"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega have been appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony T. Lei. This has been arranged appropriately in meeting the need of retirement of our previous Vice Presidents Drs. Sherman Wu and Robert Ni," Dr. John Wang, Spokesman of WBTI, announced on December 5, 2003 in Las Vegas, Nevada, U. S. A.

Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduate with disinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently sits as a civil judge on the Eighth Judicial District Court, Mark has been re-elected in the general election of November 5, 2002.*1 Vice President Mark Denton and his wife 27 years, Alice, have four children: Leslie Marie, 24, Marianne Yvette, 20, Jacqueline, 16, and Patrick, 11.

Valorie J. Vega is a holder of Juris Doctorate degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in International/Translation from UC Santa Barbara.

Vice President Valorie Vega was appointed on February 21, 1999 by Governor Kenny Guinn then had her winning as District Judge of Nevada on May 15, 2000. She has over a dozen years of experience as a jurist prior to which time she practiced in both criminial and civil law arenas. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, procecuting felony cases, and was instrumental in implementing the office's first Sexual Assault and Child Abuse Team.

Disrict Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce and the Latino Bar Association. She is a member of the American Judges Association, the Nevada District Court Judges Association, the Nevada Supreme Court's Committees on Public Trust and Confidence, Hispanics in Politics, among others. Valorie was honored with the 1992 "Women of Achievement Award" from Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995.*2 Vice President Valorie Vega is married, has one child and has been a resident of Southern Nevada since 1978.*3

"Ms. Nancy Saitta was appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on December 17, 2003. On behalf of the Faculty and Board members of WBTI, President Dr. Tony T. Lei will hold a celebration dinner party to welcome her as one of our excellent faculty members of the Graduate School," Dr. John Wang, Spokesman of WBTI announced on December 18, 2003 in Las Vegas, Nevada, U. S. A.

A celebration dinner party for her appointment was held by President Dr. Tony T. Lei of WBTI at the Lillies Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.

Ms. Nancy Saitta received her Juris Doctor in 1986 from Wayne State University. She earned her Bechelor of Science Degree, Magna Cum Laude in 1983 from Wayne State University. Nancy was born in Detroit, Michigan the daughter of Alfred V. and Virginia M. Meyer. Married to Joseph J. Saitta, she has four children and three grandchidren. Nancy has been a Southern Nevada resident since 1990.*1

Ms. Nancy Saitta was elected to the Eighth Judicial District Court in November 1998. She was appointed to Las Vegas Municipal Court in October, 1996. Prior to her appoinment, Nancy was a senior deputy attorney general where she serve as the Children's Advocate for the State of Nevada. Formerly, she was with Pearson and Patton and later because an associate at the law firm of Gentile and Porter.

Ms. Saitta began her legal career in 1984 as a law clerk for Walter D. Meyers in Detriot, Michagan. She joined their firm as a criminal defense lawyer following graduation from law school. Nancy was an associate professor at Wayne State University, Department of Criminal Justice. She taught Litigation I and II at the American Institute for Paralegal Studies. She teaches in the criminal justice department of the Univeristy of Phoenix. Nancy has been a keynote speaker and faculty member at several national conferences.*2

Judge Saitta was also an arbitrator for the New York Stock Exchange Arbitration Panel during 1985. Her memberships include: CASA Foundation Board, Clark County Public Education Foundation, and Clark County Bar Association Executive Committee. She retains membership in several local national children's advocacy organizations. Nancy was appointed by the Governor to the Nevada State Juvenile Justice Commission. She created the Clark County Missing and Exploited Children Comprehensive Action Program ("M/CAP"), a program coordinated with the U. S. Department of Justice.*3

Nancy developed the Southern Nevada Fatality Review Team and the specialized court project for case management of Construction Defect cases. Her awards and honors include: the "For the Children" award presented by the Office of the Attorney General in recognition of her outstanding contribution to Nevada's children and the District Attorney Outstanding Service Award, and the Child Advocate of the year (2001).

