THE ONLINE GUY: For e-mail, columnist stays true to Yahoo!

After using several Web-based e-mail services for more than six years and testing the latest offering from Google, a favorite has emerged.

The winner is ... Yahoo! -- by a nose.

The low-cost upgraded version of Yahoo! mail edged out my beta-test version of GMail (from Google.com) for one reason: portability. I can receive and send mail from Yahoo! on my handheld Treo smart phone. With GMail, I'm forced to get to a computer, then reach my "in" box through a Web browser.

I pay Yahoo! $35 a year for the ability to turn the Web mail into POP (post office protocol) mail, which is what most traditional e-mail programs deliver. If you're not sure what flavor of e-mail you're using, the simple test is this: If you get mail by visiting a Web site and logging in there, you are using Web-based mail. If you must launch an e-mail program such as Outlook, Outlook Express or Eudora, you're using a POP mail program.

I'm a big fan of Web-based e-mail for a lot of reasons, including:

?Easy access. If you can get to an Internet-connected computer and launch a browser, you can get to your e-mail. Most offer at least 100 megabytes of storage, which should be enough room to save thousands of messages. Some offer 10 times more space.

?Stability. If you move to a new city and have a local Internet service provider, chances are you'll end up with a new ISP and a new e-mail address. With Web-based mail your e-mail address stays put.

?Privacy. Use your work e-mail for work and your Web-based mail for your private life. It shouldn't take long to train your family and friends to send to a different address, and the boss will appreciate it. A lot of people log onto personal mail during breaks and lunch hour. Why not take it a step further and avoid taxing the company's mail system?

?Spam filtering. Every Web-based service I've used incorporates spam filters. The Yahoo! filters are great, as are the GMail and Hotmail filters. Select the maximum filtering for best results.

?Security. Web-based mail acts as a final security barrier, as virus checking and options to either download, preview or delete attachments is part of the offering.

Back to Google's new e-mail for a minute. I've been beta testing GMail for a couple months and really like what they've done. Imagine a Google-powered search engine pointed only at your mailbox. There's no reason to sort by sender, topic or priority. Simply "archive" the message and use the search function to retrieve a message later. It works.

Yes, some GMail messages carry ads from companies associated with topics in your mail. The ads didn't bother me and I even followed the links a few times.

If I could use GMail on my smart phone, I'd probably be a convert. Until then, Yahoo! suits me best.

Embattled commissioner faces friends
Under indictment, Kincaid-Chauncey fighting to keep seat

The faces on the campaign literature that arrives at Mary Kincaid-Chauncey's North Las Vegas home could conceivably appear in family photo albums.

Kincaid-Chauncey has known Shari Buck since the North Las Vegas City councilwoman was 3 years old. The Clark County commissioner said she was once Buck's mentor. She also has been friends with Assembly members Tom Collins and Vonne Chowning for 20 years.

But this year, Buck, Chowning and Collins play a different role in Kincaid-Chauncey's life: political opponent. They pose the greatest threat to Kincaid-Chauncey's attempt to seek a third term in office.

Seven challengers descended on the District B seat after Kincaid-Chauncey was indicted in November on federal political corruption charges. Kincaid-Chauncey expected a crowded race, but not necessarily one that includes so many friends.

"It's a little weird for them to say things like, `This race is about ethics,' " Kincaid-Chauncey said. "If you look at my record for the last 25 years, I've always been ethical and moral. Even though I've been accused of not being ethical, they can't prove that."

Kincaid-Chauncey's opponents insist they are targeting the political position and not a friend. So far, mentioning ethics, a common theme in political campaigns, is as close as they've come to attacking her.

"It's kind of hard to say things about someone who has been your friend," Kincaid-Chauncey said. "I think they all know in their heart I wouldn't do anything like that. They're inferring to it by saying this campaign is about morals and ethics, which I agree it is. I think I've shown I have that."

Kincaid-Chauncey and former commissioners Lance Malone, Dario Herrera and Erin Kenny were indicted late last year. Federal prosecutors claim Malone, who was working for strip club magnate Michael Galardi, gave Kenny, Herrera and Kincaid-Chauncey thousands of dollars and gifts in exchange for political favors for his boss.

One such favor outlined in the indictment was extended to Kincaid-Chauncey's son. Federal agents claim her son received a free lap dance at Galardi's Jaguars strip club.

It's an accusation Kincaid-Chauncey has vehemently denied, yet it is one component of the indictment Chowning has addressed, calling it "disgusting."

"I have said publicly that I didn't do that," Kincaid-Chauncey said. "That is what I was more hurt about; they took it for granted that it was true, or they wanted to believe it because they wanted to run."

After 25 years of working in government, Kincaid-Chauncey said she seriously considered not running for re-election this year. But she said if she didn't run, that decision would be seen as an admission of guilt.

