Nevada Attorney General Brian Sandoval is now one of the U. S. District Court judges. The United States Senate voted unanimously on his confirmation. Through the recommendation of U. S. Senator Harry Reid, Sandoval was confirmed for the lifetime appointment. Dr. Brian Sandoval was sworn in Monday October 31, 2005 as a U. S. District Court Judge. Congratulations!

"Through the recommendation by our faculty members including District Judge Cheryl Moss and Las Vegas Constable Bobby Gronauer, Miss Yi Li has been appointed Assistant President of Clark County District Attorney and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI) on November 15, 2004," announced Dr. John Wang, Spokesman of WBTI, on Tuesday, November 16, 2004 in Las Vegas, Nevada.

"Our Vice President Kathy Augustine may have no extra time to take care of the Commission in the coming few months. I'm honor to be named as an Assistant President of CCDACC. I'm challenged to take the acting responsibility temporarily (about one month)for the Vice President," said Yi Li at the time when she was informed by WBTI about the appointment.

Yi Li received her M. B. A. degree from National University, San Diego, California in 2000. She had B. A. degree in English Literature in June 1995 from Central China Normal University, Wuhai, Hubei, China. She is now the Marketing Manager of FiberTel Inc. in Las Vegas, Nevada.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorneys Association;
Nevada District Attorneys Association; among others.

His TEACHING experience included: (1) Panelist- Clark County Bar Association Opening and Closing Statements - 2000; and (2) Guest Lecturer - UNLV Boyd School of Law, Trial Techniques class - 2002.

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administrators or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to be paid a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

On June 29, 2004, U.S. Commerce Secretary Donald L. Evans wrapped up his eleven-day trip to China and Ireland with a visit to Mexico where he continued to stress the Bush Administration's commitment to grow American jobs through free and fair trade.

"In China, Evans stressed the importance of Chinas compliance with WTO obligations and called on senior Chinese government officials to eliminate trade barriers hindering U.S.-China trade relations. He was joined by Secretary of Labor Elaine L. Chao to participate in several of these events," the Press Release on its website by the Department of Commerce pointed out on June 28, 2004.*1

"Secretary Evans cited the many positive strides that were made during his visit in advancing China's economic engagement with the United States which included the announcement of a United States Patent and Trademark Office lawyer that will be stationed in the American embassy who speaks fluent Chinese and will focus full-time on advancing the U.S. intellectual property agenda in China. Evans also witnessed the signing of three U.S.-China business agreements in Beijing that will help grow American jobs."*2

"Throughout his visit to China, Evans called for China to significantly reduce government micromanagement of the economy and introduce a far higher level of transparency before it can achieve a full transition to a market-driven economy," the report continued.*3

Global competition is mounting. Because the huge increase in import penetration plus the massive amounts of overseas investment, firms of all sizes now face competitors from everywhere in this world. The trend of the increasing internationalization of business and enterprise is requiring managers and executives to have a global business perspective gained through experience, education, or both.

In the recent years, it is apparently that American managements want their top executives at company headquarters to have years of foreign experience, and they are sending young executives abroad to acquire that experience. "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*4

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.*5

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is promoting the cooperation and development of international trade, investment, and business. To contribute the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

Dr. Terry Young, a professor of economics, was appointed by Pepperdine University as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management (GSBM). "We are fortunate to leaverage Dr. Young's international expertise to enhance and strengthen our MBA curriculum for a glabal economy," said Dr. Linda Livingstone, Dean of the Graziadio School.*6 Dr. Young served as director of the school's professional MBA and BSM programs for seven years prior to overseeing its global programs. She has an extensive background in finance, with consulting expertise in global soucing and business start-ups.

"Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*7 "Just as economists must be equipped to forecast and regulate impending changes, so, too, must educators."

Here in the Graduate School of Business and Public Administration (GSBPA) of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*8

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. Las Vegas is a famous international city. Las Vegas has good international environment. The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces. It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another.

The recent delegation of trade and investment to China led by Lt. Governor of Nevada Lorraine Hunt has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders. People are interested in having programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI that will enhance the multual cooperation in investment, trade, and global business among China, Malaysia, Singapore, Taiwan, and Nevada.

Wishing you a season of joy

Dear Friend,

I hope this note finds you enjoying a happy, healthy holiday season with family and friends. As I reflect on this past year, I want to let you know how much Tom and I appreciate your support. Your kindness is truly overwhelming. It not only reminds me of all weve accomplished together, but also energizes me for the upcoming legislative session, where there is a great deal of important work ahead.

As I write this, I am already thoroughly immersed in plans for the session. The Democratic Caucus of both the Senate and Assembly is ready to press forward with an agenda to benefit all Nevadans. This session my work will include making improvements to Nevadas sex offender registry, cracking down on the methamphetamine epidemic plaguing our state, creating incentives for businesses to provide real benefits like day care to employees, enhancing economic opportunity in rural Nevada through the e-linkage high speed internet program and improving ethics in government through tougher contribution disclosure rules.

