Gov. Guinn Appoints Dr. Held to
Nevada State Board of medical examiners*2

CARSON CITY - Gov. Kenny Guinn today announced the appointment of Dr. Charles Held of Gardnerville to the State Board of Medical Examiners.

"Dr. Held is highly respected in the medical community," Gov. Guinn said. "He will bring knowledge, integrity and a strong commitment to service to this board. I am pleased he is willing to serve."

Held, 58, has been practicing in Nevada since 1979 and moved his practice from Reno to Gardnerville in February of 2002, where he is in private practice specializing in pulmonary medicine and sleep disorder.

"I want to thank Gov. Guinn for honoring me with this appointment," Held said. "As a member of this board I will work diligently to uphold the standards of Nevada's medical community and maintain the health of our state's citizens."

Held has served on the staff of several area hospitals, including St. Mary's Hospital, Northern Nevada Medical Center, Washoe Medical Center, Carson-Tahoe Hospital, Veterans¡¦ Administration Hospital, and as a Clinical Associate Professor of Medicine at the University of Nevada. He is currently on the consulting staff of South Lyon Medical Center in Yerington and Barton Memorial Hospital in South Lake Tahoe.

The Board of Medical Examiners is responsible for establishing standards for licensure of physicians in the state; conducting examinations for licensure and establishing a system of scoring for those examinations; investigating the character of each applicant for a license and issuing licenses to those applicants who meet the qualifications set by the board.

The term of office for board members is four years with a two-term limit.

Held replaces Dr. Robin Titus of Wellington.*3

GOV. Guinn KEYNOTE SPEAKER AT SUMMIT VIEW RIBBON CUTTING

CARSON CITY - Gov. Kenny Guinn will deliver keynote remarks at a ribbon cutting ceremony to mark the opening of Summit View Youth Correctional Center as a state-operated facility at 10 a.m., Monday, March 22 in Las Vegas. Summit View Youth Correctional Center is located at 5730 Range Road.*4

Summit View, a 96-bed secure juvenile facility, is operated by the State of Nevada's Division of Child and Family Services. It will provide a secure facility for serious and chronic juvenile offenders committed from Nevada's nine judicial districts.

Summit View was initially opened by a private provider on June 1, 2000, but closed in January 2002 when the provider terminated the management contract with the State due to numerous personnel, management and operations problems.

The 2003 Nevada Legislature approved Gov. Guinn's budget request for state operation of the facility to restore needed bed space in Nevada. The facility re-opened as a state-run operation on Jan. 26 with 24 youth.

Under State operation, Summit View will provide:

*** A safe, secure environment for youth and staff.

*** Programs to educate youth, including vocational and social skills programs.

*** Treatment services for youth with mental health and substance use disorders.

*** Victim restoration and public safety.*5

"We need individuals who can restore hope and create positive changes in our society. It is our responsibility as educator to produce leaders who will take that initiative. To do so, we must be at the level of the individual student and alumnus. Utimately, the school must strengthen the student's intellect and create a better, bolder, and more ehical thinker who will yield the greatest impact on the community in roles as educators therapists, and business persons," siad Nancy Magnusson Fagan at the time when she was the Dean of the Graduate School of Education and Psychology, Pepperdine University.*1

Today, one of the important slogan of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is: To become more effective online communication in every online venue!

Starting from 1980, the author had been benefit deeply from two main courses of the program of Doctorate Degree of Education (Ed. D.) in Institution Management of Pepperdine University.*2 They were: (1) ED 740 Computer Utilization in Institutional Management; and (2) ED 730 Methodological Approaches to Educational Research and Evaluation. The technical skills and knowledge of information management had sharpened his abilities of the research, management, and teaching in an national organization of information management and the graduate school of business administration. After many years of administrative resposibility in higher policy-making organization and teaching business school of famous universities, the author concentrated effort to study and acquire the knowledge and utilization of information management in the United States of America. That was ten years after he received his M. B. A. from Pepperdine. His two years of computer consulting job at the Computer Laboratory of the Graduate School of Education and Pshchology and the School of Business and Management of Pepperdine University advanced the practical experience for him to complete his dessertation entitled "A Study of the Impact of Enrollment in a Computer Science Class on Mathematics Scores and Attendance in a Secondary School". He taught information management for five years at the Graduate School of Business Administration of National Chunghsing University.

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *5

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*7

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

President Andrew Benton of Pepperdine University took the opportunity to give the Grduate Schools Board of visitors a sneak preview of the campus in last May. The president, along with Dean of the business school Dr. Linda Livingstone, hosted several special guests including David Mount, Mrs. Reva Graziadio, who was accompanied by her daughter and son-in-law, Aliva and Stevan Calvillo.

In Addition, President Andrew Benton welcome former U. S. President Gerald Ford. "It is so right that he is here today, becuase when he serve on our Board of Regents we were envisioning this project," President Benton remarked.*2 President Ford understood what the completion of the Drescher Graduate School meant. More importanly he understood that the project reprents all that is good about a generation of people who continue to build a great America.

"I think our country should be proud of the fact that we proved that free enterprise, free election opportunities, free economic systems could prevail over state-run, governmen controlled nations," said President Ford.

"How can we leave the world in a better conditiion than we found it? Near the top of such answers is this: Build a teaching institution that is grounded in timeless truths. Or, as our mission statement expresses it, 'Pepperdine is a Christian unversity committed to the highest standards of academic excellence and Christian values, where students are strengthened for lives of purpose, service, and leadership.' That is a mission worth investing a life in," pointed out President Benton at his message on the "Pepperdine People".*10

SAVINGS FROM LEASE-PURCHASE PRACTICES

During the course of my administration, I have sought innovative ways to reduce costs for state government. On Monday, I was part of a groundbreaking ceremony for the new Conservation and Natural Resources Building, which will be constructed as part of the capitol complex in Carson City. I thought I would take a moment to tell you about this 120,000-square-foot building, which will actually help us save tax dollars.*2

Each year, state government leases 750,000 square feet of privately owned office space throughout Carson City. The costs associated with such leases are high. In state fiscal year 2002, for example, more than $22 million was spent statewide in rent by state agencies. And, since we usually reserve our bonding capacity for special purposes, such as new schools, university buildings, and prisons, the state has lacked sufficient bonding authority to build a new state office building.

To reduce costs for office space, I worked closely with State Treasurer Brian Krolicki to develop a financing option known as lease-purchase so that a new state office building could be constructed. Under this financing option, a private company will build the Conservation and Natural Resources facility on the capitol complex and will then lease the building to the state for 27 years. When the lease is completed, the state will own this building that will have an estimated value of $80 million.

This agreement helps our state. Once the state owns the building, we will be able to use this $80 million asset to dramatically reduce our rental costs for privately owned office space. During the term of the agreement, the state will receive a direct rental savings of more than $2 million and an operational benefit of $34 million. Moreover, because agencies will now be centralized, they can work together better to improve the services provided to citizens.

I have instructed state agencies to look into this option for other locations in Nevada, including Las Vegas. It is important that we use this innovative financing program in the creation of new buildings, when applicable, for the most efficient use of our taxpayers' dollars.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

WHY: GOP governors will be traveling to Las Vegas, Nevada for a Regional Governors Forum hosted by Governor Kenny Guinn (NV). The Nevada Forum is the first in a series of four RGA Governors forums this election cycle.

During their visit, the GOP governors will participate in an ideas exchange on leading issues as well as the important 2004 elections, which include 11 governors' races.

The nation's Republican governors represent 28 states and approximately 60 percent of the population. These outstanding state chief executives are shaping public policy in key areas such as education, health care, jobs and homeland security. U. S. SECRETARY OF LABOR ELAINE CHAO kicked off a National Hispanic Worker initiative with a $1.9 million grant

Ms. Elaine Chao, U. S. Secretary of Labor, kicked off a National Hispanic Worker initiative with a $1.9 million grant on March 16, 2004. The grant is geared to recruit and motivate workers for Southern Nevada's gaming and hospitality industry.

U. S. Secretary of Labor Elaine Chao and Nevada Governor Kenny Guinn said the new program and grants are as important to employers as they are to immigrant workers at the time when they spoke at Nevada Partners headquarters in North Las Vegas.

