Welcome to our Officers Induction Ball of AARCN-Clark County!

Asian American Republican Coalition (AARCN) of Clark County will hold a Gala Ball for the Induction of their officers on April 24, 2005. The event will begin at 5pm, Sunday afternoon at La Chateaux, 6985 W. Sahara Ave. Many State and county officials had been invited. There also will be executives from National Asian American Republican Coalition coming from Washington D.C. and other states to attend this event. Event schedule will include Induction Ceremony, Speeches given by important guests, Dinner and Dance, Silent Auctions etc. AARCN welcome all Asian Americans and their friends and families to join and help to celebrate their first official gala.

AARCN-Clark County was established in December, 2004. It's mission is to establish a Republican Coalition to address and discuss issues that are prevalent and specific to the Asian Community and Culture in our own communities here in Clark County. This coalition will work closely with the Clark County Republican Central Committee, Nevada Republican Party as well as National Asian American Republican Coalition to meet the goals of its Missions.

Chen Hui Ching ---the daughter of "Secretary Chen"

Ms. Hui-ching Chen was born in Nantaou, Taiwan and a native of Pu Kiang, Jeh Kiang, China. She spent about 3-4 years to plan and establish the Nantaou Youth Entrepreneurship Association. It has brought real benefits to 13 counties' youg people who founded a business. She founded and operated accounting and notary public offices for 13 years. She is the first female notary there. Hui-ching established the Nantaou Benevolent Association of America and was the Chairperson for its first 10 years. She is a freelancer.*1 She is now Secretary General of the Taiwanese Benevolent Association of America.*2 The following is a feature article in Chinese about her which was published by "Washington Chinese News"*3 recently:

──寫在父親陳三吾先生逝世七週年紀念──

大姐比我大兩歲,大妹比我小三歲,媽媽生大姐時爸爸是追隨老蔣來台的隨從 憲兵,在新竹、鳳山、台北幾處,都是當時我爸媽調動曾經住過的地方,媽媽懷我時、爸爸轉任黨職直至大妹、小妹、平弟陸續出生,直至大家陸續婚嫁,爸爸仍在黨部服務。雖然幾經調動搬遷爸爸仍忠於黨職。記得有一次父親被商調就任「分局長」,但在媽媽的堅持下未去成,就這樣、父親一路走來從嘉義市黨部、梅山民眾服務站,七十元一個月的薄薪開始撫養著我們五姐弟長大成人、結婚生子。我與弟妹們自始至終感恩著是黨部的薪水餵我們長大,供我們唸書。媽媽也就這樣帶著我們姐弟跟隨著父親四處飄泊、搬遷:彰化、南投、霧社、中寮、埔里、竹山、日月潭-----各地的民眾服務分社,我們搬遍了南投縣境內各鄉鎮,爸爸、媽媽處處廣結善緣,留下不少服務事蹟。
父親一生以服務民眾為志業,勤儉樸實、清廉持家、熱心助人,直至七年前以76歲病逝於南投縣黨部宿舍。我在家排行老二,我受先父影響最鉅,記得;我曾陪著先父搭著聯合服務的巡迴軍車,一次又一次的深入鄉下濟助貧民,我曾於事後自行跑回去繼續濟助那些貧困的人,我也曾四處查訪未被發現但需要濟助者,再去幫助他們-----。每每想到父親為地方、為百姓奉獻心力,做過那麼多善事、想到父親生前的清廉寡慾,常常教誨我們人品的重要,這些總總也都成為我日後效法的典範。而今;父親已逝世第七週年、此時此刻我卻特別的想念父親、也懷念他生前的處事原則與生活規範,而父親的衰老、父親的病痛、父親的過世,我卻未曾隨侍其左右。「一個影響我一生最大的人」,「一個令我最尊重最愛的人」,「一個我一直拿他當榜樣效法的人」,我最最至愛的老爸,我卻不曾在他晚年多陪陪他,不曾略盡人子之道,也不曾在他病痛時侍候湯藥----這些都成為我至深的遺憾,永遠無法彌補的遺憾。
有時候,我看到僑界朋友帶著爸爸、媽媽參加活動、參加宴會,我就會想到我的父母。有時候我聽到「浙江」口音的人,我就感到特別的親切,我就曾經有過,聽到電話那頭神似先父口音者,就脫口而出喊他一聲「爸」。對曾經認識我爸爸的人我也感到特別親切,對曾經幫助我把先父「舍利花」送回浙江老家的中國大使館官員,我也一直把他們當成恩人,當成至親好友,我喜歡聽卻又不敢聽、在台灣的姐妹們傳頌父親生前的總總,我真希望時光倒流,讓我也參與其事與父親同甘共苦,分享樂趣分擔病痛,我無法看完父親生前的錄影帶,每每令我淚如雨下模糊了雙眼,久久無法自己。
先父在生前大家最常稱呼的「陳主任」「陳視導」「陳主委」以及太極拳協會「陳理事長」等等,就屬「陳書記」這個稱呼對我印象最為深刻,大概就是那段居家時期父親的職銜吧!
一個多月前中國國民黨美京黨部改選委員,留在黨部做事是我的志願,而在僑界擔任義工也是我學習先父服務大眾的精神,而在兩週前美京黨部十一位委員,為推廣黨務分組分工,我被分工推選為「書記」,不管這個職務事情有多少?「陳書記」這個稱呼對我來說比起台聯會的「全美會長」、「全美秘書長」來得更親切!更有不同的意義。
假若;老爸您老在天之靈看得到,假若;老爸您老地下有知,「陳書記」的女兒也當了「陳書記」,您的五個兒女當中我這個女兒傳承了您的衣缽,我不僅服務僑眾也獻身黨國,為黨部工作。老爸;請您安息。雖然;「子欲養而親不在」「樹欲靜而風不止」令我難過自責,也是我椎心之痛!但是您老一直活在我心中,我們是心血相連,我一直是最想念您的。*5

