Washington Business and Technology Institute (WBTI) was founded in January 8, 1996. We have produced distinguished scholars, successful entrepreneurs, and outstanding community leaders. For the time being, our vision of 2004 is to continue to put more wisdom and effort in encourageing those people who are outstanding in public administration, academic research, and community service. WBTI has established the Public Administration Institution (PAI) in order to meet the increasng investigation requirements of current public managers and special research needs of professional public administrators. It seeks to provide an awareness and understanding of the complex administrative and oganizational contexts within which the administrators of public service make and implement decisions; and to provide general technical competence in using the tools of public administration and information management.*1

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Chief Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, and Dr. Achie Chang as its Fellows.

Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional."

On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei.

Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism."

As a born-again Christian, people had been inspired by U. S. Senator-elect John Ensign's sincerity, humanility, and credibility more than just his wealth and good looks in last November. In view of his admirable qualities, achievements, passion, and unshakable belief in building a better Nevada, WBTI led by Dr. Tony Lei, a fellow sincere believer, honored him as Advisor and Vice Chairman of its Advisory Board on November 8, 2000.

"It's a very prestigious honor to be appointed by WBTI as an Associate Fellow of PAI. WBTI is a very well respected and integral part of this community. I'm grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community. Thank you for this opportunity for me to serve, and I hope to gain more knowledge, insight, and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom, and guaidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishment and achievement have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support, and encouragement."

"Even with the constancy of his presidential responsblities, Tony ( Dr. Tony Lei ) carved out time and energy during the past three years with wisdom and knowledge through the cooperation of Dr. William Thompson to create the blueprint for the Institution that ultimately paved the way for the 2000 openning of our Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI)," said Justice of the Supreme Court Nancy Becker for "Nevada Examiner " on June 30, 2000.

"Public Administraton Institution of WBTI has played the role as a private NPO (Non Pofit Organization) to promote the study and research of public administration and strategy for social and public benefit. With the effort of the Faculty and under the brilliant leadership of Dr. Tony Lei, WBTI has accomplished a valuable contribution to the academic research and community service for Nevada. We share a great deal of honor also as what the Justice of the Supreme Court Nancy Becker does for her prestige as a PAI Fellow. Her participation in this Institution will enrich and enhance its academic production featured with practicality and adaptability as an efficient 'intelligent Tank' through her excellent and fruitful public administration experience and contribution," said the President of Seniors United Lillian Wallace on "Nevada Examiner" in May 9, 2000.

"Thank you very much for showing your faith in me as evidenced by your nomination. It is indeed an honor for me to be nominated by you and to become a Fellow of Public Administration Institution of Washington Business and Technology Institute. This position will undoubtedly provide me with avenues for exploring improvements in public services to which I am most dedicated. I look forward to working together with you in these endeavors," wrote the District Judge Valorie Vega to Dr. Tony Lei from her Office of the Eightth Judicial Distict Court at the Clark County Courthouse on May 22, 2000.

"It is certainly an honor to be acknowledged by you for my commitment to serving this community. I look forward to expanding my public service by working with you and the Institute to continue to better our community. You dedication is a wonderful example of what others should strive to accomplish," wrote Judge Natalie Tyrrell to Dr. Tony Lei.

With his expertise and integrity as a famous professor of management achieved in writing college text books of management, presenting research papers to renowned international conferences, and leading academic institution by the name of WBTI, Dr. Tony Lei has enjoyed the distinctive mission with philanthropy to realize the good purposes and creeds of an organization through his many years accomplishments of knowledge, talents, and experiences on effective management and educational technology in balance of theoreticality and practicality. They are some of the best in the world. We're sincere servers to improve the quality of life of all the residents and visitors of Nevada.

"Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our splendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. In God we trust. Life is for the purpose to serve our lovely community and country," Dr. Tony Lei points out.

