It is with great pleasure to recognize that Judge Mark Denton and Judge Valorie Vega were appointed Vice-Presidents of the Washington Business Technology Institute. Both judges have long-standing careers in the field of law and jurisprudence, and they have distinguished themselves within the Nevada community through their dedication, hard work, integrity, and professionalism as Judges of the Eighth Judicial District Court, Clark County, State of Nevada.

"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. The new appointments were made in anticipation of the retirement of our previous Vice Presidents, Drs. Sherman Wu and Robert Ni," said Dr. John Wang, Spokesman for WBTI.

Judge Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduated with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City, Nevada for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently, Mark sits as a judge on the Eighth Judicial District Court, handling civil cases. Mark was re-elected in November 2002.*1

Judge Denton and his wife of 29 years, Alice, have four children: Leslie Marie, 26, Marianne Yvette, 22, Jacqueline, 18, and Patrick, 13.*2

Judge Valorie J. Vega holds a Juris Doctorate (J.D.) degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in Interpretation/Translation from UC Santa Barbara.

Judge Vega was appointed to District Court’s Department 2 on February 21, 1999 by Governor Kenny Guinn. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office’s first Sexual Assault and Child Abuse team. She was an associate attorney with the law firm of Sully and Lenhard from 1983 to 1984 and clerked for District Court Judge Carl Christensen from 1982 to 1983 and also clerked for the law firm of Brandenberg, Torribio and Brazelton in Los Angeles in 1982. Before attending law school, Judge Vega, fluent in Spanish, supervised interpreters for the Eighth Judicial District Court in Las Vegas from 1978 to 1979, where she set up testing and certification for court interpreters and did Spanish-English interpretation and translation.

Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce. She is also a volunteer speaker for D.A.R.E. and the Clark County School District’s PAYBACK Program. Judge Vega is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. Judge Vega is a member of the Nevada Supreme Court’s Committees on Public Trust and Confidence, Certification of Court Interpreters, and Judicial Ethics. She was honored with the 1992 "Women of Achievement Award" from the Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995 and recipient of the 2001 Community Pride Portraits of Success Award from KLAS-TV and its Community Partners. Judge Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

A celebration Dinner Party was held by President Dr. Tony Lei of WBTI to welcome Judges Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House, Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed substantially and significantly to help improve the quality of life for the residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I intend to promote and enhance the development and prosperity of Nevada. The Graduate School of Business and Public Administration (GSBPA) is now one of the main institutions of Washington Business and Technology Institute (WBTI). "The mission of this School emphasizes the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we expect the School's endeavors to be achieved based on the human spirit, led by Chairperson Elaine Chao of WBTI," said Senator Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.*17

Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of the Nevada Senate. Dina is also a professor of Political Science at UNLV.*6

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. The English Service of River of Life Christian Church has been highly blessed by God. It continues to grow. The specific charater of the event has been highlighted by the Coffee/Tea Fellowship. On Sunday, July 23, 2006, we had Rev. Hing Chai Cheng, Mr. Kevin Gordon, Pastor Doris Lin (Miss Doris Lin), Mr. John Lei, Mrs. Jessica Wong, Mr. Walter Wong, Ms. Lynn Ling Yang, Miss Vivian Chao, Miss Frances Chang, Miss Tine Lo, Mr. Gino Ko, Miss Angel Ku, Mr. Jung-fong Kang, Miss Prudy Yu, Miss Orchid Soh, Mr. Meung Kim, Dr. and Mrs. Tony Tung-tien Lei, and among others (names in random). The atmosphere of the Fellowship was pleasent and friendly. Hallelujah!

"Praise God! In the past 21 Days Healing Crusade, we experience God's work every night. I am very thankful to see brothers and sisters serving the Lord together with joy and deligence. This is the true purpose for having the 21 Days Healing Crusade because spiritual growth does not come solely from hearing the messages. In the past, I saw many people so hunger for God that they would attend class after class, but their lives could not grow because they did not have a place to serve. During the 21 days meetings, every night I saw approximately 100 brothers and sisters were mobilized to serve and they also witnessed the fruits of their service. U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*4

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.*5

For many years, we taught people successfully to make money through the modern knowledge of organization and management in business. For the years to go, we will continue to encourage our friends to love the God, and to love our people, professionalism, community, and country.*6

In this 21st Century new era and society, we need economic growth and personal prosperity, but we need also to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure fountain may prosper and enrich our splendid and silver country through: the power of public service that based on knowledge is the power of rightousness; the advancement of technology, entreprenueship, and innovation; and the spirit that knowledge calls, ultimately, for a life of service.*7