Dr. Jasmine Brooks, the President of Asian American Republican Coalition of Nevada-Clark County Chapter (AARCN-CC), held a General Meeting on March 31, 2005 in Las Vegas. Miss Dolly DeLeon, Miss Elena Brady, Miss Jasmine Guo, Mr. Edgar Guo, Ms. Julie Chen Hereford, Mrs. Stevan Warcup, Mr. Stevan Warcup, Mr. Travis Lu, Dr. Tony Lei, among others attended the meeting.

"I'm glad to learn from Dr. Tony Lei that 'Our invitations to high-ranking officials*5 are in progress successfully. Clark County Commissioner Lynette McDonald*6 will be glad to attend with her secretary. District Judge of the Family Court Sandra Pomrenze is so happy to be inviteted by us and will certaily to come. Nevada Assemblywoman Valerie Weber was unavailble at the beginging. In order to support us with emthusiasm, she changed her mind to take the 10:00 p.m. flight (from 6:00 p.m. 3/24/05) for the assembly meetings starting from 8:00 a.m. on April 25, 2005 in Reno. She will be with us happily untill 8:00 p.m. to the airport.' Thanks very much to Dr. Tony Lei's effort and hard work," pointed out Dr. Jasmine Brooks in the Meeting.*7

On March 21, 2005, Justice of the Supreme Court Michael Douglas wrote an e-mail to Dr. Tony Lei that "Dear Dr. Lei: Sorry, I will be in Hawaii on vacation from the 4/22 - 4/29. Justice Michael Douglas" On April 1, 2005, Justice Michael Douglas promised Dr. Tony Lei through the phone to write a constructive Greetings Letter for the Officers Induction Ball and Dinner Party of The Asian American Republican Coalition of Nevada-Clark County Chapter on April 24, 2005 in Las Vegas, Nevada.*8

Dr. Brooks told the members who attended the General Meeting that a nice invitation card has been designed and printed together with a card with our Missions.

Dr. Brooks reported that our Chairperson of the Fundraising Committe, Ms. Hui-lim Ang,
did a very good job in having several contributions and donations from individuals and companies already. She is going to get more.

Most of the members of the Meeting recognized 10 or more tickets to sell, which were distributed by its Vice President Mr. Edgar Guo and Miss Jasmine Guo.

