S. A. By Kenny Guinn*1 Earlier this week, Nevada transitioned to the next generation of emergency information as radio and television stations began using a new series of activation codes for the Emergency Alert System (EAS). The new codes, effective on June 30, include the Child Abduction Emergency code for AMBER Alerts as well as codes for telephone system outages, releases of radiological material, and dust storm warnings. The Nevada Broadcasters Association is to be commended for its help to make this system a reality. The operators of Nevada's radio and television stations have upgraded their EAS equipment, at a cost of up to $150 per unit, to carry these new codes, which are designed to meet specific emergencies. The new system will make it easier for television stations to provide this visual display of information of critical importance to the public. Nevada's original system was put in place in January 1997. It is a voluntary program that is fully funded by the state¡¦s radio and television stations. Law enforcement and public safety officials have been encouraged to use EAS to quickly provide lifesaving information to the public at no expense to taxpayers. It has provided radio and television audiences with information about weather emergencies such as floods and flash floods, outages of local 911 phone systems, and AMBER Alerts. Assembly Bill 322 created the Committee for the Statewide Alert System, which is a voluntary partnership among state and local law enforcement agencies and broadcasters to assist in the search and safe return of abducted children. The Nevada Broadcasters Association, through the leadership of president and CEO Robert Fisher, has played an important role in helping to ensure the speedy dissemination of emergency information to the public. Since the system was first implemented, ten statewide AMBER Alerts have aided law enforcement agencies in their search for abducted or missing children. The AMBER Alerts have also helped raise citizens¡¦ awareness of the effectiveness of this special type of communications tool. Examples include the recoveries of Kyle and Jenna Corcoran in Searchlight in August 2003; Sandra and Sarah Dilley in Lovelock in January 2004; Crystal Cuanas in Fallon in March 2004; and Donovan Bingham in Las Vegas in April 2004. In July, Nevada will become the third state, following the examples Arizona and Washington, to join the AMBER Alert Web Portal Consortium in an effort to further strengthen regional communication and cooperation. The citizens of Nevada will benefit greatly from having access to immediate, life-saving information. Augustine, re-elected to a second four-year term as controller two years ago, said in an interview outside the Capitol she has been told to keep quiet about the nature of the attorney general's investigation. But a source told the Review-Journal the inquiry involves an employee in the controller's office who worked on Augustine's re-election campaign while on the state payroll. When asked whether she would have to step down from office as a result of the investigation, Augustine said: "Is that what they're saying now? Nothing has been settled."*2 Augustine did not talk about the scope of the investigation. She said it does not involve her job as controller, nor is it a criminal matter. Augustine said it has nothing to do with campaign finances or travel. Her attorney, John Arrascada of Reno, said only that the investigation is ongoing. "Out of Ms. Augustine's respect for the process and out of my respect for the process, we have no further comments." Asked whether there was a timeline for resolving the probe, Arrascada said: "There is no specific timeline. We are working diligently to resolve the matter." The attorney general's office would neither confirm nor deny an investigation is under way. Augustine said she sat down with the attorney general's staff once, in January, and has not spoken with the office since. "I just want to get this over with," she said. "I want to get this behind me." The controller, Nevada's chief fiscal officer, is paid $80,000 per year. The office has the mission of administering the state accounting system to permit fair, accurate, consistent financial reporting that provides current and historical information. The controller also serves on the state Board of Transportation and on the state Board of Finance. John Lee, a former Democratic state Assemblyman who lost his 2002 bid for controller, was surprised to learn of the investigation. "I wonder who turned her in," he said. Lee had questioned Augustine's travel expenses from her days as a state senator and her first term as controller. However, his criticism of Augustine was lost in a huge Republican election sweep that year that saw all six state constitutional offices go to the GOP. He said the only thing he could think of that Sandoval might be looking at is Augustine's use of the Comprehensive Annual Financial Report to promote herself. "She had her picture in there and a little bio," Lee said. "It was a political bible for her, taking it with her wherever she went and showing it off to everyone." Lee said he thought Augustine's picture and biography in the CAFR "was a cheap shot." Lee is now running for the state Senate against Ray Shaffer, R-North Las Vegas. Augustine was questioned by lawmakers in 2001 about her travel as controller and whether it was related to state business. A legislative audit raised questions about eight round trips from Reno to Las Vegas by Augustine after she was elected controller in 1998. The Legislature, in approving Augustine's budget for 2001-03 period, included a