We are pleased to post the following report from thr largest newspaper in Nevada -- "Las Vegas Review-Journal": Tuesday, July 27, 2004Copyright @ Las Vegas Review-Journal
China-U.S. pact may help spur Sino-LV flights By CHRIS JONES GAMING WIRE
So much for one Great Wall. A landmark aviation agreement completed this weekend removed one of the last roadblocks to widespread travel between China and the United States. On Monday, the state's top tourism official said he now believes passenger and cargo flights could regularly connect Nevada and mainland China within the next two years.*2 "It's huge and exciting," Bruce Bommarito, executive director of the Nevada Commission on Tourism, said of Saturday's announced agreement between the two nations. "We didn't know the details, but we knew both governments have been working toward this. It really confirms ... that China is the next big market" for inbound international tourism within the United States. While in Beijing this weekend, U.S. Transportation Secretary Norman Mineta and Civil Aviation Administration of China Minister Yang Yuanyuan finalized an accord to allow five additional airlines from each country to serve the U.S.-China market over the next six years. No airline has yet committed to service between mainland China and Las Vegas' McCarran International Airport, but Bommarito believes such an announcement will come soon. That confidence is based upon recent conversations between Nevada leaders, members of the Chinese government and various travel-related businesses in Asia. During a fall visit to China, Bommarito said a Civil Aviation Administration of China leader told him and Lt. Gov. Lorraine Hunt the start of passenger service here is inevitable. "His closing comment to us was, `It's not a matter of if we will fly to Nevada. It's a matter of when,' " Bommarito said. Visas remain a major obstacle to Chinese tourism, however. The United States does not place a hard limit on the number of Chinese travelers to enter the country, though visitor volume is effectively slowed by the government's requirement that all Chinese complete a visa interview prior to visiting the United States. Bommarito said U.S. embassies in China are adding more workers to conduct those interviews, though the demand outweighs their current ability to quickly process applicants. Bommarito previously said pending requirements for biometric passports could ease the visa application process for Chinese citizens within the next few years. In June, Nevada became the first state to open a government-sanctioned tourism office in China to better position the state should Chinese travel be liberalized. Saturday's agreement will allow 195 new weekly flights for each country -- 111 by all-cargo carriers and 84 by passenger airlines -- growing to 249 weekly flights at the end of a six-year phase-in period, the Transportation Department said. Fourteen such flights will be available for new U.S. passenger services on Aug. 1 this year, including Northwest Airlines' new daily service between Detroit and Guangzhou and United Airlines' new daily nonstop service between Chicago and Shanghai.*3 The above report was also shown on the lasvegas.com early this morning. Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*4 The annual "Governor's Conference on Tourism" was held by Governor Kenny Guinn of Nevada at Caesears Palace on December 15-17, 2003. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism.*5 Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*6 "I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."*7 Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*8 Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.*9 On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada lead (led) a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*10 "The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*11 "Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Building mutally beneficial relationships with Taiwan, and other foreign countries, will create the demand for direct, regularly scheduled flights. Our work will help Nevada establish contacts for lucrative business and convention visitors from around the world that will form the foundation for a new pillar in the Nevada economy."*12 Las Vegas, Nevada, and Washington Business and Technology Institute (WBTI) extend their heartily welcome to the business, tourism, and investment from Asian countires to boom the tourism and ecomomy of this silver state. --------------------------------------------------References

GOV. GUINN SEEKS FEDERAL ASSISTANCEFOR WATERFALL FIRE
CARSON CITY Gov. Kenny Guinn today announced that he is requesting a federal Preliminary Damage Assessment (PDA) team through the Federal Emergency Management Agency (FEMA) for a thorough assessment of the damages and economic impact experienced as a result of the Waterfall Fire earlier this month in Carson City. The PDA team will determine if the state will qualify for a federal Presidential Declaration of Emergency for the July 14 fire.*2 ¨The fire caused significant destruction of private and commercial properties, roadways and drainage infrastructure,〃 Gov. Guinn said. ¨While the initial response has primarily been concluded, the post-fire, long-term recovery will be extensive in order to prevent further damages to homes, commercial properties and public infrastructure resulting from excessive water runoff, debris flows and potential mud slides.〃 The PDA team will arrive on Wednesday morning. The team is anticipated to spend the rest of the week visiting the affected areas and compiling data. The team will be accompanied by the State of Nevadaˇs PDA team through the Nevada Division of Emergency Management and members of the Nevada Division of Forestry. If the assessment determines that the State of Nevada qualifies for a federal declaration, the state will receive a federal Public Assistance grant for recovery of emergency response costs and restoration of lost or damaged public infrastructure. Additionally, the state will receive post-disaster mitigation funds that will assist with the post-fire rehabilitation of the affected areas.*3 Office of the Governor Grant Sawyer State Office Building101 North Carson Street 555 East Washington, Suite 5100