"One of my priorities will be 'telling the Pepperdine story' of quality and value to a large audience, reaching a broader demographic, and having a global range," said Dr. Andrew Benton at his Inauguaration as President of Pepperdine Univesity on September 23, 2000. "We need to strengthen Pepperdine's diversiy, its connection to its heritage, its sense of community and community involvement, and its scholarship and culture through faculty involvement in outside research and publishing."

"Chairman Thomas Bost of the Board of Regents believes that this new President is best equipped to lead Pepperdine to the next millennium with academic excellence and Christian values. Dr. William Bannosky, the school's fouth president, assures that the new president would seek the highest standads for academic and spiritual excellence," said Dr. Tony Lei who received his degrees of M.B.A. and Ed. D. (Doctor of Education) in Institutional Management from Pepperdine in 1969 and 1990, respectively.

On May 11, 2001, State Senator Terry Care, Chairman of the Democratic Party in Nevada, wrote Dr. Tony Lei: "I commend your work, the work of WBTI, and I wish to rely my respect for Justice Becker." For a special tribute to the Supreme Court Jusitice Nancy Becker and inducement of the Faculty of PAI of WBTI, a dinner and event party (is0 was held at Harbor Palace Seafood Restaurant by WBTI and Asian American Community (today,) on May 23, 2001.

"I truly appreciate your efforts on my behalf and your commitment to bring 100 people to the event at Cashman field on March 26th. It is only with the dedication and commitment of good people like youself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activities in the community," wrote Governor Kenny Guinn to Dr. Tony Lei on March 6, 1998.

On December 5, 1999, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei, which was signed and given by its Chairman and Commissioners: Chairman Bruce Woodbury, and Chairman; Vice-Chair Erin Kenny; Commissioners Yvonne Gates, Mary Kincaid, Lance Malone, Myrna Williams, and Dario Herrera. It states: "Dr. Tony Lei has served our community through a variety of venues. He has given freely of his time, energy, knowledge, and talents, working on projects and events that contribute to the quality of life in Clark County and has dedicated himself to public service to not only the Asian Community but to all citizens. Now, therefore, We, the Board of Clark County Commissioners, on this occasion, December 5, 1999, in celebration and recognition of his special accomplishments, do hereby recognize and honor Dr. Tony T. Lei, Ed. D. and urge all citizens to join us in wishing him a successful and bright future."*2

On October 1, 2002, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei for his advanced contribution and accomplishment to the community, residents, and visitors of Nevada. The proclamation was updated on October 26, 2004.

"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.*3

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.*4

"As Director of Public Administration Institution (PAI) of WBTI, it's my privilege to share a leadership role with Dr. Tony Lei and to have the wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his experience in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeador have been very valuable. We expect the forthcoming work performance of Pan Pacific and Asian American Forum founded by this Institute to help improve the quality of life of the people and contribue to he prosperity of this State," said Dr. William Thompson. Bill is former Chairman and now Professor of the Department of Public Administration of UNLV. His son married a beautiful Chinese girl in Mongloria years ago. He plans to write a book for WBTI, which is expected to be published both in English and Chinese.

It has made the United States of America the freest and most prosperous country in history. It's our responsibility to join the effort together in making Nevada one of the peaceful, happy, and prosperous state of America through the cooperation and development of culture, tourism, business, and education with our foreign countries." said Lorraine Hunt, Lt. Governor of Nevada, for the Thai Performing Arts - Appreciation Day 2003. The Event and Party was held at the Charleston Height Arts Center on September 16, 2003, co-sponsored by WBTI, Arcata Associates, Kids for a Better Society, among others.