"New York - New York President Felix Rappaport, who serves on the board of the Culinary Training Academy that will oversee the grant, said the programs will help employers recruit workers. In addition, he said the new effort will help employers better motivate employees and improve the quality of hotel service, which he called key to the gaming industry." *1

Secretary Chao said that they looked at the need of Hispanic workers to access an array of programs when U. S. President Bush took office. "We looked at clusters where we could be of great service. We started a dialogue with (HERE) President (John) Willhelm. I came here and was very impressed with the programs he had put together. And really a confluence of factors and events (led to the program and grant) we announced today," Chao said.*2

Ms. Elaine Chao, the bright executive administrator of Bush's Reign, told the audience of several hundred Culinary workers that she remembers comings to the United States at her age of eight. She could not speak any English at that time. Secretary Chao said mastering the language was key to her success as a Peace Corps volunteer, head of United Way, and government service.

"She said the new program is designed to support immigrants with the same skills, help workers advance professionally and assist employers in matching placement needs with prospective workers." *3

Governor Guinn said the new programs will help employers find workers and help the employees quality for new jobs and advancement. He told the audience that the grant recognizes the success of the effective training programs that has been practiced and enjoyed here in Nevada.

"The technology that is helping to drive our robust productivity growth is changing the way we work and the types of jobs that are available. This Administration wants to ensure that our job training programs are relevant and that workers are encouraged to continually update their skills," pointed out Secretary Elaine Chao on the "Remarks Prepared for Delivery by

"I recently returned from a trip to Washington and Oregon and talked with workers who were graduates of community college-based job-training programs. One young man told us that he lost his job in the California high-tech industry when the bubble burst and moved back home to Oregon. He learned about a special program at his local community college that partnered with a top Fortune 500 information technology company to train workers with skills in short supply. Today, thanks to that program, he is working for that company," said the Secretary.

"His story¡Xand those of many other workers around the country¡Xis the reason why the Labor Department's number one legislative priority this year is reforming the public workforce investment system that helps train workers. The goal is to bring this program into the 21st century so workers can be trained for real jobs in the real world." *5

At the age of 19, Elaine Chao was elected as a Scholar of the U. S. White House. U. S. Labor Secretary Chao was Chairperson of Federal Air Transportation and Vice President of Bank of American Main Office. In addition, she has contributed many years of community service and charity endeavor notably, as President of United Way, President of Peace Corps, and Senior Fellow of Heritage Foundation.*6

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*7

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Assistant Majority Leader of the United States Senate, Senator Mitch McConnell of Kentucky.

CARSON CITY - Gov. Kenny Guinn joined U.S. Secretary of Labor Elaine Chao in announcing a major hospitality industry grant for Hispanic workers in Las Vegas on Tuesday, March 16.

Secretary Chao awarded a federal grant to the Hotel Employees and Restaurant Employees (HERE) for their Hi-Demand program. HERE is partnering with its signatory hospitality industry employers and Nevada Partners, Inc., a community-based training provider. Together, they will help prepare Hispanic workers with the skills required for opportunities in the growing hospitality industry in Las Vegas, as well as in Atlantic City, N.J.

"This is an important initiative for Southern Nevada¡¦s largest industry and for the fastest growing segment of our population," Gov. Guinn said. "Training is a critical component of any economic development strategy. We appreciate the Department of Labor's support of this project."

The Hi-Demand project has several important objectives:

*** Increase the availability of qualified, skilled workers for entry-level and higher-skilled hospitality industry positions from the growing labor pool of immigrants, new citizens and workers with limited English proficiency.

*** Eliminate language skill barriers for limited English proficient new entrants to the workforce and eliminate career ladder barriers for limited English proficient incumbent workers in the hospitality industry.

*** Enhance the workforce development system's ability to prepare limited English proficient workers to enter the workforce.

*** Provide meaningful access to federally funded assistance for people with limited English proficiency.

*** Support the development of new training partnerships to satisfy demand in other major hospitality industry markets.

The Department of Labor, in response to President George W. Bush's Presidential Advisory Commission on Educational Excellence for Hispanic Americans, has supported collaboration between employers, community colleges and the public workforce system to help Hispanic Americans build the skills required in growing industries such as the hospitality sector. We were told that they remember that the following words by Dr. Sun Yet Sien, the founder of the first country of republic in Asia, when they were chidren: There are three kind of people --- (1)The people who know earlier; (2)The people who know latter; and (3)The people who do not like to know at all. As for the knowledge of truth, the most important thing in this world is for any of the above people to recgnize and realize it through her or his daily life:

A positive thinking: With love we'll be like in the heaven

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present. Whether people is living in the Heaven or in the Hell is up to her or his selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.

Therefore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or yours in the Hell.

According to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the
many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

People asked another professor whether his speech was wonderful or not. He felt that sometime it was wonderful but sometime not. It all depended on luck. "Only if I've wonderful audience, my speech would be definitely wonderful!" he said.

"It's my good experience, like Senator John Ensign's, to be introduced by Dr. Tony Lei to deliver a speech to our Nevadan seniors in the election year of 2000. I'm glad to have a friend like Tony who can merge the modern scientific methodology of management philosophy with the humane spirit and charitable love to the value and belief of the religion. Intelectuals like Nancy Becker, I, Michelle Leavitt, Jessie Walsh, Lisa Brown, Cheryl Moss, Cedric Kerns, Besty Kolkoski, Ann Zimmerman, Natalie Tyrrell, among others in joing with this idea all won in the last election with highest votes within the juridical area. On May 17, 2002, a dinner party was held by Asian American Community for a special tribute to Las Vegas Municipal Court Judge Michelle Leavitt and Justice of Peace Jennifer Togliatti. It was at the Harbor Palace Chinese Restaurant in China Town, Las Vegas. Kenote Speakers were Michelle and Jennifer. Guest of Honor was District Court (family) Judge Cythia Dianne Steel. Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN) and President of Washington Business and Technology Institute (WBTI), and Dr. R. D. Prabhu, Chairperson of CAN-DO were Chairmen of the Event and Dinner Party. Hosts were: David Amebury, Steve Kwon, Tonnie Sison, Mike and Rita Vaswani, among others.

Michelle Leavitt and Jennifer Togliatti are both of them District Jdges of Nevada now.

To pay a special tribute to the high ranking officials with Event and Dinner Party by united the Asian American communities in Nevada has been one of the community service by Washington Business and Technology Institute since its establishment on January 8, 1996. We enjoy the happiness and peace through the mutual cooperation and understanding among the people and government. Our participation and contribution to the community service continuously for many years with wisdom and effort has won the recognition by the mainstream of Nevada.

Life is short, and love by God is eternity. As in our Christian belief and value world, we have enjoyed peace and happiness in surrendering all the peak glory to our beloved teacher and God, Jesus. To hate an enemy hurts one's health, let along to bring problems. Man can not fulfil his attemp by lying the facts. People may not see what you did the evil thing, but to God He knows it obviously. On the other hand, when we forgive our enemy even in secrecy, God knows it also. Reward is from our God to the people who believe Him and follow Him to love our friends and to forgive our enemies. "But I tell you that men will have to give account on the day of judgement for every careless word they have spoken. For by your words you will be acquitted, and by your words you will be condemned." Matthew 12:36-37

I believe God. I love God. And I trust God. Praise God that I have advanced knowledge and talents on my endeavor through the good education of American MBA and doctorate degrees. It is not a funny thing to work for a peak accomplishment with both academic excellence and Christian value through humane endeavors in this World. I work hard. I build. I never attack other people. I like people. I especially like good people. I serve (our friends and community) above self.*4 "Therefore, everyone who hear these words of mine and puts them into practice is like a wise man who built his house on the rock. To kill a mocking bird is not at all necessarilly. Why we need to attack someone who is so happy with our people by just having a 'cup of coffee' in serving others above self? We need more people to praise every good thing. We need also more people to praise every good leader. By this way we are really praising our God. It is because all these good things and peoples are created by God!

