Dr. Sun-Yuan Kung had a great deal of achievements in the recent years. The paper entitled "A unification of network coding and tree-packing (routing) theorems" that written by Yunnan Wu, Kamal Jain, and him was an example. It was published on the "IEEE/ACM Transactions on Networking (TON) archive, Volume 14 , Issue SI" in June 2006. The Publisher was IEEE Press in Piscataway, NJ, USA. Sun-Yuan Kung received his Ph.D. Degree in Electrical Engineering from Stanford University. In 1974, he was an Associate Engineer of Amdahl Corporation, Sunnyvale, CA. From 1977 to 1987, he was a Professor of Electrical Engineering-Systems of the University of Southern California. Since 1987, he has been a Professor of Electrical Engineering at the Princeton University. Since 1990, he has served as an Editor-In-Chief of Journal of VLSI Signal Processing Systems. Dr. Kung is a Fellow of IEEE. He was the recipient of 1992 IEEE Signal Processing Society's Technical Achievement Award for his contributions on "parallel processing and neural network algorithms for signal processing". He was appointed as an IEEE-SP Distinguished Lecturer in 1994. He received 1996 IEEE Signal Processing Society's Best Paper Award. Sun-Yuan was a recipient of the IEEE Third Millennium Medal in 2000. Dr. Sun-Yuan Kung has authored more than 300 technical publications, including three books "VLSI Array Processors", (Prentice Hall, 1988) (with Russian and Chinese translations), "Digital Neural Networks", Prentice Hall, 1993, and "Principal Component Neural Networks'', John Wiley, 1996.*4

The new trend of information processing world has rapidly converged to three major technological fields: internet, multimedia, and wireless. In this talk, we will attempt to offer a technological and applicational justification of intelligent technologies for internet multimedia computing/communication. We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be
demonstrated.*6

Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*7

Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation.

Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. Ultimately, our research will support development of real-time information-processing systems combining digital video and audio, text, and graphics.*8

Nevada Lieutenant Governor Lorraine T. Hunt was re-elected to her current office in the November 2002 General Election. She originally took office in January of 1999. As the lieutenant governor, Hunt is president of the Nevada State Senate, chair of the Nevada Commission on Tourism, chair of the Nevada Commission on Economic Development (which includes the Nevada Film Office) and vice-chair of the Nevada Department of Transportation board of directors. Hunt is a member of the executive committee of the National Lieutenant Governors Association and serves as vice-chair of the National Republican Lieutenant Governors Association.

It was then that Hunt first demonstrated her entrepreneurial ability by making her first real estate investment in a piece of desert land on the outskirts of Las Vegas. Years later the investment led her into the world of business when she became president and chief executive officer of Perri, Inc., a real estate and restaurant management company.

She has represented the private sector by serving as vice-chair of the Nevada Commission on Tourism; a director and past president of the Nevada Restaurant Association; director, Nevada Hotel-Motel Association; and vice-chair, Nevada Motion Picture Commission and vice chair of the Nevada Motion Picture Foundation.

She began her governmental service with her election to the Clark county commission. She served a four-year term as commissioner and, during her tenure, also served as vice-chair. She also became the first woman to chair the Las Vegas Convention and Visitors Authority (LVCVA) since its inception.

Throughout the years Hunt has acquired extensive experience in business and was awarded Nevada s first Governor s Award for Excellence in Business as well as being named Nevada s U.S. Small Business Advocate of the Year. Additional awards and honors include: Casino Legends Hall of Fame, 2001, Educator of the Year, Nevada Restaurant Assoc., 2000; Republican Woman of the Year, 1996; Free Enterprise Award, 1993; Governor s Conference on Tourism - first Lifetime Achievement Award, 1993; Nevada Restaurateur of the Year, 1992; Nevada Small Business Advocate Award, Small Business Administration, 1989; and the first Governor s Award for Excellence in Business, State of Nevada, 1987.

Hunt also participates extensively in community service, including having served on the St. Rose Dominican Hospital Community Board, as past president and trustee of St. Jude s Ranch for Children, and as Vice-Chair of the Pan Pacific and Asian American Forum (PPAAF) of WBTI.*3

Representatives of Air China Cargo have informed Nevada leaders the carrier will use Reno-Tahoe International Airport as a diversion airport when bad weather prevents its scheduled cargo flights from landing in San Francisco, Lt. Gov. Lorraine Hunt said Thursday.