The spirit of both the innovation and entreprenuership has also motivated United States to be a leading and prosperous country. With its high-speed capability, Fiber Optics can convey mass quantity of images and voice information. It is because that the broadband technology such as Digital Subscriber Line (DSL) has been more and more developed. Moreover, because of the popular building of radio communication networks, wireless techniques may access important information from the web and condense it to be appeared on the small web connecting machines such as a hand-held screen. The open free software LINUX operating system can even connect various stations very easilly. All these advancement in science and technology, should be used to inspire the promotion of the quality of our daily life. In this new era of information and web works, we should add humanity concern into our thinking structures. God created the world. Everything can be decided by Him. As the value of the fellowship of Public Administration Institution of WBTI growing, we the people with intelligence and knowledge in administration, technology, science should enjoy a valuable and joyful life to serve our community and society with our efforts and wisdom.*5

As we have all spend a lots of time to discuss and to try to understand the messages from Elena's email. I mentioned to most of you I will try to send her a response and copy you on it. I intended to write a short and congenial one, but after I learned that she called and bashed and threaten Jas again this evening, I added more, and now it's a long one, hope it won't bore you, I promise this will be the last long ones! And please forgive the "repeats", and grammars & spellings, I am pretty exhausted from all these time wasting debates and clarifications. But, it may serve some future references when this conflict becomes a State or County Party issue. So bear with me! And, thank you for your patience and support of the GROUP GOAL.!

Thanks for your email. I would like to offer the following to help put the current status of the Induction Program into a more positive perspective.

RE: FAMILY AFFAIR: It does appear in the program that the "Kerns" name was repeated through out the program. But, this is the result of 6 meetings (all members were invited) dedicated to the gala and the program based on the group discussion and roles "volunteered" by various members attended the meetings. Mrs. Kerns volunteered to be the Chairwoman for the Special Event Committee during the first meeting on 1/16/05 with no OBJECTION from the floor. She made a generous offer of her granddaughter to sing the National Anthem (nobody offered a 2nd choice). The fact the group decided to invite Judge Kerns to speak was to help to recognize the only Asian Republican Judge being Re-Elected in this town and to celebrate his victory as a "ROLE MODEL" for the Asian American Republicans (there may be other underline political issues that this group is not aware of). In this case, it is only a coincidence that the "Kerns" name was mentioned more than once. But, bear in mind, if any member had proposed a more accomplished Asian American Politicians for this group to honor at this particular moment, there would have no objection or argument about it. Gene Gamboa was at the meeting yesterday and reconfirmed that he"Will" be the Master of Ceremony (which was discussed, approved by all the members at the meeting & accepted by Gene on 3/12/05).

RE: Recognizing VIPs- this was part of discussion during yesterday's meeting. You should be recognized as many others.

RE: COHESIVENESS: There may be a few members have not attend the meetings. But, the meetings (on 2/27, 3/6, 3/12, 3/31, 4/9, 4/18) had been conducted according to by-law and Roberts' rule as closely as this young (4 months old) organization is capable of performing. The results may not be perfect or ideal, but, since I have been to all of them (except one on 3/6/05), I can safely said that Jas Brooks took her responsibility as an "ELECTED" President for this group very effectively and conducted meetings in a very business like manner. She does not conduct group meeting with favoritism nor special attention to certain member with certain personal agenda. It has not been easy for her and the group to spend so much time on the Induction Ball with only a few members (who take this group & it's mission statement seriously). Personally, I have always voiced my desire to set "Team Building" as the top priority rather than put on a high profiled event hastily. Nevertheless, I followed the majority and put in as much time as most everyone else to help get the event ready. Even though I will not be in town for the gala, I still help sold 22 tickets to my friends. They all are prospective members if this "Gala" can go on without further bomb throwing.

Six months ago you came in town assembled a hand full of Asian Republican Volunteers (myself included) where very few of us know each other well. Since this is a political group (from different Asian cultures) on a volunteer basis, it was difficult for most of the members (yourself included! Remember the debates we had in which Jacquie & I alerted you that you need to take time to build this coalition carefully) to recognize that it would "REQUIRE" a lots of time to get to know each other and their cultures. Now there is a difference in defining "Cohesiveness" between the members who attended most or all meetings and the members who did not attend most of the meetings. From the frequent meetings we had recently, the current group have grown to know each other better and getting more comfortable in discussing issues and making decisions together, this can be evidenced by meeting minutes in which this group has been working together towards our mission statement No. 1-To promote integration of "different" Asian American into a single, cohesive, strong and vibrant political entity to enable us to play an effective role in mainstream politics. On this issue, frankly I am perplexed in your "DISPLEASURE" of the progress this group is making. Are we being too "INDEPENDENT"? If you will, kindly define what you mean by "Not Cohesive" It may help if you would review all the Minutes of Meeting and then give us your "Constructive" advises from the point of Mission Statement and the "By-Law"!