Nancy had several teaching and academic appointments. On September 2000, she had "view From the Bench" -- Cross Examination on the Clark County Bar Association Continuing Education. Her Seminars and Training included: (1) The North american Symposium of Internationa Child Abduction -- sponsored by the ABA, Washington, D. C. (2) NationalAssociation of Attorneys General consumer Protection Seminar -- "violence in the Media and its Effects on Child," Madison, Wisconsin.*4

Dr. Tony Lei received the list of District Judge Nancy Saitta's recent accomplishments from the fax by her in the afternoon on November 14, 2003 as in the following:
1. Created the Complex Litigation Division - 8th Judicial District Court. 2. Received National Association of County Government Award for Complex Case Management Model. 3. The Chairman of Chinese American Academic Association of Nevada (CAAAN), Dr. Tony T. Lei, received by air mail on February 22, 1997 a book named "Modern Stratagem" The book was written and sent by famous Professor Tu Lin.

In the preface, Tunghai University former President Dr. Ko-wang Mei pointed out that: It is the person who uses stratagem to face problem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

The book entitled "Modern Stratagem" was written by a Chinese, while the book entitled "How to Forge an Effective Relationship with Those Above You" is written by an American. The latter talks about "Managing Up" in a business. The following are some of its principles:

Principles of Managing Up
"* Managing is not the exclusive property of MBA grads.
* At times we are all managers, and we are all support staff; managers have to roll up their sleeves and get in the trenches.
* Those who manage up have to think--and act-- like managers.
* A good managers is a student of cause and effect.
* It's not good enough to be aware of what's happening around you; you have to know why it's happening.
* If you're not helping, you're hindering.
* Ask yourself: Did the work I performed today help achieve a goal?
Common Sense Takeaways
* Your boss's agenda comes first. Period.
* When those above you win, you win.
* It's people! Organizations don't run on money, products, or procedures.

The first of the above two books was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Its good to have some inspiration on the findings of some of the chapters of the second book:

The author of the first book, late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. The author of the second, Rosanne Badowski, was an executive assistant of Jack Welch who retired from GE in September 2001 as its CEO.

"It is 'political strategy' when a stratagem is used in political affairs.It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.*3

As a conclusion on her book, Rosanne summerized it in the following:

The Fun of Managing Up
"Over the years, people have approached me wanting to know what it was like to work for Jack Welch. Did he have some secret to success? And that's why I've tried hard to keep the "bow" of this book pointed into the wind of real life.
Was it a smooth fourteen years? No way.
Was it interesting, exhilarating, and rewarding? For sure."*4

The first book was foreworded by Jack Welch, while in the second book, Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.

Rosanne continued on her conclusion that "Under the circumstances, managing up was, for me, a survival skill mastered on the job and on the run. But it was not one based on secrets, luck, or genius. For me, managing up came right off the rack, right off the shelf, and right off a list of basic ingredients that are as commonplace as they are priceless:

Chemistry. It's what got us off to a good start and kept us going.

Trust. Trust was what our partnership was built on--and what made our partnership last.

Confidence. The key term to describe Jack--something that propelled his every action.

Impatience. It appears to be a negative, but it gave us the speed to accomplish as much as we did in limitd time.

Energy. It kept us buoyant and helped us persevere.

Resilience. The ability to keep going when a roadblock got in the way.

Humor. It made every day fun, no matter what the circumstances.

Common sense. A lifesaver when it came to tough decisions.

Preparedness. This gave us the edge to rise above the pack.

Adaptability. The ability to embrace change.

Simplicity. In other words, keeping things uncomplicated and easy to understand.

Fairness. Treating people in a way we like to be treated.

Communications. The determination to tell the world and each other what was going on.

Teamwork. It let us bring our friends along--they helped us bail out the boat when the water was rising, and they were there in the end for the party.

