Celebration of the 15th Anniversary of United States-Vietnam Relations

Hillary Rodham Clinton
Secretary of State
Hanoi, Vietnam

July 22, 2010

Thank you so much, Hank. And the recitation of what I am doing in my travels while trying to help organize my daughter's wedding should prove to all of you that I may be lacking in common sense, not that I have it, because there is just lots going on in the world. But right now I am very focused on this trip to Vietnam, and then I will return home and enjoy one of the most wonderful events that any family can experience.

But it's such a pleasure to be here with you in this historic city to celebrate 15 years of diplomatic relations between Vietnam and the United States. And I want to thank Deputy Prime Minister and Foreign Minister Khiem for the excellent meeting that we had earlier today. And thanks to the American Chamber of Commerce and the Vietnamese Union of Friendship for sponsoring this event.

It is an understatement to say that we have accomplished so much together since 1995. We have made an intensive effort to rebuild ties that increase engagement on issues as diverse as health and human rights, energy, security, defense, and most certainly business, trade, and investment. Our investment in Vietnam has contributed to the momentum of Vietnam's rise and expanded opportunity for a generation of young people eager to find their place in the world.

And we have also worked together on the solemn, painstaking task of finding and identifying the remains of soldiers, both American and Vietnamese, who died in the war. And, in so doing, we have helped to bring solace to families in both nations. And I am personally very grateful to the Vietnamese Government's support for these efforts.

Now, today we celebrate what has made all of this possible, the willingness on both sides to accept the past, move beyond it, and join together to build a better common future. History has shown how difficult this can be. In many parts of the world, the end of conflict has not led to cooperation or lasting peace. Simmering hatreds and tensions are passed on from one generation to the next, leaving young people with little room for optimism about what a future relationship could look like. Often progress is frozen, leaving a status quo in which no one benefits. I spend a lot of my time as Secretary of State working with and traveling to countries where this is the norm, where the failure to move beyond the past has stunted the future.

Well, Vietnam and the United States have chosen a different course. Thirty-five years ago we ended a war that inflicted terrible suffering on both our nations, and still remains a living memory for many of our people. Despite that pain, we dedicated ourselves to the hard work of building peace. We have consistently moved in the direction of engagement and cooperation. Even on those issues where we disagree, we still reach for dialogue.

This has not been easy, but it has been worth every bit of effort, that so many people in both countries have decided to invest in it. That is evident in the partnerships formed between our businesses, the thousands of students who are participating in educational exchanges, the hundreds of thousands of our citizens who cross the ocean each year to explore the other's country and culture. These ties enrich us, and are proof of a peace that exists not only on paper, but is rooted in the minds and hearts of the American and Vietnamese people. And it is a credit to both our nations that this progress has been possible.

Yet our work continues. And we are prepared to take the U.S.-Vietnam relationship to the next level of engagement, cooperation, friendship, and partnership. It is true that profound differences exist, particularly over the question of political freedoms. And the United States will continue to urge Vietnam to strengthen its commitment to human rights, and give its people even greater say over the direction of their own lives. But this is not a relationship that is fixed upon our differences. We have learned to see each other, not as former enemies, but as actual and potential partners, colleagues, and friends. This tradition of cooperation is bringing great benefits to us both.

For me, personally, and for my husband, this anniversary is especially poignant. Ten years ago we came here together at the end of his presidency. He had announced the normalization of our relationship with Vietnam five years earlier, standing together with American veterans of that war, including Senator John Kerry and Senator John McCain. This was an effort not only to restore the relationship between the United States and Vietnam, but also to heal our own wounds, the divisions that the war caused among Americans.

Bill became the first U.S. President ever to visit Hanoi, and the first to come to Vietnam since the war. And, frankly, we weren't sure exactly what to expect. But as we drove into the city, the people of Hanoi were on the streets, waiting to greet us. We went to Hanoi National University, and throngs of students gathered, many of whom had never known a time when our countries were not at peace. Everywhere we went, we felt the warmth and hospitality of the Vietnamese people.