A letter from the airline also hinted that additional flights between Asia and Northern Nevada could be in store.

In recent years, Hunt has led three missions to China to encourage additional trade and tourism between China and Nevada.*4

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*5

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation (China). Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*6

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada led a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*7

"The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*8

"Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Building mutally beneficial relationships with Taiwan, and other foreign countries, will create the demand for direct, regularly scheduled flights. Washington Business and Technology Institute (WBTI) was founded in January 8, 1996. We have produced distinguished scholars, successful entrepreneurs, and outstanding community leaders. For the time being, our vision of 2004 is to continue to put more wisdom and effort in encourageing those people who are outstanding in public administration, academic research, and community service. WBTI has established the Public Administration Institution (PAI) in order to meet the increasng investigation requirements of current public managers and special research needs of professional public administrators. It seeks to provide an awareness and understanding of the complex administrative and oganizational contexts within which the administrators of public service make and implement decisions; and to provide general technical competence in using the tools of public administration and information management.*1

Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional."

On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei.

Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism."

As a born-again Christian, people had been inspired by U. S. Senator-elect John Ensign's sincerity, humanility, and credibility more than just his wealth and good looks in last November. In view of his admirable qualities, achievements, passion, and unshakable belief in building a better Nevada, WBTI led by Dr. Tony Lei, a fellow sincere believer, honored him as Advisor and Vice Chairman of its Advisory Board on November 8, 2000.

"It's a very prestigious honor to be appointed by WBTI as an Associate Fellow of PAI. WBTI is a very well respected and integral part of this community. I'm grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community. "Public Administraton Institution of WBTI has played the role as a private NPO (Non Pofit Organization) to promote the study and research of public administration and strategy for social and public benefit. With the effort of the Faculty and under the brilliant leadership of Dr. Tony Lei, WBTI has accomplished a valuable contribution to the academic research and community service for Nevada. We share a great deal of honor also as what the Justice of the Supreme Court Nancy Becker does for her prestige as a PAI Fellow. It is indeed an honor for me to be nominated by you and to become a Fellow of Public Administration Institution of Washington Business and Technology Institute. This position will undoubtedly provide me with avenues for exploring improvements in public services to which I am most dedicated. I look forward to working together with you in these endeavors," wrote the District Judge Valorie Vega to Dr. Tony Lei from her Office of the Eightth Judicial Distict Court at the Clark County Courthouse on May 22, 2000.

"It is certainly an honor to be acknowledged by you for my commitment to serving this community. I look forward to expanding my public service by working with you and the Institute to continue to better our community. You dedication is a wonderful example of what others should strive to accomplish," wrote Judge Natalie Tyrrell to Dr. Tony Lei.

We've been encouraged to better our endeavor for we've Dr. Kenny Guinn, Governor of Nevada as our Chairman of the Advisory Board; U. S. Senators Harry Reid and John Ensign as Vice Chairmen; and U. S. "One of my priorities will be 'telling the Pepperdine story' of quality and value to a large audience, reaching a broader demographic, and having a global range," said Dr. Andrew Benton at his Inauguaration as President of Pepperdine Univesity on September 23, 2000. "We need to strengthen Pepperdine's diversiy, its connection to its heritage, its sense of community and community involvement, and its scholarship and culture through faculty involvement in outside research and publishing."

"Chairman Thomas Bost of the Board of Regents believes that this new President is best equipped to lead Pepperdine to the next millennium with academic excellence and Christian values. Dr. William Bannosky, the school's fouth president, assures that the new president would seek the highest standads for academic and spiritual excellence," said Dr. Tony Lei who received his degrees of M.B.A. and Ed. D. (Doctor of Education) in Institutional Management from Pepperdine in 1969 and 1990, respectively.

On May 11, 2001, State Senator Terry Care, Chairman of the Democratic Party in Nevada, wrote Dr. Tony Lei: "I commend your work, the work of WBTI, and I wish to rely my respect for Justice Becker." For a special tribute to the Supreme Court Jusitice Nancy Becker and inducement of the Faculty of PAI of WBTI, a dinner and event party is held at Harbor Palace Seafood Restaurant by WBTI and Asian American Community today, May 23, 2001. Dr. Tony Lei is the first Chairman and sponsor of the event and dinner party.