"'Master,' said John, 'we saw a man driving out demons in your name and we tried to stop him, because he is not one of us.' 'Do not stop him,' Jesus said, 'for whoever is not against you is for you.' " Luke 9:49-50 If a man worked for community service and God by using your name, why you need to stop him immedeately? In God we trust! "Do not answer a fool according to his folly, or you will be like him yourself. Answer a fool according to his folly, or he will be wise in his own eyes." Proverbs 26:4-5 In another case, if someone struke down your devil for you and for most of our people in your name, do you need to stop him? In God we trust!

Matthew 13:52 I am humble. Everything is decided by God. I read Bible every day. I believe the Bible. I love my greatest teacher and truth--Jesus Christ. I am one of the persons who glorify and thank the Almighty. I believe that we trust God will be with those who honor Him. Without Him, I am nothing, let alone to forgive our enemies!
In our same community, love makes everything better. It is very easy to find how happy are those birds in my backyard. I believe that it is because they do not hate. Dr. Linda Livingstone had been the Dean of Graziadia School of Business and Management of Pepperdine University since June 1, 2002. She received her B.S., M.B.A., and Ph.D. from Oklahoma State University. Dr. Livingstone would bring an international perspective to Pepperdine University. She had helped develop and teach courses in an MBA program in Jinan, China.*1

At the time of Dr. Linvingstone's appointment, Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), wished her endeavor to lead the Graziadio School into this millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School of Business and Management of Pepperdine University and the Graduate School of Business and Public Administration (GSBPA) of WBTI. "On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. This has been arranged appropriately in meeting the need of retirement of our previous Vice Presidents Drs. Sherman Wu and Robert Ni," Dr. John Wang, Spokesman of WBTI, announced on December 5, 2003 in Las Vegas, Nevada, U. S. A..

Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduate with disinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently sits as a civil judge on the Eighth Judicial District Court, Mark has been re-elected in the general election of November 5, 2002.*3 Vice President Mark Denton and his wife 27 years, Alice, have four children: Leslie Marie, 24, Marianne Yvette, 20, Jacqueline, 16, and Patrick, 11.

Valorie J. Vega is a holder of Juris Doctorate degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in International/Translation from UC Santa Barbara.

Vice President Valorie Vega was appointed on February 21, 1999 by Governor Kenny Guinn then had her winning as District Judge of Nevada on May 15, 2000. She has over a dozen years of experience as a jurist prior to which time she practiced in both criminial and civil law arenas. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, procecuting felony cases, and was instrumental in implementing the office's first Sexual Assault and Child Abuse Team.

Disrict Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce and the Latino Bar Association. She is a member of the American Judges Association, the Nevada District Court Judges Association, the Nevada Supreme Court's Committees on Public Trust and Confidence, Hispanics in Politics, among others. Valorie was honored with the 1992 "Women of Achievement Award" from Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995.*4 Vice President Valorie Vega is married, has one child and has been a resident of Southern Nevada since 1978.*5

Here in the Graduate School of Business and Public Administration of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*7

The following letter was issued today to Timothy J. Muris, chairman of the Federal Trade Commission:

Dear Chairman Muris:

We are greatly concerned that the market for refined petroleum products in Nevada, California and Arizona is structurally imperfect. The current market situation exposes our citizens to periodic price spikes that provide windfall revenues for some refiners without a promise for improved supply of these products for consumers. In light of this situation, we request that the Federal Trade Commission establish an ongoing, systematic, and contemporaneous review of the refined petroleum products market in these western states to ensure that the market is not being manipulated.

The western market for refined petroleum products is comprised of a few (currently, 13) refineries that are operated at very high capacity factors. When petroleum supply shocks occur, such as a refinery fire or a maintenance problem, prices increase sharply because demand very quickly exceeds supply. In functional markets the excess profits that result accrue to the operating refineries and are used to increase future supply - new refineries - so that subsequent shocks are mitigated. For a number of reasons, no new refineries have been built in California in more than two decades and many have been closed down. Under these conditions, the excess profits are simply retained by the operating refineries without the free market benefit of an increase in supply.

As pointed out by our colleague Senator Reid, this type of constrained market is highly susceptible to short-term manipulation. Our concern should surprise no one; Nevada consumers were severely harmed during the "California" electricity crisis when electricity wholesalers withheld supply at critical times, claiming unexpected repairs were needed for generators they controlled. Given the infirmity of the market for refined products, the history of price spikes and the windfall profit potential, we are unwilling to accept unsubstantiated representations by the refiners that the market is operating fairly.

Our request for ongoing monitoring of this flawed market will put in place the capability to act swiftly in the event of illegal activity. This deals with our immediate concerns. Our long-term aim is both to facilitate an increase in the supply of refined products and to decrease the demand for them. This we must do in concert with our neighboring states. In fact, some of that effort is already underway. The ultimate set of solutions will undoubtedly require a number of years to implement. During this period continuous monitoring by your agency, empowered with enforcement authority, will be essential to restoration of normal free market protections for Nevada consumers.

We recognize that this is an unusual request. It is typically our practice in the United States to allow markets to ¡§regulate¡¨ prices. But it is simply not prudent for Nevadans to rely on this imperfect market that promises only more frequent and more painful price spikes. As noted above, reliance on a similarly flawed electricity market cost our residents and businesses an estimated one billion dollars over two years. We simply cannot afford to risk our economic future under such unfavorable circumstances.*5

Lined with political and judicial dignitaries on the Thursday's funeral services for Mike O'Callaghan at March 11, 2004, but there's no doubt the former Governor of Nevada O'Callaghan would have been elated to know that a hard-luck veteran like Norm had taken time to bid him farewell. Before the start of the service, Norm came into the crowded Shrine of the Most Holy Redeemer Catholic Church on crutches and took a seat.

"Norm was homeless when he first met O'Callaghan in the late 1980s. Now 79 years old, the World War II veteran never forgot his encounter on the street with the generous and caring former Nevada governor. Although O'Callaghan had been a war hero and hugely popular politician, he was known to the needy in Southern Nevada as one of a handful of nearly anonymous volunteers who, rain or shine, poured coffee and handed out doughnuts," wrote John Smith at his column.*1

"While U.S. Sen. Harry Reid led a heart-felt lineup of eulogists who included each of O'Callaghan's grown children, the church also held hundreds of others who'd also been touched by the bear-sized Irishman with the big grin and seemingly boundless capacity for caring. Homeless advocate linda Lera-Randle El sat beside Norm and couldn't help smiling at the thought the funeral had drawn such a broad spectrum of humanity to say goodbye to the people's governor." *2

Tom Daschle, Senae Democratic Leader, remembers O'Callaghan at the Senate in Washington, D. C.. One day after thousands of Nevadans paid their respects to former Gov. Mike O’Callaghan in Las Vegas, Daschle praised O'Callaghan on the Senate floor Friday. Daschle called Mike O'Callaghan "a true American Patriot and Hero --- who “ffought for the poor and the disenfranchised....each and every day of his life." *3

Mike O'Callaghan, former Governor of Nevada, U. S. A. died February 6, 2004 at age 74. "To the end Las Vegas Sun Chairman Mike O'Callaghan's desk was awash in a sea of paperwork that covered every square inch od space." *5

"Teacher, boxer, Korean War hero, newspaperman, humanitarian and the most popular governor in state history: Nevadans remembered Mike O'Callaghan." *6

"Whether it was on the battlefield, in the boxing ring or in the political arena, anyone who tangled with Mike O'Callaghan never came away unscathed. He was a born fighter, the caliber of charater worthy of the pen of jack London and Earnest Heimingway." *7

"It's difficult to think of Nevada --- or the Las Vegas Sun --- without Mike O'Callaghan, but we are comforted by the knowledge that his spirit of giving and compassion will live on through the many thousands of lives he touched.' *8

"It goes well beyond what O'Callaghan did as a two-term governor --- proving incomparable help for seniors and consumers, increasing rights and representations for minorities and moving the state's educational system forward. O'Callaghan slowed down not a bit after his public life ended, traveling the world to advocate and fight for people, from Misito Indians in Nicaragua to the citizens of Israel." *9

"His door was always open. 'Gov. Mike' O'Callaghan welcome any reporter -- current, past, prospective -- into his office. ... When your door is alwas open, the world comes in. And Gov. Mike never turned it away." *10

