Wang Foundation Looks to Build Bridges By David B. WoodwardA central figure in the rapid expansion of China’s interest in recruiting American students, Dr. Peter C.C. Wang, CEO of the Wang Foundation, gave a presentation at the 2005 NAFSA conference entitled “Strategic Initiatives to Increase Enrollment of American Students Studying in China.” Several days earlier, 35 Chinese university presidents, including senior administrators from the Chinese delegation, visited the Wang Center for International Programs at Pacific Lutheran University and met with Wang for three hours in intensive discussions about how to engage U.S. institutions and their students. The Wang Center was established through a pledge of $4 million from Wang and his wife, Dr. Grace Wang.*1 The meeting with the Chinese delegation followed on a series of earlier discussions Peter C.C. Wang has had with officials in the Chinese Ministry of Education over the past several years in which he has urged the Chinese government to significantly increase its funding for education, especially among the 400 million rural poor of China. Additionally, he has pressed the government to further engage with the United States through international academic exchange by increasing the volume of American students studying in China. The Chinese government has responded by pledging its support and expressing willingness to cover the cost of supporting American students in China on service-learning programs and the costs of sending Chinese teachers in large numbers to the United States to teach Chinese at the K-12 level and to promote study in China downstream. New Legislation May Support Stronger U.S-China Ties Potentially augmenting the commitment of the Chinese government to help the U.S. promote the study of Chinese is the Lieberman-Alexander “United States-China Cultural Engagement Act” introduced May 26, 2005. This proposed legislation “authorizes $1.3 billion in federal funds over five years to provide for Chinese language instruction in American schools, increase American consular activity supporting American commercial activity in China and provide for physical and virtual exchanges among a broad spectrum of individuals in the two nations.” If this bill is enacted, a comprehensive basis will be in place for preparing young Americans in very large numbers to study in China. Additionally, in December of this year the Commission on the Abraham Lincoln Study Abroad Fellowship Program is expected to recommend a program that will greatly expand the opportunity for students at institutions of higher education in the United States to study abroad. Given the imminent prominence of China on the global stage, it is hoped that the Commission will place significant emphasis on sending American students to China. This would go a long way to making academic study in China a fixture, initiating a much larger flow of students. Important Factors Must Still be Considered The key question of how to get more American students to go to China for serious academic study remains open. Universities do not want to expend a great deal of effort launching China programs if the demand isn’t there yet. Wang’s plan is to assist the Wang Center and a coalition of 48 U.S. colleges and universities in a pilot program with Sichuan University and assist Wayne State University’s pilot program with the University of International Business and Economics, to solicit Chinese government to provide scholarships to U.S. college students to study in China, to recruit Chinese universities to participate in work-study program and annually sending American students to study in China with life-time service objectives, and to seek job opportunities for U.S. students while study in China to gain supplemental income. It was in part Wang’s encouragement to the Ministry of Education of China which led to the major increase in Chinese efforts to recruit American students at NAFSA. Wang advocates the concept of recruiting large numbers of American students to go to China on service-learning scholarships funded largely by the Chinese government in order to learn Chinese and teach English at the same time. Wang believes passionately that Americans must do what they can to help China educate its rural poor, or else face a future where China will become volatile and plunge the world into crisis. He has strongly urged the government of China to make education of the rural poor a top priority for this reason, and they are responding affirmatively to his recommendations. The latest indication is that the Chinese government has made the decision to increase their education budget from 2.5 percent to 4 percent of China’s GDP for year 2006. But the question the Chinese government is asking is “Where are the American students?” In their mind, if China is so important on a global level and is making such tremendous efforts to welcome foreign students, why don’t Americans learn Chinese and study in China in much greater numbers? Certainly reciprocating China’s interest in the U.S. could go a long way to improve Sino-U.S. relations in the future. Moving Forward The next phase is to get pilot projects up and running in 2006. Several lead institutions planning to work with the Wang Foundation on a pilot project include Tsinghua University in Beijing, Southwest National University in Zhongqing, Sichuan University in Chengdu, and YangZhou Polytechnic College. In the near future Wang is planning to assist American universities in setting up scholarship exchanges as well. Happy Mother's Day! By Jennifer KungUpon my request, Mike Lei recommended the following article for Mother's Day.