*A (concise) Message from President Dr. Andrew Benton of Pepperdine University, U. S. A.

Promise are important to our community. The promise we make today provide the foundation for the work we will do tomorrow. Faithfulness to our heritage ennobles and illuminates all that we do. I have not forgotten the pormise I made in my inaugural address as I took office in the year 2000.*2

Since beginning the leadership opportunity, I continue to believe that our greatest challenge are contained in the areas of resources, deversity, heritage, community, and scholarship. We have managed our resources well during this challenging period. We have increased our diversity.

I think our heritage provides light, really good light, for learning. We illumininate lives with immutable truths and notions of oughtness and rightness. We ask no quarter in our competition with the finest, shinning institutions of learning in America, and we offer the brilliance and the unique dimension of values in our classes. We invite the presence of God in the midst of all that we do: that, more than anything else, lights our way.

As much as I feel urgency about other things, I feel urgency about fidelity and constancy and stewarship in our heritage of faith. there is power in imagery, and there is power in words. Here are some of the most powerful works I've seen --- our mission statement:

Institute (WBTI) will open its training programs for
the increasing graduate study and research needs of
professional public administrators. To
emphasize the balance of the practicality and
theoraticality of the programs, the Graduate School
of Business and Public Administration (GSBPA) of
WBTI has supported by many high-ranking officials
of Nevada in offering their times, experiences, and
knowledge to teach at an honorary or adjunct
capacity.*1

"Ms. Nancy Saitta was appointed Adjunct
Associate Professor of the Graduate School of Business
and Public Administration (GSBPA) of Washington
Business and Technology Institute (WBTI) on December
17, 2003. On behalf of the Faculty and Board
members of WBTI, President Dr. Tony Lei will hold
a celebration dinner party to welcome her as one of

"Most business professionals will now have to rely on computer-generated information to perform effectively in their jobs. However, in order to make informed and responsible decisions they must also understand the processes used by computer in generating the information," wrote James O. Hicks Jr.*11 "Business people are interested in how to put the computers to work, and how to build and use information systems."

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

"Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. Kerry campaign plans Las Vegas stop
Democrats to hold Tuesday rally at Thomas & Mack

Democratic presidential candidate John Kerry and his wife, Teresa Heinz Kerry, will bring a leg of the campaign's "Believe in America" tour to Las Vegas next week with a public rally.

The only event announced Thursday by the campaign is an evening rally Tuesday at the Thomas & Mack Center on the campus of the University of Nevada, Las Vegas. The exact time of the event has not been determined.

The trip will be Kerry's third this year to Nevada, a key battleground state and one of the most closely contested in several recent national polls. President Bush has not been to Las Vegas this year, but he visited Reno in June.

The White House releases the president's travel schedule a week in advance, and some local Republicans said they've been told Bush will be in Las Vegas on Thursday, but Bush-Cheney and White House media officials have not confirmed that.

"Senator Kerry has a distinct advantage here in Nevada because Senator Kerry has voted numerous times against sending deadly nuclear waste to this state," former Gov. Bob Miller said Thursday at the Cox Pavilion while announcing Kerry's visit. "The president has had but one vote, and it was to screw Nevada."

Yucca Mountain has been a centerpiece of the race in Nevada because of Bush's statements as a candidate in 2000 that he would base any decision about a nuclear waste repository on "sound science, not politics." Democrats say Bush went back on that promise when he approved Yucca Mountain as the repository site despite remaining scientific concerns.

Republicans say that Bush was relying on years of study by the Department of Energy and that they believe scientific concerns will be answered either by the courts or by the Nuclear Regulatory Commission in its licensing of the project.

Last week, Republican Sen. John Ensign criticized Kerry for voting in 1987 to narrow the future study of a national repository to only one site: Yucca Mountain. Kerry voted against bills seeking interim storage of waste at Yucca, and in 2002 he voted with Nevada's senators to block Bush's designation of the site.

Kerry Nevada campaign spokesman Sean Smith said he expects Kerry to talk about Yucca Mountain during his trip next week.

"That's never been John Kerry's problem," Smith said.

Kerry has vowed that Yucca Mountain "will not be a repository" if he's elected, but he has not offered specifics on how he would kill the project.

The Kerry-Edwards campaign also is hoping to hold an event in Las Vegas that highlights a specific issue, probably before the public rally Tuesday.

Exact details of the campaign's arrival and route have not been finalized, nor has a decision on whether to visit Northern Nevada.

When the tour began immediately after the Democratic National Convention in Boston, vice presidential candidate Sen. John Edwards was on the bus with Kerry. He then went on a separate tour, mostly in Southern states, and met up again with Kerry on Thursday in St. Louis.