"Former Governor Mike O'Callaghan, who passed away Friday morning, has been an inspiration to me since I was 15 years old." *8 "Mike was my teacher in school, but didn't just teach me things out of a book -- he also taught me how to finght, and how to stand up for what I believe. I will miss him, and Nevada will miss him," pointed out U. S. Senator Harry Reid at his Whip Round Up.*11

"I'm around people who think they're important. Here was a man who was important, and he always treated you with warmth and dignity and never pulled rank," said Las Vegas Mayor Oscar Goodman.*13

"Mike always directed his efforts toward the people who needed help. His reward was knowing that he did the right thing," said Brian Greenspun, Las Vegas Sun editor and President.*14

"As governor, he wasn't afraid of the media. Nor was he afraid to speak his mind," wrote Jane Ann Morrison.*15

"That's who Mike O'Callaghan was. He knew people by name, by who they were and by what made them tick. He never cared much for what they did or how successful they were, only that they were good parents or good children. And he didn't judge. He just understood." * 16

""I'LL NEVER understand how life can be so unfair at times -- why we have to lose people we love, people who mean so much o us.... How could you not love a man who gave so much of himself to so many people and asked for nothing inreturn?" *17

"Berkley was a college student in 1972.... Mike told me...Not knowing the young woman at all, Weinberger handed Berkley a chek. 'To tell you the impact that made in my life, there's no way I could ever repay Mike O'Callaghan for that,' said U. S. Congresswoman Shelley Berkley." *18

Mike O'Callaghan was born in September 10. 1929. His education included: (1) B. S., M. Ed. D., University of Idaho, 1956. (2) Post-grade work, Georgetown University, Claremont Graduate School in Economics, Colorado State and University of Nevada, Las Vegas. (3) University of Idaho Hall of Fame, St. Martin's College, Martin of Tours Model, six honorary doctorates.*19

A selection of awards and honors for Mike included; (1) Bronze Star with V for valor. (2) Silver star. (3) Nevada Judges Association Award, 1989. (4) First Place 1994 International Communications Service Award by the Republic of China. (5) David L. Simon Bridge Builder for Peace Award, presented by the Jewish Federation of Las Vegas, 2004.*20 (6) Memorial Fellow of Public Administration, honored by the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) on March 7, 2004.

"We're deeply sorry that we lost a hero of righteousness for our Asian American friends in Nevada. This brings to my mind the urgency of our times in this Silver State. We note the vanishing of many heroes that built the world of Nevada since the last few years. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," said Dr. Tony Lei, President of WBTI, on March 7, 2004 in Las Vegas.

"I knew that I had a friend and could speak freely with him. Mike O'Callaghan set a standard in this office that i have always worked to maintain. I lost a friend and a role model," said Governor Kenny Guinn of Nevada, U. S. A.*21

CARSON CITY - Gov. Kenny Guinn issued the following statement today on the passing of former Gov. Mike O'Callaghan.

"Nevada lost a treasure today. I lost a friend and a role model. As a veteran, he demonstrated how to proceed in life despite the loss of a limb. As a teacher in Henderson he influenced a generation of students. As Governor, he left a legacy as one of the most popular figures in our state's history, tackling such tough issues as the welfare of disadvantaged children, the preservation of Lake Tahoe and affordable housing in Las Vegas. As the editor of the Las Vegas Sun, he served not only as an important voice in Nevada, but also acted as its conscience. As a devoted husband and father, he took great pride in the accomplishments of his children and grandchildren.

"As Superintendent of the Clark County School District, I could expect early morning telephone calls from Governor O'Callaghan. But more importantly, I knew that I had a friend and could speak freely with him. Mike O'Callaghan set a standard in this office that I have always worked to maintain.

"On behalf of the people of Nevada, Dema and I send our deepest condolences to the former First Lady, Carolyn, their children and grandchildren." *23

U. S. Senator Harry Reid served as the former Governor of Nevada Mike O'Callaghan's Lieutenant Governor. On March 11, 2004, Harry addressed a crowd of 2,000 at the memorial service for O'Callaghan.

He told the crowd that Mike was a close friend and trusted adviser for decades. "If you were doing your best, it was good enough for Mike. If you were right and fighting for it, Mike was by your side,' Harry told the crowd with tears in his eyes. "What more could someone ask for in a father figure than Mike O'Callaghan?" *24

Senator Reid meets with members of Nevada VFW chapters, who discussed plans for a new Veterans Affairs hospital in Las Vegas, full funding for veterans health care, and the possibility of a new clinic for veterans in Elko.

Senate Approves Budget Resolution -
After a long day Thursday, the Senate early Friday morning approved a $2.4 trillion budget resolution for FY 2005 that would increase homeland security and military spending. The Republican majority defeated a series of Democratic amendments that would have added funding for veterans health care, law enforcement and education, by rolling back a portion of the tax cuts for people who make over $1 million a year and closing corporate tax loopholes.

Democrats did succeed in adding a “pay as you go?amendment to the budget, requiring that any future tax cuts be offset by reduced spending or other sources of revenue. Exceptions could be made only with a 60-vote majority. House Republican leaders have threatened to kill the “pay as you go?measure, however.

Tax Bill Tackles Outsourcing- A corporate tax bill
Support Builds for Drug Reimportation -
A move to allow reimportation of prescription drugs from Canada gained support last week. Senator Trent Lott (R-MS) said he can no longer justify voting against reimportation when prescriptions in Canada cost roughly half their price in the United States. And Mark McClellan, whom President Bush has nominated to head the Medicare program, promised to work with Senate leaders on the issue. Senator Reid has voted to allow the safe reimportation of drugs.

Educating executives is a core competency of the Graziadio School of Pepperdine University

A distiguished group of professors and consultants joined corporate human resource professionals to discuss wide-ranging issues in leadership development at The Graziadio School's second annual Executive Learning Forum in Pepperdine University. The event was created and facilitated by Dr. Robert Fulmer, Virtue Professor of Management at The Graziadio School. It was held at the Malibu Campus of Pepperdine Univesity on March 16-17, 2001.

The Forum has faciliated the "real-world" management practice for the School's MBA programs. One of them is designed for experienced managers, while the other is designed for presidents and key executives (MBA/PKE).

"One of the Graziado School's core is its ability to successfully address the unique challenges of executive learning. This forum is an important part of an effort to extend Pepperdine's reputation and recognition in this arena. It provides an opportunity for world-class thought leaders in knowledge creation, knowledge dissemination, and knowledge utilization to come together in an informal setting to discuss the key challenges of executive learning and leadership development ," said Dr. Robert Fulner.*1

The program of MBA/PKE is made available exclusively to executives in senior management positions and to entrepreneurs. This is an integrative academic program of professional education directed toward substantial gains in executive competence. The Forum may become a creative design as a mentor for lauching the program locally, nationally, and internationally.

Professor Fulmer opened the forum by asking participants to share what major insights or learning they had acqires during the past year along with the changes that had impacted their industries since the previous year's forum. For many, technology and the impact of Web-based intelligence had been instrumants of change. Other participants note challenges due to mergers and organizational changes.

The participants of the Forum included: Nancy Adler, McGill University professor and author; John Alexander, president of the Center for Creative Leadership; Doug Anderson, founder and managing partner of the Center for Executive Development; Jay Conger, professor of leadership at The London Business School and the University of Southern California; Linda Doyle, president and CEO of Havard Business School Publishing; Bob Fogel, president of Harvard Business School Interactive; John Humphrey, chairman of the Forum Corporation; Marshall Sashkin, author and George Washington University professor; Edgar Schein, MIT professor, author, and leadership consultant; Steve Stumpf, author, professor, and former dean of professional development at Booz Allen Hamiton. The Graziadio School was represented by its Dean Otis Baskin and eight faculty members.

Questions such as "What are the new partnership that we need to create, and how can these be structured?" and "What would it be like if our work were truly important to the world?" were asked by him for the participants to give responses. These themes, woven throughout the forum, triggered lively exchanges among the panelists. At the conclusion, many were already anticipating the next forum.*2

The Grsaziadio School has been developing value-center leaders for more than a quater century. She received her B.S., M.B.A., and Ph.D. from Oklahoma State University. Dr. Livingstone would bring an international perspective to Pepperdine University. She had helped develop and teach courses in an MBA program in Jinan, China.