Enthusiastic dicussions and suggestions were full during the meeting. With democratic style of leadership in proceeding the meeting, President Dr. Jasmine held the General Meeting systimatically and fruitfully on March 31, 2005 in Las Vegas.*9

今年七月底將在拉斯維加斯舉辦第廿八屆年會的全美台灣同鄉聯誼會 [The 28th Annual Convention of the Taiwan Benevolent Association of America (TBAA)], 該會秘書長陳惠青 (Secretary General Hui-ching Chen) 於一月十二日專程前往拉斯維加斯參加「年會籌備會成立大會」。*2

十二日的全美台聯會年會籌備會在當地的聚福軒餐廳舉行,由籌備會主任委員羅素娥主持,在各主要幹部的詳細諮詢下,陳惠青以全美台聯會總會秘書長籌備年會的經驗,就當地的「天時(旺季及拉斯維加斯建城一百週年)、地利(聞名全球的賭城)與僑情」調整了舉辦年會的方式,做了深入的溝通與討論,直至陳惠青返回DC之前,拉斯維加斯籌辦年會的程序與方式及各組分工大致底定。有關討論結果及年會參加辦法,將由全美台聯會會長吳毓苹 (Wendy Wu)、顧問會召集人孫樂瑜 (Lo-yu Sun) 於近日內通告全美理事顧問及各地分會。

第廿八屆的全美台聯會年會日期訂於七月廿九、三十、卅一日一連三天,會議地點選定於拉斯維加斯的最中心點,號稱全球最昂貴的鑽石地段(Las Vegas Blvd.)的Paris(巴黎)賭場大飯店。Paris以巴黎鐵塔及環遊世界的充氣球為大飯店的標誌,左邊是阿拉丁神宮大飯店,右鄰是Belly’s(百利),正對面是以水舞聞明的Bellagio,是一個富麗堂皇的觀光景點與會議場所。報名費每人260元包括三天二夜(六餐)的食宿。*3

A lot of people are contributing effort and wisdom to bring this coming 28th Annual Convention of the Taiwan Benevolent Association of America (TBAA) in Las Vegas at July 29-31, 2005 a success through the bright leading skills of its Chairperson Wendy Wu (吳毓苹), Secretary General Hui-ching Chen (陳惠青), and President of TBALV (拉斯維加斯台灣同鄉聯誼會) Sue Phelps (羅素娥).*5

Nacrur was handcuffed by U.S. Customs agents, arrested by Dade County police, and jailed without bond. The heart surgery survivor faced extradition to Nevada, but spent nine days in a Florida jail before being transported to Las Vegas in a windowless van.
He wasn't released from jail until March 2.
On April 21, Californian Peter Newgard ended a 12-hour flight from London to Los Angeles. An even longer journey lay ahead.
Newgard was welcomed by Customs agents, who placed him in chains, held him for six hours, then handed him to arresting Los Angeles Police Department officers.
Who are Nacrur and Newgard?
International spies?
High-flying drug smugglers?
Not quite.
Nacrur owed the MGM Grand $45,165 for debts incurred in September 1997. Newgard reduced his Las Vegas Hilton marker from $36,000 to $18,869, but failed to zero out his account.
The Nacrur and Newgard arrest warrants originated with the Clark County district attorney's Bad Check Unit, which is fast becoming the best gambling debt collector since the old-school operators used retired pugs and football linemen as gentle persuaders.
By applying a state law that defines an unpaid casino marker as a bad check, the DA's office acts as the casinos' collection agency and is using weapons those old knee-breakers could only dream about -- a badge, a gun and the weight of the law. You don't need the mob when you can create your own debtors' prison and have the DA's office as your consigliere and cops from here to Miami as your soldiers.
Nacrur's and Newgard's predicaments are not unique. The Bad Check Unit has prosecuted more than 5,000 cases involving unpaid markers. The two men are striking back by filing federal lawsuits against District Attorney Stewart Bell, his office and the victimized casinos.
The district attorney and casinos have Nevada law on their side.
"There's no question in my mind a marker is a check," Deputy District Attorney Dan Ahlstrom says, quoting the statute.
But whether using the DA's office to strong-arm slow-paying customers, some of whom are prosecuted by one casino while being courted by another, withstands a vigorous test in federal court is another matter. Bell, the office and several casinos are defendants in cases being brought by Nacrur and Newgard through attorneys Richard Fine, a class-action specialist, and Gerald Werksman, a longtime criminal defense lawyer.
Fine alleges the DA's office is violating the federal Fair Debt Collection Practices Act by using the threat of criminal prosecution in a civil matter.
But Ahlstrom says the DA has the right to prosecute bad-check writers, and markers are "negotiable instruments."
Historically, gambling debts were uncollectible except by means of litigation or persuasion. Approximately 15 years ago, Nevada's bad-check statute was amended to include casino credit, but back then no one wanted to invite the obvious public-relations nightmare.
Bell created the Bad Check Unit to fulfill a campaign promise to small-business owners. It's hard to imagine he intended it to become a club for casino credit managers pressured by their bosses to collect unpaid markers.
But threatening jail sure saves the casinos time and a fortune in attorney fees.
Ahlstrom says the office only pursues an arrest warrant after the casino has exhausted the standard remedies. The Bad Check Unit writes two strongly worded letters, then applies for the warrant, which finds its way into the National Crime Information Computer, where a Customs agent matches a player's name to a passenger manifest.
That's how Nacrur and Newgard were found.
"These are not criminals," Werksman says. "These are not deadbeats. These are good customers who have fallen on hard times or have a legitimate beef."
What if a customer hurries to pay his marker?
The DA essentially drops the charges, but collection fees fund the unit.
"The old image of Las Vegas is that the casinos used to send somebody out to break your knees," Fine says. "The new image is they have law enforcement working for them."

