Beside its knownledgeable and richful information, the

I was also inspired by WBTI's
many years of contribution in academic research,

It was my first time to witness the performance of
the Thai dancers at the "Appreciation Day 2004" which was

"Through the recommendation by our faculty members including District Judge Cheryl Moss and Las Vegas Constable Bobby Gronauer, Miss Yi Li has been appointed Assistant President of Clark County District Attorney and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI) on November 15, 2004," announced Dr. John Wang, Spokesman of WBTI, on Tuesday, November 16, 2004 in Las Vegas, Nevada.

"Our Vice President Kathy Augustine may have no extra time to take care of the Commission in the coming few months. I'm honor to be named as an Assistant President of CCDACC. I'm challenged to take the acting responsibility temporarily for the Vice President," said Yi Li at the time when she was informed by WBTI about the appointment.

Yi Li received her M. B. A. degree from National University, San Diego, California in 2000. She had B. A. degree in English Literature in June 1995 from Central China Normal University, Wuhai, Hubei, China. She is now the Marketing Manager of FiberTel Inc. in Las Vegas, Nevada.

On Tuesday, March 9, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*2 At 7:00 - 9:30 p. m., the location will be at the Mike and Rita Vaswani's Residence, Las Vegas.

It planned to invite Ms. Ellen Knowlton, Special Agent in Charge of FBI, as our Keynote Speaker.

Mr. David Roger, District Attorney; and Mr. Bill Young, Clark County Sheriff are our Gusts of Honor.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney s Association;
Nevada District Attorney s Association; among others.

His TEACHING experience included: (1) Panelist- Clark County Bar Association Opening and Closing Statements - 2000; and (2) Guest Lecturer - UNLV Boyd School of Law, Trial Techniques class - 2002.

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administratives or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

GOVERNOR~{!/~}S CONFERENCE ON TOURISM RETURNS

[Carson City] - Governor Jim Gibbons and Lieutenant Governor Brian Krolicki today announced the Nevada Commission on Tourism (NCOT) will resume the popular Governor~{!/~}s Conference on Tourism after a two-year hiatus in response to enthusiastic pleas from the tourism industry.

~{!0~}It was a difficult decision to put the conference on hold, but the economy and strained budgets required NCOT to do so,~{!1~} Krolicki, NCOT chair, said. ~{!0~}The conference has become a staple of learning and networking for Nevada~{!/~}s tourism industry, and it~{!/~}s with great pleasure we can resume this valuable program.~{!1~}

~{!0~}As we move toward fiscal recovery we must support the needs of Nevada~{!/~}s tourism industry, a staple of our state~{!/~}s economic base,~{!1~} Gibbons said. ~{!0~}In response to the State~{!/~}s financial situation, we have scaled back the costs of the Governor~{!/~}s Conference but plan to offer a full spectrum of content.~{!1~}

The conference will take place at the Peppermill Resort Casino in Reno, and the schedule will be condensed into two days, Dec. 7 and 8. It will focus heavily on analyzing current travel trends in order to understand economically induced changes to who is traveling, how they~{!/~}re traveling and how to reach them. The registration fee will also be significantly reduced from previous years to reflect the shorter yet high-caliber schedule.

~{!0~}Professional development is one of those things that often gets cut in tough times, but it~{!/~}s still so essential to the health of our industry,~{!1~} NCOT Director Dann Lewis said. ~{!0~}We wanted to offer a concentrated program that won~{!/~}t take individuals away from their desks too long or cause a financial hardship but gives them useful tools to take back to work and apply.~{!1~}

The 2010 Governor~{!/~}s Conference on Tourism is partnering with the University of Nevada, Reno (UNR), which is holding a conference Dec. 8-10 on social media marketing. The Reynold~{!/~}s School of Journalism, College of Business and Extended Studies program are hosting the SM@RT conference (Social Media at Reno-Tahoe) and will help develop and promote the Governor~{!/~}s Conference on Tourism.

SECRETARY CLINTON: Good afternoon, everyone, and let me again warmly welcome all of our Indian guests, most particularly Minister Krishna, here to the State Department. It is indeed an honor to host this inaugural Strategic Dialogue between India and the United States, and this makes good on plans that Minister Krishna and I announced in India last summer and it advances the vision of partnership articulated by President Obama and Prime Minister Singh. I know that President Obama is looking forward to joining us later today and underscoring his personal commitment to strengthening the U.S.-India relationship.

India is an indispensable partner and a trusted friend. We believe that a rising India is good for the United States and good for the world.