*1 The title is "A Mother's Legacy." It was written by Barbara Rainey. The article quoted the famous words by Edward L. Vardy that "God has chosen suffering as the avenue for perfecting His children. Let us not deny our children this grace." "Jesus said, 'Greater love has no one than this, that one lay down his life for his friends' (John 15:13 NIV). I can think of no one for whom I would give up my life more quickly than my child. A mother's love is fierce, loyal, protective, and self-sacrificing," wrote Barbara Rainey at the beginning of the good article.*2 The author continued to write that "Loving our children is not always natural, nor is it always easy. But it is absolutely essential. Mothers must love their children. A mother's constant love becomes the bedrock of security for her children. Before they leave home, there will be many times in their lives when it will seem to them that no one else loves them. Though they might wish for someone else's love, their mother's love will provide a North Star of security and hope in the midst of difficult days." *3 Happy Mother's Day! "To the world you might just be one person, but to one person you might just be the world." *4 Barbara pointed out that a favorite prayer that she have prayed far more often than she ever imagined she would went like this: "Lord, help me to love my children as You do. Help me to see them as You do, to understand their needs as You do, to feel what they are feeling as You do. I cannot love my children as they need to be loved on my own. My children need Your love. I ask You to love my children through me." "Yes, a mother must love. She gives that love in spite of her child's rebellion, in spite of her child's unresponsiveness, in spite of her own circumstances. And there are a thousand other in spite of's that a mother must face in her lifetime as a mother. In them, she must find the ability to continue to love her child with the love that God gives," she reminded us.*5 Therefore, "A mother's relationship with her child begins with love, continues with love, and ends one day on earth with love. Nevada's Electronic Prescription By Dr. Kenny C. GuinnProgram Gains Momentum Health care in Nevada has been and remains a key issue for me and my administration. I would like to share some very good news with you about how technology is being successfully used in Nevada to advance medicine in the Silver State. We were recently informed that Nevada has been named among the nations top ten leaders in electronic prescribing. Safe RxTM which is sponsored by the National Association of Chain Drug Stores, the National Community Pharmacists Association, and SureScriptsranked Nevada second in the nation, only behind Rhode Island, in promoting and using this new technology. During the 2001 Legislature, I supported and ultimately signed into law legislation that paved the way for the transfer of electronic prescriptions from health providers to pharmacists. The goal of implementing the e-prescribing program was to provide a direct link between doctors and those professionals who fill prescriptions. The goal is to reduce the possibility of misconstrued prescriptions, along with increasing efficiency by improving accuracy and security. Following the approval of the regulations, Nevada physicians and pharmacists have worked closely with state officials to implement this new technology. Recently, three Nevada physicians from Las VegasDrs. Danny Johnson, Richard King, and Smitha Muthialuwere all honored by Safe RxTM for their outstanding efforts in promoting e-prescriptions in this state. I would like to add my congratulations to these physicians, as well. Although in its infancy, e-prescribing is spreading across the nation. We can all be proud of Nevadas ranking as a leader in this new technology. I encourage all Nevadans to discuss this technology with their physicians. Participating in this new program has the potential to make each prescription transaction as efficient, secure, and safe as possible, thereby further protecting the health of our citizens. ------------------------------------------- Reference *1. It is critical importnat now to resume the booming tourism for our Silver State through educational and cultural cooperation and development with Asian countries. A paper published by the International Conference on Technology and Education inspired experience for the Implementation of Computer Education in Asian Public Schools By Tiffany ChangThe following is the main context of a papper by Dr. Tony T. Lei after his research of the implementation of computer education in U. S. public schools. The former paper on the computer education in U. S. public schools was