"I truly appreciate your efforts on my behalf and your commitment to bring 100 people to the event at Cashman field on March 26th. It is only with the dedication and commitment of good people like youself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activities in the community," wrote Governor Kenny Guinn to Dr. Tony Lei on March 6, 1998.

On December 5, 1999, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei, which was signed and given by its Chairman and Commissioners: Chairman Bruce Woodbury, and Chairman; Vice-Chair Erin Kenny; Commissioners Yvonne Gates, Mary Kincaid, Lance Malone, Myrna Williams, and Dario Herrera. It states: "Dr. Tony Lei has served our community through a variety of venues. He has given freely of his time, energy, knowledge, and talents, working on projects and events that contribute to the quality of life in Clark County and has dedicated himself to public service to not only the Asian Community but to all citizens. Now, therefore, We, the Board of Clark County Commissioners, on this occasion, December 5, 1999, in celebration and recognition of his special accomplishments, do hereby recognize and honor Dr. Tony T. Lei, Ed. D. and urge all citizens to join us in wishing him a successful and bright future."*2

On October 1, 2002, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei for his advanced contribution and accomplishment to the community, residents, and visitors of Nevada.

"As Director of Public Administration Institution (PAI) of WBTI, it's my privilege to share a leadership role with Dr. Tony Lei and to have the wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his experience in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeador have been very valuable. We expect the forthcoming work performance of Pan Pacific and Asian American Forum founded by this Institute to help improve the quality of life of the people and contribue to he prosperity of this State," said Dr. William Thompson. Bill is former Chairman and now Professor of the Department of Public Administration of UNLV. His son married a beautiful Chinese girl in Mongloria years ago. He plans to write a book for WBTI, which is expected to be published both in English and Chinese.

"Freedom, democracy, and Justice have constituted a legacy that we should keep, not because it is a legacy, but because it is right and justice. It has made the United States of America the freest and most prosperous country in history. It's our responsibility to join the effort together in making Nevada one of the peaceful, happy, and prosperous state of America through the cooperation and development of culture, tourism, business, and education with our foreign countries." said Lorraine Hunt, Lt. Governor of Nevada, for the Thai Performing Arts - Appreciation Day 2003. The Event and Party was held at the Charleston Height Arts Center on September 16, 2003, co-sponsored by WBTI, Arcata Associates, Kids for a Better Society, among others.

The spirit of both the innovation and entreprenuership has also motivated United States to be a leading and prosperous country. With its high-speed capability, Fiber Optics can convey mass quantity of images and voice information. It is because that the broadband technology such as Digital Subscriber Line (DSL) has been more and more developed. Moreover, because of the popular building of radio communication networks, wireless techniques may access important information from the web and condense it to be appeared on the small web connecting machines such as a hand-held screen. The open free software LINUX operating system can even connect various stations very easilly. All these advancement in science and technology, should be used to inspire the promotion of the quality of our daily life. In this new era of information and web works, we should add humanity concern into our thinking structures. God created the world. Everything can be decided by Him. As the value of the fellowship of Public Administration Institution of WBTI growing, we the people with intelligence and knowledge in administration, technology, science should enjoy a valuable and joyful life to serve our community and society with our efforts and wisdom.

Senator Harry Reid ?Putting Nevada First

Dear Fellow Nevadan,

Last night, the Senate made a significant down payment on our jobs agenda by passing the common-sense, bipartisan Aviation Jobs Bill. This crucial legislation will create or save 280,000 jobs and modernize our air travel system that currently relies on World War II technology. Not only will this keep passengers safe, but it will give a much needed boost to Nevada抯 tourism industry ?which heavily relies on the hundreds of thousands of flights every year into McCarran and the Reno-Tahoe International Airport.

This is just the beginning of our job creation agenda. Over the next two years, we will continue fighting to put Nevadans back to work by out-building, out-educating and out-innovating our competitors.

However, that抯 not enough. We also need to get serious about cutting wasteful spending and excess. Already, Senate Democrats are pursuing a responsible approach to deficit reduction: $41 billion in cuts below the President抯 budget request and a five year spending freeze.