I would like to thank Governor Guinn for his years of dedicated service, and look forward in the coming year to working with my colleagues on both sides of the aisle to get things accomplished for our state.

We have a great opportunity before us to make some serious headway this session but your involvement is crucial during this important year.

As you celebrate this holiday season, I hope you will join me and my family in taking personal steps to improve our community and make a difference for others. Volunteering your time for one of the many worthy causes in our state, attending holiday benefit events for charity or giving of your own resources to help those in need are great ways to start.

I hope that in the coming year you will stay engaged in the issues facing our state. Stay in contact with your elected officials and support - or even suggest - a piece of legislation. Follow issues in the news and write letters to the editor when you feel strongly about a topic. Get involved in an important cause or join a community organization. Above all, make sure that your voice is heard.

Belinda led a Mission to Israel on October 20, 2006 for about 11 days. In Israel, the Director of Department of Tourism of the nation came to visit the Mission's team. He welcomed them and asked the members, "Do you ever know that the word 'Chinese' is appeared on the Bible?" "What is the chapter that shows us 'Chinese' firstly on the Bible?" Belinda was very excited about the Director's knowledge and friendship to Chinese. The Direcor emphasized the importance of the Chinese people as favorable tourists to his country.

Care Leader presented a Gift of Incentive from ROLCC to Belinda on November 19, 2006. "She's really good by nature. She'll never refuse in answering to you. She had a long time in serving the God at our Church sincerely and diligently," said the Care Leader to Tiffany Chang of WBTI.

"Thanks to all who came last week to help wrap Christmas shoe boxes for needy children. We had a lot of fun and we did such a great job that we ran out of toys for all the wrapped boxes!" John Lei called the cell group member to attend our meeting at Friday night on November 17, 2006. Gloria Lan directed the worship. Kang Fung directed the Bible Study on First John 5:1-15. A Cell Group meeting was held in the Friday night on October 27, 2006. Acting Leader Bin Zhou and his wife Tiffany Zhi prepared the service. Care Leader Li-fu Chang preached. Kelly Chen is the Leader for a long time. As her father is in serious sickness, she has asked Bin and Tiffany to take care of the Cell Group. We pray to God for Kelly's father. The Sunday School held by Mrs. Belinda M. Liu on November 19, 2006 was impressive. It was its eleventh week. The subject was on the advanced part in the chapter of "Numbers" of the Bible. A test with group effort was held.*15 We had many sisters and brothers including Miss Ying-Min Huang, Mr. Yang Shao, Mrs. Judy Lei, Miss Vanessa Li, Mr. John Lei, Miss Angel Lo, Miss Annie Shen, Mr. Jingmin Leng, Miss Lanfang Hsu, Miss Julie Tai, Miss Rebecca Pang, Mrs. Gary Hsu, Miss Elaine Hsu, , Miss Chiao-wen Chen, Dr. Tony Lei, and among others (names in random).

In her speech to the Women Conference in the morning on September 22, 2006, Mrs. Belinda M. Liu dilivered an amazing testimony. "Two weeks ago in my Sunday School, I met with an elder and wise man (Dr. Tony Lei). He told me that WBTI (Washington Business and Technology Institute) was interested in opening a special section for me which would emphasize the educational and spiritual value. As I read his business card, praise Lord! he's the President. I was quite excited and scared. I was worry not being able to answer him appoximately. I told him that I had no formal education from a bible college. As you know I've been eager to enhance my teaching in Bible with a special website for many years. This Sunday November 19, 2006, the Sermon was delivered by Rev. Tong Liu, Senior Pastor of River of Life Christian Church. The subject was "Vessels of Honor." "Our Englsh Service is now advanced with the development of Cell groups. We've two groups now. As I've more than 20 individuals in my group, we'll develop it into two groups. Therefore, we'll soon have three groups," said Pastor Doris Lin.

Established in 2004, the Wang Foundation is a non-profit organization that advances international exchange and service learning as key elements in shaping our global future. The Foundation's current focus is to represent Tsinghua University's School of Continuing Education in the development of a consortium of US colleges and universities that will nominate student and faculty participants to Tsinghua's Poverty Alleviation Project through Service Learning Program.*2

The Foundation's first step towards meeting this goal was the July 2006 launching of the Service Learning Program (SLP) in China with over 450 participants. Built on the premise that a more just and peace-filled world is attainable through college students engaging cross culturally in service learning projects, the SLP helps future Chinese and U.S. leaders become more effective global citizens.

The Foundation envisions supporting up to 2,000 participants for the 2007 SLP.