letter requiring better documentation for any travel. "There was a concern that some travel may have been incurred in the past based on invitations to attend a function that may not be related to, or that specifically benefits, the operation of the state controller's office," the letter said. "Travel expenditures should include documentation of the controller-related business that was conducted." Augustine said her office provided supporting details for the eight trips. The trips involved her first six months in office in 1999, and two were trips involving her service on the Board of Transportation. GSBPA would like our friends to share some idea of the following article: Thursday, June 24, 2004 Copyright @ Las Vegas Review-Journal JANE ANN MORRISON: In today's politics, grass-roots effort requires more seed money*5 The definition of "grass-roots support" is changing. Years ago, it meant that a candidate's neighbors, friends and supporters got out and spread the word. Or volunteers from each party called and walked. Then the unions made it more sophisticated, going door to door to their members, urging them to vote for union-friendly candidates. Today you can buy grass-roots support, which is what Las Vegas City Councilman-elect Steve Wolfson did. With his $100,000 war chest, he hired Billy Rogers' Southwest Group to walk door to door, find out the specific issues voters cared about and follow up with letters on those issues. It was part of a coordinated effort with Gary Gray, who handled the political and advertising strategies, including the nine Wolfson mailers. One sign that it worked: After the only candidates' forum for the Ward 2 race, a man explained to me how he had been wavering between Gabriel Lither and Wolfson. Wolfson won his support by coming to his door personally and talking issues with his wife, then soon afterward receiving a letter from the criminal defense attorney about those issues. In addition, Wolfson would follow up with a personal phone call several days later. He spent six to seven hours on the phone toward the end, calling voters. "I asked voters what's important to them and made them feel like I care," he said on the night of the election, before realizing that didn't sound quite right. Then he added, "Because I do care." "It was very personal; it was grass roots for the 21st century," Wolfson consultant Gray said.*6 But it didn't come cheap. The first campaign finance reports showed that Wolfson paid Southwest Group $38,000, and another $43,000 went to Gray & Associates. Those numbers probably will increase in the next report after final bills are paid. But Lither, who was in second place trailing Wolfson by only 245 votes, has his own grass-roots support. The deputy attorney general, who had fought to limit the size of the Red Rock Station resort and most often is described as a neighborhood activist, had backing from walkers from the Culinary union Local 226, foes of the anti-union Station Casinos. These walkers weren't hired by Lither; they were part of the union effort. "This was not David and Goliath," Rogers said after Wolfson was the declared winner and Lither was in second place. "These were evenly matched operations doing everything they could to ID their voters and get them to the polls." Sarah Jaffa, one of the 15 Wolfson walkers from Southwest Group, said she was nervous on Election Day when she overheard a Culinary walker say someone hadn't voted, "but she gets off at 3." The Culinary effort to get out the vote was frightening, Jaffa said, because organizers knew details about potential union voters, such as what hours they worked, which made it easier to find potential voters and urge them to vote. Jaffa called Rogers and said the main competition wasn't from commercial real estate agent Ric Truesdell, who had raised the most money next to Wolfson. It was from Lither, who had reported raising less than $4,000. For Wolfson, it was a long, nerve-wracking evening. "At first, I was encouraged. I had a 10-point lead." But that lead started dipping. He finally won with a 4 percentage-point victory when final results rolled in at 9 p.m. The 6 percentage-point drop as voting progressed showed that the Culinary effort helped, even if it didn't succeed. (This marks the second City Council race in which the union's efforts failed to bring victory. In 2003, the union worked on behalf of Las Vegas Councilman Michael McDonald, who lost to Janet Moncrief. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*4 U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful. "Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*12 "She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*13 U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University. At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*14 Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world. Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky. "Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*3 The annual "Governor's Conference on Tourism" was held by Governor Kenny Guinn of Nevada at Caesears Palace on December 15-17, 2003. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism. Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*4 "I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism." Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*5 Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.*6 On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada lead (led) a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*7 "The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*8 "Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada.