At the time of Dr. Linvingstone's appointment, Dr. Tony Lei wished her endeavor to lead the Graziadio School into this millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School of Business and Management of Pepperdine University and the Graduate School of Business and Public Administration of WBTI. "The spirit of both innovation and pioneers has motivated America to be a leading and prosperous country in the world. Educating executives is a core competency of the Graziadio Schoo of Pepperdine University

A distiguished group of professors and consultants joined corporate human resource professionals to discuss wide-ranging issues in leadership development at The Graziadio School's second annual Executive Learning Forum in Pepperdine University. The event was created and facilitated by Dr. Robert Fulmer, Virtue Professor of Management at The Graziadio School. It was held at the Malibu Campus of Pepperdine Univesity on March 16-17, 2001.

The Forum has faciliated the "real-world" management practice for the School's MBA programs. One of them is designed for experienced managers, while the other is designed for presidents and key executives (MBA/PKE).

"One of the Graziado School's core is its ability to successfully address the unique challenges of executive learning. This forum is an important part of an effort to extend Pepperdine's reputation and recognition in this arena. It provides an opportunity for world-class thought leaders in knowledge creation, knowledge dissemination, and knowledge utilization to come together in an informal setting to discuss the key challenges of executive learning and leadership development ," said Dr. Robert Fulner.*1

The program of MBA/PKE is made available exclusively to executives in senior management positions and to entrepreneurs. This is an integrative academic program of professional education directed toward substantial gains in executive competence. The Forum may become a creative design as a mentor for lauching the program locally, nationally, and internationally.

Professor Fulmer opened the forum by asking participants to share what major insights or learning they had acqires during the past year along with the changes that had impacted their industries since the previous year's forum. For many, technology and the impact of Web-based intelligence had been instrumants of change. Other participants note challenges due to mergers and organizational changes.

The participants of the Forum included: Nancy Adler, McGill University professor and author; John Alexander, president of the Center for Creative Leadership; Doug Anderson, founder and managing partner of the Center for Executive Development; Jay Conger, professor of leadership at The London Business School and the University of Southern California; Linda Doyle, president and CEO of Havard Business School Publishing; Bob Fogel, president of Harvard Business School Interactive; John Humphrey, chairman of the Forum Corporation; Marshall Sashkin, author and George Washington University professor; Edgar Schein, MIT professor, author, and leadership consultant; Steve Stumpf, author, professor, and former dean of professional development at Booz Allen Hamiton. The Graziadio School was represented by its Dean Otis Baskin and eight faculty members.

Questions such as "What are the new partnership that we need to create, and how can these be structured?" and "What would it be like if our work were truly important to the world?" were asked by him for the participants to give responses. These themes, woven throughout the forum, triggered lively exchanges among the panelists. At the conclusion, many were already anticipating the next forum.*2

She received her B.S., M.B.A., and Ph.D. from Oklahoma State University. Dr. Livingstone would bring an international perspective to Pepperdine University. She had helped develop and teach courses in an MBA program in Jinan, China.

At the time of Dr. Linvingstone's appointment, Dr. Tony Lei wished her endeavor to lead the Graziadio School into this millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School of Business and Management of Pepperdine University and the Graduate School of Business and Public Administration of WBTI. The Fuels for Schools Program

I am headed off to Ely on Saturday. While there I will tour a local school involved in a pilot program that is known as the Fuels for Schools Program. I wanted to take a moment to tell you a little bit about this program because it not only helps our citizens in rural Nevada but it also has other benefits for the state.

The David E. Norman Elementary School in Ely has several buildings on its campus that were constructed between 1957 and 1990. The out-of-date heat plant for the facility is a hodge-podge of aging technologies, including oil-fired boilers, which produce hot water and steam heat, and electric baseboard heat. These old systems are expensive to maintain and to operate.

Remarkably, a member of our State Division of Forestry came up with a novel concept that will allow this school to receive a state-of-the-art heating system that will utilize a low-emission, more economical biomass fuel source. Working with officials from the White Pine County School District and the U.S. Forest Service, the State Division of Forestry has obtained $340,000 in federal grant funds. This grant will pay for the purchase and installation of a biomass or wood-chip heating system that will be fueled by a portion of the thousands of tons of branches, twigs, and needles that are cleared to abate forest and rangeland fire dangers.

This pilot project is a wise investment for our state, and it may create new jobs in cash; strapped Ely. Also, the program will free up resources for this small community because the cost to heat this one school will decrease by up to 40 percent. Further, it will reduce the need to import fuel oil and result in a cleaner, low-cost heating source. Finally, it will better utilize the waste materials that the state generates as it reduces the threat of wildfires for our rural communities, which previously burdened our landfills.

I am proud that we have been able to act to take advantage of the Fuels for Schools Program. It represents a good example of how a state employee, working in conjunction with school district employee Paul Johnson and others, used insight, experience, and creativity to better serve Ely, its residents, and all the citizens of Nevada.

***About the Author:

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Jackie Glass appoints Adjunct Associate Professor of the Graduate School of Business and Public Administration of Washington Business and Technology Institute

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*1

"Through the recommendation by our several faculty members including District Judge Valorie Vega, Ms. Jackie Glass has been appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on March 9, 2004," announced Dr. John Wang, Spokesman of WBTI, on March 10, 2004 in Las Vegas, Nevada.

Following the spirit of entrepreneurship, Jackie Glass has always been willing to take a challenge head on. Now she is on her challenge!

While still in high school, Jackie worked as a waitress to help buy her school supplies and school clothes. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism.

Her journalism career brought Jackie to Las Vegas in 1978 where she began as a radio news reporter. She moved quickly to television and served as both a morning anchor and crime beat reporter. As she followed the course of the trials she covered, she watched attorneys in action, and knew she could do as well. A new challenge lay before her.

Once again, she worked her way through college, graduating from the University of San Diego School of Law. In 1984, Jackie passed the Nevada Bar exam before graduation, received her Juris Doctor Degree,*2 was admitted to the Nevada Bar, and married her husband, Steve Wolfson.

With her husband, Jackie worked to build their successful law practice while helping at her daughters' school, chaperoning field trips to Washington, DC, supporting the Girl Scouts and projects such as Nevada Reading Week.

On the professional side, Jackie has lectured at the UNLV Boyd School of Law, spoke on law topics at local high schools, and appeared on the KLVX show, "Law for the Layman". She has devoted years as a hearing master to juvenile, domestic and paternity issues as well as criminal law.

She credits her seventeen years of legal experience and her work as a journalist on the crime beat for giving her an insight for the law, the role of the judiciary, the needs of victims, and for ways to make our system work better.

She served as a member of the Las Vegas Housing Authority Board and spent six years as a Board Member of the Senior Citizens Law Project.

As a District Court Judge of Department 5, Nevada, Jackie Glass is part of a new generation involved with her family, her profession and her community to make a difference for all of us here in our Silver State.

On March 9, 2004 at the Event and Dinner Party held by the Asian American Community for Ms. Ellen Knowlton, Special Agent in Charge, FBI, as the Speaker; Jackie was very pleased to learn from Dr. Tony Lei, President of WBTI, that she was challenged with a teaching professionalism in the Graduate School of Business and Public Administration of WBTI for our community at an adjucnt capacity.*3

GOV. GUINN ANNOUNCES NEW WEAPONS OF MASS
DESTRUCTION-CIVIL SUPPORT TEAM FOR NEVADA

CARSON CITY - Gov. Kenny Guinn and Adjutant General Giles Vanderhoof announced today that Nevada will receive a Department of Defense Weapons of Mass Destruction-Civil Support Team (WMD-CST). The WMD-CSTs are able to deploy rapidly to assist local first responders in determining the nature of an attack, provide medical and technical advice, and pave the way for identification and arrival of follow-on state and federal response assets.

¡§This plan by the Department of Defense shows a federal commitment to the safety of Nevada¡¦s citizens,¡¨ Gov. Guinn said. ¡§This new team helps to ensure the safety of Nevada¡¦s residents and visitors.¡¨

Each team consists of 22 highly skilled, full-time members of the Army and Air National Guard who are federally funded, trained, and evaluated, but fall under the command and control of the state governors. The initiative is part of the Department¡¦s overall effort to support local, state, and federal civil authorities in the event of an incident involving weapons of mass destruction in the United States.