Passion and purpose. They are what life, and business, are all about."5

She concluded finally that "Together, these fifteen managing-up ingredients produced an extraordinarily effective working partnership-- and a whole lot of sheer fun. Yes, there I go again--fun. If work isn't fun, there's some-thing wrong. Well-paid drudgery is still drudgery. It's painful and demeaning. By managing up you make an investment that pays a handsome dividend in satifaction and self-respect."6

The late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. Dr. Ko-wang Mei, Professor Tu Lin, and Dr. Tony Lei were good friends for many years. Professor Tu was the Founder and Chairman of Taipei Marketing Research Association on a national basis. He was also Chairman of Board of China File and Micrographic Information Management Institute. In order to promote the collaboration of academy between both sides of China on the pacific ocean, Professor Tu was the Chairman and held the 1966 Seminar on File and Micrographic Academy of both sides of the Straits of Taiwan on November 4-11, 1996.*8

On June 11, 2004, Nevada officials opened the first U.S. tourism office in China, hoping to boost the number of foreign visitors to the Silver State. Lorraine Hunt, Lt. Gov. of Nevada, led a delegation of state tourism and hotel representatives to China to celebrate the opening.

"The state hopes to attract five million Chinese tourists a year," said Bruce Bommarito, executive director of the Nevada Commission on Tourism,

He believes that China is the greatest potential market force in the world. "It's mind-boggling. The Chinese tourist is the highest-spending tourist in the world," said Bruce Bommarito.*2

Nevada is the only state in the country to obtain the required certification by the China National Tourism Administration to operate an office.

"Nevada is a popular destination for Chinese tourists. Officials there say over 90% of the 250,000 people who travel to the United States from China stop in Nevada, primarily Las Vegas."*3

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

U.S. 24th Secretary of Labor Elaine L. Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*13

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao was married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *14

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with sstrong executive talent, compassion, and commitment to helping people build better lives."

According to the U.S. Department of Labor, Secretary Elaine L. Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine L. Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine L. Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as oone in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. As innovation and Entrepreneurship have their world value and contribution, our Graduate School of Business and Public Administration (GSBPA) is promoting the cooperation and development of international tourism, business, education, and culture with them. To contribute to the Asian countries by the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

One of our purposes is to strengthen our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*2

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. "In 'WinningWays,' Dick Lyles gives us four very powerful strategies that all of us can use to improve our relatioships with others and increase our own level of success. These are the best guidelines I've seen to help you unleash your power and reach your maximum potential," wrote Dr. Ken Blanchard.*3 The four powerful strtegies for the secret of winning ways are: (1). Make people feel stronger rather than weaker as a result of your interactions wih them. (2). Camels are Okay. In fact, today's camel builders will be tommorrow's leaders. (3). Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*5

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. Asian American communitiy had been united together to hold an event and dinner party successfully to honor U. S. Senator Harry Reid. More than 384 against the 250 planned individuals of government officials, business owners and executives, organizational leaders among others attended the party at the Asia Palace Chinese Restaurant on August 24, 2001.*1

The Kenote Speaker was U. S. Senator Harry Reid. Guests of Honor presented were: U. S. Senator John Ensign (by Sonia Joya), U. S. Congresswoman Shelley Berkley, U. S. Congressman Jim Gibbons (by Judith Ray),
and Nevada Attorney General Frankie Sue Del Papa.

U. S. Congresswoman Shelley Berkley introduced Senator Harry Reid to the public with his successfully story to be the greatest political leader of Nevada arsing from the son of an ordinary family of mining worker. The first time as an honorable Master of Ceremony for Asian American community, Shelley' attractiveness and talent are really professional. She has been famous of her arts of leading on social activities since her college life. "On behalf of Washington Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U.S. Senator Harry Reid. Following a successful tribute party to Nevada Supreme Court Justice Nancy Becker, this Event is an united efforts of all our Asian American community. Thanks to Dr. Raj Chanderraz, Dr. R. D. Prabha, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani to join me as Chairpersons. Thanks to all our guests of honor, special guests, hosts, guests, and participants. He received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerou scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. His famous publications Modern Business Management, Information Management, Human Behavior Science, The Arts of Leading, among others have been adopted by several universities as text books."