Wang Foundation has developped
the Service Learning Program In China:

The "Service Learning Program in China" brings together American and Tsinghua University students who live and work side-by-side while providing critical educational resources to the poorest regions of China. Service Learning Scholarships provided by Wang Foundation and Tsinghua University enable hundreds of American and Tsinghua University students to learn about each other's cultures, practice global citizenship and mitigate chronic poverty at the grass roots level. First launched in 2006, the program has already become a successful model for expansion and duplication throughout China.*6

In his article entitled "An Invitation to Build A Better World," Ron Moffatt, President-Elect of NAFSA: Association of International Educators, stated that:

"As an international educator who spends each day helping students cross borders to learn about the world beyond their comfort zones, I am always seeking better ways to guide them through transformative journeys that will eventually shape our global future." *7

He pointed out that, "I recently rediscovered the power of such hope. The gift came in the form of a lesson taught by a kind and scholarly couple who befriended me and showed me what true heart space is capable of achieving. I am forever grateful to Peter and Grace Wang for providing so many wise answers to my core questions and for helping me see where I must invest my energies. Their vision of poverty alleviation through education has been a profound source of inspiration for me personally, and their boundless commitment to improving the lives of hundreds of thousands of people has driven much of my professional focus for the past year."

Nevada State and WBTI Welcomed and Commended TEFA and Tunghai Reunion
U.S. Senator Reid Awarded TEFA and CAAAN

Starting from July 4th, Independence Day, to 8th were a long holiday season for casinos and tourist industries in Las Vegas. Numerious visitors were crowding to here, yet Tunghai University had brought good conference and reunion news for Chinese American academic community of Nevada.

On July 6, 2001, gathering to Las Vegas had been the directors and membes of Tunghai Endowment Fund for Academic Advancement (TEFA) and 12 - 13th classes of Tunghai Reunion. VIPs of ten individuals including Dr. Kang-pei Wang, President of Tunghai University, Mr. Bridge I-yu Teng, Executive Director of TEFA, were invited by Dr. Tony T. Lei, President of Washington Business and Technology Institute (WBTI) to have champagne and delicious foods dinner at Gee Joon Chinese Restaurant of Horseshoe Casino and Hotel. Dr. and Mrs. Tony T. Lei were the hosts. Gerri Schroder brought the certificates by Congresswoman Shelley Berkley to the dinner party. TEFA returned with the best Taiwanese box of tea to Shelley. After the pleasent and rich dinner, all the party group were treated to enjoy the famous show "Naked Angeles" by Dr. and Mrs. Lei.*1

On the 7th of July, a Welcome Tea Party was held by Dr. Tony T. Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN) and Mrs. Judy K. Lei. It was held for the celebrating of the incorperation of TEFA USA and the Global Tunghai Reunion in Las Vegas.

In the conference, Dr. Tony T. Lei expressed sincere welcome in his short speech to both the Corperation and Reunion. He then introduced Theresa Malone, Member of the Nevada Board of Education, and Denise Brodsky, Las Vegas School Board of Trustees to deliver welcome speeches.

Malone spoke for U. S. Senator Harry Reid's welcome to the Conference and announced Reid's certificates of commendation to TEFA and CAAAN. "Yet, with our differences we have a goal that is the same: to provide many opportunities for our citizens to learn and develop their knowledge, skill, mind, and character by formal schoolling," Malone said. "With support of organizations as the Tunghai Endowment Fund for Academic Advancement, and the Washington Business and Technology Institute, but most importantly You, we will fulfill our goal to promote opportunities for education. On behalf of the Nevada education community, thanks you for sharing your time and goals with us," she added.*2

Brodsky announced in her welcome speech that Congresswoman Berkley was giving TEFA and CAAAN each a certificate of commendation. She recognized that Mayor, WBTI, among others are sharing their same legacy to include building Las Vegas a community where future generations will have even more opportunities and advantages to live a prosperous life.

The highlight of the tea party at Bellagio was the Congressional Recognition by Congresswoman Shelley Berkley presented through Malone and Brodsky to TEFA and CAAAN . On behalf of the TEFA, Chairman Wu and Dr. Wang President of Tunghai University received the Certificate. Dr. Lei also received the Award for CAAAN from Berkley. Thunders of applause from all the guests and participants brought a climax of this event in the Conference Room of Renoir 2 during the presentation of the awards. Chairman Wu gave a thanks speech to appreciate Senator Reid, Congresswoman Berkley, and Chairman Dr. Lei. for their hospitable welcome and supports. He was acknowledged the invitation by Reid to meet the Senator through Dr. Lei. President Dr. Tony T. Lei of WBTI, Chairman of CAN-DO Dr. Prabhu, among others were going to hold a significant theme party and dinner in August for Reid in congratulating his being the Majoity Whip of U.S. Senate.