Her opponents say the race will not get mean, but Kincaid-Chauncey has a difficult time believing her challengers won't use such an obvious issue to their benefit. The thought of that has made her consider withdrawing from the race.

"I keep saying, next week I'll drop out; OK, maybe the next week," Kincaid-Chauncey said. "I keep changing my mind. Something seems to be driving me. I just couldn't do it."

According to Kincaid-Chauncey, most residents support her.

Chowning, D-North Las Vegas, said she considered running for the District B seat nine years ago. Her decision to run in 2004 had nothing to do with Kincaid-Chauncey's legal troubles, she said.

"It was after I decided that everything kind of blew up," Chowning said. "She has a right to go to trial, but in the meantime, credibility and confidence in District B must be restored."

Collins, D-North Las Vegas, contends he's running for a political position, not against an individual.

But his campaign team wasted no time in going after Kincaid-Chauncey for airing a television commercial that Collins' representatives believe indicates she has the endorsement of Las Vegas Mayor Oscar Goodman.

Kincaid-Chauncey had refused to remove the commercial, maintaining that Goodman said he had contributed quotes to other candidates and would do the same for her.

"Oscar told me he had given others a quote; he gave me one and I used it word for word," Kincaid-Chauncey said. "I was a little miffed about (Collins' accusations)."

Goodman has not endorsed her and said he did not intend the image of the two of them together to be used in a television ad.

Collins denied that his team was questioning Kincaid-Chauncey's ethics.

"We questioned the ethics of the race, we weren't attacking her," he said. "It was about the integrity of the race."

Buck called Kincaid-Chauncey before publicly announcing her intent to pursue the commission seat. Buck also said her decision had little to do with the indictment.

"I wouldn't say it had to do with her vulnerability as much as I think citizens deserve to have good people run for office and have a good choice," she said. "I really feel this is the time for me to run."

The other candidates in the race are Republicans Glen Easter and Grant Claycomb and Democrats John Stephens and John Bonaventura.

Although Kincaid-Chauncey is committed to serving another four years on the board, she realizes she might not make it through a tough primary race with Chowning and Collins. If she loses, she'll do what she hopes every voter in her district does: look at the candidates' qualifications and support the one most capable of serving the constituents.

"Whatever happens is what God intends to happen in my life," Kincaid-Chauncey said. "He expects you to work for what you want and pray for what you want and, sometimes, the answer is `no.' "

$5 Dinner Party by the Paradise Democratic Club in Las Vegas

The Paradise Democratic Club of Las Vegas (PDCLV) held a "MEET YOUR DEMOCRATIC CANDIDATES $5 DINNER" HONORING NEVADA DEMOCRATIC PARTY CHAIR ADRIANA MARTINEZ on August 18, 2004, 6:30 PM at its new meeting place, the Teamsters local #14 building, 1250 Burnham St., Las Vegas.*2

President of PDCLV John Ponticello welcomed all the participants whom were full of the Hall. He then introduced important elected officials Dina Titus, Michael Douglas, Mark Denton, Doug Smith, Michael Cherry, Cheryl Moss, Bob Lueck, among others, and important professionals Tom Gallagher, Dr. Tony Lei, Charlie Waterman, Nancy Diaz, among others.

As also a "Meet Your Democratic Candidates" party, the final thing was for the election candidates to introduce themselves which included: Vonne Chowning, Jim Germain, Lori Lipman Brown, Tom Kirkpatrick, Gloria Sturman, Gayle Beck-Nathan, Steven Horsford, Tammy Green, among others.

The highlight of the dinner party was the Achievment Awards to Adrianna Martinez, Nevada Democratic Party Chair, by U. S. Senator Harry Reid, U. S. Congresswoman Shelley Berkley, Las Vegas City Mayor Oscar Goodman, and PDCLV through the President of PDCLV John Ponticello.

Adrianna is a native Nevadan, born in Las VegasShe received a Bechelor of Arts degree from Brooks Institute, Santa Barbara, California. Adriana taught photography at the Community College of Southern Nevada.*3

Adrianna acquired the seat as the State Chair of the Democratic Party in May 2003. She is a true Democrat who believes in the ideals ans principal's of the Democratic Party.*4

This is an annual event in Las Vegas, but the participants may include certain people all around Nevada through RSVP. Under the leadership of John, the $5 Dinner party has been a famous activity for already many years.*5

"Harry Reid's campaign for a fourth U.S. Senate term is stretching far beyond Nevada. Money flows in from Alaska to Maine and out of the pockets of casino operators, trial lawyers, union leaders and members of Hollywood's glitterati. Focused on a $10 million goal, Reid has raised money from every state, Puerto Rico and the District of Columbia," reported ALLECIA VERMILLION of
STEPHENS WASHINGTON BUREAU.*2