published by the International Conference on Technology and Education for its ICTE New Orleans 1996 Conference: "To implemente computer education to public schools has been very interested by several Asian countries. In this era, there are three ingredients for a successful economy and business in the knowledge economy world: (1) continually advancng technology, (2) entrepreneurship, and (3) innovation. To learn and to imitate is one of the practical ways fo entrepreneurship. By following this philosophy, American experience and practice may play an important role to increase the possibility of success for the implementation of computer education in Asia. A study has tried to discuss several major pitfalls that have prevented planned changes in computer education from being successful. To cope with those obstacles, Agoura High School had a successful experience in implementing compute education. Research result revealed that the computer group surpassed the non-computer group in post-test mathematics scores after they were adjusted for initial differences in pre-test mathematics scores and for actual days of attendance. Microcomputes has been considered to be an effective tools for learning by Agoura High. The following pitfalls were the reasons why funds were ceased fo its ineffectiveness of the implementation of computer education though superficial success was reported by East Vermont Elementay School: (1) Ineffective Communication Teachers who were responsible for the implementation of the change were not informed adequately and fully. Institutional members wee mostly lacking clarity about the change that they were being requested to implement. More than half of the teachers influenced by the innovation did not have a clear image of the role play and work performance expected of them. (2) Lack of Developed Constituencies Before the implementing of the computer class, few effort was devoted to establish constituencies, neither it was there during the implementing. The high frequency of fail in efforts at change could in part be attibuted to the failure to see teacher as a constituency. (3) Ignorance of the Organizational Dynamics A review of the Vermont's story could let us know that one of the obstacles was that organizational conditions existing prior to and during the innovation's introduction were imcompatible with the innovation. Information were not provided by management in advance concerning the change, the need for it, and the way in which it would influence the people involved. (4) Lack of Effective Evaluation There was no formative evaluation before the implementation of the computer class program. Summative evaluation was also weak without the using of any proper achievement test. In short, there is no doubt for us to agree that pitfalls must be considered in implementing and sustaining changes in a public school." Nevada Law Enforcement Battles Meth By Dr. Kenny C. GuinnMethamphetamine is possibly the most physically and psychologically addictive and damaging illegal substance to challenge our state and country. The drug is a powerfully addictive stimulant that dramatically affects the users central nervous system. It is easy to manufacture and relatively inexpensive. The human toll meth continues to take on our society and, unfortunately, many of our children, is becoming an ever-increasing dilemma for law enforcement and family members alike. Meth is overwhelmingly the drug most frequently encountered by Nevada law enforcement. Between January 1, 2004, and October 31, 2005, the Department of Public Safetys nine multi-jurisdictional Narcotic Task Forces opened a total of 1,131 narcotic related cases, with 61 percent of those cases being meth related. Aside from the devastating physical effects on users, it is estimated that one quarter of all clandestine meth labs discovered in the U.S. results in a fire or explosion. According to the U.S. Drug Enforcement Administration, since January 2000, some 2,300 labs have been discovered after catching fire or exploding. These incidents injured 947 people, more than half of which were police officers. Within the last year, many states have adopted policies to limit sales of medications containing pseudoephedrine, and have placed these medications behind the pharmacy counter as a deterrent to meth cooks. Further, some states are looking at legislation to require a doctors prescription for all medications containing pseudoephedrine and similar meth compounds (Nevada does not currently have such legislation pending). In response to the escalating problem of meth use and production, President George W. Bush signed HR3199, the USA Patriot Improvement and Reauthorization Act of 2005, into law on March 9, 2006. Title VII of that measure, the Combat Methamphetamine Epidemic Act of 2005, requires products containing pseudoephedrine to be placed behind pharmacy counters and that the identification of the buyer be recorded. Thus they are able to reign over all the mountain streams. So the sage, wishing to be above men, putteth himself below them; wishing to be before them, he putteth himself behind them. Thus, though his place be above men, they do not