He spoke about things you don't generally hear in Washington conversations too often dominated by special interests: He'll cut waste and excess at the Pentagon -- particularly spending that is requested not by our military, but by politicians and corporate interests. Swindoll Read Genesis 48:5, 10--11, 14--16 Because Joseph had been a special son to Jacob, Joseph's sons were special to their grandfather as well. The NIV study notes on this portion of the text state that Jacob, at his death, adopted Joseph's first two children as his own and in doing that divided Joseph's inheritance in the land of Canaan between them. "Joseph's first two sons would enjoy equal status with Jacob's first two sons [Reuben and Simeon] and in fact would eventually supersede them. Because of an earlier sinful act, Reuben would lose his birthright to Jacob's favorite son, Joseph, and thus to Joseph's sons." All of this becomes greatly significant later in the history of the nation of Israel, and it makes this last scene with Jacob and his grandsons extremely important. Perhaps it is my own practical nature, but I see something of great value for us here also. It has to do with how and where Jacob died in contrast to how and where we die. Jacob died on his own bed, at home. Rarely does that occur today. We have fallen upon strange times. Birth has become more and more of a family affair, often with the entire family being present in the "birth suite" when the baby is born. Wonderful change from the way things used to be! On the other hand, death has become relegated more and more to the cold and sometimes uncaring comfort of professionals and the sterile environment of a busy hospital and, later, the funeral home or graveside chapel. Only in recent years have we begun to see the hospice movement growing, where people are allowed to spend their last days at home with those they love alongside to support them and encourage them in their final earthly journey. Joseph's sons were with their grandfather as he approached those final moments. They felt his hand on their foreheads and heard his tender, wise words of blessing. "May God bless the nation as He blesses you." What a moment! Perhaps Manasseh and Ephraim were kneeling beside their granddad. What a lasting impact for good on the lives of those two young men! Oh, welcome to one of my favorite nights of the year, and especially this extraordinary 10th anniversary of the Global Leadership Awards and the Vital Voices Gala. I want to thank all of you for supporting the work that is done, and particularly the individuals who do it. We come together this evening to celebrate seven extraordinary individuals who have devoted their lives to bringing peace, freedom, justice, and opportunity for people who are often on the margins, who are forgotten, who are considered second class, disposable. Tonight we honor an entrepreneur from Afghanistan who provides job training for women; two peace activists from Israel ?one Arab, one Jewish; a rescuer of trafficked women and girls in India; a presidential candidate from Cameroon; a longtime member of the United States Senate; and the leader of the democracy movement in Burma. Now, each hail from different cultures and parts of the world. But they share important values and attributes. They each look for ways to make systemic change ?to lift the lives of thousands, even millions of people. They each have paid a price for their work in arrests or abuse or ridicule, insults, and isolation. Their courage has inspired others to stand with them despite the risks and the consequences ?to believe in the possibility of a better future and their own ability to help build it. And of course, they are all women. Because at a time when millions of women worldwide are still denied their rights, still excluded from the public debates in their societies, still subjected to violence inside and outside of the family, still barred from schools, courts, markets and public squares, it is even more remarkable that tonight抯 honorees have accomplished all that they have. And it is even more critical that their work continue, because they are protecting and improving the lives of women and girls. And we must support them. We must proclaim to the world, clearly and as one, that these women are heroes, their work is valuable, and their voices are vital. Now, during these past 10 years of the Vital Voices Global Leadership Awards, no matter where I have been in the world, I have always come back to Washington because this organization and its mission are very close to my heart. As many of you know, Vital Voices began as a government initiative during the Clinton Administration at another time of great change in the world. Many countries were emerging from conflict and repression, beginning the transition to democracy. Former Secretary and my friend, Madeleine Albright, and I, along with others at the State Department and the White House, believed it was critical that women have a role in shaping the futures that they would inhabit. And we believed that if women were brave enough and strong enough to challenge the status quo and participate in politics, civil society, the economy, that we should help them. So what began in a small office at the State Department as the Vital Voices Democracy Initiative has grown into the Vital Voices Global Partnership, an NGO with more than 1,000 staff and partners worldwide. Vital Voices has supported the work of 10,000 emerging women leaders in nearly 130 countries. And those women have, in turn, mentored more than half a million women and girl leaders worldwide. Everywhere I go in the world, somebody from Vital Voices comes to see me. They抣l talk about a training program or a visit, an opportunity they had to learn more about what they could do. And thanks to Vital Voices, we know the multiplying effect we achieve when we invest in women. It actually initiates a positive chain reaction that quickly acquires an energy of its own. We抳e seen women make unique and critical contributions. They often see problems that others overlook. They are able to reach populations that others either cannot reach or do not care to do. We抳e seen how, in places that are struggling with conflicts, women are very effective peace builders. They bring people together to support