The book comes at an important time, a vital moment on Earth.

Right now our nation is ready to cross the tipping point beyond which our leaders will be forced to take real action to solve the climate crisis. However, in order to cross that threshold it is going to take a sufficient expression of political will.

Most of our Representatives in Washington know there is no longer a debate about the fact that the climate crisis is real -- and they know the serious consequences our planet faces if we fail to act. Political will is a renewable resource, and enough already exists to start solving this crisis. We just have to communicate that forcefully to the political leaders of our country.

As John and Teresa's book demonstrates, the most powerful way to realize that change is through the activism of the American people.

Students need a heart for excellence and a soul that makes big plans and aims high. In addition, without a foundation of ethics, character, and faith, we believe true success is impossible. Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. "They are the pipeline of raw material with which the nation's --- and the world's --- leading business build the future. And MBAs are not limited to the traditional corporate world: From Wall Street to Madison Avenue, from Sand Hill Road to 1600 Pennsylvania Avenue, today's MBAs lead organizations large and small, in every conceivable industry. They are the executives and entrepreneurs who power the economy." *4

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*5

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *6

"Business has only two functions," writes Peter Drucker, "marketing and innovation." Consider these phrases posted on separate roadside signs: A peach looks good...with lots of fuzz... but man's no peach... and never was... Burma Shave! In 1925, Burma Shave knew they had a great product but were ineffective in marketing it. So, their roadside advertising was implemented. Today, the Burma Shave commercial are highly recognized as memorable trivia. Here's another exemplary approach combining innovation and unique marketing. A small garage-based company took a single product, biodegradable soap,broke the customary marketing trends and amassed a fortune.
Using multi-level marketing, Amway left its competitors green with envy. First, they produced a quality product, developed unique packaging, attached distinctive labeling, and then used direct salespeople to sell their product. It is working to the tune of an estimated $1 billion in annual revenues.
Domino's Pizza shocked the industry with their original idea: "Guaranteed delivery in 30 minutes or $3.00 off." Quick service is now a minimum standard in the food industry. Innovative marketing-could it be the third function of business?*7

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site." *8 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com, and www.yahoo.cn), Google! (www.google.com, and www.google.cn), Aol! (www.aol.com), MSN! (www.msn.com), WebCrawler! (www.WebCrawler.com), Infoseek! (www.infoseek.com), among others.

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*10

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *12

"We need individuals who can restore hope and create positive changes in our society. It is our responsibility as educator to produce leaders who will take that initiative. To do so, we must be at the level of the individual student and alumnus. Utimately, the school must strengthen the student's intellect and create a better, bolder, and more ehical thinker who will yield the greatest impact on the community in roles as educators therapists, and business persons," siad Nancy Magnusson Fagan at the time when she was the Dean of the Graduate School of Education and Psychology, Pepperdine University.*13

"The ServiceMaster Corporration serves as a beautiful example of a company that thoroughly integrates its corporate philosophy and mission into day-to-day affairs. Founded by Marion E. Wade, the story of its conception, genesis and growth is told in Wade's book, God is Counsel. Kenneth T. Wessner, Chairman of the Board of ServiceMaster, states: 'The philosopgy of a company determines the character and nature of business it conducts. The climate of a company is created by the concepts of managing and life that govern its policies and practices. The philosophy of ServiceMaster and the words we used to express that philosophy have been carefully conceived, nurtured, and refined through years of thought, work, and commitment. Our company philosophy is expressed in four objectives. These four staterment are the foundation upon which everything we do is built.

To honor God in all we do.
To help people develop.
To pursue excellence.
To grow profitably.

For the people of ServiceMaster, their work is not merely the making of a living; it is a way of life.'" *14

That solid philosophy has helped ServiceMaster become one of the largest cleaning service conglomerates in the world. We are impressed by what Dr. Peter Drucker said that, "Only a clear definition of the mission and purpose of the business makes possible clear and realistic business objectives. It is the foundation for priorities, strategies, plans, and work assignments. It is the starting point for the design of managerial jobs, above all, for the design of managerial structures." A business is a reflection of the leader.