You asked us to let you know what went wrong, this may be it, we simply don't understand to which or what information you are based on to describe this hardworking group as "NOT COHESIVE"! It is not based on facts and records, it unfortunately is based on hear says and twisted perceptions, it shows no regards to the future growth of this organization. We do not understand nor can accept the intent of this accusation. I sincerely hope that you are smart enough not to be manipulated by some disgruntle members, these members have not really contributed much, yet is bitter about the lack of attention to them on the individual basis. THIS IS NOT A SOCIAL CLUB, IT IS A SERIOUS POLITICAL GRASS ROOT COALITION. One must show their commitment from actions, not double talks. There is a strong indication that some of the member simply not comfortable with a NO-NONSENSE TEAM concept, thus there is a sever "identity crisis". If you are aiding and encouraging this kind of behavior, I am afraid your leadership will be going down with them. For I am quite confident that this group now is COHESIVE (and legitimate) enough to go on (with or without some of the members) to achieve the great causes that motivated most of us originally. I must remind you that I (and most of the members) will only dedicate our loyalty to the great cause and the traditional value that GOP shares. If you are in agreement with this, let us work together. If not, let us part company gracefully without "LOSING FACE" for Asian American community.

To sum it up, it is understandable that you as a founder of AARCN felt somewhat out of touch with this new group lately. It is not by anyone's design or wish, but due to the geographic distance, as well, the planning of the details of the Induction Gala moved very fast. It would not have taken this much time if Jas did not feel the need to include the inputs from every member who care enough to come to the meeting. Once again, the program may have flaws, but it is the first challenge for the group to function as a team. And the team was not quite ready by any means when the gala idea was presented by you in January right after the election. Yet everyone is working hard to make it happen, as well, making it as successful as possible. If you are truly a leader, you should be proud and overjoyed by the impressive fundraising job Hui Lim did, yet, all you can think of was that you are being left out! How sad! Don't you agree that Hui Lim should also deserve 3 minutes of glory for someone chose not to take a title from the very beginning. Where is your leadership? Where is the team spirit?

Let's look beyond the Gala, when this "TEAM" can spend time to focusing on building a larger and stronger group, and, to develop a very close working relationship with the Republican Party to advance all the agendas listed in the Mission Statement for the Asian American Republican who lives and works in this ever-growing community. And, if you still have problem with the way we are going, you may like to make a choice to disassociate with this group and start another group that will suit you better. But, in the name of Asian Community, the gala should go on without further conflicts.

I WOULD APPEAL TO YOU TO CHANGE ONE Or TWO THINGS HERE. I AM SURE YOU WANT TO LOOK IMPARTIAL TO COMMUNITY WE SERVE AND THEREFORE, WE NEED TO GIVE AS MUCH APPEARANCE AS IMPARTIAL. We have many qualified pastors, members of the party that have done so much, campaigning hard in last years elections - Give them the honor to pray or be in the program. We have many dignitaries that are coming to this affair, include in your program a time to be introduced or recognized.