Unfortunately, my Republican colleagues are calling for a short-sighted, short-term plan to slash programs that keep us safe, grow our economy, and create high-paying jobs. Their plan would cost hundreds of thousands of private sector jobs and fire more than 65,000 teachers and educators.

That抯 not something Nevadans can afford.

And their unwillingness to negotiate is bringing us dangerously close to a government shutdown, which would be grossly irresponsible. Nevada抯 taxpayers should not have to worry about getting their tax refunds. Our seniors and veterans should not have to worry that the Social Security Administration or Veterans Administration may not be able to respond to their phone calls or benefit applications. And families around our state should not face the risk that a shutdown could increase unemployment and weaken our economy even further.

I hope cooler heads will prevail, and that my Republican colleagues will work with us on a pathway forward. I assure you, I will keep fighting until every worker in Nevada and across America who wants a job has one. As always, thank you for reading this update. On behalf of President Obama and the people of the United States, I~{!/~}m proud to recognize the women of the hemisphere whose challenges and triumphs we honor with today~{!/~}s celebration.

Women in the Americas are working to promote strong and vibrant democracies, advance the region~{!/~}s commitment to the rule of law, and uphold fundamental human rights and freedoms. They are cabinet officials and heads of government. They serve in executive positions in the largest private sector entities in the hemisphere. Women in the Americas are strengthening our societies, communities, and families, and building a brighter future for all the people of the region.

But there is still more work to be done. In every aspect of society - political, social, and economic - fully empowering women remains a challenge. Too often and in too many places in the Western Hemisphere there is inequality in education, health, economic opportunities and political empowerment. And these are necessary to promote more open societies, more vibrant cultures, more productive businesses, safer communities, and the overall heath and stability of all our children and families.

Far too often and in too many places in the region, violence against women runs rampant. Some women, especially poor and less educated, live with the threat of being trafficked into modern-day slavery. In order for us to combat these challenges we must commit to better training for our law enforcement, improved support for families, and greater equity in our legal and judicial systems.

A key player in tackling these challenges is the Inter-American Commission of Women (CIM). As the principal Inter-American forum for generating policies to advance the cause of women and promote gender equality, their role in ending this scourge is invaluable, and we look forward to strengthening and deepening this partnership to ensure women~{!/~}s rights.

It is more imperative than ever that sexual and gender-based violence be eliminated for the future safety, security and prosperity of the Western Hemisphere. The United States remains committed to working with our partners across the Americas to create new opportunities for women, and address the obstacles that still stand in the way of equality and progress. We must recommit ourselves to the cause of empowering our mothers, wives, sisters, daughters, and friends, and ensuring that in every country, every region and in every continent we speak with clarity that human rights are women~{!/~}s rights and women~{!/~}s rights are human rights.

WHEREAS, Dr. Tony Lei, a prominent resident of the Las Vegas area for more than 12 years, has dedicated himself to projects benefiting the Asian community and all Nevada citizens; and

Since the beginning in the fall of 1937, Pepperdine University has experienced remarkable progress and achievement the realm of higher education. The faculty of the University seek to instill not only a will to achieve excellence, but also a spirit of philanthrophy and servanhood. Community participation is an asset for enhancing public service. True leadership comes from knowing when one needs to depend on other's knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. Dr. Tony Lei believes that in education leadership is a call to help others. He has the quality that inspires people to do what needs to be done and to feel good about doing it. Balanced with his outstanding academic expertise, he is a servant of God for community service, sincere and humble but not weak.*3

District Judge of the Family Court Cheryl Moss said that, "I've remained dedicated to serving the community, and I've been inspired by the leadership, wisdom, and guidance of WBTI's Prsident Dr. Tony Lei. I recognized that Dr. Tony Lei's accomplishments have demonstrated that taking part in the community with ones kindness and selfless service can contribute excellence as well as make a difference in the society."

One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Coodinating: to coordinate the benefits and conflicts of this unit in order to attain sound cooperation; 6. Representing: to reprent this unit in order to coordinate outside concerns and relationships; 7. Budgeting: to establish and control the budget of this unit; 8. Systematizing: to use management information system throuh computers and multimedia for our modern business," says Dr. Tony Lei.