Vision may develop its power to direct what tommorrow will look like. Vision is having an acute sense of the possible. The thing what others can not see, it can be seen by vision. "The willingness to create a new vision is a statement of your belief in your potential," said David McNally.*15

It is our pleasure to inspire the significance of the idea, "The world of tomorrow belongs to the person who has the vision today," which was stated by Robert Schuller. Having good vision, we will bring it together with us to help promote a peaceful, happy, and healthy community.

"Vision seems to be an elusive yet import life principle. Your vision describes the ideal future for you to attain. It provides meaning and direction while forcing you to break through present limitations. Holding a clear picture in your mind of the desired future will mobilize your creative efforts and generate the desire and energy to perform," edited Glenn Ekeren in his book entitled "Speaker's Source Book II".

Vision may develop its power to direct what tommorrow will look like. Vision is having an acute sense of the possible. The thing what others can not see, it can be seen by vision. Something extraordinary will occur when those with similar visions are drawn together. The goal of John F. Kennedy set in 1060 to place a man on the moon by 1970 drew many million people's efforts in achieving the dream. John had the vision. The result is now history with reality.

Enthusiasm is important, especially very important to many things in our lives. We need to push our valuable vision through enthusiasm. We are pleased to quote the following three short but meaningful ones:

We are quite inspired by the words of wisdom as said by Alan Loy McGinnis that, "There is no more noble occupation in the world than to assist another human being--to help someone succeed." Vision with enthusiasm may bring us with hope to serve our people, community, and country!

We may like to agree with what Dr. Thomas Dooley said that, "Dedicate some of your life to others. Your dedication will not be a sacrifice. It will be an exhilarating experience because it is intense effort applied toward a meaningful end." *2

"Dear Dr. Lei, I have read the wonderful article below and have learned so much about what is going on in our local community as well as world wide. There are so many important people who do good things for the community, and they should be commended for all of their efforts. Dear Tony,

The numbers are in on projected general fund tax revenues reported to the legislature, and the picture painted is not good.

We are required by law to use the Economic Forum's revenue estimates to prepare a balanced budget for a two year period that starts on July 1st. While gaming and other sources of tax revenue will rise, this has been offset by declines in other areas including the decline in the housing market.

This, my friends, is where the rubber hits the road; and we can expect little in the way of leadership from the office of the Governor. With scarce resources, each legislator's priorities will come into play. Balancing this year's budget will take courage and will from legislators.

I have said for years that we must move our state to the top of every good list and away from the bottom of every bad list. Consider this in just the health care arena:

--We are 48th in the nation in the number of physicians per 100,000 residents.

--We're 49th for nurses and 48th for dentists.

--We are 47th in terms of Medicaid coverage.

--We are 37th in terms of behavioral or mental health care spending.

Does this mean we have a lean, efficient health care system in Nevada? No. What it means is that the costs are shifted to taxpayers in the form of overcrowded emergency rooms and public hospitals along with big increases in the premiums paid by those with health insurance.

Our schools are packed, our roads are jammed and our emergency rooms are standing room only.

Listen carefully to the debate over this year's budget and you will learn volumes about the priorities of your legislative representatives. Understand that, as in life, costs and duties avoided today mean greater burdens in the future. We have a duty to educate our children with the best teachers possible, care for our citizens with the best physicians and nurses possible, and keep the wheels of Nevada turning with a system of roads and highways that can handle the traffic.

Without these essential things, our state's health will decline, Nevada businesses will stagnate, and our children will have a dim future.

No business can survive without dedicated employees. This is true of your state government as well. Nevada's employees make possible every service that our citizens expect from our state. I have issued a proclamation making May 7th through 13th, 2007 Nevada State Employees Recognition Week and highlighting our employees' accomplishments, teamwork and service.

A recent survey highlighted the efficiency of that service. Governing.com, an on-line newsletter devoted to quality government management, performed a simple test of the responsiveness of state governments. A reporter e-mailed every governor's office in the nation and then waited for the replies. He didn't have to wait long for an answer from Nevada.