連胡會即將登場,美國白宮和國務院20日重申鼓勵兩岸對話,肯定台灣在野黨領袖登陸對兩岸關係是正面的一步,並希望兩岸達成雙方都可以接受的諒解協議以降低台海緊張。

針對中國大陸國家主席胡錦濤(新聞、網站)邀請台灣在野黨領袖到北京舉行會談,白宮發言人麥克雷蘭20日重申美國的政策是鼓勵兩岸對話,麥克雷蘭說:「美方相信兩岸對話對於解決問題以及降低緊張是重要的。」

不過當記者問到美國是否鼓勵國共兩黨簽署任何形式的台灣問題解決方案,麥克雷蘭以雙方尚未會面拒絕回答假設性問題。

而國務院副發言人厄立也在20日的例行記者會上,肯定連宋登陸對兩岸關係是正面的一步。

厄立說:「美國相信對話可以降低兩岸緊張,對於這些朝向兩岸對話的行動,我們表示贊同並予以歡迎。」

至於北京當局只和台灣在野黨接觸,是否可能造成台灣內部政治分歧、使兩岸關係更加複雜,厄立表示,美國不介入內部政治議題,美方關心的議題是,兩岸人民採取行動達成雙方都可以接受的諒解協議致力降低兩岸緊張。

兩岸分治56年來,國共兩黨領導人將首次見面,美國高度關注;而除了從旁鼓勵兩岸對話,連胡會將達成什麼具體協議,對美中台關係又造成什麼效應,也是華府密切觀察的焦點。

PUBLIC EDUCATION NEEDS $100 MILLION PLAN FOR TROUBLED SCHOOLS

We have made great strides in public education in Nevada. We have set high expectations for teacher certification, curriculum and academic standards, regular assessments and proficiency exams for high school graduation. Because of this work and the provisions of the federal No Child Left Behind law, we have the clearest picture ever of where our students are succeeding and where we are falling short. Nearly three months ago, when I delivered my State of the State Address, more than 200 of our schools were either on the warning list or about to join the warning list for No Child Left Behind.

In addition to some remarkable success stories, we know many of our schools and the students they serve are failing to meet our standards. And that抯 a failure not just for these students, but also for our entire state. That抯 why I announced in my State of the State Address that the surest way to improve our schools is to invest in the best practices, the best methods and the best allocation of resources for our children抯 success. To do this, I included in my budget a dedicated fund of $100 million for our failing schools. Schools are already required to analyze the unique obstacles they face in improving performance, and then provide an action plan to fix these problems. They submit this information in their school improvement plans. It抯 time we pull those plans off the shelf, appropriately fund them and bring them to life for the sake of Nevada抯 children. One of the most exciting aspects of my proposal, as outlined in SB 404, is that it recognizes one size does not fit all when it comes to education. Each school is different, and more importantly, each group of students is different. From math tutors to all-day kindergarten to bilingual teachers, the obvious solution for one school may not be effective in another.

I am pleased that a number of groups, including the Superintendent of Public Instruction, Legislators, school district representatives, and the Nevada State Education Association, are working with us to create a successful program. In the coming days, we will be collaborating on ways to provide stricter guidelines on how the program will be carried out and who will make these important decisions. These groups are doing this work with the understanding that the leadership of our schools must be held accountable for the success or failure of their schools. There must be ramifications if a school does not succeed, and, if it is warranted, leadership should change under this new system.

As I mentioned in January, the $100 million in my budget will give our K-6 schools the tools they need to improve. It gives the school improvement plans meaning, and it is truly the best hope our children have for success. This fund must remain focused on helping our troubled schools, and it should not be carved up for other uses. If we do not earmark this funding for this purpose, I truly believe we will be doing a grave disservice to our public school system. The principals, parents and teachers in our schools know best what they need to succeed, and we have made our expectations clear. Now we must fund the tools they have identified and encourage the innovation that will help all of our students meet the challenges of an increasingly complex and challenging world.

WASHINGTON

It's been almost 100 days since Sen. Harry Reid was sworn in as the 11th Democratic leader of the United States Senate, and he compares the experience to his days as a trial lawyer in Nevada.

"I've always worked hard, but the intensity of the work is a little more pronounced," Reid said. "This is kind of like when I used to try cases. ... It's always the last day of the trial here."

After serving six years as Democratic whip, Reid moved up to leader when Sen. Tom Daschle, D-S.D., lost his bid for re-election in November.

Reid, 65, has discovered the two jobs are not similar.