negotiations, to ensure that accords signed in official ceremonies actually are going to be implemented and help individuals reach their own aspirations. Vital Voices not only celebrates the achievements of women and not only produces positive impacts for them and for us, but it offers women in lonely and dangerous circumstances a community of support. I have heard from so many who often feel hopeless, exhausted, that this community keeps them going. And we have therefore a direct and powerful way to support progress and justice. I carry the lessons of Vital Voices with me every day. At the State Department, we are working hard to embed support for women抯 rights and advancement as a cornerstone of U.S. foreign policy. Melanne Verveer, the co-founder of Vital Voices, is leading that effort as our Ambassador-at-Large for Global Women抯 Issues. And we抮e urging parties to listen to the voices of women and to support the democratic rights of women and men together. Now, on this night, we honor Aung San Suu Kyi, a woman who endured years of isolation from her family and the world with unfaltering grace and the strength of steel. I call again for the Burmese authorities to allow her and her party to participate in Burma抯 political process and that they be granted freedom of movement, expression, and assembly. (Applause.) And we hold up the ethnic women of Burma who are fighting against the systematic use of rape by the Burmese military, and we continue to urge the regime to release more than 2,100 political prisoners, including some very brave women. Now, in our lifetimes, the world has come a long way in protecting and advancing freedom and opportunity for women. But make no mistake about it: We have a very long way to go. The women who are honored tonight remind us of that, but also inspire us to continue. This is not only an urgent foreign policy challenge for me. It is not simply a social justice issue, the most important in my view for the 21st century. But it is a personal mission as well. And I am deeply honored that we stand here in this great opera house once again to say thank you to those women who are on the front lines across the world who maybe make each of us dare a little more, risk a little more, do a little more. This bipartisan agreement also makes it crystal clear: the nuclear waste dump at Yucca Mountain is dead. Despite House Republican attempts to revive Yucca Mountain during negotiations, I was able to successfully eliminate a reckless provision aimed at prohibiting the Nuclear Regulatory Commission from closing down the project~{!/~}s licensing process. Additionally, I was able to zero out every penny of funding for this ill-conceived project. While cutting wasteful spending and excess, I am proud to have successfully held strong against ideologically driven cuts that would have hurt our kids~{!/~} education, cost us clean energy jobs, impaired life-saving medical advancements, and allowed Nevada to become the nation~{!/~}s nuclear dumping ground. It~{!/~}s time for proponents of Yucca Mountain to move on and stop wasting taxpayer money on this boondoggle. Magistrate Young January 25th, 2011 Martu Island, TaiwanDear Magistrate Young, I wanted to write and provide my insights concerning Martus important decision to develop casinos on your island. This decision will significantly change Martu抯 future tourism and brand image. In the past few years we have all watched as Macau and Singapore have changed their laws to legalize or expand casino operations in their respective jurisdictions. Unfortunately, there have been some issues in Macau due to the lack of proactive planning to control the casino industries rapid growth especially in the area of creating a comprehensive regulatory system and the lack of a strong enforcement agency. These weaknesses in Macau have caused some of problems facing Macau抯 gaming industry today. Singapore has developed a strong set of regulations to protect their community and have learn much from the first year of casino operations. The combination of Macau and Singapore casino experience provides a solid knowledge base for Martu抯 developments. First, I must emphasize that Martu needs to develop an overall tourism framework that includes both gaming and non-gaming activities. This will create a positive public image of the project, thus increasing political support. If you just build casinos then you are doomed for future problems. In general casinos have a negative image and this historical feeling is difficult to change. The goal must be to create a quality tourism destination that will allow the community to be proud of the project and learn to accept the casino activities. Secondly, there is a need to focus on the development of sufficient infrastructure to support the projects you do approve. The goal of this tourism development is to improve the quality of lives for your local community through the development of new jobs, improved community services through increased tax revenue, and improves in the associated entertainment value. Finally, there is extensive regional competition in the casino industry and your project must strategically position itself to be successful considering the offerings of other markets. Taiwan has much to offer and there is a growing demand for tourism in Taiwan, but the current tourism offerings are limited and will be significantly enhanced with the addition of casino entertainment. I strongly recommend the development of a 揋aming Strategic Plan that will allow ample research and thoughtful consideration when added a new industry to the island. This would require studying the current status of gaming in the region, evaluate the opportunities and challenges for Martu. I would be interested in helping to develop a comprehensive integrated casino resort development plan for Martu. As the Dean of the UNLV Singapore Campus I have had the unique opportunity to have lived in Las Vegas for over 25 years and worked in Asia on casino and gaming projects in Korea and Macau. I have been currently living in Singapore for the past 3 years and involved with development of educational programs for the soon-to-open integrated resorts. I hope that we will be able to come to agreement for me to make a visit to consult your team on this important initiative.