Dr. Kang-pei Wang, President of Tunghai University, was also invited to give a speech. He thanked the nice welcome and supports by the Washington, D.C. Scene, Nevada State, Las Vegas City, and Clark County. Acknowledgement was that this has been one inspired revelation that Dr. Tony Lei's long years of honest and excellent efforts to coummunity service in Nevada have been significant and fruitful. He said that Tunghai University is a developed university with many departments, graduate schools, and colleges. The diligent attitude of teaching by professors and the concrete research accomplishment of the graduate schools have launching this University to one of the famous educatonal institutions in the world. He also welcomed all Nevadans come to visit Taiwan and Tunghai University.

U. S. Senior Senator of Nevada Harry Reid, the second greatest and powerful character of the Senate in Washington D. C. , gave a Certificate of Commendation of the U.S. Senate to Chinese American Academic Association of Nevada (CAAAN). It credits CAAAN for "In Recognition of Your Outstanding Support and Contribution to the TEFA and Global Tunghai Reunion in Las Vegas, Nevada." Dr. Tony T. Lei, Chairman of CAAAN and his wife Judy received the award in the Senator Reid's Office on July 16, 2001. TEFA also received a certificate because of "In Recognition of Your Outstanding Accomplishment to the Academic Advancement and International Cooperation in Education" from the Senator.

The Office of Senator Reid in Washington D. C. faxed Dr. Tony Lei, President of Washington Business and Technology Institute(WBTI) its "WHIP ROUND-UP". It tells Tony that famous for Harry's ability to lead important negotiations while avoiding the media spotlight, Majority Whip Reid's day of keeping a low profile may be over. "The Washington Post" and "Time Magazine" touted Senator Reid's influence last week. The latter quoted GOP Senator John Ensign as saying: "If Republicans want something, they go to Harry. He represents things fairly. He won't over-promise and underdeliver."

Senator Reid graduated from Utah State University in 1961. He received his Juris Doctoral Degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislator in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute. In December of 1998, after returning for his third term in the U.S. Senate, he was unaimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. He is now the Assistant Democratic Leader and Majority Whip of the U.S. Senate in Washington D. C. (sooner be the Majority Leader of U. S. Senate).*3

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's Senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream.
"Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishment to improve the quality of life of all Nevadans and help people realize the American Dream," Said Dr. Lei in my feature article entitled "Senator Harry Reid Awarded 'Outstanding Democrat of the Decade' " on October 26, 2000.*4

"Most business professionals will now have to rely on computer-generated information to perform effectively in their jobs. However, in order to make informed and responsible decisions they must also understand the processes used by computer in generating the information," wrote James O. Hicks Jr.*11 "Business people are interested in how to put the computers to work, and how to build and use information systems."

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

"Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. (11) Decisions. (12) Adaptability. (13) Dependability. (14) Loyalty. (15) Vision. (16) Imagination."*1

As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. "Harry Reid's campaign for a fourth U.S. Senate term is stretching far beyond Nevada. Money flows in from Alaska to Maine and out of the pockets of casino operators, trial lawyers, union leaders and members of Hollywood's glitterati. Focused on a $10 million goal, Reid has raised money from every state, Puerto Rico and the District of Columbia," reported ALLECIA VERMILLION of
STEPHENS WASHINGTON BUREAU.*2

"Reid's reach further illustrates his journey from tiny Searchlight to a standing as a national politician, one of the most powerful members of the U.S. Senate as the No. 2 Democratic leader. According to Federal Election Commission reports, Reid has raised $7.8 million through June 30, already a record for a Nevada political campaign," the Reporter continued.*3

"According to Guy Rocha, assistant administrator for archives and records for Nevada, $10 million would be the most anyone in the state has ever amassed for a U.S. Senate campaign. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*7

U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*8

On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*9

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader (sooner be the Majority Leader of U. S. Senate).

"Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. "Following a recent industry trend, Internet giant Yahoo Inc. is adding new search engine tools that will enable users to create personal folders and share their favorite links with others," the Associated Press delivered today.*2

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*3

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *4

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. "Sunnyvale-based Yahoo expects to begin testing the new features Tuesday at http://next.yahoo.com. With the new tools, Yahoo's search engine users will be able to sort and save their search results into distinct categories. Visitors also will be able to record personal notes about the saved sites. Yahoo's upgrade is similar to features recently introduced by two other Internet search engines, Ask Jeeves Inc. and A9.com, which is owned by online retailing giant Amazon.com Inc.," the Associated Press continued.*6

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*7

Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

Senator Ensign was raised in northern Nevada and moved to southern Nevada where he graduated from Clark High School. He attended UNLV and earned a Bachelor's degree from Oregon State University. Kenny Guinn, 70, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 50 years. Kenny Guinn believes in families.

APPLIED ANALYSIS REPORT: Casino stock index reaches high
Speeches, speculation spark move, observers say*1

Outside forces, rather than performance, drove the average daily stock prices of three of the gaming industry's largest operators to double-digit increases during November.