Our two nations ?great democracies, dynamic and interconnected economies, and engines of progress ?understand that our fortunes in this new century are increasingly linked. Our people are more connected today than ever before, and we face complex global challenges that will be difficult to solve without the United States and India working together. And we also face opportunities that can only be seized by tapping the talents and innovation of both the Indian and American peoples.

Today, we抳e had a series of very productive discussions about a wide range of our common concerns, touching on bilateral, regional, and global issues.

First, on security. Both India and the United States have seen our cities and our citizens targeted by violent extremists, and we share concerns about the continuing threat of terrorism and we share concerns about the dangers of nuclear proliferation. For our peoples, security is more than a priority; it is an imperative. And it was a prime topic of discussion today.

Minister Krishna and I discussed the importance of India抯 leadership to promoting security, stability, and prosperity across Asia and beyond. We are collaborating on a Counterterrorism Cooperation Initiative to improve information sharing and capacity building, and we agreed to expand cooperation in cybersecurity. We are deepening our already extensive military-to-military partnership.

And I thanked Minister Krishna for India抯 generous contributions in Afghanistan. And I was delighted to learn at lunch how deep the ties between India and Afghanistan go back, and it is clear that what India has been doing in development projects are very significant and we look forward to finding ways to collaborate.

Charting an energy future that is secure and sustainable is a crucial challenge for both of us. I am pleased that we have completed a nuclear reprocessing agreement nearly six months ahead of schedule, underlying our commitment to the civil nuclear accord of 2008. We are building on the Partnership to Advance Clean Energy established by President Obama and Minister Singh, including by expanding our work together on energy efficiency, smart grids, forest management, and so much else. And we are committed to working on an action plan on shale gas cooperation prior to President Obama抯 trip to India. We have launched a new dialogue on climate change, discussing how to continue the progress made in Copenhagen, and work more closely together.

On the economy, we discussed the importance of capitalizing on the doubling of our trade over the last five years, bringing together experts from across our governments to focus on macroeconomic policy, financial sector reforms, and infrastructure financing. U.S. and Indian cabinet secretaries and ministers will meet on June 22nd in Washington with the members of the US-India CEO Forum to hear recommendations on specific steps our two governments can take to expand trade and investment.

Now, we know that innovation is a source of growth and dynamism, and we discussed greater collaboration on technology, including exchanging delegations of high-tech innovation leaders later this year and developing new partnerships and cross-cutting solutions. Passage of legislation allowing foreign universities to open campuses in India would be a significant step forward, and I am pleased that a number of U.S. institutions have already expressed an interest.

One of the areas where we intend to have closer scientific collaboration is food security, boosting the productivity of our farmers and giving more people in more places the tools they need to feed themselves and their communities. Our new Memorandum of Understanding on Agricultural Cooperation and Food Security is part of this important effort. And we agreed to establish working groups to develop concrete proposals for the U.S. and India to enhance food security in third countries, strengthen farm-to-market links and food processing in India, and develop an initiative to expand weather and crop forecasting.

On all these issues, we have stayed relentlessly focused on how to deliver results that will make a difference in people抯 lives. After all, that is what this is supposed to be about. We want to help people in India and in the United States feel more secure, more prosperous, and more able to fulfill their own God-given potential.

We will meet again next year in Delhi to resume this high-level discussion. But between now and then, we will work every day to translate our shared goals into concrete actions. And the dialogue must extend beyond these official channels to our homes, our businesses, our communities, our universities ?every aspect of our respective societies ?to build mutual understanding and respect between our peoples.

I am very proud to be part of this process and to join with Minister Krishna and other leaders and experts we have convened from both sides to help deepen this defining partnership.

"Wu Man is an internationally renowned pipa virtuoso, cited by the Los Angeles Times as 'the artist most responsible for bringing the pipa to the Western World.' The pipa is a lute-like Chinese instrument with a history of more than two thousand years. Having been brought up in the Pudong School of pipa playing, one of the most prestigious classical styles of Imperial China, Wu Man is now recognized as an outstanding exponent of the traditional repertoire as well as a leading interpreter of contemporary pipa music by today's most prominent composers such as Terry Riley, Philip Glass, Lou Harrison, Tan Dun, Bright Sheng, Chen Yi, Zhou Long, Bun-Ching Lam and many others," posts The Silk Road Project on Internet.*7 "Born in Hangzhou, China, Wu Man studied with Lin Shicheng, Kuang Yuzhong, Chen Zemin, and Liu Dehai at the Central Conservatory of Music in Beijing, where she became the first recipient of a master's degree in pipa. Cloud Gate founder Lin thanks Taiwan

TAIPEI, Taiwan -- Famed Taiwan writer-turned choreographer Lin Hwai-min, who founded the internationally acclaimed Cloud Gate Dance Theater, said, "Thank you, Taiwan," as he accepted an award in Beijing that named him one of the world's most influential ethnic Chinese people, Saturday.
At Peking University, where a ceremony to honor the "Most Influential ethnic Chinese in the World" was held, Lin thanked Taiwan, saying that if there were no Taiwan or compassionate Taiwanese, there would be no Cloud Gate or its achievements.