��The quickest response I received was from the office of Nevada Governor Jim Gibbons, which got back to me in three minutes,�� wrote reporter Josh Goodman.

This is the kind of service the people of Nevada deserve, and it is the kind of service they receive�Xnot just from my own office, but from agencies throughout state government. Dedicated state employees share my goal of further improving our services and our efficiency.

Certainly, Las Vegas Life Magazine recently named Rory Reid "Best Up and Coming Politician" in Southern Nevada.

"With Reid not committing, Sen. Hillary Rodham Clinton (N.Y.) found the next-best thing -- signing his eldest son, Rory, as both the chair of her campaign in the Silver State and an adviser on Western issues," reported Chris Cillizza and Shailagh Murray at the Washingtonpost.com on Sunday, February 18, 2007.

"Clark County Commissioner Rory Reid was raised in the Las Vegas Valley. Prior to Rory�s election to the Commission, he was active in government and his community. He was appointed to the Nevada Taxicab Authority by Governor Bob Miller and served as Vice Chair. Senate Majority Leader Harry Reid of Nevada announced Wednesday he is working on a book about his life to be published in spring 2008," reported Tony Batt on March 15, 2007 at Las Vegas Review-Journal. "Reid said his advance and proceeds from book sales will go to a three-member foundation he established for his hometown of Searchlight." *3 Searchlight is a town in Nevada.

(Former) Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*8

U. S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U. S. Senator Harry Reid by the President of PDCLV, John Ponticello.*10

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. His commitment to public service and distinguished record of fighting for the values we hold so dear has touched the lives of many in Nevada and across the country," wrote U.S. President Candidate and Vice President Al Gore. The distinguished accomplishments of Senator Reid has given he himself for us a successful model for people who wish to realize their American Dream.

The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. In a citizens society, it depends highly on the team of public intellectuals to integrate people's opinions, to analyze rationally, and to point out wise persperctives and notice. A public intellectual plays an important and significant responsibility of mission to evaluate public activities, to reflect people's opinion, to lead citizens, and to predict crisis. Public opinion is therefore made through the effort of the public intellectuals by their wise investigation to the people's mind and willingness, and by their right understancing and analysis toward the facts. U.S. Americans W. Lippmann and J. Raston, German E. Noalle-Neumann are ideal representatives of such kind of persons as of the public intellectual. Community service is important to our people and society, moreover we wish individuals as our public intellectual may also encourage more volunteers, events, and projects to better the quality of life of all our residents and visitors of Nevadan through community participation.*11

Restoring America's Competitive Advantage

This week, the Senate passed landmark legislation, which I introduced, to help the United States of America regain it's competitive edge in the changing global economy. Our position as the world leader in science and technology has been challenged by countries like India and China, and improving education is key to reversing this dangerous trend.*2

Each year, more than 600,000 engineers graduated from institutions of higher education in China, compared to only 70,000 in the United States. China's population is more than three times that of the United States, yet they graduate more than eight times the number engineers.

By addressing the challenges confronting Nevada and the nation, The America COMPETES Act will help America restore our reputation as the global leader in innovation and creativity through longterm investment in math and science education.

While Nevada graduates many talented math and science students, Nevada ranked 43rd in the country on math and science skills assessments, and only a fraction of our state's high school seniors took math and science advanced placement tests.

The America COMPETES Act will strengthen our schools, universities and research centers by providing the necessary funding to ensure students are armed with the critical math and science skills they need to succeed. Specifically, this legislation would double funding for the National Science Foundation within five years, double funding for the office of Science at the Department of Energy in ten years, and increase funding for the Experimental Program to Stimulate Competitive Research program, all of which support cutting edge scientific research at Nevada's colleges and universities.

I have long been a champion for strengthening Nevada's workforce through education and training, and this Act will make a significant down payment to America's competitive future in the 21st century.*3

Developing Nevada�s Department of Homeland Security

Developing Nevada�s Department of Homeland Security is one of my top priorities. The legislature is considering funding that I have included in my budget, funding that is crucial to our state�s ability to learn about and respond to threats of terrorism.