The Guard members chosen for this team will acquire more than 800 hours of training with the National Fire Academy, FEMA, EPA and DOE above their military occupational skill qualification.

¡§They will be some of our most available, most skilled WMD specialists in t he Silver State,¡¨ said Vanderhoof.

Congress directed the establishment of 23 additional teams in the National Defense Authorization Act for fiscal year 2003 and funded the establishment of the first 12 in the Defense Appropriations Act for fiscal year 2004. The twelve scheduled for this year are Connecticut, Indiana, Maryland, Mississippi, Nebraska, Nevada, New Jersey, North Carolina, Oregon, Rhode Island and Wisconsin. Currently there are 32 certified teams.

Existing WMD-CSTs have already served in high-visibility critical operations demonstrating their unique and vital capabilities to incident commanders. These operations include, but are not limited to New York City on Sept. 11th, suspected Anthrax discoveries, suspected ricin discoveries, Challenger recovery support, as well as high profile events such as the Olympics and the Super Bowl.

In the recent years, it is apparently that American managements want their top executives at company headquarters to have years of foreign experience, and they are sending young executives abroad to acquire that experience. "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*1 Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

Graduate School of Business and Public Administration (GSBPA) is promoting the cooperation and development of international trade, investment, and business. To contribute the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

Dr. Tony Lei is glad to know that Dr. Terry Young, a professor of economics, has been appointed by Pepperdine University as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management. "We are fortunate to leaverage Dr. Young's international expertise to enhance and strengthen our MBA curriculum for a glabal economy," said Dr. Linda Livingstone, Dean of the Graziadio School.*3 Dr. Young served as director of the school's professional MBA and BSM programs for seven years prior to overseeing its global programs. She has an extensive background in finance, with consulting expertise in global soucing and business start-ups.

"Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*4 "Just as economists must be equipped to forecast and regulate impending changes, so, too, must educators."

Here in the Graduate School of Business and Public Administration (GSBPA) of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*5

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. Las Vegas is a famous international city. Las Vegas has good international environment. The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces. It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another.
The recent delegation of trade and investment to China led by Lt. Governor of Nevada has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders. People are interested in seeing programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI that will enhance the multual cooperation in tourism, investment, trade, and global business among China, Malaysia, Singapore, and Taiwan.

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*6

The annual "Governor's Conference on Tourism" was held by the Governor at Caesears Palace on December 15-17. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism.

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*7

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

In mid-October, the second top official of the State of Nevada and Nevada Commission on Tourism Exective Director Bruce Bommarito led an approximately 20-member delegation of state tourism, hotel, and private industry representatives on a ten days tour through Beijing, Hong Kong, Macau, and Shanghai.

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*8

Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.

In addition to the efforts of the City, County, and State of Nevada, Washington Business and Technology Institute has dedicated to help promote the cooperation and development of culture, education, and tourism among Asian countries and Nevada since its establishment on January 8, 1996. With Lt. Governor Lorraine Hunt's inspiration, Dr. Tony Lei and Sally Yu assisted successfully the establishments of the Sister States of Qinghai of China and Nevada, and the Sister Cities of Jiayuguan of China and North Las Vegas. Dr. Tony Lei, President of WBTI, has been honored by China Business Chain, Inc. (CBCI), Shangshai Development and Municipal Government Cooperation Office (SPMGCO), and China State Development and Planning Commission as Chairman of Nevada Expo Mission to China. He is also invited by Xiamen, Fuchien, China to organize a team with high-ranking officials for both educational and business cooperation and development. U. S. Congresswoman Shelley Berkely, Nevada Lt. Governor Lorraine Hunt, and Las Vegas Mayor Oscar Goodman have been invited as its honorable Chairpersons.*9

Lt. Governor Hunt also plans to work with Nevada's congressional delegation to improve the likelihood of opening the travel corridors between the United States and China. Members of the Civil Aviation Administration of China agreed to study the feasibility of direct air service to and from Las Vegas, as well as cargo flights through Reno/Tahoe International Airport. An Office in Beijubg will be opened by the Nevada tourism commission in March 2004 to further develop the Chinese market.

In reference to separate resort now being developed by Las Vegas Sands and Wynn Resorts, Lt. Governor Hunt pointed that, "With all of the Nevada gaming companies's casino projects going up in Macau, we're definitely on the Chinese radar."

Dr. Bill Eadington, Professor of University of Nevada, Reno, addressed the Governor's Conference on Tourism at Caesars Palace that the profitability of Wynn Las Vegas and the continuing transformation of the California tribal casino market are the biggest question marks facing the Las Vegas economy. "People are attracted to Las Vegas when there's something spectacular to see, " Professor Eadington said.*10

Impressed by the Chinese tourists' saying that "If you didn't visit Las Vegas, you didn't visit America," we need to put more efforts and wisdom together for the development and prosperity of our tourism through the multiple cooperation of construction industry, business organizations, cultural facilities, and educational institutions in Nevada.

"Through the perspectives by the nature and in reality, effective lauching for our tourism on the Chinese markets will be more practical with an enphasize on the cooperation and development of business, cultural, and education among China, Maysia, Singapore, and Taiwan. We can't just expecting them to come for visit or gaming. Good programs in education for them by the time at their visiting will be reallly one of the strenuous and fruitful reasons for many people to come to Nevada," said Dr. Tony Lei, Peresident of Washington Business and Technology Institute.

A positive thinking: With love we'll be like in the heaven

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present.*1 Whether people is living in the Heaven or in the Hell is up to his or her selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.

Therfore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or your in the Hell.

Accordng to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the
many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

Everytime when he was encouraged and praised by an individual, Dr. Tony Lei used to remind: "The one who knows how to praise other people, is the one herself or himself having certainly lots of more goodness which are worth for us to praise for!"

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*2 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*3

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do." *4

To advance our projects more effectively for the people and communities who are interested to participate them, we need to emphasize the spirit of positive attitude and positive thinking.

"I agree with Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI). She wrote: 'It will undoubtedly provide me with avenuess for exploring improvements in public services to which I am most dedicated.' I'm glad also to share the similar position as its faculty member--- Obligatory Legal Counselor of Pan Pacific and Asian American Forum (PPAAF).

"It's significant. Dr. Tony Lei told me that for comunity service --- that based on 'love in action is service above self' --- the abundanct reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely his or her title," said Jackie Glass, Esq. on April 18, 2002. Jackie is now a famous District Judge of Nevada.

People asked another professor whether his speech was wonderful or not. He felt that sometime it was wonderful but sometime not. It all depended on luck. "Only if I've wonderful audience, my speech would be definitely wonderful!" he said.

"It's my good experience, like Senator John Ensign's, to be introduced by Dr. Tony Lei to deliver a speech to our Nevadan seniors in the election year of 2000. I'm glad to have a friend like Tony who can merge the modern scientific methodology of management philosophy with the humane spirit and charitable love to the value and belief of religion. Intelectuals like Nancy Becker, I, Michelle Leavitt, Jessie Walsh, Lisa Brown, Cheryl Moss, Cedric Kerns, Besty Kolkoski, Ann Zimmerman, Natalie Tyrrell, among others in joing with this idea all won in the last election with highest votes within the juridical area. To add to the list including Dr. William Thompson, Dina Titus, and Mark Denton, they are all excellent faculty members of the Public Administraton Institution (PAI) of Washington Business and Technology Institute (WBTI)," said District Court Judge Valorie Vega on the event and dinner party held by Asian American Community on April 19, 2002 at the Harbor Palace Chinese Restaurant in Las Vegas.

On May 17, 2002, a dinner party was held by Asian American Community for a special tribute to Las Vegas Municipal Court Judge Michelle Leavitt and Justice of Peace Jennifer Togliatti. It was at the Harbor Palace Chinese Restaurant in China Town, Las Vegas. Kenote Speakers were Michelle and Jennifer. Guest of Honor was District Court (family) Judge Cythia Dianne Steel. Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN), and Dr. R. D. Prabhu, Chairperson of CAN-DO were Chairmen of the Event and Dinner Party.*3 Hosts were: David Amebury, Steve Kwon, Tonnie Sison, Mike and Rita Vaswani, among others.