"America is a stronger and better nation because of the hard work and the faith and the entrepreneurial spirit of immigrants," said President Bush of the United States of America on Wendesday, January 7, 2004. "Our nation needs an immigration system that serves the American economy and reflets the American dream." *2 "Elaine Chao and John Ensign are two of the most comtemporary heroes who have realized the Ameican Dream which was encouraged for a long time by U. S. Senator Harry Reid. Under the spiritual leadership of them, WBTI has a bright endeavor for its proclamation and creed on the belief that the encouragement and promotion of academic research, community service, and humane spirit will bring our effort for a peaceful and prosperous community," said Christine Hu, Esq. at the time when she was informed of her appointment as an Assistant Fellow of the Public Administration Institution (PAI) by WBTI on December 16, 2003.*3 People are interested in having a little more understanding about the successful story about U. S. Senator John Ensign after they read the above expression by Christine. It's our pleasure to offer our viewers more about it by reprinting the following two articles:-------------------------------
John Ensign honored as Vice Chairman of the Advisory Board of WBTI By Tiffany Chang
North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others. U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country. As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U.S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible. People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U.S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect. In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. "In God we trust. Life is for the purpose to serve our lovely society," Dr. Tony Lei stated. In Seniors United, we shall have a nice celebrating party for Christmas with good entertainment. We invited heartfeltly all our members and friends to join us a joyful reunion. Wish you a Merry Christmas and a Happy New Year!*4---------------------------------------
John Ensign: a born-again ChristianBy Tiffany Chang
It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end. John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country. John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group. In the first paragraph of this column on September 15, it stated that on September 7, U. S. Tony T. Lei for his commitment and enthusiantic support of the Thai Performing Arts." He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its word to seniors. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was so frustrated of his first time to taste political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. He believes God. He has surrenderring his fate to God. As a born-again Christian, people has inspired of his sincererity, humbleness, and credibility much more than just of his appearance now. In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei that WBTI would honor him as Advisor (effective on 10/17) and Vice Chairman (effective on 11/08 when elected as Senator) of its Advisory Board. If a window was closed, God might re-open the window or even open a door for the people who is eager to utilize his or her knowledge and expertise to serve. The matter is that we should believe God. Congretulations! Republican U.S. Senator-elect Honorable John Ensign. By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our character and experience the abundant reward that comes from serving others. "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Best wishes and thank you again for your unselfish kindness, support and encouragement," wrote District (Family) Court Judge-elect Cheryl Moss to Dr. Tony Lei. Power in politics should have a direction that power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately , for a life of service. "In God we trust. Life is for the purpose to serve our lovely society," Dr. Tony Lei points out.*5 ----------------------------------------References

Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock." --- Matthew 7:24-25 of the "Bible" Why our District Judge Mark Denton has enjoyed his humble character in this world with his authority and power? It's only because of his great accomplishments of professionalism, integrity, and dignity! Dr. Tony Lei received a letter from District Judge Mark Denton soon after the first edition of this feature article was published. The letter written by him was sent to Dr. Lei by mail from his Department XIII of the Eight Judicial District Court on May 18, 2004. "Dear Dr. Lei, Thank you so much for including me in last Friday's dinner recognition for Dean Livingstone. It was great to see you and to meet the Dean and the other Pepperdine alumni. (It's also good to meet Ms. Helen Hsueh and Mr. Robert Song.) Please give my say to your lovely wife. Sincerely," wrote District Judge Mark Denton. Mark Denton is also one of the two Vice Presidents of Washington Business and Technology Institute (WBTI). "Freedom is the oxygen of the soul." --- Moshe Dayan