"Reid's reach further illustrates his journey from tiny Searchlight to a standing as a national politician, one of the most powerful members of the U.S. Senate as the No. 2 Democratic leader. According to Federal Election Commission reports, Reid has raised $7.8 million through June 30, already a record for a Nevada political campaign," the Reporter continued.*3

"According to Guy Rocha, assistant administrator for archives and records for Nevada, $10 million would be the most anyone in the state has ever amassed for a U.S. Senate campaign. The largest amount up to now, Rocha said, was John Ensign's $5.5 million war chest for his successful 2002 U.S. Senate bid. Even if he does not make his goal, Reid has already broken this record," concluded Allecia Vermillion.*4

Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*7

U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*8

On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*9

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

"Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishments to improve the quality of life of all Nevadans and help people realize the American Dream, " said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), who was invited with his wife as guests to the Event by Congresswomen Shelley Berkley, County Commissioner Yvonne Atkinson Gates, and former Las Vegas City Mayor Jan Laverty Jones.

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. His commitment to public service and distinguished record of fighting for the values we hold so dear has touched the lives of many in Nevada and across the country," wrote U.S. President Candidate and Vice President Al Gore. The distinguished accomplishments of Senator Reid has given he himself for us a successful model for people who wish to realize their American Dream.

The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. In a citizens society, it depends highly on the team of public intellectuals to integrate people's opinions, to analyze rationally, and to point out wise persperctives and notice. A public intellectual plays an important and significant responsibility of mission to evaluate public activities, to reflect people's opinion, to lead citizens, and to predict crisis. Public opinion is therefore made through the effort of the public intellectuals by their wise investigation to the people's mind and willingness, and by their right understancing and analysis toward the facts. U.S. Americans W. Lippmann and J. Raston, German E. Noalle-Neumann are ideal representatives of such kind of persons as of the public intellectual. Community service is important to our people and society, moreover we wish individuals as our public intellectual may also encourage more volunteers, events, and projects to better the quality of life of all our residents and visitors of Nevadan through community participation.*10

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the lastest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your outstanding participation in the political, business, and educational processes. 一天只睡一個小時的大美人蕭薔,將在北市北區對決民進黨的大美人蕭美琴。

兩「蕭」對決,不論誰能勝出,選民勢將大飽眼福。

七月屏東,驕陽曬得人頭發昏,此時,第一美女蕭薔款款上台,原本已經快發昏的立委蔡豪,卻如同醍醐灌頂般地立刻精神大振﹔在蕭薔的身上,他看到了無窮的希望,他決定,要邀請第一美女代表剛成立不久的無黨團結聯盟參選立委。

聯繫的結果,蕭薔及她旁邊的友人對於這個提議都表示了高度的興趣,這當然讓立委蔡豪喜出望外。

蔡豪說,蕭薔無疑是無黨聯盟綜藝天王吳宗憲後的另一強棒級候選人。

掩不住滿臉喜悅的蔡豪說,無黨聯盟這次是奇兵盡出,將來還會亮相的還有不分區第一名的林青霞,以及日前捐款一億元供總統大選驗票的美國商人孫大衛。

吳宗憲、蕭薔,加上林青霞、孫大衛,無黨聯盟對年底立委選舉勢在必得的決心,昭然若揭。

問題是,蕭大美人最近在事業上,面臨第一名模林志玲來勢洶洶的挑戰,以及不曾有過選戰的經歷,她的勝算有多少呢?

事實上,立委蔡豪雖然打得一手好算盤,不過,北市北區的泛綠大樁腳有點酸葡萄說,蕭薔固然是超人氣的明星,形象、資歷在有意參選的演藝明星中,也是不二人選﹔但她過得了蕭美琴這一關嗎?蕭美琴長得美、學歷高,不論是年輕人,還是歐里桑,都有死忠的「粉絲」,他就不信蕭薔選得過蕭美琴。

支持蕭薔的「粉絲」也有不甘示弱的看法。

北市北區的選舉是看基層,別忘了蕭薔是以前北三區(北投、士林、大同)長大的孩子,他的家族在當地也有相當的人脈﹔真要動員起來,絕對能撼動泛綠的基本樁腳,更別說還有無黨聯盟十大立委的力挺,誰贏誰輸,現在說恐怕早了點吧!

從積極運作吳宗憲、蕭薔投入選舉來看.....