"It's just totally different," he said. "When I was whip, people listened to me a little bit, but not very much. And here, you know ... anything you say, people analyze it."

Going from whip to Democratic leader is like leaving the House to serve in the Senate, Reid said.

"In the House (where he served from 1983 through 1986), you know the committees were big and you could really afford to be a little bit ill prepared," Reid said. "And no one ever listened to anything you said. ... There's more attention on what I do and say here."

Senate Democrats did not begin electing leaders until 1920. Republicans followed suit in 1925.

"Prior to that, senators with strong personalities like Henry Clay of Kentucky and Daniel Webster of Massachusetts emerged as party leaders," said Betty Koed, assistant Senate historian. "Then leaders evolved into senators representing powerful sectional interests like industry or farmers. In the 1920s, the position of leader began to shift to represent party interests rather than regions."

Since arriving in the Senate in 1987, Reid has worked with three Democratic leaders: Robert Byrd of West Virginia, George Mitchell of Maine and Daschle.

Byrd remains a master of Senate procedures, and Reid has sought to emulate his example. Although he liked and respected Mitchell, Reid said, "I found George to be kind of a loner. I try not to be that." Reid describes Daschle, for whom he served as second in command, as a close friend.

But of all his predecessors, Reid singles out Sen. Mike Mansfield, D-Mont., as the leader he most admires. Mansfield succeeded Lyndon Johnson of Texas in 1961 and served until 1977, the longest term of any Senate leader, Republican or Democrat.

Reid did not serve with Mansfield, but got to know him at Senate prayer breakfasts Mansfield attended until shortly before his death in 2001 at the age of 98.

"He was somebody who everyone had respect for. He was very, very fair," Reid said. "He came from a small, sparsely populated state like Nevada and (represented) mining interests."

Stuart Rothenberg, a Washington political analyst, said it is too early to assess Reid's performance as Senate Democratic leader.

But so far, Rothenberg said, Reid is "doing OK" primarily because President Bush is struggling with his second term agenda.

"I haven't noticed any major blunders, and he's holding Democrats together," Rothenberg said of Reid. "He responded to Republican attacks that sought to demonize him early on."

Norman Ornstein, a resident scholar at the American Enterprise Institute, said Reid has made his transition from whip to leader more difficult by criticizing Supreme Court Justice Clarence Thomas and Federal Reserve Chairman Alan Greenspan.

"But those were minor bumps in the road," Ornstein said. "In general, if you look at the Democrats today, they're pretty much united.

"Reid also has developed some close relationships with Republicans, but there is a steel to him. He is well suited to be the minority leader at this time."

Reid is tight-lipped about Bush, but says he has developed a warm and personal relationship with Vice President Dick Cheney, with whom he has met several times at the White House.

"If I have a real problem (with the White House) that's who I go to," Reid said of Cheney. "I call (White House chief of staff) Andy Card once in awhile. I call (White House political adviser) Karl Rove when I need to. ... They always return my calls, but I try not to bother them until it's something important."

Reid describes Senate Majority Leader Bill Frist, R-Tenn., as "really a nice man."

"He's here for the right reasons," Reid said. "I wish his (Republican) caucus were a little more united. He'd be even easier to work with. He has so much trouble with his caucus that I don't have."

Frist also has the one job Reid still aspires to: Senate majority leader.

"That would be real nice," Reid said.

The Nevada Supreme Court has proclaimed May 2 to be Law Day, with a theme of 揟he American Jury: We the People in Action, Chief Justice Nancy Becker announced Wednesday.

The proclamation also declares the week of May 2-6 to be Jury Appreciation Week. During the week, courts around the state will be celebrating the participation of citizens in the jury process.

揟his will be a special Law Day for Nevada because the state has been recognized and praised by American Bar Association President Robert Grey Jr. for its recent jury service improvements and reforms, Chief Justice Becker said.

揓ury service is not only a responsibility of citizenship, but also a privilege, she said. 揑t is a cornerstone of our democracy. Those citizens who give their time to make the system work deserve our thanks.