"With sincere love, it's like living in Heaven. On the other hand, with cruel hate, it's like living in Hell. Fighting and malice for selfish gain belong to Hell. Cooperation and encouragement to promote quality of life are attitudes of Heaven." --- Dr. Tony T. Lei
"Do to others as you would have them do to you." --- Luke 6 : 31 of the "Bible"
"The great Winston Churchill said, 'We all make a living by what we get, but we make a life by what we give.' Tony, I know that you like to exemplify this inspiration same as it's my driving force by which I start out each day." --- Judge Natalie L. Tyrrell of Nevada

Pepperdine University is a very famous university. Its main campus at Malibu, California is the leading beauty of noted universities in the world. "Pepperdine University has earned a reputation for its responsiveness to career-oriented professionals," said Dr. David Davenport, former President of the University.2* The Graziadio School of Business and Management has enjoined one of the highest reputation for Pepperdine University.*3 To educate executives and managers with innovative knowledge and modern technology is a core competency of the Graziadio School . "Indeed, this year has marked a number of significant benchmarks for the Graziadio School. This fall we welcomed the largest class of full-time M.B.A. students in our school's history," said Dr. Linda Livingstone. "In a time when many business schools have been challeged by decreasing student enrollment, this drasmatic increase --- up more than 305 from last year --- was both a testment to the quality of our curriculum as well as the hard work of our committed staff and faculty. This year's class boasts an average GMAT score of 636 and includes students from more than a dozen countries." *4 A distiguished group of professors is offering speeches and seminars to business owners and executives. Please join Dean Linda A. Livingstone for a special series on executive leadership hosted by the Graziadio School of Business and Management. You may learn what some of today's leading business authors have to say about effectively communicating vision and strategy, building and maintaining a company's reputation, leading an organization to greater success, and much more. "One of the Graziadio School's core is its ability to successfully address the unique challenges of executive learning. This forum is an important part of an effort to extend Pepperdine's reputation and recognition in this arena. It provides an opportunity for world-class thought leaders in knowledge creation, knowledge dissemination, and knowledge utilization to come together in an informal setting to discuss the key challenges of executive learning and leadership development ," said Dr. Robert Fulner.*5 "Rapidly accelerating change is the critical challenge in virtually every industry today. The complexities of our world demand managers and workers with dramatically increased capavilities. The Graziadio School has been developing value-center leaders for more than a quater century. During that time, it has become the premier provider of quality business talent in California and the western United States." said Dr. Linda Livingstone*6 Pepperdine Pepperdine University MBA ranks first in 15 schools of California.*7 Recently, the Los Angeles Business Journal ranked and reported that Pepperdine University's Graziadio School of Business and Management was named "the pacesetter" in MBA education in Los Angeles County. The School retained top ranking ahead of USC's Marshall School of Business and The Anderson School at UCLA which placed second and third respectively. As the market share leader in California, graduates of MBA annually from Graziadio School are more than any other school in the state. It is the sixth largest AACSB-accredited school in the United States. The success of this school should be credited to its fruitful efforts to delivering practical, results-oriented education that addresses the needs of working professionals and executives. Dr. Livingstone received her B.S., M.B.A., and Ph.D. from Oklahoma State University. She assured her responsibilities as the Dean of the School on June 1, 2002. Dr. Livingstone brought an international perspective to Pepperdine University. She helped develop and teach courses in an MBA program in Jinan, China. She expressed a keen interest in building additional bridges between Pepperdine MBA curriculum and the corporate world based on her prior experience in developing semester-long consulting projects with major companies for MBA students. "Our Graziadio School is an outstanding business school with a national reputation. It is one of only a few schools across the country that has the potential to build a national and international reputation across all of its programs customized for executives, full-time, and fully employed students. And it is probably the only school with a faith-based mission committed to developing values-centered leaders that can accomplish this goal," said Dr. Livingstone. At the time of Dr. Linvingstone's appointment, Dr. Tony Lei wished her endeavor to lead the Graziadio School into this millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School and WBTI. "The spirit of both innovation and pioneers has motivated America to be a leading and prosperous country in the world. As an integrative academic program of the professional education directed to substantial gains in executive competence, modern technology, innovative knowledge, and spirit of entrepreneurship; an unique feature of one week workshop in Las Vegas for the cooperated MBA/PKE Program should be designed for the Chinese speaking business executives and owners of the international world mainly from China, Malaysia, Singapore, and Taiwan," said Dr. Tony Lei, President of Washington Business and Technology Institute.