"There are three models of leadership that a good leader, especially the leader of an association, may emphasize: A. Creative Leadership: The leader takes the most importance of holding the great principles to develop the future endeavor of this unit. (1) Sense of Mission -- to make the members not work as a job but high degree of the "concept of value"; (2) Foresightness -- to develop the future blueprint for this unit; (3) Teamwork Spirit -- to motivate the cooperation and success of the whole group; (4) Orientation by Objectives -- to encourage all the members unit put full effort on its clear and definite objectives," continues Dr. Tony Lei.

"B. Humanity Leadership: the leader emphasizes the importance of his or her relationship with the abordinates. He or she motivates their work morality and spirit. Therefore, he or she should understand, emphasize, and hold of humanity in order to promote everyone's potentiality to endeavor for this unit. The key points are: 1. Trust; 2. Delegation of authority; 3. The Second Chance Theory (to pardon your subordinate);
4. Encouragement; 5. Help and Care; 6. Support and Assistance; 7. Training and Education.

"C. Democratic Leadership: The leader respects humanity and allows individual development to make his or her group members cooperate and work by division of labor with self-motion and self-revelation. Its specialties are:

1. The leader endeavors to win followers by himself or herself with good personality and emphasizes knowledge and experience as the foundation of leading. 2. Subordinates have a full opportunity to participate decisionmaking and to suggest good idea. 3. The leader puts attention to the benefit of the subordinates, understand their needs, focuses the importance of the people. 4. The leader gives only some direction on the work planning, and leave the details of the work processing to the subordinates. 5. The leader has full opportunity to participate in employees activities, and they get along with each other very well. 6. The communication between the leader and subordinates is fully in good condition, and they enjoy fruitful accomplishment with good understanding. 7. The division of labor is decided by the group and the subordinates have the right selecting their work accompanists with the direction and coordination of their leader by their side. 8. The leader evaluates the performance of his or her subordinates objectively and renders fair judgement in giving prize or punishment."

"In practically, the effectiveness of the above leadership can be attained by its flexible application in accordance with the right time, place, matter, people, and objective situation, " Dr. Tony Lei points out.*4

In righteousness, the poeple who cares about community service by the time of her or his professionalsim will alway winning the support by the citizens here in Nevada. Most of the faculty members in the Public Administration Institution (PAI) have been the revelators of this special trait during their elections. Many of them won the highest votes at their judicial and general elections. In joining the Institute as a faculty member, she or he enjoys the rebounded and fruitful experience of academic research and community service. "This position (Fellow of the PAI of WBTI) will undoublely porvide me with avenues for exploring improvements in public services to which I am most dedicated," said District Judge Valorie Vega after the winning of election in 2000.*6

"Through the recommendations of our faculty members, including Supreme Court Justice Michael Douglas, District Court Judge Cheryl Moss, and Nevada Assemblywoman Valerie Weber, Dr. Feng-wei Lai has been appointed as Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) and Chairman of Penghu and Nevada Tourism Development Research Committee of the Washington Business and Technology Institute (WBTI) on September 6, 2005." The announcement was made by Dr. John Wang, Spokesman for WBTI, on September 7, 2005 in Las Vegas, Nevada.*2

Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

The following is a list of some Dr. Lai's publications:

Dr. Lai also wrote a thesis entitled, "Technology Organization Alliance-Resonance Theory Perspective".

During his many years public service, he received the following honors:

(1) 4th place in the policy satisfaction investigation done and authorized by Universal TV and the Journalist

(2) Fourth place in the policy satisfaction investigation done by ETTV and China Times

(3) First place in the policy satisfaction investigation done by National Cheng Kung University

(4) Second place in the policy satisfaction investigation done by Common Health Magazine

(5) Third place in the policy satisfaction investigation done by Common Health Magazine

(6) Second place in the policy satisfaction investigation done by CW Magazine.*4

On his Policy, Establishment, and Visions as the Magistrate of Penghu County, Dr. Lai set his goal "to develop Penghu into 'an International isle, A Pearl in the Ocean' since accession. Furthermore, Dr. Lai set two major policy guidelines for the people: 'Improve the Environment, and Inspire Energy'. By aggressively improving the life quality and industry environment, we try to pursuit stability under growth. In this pursuit, we hold the faith to help ourselves and people will help us in return."*5

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*6