"Through the recommendations of Justice of the Supreme Court Michael Douglas, Nevada District Judge Jessie Walsh, Southern Nevada Sheriff Bill Young, Nevada District Court Judge Cheryl Moss, President Dr. Tony Lei has appointed Valerie Weber Vice President of the Clark County District Attorney and Polce Civil Commission of Washington Business and Technology Institute (WBTI) on July 17, 2006. Valerie is to fill this position which was owned by the State Controller Kathy Augustine, following Kathy's untimely death on July 11, 2006." The announcement was made on Thursday, July 19, 2006, by Dr. John Wang, Spokesperson for WBTI in Las Vegas, Nevada, U. S. A.

"George Eliot said that those who trust us, educate us. To have Dr. Tony Lei's trust is my great honor. I believe his philosophy of education and leadership. The design and plan of CCADPCC are creative. Originally from California, Nevada Assemblywoman Valerie Weber moved to Nevada in 1990. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships. She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program. She was recently appointed to the Governor's Workforce Investment Board and recently completed a four-year term on the Board of Displaced Homemakers. Valerie is the owner of Collaborating Solutions, an organizational development company that utilizes Emotional Intelligence (ECI) in developing leaders. An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University, she has good knowledge to consult in business.*1

As a famous Assemblywoman and the Minority Whip of Nevada Assembly, Valerie Weber has been a professional member of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) for five years. She also teaches at the Phonix University.

Mourning for the tragic death of State Controller Kathy Augustine

Kathy Augustine, Nevada's state controller, died Tuesday afternoon on July 11, 2006 at a Reno hospital. She was 50.

"President Dr. Tony Lei expressed great sorrow at the news of the tragic death on July 11, 2006 of Vice President of CCDAPCC of Washington Business and Technology Institute Kathy Augustine. 'Judy and I mourn deeply for the loss of our faculty member Kahy Augustine who had endeavored to the interest of our Ansian community. Our hearts and prayers go out to Kathy's family, friends and fellow members,' said Tony, " stated Dr. John Wang, Spokesman of WBTI, on July 15, 2006 in Las Vegas, Nevada.

CCDAPCC is the initial of Clark County District Attorney and Police Civil Commission.

Kathy Augustine was the first woman to be elected Nevada State Controller. A former state Senator, she Chaired the Legislative Affairs and Operations Committee and was Vice Chairman of Taxation and the Human Resources and Facilities Committees. She also served as a State Assemblywoman.*1

She held a Bachelors Degree in Political Science from Occidental College and a Master of Public Administration Degree from Cal State Long Beach.

She served as a Delegate to Russia and the Ukraine with the American Council of Young Political Leaders (ACYPL) in 1993 and was selected as an Executive Committee Member to the Biennial Assembly of the Atlantic Association of Young Political Leaders (AAYPL) in Paris, France in 1995.*2

The husband of state Controller Kathy Augustine apparently tried to kill himself Friday morning, as suspicions surfaced about the circumstances surrounding his wife's unexpected death.*3

Chaz Higgs, 42, slit his wrists about 10:30 a.m. in the Las Vegas home he had shared with Augustine, according to Las Vegas police. Paramedics took him to University Medical Center, which had discharged him by evening.

Augustine died Tuesday at Washoe Medical Center, three days after Higgs said he found her unconscious in their Reno home. Higgs, a critical care nurse, said his wife died of an apparent heart attack.

Final autopsy results have not been released, but Reno Police Deputy Chief Jim Johns confirmed Friday that preliminary autopsy indications were that "there wasn't evidence of long-term heart disease."

Reno police and the state Division of Investigation were scrutinizing Augustine's death because she was only 50 years old and had no known history of heart trouble.*4

The state Division of Investigations on Thursday accepted a Reno Police Department request to join its investigation into the death of state Controller Kathy Augustine.*5

State investigators will be checking Augustine's Capitol office to make sure nothing is missing, said Steve George, a spokesman for Gov. Kenny Guinn.*6

"Gov. Kenny Guinn expressed extreme sorrow at the news of the tragic death today of State Controller Kathy Augustine, who succumbed to the consequences of a massive heart attack she suffered on July 8, 2006. Augustine, 50, had served as State Controller since 1999," stated Nevada Governor Kenny Guinn.