From St. Louis, the two men began an 1,800-mile trip West. The train is expected to stop Sunday night in Arizona. Edwards is not expected to visit Nevada next week.

The rally will be free and open to the public, but tickets are required. Tickets can be obtained by calling the state Democratic Party at 737-VOTE or by sending an e-mail request to rsvp@nvdems.com.*3

*STATE HIGHLIGHTS SUCCESS STORIES AT TAHOE BASIN RESTORATION FORUM

Thursday¡¦s Lake Tahoe Basin Restoration Forum at the Ponderosa Ranch highlighted the ongoing effort by the states of Nevada and California as well as the local and federal government, in protecting and restoring Lake Tahoe. Since the 1997 Lake Tahoe Presidential Forum, which was conducted to call attention to the health of the Lake Tahoe Basin, Nevada and its partners have committed numerous resources in preserving what is considered one of the nation¡¦s great treasures.*2

Nevada has made $82 million available for the Environmental Improvement Program (EIP) for Lake Tahoe Basin recovery efforts. Our state has created an inter-agency team called the Nevada Tahoe Resource Team, coordinated by the Nevada Division of State Lands and including members from the Divisions of Forestry and State Parks and Department of Wildlife. This group works closely with the Department of Transportation, the Division of Environmental Protection and other state agencies in ensuring that the state¡¦s share of the EIP is implemented. To date, about $55 million in Tahoe bonds have been sold, and approximately 75 percent of Nevada¡¦s EIP projects are either completed or are in progress.

The largest part of Nevada¡¦s EIP is the water quality and erosion control program. These projects are critical to protecting the lake. Water quality projects focus first on ¡§source control,¡¨ which prevents soil erosion. Since 1998, the Division of State Lands has awarded more than $34 million in grants to local governments and the Department of Transportation for the design and construction of water quality and stream restoration projects. Forest health projects are also important. The Nevada Division of Forestry is leading an aggressive program to improve forest health on state land through projects that are reducing the risk of fire danger through the removal of excess fuels while restoring productive riparian, wildlife and old growth habitat.

Recreation highlights under the EIP include construction of a visitor center by the Division of State Parks at Sand Harbor (scheduled completion: spring 2005) and new trail being built from the Spooner Lake parking area up North Canyon to Marlette Lake. The Department of Wildlife is also coordinating projects to enhance fish and wildlife habitat. Among these is an ambitious set of projects to allow fish to migrate past roads and highways, which now act as barriers to fish passage. It is estimated that by removing these barriers along State Route 28 in Incline Village will help double available fish habitat.

These are only a few of Nevada¡¦s commitment to the Tahoe EIP, all in a cooperative effort with the state¡¦s partners to maintain and enhance the unique values of this national treasure for all Nevadans to enjoy.*3

***About Governor Kenny Guinn (by the Editor of this flier):

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

*NEVADA GOVERRNOR KENNY GUINN SEEKS PRESIDENTIAL DISASTER DECLARATION FOR WATERFALL FIRE

CARSON CITY ¡V Gov. Kenny Guinn announced today that he has requested a Presidential Disaster Declaration for the Waterfall Fire, which charred thousands of acres in the mountains surrounding Carson City on July 14-21.*2

After assessment of damages performed by a joint federal, state and local Preliminary Damage Assessment Team, it was determined that the State of Nevada is justified in this request as a result of the extensive damages experienced from the fire and the long-term recovery that will be required to prevent further damages.

¡§While the costs of responding to the Waterfall Fire were of significant magnitude to state and local governments, the priority must now be to ensure that the environmental effects of the fire do not result in subsequent disaster,¡¨ Gov. Guinn said. ¡§If the application is approved, we will seek the appropriate federal funding that will enable preventive measures to take place to stabilize the burn areas.

¡§We have talked directly to White House staff and they have promised that the Disaster Declaration for the Waterfall Fire will be given every consideration and will be expedited as quickly as possible. They understand the seriousness of our situation.¡¨

If the State¡¦s request for a Presidential Disaster Declaration is approved, the federal government would provide a 75 percent reimbursement for costs incurred as a result of responding to and recovering from the fire as well as additional post-disaster hazard mitigation funding to assist in the rehabilitation of the burn area. The Governor has designated Frank Siracusa, Chief of the Nevada Division of Emergency Management, as the State Coordinating Officer for this request.

¡§This would provide much-needed funding for further restoration efforts, which would not jeopardize FEMA funding that was put in place at the onset of the fire,¡¨ Gov. Guinn said.