"In this generation and society, we need economic growth, but we need also growth in rich ideals, in justice and compassion, in service above self, and in action of love and moral courage. There are two princeples athe the heart of the positive thinking road map: (1) the first principle is the truth in thinking. (2) The second principle is the 12 positive thinking traits," says Dr. Tony Lei.

"The following are 12 traits that charaterize a positive thinker: Optimism. Enthusiam, Belief, Intelligence, Courage, Integrity, Confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel. Each trait, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truh in thinking, allow us to ovecome obtacles and challenges in a positive manner in our lives for accomplishment."

"Develop a clear vision of our prefered future, then get forcused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful life. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of live," Dr. Tony Lei points out.

It is quite an impressive article which was published on the "Chinese Daily News" recently. The author pointed out that an unfavourable habbit of the Chinese people in America is probably the "unbearable to the good things for the other people to have in the Chinese community." A great deal of need for our Chinese people is to give more a big hand to the achievements of the people like Yin Sun Kuan (pronounced in Chinese) who won the 7th times of the World Championship of Skating in the United States. With positive thinking and love in action emphasized by Washington Business and Technology Institute (WBTI) for many years, we expect the best thing that we can do is to to turn the above personal trait to the positive thinking of the Chinese "Yu wei tzer yi noi zie!" philosophy of life (If she or he can do it, I can do it also!) *5

As Governor, Mike O'Callaghan left a legacy as one of the most popular figures in our state history of Nevada, U. S. A.

Mike O'Callaghan, former Governor of Nevada, U. S. A. died February 6, 2004 at age 74. "To the end Las Vegas Sun Chairman Mike O'Callaghan's desk was awash in a sea of paperwork that covered every square inch od space." *2

"Teacher, boxer, Korean War hero, newspaperman, humanitarian and the most popular governor in state history: Nevadans remembered Mike O'Callaghan."*3

"Whether it was on the battlefield, in the boxing ring or in the political arena, anyone who tangled with Mike O'Callaghan never came away unscathed. He was a born fighter, the caliber of charater worthy of the pen of jack London and Earnest Heimingway." *4

"It's difficult to think of Nevada --- or the Las Vegas Sun --- without Mike O'Callaghan, but we are comforted by the knowledge that his spirit of giving and compassion will live on through the many thousands of lives he touched.' *5

"It goes well beyond what O'Callaghan did as a two-term governor --- proving incomparable help for seniors and consumers, increasing rights and representations for minorities and moving the state's educational system forward. O'Callaghan slowed down not a bit after his public life ended, traveling the world to advocate and fight for people, from Misito Indians in Nicaragua to the citizens of Israel." *6

"His door was always open. 'Gov. Mike' O'Callaghan welcome any reporter -- current, past, prospective -- into his office. ... When your door is alwas open, the world comes in. And Gov. Mike never turned it away." *7

"Former Governor Mike O'Callaghan, who passed away Friday morning, has been an inspiration to me since I was 15 years old." *8 "Mike was my teacher in school, but didn't just teach me things out of a book -- he also taught me how to finght, and how to stand up for what I believe. I will miss him, and Nevada will miss him," pointed out U. S. Senator Harry Reid at his Whip Round Up.*9

"I'm around people who think they're important. Here was a man who was important, and he always treated you with warmth and dignity and never pulled rank," said Las Vegas Mayor Oscar Goodman.*10

"Mike always directed his efforts toward the people who needed help. His reward was knowing that he did the right thing," said Brian Greenspun, Las Vegas Sun editor and President.*11

"As governor, he wasn't afraid of the media. Nor was he afraid to speak his mind," wrote Jane Ann Morrison.*12

"That's who Mike O'Callaghan was. He knew people by name, by who they were and by what made them tick. He never cared much for what they did or how successful they were, only that they were good parents or good children. And he didn't judge. He just understood." * 13

""I'LL NEVER understand how life can be so unfair at times -- why we have to lose people we love, people who mean so much o us.... How could you not love a man who gave so much of himself to so many people and asked for nothing inreturn?" *14

"Berkley was a college student in 1972.... Mike told me...Not knowing the young woman at all, Weinberger handed Berkley a chek. 'To tell you the impact that made in my life, there's no way I could ever repay Mike O'Callaghan for that,' said U. S. Congresswoman Shelley Berkley." *15

Mike O'Callaghan was born in September 10. 1929. His education included: (1) B. S., M. Ed. D., University of Idaho, 1956. (2) Post-grade work, Georgetown University, Claremont Graduate School in Economics, Colorado State and University of Nevada, Las Vegas. (3) University of Idaho Hall of Fame, St. Martin's College, Martin of Tours Model, six honorary doctorates.*16

A selection of awards and honors for Mike included; (1) Bronze Star with V for valor. (2) Silver star. (3) Nevada Judges Association Award, 1989. (4) First Place 1994 International Communications Service Award by the Republic of China. (5) David L. Simon Bridge Builder for Peace Award, presented by the Jewish Federation of Las Vegas, 2004.*17 (6) Memorial Fellow of Public Administration, honored by the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) on March 7, 2004.

"We're deeply sorry that we lost a hero of righteousness for our Asian American friends in Nevada. This brings to my mind the urgency of our times in this Silver State. We note the vanishing of many heroes that built the world of Nevada since the last few years. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," said Dr. Tony Lei, President of WBTI, on March 7, 2004 in Las Vegas.

"I knew that I had a friend and could speak freely with him. Mike O'Callaghan set a standard in this office that i have always worked to maintain. I lost a friend and a role model," said Governor Kenny Guinn of Nevada, U. S. A.*18

GOV. GUINN STATEMENT ON GOV. MIKE O'CALLAGHAN

CARSON CITY - Gov. Kenny Guinn issued the following statement today on the passing of former Gov. Mike O'Callaghan.

"Nevada lost a treasure today. I lost a friend and a role model. As a veteran, he demonstrated how to proceed in life despite the loss of a limb. As a teacher in Henderson he influenced a generation of students. As Governor, he left a legacy as one of the most popular figures in our state's history, tackling such tough issues as the welfare of disadvantaged children, the preservation of Lake Tahoe and affordable housing in Las Vegas. As the editor of the Las Vegas Sun, he served not only as an important voice in Nevada, but also acted as its conscience. As a devoted husband and father, he took great pride in the accomplishments of his children and grandchildren.

"As Superintendent of the Clark County School District, I could expect early morning telephone calls from Governor O'Callaghan. But more importantly, I knew that I had a friend and could speak freely with him. Mike O'Callaghan set a standard in this office that I have always worked to maintain.

"On behalf of the people of Nevada, Dema and I send our deepest condolences to the former First Lady, Carolyn, their children and grandchildren." *20

U. S. Senator Harry Reid named Champion of Student Success

During the past industrial world, the society needed obedient soldiers. The schools were planned and designed with the ultimate purpose to serve the needs of a world marked with a fratic industrial development.

"This industrial world need effective manual workers, diciplined followers, people with a minimun of thinking ability, willing to serve the almightly machines. The postindustrial world requires effective 'brain-worker', indepentend partners, people with a maximum of creative thinking ability, able to monitor the new class of workers, namely computers and robots. It needs capable officers."*1

Therefore, it is now the need of learning technologies for our students and schools. "Learning technologies have an enormous capacity to support and advance restruring of teaching and learning. Our nation must use technology's potential to improve elementary and secondary education performance and to provide all learners with knowledge, skills, and experience necessary to be responsible and caring family members, productive workers, and informed global citizens." *2

Encompassing a wide range of equipment and applications, "Learning technologies" affect student performance directly or indirectly. "Learning technologies range from telephone which connects parents with teachers to a complex networks of setellites, cables, and fiber optics which delivers interactive, multi-media learning opportunities. Technologies are tools. Their effecitiveness as intruments of learning is not inherent; their power is derived from the teachers and students who use them. Their effectiveness is measured by whether they improve student performance and help students reach full potential." *3

The National Council for Community and Education Partnerships named Senator Harry Reid "Champion of Student Success". His many years support of CLEAR UP, has advanced the program prepare low-income students for college.*4

Reid Introduces Bill to Encourage Travel

Senator Harry Reid introduced a bill to make business travel expenses tax deductible for spouses and children. The bill would encourage families to travel together, increase tourism, and create jobs in convention destinations such as Nevada.