Lawyer criticizes judicial panel over withholding of hearing notes

A Las Vegas lawyer is questioning why state officials have prevented her from obtaining transcripts of a meeting that featured the testimony of two prominent judges.

Last year, Elizabeth Halverson filed a complaint with the state Committee on Judicial Ethics and Election Practices against District Judge Gerald Hardcastle.

Halverson, a political opponent of the Family Court judge in last year's elections, alleged Hardcastle's wife, Chief District Judge Kathy Hardcastle, was helping him in his campaign, which Halverson said was against campaign rules.

The committee held a hearing last fall and issued an opinion advising that Kathy Hardcastle should refrain from handing out campaign literature for her husband.

Gerald Hardcastle won re-election to the bench over Halverson, who announced her candidacy after she lost her Clark County job because of an administrative decision by Kathy Hardcastle.

In January, about three months after the committee's hearing, Halverson said she approached the committee and made a routine request for a copy of the transcripts from the October hearing.

She said she was shocked when the committee's executive director, David Sarnowski, wrote her a letter saying she could not have the transcripts because the proceedings are confidential.

She was told that the proceedings were not tape-recorded and that no court reporter was used at the hearing.

She was told that an executive assistant took stenographic notes and that those notes would not be provided to her.

"It is outrageous because I was actually there participating, and I still can't see the transcripts," Halverson said. "They have people sworn under oath to tell the truth, but they have no court reporter to take it down."

Gerald Hardcastle said Wednesday he was unaware of Halverson's complaints about the meeting.

Sarnowski, called Wednesday by the Review-Journal, said the committee's rules are published by the Nevada Supreme Court, and they clearly prevent the public dissemination of the committee's notes.

" The rules don't allow for it," Sarnowski said. "Only the decision is to be made public."

Allen Lichtenstein, an attorney who represents the American Civil Liberties Union of Nevada, said Halverson's dispute represents a bigger problem in the state: that proceedings involving complaints against judges are secret.

"They have tried to shroud it all in secrecy," Lichtenstein said. "When there are complaints about judges, the public has a right to know."

The ACLU is suing the Nevada Commission on Judicial Discipline over state law requiring that a person who files a complaint with the commission keep it confidential.

"The idea that a judge somehow needs special protection is against the spirit of what open government is all about," Lichtenstein said.

"It creates more suspicion, more disenfranchisement, more skepticism about what goes on in the judicial system."