例如台北縣第二選區的鄭余鎮,在經過王筱嬋那段「天上掉下來的禮物」桃色風波,以及離開民進黨加入無盟的朱星羽,都是藍綠兩大陣營的夾殺目標,想保住十席已經不易﹔奇兵盡出,能保住原有的戰果,對無盟來說,就是一大勝利,想拿下十五席恐怕還有待努力。

據悉,這些日子以來,張博雅及蔡豪分頭到各縣市,尋找有機會當選、且不屬於藍綠的「自由候選人」。

七月初,蕭薔遠赴屏東,為一項活動代言,在該項活動上,蔡豪遇上蕭薔,就認定「蕭大美人」是最佳人選。

蔡豪表示,一回到台北他馬上和蕭薔聯絡,蕭薔及她旁邊的友人都表示極高的興趣,不過,對蕭薔來說,這項決定攸關未來生涯規劃,必須審慎思考。

蔡豪說,蕭薔是繼吳宗憲之後無盟的另一支強棒。

吳宗憲可能在台北縣第三選區參選,蕭薔則會投入北市北區的戰局。

蔡豪說,吳宗憲原本打算在北市南區,轉戰北縣三選區是經過審慎評估。

雖然吳宗憲的知名度高,但他的知名度卻無法完全轉化為高支持度,在北縣較能將知名度變為選票。

蕭薔的情況又不同,蔡豪說,蕭薔本來就有知性美,除了美之外,她還可以以知性美吸引到不少中產階級的選票。

蔡豪說,目前蕭薔及親近的友人正在評估、討論參選立委的可能性。

她還希望能夠繼續發揮自己的能力,服務更多的人。

從嫵媚動人的絲襪廣告、到自信滿滿的化妝品廣告,有「第一美女」封號的蕭薔一直是眾人目光的焦點。

而「六分鐘護一生」的公益廣告,以及積極寫書、參加各類公益活動,更讓蕭薔增添許多正面的形象。

其中的精心佈局,不難看出蕭美女想進軍政治舞台的用心。

長久以來,在廣告市場出盡鋒頭的蕭薔,對政治一向敏感且畫清界限,避免因為選邊站而影響了自己的演藝生涯。

如今她也同樣不希望自己染上任何黨派色彩,只希望藉著一己之力來「服務大眾」。

面對廣大的「粉絲」,蕭薔不願預測有多少支持度,她淡淡地說:「很多事時候到了就會見真章,事前想太多沒什麼用。

充滿自信的蕭大美女深信自己的魅力及內涵,絕對具有「影響」大眾的力量,以後要爭取支持率,絕對不是什麼難事。

* Eighty-seven percent of Nevada land is managed by the federal government.

* Area 51, a top secret area of Nellis Air Force Range and Nuclear Test Site, is rumored to have housed the development of the first Stealth bomber and alien and UFO research facilities.

* Nevada is the seventh largest state in size.

* The nation's largest silver deposit, the Comstock Lode, was found in Nevada in 1859.

* Nevada is the driest state in the nation with an average annual rainfall of seven inches.

* Nevada has the only complete skeleton of an Ichthyosaur, an extinct marine reptile measuring 55 feet.

* Nevada is the largest gold-producing state in the U.S. and third in the world behind South Africa and Australia.

Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*4

U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*5

On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*6

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

"Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishments to improve the quality of life of all Nevadans and help people realize the American Dream, " said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), who was invited with his wife as guests to the Event by Congresswomen Shelley Berkley, County Commissioner Yvonne Atkinson Gates, and former Las Vegas City Mayor Jan Laverty Jones.

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. His commitment to public service and distinguished record of fighting for the values we hold so dear has touched the lives of many in Nevada and across the country," wrote U.S. President Candidate and Vice President Al Gore. The distinguished accomplishments of Senator Reid has given he himself for us a successful model for people who wish to realize their American Dream.

The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. In a citizens society, it depends highly on the team of public intellectuals to integrate people's opinions, to analyze rationally, and to point out wise persperctives and notice. A public intellectual plays an important and significant responsibility of mission to evaluate public activities, to reflect people's opinion, to lead citizens, and to predict crisis. Public opinion is therefore made through the effort of the public intellectuals by their wise investigation to the people's mind and willingness, and by their right understancing and analysis toward the facts. U.S. Americans W. Lippmann and J. Raston, German E. Noalle-Neumann are ideal representatives of such kind of persons as of the public intellectual. Community service is important to our people and society, moreover we wish individuals as our public intellectual may also encourage more volunteers, events, and projects to better the quality of life of all our residents and visitors of Nevadan through community participation.*7

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the lastest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your outstanding participation in the political, business, and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. The Nevada Commission for National & Community Service is currently accepting nominations for the Governor’s Points of Light Award. Nominations must be submitted no later than Aug. 25, and honorees will be announced at an awards dinner on Oct. 14 in Las Vegas.*2

The Governor’s Points of Light Award recognizes individuals who have demonstrated ongoing dedication, commitment, and determination in promoting and supporting volunteerism throughout Nevada. It is the highest honor bestowed by the Nevada Commission for National & Community Service, and is a way of inspiring individuals to make a positive impact in the lives of others.

Nomination criteria includes:

Achievement. The nomination must reflect the accomplishments achieved through the voluntary service performed by the individual, business, or agency.

Need. The voluntary service must address human, educational, environmental, or public safety needs.

