Dr. Tony Lei is the President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada (CAAAN). He received an M.B.A. in 1969 and a Doctorate of Education in Institutional Management in 1990 from Pepperdine University. His dessertation was entitled "A study of the impact of enrollment in a computer science class on mahematics scores and attendance in a secondary school." It was published in 1990 by University Microfilms International, Ann Arbor, Michigan. He had been an Associate Professor of Information Management of the Graduate School of Business Administration of National Chunghsing University and a Fallow of Management of Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerious scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. Dr. Tony Lei's dedication and performance in academic research are indicated by the acceptance of his papers continuously for presentation and publication by the International Conference on Technology and Education (ICTE), International Information Management Congress (IIMC), and Science Engineering Technology Seminars (SETS). His famous publications of "Modern Business Management," "Information Management," "Management Behavior," "The Art of Leading," among others have been adopted by many universities and colleges as textbooks. During his three year term from 1997 to 2000 as a Director of the Las Vegas Senior Citizens Advisory Board, he had enhanced its social and educational value of the activities and programs of the Board. As the Exective Vice President of Seniors United in 2000, he modernized its management with non-partisan and educational advancement for our Nevadan seniors. As Director of the Board of South Shores Community Association (SSCA) since 1993, Dr. Tony Lei's knowledge, wisdom, and talent have contributed to the SSCA's being one of the best community in the United States of America for many years. He serves the community through a variety of venues as the Senior Advisor of U. S. Congresswoman Shelley Berkley; Office of Clark County Assistant District Attorney; Raleigh, Hunt, McGarry & Drizin, P.C.; and Constable's Office of Las Vegas Township.

Dr. Tony Lei has published 82 books on business management, marketing, and information magement. He has also published more than 276 papers on business administration, information management, and computer education. Many of them were presented by him to famous international conferences in business, information, and educational management. A paper entitled "The Impact of Appropriate Use of Computer Learning on Mathematics Scores," was published by the 11th International Conference on Technology and Education (ICET) in 1993 at London, England. He presented a paper entitled "Enhancing Mathematics Learning with Computers," at the 12th ICTE in Orlando, Florida.*2 At the same time, he was the first presider of the conference on educational multimedia and computing in the 15th Florida Educational Technology Conference (FETC) in Orlando, Florida. In 1996, he presented and published "A Study of the Implementation of Computer Education in Public Schools" at the 13th ICTE in New Orleans, Louisiana.

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, and Dr. Achie Chang as its Fellows. Dr. Tony Lei is also the Honorary President of Great Wall College and Xaimen Straits Foreign Language College. He is the Contrbuting Editor of "Nevada Examiner" and "reviewjournal.com - WBTI website." He has creatively led WBTI as an non-profit organization dedicated to the encouragement and promotion of academic research, community service, and humane spirit for all our residents and visitors of Nevada.

On March 11, 2003, Dr. John Wang, Spokesman of WBTI, announced the appointment of Dr. E. Lee Bernick and Dr. G. Keong Leong as deans of WBTI's Public Administratioon Division and Business Administration Division of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)*3 Faculty members of the Graduate School include Drs. U. S. Senator John ENSIGN ANNOUNCES MAJOR WATER CONSERVATION PROPOSAL

Las Vegas, NV – Senator John Ensign announced a major water conservation initiative today at the annual conference of the Colorado River Water Users Association. Ensign told attendees he will introduce legislation to utilize funds from the Southern Nevada Public Lands Management Act (SNPLMA) in order to expand the popular “cash for grass” program to public institutions.

“It is critical to the continued growth and success of southern Nevada that we continue to be innovative when it comes to water conservation,” Ensign said. “This money is exactly what we need to help reduce our dependence on limited water resources.”

Ensign’s legislation would direct $200 million in proceeds from SNPLMA into a Southern Nevada Water Authority program that would provide a financial incentive for public institutions to remove unnecessary turf. Participants, such as the Clark County School District and area parks, would be encouraged to remove peripheral turf that is not critical to sports and recreation. Estimates indicate that as much as 247 million square feet of turf would be removed, permanently saving 42,000 acre feet of water per year, the average consumed annually by 63,000 households in the Las Vegas Valley.

“This $200 million is priceless in terms of southern Nevada’s future and our continued need for water,” Ensign said. “It will also save our schools and parks a great deal of money that can be better used for educating our children and creating safe spaces for them. I look forward to working with the rest of Nevada’s Congressional Delegation to make this major water conservation step a reality.”

SNPLMA required that a disposal boundary be drawn around the valley and that the disposable land be auctioned to the highest bidder. The proceeds of those land auctions, which have generated almost $1.4 billion, go into a fund to build parks and trails, acquire environmentally sensitive land, maintain the Clark County Multi-Species Habitat Conservation Plan and improve the clarity of Lake Tahoe. Funds are also allocated for water infrastructure and to the general education fund of the state of Nevada.*2

Senator John Ensign has served the people of Nevada from his days as a veterinarian, small business owner, and U.S. Congressman to his present role as the 24th U.S. Senator for Nevada.