The highlight of the event was the presentation of a plague of Award of accomplishment to Senator Harry Reid by the Chairmen of the event and dinner party. Fowllowing to sing a happy birthday song for Governor Kenny Guinn and Judge Jessie Walsh, Dr. Lei introduced a former State Senator Mark Malone presenting an Award to Senator Harry Reid from the State Board of Educaton of its elected Member Theresa Malone.

Senator and Majority Whip of the U. S. Senate Honorable Harry Reid smilled most of the time during the Party. Many of the partcipants in the Party had felt suprisingly Harry's friendship and popularity with his sociality. Harry and his wife Landra were the last two people after the accomplishment of the pleasent and successful party to leave sending by Dr. and Mrs. Tony Lei.*2

The 2nd Edition of "Effort and cooperation will bring us a peaceful, happy, and prosperous community in Nevada" by Rory Reid, Mark Denton, and Tiffany Chang, which was posted by WBTI on September 20, 2003, stated the effort and cooperation between officials and Asian communities in Nevada.

"Our endeavor is to help Southern Nevada be a country of the people, by the people, and for the people where our and our future generations may have a better opportunity to live a happy and succeeful life," said Rory Reid, Clark County Commissioner, at the Event and Dinner Party at the Zax Restaurant of Golden Nugget Casino and Hotel on September 17, 2003 in Las Vegas.

To pay a special tribute to Nevada Chief Justice of Supreme Court Bill Maupin; Commissioner of Clark County Rory Reid; Sherif of Southern Nevada Bill Young; District Judges Mark Denton, Valorie Vega, Jessie Walsh, Jackie Glass; Nevada Controller (the late) Kathy Augustine; and Chief Judge of Las Vegas Toy Gregory; the above Event and Party was held by WBTI. The Theme was: Light Candles along the Silver Stream of Southern Nevada with Clark County District Attorney and Police Civil Commission.*3

"It's my great pleasure to be nominated by WBTI as its Honorary Chairman and Senior Advisor of CCDAPCC," said District Attorney Stewart Bell at the Dinner Party to "Nevada Examiner" and "Las Vegas Review-Journal". "The significance of the creed of a County deserves to encourage administrative professionals to emphasize the value of the truth, goodness, and beauty in order to maintain it as a place of the people, by the people, and for the people. It's my honor to join the Commission." The Dinner Party was held by WBTI to celebrate Bell as Honorary Chairman and Senior Advisor of CCDAPCC at the Steak House of Binion's Horseshoe Club on October 7, 2002.*4

"Ms. Nancy Saitta was appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on December 17, 2003. On behalf of the Faculty and Board members of WBTI, President Dr. Tony Lei will hold a celebration dinner party to welcome her as one of our excellent faculty members of the Graduate School," Dr. John Wang, Spokesman of WBTI announced on December 18, 2003 in Las Vegas, Nevada, U. A celebration dinner party for her appointment was held by President Dr. Tony Lei of WBTI at the Lillies Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.

Ms. Nancy Saitta received her Juris Doctor in 1986 from Wayne State University. She earned her Bechelor of Science Degree, Magna Cum Laude in 1983 from Wayne State University. Nancy was born in Detroit, Michigan the daughter of Alfred V. and Virginia M. Meyer. Married to Joseph J. Saitta, she has four children and three grandchidren. Nancy has been a Southern Nevada resident since 1990.*1

Ms. Nancy Saitta was elected to the Eighth Judicial District Court in November 1998. She was appointed to Las Vegas Municipal Court in October, 1996. Prior to her appoinment, Nancy was a senior deputy attorney general where she serve as the Children's Advocate for the State of Nevada. Formerly, she was with Pearson and Patton and later because an associate at the law firm of Gentile and Porter.