"We are all deeply saddened by the distressing news of someone so young and vibrant as Kathy Augustine passing away so unexpectedly," Gov. Guinn said. "On behalf of so many people in our state who knew Kathy and appreciated her dedication and hard work as Controller, I offer her family our heartfelt sympathy." *7

Kathy Augustine's funeral will be held at 9 a.m. in the morning on July 15, 2006 at Guardian Angel Cathedral, 302 Cathedral Way, just off the Strip.

Washington, D.C. ¨C Service groups in Nevada will provide more volunteers through AmeriCorps thanks to several grants announced today by Senator Harry Reid.

Four centers in Nevada will receive separate grants totaling $555,909 that will provide monthly stipends to volunteers who are members of AmeriCorp, a nationwide service network that engages more than 50,000 Americans each year in education, public safety, health, and the environment.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event and Party was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of Paradise Democratic Club of Las Vegas, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. The English Service of River of Life Christian Church is highly blessing by God. It is growing. The specific charater of the event was highlighted by the Coffee/Tea Fellowship. On Sunday, July 9, 2006, we had Rev. Tong Liu, Pastor Doris Lin, Mr. John Lei, Mrs. Jessica Wong, Mr. Walter Wong, Miss Vivian Chao, Miss Christine Tsai, Miss Frances Chang, Miss Tine Lo, Mr. Jung-fong Kang, Dr. and Mrs. Tony Tung-tien Lei, and among others (names in random). The atmosphere of the hour was pleasent and friendly. Hallelujah!

"The conference last week has allowed all of us to be strenghted in the Spirit, specially, the message last Sunday by Rev. Chou, 'sowing in the barren years, harvesting in hundredfold.' Many people were inpired by the message," wrote Rev. Tong Liu, Senior Pastor of River of Life Christian Church, Santa Clara, California.*1

Also we must sow seeds in our career. No matter what circustances you are in, ask god to give you wisdom at the right place so that what you sow will produce crops," pointed out Senior Paster Tong Liu.*3

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*4

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.*5

For many years, we taught people successfully to make money through the modern knowledge of organization and management in business. For the years to go, we will continue to encourage our friends to love the God, and to love our people, professionalism, community, and country.*6

In this 21st Century new era and society, we need economic growth and personal prosperity, but we need also to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure fountain may prosper and enrich our splendid and silver country through: the power of public service that based on knowledge is the power of rightousness; the advancement of technology, entreprenueship, and innovation; and the spirit that knowledge calls, ultimately, for a life of service.*7

Independence Day

On our country's most celebrated holiday — the birth of our nation as a beacon of freedom — I want to share with you a few words from a speech that touched me in 1984.*1

The speech was delivered by President Reagan and his words inspired me to enter the political arena as an extension of my community service activities, volunteering to help other Republican candidates with everything from accounting to Web sites. This was before the Nevada Republican Party recruited me to serve as its treasurer and prior to a retiring Republican assemblywoman encouraging me to run for her seat.

Please enjoy. I am confident you will find President Reagan's vision of American citizenship and the responsibility of public servants as compelling as I still hold it today as I seek to become governor with your continued support. Have a safe celebration with your family and God bless America!

[[["As we ask for the American people's help, we should also answer the central question of public service: Why are we here? What do we believe in? Well for one thing, we're here to see that government continues to serve the people and not the other way around. Yes, government should do all that is necessary, but only that which is necessary.

We don't lump people by groups or special interests. We believe in the uniqueness of each individual. We believe in the sacredness of human life. For some time now we've all fallen into a pattern of describing our choice as left or right. It's become standard rhetoric in discussions of political philosophy. But is that really an accurate description of the choice before us?

Go back a few years to the origin of the terms and see where left or right would take us if we continued far enough in either direction. Stalin. Hitler. One would take us to Communist totalitarianism; the other to the totalitarianism of Hitler.

Isn't our choice really not one of left or right, but of up or down? Down through the welfare state to statism, to more and more government largesse accompanied always by more government authority, less individual liberty and, ultimately, totalitarianism, always advanced as for our own good. The alternative is the dream conceived by our Founding Fathers, up to the ultimate in individual freedom consistent with an orderly society.

We don't celebrate dependence day on the Fourth of July. We celebrate Independence Day.

We celebrate the right of each individual to be recognized as unique, possessed of dignity and the sacred right to life, liberty, and the pursuit of happiness. At the same time, with our independence goes a generosity of spirit more evident here than in almost any other part of the world. Recognizing the equality of all men and women, we're willing and able to lift the weak, cradle those who hurt, and nurture the bonds that tie us together as one nation under God.