feel his weight; though his place be before them, they do not count it an injury." So it is with humankind. Those who wish to yield the greatest influence will unselfishly position themselves below others, so as to serve them better. Bruce Barton told a parable two seas in Palestine that expounds on the wisdom of Lao-tse. One sea is flesh. Fish live in it. Trees and bushes grow near it. Children splash and paly in it. The river Jordan flows into this sea with sparkling water from the hills. People build their homes near it. Every kind of life is happier because it is there. The same river Jordan flows south into another sea. Here there are no fish, no green things, no children playing, no homes a building. Stale air hangs above its waters, and neither man nor beast will drink of it. What makes the difference between these neighbor seas? Not the Jordan River. It empties the same good water into both. Nor is the soil or the countryside. The differnece is that the Sea of Galilee receives water but does not keep it. For every drop that flows in, another drop flows out. The giving and receiving go on in equal measure. The other sea hoards its income. Every drop it gets it keeps. The Sea of Galilee lives and lives. The other sea gives nothing. It is called the Dead Sea. As District Attorney, Judge Bell was responsible for managing a staff of nearly 700 people and supervised the prosecution of nearly 700,000 felonies, misdemeanors and juvenile matters. He also administered his own law firm in Las Vegas from 1973 to 1994, specializing in criminal, business and domestic law. From 1971 to 1972 he served as a Clark County Public Defender. He also served as a legal assistant to District Court Judge Howard W. Babcock from 1970 to 1971.*3 Judge Bell earned a bachelors of science degree in accounting and economics from University of Nevada Las Vegas in 1967. He earned his juris doctorate in 1970, graduating in the top 15 percent of his class, from the University of California Los Angeles Law School. Known for his acute analytical skills, Judge Bell was the Nevada State High School Mathematics Champion in 1963 and was named to the Phi Kappa Phi National Collegiate Academic Honor Society when he attended UNLV. Judge Bell served as president of the Clark County Bar Association in 1980 and as president of the State Bar of Nevada from 1991 to 1992. He has been a member of the State Bar since 1971. He was named as an Outstanding Member of the Clark County Bar Association in 1993. Judge Bell has received the highest possible rating, "AV," by Martindale-Hubbell. How wonderful is the Great Wall of China! By PAI and Jennifer Kung of WBTI*1The following information are post through the courtesy of EnchantedLearning.com from the search of "The Great Wall, China" on the Google.com in the afternoon on April 30, 2006: All About the Great Wall of China*2 The Great Wall of China was built over 2,000 years ago, by Qin Shi Huangdi, the first emperor of China during the Qin (Ch'in) Dynasty (221 B.C - 206 B.C.). In Chinese the wall is called "Wan-Li Qang-Qeng" which means 10,000-Li Long Wall (10,000 Li = about 5,000 km). After subjugating and uniting China from seven Warring States, the emperor connected and extended four old fortification walls along the north of China that originated about 700 B.C. (over 2500 years ago). Armies were stationed along the wall as a first line of defense against the invading nomadic Hsiung Nu tribes north of China (the Huns). Signal fires from the Wall provided early warning of an attack. The Great Wall is one of the largest building construction projects ever completed. It stretches across the mountains of northern China, winding north and northwest of Beijing. It is constructed of masonry, rocks and packed-earth. It was over 5,000 km (=10,000 Li) long. Its thickness ranged from about 4.5 to 9 meters (15 to 30 feet) and was up to 7.5 meters (25 feet) tall. During the Ming Dynasty (1368-1644), the Great Wall was enlarged to 6,400 kilometers (4,000 miles) and renovated over a 200 year period, with watch-towers and cannons added. WASHINGTON -- Harry Reid of Nevada was elected Senate Democratic leader on Tuesday, achieving a new level of power he said he will use to cooperate with President Bush or fight him if necessary. Reid, who had been the party's second-in-command in the Senate, was promoted by a unanimous vote of the Democratic caucus to head a new leadership team in the congressional term that begins in January. With his election, Reid solidified his standing as the most influential Nevadan ever to serve in Congress, said Guy Rocha, Nevada state archivist. "It's a slam dunk now," Rocha said. "Before, people may have argued for Patrick McCarran, but here all debate ends." McCarran, a Democrat for whom the Las Vegas airport is named, served as senator from 1933 to 1954, wrote a series of significant bills and was regarded as one of the major anti-communist crusaders of the era. In an interview, the 64-year-old Reid said Nevadans should see little difference in how he represents them as the top Democrat in the Senate. "I have different responsibilities than I had a couple hours ago, but I still