A stock index compiled by Las Vegas-based financial consultant Applied Analysis that tracks the monthly performance of six casino operators and three slot machine manufacturers jumped to its highest level ever since it began in January 2002, climbing almost 11 percent in value to 422.92.

Gaming revenues and quarterly earnings reports weren't the reason for the rise.

"There were some softer-than-expected third-quarter earnings reports," Applied Analysis partner Brian Gordon said. "However, there were some external factors and speculation that drove investors' interest in the gaming sector."

Shares of Las Vegas Sands Corp. in November had an average daily price of $85.62, an increase of 15.4 percent over October. Comments by company President Bill Weidner spurred the rise. He said Las Vegas Sands has the potential of raising between $6 billion and $12 billion from the sale of retail space at its projects under construction in Las Vegas and Macau, China. He also said the company could realize another $1 billion to $4 billion from the sales of condominiums at those sites.

Meanwhile, Wynn Resorts Ltd. decided to share the proceeds of a $900 million subconcession sale in Macau with its stockholders in the form of $6 per share dividend. That news drove the average daily stock price of Wynn to $84.79 in November, up almost 18 percent from October.

Not to be outdone, MGM Mirage majority shareholder Kirk Kerkorian announced the day before Thanksgiving he would spend $825 million to increase his ownership in the company to more than 60 percent. The Los Angeles billionaire gave his fellow MGM Mirage stockholders an early holiday treat as the average daily share price in the company was $47.87 in November, an increase of almost 13 percent compared with October.

Majestic Research gaming analyst Matthew Jacob suggested the stock prices of Wynn and Las Vegas Sands also benefited from comments made by Wynn Resorts Chairman Steve Wynn. On Nov. 7, during his company's third-quarter-earnings conference call, Wynn told analysts that results at Wynn Macau during October, the first month of the fourth quarter, were stronger than expected.

"The prospects for Macau have vacillated from bullish to bearish," Jacob said. "Steve gave out some data that helped investors in their analysis of the company. The information helped both Wynn and Sands in their stock prices."

Kerkorian's move to buy additional shares of MGM Mirage was viewed as a vote of confidence by the 88-year-old investor in the long-term prospects of the company's $7 billion Project CityCenter development, Jacob said.

"Kirk announcing he was buying a chunk of the company's stock expressed a bullish view of MGM Mirage's potential from CityCenter," Jacob said.

In October, shares of Harrah's Entertainment jumped more than 16 percent in their average daily price from September on news the company was considering a $15.5 billion buyout by two private equity firms. In November, shares in Harrah's averaged $75.68, relatively unchanged in price compared with $75 in October. The company has still not reached a decision on the purchase offer.

Gordon said shares in Harrah's have been trading based on a discounted rate because of the buyout possibility.

Meanwhile, outside events and speculation didn't affect the shares of two other Las Vegas-based casino operators, Boyd Gaming Corp. and Station Casinos. However, the two companies reported less-than stellar third quarter earnings which affected their shares in different ways.

Boyd Gaming's average daily stock price was $41.03 in November, down less than 1 percent from October. Shares of Station Casinos averaged $66.18 in the month, up almost 9 percent from the prior month.

"The locals market is still adjusting to the new capacity that opened in the past year (South Point and Red Rock Resort), so that is impacting both companies," Jacob said.

All three slot machine makers in the index showed month-over-month positive changes in their average daily stock prices, reflecting investors' confidence in expansion into international markets, gaming analysts said.*2

Reid ready to helm Senate for long hours

WASHINGTON -- Senate Majority Leader-elect Harry Reid said Tuesday he's doing away with the "do-nothing Congress" that Democrats campaigned against and plans to keep senators working long hours, focusing first on ethics, the minimum wage and stem cell research.

The Nevada Democrat said he would tackle those priorities after cleaning up the "financial mess" the outgoing Republican Congress is leaving behind, a reference to nine long-overdue spending bills covering 13 Cabinet departments for the budget year that began Oct. 1.

"They're just leaving town, it appears," Reid said during an interview in his Capitol office. "And so we're going to have to find a way to fund the government for the next year."

The must-pass legislation totals more than $460 billion and could divert time from other items on the Democratic agenda. "It's certainly not going to help it," Reid said.

He is wrapping up his final days as Senate minority leader. He will assume control of the Senate's agenda on Jan. 4, when the next Congress convenes with 10 new senators, at least 52 new House members and Democrats holding majorities in both houses for the first time since 1994.

"We're going to put in some hours here that haven't been put in in a long time," Reid said. That means "being here more days in the week, and we start off this year with seven weeks without a break. That hasn't been done in many, many years here."

Reid said he hopes President Bush is willing to work with Democratic congressional leaders, but he added that the early signs have not been encouraging. He said the White House has not reached out to him since his meeting with Bush in the Oval Office on Nov. 10.

"He said when I met with him after the election he wanted to work together, and I told him, 'Mr. President, you said that two years ago and we haven't gotten anything done,'" Reid said.