The "Poverty Alleviation through Education Project" is designed for American and Chinese university students who will live and work together while launching a new service-learning program that will deliver educational resources to the poorest regions of China. American students will be selected for scholarships to partner with Chinese students to pioneer a pilot program that will become a model for expansion and duplication throughout China. The program will provide American and Chinese students an opportunity to learn about each other's cultures while working with e-learning community centers to mitigate rural poverty.*3

Nevada State Senator Dina Titus was appointed by Washington Business and Technology Institute as a Fellow of its Public Administration Institution (PAI) on August 15, 2001. She was very pleased to receive the congratulations call from Dr. Tony Lei early that morning. Having out of town for a couple of days, the call reminded her that at the suggestion of U. S. Senator Harry Reid, former Las Vegas Mayor Jan Jones had offered to step down as Nevada's Democatic National Committeewoman, and Dina Titus would seek that job. This would give her some Washington, D. C., connections and enhance her political profile. With four trips a year to Washington, D. C., the committeewoman and committeeman from each state are expected to speak on party issues, raise money, and help recruit candidates.

"It's really my honor to be a Fellow of the Public Administration Institution of Washington Business and Technology Institute," said Senator Dina Titus to the readers of "Nevada Examiner" and Las Vegas Review-Journal.com. "I'm also honor to be invited by Dr. Tony Lei as a Special Guest to the Event and Dinner Party for a Special Tribute to U. S. Senator Harry Reid on August 24, 2001," she continued. Dina Titus brought her husband Dr. Wright to attend the Party at the Asia Palace Chinese Restaurant on the Friday evening. Dr. Wright is a Senior Professor in the Department of History at UNLV. The Event and Dinner Party was initiated by Dr. Tony Lei and Ms. Nancy Diaz. It was chaired by Dr. Tony Lei, Dr. R. D. Prabhu, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani. Joined with more than 36 hosts of the Dinner Party by community and organizational leaders, business exevutives and owners, and government officials, we had guests and participants more than 384 people.

As a Professor of Political Science of UNLV , Dina Titus is now a famous Senator of the State Nevada. She is also a State Senator Democratic Leader. On August 14, 2001, she said that she would run for Lieutenant Govenor if Las Vegas Mayor Oscar Goodman ran for Nevada Governor. "She's brilliant, and she would be a great governor," Mayor Goodman siad of Senator Titus.

To her new honor and appointment as a Fellow of Public Administration Institution (PAI) of WBTI on August 15, 2001, Senator Titus agreed with District Judge Valorie Vega on "This position will undoubtedly provide me with avenues for exploring improvements in public services to which I'm most dedicated." It is really a valuable advancement that we may have such an appropriate and achieved individual like Dina as a colleague to our Institution. Senator Titus' expertise and good reputation in political science has been known locally and nationally. With her outstanding professional expertise and practical public administration experience, Senator Titus' acceptance as a fellow of PAI evidenced that in supporting Director Dr. William Thompason with Fellows Former Attorney General Frankie Sue Del Papa, Justices of the Supreme Court William Maupin and Nancy Becker, District Judges Mark Denton, Valorie Vega, Nancy Saitta, Jackie Glass, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, among others, they would form an excellent leadership team launching PAI into the next milleunnium for academic excellence and administrative practicality.

Dina Titus is now a famous Adjunct Professor of Administrative Strategies in the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute.

Professor Dina Titus, a native of Georgia, was educated at William and Mary, University of Georgia and received her Ph. D. from Florida State University. She currently teaches Political Science at the University of Nevada at Las Vegas, and, in addition to these responsibilities, she is also a Nevada State Senator from District 7 in Clark County. She is on the Board of Directors of the Nevada Test Site Foundation and is a member of the Nevada-California Super Speed Ground Transportation Commission, Clark country Women’s Democratic Club, Education Commission of the States and the Nevada Commission on Participatory Democracy. Se was named the Spanos Outstanding Teacher at UNLV in 1985, was the Chairman of the Nevada Humanities Committee from 1984-19865 and in 1999 was the Nevada Arts Advocate of the Year.

Her most recent publication is Bombs in the Backyard: Atomic Testing and American Politics. The title of Dr. Titus Convocation lecture, “The Mushroom Cloud as an American Symbol, attests to the extensive knowledge she has concerning America’s nuclear testing at the Nevada Test Site and the impact it has had on that region.