At the heart of my plan is the concept of a �fusion center.� This is a point at which intelligence is gathered, analyzed and disseminated to law enforcement agencies and other first responders. This will be the very nerve center of our state�s security system. Las Vegas Metro Police and the Washoe County Sheriff�s Office are establishing regional fusion centers, and we will establish a centralized fusion hub for the entire state.

Forty-six states have established centralized fusion centers; so far, Nevada has none. We are missing our main link with the federal Department of Homeland Security and our best tool for coordinating the rapid response of police, fire and other emergency agencies within Nevada. This is inexcusable and it threatens not only our security but also our federal funding. Federal grants are administered to states that demonstrate their willingness to protect themselves. Our state�s commitment to homeland security largely determines the amount of federal funding we receive.

In Congress, I co-authored legislation that created the federal Department of Homeland Security. I know what it takes to get federal grants, and I know what it takes to build a solid system to protect Nevadans. That is why I am moving Nevada�s department back to its original organizational position, reporting directly to the governor. Nevada�s Department of Homeland Security must become a leader in managing information and coordinating resources at all levels of government, and it must take that position of leadership now. Our security and our federal funding depend upon it. Director of Homeland Security Lawrence Martines is ready to build, and I have given him the blueprint. It is up to the legislature to give him the tools.

Dear Tony,

Greetings from Carson City! Monday and Tuesday were long hectic days as we moved hundreds of amendments and bills in order to meet the first house passage deadline. The Senate Democratic Caucus was awesome. We stuck together to kill and/or amend some bad bills and to pass some good ones. Our newest Senator, Joyce Woodhouse, is a great addition.

Senator Steven Horsford negotiated a compromise on school empowerment that reflects most of the Democratic proposal. Senator Bernice Mathews successfully pushed through a bill on guardianship. One of Senator Terry Care�s bills will open up greater access to public records and Senator John Lee amended a bill to provide funds for the Clark County school district for programs on global warming and air pollution, as well as to retrofit buses for clean fuel usage which would cut greenhouse gas emissions. Senators Maggie Carlton and Mike Schneider looked out for working families as members of the Senate Commerce and Labor Committee. And Senator Valerie Weiner continued her work on child protection issues. The list goes on.

Democrats removed the offensive language and costly enforcement problems from Senator Bob Beers� English only bill, SB 325, so that it is now similar to statutes passed in Arizona, New Mexico, California, and a number of other states. We also amended Senator Warren Hardy�s bill, SB 299, to grant fetal rights. Our amendment instead specifically enhanced penalties for crimes (including DUI) against pregnant women, if they lose their babies as a result of the crime. Our amendment protected wanted pregnancies while preventing the issue from becoming an all out debate on abortion.

Finally, Democrats added two provisions to the Millennium Scholarship bill. One will require undocumented students who qualify for the scholarship to sign an affidavit promising to become a U.S. citizen or else pay back the money. A second amendment offered by the Democrats added eligibility for children of military families who cannot meet the three year residency requirement for the scholarship because their parents are deployed to another base.

I was pleased to get most of my bills passed, including coverage for the HPV vaccine (SB 409), prohibitions against universal default charges by credit card companies (SB 302), enhanced renewable energy incentives (SB 337), and restrictions on legal defense funds created by politicians (SB 425), My meth (SB 112) and sex offender (SB 232) bills are exempt from the deadline and are pending in the Finance Committee.

Using multi-level marketing, Amway left its competitors green with envy. Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

To do so, we must be at the level of the individual student and alumnus. Utimately, the school must strengthen the student's intellect and create a better, bolder, and more ehical thinker who will yield the greatest impact on the community in roles as educators therapists, and business persons," siad Nancy Magnusson Fagan at the time when she was the Dean of the Graduate School of Education and Psychology, Pepperdine University.*11

It is our pleasure to receive the following e-mail on Earth Day from U. S. Senator John Kerry to President Dr. Tony T. Lei of Washington Business and Technology Institute (WBTI):

"Earth Day brought me into activism in the first place -- and I still find it empowering because it's not a day for the politicians, it's a day that began to pressure the politicians -- a day that was built from the ground up. Teresa and I are in Boston and Austin today telling the stories of everyday community activists from the book we wrote -- but working for a better environment isn't just about public events or one holiday on the calendar," wrote John Kerry.*2

He believes that: Saving the environment also involves the everyday choices we all make. At the end of their new book, This Moment on Earth, Teresa and I listed some things all of us can do in our lives to help the environment, direct action that can improve the Earth's health.