White House spokesman Tony Fratto said lawmakers have been out of town for most of the time since the Nov. 10 meeting and the president has been traveling abroad. He said Bush "has been very forthright in his interest in having a bipartisan dialogue on the Hill. That wasn't just a gesture in the days after the election. That was an authentic, sincere effort."

Reid said he hoped Bush would use his State of the Union address before Congress early next year to lay out plans for health care, retirement security, decreasing dependence on foreign oil, reducing government deficits and, most importantly, Iraq.

He said the Senate will conduct hearings to investigate problems in Iraq but Democrats have no immediate plans to cut spending on the war.

"Now he's the commander in chief, and we're not going to do anything to limit funding or cut off funds, even though there are some on the outside who suggest that," Reid said. "I think we want to make sure that the troops have everything that they need."

With only a two-seat majority and a Republican president with veto power, Reid's Democrats will have an incentive to work with political opponents to get their priorities into the law books.

Kentucky Sen. Mitch McConnell, whom Republicans voted to be their minority leader in the new year, said while he and Reid are not going to agree on every item, they agree on the need for bipartisan achievements on special spending bills and other matters.

"Earmark transparency is a good start, but I would also like to see us find common ground on Social Security, homeland security, extending tax relief and other major issues that we can't just kick down the road," McConnell said.

Bush used the only veto of his presidency so far to reject a bill passed by Congress last year that would have expanded embryonic stem cell research through government funding.

Supporters of such research say it could lead to treatments and cures for a wide variety of ailments, including Alzheimer's and Parkinson's diseases as well as spinal cord injuries. Bush and abortion foes, however, have opposed expanding embryonic stem cell research because the embryos die in the process of harvesting the stem cells from them.

Fratto said Bush gave the matter deep thought and consulted with researchers and religious leaders on the moral and ethical implications of his position. Reid said he hoped the president "will relent and see the light."

In the meantime, Reid said the Senate is "not even close" to having the two-thirds vote necessary to override Bush's veto but he hopes some Republicans will join the Democrats after the GOP's election losses this month.

He pointed to Missouri, where the issue helped pro-stem cell candidate Claire McCaskill defeat incumbent Republican Sen. Jim Talent, who said embryonic stem cell research destroys human life at its earliest stages.

The midterm election came on the heels of several ethical scandals involving lawmakers, and Reid said reform is needed. He said "the first thing we do" will be to require lawmakers to put their names on "earmarks," spending items added to bills that often help a specific company or project in their districts.

Bush supports such transparency, Fratto said.

Citizens Against Government Waste, a taxpayer watchdog group, said there were 9,963 such projects in the spending bills for the 2006 budget year, costing $29 billion.

The third item at the top of Reid's agenda is increasing the minimum wage from $5.15 to $7.25 an hour. It's also one of several measures that Speaker-to-be Nancy Pelosi has promised to bring to the House floor in the first 100 hours that chamber is in session.

Fratto said Bush is willing to support an increase in the minimum wage, although he doesn't want to publicly debate the amount and wants to make sure it won't hurt small businesses.

"Since Nevadans elected him to the Senate in 1986, Harry Reid has developed a reputation as a consensus builder and an accomplished legislator. Even his Republican colleagues praise his reasoned, balanced approach. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event and Party was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of Paradise Democratic Club of Las Vegas, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*6

A beautiful Thanksgiving card was sent to President Dr. Tony Tung-tien Lei of Washington Business and Technology Institute (WBTI) by Judge Nancy Oesterle from her Office, Justice Court Department 6, on November 18, 2006 in Las Vegas, Nevada. "One of the true joys of celebrating Thankgiving is the opportunity to thank you for your friendship and support. HAPPY THANKSGIVING!" wrote Judge Nancy Oesterle.*1

"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.*2

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institue, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.

Miss Nancy Oesterle is a judge. She holds the Department 6 Justice of the Peace position.

Judge Nancy Oesterle was appointed to the Las Vegas Justice Court Bench in December of 1990 and became the first female ever appointed in its 89 year history. She has been re-elected to that position twice and has been Chief Judge of Las Vegas Justice Court twice. Judge Oesterle served eight (8) years on the Nevada Judges Association board and was president in 1995. For the past six years she has been the Chairman of the Education Committee for the Nevada Judges Association and she is an active member of the Legislative Committee, speaking frequently in Carson City on bills that affect the Nevada Judges Association. She is a member of the Nevada Supreme Court Judicial Assessment Commission and chair of the Criminal Justice Task Force Sub-committee. She is co-chair of the Nevada Supreme Court Community Relations Committee and a member of the Nevada Supreme Court Mandatory Sentencing Commission. The Nevada Judges Association honored Judge Oesterle with the Distinguished Judge of the Year Award in 1994.