"The maturity of citizens society is the fundamental guarantee for the normal processing of democratic politics. In a citizens society, it depends highly on the team of public intellectuals. A good public intellectual interates peoples' opinion, analyze rationally, and points out wise perspectives and notice. Dina plays an important and significant responsibility of mission as an achieved intellectual at the same time as an important statewoman. Our Nevada is critically in need of these intellectuals and professionals in every kind of fields," said Dr. Tony Lei, President of WBTI.

Happy Mother's Day!

Upon my request, Mike Lei recommended the following article for Mother's Day.*1 The title is "A Mother's Legacy." It was written by Barbara Rainey.

The article quoted the famous words by Edward L. Vardy that "God has chosen suffering as the avenue for perfecting His children. Let us not deny our children this grace."

"Jesus said, 'Greater love has no one than this, that one lay down his life for his friends' (John 15:13 NIV). I can think of no one for whom I would give up my life more quickly than my child. A mother's love is fierce, loyal, protective, and self-sacrificing," wrote Barbara Rainey at the beginning of the good article.*2

The author continued to write that "Loving our children is not always natural, nor is it always easy. But it is absolutely essential. Mothers must love their children. A mother's constant love becomes the bedrock of security for her children. Before they leave home, there will be many times in their lives when it will seem to them that no one else loves them. Though they might wish for someone else's love, their mother's love will provide a North Star of security and hope in the midst of difficult days." *3

Happy Mother's Day!

"To the world you might just be one person,
but to one person you might just be the world." *4

Barbara pointed out that a favorite prayer that she have prayed far more often than she ever imagined she would went like this:

"Lord, help me to love my children as You do. Help me to see them as You do, to understand their needs as You do, to feel what they are feeling as You do. I cannot love my children as they need to be loved on my own. My children need Your love. I ask You to love my children through me."

"Yes, a mother must love. She gives that love in spite of her child's rebellion, in spite of her child's unresponsiveness, in spite of her own circumstances. And there are a thousand other in spite of's that a mother must face in her lifetime as a mother. In them, she must find the ability to continue to love her child with the love that God gives," she reminded us.*5

Therefore, "A mother's relationship with her child begins with love, continues with love, and ends one day on earth with love. God's plan is for His children to know deep, abiding, unending love from at least one human being in their life, and that person is Mother, concluded Barbara Rainey.*6

To date, visitors to the WBTI website have already exceeded 35,300. I'm honor to own the number as #35,288 (now at #103,378 on May 4, 2006). It is critical importnat now to resume the booming tourism for our Silver State through educational and cultural cooperation and development with Asian countries. The creative programs of CPM and MBA/PKE designed by Dr. Keong Leong and Dr. Tony Lei is a milesotone of the practical cooperation among UNLV, WBTI, and CBCI for China , Taiwan, Malaysia, and Singaproe, and Nevada," said Eric Chen, Esq., Co-Owner and General Manager of China Business Chain, Inc. on October 1, 2003 at his Law Office in Los Angeles.

Dr. Charles H.C. Kao and Mrs. Anne Kao have made a leader- ship pledge of $50,000 over the next five years to be used toward the accomplishment of the University's "Reach for the Future" major gifts campaign.
In announcing their gift, Dr. Kao indicated it was their wish to support three important areas of the University: faculty development, Academic Excellence Higher Education Education Scholarships, and exchange programs with Greater China.
Dr. and Mrs. Kao have been generous supporters of international programs for many years. Most recently, they were instrumental in the establishment of the Center for Pacific Rim Studies. The Center is responsible for providing opportunities for visiting professors and artists from Asia to visit the UW-River Falls campus and promoting educational exchanges between the two cultures. A portion of their gift will be used to underwrite faculty development opportunities and scholarships in the College of Arts &Sciences.

Elected as the Distinguished Professor of the Year in 1974, Dr. Kao was the chair of the department of economics from 1971-80. Since then he has devoted part of his time in Greater China (China, Taiwan, Hong Kong) involved in research, lecturing, writing and publishing. Known as a "leading thinker" in Greater China, Dr. Kao has written more than 15 books in Chinese in his field of economic policy and social thought. Two of his books were given the national prize in Taiwan. In addition to his academic activity, he has also been serving as an economic advisor to the central government there.
Mrs. Kao had a successful 25-year career with 3M Company and is currently working for IBM in Beijing as a computer systems consultant. She is very interested in international programs and cultural exchange in the arts.*3

Dr. Tony Lei transferred the education of BBA and MBA in the United States of America to Taiwan. The intellectuals who joined him were many professors, scholars, administrators, publishers, among others. All of them together, for many years, helped bring the Miracle of Economy of Taiwan realized. Meet Srewart Bell, Honorary Chairman of CCDAPCC

"Overlooking the foyer of the new Regional Justice Center are District Court Judges Stewart Bell, from left, David Wall, Allan Earl and Douglas Herndon. Each earned retention ratings of 90 percent or better.

