WHEREAS, it is an honor and privilege of the Board of County Commissioners to recognize those extraordinary individuals, groups, or programs which enrich the lives of many in our community; and

Whereas, Washington Business and Technology Institute (WBTI) and its Advisory Board and Faculty Members established the Pan Pacific and Asian American Forum (PPAAF) in September 28, 2001 to pay a special tribute to U. S. Secretary of Labor Elaine Chao. It has operated the Literature and Academic Forum (LAF) since 1999. The mission of the two forums is to promote the business and academic cooperation and development among Nevada, Taiwan, China, and Asian countries; and

Whereas, through its effort and integrity, WBTI has successfully cosponsored the Annual Thai Performing Appreciation Day for more than 12 years to enrich the elegancy and diversification of cultural, benevolent, art, and political activities and programs; and

Whereas, the WBTI has also been an active participant in sponsoring events with Seniors United, Asian Republicans of Clark County (Asian American Republican Coalition of Nevada-Clark County), and the Taiwan Benevolent Association of America;

The League of Conservation Voters, one of our nation抯 top environmental groups, this morning released its annual Congressional scorecard, which evaluates Members of Congress based on important votes taken this year on environmental and energy policy. Because so many of you have written to me over the past year expressing interest in environmental issues, I wanted to draw your attention to this news. I thought you would be interested to know that LCV gave me a perfect 100 percent score this year.*1

The LCV describes its scoring criteria as follows: 揟he majority of the ?votes in the 2008 Scorecard are energy votes that presented Congress with a real choice: chart a bold new course that puts Americans back to work, saves families money at the gas pump and on home heating bills, improves our national security, and protects the planet for future generations; or, continue the disastrous energy policies of the last eight years that have benefited only the oil industry.?Nevada is rich with resources of clean renewable solar, wind and geothermal energy. GOVERNOR MEETS WITH MGM MIRAGE OFFICIALS
Subcontractors to be paid quickly

***** Governor Jim Gibbons and his staff met this morning with officials from the MGM Mirage. MGM Mirage is involved in a dispute with Perini Building Company. The Governor met with MGM Mirage Chief Design Construction Officer and CEO of CityCenter Bobby Baldwin and Senior Vice President of Public Affairs Alan Feldman.

Governor Gibbons met with Perini officials and several subcontractors last Friday. Perini Building Company and the subcontractors told the Governor they are owed several hundred million dollars for their work at CityCenter. Governor Gibbons is very concerned about the hundreds of subcontractors involved in the dispute. Many of the subcontractors told the Governor last week that they were struggling to keep their doors open because of this dispute.

Today~{!/~}s meeting with MGM Mirage was very productive. ~{!0~}MGM Mirage leaders have assured me they intend to move as quickly as possible to pay the hundreds of subcontractors who worked on the CityCenter project,~{!1~} Governor Gibbons said, ~{!0~}I am pleased that my meetings with those involved in this dispute have been productive and that MGM Mirage has assured us they continue to move in a positive direction.~{!1~}

~{!0~}We will pay the subcontractors in short order,~{!1~} CityCenter CEO Bobby Baldwin said, ~{!0~}I intend to pay and pay quickly what they are rightfully owed, it~{!/~}s the right thing to do.~{!1~} Baldwin also noted, ~{!0~}Governor Gibbons has done a good job helping in this matter by listening to both sides.~{!1~} MGM Mirage has set up a meeting with the CityCenter subcontractors on June 9, 2010.

The Summer 2003 Symposium of WBTI was held at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of the mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking.*1

Dr. E. Lee Bernick, Congresswoman Shelley Berkly, State Senator Dina Titus, District Judge Valorie Vega, Clark County Commissioner Rory Reid, Las Vegas Judge Bert Brown, and Clark County Chief Deputy District Attorney Abbi Silver were invited as the Panelists of Honor of the Event and Dinner party. As Dean of the Graduate School of Business and Public Administration (GSBPA), WBTI, Dr. Bernick is also Chairman and Professor of the Department of Public Administration, UNLV.

The following individuals were invited as Special Guests of the Party : Dr. An-pny Sun, Associate Professor of Social Work of UNLV; Jimmy Hsu, Director of the Las Vegas Office of "Chinese Daily News;" Jean Gatchalian, General Manager of "Nevada Examiner;" Liane Lee, Regional Representative of U. S. Senator Harry Reid; Kathie Ambrosio, Regional Representative of U. S. Senator John Ensign, and Representative of the Communitylink of Las Vegas Review-Journal. com.

The Symposium functioned also as a celebration Dinner Party for the appointment of Dr. Lee Bernick as Dean and the six famous professionals as Faculty Members of GSBPA. Chaired by Dr. Tony Lei, President of WBTI, the Symposium accompanied elegantly with a Champagne Dinner was sponsored and host by him and his wife at the Zax (Italian and Japanese) Restaurant of Golden Nugget Casino and Hotel.*2

The MPA/SME Certificates Program are designed on the basis of theoreticality and practicality for public administration. This has marked again the milestone of practical and educational cooperation between UNLV and WBTI. "Learning through teaching is a good philosophy of a happy and successful life style. It's my spacious opportunity and honor to be an Adjunct Assistant Professor of GSBPA. Dear Tony,

This session marches on and the pace is picking up. Two deadlines have passed and another is fast approaching. Monday, March 19, was the final day for legislators' bill introductions. Monday, March 26, was the last day for committee bills to be introduced and Friday, April 13, is the last day to pass bills out of committee. Money bills are exempt from these deadlines.