Judge Oesterle moved to Las Vegas 29 years ago from South Miami, Florida. She attended the University of Nevada Las Vegas in 1978 and earned her Bachelor of Arts Degree in Criminal Justice graduating with High Distinction. She then attended California Western School of Law in San Diego and received her Juris Doctor Degree in 1981. Upon graduating from law school, Judge Oesterle was employed by the Clark County District Attorneys Office as a trial attorney in the criminal division for almost 10 years. During that time period she served six years on the Clark County Bar Association Board and in 1990 was President of Clark County Bar Association. In 1993 the Clark County Bar Association presented her with the Distinguished Presidential Service Award for her service to the Bar and that same year she was honored by the Chamber of Commerce with the Women of Achievement award for the legal category. In December, 2000, Judge Oesterle was named by the Clark County Law Foundation as the first ever Ambassador of the Year Award for her continued community service.

Judge Oesterle believes strongly in the importance of educating the public in all aspects regarding the law. She is the creator, producer and co-host of a weekly TV show, Law For The Layman, which has been airing in Clark County for the past thirteen (15) years. She also volunteers her time to a program she initiated entitled Keys to the Courthouse in which she visits elementary schools on a weekly basis and brings the elementary class to her courtroom to educate them regarding the criminal justice process. She has been the organizer of the Doctor v. Lawyer volleyball tournaments and softball games for charity for the past fourteen (16) years. But her real claim to fame was being a UNLV cheerleader throughout her years at UNLV.*3

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; Nevada State Senator and Professor of UNLV Dina Titus, Chief Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, and Dr. Achie Chang as its Fellows; and District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, and Jessie Walsh as its Associate Fellows.*4

Whereas, Washington Business and Technology Institute (WBTI) and its Advisory Board and Faculty Members established the Pan Pacific and Asian American Forum (PPAAF) in September 28, 2001 to pay a special tribute to U. "Through the recommendations of our faculty members, including Supreme Court Justice Michael Douglas, District Court Judge Cheryl Moss, and Nevada Assemblywoman Valerie Weber, Dr. Feng-wei Lai has been appointed as Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) and Chairman of Penghu and Nevada Tourism Development Research Committee of the Washington Business and Technology Institute (WBTI) on September 6, 2005." The announcement was made by Dr. John Wang, Spokesman for WBTI, on September 7, 2005 in Las Vegas, Nevada.*2

Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

The following is a list of some Dr. Lai's publications:

During his many years public service, he received the following honors:

(2) Fourth place in the policy satisfaction investigation done by ETTV and China Times

(3) First place in the policy satisfaction investigation done by National Cheng Kung University

(4) Second place in the policy satisfaction investigation done by Common Health Magazine

(5) Third place in the policy satisfaction investigation done by Common Health Magazine

(6) Second place in the policy satisfaction investigation done by CW Magazine.*4

On his Policy, Establishment, and Visions as the Magistrate of Penghu County, Dr. Lai set his goal "to develop Penghu into 'an International isle, A Pearl in the Ocean' since accession. Furthermore, Dr. Lai set two major policy guidelines for the people: 'Improve the Environment, and Inspire Energy'. By aggressively improving the life quality and industry environment, we try to pursuit stability under growth. In this pursuit, we hold the faith to help ourselves and people will help us in return."*5

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*6

"Dr. Tony Lei is one of the most respected first class alumni of Tunghai University. We have had several distingueshed alumni like him among our first four classes. It's my interest to join WBTI with my knowledge, wisdom, and talent for the promotion and cooperation of academic and tourism development between Nevada and Penghu. This is a great challenge, but a worthy and honorable effort. Of international importance, Penghu's relationship and ties with Nevada has become a valuable asset. We hope that a modern public administration strategy will be formed and based on mutual cooperation and development among the international cities. Belinda led a Mission to Israel on October 20, 2006 for about 11 days. In Israel, the Director of Department of Tourism of the nation came to visit the Mission's team. A Cell Group meeting was held in the Friday night on October 27, 2006. Acting Leader Bin Zhou and his wife Tiffany Zhi prepared the service. Care Leader Li-fu Chang preached. Kelly Chen is the Leader for a long time. As her father is in serious sickness, she has asked Bin and Tiffany to take care of the Cell Group. We pray to God for Kelly's father. Bin is expecting for good activities because he experienced the number of attendants were great with social events. The Sunday School held by Mrs. Belinda M. Liu on November 19, 2006 was impressive. It was its eleventh week. The subject was on the advanced part in the chapter of "Numbers" of the Bible. In her speech to the Women Conference in the morning on September 22, 2006, Mrs. Belinda M. Liu dilivered an amazing testimony. "Two weeks ago in my Sunday School, I met with an elder and wise man (Dr. Tony Lei). He told me that WBTI (Washington Business and Technology Institute) was interested in opening a special section for me which would emphasize the educational and spiritual value. As I read his business card, praise Lord! he's the President. I was quite excited and scared. I was worry not being able to answer him appoximately. I told him that I had no formal education from a bible college. As you know I've been eager to enhance my teaching in Bible with a special website for many years. Sarah's life is a story of firsts

Nevada's second statue in the U.S. Capitol's National Statuary Hall was dedicated March 9, 2005. The Sarah Winnemucca Statue will join Nevada's other statue of Patrick A. McCarran as the two statues contributed by the Silver State.