Innovation. The voluntary service should reflect innovative or unique approaches to solving serious social problems.

Mobilization. The voluntary service should result in or present opportunities for mobilizing other volunteers.

Endurance. The voluntary service must be hands-on and ongoing rather than a one-time activity, with exception of short-term crisis situations.

***About Governor Kenny Guinn (by the Editor of this flier):

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

*A Great Singapore Success in Las Vegas, Nevada

In greetings to the event, celebration of Singapore's National Day, held by the Singapore Association of Nevada (SAN), a team of six people led by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) were welcomed sincerely by Jonathan V. Galaviz, President of SAN. The celebration party was held in the meeting room of Spring Valley Library, Las Vegas, Nevada on August 14, 2004.

The members of the Team included: (1) Dr. and Mrs. Tony Lei; Tony Lei; (2) Ms. Helen Hsueh, Publisher and President of Las Vegas Chinese Daily News (Represented by Mrs. Judy Lei); (3) Ms. Mindy Gao, Reporter and Acting Director of the Las Vegas Office of the Chinese Daily News (World Journal), (4) Miss Audrey Cheng, Reporter and Representative of SNCW and Rep. of President Robert Song of Pan-American LFSC; (5) Miss Iris Zhang, Agent and Representative of America Asia Travel Center Inc.; and (6) Mr. Roger Ku, President of CRK Inc.

It was the largest team among the many ones from the American and Asian communities of Nevada in the celebration party.

The Las Vegas, Nevada celebration of Singapore's National Day on August 14, 2004 (organized by the Singapore Association of Nevada) was a great success. CARSON CITY – Gov. Kenny Guinn will honor four firefighters who distinguished themselves with acts of bravery during July’s Waterfall Fire, in a 9 a.m. ceremony on Wednesday, Aug. 18, in Gov. Guinn’s office in the Capitol Building.*2

Gov. Guinn will award certificates of recognition to Nevada Division of Forestry Captain Tim Leighton, firefighters Gregg Tibbetts and Eric Reymus, and firefighter Kevin Kleinworth of the Central Lyon County Fire Protection District.

“All four of these individuals, who put the safety of others before their own, are also emblematic of a tremendous overall interagency firefighting effort by hundreds of individuals who demonstrated heroic measures throughout the Waterfall Fire,” Gov. Guinn said. “By honoring them, the State of Nevada is honoring all of the firefighters who saved countless homes and businesses and ensured that no lives were lost during one of the most threatening fires Western Nevada has ever experienced.”

Nevada State Forester and Fire Warden Pete Anderson echoed Gov. Guinn’s sentiments.

“Throughout the Waterfall Fire, there were selfless acts taken by our firefighters in the Kings Canyon, Lakeview and Timberline areas, which greatly minimized the damage to homes and neighborhoods,” he said. “The Governor recognizes all of the selfless actions taken by our interagency firefighters through the presentation of these awards.”

"Google, the world's most-used Web search engine, may close bidding in its auction-style initial public offering as soon as 2 p.m. today, moving it closer to completing what may be the most biggest-ever internet-company IPO," reported Brett Cole on August 17, 2004.*19

"Google co-founders Larry Page, 31, and Sergey Brin, 30, chose an auction-style IPO to give individual investors an opportunity to buy shares alongsid institutions, the company said in SEC filings. Google's IPO auction may cut investment-banking fees to 1.5 percent, said Michael Madden, principal at New York-based buyout firm Questor Management Co. Google makes most of its money by linking advertisements to search results. That and other forms of advertising constitute 98 percent of Google's revenue, the company said in an SEC filling," continued the reporter.*20

"We need individuals who can restore hope and create positive changes in our society. It is our responsibility as educator to produce leaders who will take that initiative. To do so, we must be at the level of the individual student and alumnus. Utimately, the school must strengthen the student's intellect and create a better, bolder, and more ehical thinker who will yield the greatest impact on the community in roles as educators therapists, and business persons," siad Nancy Magnusson Fagan at the time when she was the Dean of the Graduate School of Education and Psychology, Pepperdine University.*1

Today, one of the important slogan of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is: To become more effective online communication in every online venue!

Starting from 1980, the author had been benefit deeply from two main courses of the program of Doctorate Degree of Education (Ed. D.) in Institution Management of Pepperdine University.*2 They were: (1) ED 740 Computer Utilization in Institutional Management; and (2) ED 730 Methodological Approaches to Educational Research and Evaluation. The technical skills and knowledge of information management had sharpened his abilities of the research, management, and teaching in a national organization of information management and the graduate school of business administration. After many years of administrative resposibility in higher policy-making organization and teaching the graduate school of business administration in famous universities, the author concentrated effort to study and acquire the knowledge and utilization of effective information management in the United States of America. That was ten years after he received his M. B. A. from Pepperdine. His two years of computer consulting job at the Computer Laboratory of the Graduate School of Education and Pshchology and the School of Business and Management of Pepperdine University advanced the practical experience on information management for him to complete his dessertation entitled "A Study of the Impact of Enrollment in a Computer Science Class on Mathematics Scores and Attendance in a Secondary School". He taught information management as an Associate Professor for five years at the Graduate School of Business Administration of National Chunghsing University before he became a Fellow of Management for the former Dean of the School of Business and Management of Pepperdine University in 1991.
He received his M. B. A. and Doctor of Education in Institutional Management from Pepperdine University in 1969 and 1990, respectively.