揥e encourage all Nevadans to answer the call to jury service when they are summoned, Chief Justice Becker said. 揑t is a patriotic act and a rewarding experience.

On May 3, 2005, U.S. Secretary of Labor Elaine L. Chao, in partnership with the Office of Personnel Management, will host the fourth annual Asian Pacific American Federal Career Advancement Summit at the Washington DC Convention Center. The Summit, the first of its kind, was developed in 2002 to address the shortage of Asian Pacific Americans in senior executive and management positions in the federal government. The Summit focuses on providing management insights, skills training and other career opportunities to help Asian Pacific American government employees maximize their potential.*2

"The goal in starting this historic, first-time ever training program for Asian Pacific American career government employees, is to help them acquire the skill sets that will increase their chances of advancement in the federal sector," Chao said.

The U.S. Department of Labor is once again partnering with the Federal Asian Pacific American Council and federal agencies to offer expanded programming and training workshops and to reach a broader audience. The Summit reflects Secretary Elaine L. Chao's commitment to enhancing the Department of Labor's community outreach and career development initiatives.

CARSON CITY Gov. Kenny Guinn today announced that the new Conservation and Natural Resources building, currently under construction in Carson City, will be named in honor of Sen. Richard Bryan.

揜ichard Bryan抯 career in the service of the people of Nevada is unparalleled, Gov. Guinn said. 揂s a member of the Nevada Legislature, as Attorney General, as Governor, as a United States Senator, he has been among the preeminent and influential figures in the history of the state. Although Dick would be hesitant to describe himself this way, he truly is a larger-than-life figure. His career has been characterized by great intelligence, great accomplishment and great love for this great state. His record on behalf of Nevada抯 natural resources is well-chronicled, and it is entirely fitting that his name will be forever associated with this new, important, state-of-the-art building.

In a distinguished political career spanning nearly four decades, Bryan has been known as a man of high integrity and as an astute student of the history of each post he ever held. He has advocated for the safety of consumers, fought for stringent ethical standards for public servants and has always been a strong supporter of issues concerning conservation and natural resources.

The new 130,000-square-foot building, five stories tall and designed to house the Department of Conservation and Natural Resources, will be completed later this spring. A special dedication ceremony honoring Sen. Bryan will be scheduled shortly thereafter.

Tenants for the Department will include the Divisions of Water Resources, Environmental Protection, State Lands and State Parks, as well as the Natural Heritage Program and the Director抯 Office. Currently, Conservation and Natural Resources is housed in seven locations throughout Carson City. The new building, the first to be constructed under the state抯 lease-purchase arrangement, will be home to about 475 employees.

揟he Department of Conservation and Natural Resources is looking forward to moving into this beautiful, modern and efficient building, said Director Allen Biaggi, who noted that it is being built with a number of energy efficient features. 揥e are especially proud and honored to be able to work in a building named after Senator Bryan, who has long been a champion of Nevada抯 natural resources. His legacy will be an inspiration to all who work in and visit the building.

Following graduation from the University of Nevada and the University of California, Hastings School of Law, Bryan was Deputy District Attorney for Clark County in 1964. In 1966, he was named Clark County抯 first Public Defender. He was elected to the Nevada State Assembly in 1968 and re-elected in 1970, then was elected to the Nevada State Senate in 1972, earning re-election in 1976. Bryan won his first statewide race for public office in 1978, when he was elected Attorney General.

Bryan was elected to the first of two terms as Governor of the State of Nevada in 1982; in 1988, he was elected to the first of two terms as United States Senator. As a member of the United States Senate, he was the only Senator to sit on the committees of Finance, Banking and Commerce. Although he faced easy re-election for a third term, Bryan opted instead to retire from the Senate in 2000. Praise on editorial pages throughout Nevada for his career at the time of his retirement was universal. Bryan has since become a partner in the prestigious Nevada law firm of Lionel Sawyer & Collins.