"Reid Works to Improve Education in Nevada"

In an effort to help rural schools attract quality teachers, Senator Reid introduced a bipartisan measure to give teachers in rural schools extra time to meet certification requirements established in the No Child Left Behind Act.

"Reid Awarded for Efforts to Improve Education"

The National Council for Community and Education Partnerships named Senator Reid a "Champion of Student Success" for his long-time support of GEAR UP, a program to prepare low-income students for college.

Nevada Girl Scout leaders met with Senator Reid to discuss new programs in Nevada.

Senator Reid visited with Senate Youth Program Honorees Stephanie Baez, from Reno, and Maria Urbina, from Carson City.

Representatives of the Nevada Chapters of the Juvenile Diabetes Research Foundation, Sandy Walsh, Marco Herrera, and Nicole Lamboley, met with Senator Reid to discuss their support for additional funding for diabetes research at the National Institutes of Health.

Senator Reid meets with officials and members of the Nevada Association of County Officials, who thanked him for his ongoing efforts to increase funding for rural counties, and discussed fire prevention programs in the Silver State.

"Week in Review"

Budget Fight Looms - The Senate Budget Committee, voting along party lines (12 to 10), approved a budget plan on Thursday fixing total discretionary spending at $814 billion, some $9 billion less than the target sought by the White House. The plan includes a Republican initiative to cut $7 billion from defense spending and $2 billion from domestic programs. Republicans were also able to defeat Democratic attempts to increase funding for veterans health care and homeland security, setting the scene for a contentious budget battle when the measure is brought to the floor next week.

Tax Bill Tackles Outsourcing- A corporate tax bill designed to eliminate an export subsidy to American companies was amended by the Senate on Thursday to prohibit the outsourcing of federal contracts to overseas workers. The amendment, which exempts defense and homeland security contracts, passed by a 70 to 26 margin. The underlying tax measure (known as "FSC/ETI", S.1637) will be set aside during the consideration of the budget next week.

Reid Sets Hearing To Explore DOE Negligence - Senator The Department of Energy has acknowledged that more than 1,000 workers at Yucca Mountain may have been exposed to toxic silica dust. The admission led to Congressional hearings to investigate what DOE officials knew and why they continued to send workers into Yucca Mountain with dangerous level of the toxic dust. The first hearing is set for Monday, March 15, 10 a.m. at the Clark County Government Building in Las Vegas.

"INSIDER'S CALENDAR"
The Senate will convene Monday, March 8, at 12:00 noon, and begin consideration of the FY 2005 Budget Resolution. There will be no roll call votes on Monday.
Under the Budget Act, the resolution is limited to 50 hours of debate. The Senate is expected to complete action on the resolution prior to the March recess.
The Senate will not be in session during the week of March 15.

Former Governor Mike O'Callaghan, who passed away Friday morning, has been an inspiration to me since I was 15 years old. Mike was my teacher in school, but didn't just teach me things out of a book - he also taught me how to fight, and how to stand up for what I believe. I will miss him, and Nevada will miss him.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney’s Association;
Nevada District Attorney’s Association; among others.

His TEACHING experience included: (1) Panelist- Clark County Bar Association “Opening and Closing Statements - 2000; and (2) Guest Lecturer - UNLV Boyd School of Law, Trial Techniques class - 2002.

Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

Some arrangenment of innovation on WBTI website

It is our concern about the 'readers friendly' for our visitors of the WBTI website. In taking the advice of our viewers', we have the following arrangement of innovation on our WBTI website:

1. On March 5, 2004, we create the Section of "PPAA18 (Pan Pacific and Asian American Forum)", which will be all of programming in English.
2. At the same time, we create the Section of "Cartoons, Pictures, and Photos", which will include cartoons, news, and editorial (from LVRJ); Pictures; and Photos; all in English.
3. Finnally, we create the Section of "LAF5 (in Chinese)", which will include articles, scannings, photos, and programmings all in Chinese.

We listen to our viewers of WBTI website. We follow the good and constructive ideas of our visitors. Thnak you very much.

We take care of the housing problem of our people

Last week I read in the paper that the average sales price for a home in the Carson Valley rose by $40,000 in just one year. The increase in home prices throughout our state, along with our rapid population growth, has made it difficult for many in our communities to find affordable housing. In light of this, I wanted to let you know about the efforts of our state's Housing Division to help low- and moderate-income citizens obtain economical housing.*2

Each year, the U.S. Department of the Treasury provides low-interest, tax-exempt bonding capacity to the division to be used by Nevada¡¦s business community to produce affordable housing. Since its creation by the Legislature in 1975, the Housing Division has used this bonding capacity to assist more than 19,500 first-time homebuyers to obtain safe and reasonably priced homes in their communities. To date, the initial principal loan values for these new homes amount to nearly $1.5 billion.

As home prices continue to escalate and homeownership becomes increasingly difficult, the need to provide alternative housing opportunities for Nevadans grows even more important. Since 1995, our state has seen a steady increase in the construction of residential housing. The division plays a key role in expanding these housing options across the state, thereby creating hundreds of construction related jobs each year.

Last year, the division issued nearly $128 million in tax-exempt bonds that allowed developers to build more than 2,800 units, which represents about 30 percent of this market. And, since its creation, the division has helped finance more than 25,000 residential units. The division also administers a federal tax-credit program that provides economic incentives to developers to construct specialty housing, including senior and assisted living units.

The Housing Division requires the new projects financed under its programs to meet certain energy efficiency standards, and the division is working to upgrade older units as well. Recently, a seniors' apartment project in Henderson, which was financed by the agency, became the first affordable housing development in our state to meet the federal Energy Star efficiency standards. The cost savings generated by this superior energy rating will help the seniors living in this development to live more economically and comfortably. Moreover, last year, the state assisted nearly 1,000 low- and moderate-income homeowners to improve the energy efficiency of their homes.

In 2003 alone, Nevada added more than 90,000 residents. Therefore, it is important for us to continue our partnership with the business community to ensure that affordable housing is available for our citizens. About the Author:

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

On Public School Funding --- Statement from Governor of Nevada Kenny Guinn

Microcomputer Revolution is great, but it has not trasfermed America's schools. Many people expected that it would do so, however, were probably unrealistic because the amazing technical achievements of the last two decades have been superimposed on an education system designed for another era and a different society.

"It is no longer a question of what should we do, but rather what must we do to create schools for 21st century? According to Branson (1990), there are two approaches to improving American education: (1) patch up the existing system or (2) design a new one. If so, the "patches" attempted to date apear to be reaching a point of diminishing returns, and calls for fundamental change are increasing." *1

Nevada has been featured by the international perspectives of a modern city of Las Vegas, among others. "The demands on America's young people in a global society call for a total redesign of our current educational structure. No longer can we follow a century-old model to prepare students for a high technology, multi-cultural, information rich age. We believe the current secondary school model lacks vision, integrity, and intellectual respect to function even at lowest student, parental, community, business, and academia expectations. The Minnesota New Country School is an attempt to start with a clean slate and design a high school that can meet the needs of students for today and tommorrow." *2

Funding education has been a great enterpreneurship in America. "In 1991 the state of Minnesota sponsored a competitive funding opportunity to promote advanced technology alternative education sites throughout the state. Four educators and a broad base of community support lead to the birth of The Minnesota New Country School. The school serves 80 students, grades 7-12, and has $150,000 in state of the art technology." *3

CARSON CITY - Gov. Kenny Guinn has released the following statement regarding the initiative petition filed to raise Nevada's public school funding to the national average:

¡§The filing of the initiative petition ensures further discussion about the future of education for our children. So I am looking forward to the debate that will be forthcoming. Ultimately, it is the will of the people that will decide this issue, and I have great faith that our citizens will decide what is best for them.

"As I*5 noted in my State of the State Address in 2003, education isn't just on my agenda. It is my agenda. Because as everyone knows, education is a crucial component to the overall economic health of our state. Therefore, in the coming months, it will be interesting to hear what improvements the people of our state will receive from this proposed investment." *6