For us, this had a profound impact. It was a reflection of the good will that had developed between our countries in the span of a single generation. And it was an outward expression of a belief we share: the belief that our past does not need to determine our future, that indeed, the future is ours to build.

Now I have come back to Hanoi as Secretary of State. And I can see the dynamism of the extraordinary progress that has occurred within the last 10 years. The optimism I felt 10 years ago is palpable. The good will between us is strong. And while we cannot ask anyone to forget the past, we remain focused on the future.

As Secretary of State, I have a personal commitment to this relationship. I believe, as we have found, there is so much that the Vietnamese and American people share: a hard work ethic, a pragmatism, a fundamental belief in our ability to chart a different future. So, let us commemorate this anniversary by pledging to ourselves and to each other that we will do everything we can together to sustain and deepen this relationship. We will continue to choose engagement and cooperation over isolation and division. We will continue to be inspired by our young people, who look ahead with confidence, eager to seize the opportunities of this time.

And let us rededicate ourselves to the difficult but profoundly rewarding work of building a lasting friendship between two great nations and two great people who deserve nothing less. Thank you very much.

(Applause.)

Now, I was told that it's my privilege to invite the deputy prime minister back to the podium for a toast. I don't have anything to toast with. But I think that, between the two of us, we will demonstrate the ingenuity of the Vietnamese and American people.

(Applause.)

To the friendship and partnership between the Vietnamese and American people, as a model for what is possible for all people everywhere in the future.

(They toast. Applause.)

Senator Harry Reid -- Putting Nevada First

Dear Fellow Nevadan,

Nevada families struggling to make ends meet have endured more than their share: after losing their jobs through no fault of their own, they have been forced to wait weeks for an important safety net that was supposed to be there. I have received countless emails, letters and phone calls from Nevadans urging Congress to provide them with assistance in their time of need, which is why I was proud to lead the Senate in passing a long-term extension of unemployment benefits yesterday. This important legislation will help stimulate the economy and assist Nevadans who are struggling to pay the bills and support their families. Please click here to hear my remarks after its passage.

This is welcome news for many families in Nevada and across the nation. But it should have never taken so long to get the support they deserve. I am terribly disappointed that, with the exception of my two colleagues from Maine, Republicans dragged this process out for weeks and weeks. Despite the fact that that Congressional Budget Office reported the money we spend on unemployment benefits will return to us twofold, Republicans repeatedly refused to extend this emergency assistance and then, after they lost the debate and the checks were written, they decided to keep us from putting them in the mail. However, with yesterday's vote, Senate Democrats have outlasted Republicans' delays and emergency assistance for millions around the country who are depending on it to afford basic necessities is on its way.

Last week the Senate passed historic legislation that will protect consumers and taxpayers from Wall Streets greedy behavior. The recklessness of Big Wall Street banks cost Nevadans their jobs, their homes and their life savings. And when they got into trouble, they came to us asking to bail them out. This week, I had the opportunity to witness an important event that will relieve the grief on Main Streets throughout Nevada and across America: President Obama signing the Dodd-Frank Wall Street Reform and Consumer Protection Act. This legislation will help return Nevada to what it was economically a few years ago, while ensuring that no bank grows too big to fail and that Nevada taxpayers never again have to bail them out. Starting now, big banks on Wall Street will finally be held accountable and middle-class families will be empowered with the information they need to make sound financial decisions for themselves and their families. Were giving Wall Street the strongest oversight its ever had ?not to stifle it, but to safeguard us. Without this reform, we would be inviting another economic crisis to happen all over again. That was not a gamble I was willing to take. I will keep fighting to ensure that families in Nevada and across America never again have to pay the price for Wall Streets reckless, risky behavior.