Chairman of Clark County Commission ---Rory Reid was promoted to Adjunct Associate Professor of GSBPA by WBTI

Dr. Rory Reid, our Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI), was sworn into office as the Chairman of Clark County Commission in Nevada on January 3, 2005.

"Through the recommendation by our faculty members including District Judges Mark Denton and Valorie Vega, Dr. Rory Reid has been promoted from Adjunct Assistant Professor to Adjunct Associate Professor of Business Law, Graduate School of Business and Public Administration (GSBPA), by Washington Business and Technology Institute (WBTI) on December 3, 2004," announced Dr. John Wang, Spokesman of WBTI, on Monday, December 6, 2004 in Las Vegas, Nevada.*1

Clark County Commissioner Rory Reid was raised in the Las Vegas Valley. After growing up in Las Vegas, he attended Brigham Young University, where he earned his B.A. in International Relations and Spanish in 1985. Rory continued at BYU, attending the J. Reuben Clark Law School earning a J.D. in 1988. Rory returned to Nevada and began the practice of law. At the age of thirty, he became the Senior Vice President and General Counsel of a local company. After his tenure as corporate counsel, he went on to become a partner at Lionel Sawyer & Collins (lasvegas@lionelsawyer.com), a famous Nevada law firm.*2

Additionally, Las Vegas Life Magazine recently named Rory 揃est Up and Coming Politician in Southern Nevada. On the basis at an adjunct level, his teaching subject in business law will be good for a graduate school in business.

"As a graduate school in business, I'll put more emphasis both on values of theoreticality and practicality. I'd like to suggest eight courses for our China Certificate Program in Management: Financial Analysis, Managerial Accounting, Quality Management, Just-in-Time & Lean Operations, Supply Chain Management, Information Technology, Applied Economic Analysis, and Strategy Formulation and Implementation," said Dean Dr. Keong Leong of GSBPA, who is professor and Chairman of the Department of Business of UNLV, for a Symposium.*3

The Summer 2003 Symposium of WBTI was held at Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of this mini symposium is: The Entrepreneurship of MPA/SME and MBA/PKE Certificates Program for the people of English and Chinese Speaking.*4

Commissioner Reid was sworn into office as County Commissioner on January 6, 2003, to Commission District "G". That term expires the first Monday in January 2007.

Rory Reid is one of the sons of U. S. Senator Harry Reid, D-Nev. As his father has become the most powerful Democratic senator in Washington D.C., Clark County Commissioner Rory Reid is moving up in the local political ranks and is expected to be named board chairman in the coming January.

Rory said on Monday, November 15 that he had enough support from fellow commissioners to be voted chairman, a largely ceremonial position.

"I'm honored my colleagues have confidence in my abilities, and I look forward to our continued collegial relationship," Reid, 42, said.*5

Commissioner Reid was chosen by his fellow commissioners in the current term to serve in the following capacities: Nevada Development Authority; Metropolitan Police Committee on Fiscal Affairs; Regional Jail Commission; Clark County District Board of Health; and Southern Nevada Water Authority.

As a Clark County Commissioner, Rory also serves on the following boards/committees: Boards of Trustees Clark County Water Reclamation District; Board of Trustees Big Bend Water District; Board of Trustees Kyle Canyon Water District; Board of Directors Las Vegas Valley Water District; Liquor and Gaming Licensing Board; and Vice Chair Local Law Enforcement Advisory Committee.*6

Rory has served as the Chairman of the Nevada Democratic Party. After his election to that post, he instituted significant and meaningful changes in the party structure that resulted in a more stable, cohesive and effective organization.

Rory and his wife Cindy are the proud parents of three children.

Rory has long been active in his community. He has donated his time to numerous local, state and national political campaigns. He co-founded Nevadans for Public Awareness. He also has donated his time as a Cub Scout Leader.

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling, and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your oustanding participation in the political, business , and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. S. Senator and Assistant Democratic Leader of the Senate at Asian American Leaders Tea with United States Senator Harry Reid on May 31, 2003 at Korean Garden B. B. Q. House in Las Vegas.*7

"The mission of the Graduate School of Business and Public Administration of WBTI will emphasize the humanitarian orientation of public administration and social responsibility of business management. Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*8