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. "They are the pipeline of raw material with which the nation's --- and the world's --- leading business build the future. And MBAs are not limited to the traditional corporate world: From Wall Street to Madison Avenue, from Sand Hill Road to 1600 Pennsylvania Avenue, today's MBAs lead organizations large and small, in every conceivable industry. They are the executives and entrepreneurs who power the economy."3

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*4

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *5

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

President Andrew Benton of Pepperdine University took the opportunity to give the Grduate Schools Board of visitors a sneak preview of the campus in last May. The president, along with Dean of the business school Dr. Linda Livingstone, hosted several special guests including David Mount, Mrs. Reva Graziadio, who was accompanied by her daughter and son-in-law, Aliva and Stevan Calvillo.

In Addition, President Andrew Benton welcome former U. S. President Gerald Ford. "It is so right that he is here today, becuase when he serve on our Board of Regents we were envisioning this project," President Benton remarked.*2 President Ford understood what the completion of the Drescher Graduate School meant. More importanly he understood that the project reprents all that is good about a generation of people who continue to build a great America.

"I think our country should be proud of the fact that we proved that free enterprise, free election opportunities, free economic systems could prevail over state-run, governmen controlled nations," said President Ford.

"How can we leave the world in a better conditiion than we found it? Near the top of such answers is this: Build a teaching institution that is grounded in timeless truths. Or, as our mission statement expresses it, 'Pepperdine is a Christian unversity committed to the highest standards of academic excellence and Christian values, where students are strengthened for lives of purpose, service, and leadership.' That is a mission worth investing a life in," pointed out President Benton at his message on the "Pepperdine People".*10

To encourage a good writing and to inspire a good idea, we must have good readers and sincere friends!*11 One of the examples has been shown at the bottom paragraphs of this feature article.

In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*13

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*14

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. VETERAN’S AFFAIRS awards Southern Nevada
Memorial Cemetery grant for Expansion Project

CARSON CITY – Gov. Kenny Guinn announced today that the Department of Veteran’s Affairs (VA) has awarded the Southern Nevada Veteran’s Memorial Cemetery in Boulder City a grant in the amount of $1,641,726. The grant will cover 100 percent of allowable costs for the expansion of the cemetery.*2

The state-run Veterans Memorial Cemetery, located about 30 miles south of Las Vegas, is one of the busiest state cemeteries in the country, providing 1,533 burials in the past year. The grant will cover the initial phase of the expansion, which entails the procurement of 1,800 single and 1,780 double-depth lawn crypts. Once the construction and installation process begins, the amount of the grant will be increased to cover crypt installation costs as well as to provide necessary infrastructure, such as roads and irrigation. In total, the expansion is expected to provide about 7,500 new gravesites.

“This award, and an increasing number like it for state veteran’s cemeteries, recognizes the contributions of America’s aging veterans, “ Gov. Guinn said. “I am thankful to the Department of Veteran’s Affairs and the federal government as a whole for recognizing Nevada’s veterans, continuing to honor them for their selfless contributions to our nation and showing them the support they certainly deserve.”

Anthony J. Principi, Secretary of Veteran’s Affairs, approved the award. The state had to first submit a preapplication that was screened by VA officials to determine if there was a significant need and if the project was financially viable. Once the preapplication was accepted and the VA confirmed that the proposed project meet the requirements for funding, the state began the design phase of the project using its own money to finance the development of architectural and engineering plans. These plans were then submitted to VA officials for a final approval before the state was authorized to submit its formal application for award of the grant.*3

*A Great Singapore Success in Las Vegas, NV

In greetings to the event, celebration of Singapore's National Day, held by the Singapore Association of Nevada (SAN), a team of six people led by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) were welcomed sincerely by Jonathan V. Galaviz, President of SAN. The celebration party was held in the meeting room of Spring Valley Library, Las Vegas, Nevada on August 14, 2004.

The members of the Team included: (1) Dr. and Mrs. Tony Lei; (2) Ms. Mindy Gao, Reporter and Acting Director of the Las Vegas Office of the Chinese Daily News (World Journal), (3) Miss Audrey Cheng, Reporter and Representative of SNCW and Rep. of President Robert Song of Pan-American LFSC; (4) Miss Iris Zhang, Agent and Representative of America Asia Travel Center Inc.; and (5) Mr. Roger Ku, President of CRK Inc.