look to Nevada as my first line of responsibility," he said. "I have ongoing projects I am going to work on. I think people in Nevada will recognize I have ability to help more than I have in the past." Reid inherits leadership of a Senate caucus that contains 44 Democrats, the fewest since 1931. Democrats' influence is boosted somewhat by Sen. Jim Jeffords, an independent from Vermont who usually votes with them. Reid signalled a willingness to work with Bush, but said Democrats will not be pushed around by Republicans who may interpret Bush's re-election and GOP gains in Congress as a broad endorsement of their policies. `He said four years ago he wanted to be a uniter," Reid said of Bush. "It didn't work well the first four years. We hope it works the second four years." "I would rather dance than fight," the former boxer told reporters. "But I can fight." While they lost 19 of 34 Senate elections on Nov. 2, Democratic Senate candidates won 3.5 million more votes than Republicans nationwide, Reid said. The party also made pick ups among state legislatures, he said. "I think the majority should be careful about throwing words around like `mandate,' " Reid said. "President Bush won the election but it was certainly no mandate. If one state had turned around, Kerry would be president." Reid had been a constant on the Senate floor for six years, managing legislation and floor proceedings as Democratic whip. He told reporters he is not an "untested vessel." After he was elected minority leader, he reintroduced himself at a news conference that dwarfed most of those he had sponsored in the past. He described his hardscrabble upbringing in tiny Searchlight, and opportunities he was given to achieve an education and a career as an attorney. "The reason I am telling this is if I can make it in America, anyone can," he said. Democrats, he said, "want people to have the same opportunities that Harry Reid had." Democrats chose new leaders in the historic Old Senate Chamber, where senators met from 1810 until 1859 and debated slavery, western expansion and other issues confronting the young nation. Reid was nominated by a mentor, 46-year Senate veteran Robert Byrd of West Virginia. In a move symbolizing outreach to party conservatives and the rural Midwest, Reid also asked Sen. Ben Nelson of Nebraska to speak on his behalf. Sen. Richard Durbin of Illinois was elected to Reid's old post of Democratic whip. Sen. Debbie Stabenow of Michigan was elected conference secretary, the No. 3 position. Both selections were unanimous. While the Democrats met behind closed doors for two hours, voting was completed rather quickly. Senators said they spent the rest of the time discussing policy and the elections, with little handwringing over the party's net loss of four Senate seats following defeats in the South. The Democrats' presidential nominee, Sen. John Kerry of Massachusetts, was there and was given several standing ovations, Reid said. The elections were attended by senators of the incoming Congress, so Tom Daschle of South Dakota, the outgoing leader who was defeated, was not present. While Reid will not take over officially until January, he is playing a major role in managing the lame duck session that convened on Tuesday, while planning his transition. Reid will move his leadership staff into Daschle's suite on the second floor of the Capitol, steps from the Senate floor. The new offices are about a dozen rooms larger than Reid's current digs on the third floor of the Capitol. Reid will continue to maintain a separate office for Nevada aides. As leader, Reid will control an $8 million budget that funds the Democratic apparatus, including experts who advise senators on legislation, policy and floor procedure, communications aides and certain officers who report to the Senate sergeant-at-arms. As one of the few Democrats in Washington who is hiring, Reid has received dozens of resumes from staff members for departing senators, plus aides who worked on Kerry's campaign. A Reid staff of roughly 50 people will expand, but aides said it was not yet known how many more will be hired to support his leadership duties. Reid said he has hired two Daschle advisers, policy aide Randy DeValk and Nancy Erickson, who was the South Dakotan's deputy chief of staff. He also has hired Kevin Kayes, formerly Commerce Committee staff director for retiring Sen. Ernest Hollings of South Carolina. Reid plans to strengthen the Democrats' communications by establishing a "rapid response" team to promote the party message and respond to critics, according to chief of staff Susan McCue. 