Ms. Saitta began her legal career in 1984 as a law clerk for Walter D. Meyers in Detriot, Michagan. She joined their firm as a criminal defense lawyer following graduation from law school. Nancy was an associate professor at Wayne State University, Department of Criminal Justice. She taught Litigation I and II at the American Institute for Paralegal Studies. She teaches in the criminal justice department of the Univeristy of Phoenix. Nancy has been a keynote speaker and faculty member at several national conferences.*2

Judge Saitta was also an arbitrator for the New York Stock Exchange Arbitration Panel during 1985. Her memberships include: CASA Foundation Board, Clark County Public Education Foundation, and Clark County Bar Association Executive Committee. She retains membership in several local national children's advocacy organizations. Nancy was appointed by the Governor to the Nevada State Juvenile Justice Commission. She created the Clark County Missing and Exploited Children Comprehensive Action Program ("M/CAP"), a program coordinated with the U. S. Department of Justice.*3

Nancy developed the Southern Nevada Fatality Review Team and the specialized court project for case management of Construction Defect cases. Her awards and honors include: the "For the Children" award presented by the Office of the Attorney General in recognition of her outstanding contribution to Nevada's children and the District Attorney Outstanding Service Award, and the Child Advocate of the year (2001).

Nancy had several teaching and academic appointments. On September 2000, she had "view From the Bench" -- Cross Examination on the Clark County Bar Association Continuing Education. Her Seminars and Training included: (1) The North american Symposium of Internationa Child Abduction -- sponsored by the ABA, Washington, D. C. (2) NationalAssociation of Attorneys General consumer Protection Seminar -- "violence in the Media and its Effects on Child," Madison, Wisconsin.*4

Dr. Tony Lei received the list of District Judge Nancy Saitta's recent accomplishments from the fax by her in the afternoon on November 14, 2003 as in the following:
1. Created the Complex Litigation Division - 8th Judicial District Court. 2. Received National Association of County Government Award for Complex Case Management Model. 3. Keynote speaker at West Coast Casualty Insurance and Construction Defect Conference, Anaheim, California. 4. Featured speaker at MC2 Construction Conference, Key West, Florida. 5. Nevada Trial Lawyers Annual Conference speaker re: "Abusive Litigation Tactics". 6. District Court Legislative Liasion to the 2003 Nevada Legislative Session.*5

"It's significant. The integrity of community service and academic research of Washington Business and Technology Institute (WBTI) will certainly help Nevada go advance for the cooperation and development in education, business, and culture among international countries. As an Adjunct Associate Professor of its Graduate School of Business and Public Administration, I'm sure that with excellent faculty members and Advisory Board, WBTI will contribute its knowledge and wisdom to individuals, businesses, and governments through its community service and educational publications," said Nancy Saitta, District Judge of Nevada, at the event and dinner party held by WBTI at the Lillies Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.*6

The historical event took place on December 16, 2004 in Las Vegas, Nevada, U. S. A.

Lt. Governor of Nevada Lorraine Hunt was invited as the Honorary Chairperson of International Cities Business Council (ICBC) by President Dr. Tony Lei of WBTI. President Dr. Carol C. Harter of UNLV and Nevada Assemblywoman Valerie Weber were elected as Advisors.

Nevada Lieutenant Governor Lorraine T. Hunt was re-elected to her current office in the November 2002 General Election. She originally took office in January of 1999. As the lieutenant governor, Hunt is president of the Nevada State Senate, chair of the Nevada Commission on Tourism, chair of the Nevada Commission on Economic Development (which includes the Nevada Film Office) and vice-chair of the Nevada Department of Transportation board of directors. She also sits on the governor s cabinet and serves as chief executive when the governor is unable to serve for any reason or is absent from the state.*2

Hunt is a member of the executive committee of the National Lieutenant Governors Association and serves as vice-chair of the National Republican Lieutenant Governors Association.