On this Earth Day, John wanted to share these: "Keep your car in good condition: Get your engine tuned up regularly, change the oil, and keep your tires properly inflated -- proper maintenance can increase your car's fuel efficiency by 10 percent and reduce emissions.

"Switch to compact fluorescent bulbs: Change the three bulbs you use most in your house to compact fluorescents. Each compact fluorescent will keep half a ton of carbon dioxide out of the air over its lifetime. And while they may be slightly more expensive than the incandescent bulbs you're used to using, compact fluorescents last ten times as long and can save $30 per year in electricity costs.

"Buy energy efficient products: When buying new appliances or electronics, shop for the highest energy-efficiency rating. Look for the yellow and black Energy Guide label on the product. According to the EPA, the typical American household can save about $400 per year in energy bills with products that carry the Energy Star label as the most efficient in its class.

"Turn off lights and other electrical appliances such as televisions and radios when you're not using them: This is a very simple step, but it's surprising how many times we forget. Install automatic timers for lights that people in your house frequently forget to flick off when leaving a room. Use dimmers when you can.

"Choose PVC-free building products: this can reduce the exposure of your family to toxins in your home environment. Steer clear of vinyl windows and doors and choose wood instead. Adhesives, caulk, grout, and sealants may also contain phthalates. You can check for phthalate ingredients in these products using the National Institutes of Health's Household Products Database: www.householdproducts.nlm.nih.gov.

"Choose toys carefully: this is another important step to reduce your children's exposure to toxins. Look for toys and feeding products for babies and young children that are labeled "PVC free." *3

ONE HUNDRED DAYS OF LEADERSHIP AND PROGRESS

More than one hundred days have passed since I stood on the steps of our Capitol and promised Nevadans I would provide leadership to our state. It has been one hundred days of progress.

My resolve not to impose new or increased taxes or fees remains firm, despite intense pressure.

My staff and I have been working with the Nevada Legislature, now halfway through its session, to fulfill commitments outlined in my State of the State Address: empowerment for our schools, increasing the protection of our Homestead Act, better protecting Nevadans against sex offenders, strengthening the Millennium Scholarship program, helping attract and retain the teachers we need most through a dedicated first-time mortgage program, strengthening our employee benefits program and helping at-risk teens through the National Guard Youth ChalleNGe. Our legislators have my legislation to accomplish these goals, and I expect strong support.

We have taken significant steps to encourage the use of renewable energy sources in Nevada, and have created a Climate Change Advisory Committee to study the effects of greenhouse gasses within our state and to recommend ways of reducing them.

Chaired by Attorney General Catherine Cortez Masto, my anti-methamphetamine working group has issued its first report, giving us new insight into the most devastating drug problem in our state�s history and offering more effective means for attacking meth on three fronts: education, enforcement and rehabilitation.

I am working to improve the efficiency of state government, as well as the level of service it provides our citizens. Through executive order, I have frozen the hiring of information technology managers within individual state agencies, centralizing the IT function in the Department of Information Technology. This avoids duplication of services and cuts the cost to the taxpayers.

We are exploring innovative funding options for our roadways. I have created a task force to examine public-private partnership opportunities that may meet Nevada�s future transportation needs.

Supreme Court Justice Jim Hardesty developed a plan to relieve prison overcrowding by deporting non-violent inmates who are illegal immigrants to their home countries. With my blessing, the Pardons Board has endorsed this plan. It will not endanger Nevadans because it will turn these offenders over to authorities in their home countries. If they re-enter the United States, they will be committing a federal crime, which means they will be eligible for federal prison terms instead of burdening Nevada taxpayers by returning to state prisons.