It was the largest team among the many ones from the American and Asian communities of Nevada in the celebration party.

The Las Vegas, Nevada celebration of Singapore's National Day on August 14, 2004 (organized by the Singapore Association of Nevada) was a great success. We had over 65 guests; many Americans attended and showed their support for the further development of economic and political relations between the State of Nevada and the Republic of Singapore. Developer plans business park in Summerlin
Office, retail, medical center slated

Mark Fine Plans to build office, retail and medical center in Summerlin.*2

Las Vegas developer Mark Fine has closed escrow on a 7-acre parcel in the master-planned Summerlin community and plans to build a 70,000-square-foot office, retail and medical center.

The land at Interstate 215 and Town Center Drive was acquired from The Howard Hughes Corp. for $5.8 million.

Plans for the business park call for a retail component, a bank, veterinarian's office and 60,000 square feet of office pads for sale, Fine said Thursday.

"We found a little niche here," he said. "That area is way underserved at present for retail and office. We think having the ability to be in development as early as we are is a good opportunity."

Fine also developed Hills Center Business Park in Summerlin, which is completely sold out, and has five lots remaining out of 24 at Hills Center North Business Park.

He said the success of those projects underscores the demand by small and midsize professional office users to own their buildings.

The Town Center Drive development gives business owners the opportunity to purchase pads for buildings ranging from 3,000 to 20,000 square feet with convenient access to the beltway.

"We think the 215 is going to be the most important new freeway," Fine said. "There's a lot of action along the 215. Being in Summerlin on Town Center Drive gives us a premium location."

The center is ideally suited for financial, legal, insurance, real estate, dental and medical office users, he said. The Nevada Cancer Institute is under construction nearby.

Plans and approval for the $25 million project will probably take about six months, with construction expected to begin in the spring.

James Wilmot, project manager for Mark L. Fine & Associates, said Summerlin's residential growth provides a foundation for office and retail development in the area.

"From July 2003 through March 2004, nearly 200 jobs a month were created in Summerlin," he said. "The business community in Summerlin is as thriving and active as the residential community."

Fine also owns 4 1/2 acres at Bonneville Avenue and Grand Central Parkway and is evaluating several development concepts, including office, residential and furniture uses to augment the downtown World Furniture Mart.*3

On Thursday evening at the Cannery, Berkley showed just how different this year will be thanks to the GOP, which didn't come up with a standard bearer, or even a minor opponent.*6

With no need for aggressive fund raising or advertising, Berkley could throw a party.

And her campaign kickoff event appeared at times like a wedding, at times a rally and most of all like a good-old summer barbecue in a big ethnic neighborhood back East, complete with booze, huge burgers and the band Doo-Wop.com, playing a steady dose of '50s and '60s music.

The bride at this affair was thrilled to take the stage without any notable objections from across the aisle. She faces two grass-roots speed bumps in the Democratic primary before a general election bid against the winner of a three-person GOP primary.

Thursday was her coming out party, and she made it clear to the candidates she allowed microphone time, who was being feted.

Berkley, dressed in a shiny red pantsuit with matching shoes, told the crowd of hundreds they could "party all night."

"I wanted to do something different this year," she said from the stage of the North Las Vegas casino's The Club, which had opened its back door to the festivities outdoors.

The rally part came in her very brief stump speech, in which she said: "This election is the most important election in my lifetime, for this nation.*7

At the time when Shelley was elected as the Member of IRC, she told Las Vegas Review-Journal that to promote the tourism, trade, and investment with foriegn countries for Nevada and our states is her primary interest. Her emphasis is enhancing the 2004 mission of WBTI:

To encourage and promote academic research, community service, humane spirit, and educational programs.

(CBCI), Shangshai People's Municipal Goverment Cooperation Office (SPMGCO), and China State Development and Planning Commission as Organizer of Nevada Expo Mission to China to attend the Annual International Mayors for City Development Forum and Shanghai International Industrial Fair and Yangtze Investment Project Expo. Joined together with the invitation by Xiemen, Fukien, China for the cooperation of education and business between Fukien and Nevada, WBTI will organize a sound team joined by many high-ranking officials both of Nevada and California. U. S. Congresswoman Shelley Berkley, Nevada Lt. Governor Lorraine Hunt, and Las Vegas City Mayor Oscar Goodman have been honored by WBTI, CBCI, SPMGCO, and World American Scholastic Placement (WASP) as Honorable Chairpersons of Nevada Expo Mission to China.*9

In the middle of this year, it is our pleasure to post the Message of our President on January 1, 2004:

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's endeavor for education and community here in America. A coolie hard woker like him could dedicate to education by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? We agree with a District Judge of Family Court who pointed out that our Institute has worked for our community in Southern Nevada more than eight years based on our belief that "By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our characters and experience the abundant reward that comes from serving others. Let our heroes be the great servants who have given all for the betterment of others' lives. Let our candle fuel a fire that will fan out an ever-increasing circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy." By loving the God, we love the atmosphere here, we love the environment here, and especially we love the people here in our community.