The State of Nevada is currently exploring financial programs that may assist homeowners and private business owners affected by the Waterfall Fire. Currently, Nevada does not meet the minimum requirements to obtain this type of assistance; however, as more information becomes available, state officials may re-visit application for these programs.

(Note: Gov. Guinn will be available for media comment at the Lake Tahoe Restoration Forum on Thursday, Aug. 5, from 9:30-11:30 a.m. at the Ponderosa Ranch on State Route 28 near Incline Village.)*3

On Thursday evening at the Cannery, Berkley showed just how different this year will be thanks to the GOP, which didn't come up with a standard bearer, or even a minor opponent.*5

With no need for aggressive fund raising or advertising, Berkley could throw a party.

And her campaign kickoff event appeared at times like a wedding, at times a rally and most of all like a good-old summer barbecue in a big ethnic neighborhood back East, complete with booze, huge burgers and the band Doo-Wop.com, playing a steady dose of '50s and '60s music.

The bride at this affair was thrilled to take the stage without any notable objections from across the aisle. She faces two grass-roots speed bumps in the Democratic primary before a general election bid against the winner of a three-person GOP primary.

Thursday was her coming out party, and she made it clear to the candidates she allowed microphone time, who was being feted.

Berkley, dressed in a shiny red pantsuit with matching shoes, told the crowd of hundreds they could "party all night."

"I wanted to do something different this year," she said from the stage of the North Las Vegas casino's The Club, which had opened its back door to the festivities outdoors.

The rally part came in her very brief stump speech, in which she said: "This election is the most important election in my lifetime, for this nation.*6

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney’s Association;

On Wendesday, January 4, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*12 At 7:00 - 9:30 p. m., the location will be at the Harbor Palace Restaurant , China Town, Las Vegas. The Event is for a Special Tribute to Justice Myron Leavitt.

It planned to invite Chief Justice Debra Agosti of the Nevada Supreme Court and District Judge of Nevada Michelle Leavitt as Keynote Speakers.

The following individuals had been planned as Event Chairpersons: David Amesbury, Esq., General Counsel --- CAN-DO; Raj Chanderraj, MD, Founder, Friends of India; Benson Lee, Esq., President, Chinese American Citizens Alliance of Las Vegas; R. D. Prabhu, MD, Chairperson, CAN-DO; among others. It planned to have Event Hosts: Dolly DeLeon, Past President, Philippine Chamber of Commerce, and Editor-in-Chief, "US Asian Chronicle"; Romeo Jurani, Past President, Philippines Bisayans Society of Nevada; Steven Kwon, Past President & Founder, Asian Chamber of Commerce; Vimla Lendway, Exceptional Travel Service; L. It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administratives or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

"The Singapore Association of Nevada (SAN) welcomes the designation of Deputy Prime Minister Lee Hsien Loong as Singapore's next Prime Minister. The exchange of leadership from Prime Minister Goh Chok Tong to Deputy Prime Minister Lee Hsien Loong will occur on August 12, 2004," reported the Newsletter.*4

To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*1

Starting from 1980, the author had been benefit deeply from two main courses of the program of Doctorate Degree of Education (Ed. D.) in Institution Management of Pepperdine University.*2 They were: (1) ED 740 Computer Utilization in Institutional Management; and (2) ED 730 Methodological Approaches to Educational Research and Evaluation. The technical skills and knowledge of information management had sharpened his abilities of the research, management, and teaching in a national organization of information management and the graduate school of business administration. After many years of administrative resposibility in higher policy-making organization and teaching the graduate school of business administration in famous universities, the author concentrated effort to study and acquire the knowledge and utilization of effective information management in the United States of America. That was ten years after he received his M. B. A. from Pepperdine. His two years of computer consulting job at the Computer Laboratory of the Graduate School of Education and Pshchology and the School of Business and Management of Pepperdine University advanced the practical experience on information management for him to complete his dessertation entitled "A Study of the Impact of Enrollment in a Computer Science Class on Mathematics Scores and Attendance in a Secondary School". The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

President Andrew Benton of Pepperdine University took the opportunity to give the Grduate Schools Board of visitors a sneak preview of the campus in last May. The president, along with Dean of the business school Dr. Linda Livingstone, hosted several special guests including David Mount, Mrs. Reva Graziadio, who was accompanied by her daughter and son-in-law, Aliva and Stevan Calvillo.

In Addition, President Andrew Benton welcome former U. S. President Gerald Ford. "It is so right that he is here today, becuase when he serve on our Board of Regents we were envisioning this project," President Benton remarked.*2 President Ford understood what the completion of the Drescher Graduate School meant. More importanly he understood that the project reprents all that is good about a generation of people who continue to build a great America.