It was then that Hunt first demonstrated her entrepreneurial ability by making her first real estate investment in a piece of desert land on the outskirts of Las Vegas. Years later the investment led her into the world of business when she became president and chief executive officer of Perri, Inc., a real estate and restaurant management company.

She has represented the private sector by serving as vice-chair of the Nevada Commission on Tourism; a director and past president of the Nevada Restaurant Association; director, Nevada Hotel-Motel Association; and vice-chair, Nevada Motion Picture Commission and vice chair of the Nevada Motion Picture Foundation.

She began her governmental service with her election to the Clark county commission. She served a four-year term as commissioner and, during her tenure, also served as vice-chair. She also became the first woman to chair the Las Vegas Convention and Visitors Authority (LVCVA) since its inception.

Throughout the years Hunt has acquired extensive experience in business and was awarded Nevada s first Governor s Award for Excellence in Business as well as being named Nevada s U.S. Small Business Advocate of the Year. Additional awards and honors include: Casino Legends Hall of Fame, 2001, Educator of the Year, Nevada Restaurant Assoc., 2000; Republican Woman of the Year, 1996; Free Enterprise Award, 1993; Governor s Conference on Tourism - first Lifetime Achievement Award, 1993; Nevada Restaurateur of the Year, 1992; Nevada Small Business Advocate Award, Small Business Administration, 1989; and the first Governor s Award for Excellence in Business, State of Nevada, 1987.

Hunt also participates extensively in community service, including having served on the St. Rose Dominican Hospital Community Board, as past president and trustee of St. Jude s Ranch for Children, and as Vice-Chair of the Pan Pacific and Asian American Forum (PPAAF) of WBTI.*3

Representatives of Air China Cargo have informed Nevada leaders the carrier will use Reno-Tahoe International Airport as a diversion airport when bad weather prevents its scheduled cargo flights from landing in San Francisco, Lt. Gov. Lorraine Hunt said Thursday.

A letter from the airline also hinted that additional flights between Asia and Northern Nevada could be in store.

In recent years, Hunt has led three missions to China to encourage additional trade and tourism between China and Nevada.*4

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*5

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation (China). Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*6

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada led a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*7

"The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*8

"Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Building mutally beneficial relationships with Taiwan, and other foreign countries, will create the demand for direct, regularly scheduled flights. Our work will help Nevada establish contacts for lucrative business and convention visitors from around the world that will form the foundation for a new pillar in the Nevada economy."*9

He was the recipient of 1992 IEEE Signal Processing Society's Technical Achievement Award for his contributions on "parallel processing and neural network algorithms for signal processing". Dr. Sun-Yuan Kung presented a paper at the IEEE-PCM2000 plenary. The title was "Adaptive Techniques for Intelligent Internet Multimedia Communication".*5 The following was his Abstract:

The new trend of information processing world has rapidly converged to three major technological fields: internet, multimedia, and wireless. In this talk, we will attempt to offer a technological and applicational justification of intelligent technologies for internet multimedia computing/communication. We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be
demonstrated.*6

Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*7

Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation.

Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. Ultimately, our research will support development of real-time information-processing systems combining digital video and audio, text, and graphics.*8

My team and I have launched a number of initiatives, ranging from small business development to training grants, to assist the growing Asian Pacific American community," Secretary Chao said in her letter.

Ms. Tang presented Secretary Chao's letter to EITC Conference Program Chair, Dr. Mow S. Lin of Brookhaven National Laboratory. Ms. Tang was also greeted by Princeton Township Mayor Phyllis L. Marchand, and EITC Conference co-chairs, Dr. Chun-Yen Chang, Professor and President of National Chiao Tung University, and Dr. Sun-Yuan Kung, Professor of Princeton University, as well as the EITC speakers and attendees.*9

Dr. Sun-Yuan Kung is now a tenure Professor of Electrical Engineering at the Princeton University. It is our pleasure to pay a tribute to the expertise, professionalism, and accomplishment of an excellent scholar and professor.*10