Lin, who is also the artistic director of Cloud Gate, is the only Chinese from Taiwan to have made the list of the 2007 Most Influential Chinese in the World, a citation organized by Peking University and 11 Chinese language global media enterprises that include the Lienhe Zaobao in Singapore, the Hong Kong-based Wen Wei Po, the World Journal of North America and Sohu.com.

Lin said in a speech after receiving the prestigious prize that he accredited the honor to Taiwan. He said the people of Taiwan have been buying tickets to watch Cloud Gate performances in theaters over the past 30-odd years, even during the group's formative years.

In 1988, he related, after Cloud Gate temporarily suspended its operations in the face of financial difficulties, a taxi driver encouraged him to "hang in there and rebuild the theater."

After a fire destroyed Cloud Gate's major rehearsal studio in Taipei County, in northern Taiwan, in February, Lin said, thousands of encouraging letters from the Taiwan public flooded his office, along with donations.

"If there were not such a compassionate society like Taiwan's, it would have been impossible for Cloud Gate to be invited to perform in major cities around the world over the last decade," Lin said.

Lin was cited by the prize organizers as "having solved the major problem facing the modernization of traditional arts and having conserved and spread Chinese culture throughout the world via dance."

Other recipients of the prize included U.S. Secretary of Labor Elaine L. Chao; Yao Ming, a professional basketball player who plays for the Houston Rockets of the U.S. National Basketball Association; U.S.-based scientist Wei Min-hao and internationally-renowned actor Jackie Chan.

Lin was chosen by Time magazine in 2005 as one of 25 "Asian Heroes."

Introducing Lin, the magazine said that his troupe once attracted over 60,000 people to an outdoor performance, and in Europe, members of an audience cried while watching Cloud Gate perform.

Among his many masterpieces was "Cursive: A Trilogy," which debuted in 2001. Inspired after studying Chinese calligraphy masterpieces, Lin created the first installment of "Cursive" in 2001, followed by "Cursive II," which opened the Melbourne International Arts Festival in 2003 and won both the Age Critics' Award and the Patrons' Award.

"Wild Cursive," the final chapter of Lin's Trilogy, opened to a full house at the 25th Next Wave Festival at the Brooklyn Academy of Music in October 2007.

Lin said in New York at the time that the process of producing the trilogy had much to do with the development of the dancers. "Training in martial arts, tai chi tao yin, modern dance, ballet, meditation and Chinese opera movements enables the dancers to turn themselves into bodily brushes," he noted.

 美國馬里蘭大學今天與中華民國駐美代表處文化組簽署備忘錄,雙方將推動5年台灣研究課程,馬大將與台灣大學、東海大學合作,進行環境科學與食品、營養等領域的研究。

 這項儀式在馬里蘭大學(University of Maryland)校本部行政大樓舉行,中華民國駐美副代表張大同以及馬大校長莫德校長(C. D. Mote, Jr.)出席見證。

 馬大教務長學法瓦丁(Dr. Nariman Farvardin)、農學院院長魏正毅以及駐美處文化組組長張欽盛共同簽署合作瞭解備忘錄,將在未來5年推動台灣研究課程。

 魏正毅致詞指出,依據這項備忘錄的宗旨,馬里蘭大學農學院將為馬大學生開設環境科學、營養及食品科學等相關課程,台灣大學及東海大學提供師資。每年馬大將組團赴台灣進行短期研習,台灣將提供馬大4名學生獎助金到台灣進行研究訪問。中華民國教育部經由駐美文化組每年提供7萬美元來支持此項合作計畫。

 張大同也強調,目前有包括英、美、日、德、加拿大、荷蘭及瑞典在內的7個國家共17所知名學府設置台灣研究或者台灣講座,今天美國東岸的知名學府馬里蘭大學也加入成為研究台灣的重點大學,將促使台美友誼更緊密。

 來自台灣畢業於東海大學的魏正毅笑稱,他年紀大了希望回饋國家,藉著推動這個作備忘錄,可提供馬里蘭大學優秀學生瞭解台灣各項發展機會,進而延伸前往台灣進行訪問研究並就讀學位。
