster, and has begun accepting applications for assistance for home and small business owners to apply for federal grants to rebuild their property and make improvements to prevent or minimize similar damage in the future. LATEST TAXATION REVENUE STATISTICS GOOD NEWS FOR NEVADA By Dr. Kenny C. Guinn*1We are experiencing an unprecedented period of growth in our states economy. As I have mentioned before as your Governor, it is essential that the people of Nevada share in this good fortune. In January, based on a sizable surplus in the budget, I announced a $300 million vehicle registration rebate to the citizens of Nevada. As the Legislature works to make sure that the states funding priorities are met with reasonable allocations, this $300 million rebate will provide further stimulus to our strong economy, and will allow the largest number of Nevadans to benefit directly from work done by the 2003 Legislature to broaden and stabilize the states tax base. The good news does not stop here. Nevadas largest economic indicator, statewide taxable sales for December 2004, show statewide taxable sales exceeded more than $4.2 billion and represented a 17.4 percent increase over December 2003, and a 15.5 percent increase for the six months of fiscal year 2004-2005. The continuing double-digit sales tax growth clearly illustrates how attractive our state is, for our citizens, our visitors and the businesses that are choosing to relocate to Nevada at record rates. Nevadas growth has been phenomenal for nearly two decades the State Demographer announced last week that Nevada, for the 18th consecutive year, is the fastest growing state in the country. This influx of growth, coupled with the remarkable economic recovery the state has shown post-9/11, has helped make Nevada one of the nations most remarkable success stories. Nevada is the nations leader in job growth and has posted an unemployment level of under 4 percent well below the national average. The states economy has shown great increases in nearly every significant area, from building materials to automobile sales to general merchandise. More Nevadans are working at well-paying jobs, with more disposable income, than ever before. Incredible double-digit gains in taxable sales are being realized in our two most populous counties, Clark and Washoe. In the coming months, as evidenced by the surplus that will enable the $300 million rebate to become reality, Nevada will continue to see the tangible benefits of a strong statewide economy. ------------------------------------- Reference *1. The statue of 19th-century Native American educator and activist Sarah Winnemucca will be unveiled in the U.S. Capitols National Statuary Hall, becoming the second statue from Nevada so honored. Sarah Winnemucca was one of the truly great figures in the history of Nevada, Gov. Guinn said. She was a believer in the brotherhood of mankind, and lived her life so that she could always help others, whether they were Native Americans or settlers from outside of the state. This honor could not go to a more deserving historical figure. Joining Gov. Guinn as speakers for the ceremony will be Nevada Congressional delegation members Sen. Harry Reid, Sen. This verdant canyon boasts one of the finest displays of ancient American Indian rock art found in our area. Displays of wildflowers make the spot particularly rewarding this year, following an unusually wet late fall and winter. Grapevine Canyon lies within the boundaries of Lake Mead National Recreation Area. To reach it, follow U.S. 95 south to the turnoff toward Laughlin onto Highway 163. This busy highway follows a pass through the dramatically fissured Newberry mountains on its way toward the Colorado River. About 13 miles from the junction, watch for a turnoff onto the road to Christmas Tree Pass. Turn north there and drive nearly two miles to a spur road leading to a parking area near Grapevine Canyon. A quarter-mile walk on a level trail takes you to the canyon's entrance. Fine displays of many kinds of wildflowers appear along the roadsides in this area this year. Look for several kinds of yellow and orange poppies, yellow primroses, orange mallow, blue lupine and purple fiddle-necked phacelia among the most prominent. The stroll along the trail provides opportunities to discover even more kinds of flowers such as pale pink dune primroses and lavender sand verbena. A field guide specific to our area helps you identify many of the flowers along the way. Take pictures, but please don't pick any of the flowers. Walkers should keep children close and pets leashed, for this is the time of year when rattlesnakes leave their winter dens to enjoy the spring sunshine. If you see or hear a snake, leave it alone. When climbing rocks, watch where you place your hands and feet. Great boulders and cliffs stand sentinel at the mouth of Grapevine Canyon. Rock art covers every available rock face where people of prehistory incised figures and symbols into the stone. Time and erosion have dimmed some panels, but much of the original array survives. Visitors wonder at the history and meaning of the symbols. We know the Newberry Mountains play an important role in the mythology of the native people along the Colorado River, particularly Spirit Mountain, the 5,600-foot peak north of Grapevine Canyon. The canyon itself would have held importance to early people as its spring and little stream provided life-giving water in this dry land, fostering many kinds of plants and luring a wide variety of birds and animals. Some of the symbols depict wildlife such as desert bighorn sheep. Others relate to humans. Less easy to understand, enigmatic geometric shapes and dots denote things beyond our present knowledge. Estimates place the petroglyphs at between 200 and 800 years of age. Please respect these remnants of ancient cultures. Do not touch or mark the petroglyphs, as this leads to their degradation and eventual loss. In a year like this, the water spills out of the mouth of Grapevine Canyon to disappear in the sandy wash. Visitors who explore the wild, lovely canyon itself follow the course of the stream toward its origin at the foot of the mountains. The way is not easy, for the water creates little pools and waterfalls. It polishes the boulders to a slick sheen providing little footing. It encourages rampant growth of many plants, including tangles of wild grapevine for which the canyon is named. As the days grow longer and hotter, the water in the canyon invites wading and splashing. Be sure to carry plenty of drinking water when you hike in Grapevine Canyon. Do not rely on the natural water sources as they may carry bacteria and contaminants from other visitors, both human and animal. Ancient visitors to the canyon probably came for ceremonies, hunting, food-gathering and tending small plots of corn, beans or squash near the stream. They stayed a few days in rock shelters before returning to their villages near the river. Visitors today enjoy the secluded quiet of this hidden spot much as those earlier visitors, for Grapevine Canyon remains largely unchanged. Kenny Guinn rejected calls for a special legislative session to provide relief for homeowners. He said the Legislature had enough time during its regular session to get the job done. Where are we now? Less than 20 working days remain before the Legislature's March 31 deadline to resolve the issue, lest homeowners end up stuck with tax bills between 20 and 70 percent higher than last year's, and no proposal has yet received the clear bipartisan support needed to win passage in the Assembly and Senate. Gov. Guinn, who has neither offered nor advocated a single bill related to the seminal issue of this session, has been absent from increasingly urgent debate (remember that during his January State of the State address, he dedicated just three paragraphs to the subject). Local governments could have solved this issue themselves if they agreed to reduce their tax rates on skyrocketing property assessments, but they punted. Lawmakers, many of whom were astonishingly quick in crafting plans to raise taxes two years ago, are wringing their hands over the "constitutional complexities" of tax relief, utterly incapable of hiding their lust for additional revenues. The issue is screaming for the leadership of the state's chief executive. The time has come for Gov. Judge Kerns attended four years at the University of Nevada Las Vegas where he was a member of the nationally ranked debate team before graduating in 1989 with a Bachelor of Science degree in Business Administration.