For our people and community, our talent and power are very limited, but our mission and dignity are large and high. We will never regret that our efforts and wisdom that dedicate to the promotion of the quality of life of the residents and visitors of Nevada are encouraged by many officials, business, multimedia, among others, but without a penny through them because we did not ask for money. For many years, we taught people successfully to make money through the modern knowledge of organization and management in business. For the years to go, we will continue to encourage our friends to love the God, and to love our people, professionalism, community, and country.

In this 21st Century new era and society, we need economic growth and personal prosperity, but we need also to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure fountain may prosper and enrich our splendid and silver country through: the power of public service that based on knowledge is the power of rightousness; the advancement of technology, entreprenueship, and innovation; and the spirit that knowledge calls, ultimately, for a life of service.

SOLVING *NEVADA’S MENTAL AND PUBLIC HEALTH CRISIS

As Governor, one of my priorities has been the health care needs of our citizens, which I noted in a recent guest column in the Las Vegas Sun. A fundamental part of any health care system revolves around the ability for people who have medical emergencies to have timely access to needed services.*2

Last month, this issue came to a head when Clark County Manager Thom Reilly proclaimed a state of emergency due to mental health patients overcrowding hospital emergency rooms. This issue, however, did not become a crisis overnight. In my budget presented to the 2003 Legislature, there were several initiatives to address the growing mental health needs in the Las Vegas area. They include: a new 150-bed psychiatric hospital scheduled to open in spring 2006; a second program for an assertive community treatment team; a mobile crisis team to visit local hospitals and help triage mental patients; expanded medication clinic services, residential supports and service coordination. Overall, the mental health budget increased 35 percent in southern Nevada for the 2004-2005 biennial budget.

Currently, there are only about 140 psychiatric hospital beds that are available to provide care to the adult population in the Las Vegas area, of which the state operates 103. These psychiatric beds serve a seriously mentally ill population estimated to be 5 to 6 percent of Nevada’s population (between 75,000 to 90,000 people in the Las Vegas area). Four years ago, the number of psychiatric beds in the Las Vegas area was double this number (260 beds). Three local hospitals have closed 133 psychiatric beds since 2000, severely limiting southern Nevada’s ability to handle the needs of the seriously mentally ill.

Clearly, the closure of private psychiatric beds and population growth alone have put extreme pressure on Nevada’s public health care system. In December 2003, an average of 24 mentally ill patients were in local hospital emergency rooms waiting for admission to the state hospital. For some reason, 2004 has seen a tremendous increase, with average growing to 57 per day in June 2004 and peaking on July 9 of this year to more than 100. In July, the state responded by contracting Westcare, a local non-profit, to provide relief to hospital emergency rooms. Using emergency funding, Westcare, senior staff and hospital emergency room staff were able to transition about 100 patients out of the emergency rooms of southern Nevada.

Unfortunately, due to the limited nature of emergency funding, this resource is not available on an ongoing basis. Therefore, the state also used emergency funding to rehabilitate 28 beds on the southern Nevada mental health campus to help with overcrowding conditions. The Nevada State Legislature has been asked to provide funding to operate these beds and will make this decision on Aug. 12. I have urged them to provide the ongoing funding necessary.

We all must plan for future needs, including staffing more hospital beds at the state facility, providing more community-based resources and encouraging the private sector to provide mental health care in the community and in hospitals.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

CARSON CITY – Gov. Kenny Guinn announced today that the Department of Public Safety has received a $384,000 federal grant from the Bureau of Justice Statistics as part of the U.S. Government’s National Criminal History Improvement Program (NCHIP). The goal of the NCHIP is to improve the nation’s safety and security by enhancing the quality and accessibility of criminal history record information and by ensuring the nationwide implementation of criminal justice and noncriminal justice background check systems.*2

The Bureau of Justice Statistics provides direct financial and technical assistance to states to improve criminal history and other related records. It also helps states develop the necessary infrastructure to allow them to connect to national record check systems, both to supply information and to conduct the requisite checks.

The funds will allow Nevada to:

· Support integration efforts as part of the Multi-County Integrated Justice Information System. This involves integrating the justice information from the operating systems of participating entities in four counties and transmitting criminal case dispositions and other required criminal justice information to the criminal history repository.

· Support activities to reduce disposition backlog at the criminal history repository.

· Provide equipment for the Department of Public Safety’s Network Encryption Project, which will allow the state to complete network encryption of the law enforcement network and meet established deadlines for NCIC security policy.

· Provide personnel support for program administration of the National Criminal History Improvement Program.*3