It has been my honor to appoint or reappoint 16 highly qualified cabinet members and 60 other board and commission members, including new county commissioners for both Clark and Lincoln Counties and two district judges to serve Clark County. Mindful of the issue of diversity in these appointments, we have increased both the ethnic and geographic diversity of these appointees to better reflect the demographic makeup of our state.

This is the kind of leadership I promise to continue to provide Nevadans over the next one hundred days and beyond. I appreciate your support and look forward to continuing to work with you for the benefit of all Nevadans.

We're about halfway through the legislative session. Here is an update.

Tragic Virginia Campus Shooting

As I draft this newsletter, the number of dead is 32 on the campus of Virginia Tech, where a man who was mentally ill went on a murder spree this morning. Just last year, the Virginia Legislature rejected a measure that would have allowed the hundreds of people who were on that campus this morning and who hold a permit to Carry a Concealed Weapon (CCW) to actually carry one. "I'm sure the university community is appreciative of the General Assembly's actions because this will help parents, students, faculty and visitors feel safe on our campus," a Virginia Tech spokesman said at the time. Similarly, my proposal to allow specially-trained teachers to carry - and, more importantly, to remove our schools from the list of gun-free zones we advertise for terrorists in state law - failed last week in the Senate Transportation and Homeland Security Committee on a 4-2 vote. Official English Scheduled For Senate Vote This Week

A negotiated version of my bill making English the official language of Nevada passed unanimously out of the Senate Government Affairs Committee last Friday, and is on its way to the floor of the Senate. The compromise sees section 1 of the original bill retained almost in its entirety (lines 10 & 11 on page 1 have been deleted). While much of the bill was lost, the unanimous vote in committee leaves hope the bill can pass the Assembly. (Legislative Website)

Tax Cuts And TASC All Die

No real big surprise here - the Legislature has worked hard to crank up Nevadans' tax burden and has no intention of reducing it. My bills to cut the DMV car tax in half, exempt fully disabled veterans from paying the DMV car tax at all, and eliminate the horrid and hidden Insurance Premium tax on annuity distributions for senior citizens, all failed to win approval by last Friday's deadline. The TASC Amendment was killed on a 4-2 vote in the Senate Finance Committee. The graph to the right is linked to a newspaper story about Nevada's climbing rate of spending per capita.

My Statement on Tragedy at Virginia Tech - April ...

Dawn and I extend our heartfelt condolences to the students, faculty, and families affected by the senseless acts of violence, and I commend those heroes who selflessly took action to save lives and evacuate victims.

School violence should not be a reality that we as a nation accept. Instead, these incidents serve as a reminder that we must make every effort to ensure that such events do not occur here in Nevada or at any other school across the nation.

I extend my support to Governor Tim Kaine and the people of Virginia at this difficult time. By order of President George W. Bush, the United States flag shall be flown at half-staff until sunset, Sunday, April 22, 2007 at all public office buildings, public grounds and military posts. I also encourage all Nevadans to lower their flags to half-staff out of respect for the victims of this tragic event.

Carson City � Following an extensive selection process, Governor Jim Gibbons today announced the appointment of Donna Rise as Director of the Nevada Department of Agriculture.*1

�This appointment will provide strong direction to the Department of Agriculture and the State Board of Agriculture. Donna's proven leadership will benefit Nevada�s agricultural community and related industries, ensuring that their unique needs and interests are understood and met. I look forward to working with her to guarantee that Nevada�s ranchers and farmers continue to have a voice in the policies and regulations that affect their industry,� said Governor Jim Gibbons.

For the past 15 years, Donna Rise has served in a number of different capacities within the Montana Department of Agriculture. She began with the department in 1992, and served as an agriculture specialist. She later went on to serve as a groundwater specialist, groundwater specialist III, programs manager, and, most recently, the commodity services bureau chief. She earned a Bachelor of Science degree in Horticulture from Montana State University, Bozeman.