*8 Coordinated with the faculty members recently, Dr. Tony Lei has designed educational programs of the CPM and MBA/PKE with Dr. Keong Leong; the CMPA and MPA/SME with Dr. Lee Bernick; and the CEH with Dr. William Thompson for the GSBPA of WBTI. "It's a great market in China for our MBA programs with WBTI's Graduate School of Business and Public Administration," talked Dean Livingstone with Dr. Tony Lei, who sat next to her during the Dinner Party at the Tropicana on May 14, 2004 in Las Vegas. "I'd like Dr. Terry Young go together with your Graduate School for the launching of our MBA programs. Dr. Young is in charge of the international management programs for our Graziadio School of Business and Management," she continued.*9 --------------------------------References

| 072104-2001 | | *This is a draft for final editing. It will be post on July 21, 2004.* Kenny Guinn, Governor of Nevada, U. S. A., delivered his message on July 21, 2004: Court of Appeals DecisionA RESOUNDING VICTORY IN YUCCA FIGHT
By Dr. Kenny C. Guinn and GSBPA of WBTI*1
Governor Kenny Guinn's statement of the U. S. Court of Appeals Decision on July 9, 2004 was the first one aomong related Press Releases and Newsletters from the Office of the Governor, U. S. Senator Harry Reid, U. S. Congresswoman Shelley Berkley, and U. S. Senator John Ensign to WBTI. They have been post by WBTI web site since July 9, 2004. We are proud to post the following one, remarkably designed by Governor Kenny Guinn himself, as his most recent message to all our Nevadans. The message by Governor Dr. Kenny C. Guinn was received by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), in the afternoon at 1:17 p. m. on July 21, 2004 in Las Vegas: Court of Appeals DecisionA RESOUNDING VICTORY IN YUCCA FIGHT
On July 9, the U.S. Circuit Court of Appeals handed down a decision that is a major setback for the Department of Energyˇs (DOE) effort to place nuclear waste in our state at Yucca Mountain. The District of Columbia Circuit Court of Appealsˇ decision reinforces the State of Nevadaˇs position that the science used by the Department of Energy is not sound nor is it safe, and that the 10,000-year standard used by the Environmental Protection Agency (EPA) is woefully inadequate and is inconsistent with the Congressionally-mandated recommendations of the National Academy of Sciences.*2 It is important to note that the court vacated the primary EPA rule governing the project, holding that the EPA deliberately rejected the sound advice of the scientific community and adopted a standard that is not safe. The EPA chose to ignore the National Academy of Sciencesˇ recommendation of a health standard that would protect the public for between 300,000 and one million years when the repository would be experiencing its peak radiation hazard. Instead, the EPA opted for the expeditious but much more dangerous and indefensible standard of 10,000 years. The State of Nevadaˇs legal team has serious doubts if the EPA can now adjust its science in such a way to fit the 300,000- to 1-million year standard, given Yuccaˇs unique and porous geology. Second, and just as important, the court vacated the Nuclear Regulatory Commission (NRC) rule governing repository licensing. This means there is currently no rule against which to license the project. The NRC will have to wait until EPA puts out a new rule, and it too will have to promulgate a new rule. This is often a costly and time-draining maneuver, one that can sometimes if successful take up to a decade to complete. For this to be accomplished, DOE will have to prove what our state has always wanted it to prove that the geology of the mountain is sufficient to retard radiation hazards to a safe level for all time. It is highly unlikely DOE can succeed in this endeavor. Based on this recent ruling, it is obvious that the EPA deliberately adopted a standard that runs contrary to the health, safety and well-being of the citizens of Nevada. Prior to this ruling, the State of Nevada has helped provide funding for the stateˇs legal team, and in February 2002, I exercised my Notice of Disapproval to the U.S. Congress (Governorˇs veto) upon hearing of the decision to recommend Yucca Mountain as a nuclear repository. I would like to congratulate Attorney General Brian Sandoval and the stateˇs talented legal team for working so hard and so successfully in bringing about this important victory. There will no doubt be an appeal from the DOE in the coming months, but I am confident that the latest ruling has struck a significant blow in favor of the welfare and safety of all Nevadans.*3 -------------------------------------------------------------------------------- A Message from Governor Kenny C. | | | 金山論壇 馬英九的總統路