The following speech is the one that I delivered at the dedication ceremony. It would be most inspired by our people here in Nevada for the story of Sarah Winnemucca:

"Sarah Winnemucca is Nevada's second statue in the Capitol. Our other statue, Senator McCarran, has been here for 45 years - which I believe marks the first time Sarah Winnemucca ever came in second to anyone.

"Sarah's life is a story of firsts.*2

"She was the first female Native American to write a book. She set up Nevada's first school for Native American children. And she was one of the first individuals to navigate between her own culture and the settlers.

"As someone who showed so much courage in charting a new course, Sarah's statue fits in well among other "first? Americans in the Capitol, individuals like our first President George Washington?.and the first woman elected to the U.S. House of Representatives, Jeanette Rankin.

"And with Sarah's statue, we experience another sort of "first? today.

"Sculptor Benjamin Victor becomes the youngest artist ever to complete a work for the National Statuary Hall Collection.

"None of us knew Sarah Winnemucca, but because of this 26 year-old man, we can get a glimpse of who she was ? as will thousands of visitors to our nations Capitol each year. And when they see this work, they will get a sense of Nevadas historyand our countrys history.

"One week ago, many of us gathered in this same spot to present Jackie Robinson's widow with the Congressional Gold Medal. We praised Jackie for breaking the color barrier not just in baseball, but in minds across the country.

"It is praise we can equally lavish on Sarah Winnemucca for the work she did on behalf of Native Americans over 125 years ago.

"Disillusioned by the treatment and relocation of the Paiute people, Sarah became an activist - - in addition to the many other roles she held, which included teacher, author and translator.

"Sarah traveled across the country, introducing Americans to her people and the struggles they faced through a series of lectures on the East Coast. She even visited Washington, DC to plead her case with President Hayes and the Secretary of the Interior? only to be sent home with promises that would never be fulfilled.

"Having dealt with an indifferent U.S. government, it has been written that Sarah died believing she had not accomplished much ? unconvinced that her life had an impact.

"I think if she could see us today, she might change her mind.

"While our country and our culture remain far from perfect, we are further down the trail Sarah set out on a Century ago. And while she may have died believing she did not make a difference, her image in the Capitol is proof her story remains very much alive.

"It took 45 years for Nevada to get its second statue in the Capitol. When you consider what Sarah did in just 47 years of life, you've got to wonder what took so long.

"As this statue takes its permanent place, I'm proud that Sarah is the newest face of Nevada in Washington, DC, and that as a state, we have helped ensure her legacy lives on for generations to come.?*3

The following is a part of the article written for Senator Harry Reid being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.*4

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were former U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, among others. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).*5

PARADISE DEMOCRATIC CLUB OF LAS
VEGAS' "OUTSTANDING DEMOCRAT OF THE YEAR RECEPTION" is HONORING U. S. Senator as "THE OUT STANDING DEMOCRAT OF THE YEAR" 2005.

This year's event will be held on Monday May 2, 2005. 6:30 to 8:45 Cocktails and Photos 6:30 programs starts at 7:30 Bally's Grand Ball Room.*6

"WASHINGTON -- Now that he is arguably the third most powerful person in the nation, presumptive Senate Majority Leader Harry Reid of Nevada is confident his relationship with President Bush is going to change," reported Tony Batt.*7

Senator Harry Reid is a Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute (WBTI)[honored at the adjunct level].

At her short sppech, Judge Kolkoski welcomed Mr. QIN QUAN XIONG's enthusiam to bridge the art and cultural cooperation between Nevada and China with this significant ART EXIBIT. She appreciateted and enjoyed the close and sincere friendship with Dr. and Mrs. Tony Lei(雷動天).

The dinner party was full with joy also with the dancing and singing of Mr. and MRS. QIN QUAN XIONG. The highlight of the dinner party was the Senatorial Recognition Award from U. S. Senator John Ensign to Mr. QIN QUAN XIONG, which was presented by his representative Miss Kathie Ambrosio to Mr. XIONG.

Mr. QIN QUAN XIONG painted a serial of writings to participants for donation. All the donation will be given the people with recent disasters in Southeast Asia.

A good news was announced by Judge Betsy Kolkoski during Mr. QIN QUAN XIONG's presentation: Immedeate source shows that she has no opponants and won the re-election as a judge.

Wheather as an organizer or as a MC, Miss Yin Yan played an important and successful role for the implementation of this Event and Dinner party.