"I think our country should be proud of the fact that we proved that free enterprise, free election opportunities, free economic systems could prevail over state-run, governmen controlled nations," said President Ford.

"How can we leave the world in a better conditiion than we found it? Near the top of such answers is this: Build a teaching institution that is grounded in timeless truths. Or, as our mission statement expresses it, 'Pepperdine is a Christian unversity committed to the highest standards of academic excellence and Christian values, where students are strengthened for lives of purpose, service, and leadership.' That is a mission worth investing a life in," pointed out President Benton at his message on the "Pepperdine People".*10

To encourage a good writing and to inspire a good idea, we must have good readers and sincere friends!*11 One of the examples has been shown at the bottom paragraphs of this feature article.

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*12 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*13

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*14

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. During the past tweleve years, Summerlin has been the fastest growing Master Planned Community in the country. Located along the western rim of the Las Vegas valley, this community offers a unique lifestyle to its residents. Surrounded by the Red Rock Canyon National Conservation Area, Summerlin consists of several villages of residential properties, schools cultural centers, shopping, parks, trails, professional and medical facilities and golf courses. Gov. Guinn will not request special SESSION

CARSON CITY ¡V Gov. Kenny Guinn announced today he will not call a special session of the Nevada Legislature to address the property tax issue because it can be dealt with at the start of the 2005 Legislative Session.*2

¡§My top concern is to ensure that property owners are not gouged,¡¨ Gov. Guinn said. ¡§Local officials, Senate Majority Leader Bill Raggio and Assembly Speaker Richard Perkins assured me that we can properly deal with this issue during the regular session with no penalty to property owners. This is a complicated issue that legislators have assured me they will study and address as soon as the session begins in February.¡¨

Gov. Guinn believes property tax relief must be in place by the time county assessors compile tax rolls in March. This would give county assessors enough time to make adjustments for property tax bills that are issued in July 2005.

¡§I agree with property owners that local governments should not receive a windfall of tax dollars at property owners¡¦ expense,¡¨ Gov. Guinn said. ¡§There is plenty of time to address this issue before the next property tax bills go out in July 2005.¡¨

The Governor¡¦s announcement today is in response to a request made by Assemblyman David Brown and Senator Ann O¡¦Connell on July 26.

¡§This action will save taxpayers money by not calling a special session,¡¨ Gov. Guinn said. ¡§I also strongly believe that we need to prevent massive windfalls to government at the expense of property owners.*3

My coming trip to China, Japan, and Taiwan

Dear Dr. Lei,

It was nice talking to you yesterday.

Currently I am teaching three EQ classes; two in Rowland Height area and one
in Palos Verdes on top of many students I see in private sessions. And I continue to be invited to go to different schools, churches, radio stations and T.V. stations to speak on the subject of emotional intelligence.

After stepping down from School Board Governing position, I was appointed to
be the Community Liaison on behalf of the San Marino School District.*1 This way I continue to be involved. I am able to offer my experiences and expertise to help parents and students.

I am now serving as a director on the board of Bienvenido Children's Village. It is a temperary shelter for severely abused and neglected children. I believe in their mission: "To assist children and families toward healthy relationships and life competency." And their vision is "A world of tomorrows where children flourish and families thrive."

In March of this year I will travel to Taipei to promote my second book. Then I am being invited to offer workshops in China. There are some potential speaking engagement in different universities in Japan, Taiwan and China.

Wishing you and your family a new year of Monkey filled with love, peace, good health, prosperity and a bit of adventures.

*Nevada Governor Kenny Guinn's most recent message: "WEST NILE VIRUS UPDATE"

Like several other states in recent weeks, the State of Nevada has been dealing with reports of West Nile Virus. Recently, concerned citizens in Carson City reported the unusual behavior and death of a crow. Tests later confirmed that the crow was in fact infected with Nevada¡¦s first case of West Nile Virus. This incident prompted increased levels of testing in an attempt to determine the current presence of West Nile Virus in our state. The results have now confirmed the presence of West Nile Virus in several Nevada counties.*2

The West Nile Virus is a member of a group of viruses, called arboviruses, that primarily affect birds, humans and horses and to a much lesser extent other domestic animals such as sheep, goats, dogs and cats. It is a potentially serious illness spread by the bite of an infected mosquito. The State of Nevada has been aware of the possibility that West Nile Virus could arrive in our state for some time; in fact, in March 2001 our Animal Disease Laboratory first began conducting surveillance testing for the disease on a variety of species and put in place various preventive measures.

The following preventive measures are encouraged:

Mosquitoes are most active at dusk and dawn, so be sure to use insect repellent and wear long sleeves and pants at these times or, if possible, consider limiting the time spent outdoors at these times.