"It's very successful!" congratulated heartily President Dr. Tony Lei of Washington Business and Technology Institute (WBTI) to Tom Axtell, General Manager of KLVX, and Dr. Sue Fawn Chung, Associate Professor of UNLV, at the completion of the Advance Screening & Reception. It was held by KLVX at the St. Tropez Hotel Las Vegas -- Monte Carlo Room in Las Vegas on July 19, 2004. The theme of the Screening was Island Mountain Days: Discovering Nevada's Chinese Miners.*2 "In the late 1800's Chinese workers came to the United States, as cheap labor, sparking a national anti-Chinese sentiment and hostility. But in the small Nevada town of Island Mountain, people lived in relative harmony. This is the story of a multi-ethnic (Chinese, Native-American, and Euro-American) mining community that thrived in northeastern Elko County from 1873 until after 1917,." reported "Antenna; KLVX".*3 "China Lem opened a Prosperous store. Friendships developed as the men of the area went hunting and fishing. Euro-American families invited the Chinese miners to dinner and the Chinese invited their neighbors to help them celebrate Chinese holidays. Around 1917, Island Mountain disappeared until it was recently rediscovered by a U.S. Forest Service archaeological project," according to the above Publication of KLVX, On the same topic, a movie will be shown on Wendesday, July 21 at 9 p. m. and repeating Sunday, July 25 at 1 p.m. by KLVX. The story was based on "A 3-year project (1999-2001) with the U.S. Forest Service, UNR, UNLV, Wing Luke Museum in Seattle, and the Passport in Time volunteers provided me with the opportunity to explore life in the late 19th century Chinese mining community called Island Mountain in northeastern Nevada" by Dr. Sue Fawm Chung.*4 Beside the encouragement of cultural activities, KlVX has produced substantive election campaign and lagistlative promming. "We're proud to have hosted so many political forums over the years at KLVX. KLVX will partner with the Las Vegas Review-Journal to solicit candidate questions from readers on its web site that will be used during our debates and forums. Public television offers issue-oriented campaign coverage for thoughtful people. This foster the very best elements of our democratic society and we're glad to have your support as we head into a very exciting political season," said Tom Axtell on his "Message to our Members."*5 ----------------------------------------------------References

It is our pleasure to post the following two E-mails from Becky Ung, Chairperson of E. Q. Research Committee (EQRC) of Washington Business and Technology Institute (WBTI), to us in the evening on July 19, 2004: 49th Assembly District's Asian Pacific Islander American (APIA)Heritage Month Awards Dear Dr. Lei, Thank you for your interest in knowing more about the award I received from
Assembly Woman Judy Chu's office. May is the Asisan Pacific Island
 American
(APIA) Heritage Month.*2 I was being chosen to receive APIA Outstanding
 Award
in the field of family. I was being nominated in three categories:
Education, Volunteer and Family. The qualification for the family is:
 "This
is a parent or a guardian who deserves to be recognized for the
 outstanding
commitment to their family and may have faced adversity but has
 overcome
many challenges. It is also a parent or a guardian who strives to
continually empower and educate their children."
I want to thank you for playing an important role in my career and personal
growth. I really appreciate the friendship, support and encouragement
 you
have given me in the past. I want to share this honor with you.
Sincerely yours, Becky *********Dear Dr. Lei,
Here is the article you requested about social etiquette. Please let me know if it is ok.*3 Becky Social Etiquette What is etiquette anyway? Webster's Encyclopedic Unabridged Dictionary of the English Language says: "conventional requirements as to social behavior; proprieties of conduct as established in any class or community or for any occasion." What is graciousness anyway? Webster's again: "disposed to show grace or favor; kind: benevolent; courteous." Yes, yes, yes! We can all do that! We can become kind, benevolent and courteous and it will help us in life! It will pave the way to our success and happiness! I can envision a society where people care about each other and treat each other with graciousness. I believe so strongly that all social and business situations are about graciousness that I've made it my mission to help as many people as possible to put their best foot forward graciously. I think everyone agrees that having social skills will make us better people, give us more confidence and keep us better connected. One sure way to learn about social etiquette is try not to make the same mistakes as others. According to a recent study conducted by The Protocol School of Palm Beach, the following are America抯 top 10 揺tiquette?pet peeves: People who make slurping, smacking or clicking noises while eating. People who conduct private conversations during a meeting. People who talk on their cell phones in meetings or restaurants. People who send unsolicited jokes, photos or chain letters over the Internet. People who constantly interrupt before others have finished talking. People who don抰 cover their mouths when coughing, sneezing or yawning. People who begin eating before everyone at their table has been served. People who pick their teeth with their fingers or with a toothpick at the table. People who don抰 acknowledge a gift with a thank-you note. People who pile a large amount of food on their plate and don抰 leave enough food for others. *****Yes. It is very useful and practical.