Senator Ensign was raised in northern Nevada and moved to southern Nevada where he graduated from Clark High School. He attended UNLV and earned a Bachelor’s degree from Oregon State University. He received his Doctor of Veterinary Medicine degree from Colorado State University in 1985.

Senator Ensign immediately began practicing veterinary medicine and opened the first 24-hour animal hospital in Las Vegas.

Throughout his career Ensign has fought for smaller, more effective government, lower taxes, a strong national defense and aggressive approach to combating terrorists, increased parental control in education choices, and quality health care for Nevada's seniors and veterans.

Senator Ensign was elected to the U.S. Senate in 2000 and serves on the following committees: Armed Services; Budget; Commerce, Science, and Transportation; Health, Education, Labor, and Pensions (HELP); Small Business and Entrepreneurship; and Veterans Affairs. Ensign is Chairman of the Readiness and Management Support Subcommittee of the Armed Services Committee. In addition, Senator Ensign chairs the High Tech Task Force and serves as Vice Chairman of the Republican Steering Committee, a group that shapes the party’s legislative agenda.

Since taking office, Ensign has worked hard to fulfill his promises to the people of Nevada. His Education High Growth Grant amendment, which brings tens of millions of extra dollars to Nevada schools, was included in the education bill signed into law by President Bush. The Prescription Discount Card for Seniors, a key part of Ensign's prescription drug plan, was endorsed by President Bush and would allow many seniors to cut their prescription drug bills by 40%. On the environmental front, enactment of the Ensign/Reid Clark County Lands Bill will protect environmentally sensitive areas in southern Nevada, allow recreational opportunities to continue, and improve the quality of life.

Ensign has taken the lead on technology issues as well. His "Dot Kids" legislation creates a subdomain on the Internet where children can explore the Internet without the fear of being exposed to material parents may deem inappropriate. His bill to delay the 700 MHz spectrum auction from moving forward was a critical step toward improving our nation's wireless network. Both were signed into law by President Bush.

Ensign spends his workweek in Washington and his weekends in Las Vegas with his wife, Darlene, and their three children-Trevor, Siena, and Michael.

John has been honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI) since November 1999.

Mike came home for Christmas on December 20, 2004. John was here on Wednesday, December 22. Two friends of them came to have Christmas holidays with our family on December 23, 2004.

We had a "Foi Gou" (Fresh food to put to the large bowl upon a stove by the dinning people) at the Chinese Peng Restaurant in Las Vegas in the evening on December 23, 2004. John was the host.

A dinner party was held by Dr. and Mrs. Tony Lei to welcome Miss Shirley Huang and Mr. Peter Hong from San Francisco, John from San Jose, California, and Mike from Dallas, Texas at the Seafood Buffet Restaurant in Golden Nugget Casino and Hotel in Las Vegas on Friday, December 24, 2004. Peter and Shirley wrote their e-mail addresses as [peterckhong@gmail.com], and [hshuang@uci.edu]. Judy and Tony brought Shirley to a beautiful room of Golden Nugget Casino and Hotel for her holidays in Las Vegas after the dinner. The room with a king bed was seserved by them for her about five days ago.

A thanks card with the present was sent by Miss Sirley Huang and Mr. Peter Hong. "Dear Dr. and Mrs. Tony Lei, Thank you so much for welcoming Peter and I into your home. May God bless your whole family. ( a smiling face) :) Merry Christmas!," wrote Shirley and Peter.

Nancy Oesterle promotes to Associate Fellow of Public Administration Institution of WBTI

"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.*1

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.

Miss Nancy Oesterle is a judge. She holds the Department 6 Justice of the Peace position.

Judge Nancy Oesterle was appointed to the Las Vegas Justice Court Bench in December of 1990 and became the first female ever appointed in its 89 year history. She has been re-elected to that position twice and has been Chief Judge of Las Vegas Justice Court twice. Judge Oesterle served eight (8) years on the Nevada Judges Association board and was president in 1995. For the past six years she has been the Chairman of the Education Committee for the Nevada Judges Association and she is an active member of the Legislative Committee, speaking frequently in Carson City on bills that affect the Nevada Judges Association. She is a member of the Nevada Supreme Court Judicial Assessment Commission and chair of the Criminal Justice Task Force Sub-committee. She is co-chair of the Nevada Supreme Court Community Relations Committee and a member of the Nevada Supreme Court Mandatory Sentencing Commission. The Nevada Judges Association honored Judge Oesterle with the Distinguished Judge of the Year Award in 1994.*2

Judge Oesterle moved to Las Vegas 27 years ago from South Miami, Florida. She attended the University of Nevada Las Vegas in 1978 and earned her Bachelor of Arts Degree in Criminal Justice graduating with High Distinction. She then attended California Western School of Law in San Diego and received her Juris Doctor Degree in 1981. Upon graduating from law school, Judge Oesterle was employed by the Clark County District Attorney’s Office as a trial attorney in the criminal division for almost 10 years. During that time period she served six years on the Clark County Bar Association Board and in 1990 was President of Clark County Bar Association. In 1993 the Clark County Bar Association presented her with the Distinguished Presidential Service Award for her service to the Bar and that same year she was honored by the Chamber of Commerce with the Women of Achievement award for the legal category. In December, 2000, Judge Oesterle was named by the Clark County Law Foundation as the first ever Ambassador of the Year Award for her continued community service.