2006 Wildland Fire Season Reminders By Dr. Kenny C. Guinn*1Now is the time to prepare for Nevadas annual wildland fire season. By taking precautions today, you can better protect yourself, your loved ones, and your property from the devastation these fires can cause. The Waterfall Fire of 2004 caused tremendous damage in Carson City, even threatening the Capitol Building for some time. This tragedy reminded us how unpredictable and dangerous wildland fires can be and how important and effective precautionary measures are in curtailing damage to property. Nevadas Division of Forestry officials have warned that in Southern Nevada, due to receiving below-average precipitation, a severe fire season in the Spring Mountains and desert areas in the south of the state can be anticipated. And, with all the snow and rain we have experienced up north this winter, Northern Nevada will certainly have a bumper crop of fuels that could potentially produce significant wildland fires. The Nevadas Division of Forestry has issued the following reminders to homeowners who live in areas threatened by fire: Keep a 30-foot perimeter of defensible space around property. To the greatest extent possible, such space should be free of any flammable vegetation. Keep plants surrounding the home healthy, green, and irrigated throughout the fire season. Enclose the undersides of all outdoor decks with fire resistant materials. Store all firewood outside the 30-foot defensible space perimeter surrounding your home. Check to make sure rain gutters are clear of debris (leaves, pine needles, etc.) and that all ventilation openings are covered with 1/8-inch wire mesh. Working together, we can help alleviate some of the fears and problems associated with wildland fires by acting today to prepare for the inevitable tomorrow. ------------------------------------------- Reference *1. He was re-elected to a fifth term in November 2004. Congressman Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons remains an active alumnus of his alma mater and received the MacKay School of Mines Alumnus of the Year Award in 1999. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California.*3 In the 109th Congress, Gibbons serves on three committees: The House Resources Committee (Chairman of the Energy and Mineral Resources Subcommittee), the Armed Services Committee, and the Committee on Homeland Security. Congressman Gibbons' committee assignments place him in a prime position to represent the varied interests of Nevadans, including water, mining, energy, ranching and grazing issues, as well as the future of the nation's premier military training bases, Fallon NAS and Nellis AFB. Since the terrorist attacks of September 11, 2001, Gibbons has also taken a leading role in securing our homeland by introducing legislation in October 2001 which would become the basis for the Homeland Security Act that created the Department of Homeland Security. Gibbons also serves on several Congressional Caucuses. He is the founding member and Co-Chairman of the Congressional Mining Caucus and Co-Chairman of the Gaming Caucus. He also is an active member on: Congressional Sportsmen's Caucus, the Western Caucus, Rural Caucus, Air Force Caucus, National Guard and Reserve Components Caucus, Travel and Tourism Caucus, Caucus on Community Health Centers, Cancer Caucus, the Caucus to Fight and Control Methamphetamine, and the Automotive Performance and Motorsports Caucus. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Congressman Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Throughout his military service, Gibbons received 19 service medals, including the Legion of Merit, Distinguished Flying Cross, Air Medal with Two Oak Leaf Clusters, Aerial Achievement Medal and Air Force Commendation Medal with One Oak Leaf Cluster. He was also awarded the Distinguished Flying Cross for his extraordinary achievement while participating as an RF-4C Flight Leader in the Gulf War. On this mission, Gibbons flew his unarmed aircraft on a vital reconnaissance mission to acquire politically sensitive imagery of enemy targets in Kuwait. Mr. Gibbons was also a commercial pilot for Western Airlines where he was employed from 1979 to 1987, and Delta Airlines where he worked from 1987 to 1997. His extensive resume also includes working as a hydrologist for the Federal Water Master, a mining and exploration geologist, a mining and water rights attorney in Nevada, and a state legislator. Mr. Gibbons served three terms in the Nevada State Assembly. In 1988, his first year as a state legislator, he was named "Outstanding Freshman Legislator." Five days after earning another term to serve in the Nevada State Legislature, Mr. Gibbons received the call to report for active combat duty in the Persian Gulf War. He returned home in April of 1991 to a thunderous welcome from the people of Nevada and soon resumed his fight for his constituents in the State Legislature. In 1993, Mr. Gibbons rose to Republican Whip in the State Assembly, and in 1994, he was the Republican nominee for Governor. In 1998, his wife, Dawn Gibbons ran successfully for the Nevada State Assembly. In 1994, Gibbons authored the Gibbons Tax Restraint Initiative. As a private citizen, he collected 85,000 signatures from residents across Nevada to place a ballot question before the voters to amend the State Constitution. An overwhelming majority of Nevada voters (78% in 1994 and 71% in 1996) supported the amendment to the Nevada Constitution which requires a 2/3 super-majority to increase any state tax. Congressman Gibbons resides in Reno with his wife, Dawn. They have three children, Christopher, Jennifer, and Jimmy, and two grandchildren.*4 "Education is very important.