That means I'll be very busy during the next two weeks testifying on my bills, drafting amendments, fending off opponents, and trying to get my bills passed out of a house controlled by the other party.

I'm especially excited about the prospects for my renewable energy (SB 427 ), sex offender (SB 232), HPV Vaccine (SB 409), climate change (SB 422), credit card (SB 302), Blue Diamond Road (SB 128), and price gouging (SB 82) bills. Others include tax credits for day care (SB 211), property tax breaks for seniors (SB 179), and cracking down on meth producers (SB 112).

He believes that: Saving the environment also involves the everyday choices we all make. At the end of their new book, This Moment on Earth, Teresa and I listed some things all of us can do in our lives to help the environment, direct action that can improve the Earth's health.

On this Earth Day, John wanted to share these: "Keep your car in good condition: Get your engine tuned up regularly, change the oil, and keep your tires properly inflated -- proper maintenance can increase your car's fuel efficiency by 10 percent and reduce emissions.

"Switch to compact fluorescent bulbs: Change the three bulbs you use most in your house to compact fluorescents. Each compact fluorescent will keep half a ton of carbon dioxide out of the air over its lifetime. And while they may be slightly more expensive than the incandescent bulbs you're used to using, compact fluorescents last ten times as long and can save $30 per year in electricity costs.

"Buy energy efficient products: When buying new appliances or electronics, shop for the highest energy-efficiency rating. Look for the yellow and black Energy Guide label on the product. According to the EPA, the typical American household can save about $400 per year in energy bills with products that carry the Energy Star label as the most efficient in its class.

"Turn off lights and other electrical appliances such as televisions and radios when you're not using them: This is a very simple step, but it's surprising how many times we forget. Install automatic timers for lights that people in your house frequently forget to flick off when leaving a room. Use dimmers when you can.

"Choose PVC-free building products: this can reduce the exposure of your family to toxins in your home environment. Steer clear of vinyl windows and doors and choose wood instead. Adhesives, caulk, grout, and sealants may also contain phthalates. You can check for phthalate ingredients in these products using the National Institutes of Health's Household Products Database: www.householdproducts.nlm.nih.gov.

"Choose toys carefully: this is another important step to reduce your children's exposure to toxins. Look for toys and feeding products for babies and young children that are labeled "PVC free." *3

Vision may develop its power to direct what tommorrow will look like. Vision is having an acute sense of the possible. The thing what others can not see, it can be seen by vision. Something extraordinary will occur when those with similar visions are drawn together. The goal of John F. Kennedy set in 1060 to place a man on the moon by 1970 drew many million people's efforts in achieving the dream. John had the vision. The result is now history with reality.

Enthusiasm is important, especially very important to many things in our lives. We need to push our valuable vision through enthusiasm. We are pleased to quote the following three short but meaningful ones:

The high cost of energy continues to hurt people across our state and the nation. That is why I am focusing the Senate抯 attention on creating short- and long-term solutions to this crisis. The first step is to crack down on excessive speculation in the energy markets, which experts say accounts for up to 50% of the cost of oil. Wall Street traders are buying huge quantities of oil online, intentionally inflating prices, only to turn around and sell it to other traders at even higher prices. These traders never intend to use the oil they buy ?only to bid up the price and cash in. American families are stuck with the bill every time we pay to fill our tanks and heat our homes, and it just isn抰 right. Congress can and should do something to stop this abuse and stand up for average American families. I am pushing legislation that will improve enforcement, oversight and transparency in this process and I hope that my colleagues in the Senate will join this effort.(*2) *009

After 80-20 sent out "3 lessons from Vincent Chin," the following
thoughtful letter came in.

"Dear S.B.

Thank you for bringing out Vincent Chin's tragedy to remind
us how fragile we are as Asian Americans without a group voice.
("80-20 didn't exist at the time," adds S. B. Woo.) Vincent
Chin's tragedy left a scar on every Chinese Americans' soul.
The lesson at the time of occurrence is that "You are nothing."
In the US, if one killed a cat or dog, one might be punished
more severely than the Ebins, the father and the son.

Years before the Vincent Chin's case (in late 60's) a
Lithuanian sailor was abducted from a US Coast Guard vessel
by USSR guards docked next to the US ship in the open ocean. The
incident raised hell in the US, as our sovereignty was violated. But
it was Lithuanian Americans' GROUP voice which brought him
back to the US.

Vincent Chin was the scapegoat for the failing American auto
industry dwarfed by the competitive Japanese automakers.
Now with the failing Wall Street fiscal management and the
high unemployment rate plus the exchange rate war between
the US & China, I have reason to fear once again, we might become
the scapegoat for those who have failed or are incapable of taking
care of their own financial responsibility.

Be alert and vigilant. Let nobody become the second Vincent
Chin.