This week in the Senate we are working to pass legislation that will help small businesses in Nevada and across the country that are struggling to access the capital they need to expand and hire more workers. The Small Business Jobs and Credit Act (H.R.5297) will give small businesses the tax relief and credit they so desperately need to not only weather this economic storm, but to grow and thrive. This legislation targets the unique needs of small businesses through a combination of tax credits, enhancements to Small Business Administration (SBA) lending programs, and initiatives that promote access to capital through community banks and state-run small business lending programs. I have been a longtime supporter of small businesses because they spur innovation, job creation and competition among the global market. We must do all we can to foster the right conditions for entrepreneurs to start and invest in small business and create jobs. The Small Business Jobs and Credit Act will equip small businesses with the tools they need to help sustain both Nevadas and the nations economic recovery.

We have much more work ahead to create jobs, strengthen our economy and support middle-class families. I assure you, I will keep fighting until every worker in Nevada and across America who wants a job has one. As always, thank you for reading this update. Please visit my website, reid.senate.gov, for more information on my work in the Senate.

Sincerely,

(Photoraph)
HARRY REID
U.S. Senator for Nevada

I thank Lord for the daily bread...

Thursday, July 22, 2010 Read | 2 Corinthians 12:9-10

But he said to me, "My grace is sufficient for you, for my power is made perfect in weakness." Therefore I will boast all the more gladly about my weaknesses, so that Christ's power may rest on me. 10That is why, for Christ's sake, I delight in weaknesses, in insults, in hardships, in persecutions, in difficulties. For when I am weak, then I am strong.

If someone we care about hurts, our first instinct is to remove the pain. We want to offer money, advice, or a way out of a mess. However, if God is not ready to have the problem patched up, then the believer who repairs it gets himself into a fix. The Lord will discipline a Christian who obstructs His work in another persons life.

Love can blind us to the fact that God bring a person to a position of utter desperation so that she will give up her self-sufficiency. Only when His strength is manifested in her weakness does she finally know what it means to rely upon God. We do not want to hinder such an essential lesson!

Our heavenly Fathers ways often do not make sense to humans. We wonder how pain could be the means of bringing about spiritual victory. Yet His greatest triumphovercoming sin and deathwas achieved through Jesus Christs sacrifice, which involved physical and emotional anguish. And the example in the paragraph above helps us understand why God uses hardship to mature believers: Hurt and despair often strip away the props we depend on and expose our need for a Savior. Mans weakness is a showcase for Gods strength.

It is only natural that we want to rescue hurting loved ones. However, we may not be the tool God wishes to use for that purpose. The wise course of action is to ask God if He wants us to get involved. Then, we must be sensitive to His will and ready to stand aside so that His plan can move forward.

Dear Father, I thank you for your words are my strength, your blessings are full of joy without worry!

Great New Way to Share the Beauty of Nevada
By Dr. Kenny C. Guinn*1

We all use email to keep in touch with friends and family, to communicate with fellow workers, and to notify customers about important upcoming specials or deadlines. Email is a daily part of our lives. Imagine the ability to more personalize your email messages, or to grab the attention of those you are communicating with by making your messages stand out by adding beautiful photos to your words.

Thanks to the ingenuity of State Webmaster Linda DeSantis and Ron Swenson, Application Development Manager in the Application Design & Development Division of the Nevada Department of Information Technology, Nevadans now have the ability to include photos from across our beautiful state of historic locations and landmarks, natural wonders, recreational opportunities, special events, and many other places. Using primarily the great photo work of State Photographer Rich Johnston, Linda and Ron have created a website with hundreds of photos from throughout the Silver State. You can get to the website by logging on to the State of Nevada website (http://nv.gov) or by going to http://gov.state.nv.us. Besides the terrific photos, youll also be able to link to video information about many of the sites and places included on the website.

Nevadans can click on a photo, follow the easy instructions, and in no time flat, send an email message showcasing our state. Its quick, its easy, and its free! There is no cost to the user or the state. The site also enables visitors to see the wonders of Nevada and help plan a trip to various spots around the state. Further, state agencies can include an eye-catching photo along with their message when they use a list serve to communicate with customers around the state and around the world.