Ensure that you have properly fitting screens on your windows and doors to keep mosquitoes out.

Eliminate mosquito breeding sites from around your home by emptying standing water from flowerpots, buckets and barrels. Be sure to change the water in pet dishes and replace the water in birdbaths weekly.

All horse owners are strongly encouraged to have veterinarians vaccinate their animals.

West Nile Virus affects the body¡¦s central nervous system and symptoms vary from person to person. Most people who become infected will never develop any type of illness and/or symptoms and it is estimated that only about 20 percent of the people infected will develop West Nile Fever (symptoms include fever, headache, fatigue and body aches). It is estimated that about 1 in 150 persons (less than 1 percent) infected with West Nile Virus will ever develop the more severe form of the disease, West Nile encephalitis or meningitis.

The Department of Agriculture and the Nevada State Health Division are employing every resource available to contain and minimize the West Nile Virus¡¦ presence. All Nevadans need to be aware and take the necessary steps to safeguard themselves and their loved ones.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families.

Following the spirit of entrepreneurship, Jackie Glass has always been willing to take a challenge head on. Now she is on her challenge!

While still in high school, Jackie worked as a waitress to help buy her school supplies and school clothes. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism.

Her journalism career brought Jackie to Las Vegas in 1978 where she began as a radio news reporter. She moved quickly to television and served as both a morning anchor and crime beat reporter. As she followed the course of the trials she covered, she watched attorneys in action, and knew she could do as well. A new challenge lay before her.

Once again, she worked her way through college, graduating from the University of San Diego School of Law. In 1984, Jackie passed the Nevada Bar exam before graduation, received her Juris Doctor Degree,*4 was admitted to the Nevada Bar, and married her husband, Steve Wolfson.

With her husband, Jackie worked to build their successful law practice while helping at her daughters' school, chaperoning field trips to Washington, DC, supporting the Girl Scouts and projects such as Nevada Reading Week.

On the professional side, Jackie has lectured at the UNLV Boyd School of Law, spoke on law topics at local high schools, and appeared on the KLVX show, "Law for the Layman". She has devoted years as a hearing master to juvenile, domestic and paternity issues as well as criminal law.

She credits her seventeen years of legal experience and her work as a journalist on the crime beat for giving her an insight for the law, the role of the judiciary, the needs of victims, and for ways to make our system work better.

She served as a member of the Las Vegas Housing Authority Board and spent six years as a Board Member of the Senior Citizens Law Project.

As a District Court Judge of Department 5, Nevada, Jackie Glass is part of a new generation involved with her family, her profession and her community to make a difference for all of us here in our Silver State.

The famous internet search leader Google's filing with the Securities and Exchange Commission gave an updated picture on the company booming growth, fueled almost entirely by advertising linked to online searches. In the second quarter, Google earned $79.1 million, or 30 cents per share, compared with $32.2 million, or 12 cents per share, in the same period last year. Sales more than doubled, to $700 million in the latest period from $311 million last year," reported Matthew Fordahl of "The Associated Press" on an article published by "Las Vegas Review-Journal" on July 27, 2004.*2

"In the first six months of 2004, the company earned $143 million, 54 cents per share, on revenue of $1.35 billion. In the comparable period last year, the company's profit was $58.0 million, 23 cents per share, on revenue of $560 million.Google also reported that it had 2,292 employees at the end of the second quarter, up from 1,907 three months earlier," it continued.

Internet search leader Google detailed its highly anticipated public stock offering Monday with an estimate that its market value will be as high as $36 billion.

Google's $36 billion would rival corporate stalwarts such as McDonald's Corp and Sony Corp. Google said 24.6 million shares will be sold for $108 to $ 135 each, depending on the unusual auction Google plans to employ as early as next month, according to a regulatory filing.

"That would mean that between $2.66 billion and $3.32 billion in stock would be sold in the initial public offering. However, the amount the company expects to raise is around $1.66 billion, because 10.5 million of the shares being offered are being sold by existing stockholders. It would be the eighthlargest IPO in history, bigger than most that took place during the 1990s dot-com boom. Unlike those companies, however,Google has consistently been profitable and has posted steep revenue increases," reported Matthew Fordahl.*3

On June 11, 2004, Nevada officials opened the first U.S. tourism office in China, hoping to boost the number of foreign visitors to the Silver State. Lorraine Hunt, Lt. Gov. of Nevada, led a delegation of state tourism and hotel representatives to China to celebrate the opening.

"The state hopes to attract five million Chinese tourists a year," said Bruce Bommarito, executive director of the Nevada Commission on Tourism,

Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *12