A statement by Senator John Ensign was released by his Office in Wasington, D. C. regarding decision on July 9, 2004 by the D.C. Circuit Court of Appeals that sided with the state of Nevada in its fight to stop Yucca Mountain from becoming the nationˇs nuclear dumping ground. "Today's court ruling provides Nevada a crucial legal tool to defeat the Yucca Mountain project once and for all. Our state's legal team should be congratulated for this victory against all those forces that would like to turn Nevada into the countryˇs nuclear dumping ground. Our united effort, in which Nevadans of all political affiliations joined, is the reason for this victory and our celebration today." stated U. S. Senator John Ensign on July 9, 2004.*2 "I have the passion for the fight and the unshakable belief that together we can build a better Nevada;" under these passion and believe by John, Dr. Tony Lei has worked heartily as one of John's grass roots with wisdom, knowledge, and integrity. John's winning on 2000 exemplified that Tony's effort for John through community service can make a difference for Nevada. We are pleased to post the article entitled "John Ensign honored as Vice Chairman of the advisory board of WBTI," which was published by "Nevada Examiner" in the winter of 2000: North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.U.S. Even though not all of them realize their American dream, eventually they could teach and help their children to accomplish their contributions to our country.*3
Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. Best wishes and thank you again for your unselfish kindness, support and encouragement."*4 Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. "In God we trust. Life is for the purpose to serve our lovely community," Dr. Tony Lei stated. It is our pleasure to post the following article entitled "It Is Significant to Serve Our Community": Being dedicated to the 17th anniversary celebrating of Seniors United, Lillian and Julian Wallace wrote a feature article entitled "We Proudly Present to You Two of the Dearest People in the World - Dr. and Mrs. Tony T. Lei." Lillian is President of Seniors United, while Julian is its CEO. The article was published by the famous "Highlights Magazine" on October, 1999. Lillian and Julian wrote that, "Let me clarify, Dr. Lei is not a medical physician. He is a noted professor and President of Washington Business and Technology Institute. He has a background of achievement as long as his arms. During the past years it has put efforts on academic research and social service. Due to its achievement, the Institute is advancing with good reputation both locally and internationally. Governor Kenny Guinn is Chairman of its Advisory Board; U. S. Senstor Harry Reid is Vice Chairman of the Board and several famous scholars as its Directors. The faculty members of the Institute excel in qualification and work performance." Lillian and Julian has recognized this individual by stating that, "Dr. Lei received M.B.A. and Ed. D. in Institutiional Management from Pepperdine University, Malibu, California. From 1985-1990, he was an Associate Professor of Management in the Graduate School of Business Administration of National Chunghsing University. He has been promoted as a Fellow of Management since February 21, 1993 at Pepperdine University. Since May 4, 1997, he has been appointed by Las Vegas City and Council as Member of Las Vegas Senior Citizens' Advisory Board. He has also been elected Director of South Shores Community Association with concrete contributions to the community for more than six years."*5 "Dr. Tony Lei is both excellent in teaching and research with good ability and skill in organization and leadership," pointed out the couple with great accomplishment in political and social services. "Julian and I know the length that Leis go for us. Because of these two terrific, caring people, we were honored by being named as Fellows of the Cultural Institution of WBTI." "The love and friendship that Dr. and Mrs. Tony Lei extend to us is both poignant and meaningful because they are Asian by birth but American by adoption," said Lillian and Julian. "They have also adopted us as their parents because they are so imbused with love and respect for the elderly." "We love you truly and are looking forward to years and years of being together," they stated. "As an outstanding colleague of Pepperdine University and a distinguished alumnus of Tunghai University, Dr. Tony Lei points out: 'Knowledge calls, ultimately, for a life of service. We should continue to wok for the prosperity of our society more diligently.' "Because of his sincere and effective work performance in community service beside his academic endeavor, Dr. Tony Lei has received many important awards from U.S. Senators, U. S. Representatives of the Congrss, Las Vegas City Mayor, Clark County Chairmen, among others. It is significant that Dr. Kenny Guinn, our Governor of Nevada, wrote Dr. Tony Lei: 'It is only with the dedication and commitment of good people like youself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activities in the community.'"*6 ---------------------------------------------------References