Judge Oesterle believes strongly in the importance of educating the public in all aspects regarding the law. She is the creator, producer and co-host of a weekly TV show, Law For The Layman, which has been airing in Clark County for the past thirteen (13) years. She also volunteers her time to a program she initiated entitled Keys to the Courthouse in which she visits elementary schools on a weekly basis and brings the elementary class to her courtroom to educate them regarding the criminal justice process. She has been the organizer of the Doctor v. Lawyer volleyball tournaments and softball games for charity for the past fourteen (14) years. But her real claim to fame was being a UNLV cheerleader throughout her years at UNLV.*3

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. U. S. Congresswoman Shelley Berkley Succeeds in Adding Land Transfer for New Southern Nevada VA Medical Complex to Omnibus Spending Bill

(Washington, DC -- November 19, 2004) U. S. Representative Shelley Berkley*2 (D-NV) today successfully added legislative language to an omnibus spending bill that will provide 147 acres of land in southern Nevada for the construction of a new full-service VA hospital, outpatient clinic and long term care facility.

“Attaching this land transfer to a must pass spending bill ensures that the acreage selected for our new VA medical complex will be available in the very near future. As a member of the Veterans’ Affairs Committee, I have worked tirelessly to see that southern Nevada has the needed facilities to provide top-notch care for our growing population of veterans,” Berkley said. “Rather than wait for a stand-alone bill to work its way through the next Congress, I moved quickly to have legislative language added to the omnibus package. Now that this land transfer is a part of the spending package, it is all but certain to become law. The sooner we get the land, the sooner we can break ground and begin construction.”

Berkley worked closely over the past weeks with Senators Reid (D) and Ensign (R) and the other members of Nevada’s Congressional Delegation to gather bipartisan support for inclusion of the land transfer language in the omnibus package.

"This project is a thank-you to all those brave men and women who served our nation in uniform and an investment in the future to meet the needs of our newly created veterans from Afghanistan and Iraq,” Berkley said. "Our veterans need a single, convenient, accessible campus where they can receive high-quality health care.”

A campus to house the trio of new medical facilities will be constructed in Berkley's congressional district near the Las Vegas beltway and Pecos Road, in fast-growing North Las Vegas. As a result of Berkley’s efforts, land for the complex valued at $30 million will be transferred from the Bureau of Land Management (BLM) to the VA at no cost, once the omnibus spending bill is signed.

In addition to her work on transferring the parcel from BLM to the VA, Berkley secured $25 million in funding this Congress to carry out the advance planning necessary for construction of the medical complex. The new VA medical campus is needed to address the shortage of health care services available for veterans in southern Nevada who must currently rely on a series of temporary clinics that were designed to take the place of the A.D. Guy Clinic, which was closed in 2002.

During last week, Dr. and Mrs. Tony Lei attended the following event and dinner parties: (1)On December 12, Mr. and Mrs. William Tong invited Ms. Kathie Ambrosio, Dr. Tony Lei, and Mrs. Judy Lei to lunch at the Chow's Cuisine in Las Vegas. Kathie Ambrosio is a Regional Representative of U. S. Senator John Ensign. (2)Mr. Raymond Lam invited Dr. and Mrs. Tony Lei to the Event and Dinner Party held by him for Chinese American Alliance Association of Las Vegas at the Bar-B King Reataurant in Las Vegas on December 15, 2004. Raymond is the President of the Association. (3)Attorney Benson Lee invited Dr. and Mrs Lei to the Event and Dinner party held by the Asian American Group at Harbor Palace Restaurant in Las Vegas. Benson was a Host of the dinner party. The Keynote Speak was Clark County Commissioner Lynette McDonald. (4)Dr. and Mrs. Tony Lei was invited by Terra West Management for a Merry Christmas Dinner Party at the Tenaya Greek Restaurant in Las Vegas on December 17, 2004. The other two Directors of South Shores Comminity Association Mr. Robert Beveridge and Mr. Gary Lein with their wives also participate the party. (5) Dr. and Mrs. Tony Lei was invited by Golden Nugget Casino and Hotel for a Merry Christmas Dinner Party in Las Vegas on December 18, 2004. (6) Dr. Tony and Mrs. Tony Lei were invited by Miss Yin Yan to attend the Event and Party held by Chinese Benevolent Association of Las Vegas and Las Vegas Chinese Council (Association) at the Grand Ball Room of Plaza Casino and Hotel in Las Vegas on December 18, 2004. Yin is one of the Assistant President of Clark County District Attorney and Police Civil Commission (CCDAPCC)*2. (7)Mr. and Mrs. William Tong invited Kathie Ambrosio, Dr. Tony Lei, and Mrs. Judy Lei for a Merry Christmas Dinner Party at the Steak House of Palace Station Casino and Hotel in Las Vegas on Decmber 19, 2004.