Thank you for attending my town hall meeting on Social Security last month. I hope you found the presentation interesting and informative. It is important that Nevadans know the facts about the President抯 plan to partially privatize social security. As we discussed at the townhall, that plan is risky, increases the national debt, and cuts guaranteed benefits. I will continue to work on reforms that guarantee full social security benefits for all Americans for generations to come.

Dr. Jasmine Brooks, the President of Asian American Republican Coalition of Nevada-Clark County Chapter (AARCN-CC), held a General Meeting on April 9, 2005 in Las Vegas. Dr. Frances Ridgley, Mr. Mike Vaswani, Ms. Julie Chen Hereford, Ms. Hui-lim Ang, Ms. Wendy Warcup (Mrs. Stevan Warcup), Miss Jasmine Guo, Mr. Travis Lu, Miss Mae Cruz, Miss Kamal Asnani, Miss Cassandra Cheung, Mrs. Judy Lei, Dr. Tony Lei, among others attended the meeting.

"I'm glad to learn from Dr. Tony Lei that 'Our invitations to high-ranking officials*5 are in progress successfully. Clark County Commissioner Lynette McDonald*6 will be glad to attend with her secretary. District Judge of the Family Court Sandra Pomrenze is so happy to be inviteted by us and will certaily to come. Nevada Assemblywoman Valerie Weber was unavailble at the beginging. In order to support us with emthusiasm, she changed her mind to take the 10:00 p.m. flight (from 6:00 p.m. 3/24/05) for the assembly meetings starting from 8:00 a.m. on April 25, 2005 in Reno. She will be with us happily untill 8:00 p.m. to the airport.' Thanks very much to Dr. Tony Lei's effort and hard work," pointed out Dr. Jasmine Brooks in the Executive Meeting on March 9, 2005.*7

On March 21, 2005, Justice of the Supreme Court Michael Douglas wrote an e-mail to Dr. Tony Lei that "Dear Dr. Lei: Sorry, I will be in Hawaii on vacation from the 4/22 - 4/29. Justice Michael Douglas" On April 1, 2005, Justice Michael Douglas promised Dr. Tony Lei through the phone to write a constructive Greetings Letter for the Officers Induction Ball and Dinner Party of The Asian American Republican Coalition of Nevada-Clark County Chapter on April 24, 2005 in Las Vegas, Nevada.*8

Dr. Brooks told the members who attended the General Meeting that a nice invitation card has been designed and printed together with a card with our Missions.

Dr. Brooks reported that our Chairperson of the Fundraising Committe, Ms. Hui-lim Ang, has had a good work performance in having about 11 contributions and donations from individuals and companies already. She is going to get 15 or more of them.

Dr. Jasmine Brooks was pleased to tell the participants of Meeting that one of her relatives has donated $1,000.00 to this coming Event and Party.

During the meeting, Ms. Mae Cruz was elected as the Secretary and Ms. Cassandra Cheung the Assistant Secretary. Ms. Julie Hereford was named as the Chairperson of Membership Committee; Miss Jasmine Guo was assigned to be the Treasurer.

"I was very pleased and excited to find my name and our Asian America Republican Coalition of Nevada - Clark County Chapter on Google.com the other day. Feature articles about our Coalition are impressive. It's our pleasure to have Dr. Tony Lei's effort and wisdom as our Advisor and Chairman of the Media and Publicity Committee through his professionalism and integrity," Dr. Jasmine Brooks announced enthusiastically to the General Meeting on April 9, 2005 in Las Vegas, Nevada.

Meaningful dicussions and suggestions were full during the meeting. With democratic style of leadership in proceeding the meeting, President Dr. Jasmine Brooks held the General Meeting systimatically and fruitfully again. "Nothing good or great can be done in the absence of enthusiasm," pointed out Tom Peters.*9 Enthusiasm is important, especially very important to many things in our lives. A lot of people are contributing efforts to bring this coming Event and Party of AARCN-CC. a success through the leading skills of its President, Dr. Jasmine Brooks.