Of course, another natural use for this new website is as a research tool for teachers, who can use the site to take their students on a tour of Nevada without ever leaving the classroom.

I would like to personally recognize and thank Linda, Ron, and Rich for their outstanding contributions to the state, and for making this project a reality. And, Id like to encourage people to visit this dynamic new website that showcases the beauty, history, and recreation spots that make us all proud to call Nevada home.

Secretary's Remarks: Egypt's National Day
Thu, 22 Jul 2010 08:11:08 -0500

Egypt's National Day

Hillary Rodham Clinton
Secretary of State
Washington, DC

July 22, 2010

--------------------------------------------------------------------------------

On behalf of President Obama and the people of the United States, I congratulate the Egyptian people as you mark your National Day on July 23. This is an opportunity to celebrate Egypt~{!/~}s rich history and culture and to reaffirm the bonds of friendship that have united our two countries for many years. I have been privileged to experience first-hand the warmth and generosity of the Egyptian people and the beauty of your ancient nation.

The partnership between Egypt and the United States is a cornerstone of stability and prosperity in the Middle East and around the world. We are working together to meet many regional and global challenges, including efforts to end poverty, achieve a comprehensive peace between Israel and its neighbors based on a two-state solution that guarantees security and dignity for all the parties, and confront the violent extremism that has targeted innocent civilians in both our countries.

The deep cultural, commercial, and educational ties between the Egyptian and American peoples and the partnership between our governments are rooted in mutual respect, mutual interest and mutual responsibility -- in the common aspirations our people share for a future that is more secure, more prosperous, and more free. Our friendship provides us a foundation for meeting the challenges and seizing the opportunities of the 21st century together.

Change

Tony --

When you and I set out on this journey three years ago, we knew that ours would be a lengthy struggle to build a new foundation for this country -- one that would require squaring off against the special interests who had spent decades stacking the deck in their favor.

Today, it is clear that you have shifted the odds.

This morning, I signed into law a bill that represents the most sweeping reforms of Wall Street since the Great Depression, and the toughest consumer financial protections this nation has ever seen. I know that I am able to do so only because the tens of thousands of volunteers who make up the backbone of this movement overcame the most potent attack ads and the most powerful lobbying the special interests could put forward.

Our special-interest opponents and their Republican allies have now set their sights on the elections in November as their best chance to overturn the historic progress we've made together.

Organizing for America counts entirely on supporters like you to fight back -- no special interests, no corporate PACs. To keep making change and to defend the change we have already won, we need you -- and at least 76 other people in Las Vegas -- to contribute so we have the resources necessary going into the election.

Please donate $5 today and help Organizing for America lay the groundwork for the fights ahead.

Because of Wall Street reform, we will ensure that Americans applying for a credit card, a mortgage, or a student loan will never again be asked to sign their name under pages of confusing fine print. We will crack down on abusive lending practices and make sure that lenders don't cheat the system -- and create a new watchdog to enforce these consumer protections.

And we will put an end to taxpayer-funded bailouts, giving us the ability to wind down any large financial institution if it should ever fail.

The passage of Wall Street reform is at the forefront of the change we seek, and it will provide a foundation for a stronger and safer economy.

It is a foundation built upon the progress of the Recovery Act, which has turned 22 months of job losses into six consecutive months of private-sector job growth. And it is a foundation reinforced by the historic health reform we passed this spring, which is already giving new benefits to more than 100 million Americans, ushering another 1 million Americans into coverage by next year.

But today's victory is not where our fight ends.

Organizing for America and I will move forward in the months ahead on the tough fights we have yet to finish -- even if cynics say we should wait until after the fall elections. This movement has never catered to the conventional wisdom of Washington. And we have fought to ensure that our progress is never held hostage by our politics.

You and I did not build this movement to win one election. We did not come together to pass one single piece of legislation. We are fighting for nothing less than a new foundation for our country -- and that work is not complete. As we face the challenges ahead, I am relying on you to stand with me.

Please donate $5 or more today:

President Barack Obama