On a 2006 report card for judges in District Court's criminal and civil divisions, a quartet of judges emerged with top scores. Judges Stewart Bell, Allan Earl, Douglas Herndon and David Wall each earned retention ratings of 90 percent or better. ....." *1

On September 23, 2002, District Attorney Stewart Bell wrote President Dr. Tony Tung-tien Lei that "Dear Dr. Lei, I am honor and prviledged to accept your appointment as Honorary Chairman and Senior Advisor of the Clark County Distrct Attorney and Police Civil Commission (CCDAPCC) of the Washington Business and Technology Institute. I look forward to meeting on October 7th." *2 [The two original letters that signed by Stewart from his Office were shown on the Section of "Photos & Pictures" at May 1, 2006.]

Judge Stewart Bell was elected to the Department 7 bench in November 2002 and was sworn in as a District Court Judge in January 2003. Prior to becoming a judge, he served as Clark County District Attorney from 1995 to 2002. As District Attorney, Judge Bell was responsible for managing a staff of nearly 700 people and supervised the prosecution of nearly 700,000 felonies, misdemeanors and juvenile matters. He also administered his own law firm in Las Vegas from 1973 to 1994, specializing in criminal, business and domestic law. From 1971 to 1972 he served as a Clark County Public Defender. He also served as a legal assistant to District Court Judge Howard W. Babcock from 1970 to 1971.*3

Judge Bell earned a bachelors of science degree in accounting and economics from University of Nevada – Las Vegas in 1967. He earned his juris doctorate in 1970, graduating in the top 15 percent of his class, from the University of California – Los Angeles Law School. Known for his acute analytical skills, Judge Bell was the Nevada State High School Mathematics Champion in 1963 and was named to the Phi Kappa Phi National Collegiate Academic Honor Society when he attended UNLV.

Judge Bell served as president of the Clark County Bar Association in 1980 and as president of the State Bar of Nevada from 1991 to 1992. He has been a member of the State Bar since 1971. He was named as an Outstanding Member of the Clark County Bar Association in 1993. Judge Bell has received the highest possible rating, "AV," by Martindale-Hubbell. His prior judicial experience includes serving as an Alternate Municipal Judge, a Coroner’s Inquest Hearing Officer and as a Clark County Juvenile Court Referee.

A graduate of Leadership Las Vegas, Judge Bell has served as a volunteer and leader for many local charities and programs. He was named to Who’s Who in America, Men of Achievement, in 1980. He is married to Jeanne D. Bell and the couple has four children, Linda, Kristin, Stephen and Greg, and one grandchild, Kyle. Judge Bell has served as a manager and coach for the Spring Valley Little League and in 1993 he managed the Little League Championship Team. He has been a resident of Nevada since 1954.*4

How wonderful is the Great Wall of China!

All About the Great Wall of China*2

The Great Wall of China was built over 2,000 years ago, by Qin Shi Huangdi, the first emperor of China during the Qin (Ch'in) Dynasty (221 B.C - 206 B.C.). In Chinese the wall is called "Wan-Li Qang-Qeng" which means 10,000-Li Long Wall (10,000 Li = about 5,000 km).

After subjugating and uniting China from seven Warring States, the emperor connected and extended four old fortification walls along the north of China that originated about 700 B.C. (over 2500 years ago). Armies were stationed along the wall as a first line of defense against the invading nomadic Hsiung Nu tribes north of China (the Huns). Signal fires from the Wall provided early warning of an attack.

The Great Wall is one of the largest building construction projects ever completed. It stretches across the mountains of northern China, winding north and northwest of Beijing. It is constructed of masonry, rocks and packed-earth. It was over 5,000 km (=10,000 Li) long. Its thickness ranged from about 4.5 to 9 meters (15 to 30 feet) and was up to 7.5 meters (25 feet) tall.

During the Ming Dynasty (1368-1644), the Great Wall was enlarged to 6,400 kilometers (4,000 miles) and renovated over a 200 year period, with watch-towers and cannons added.

The Great Wall can be seen from Earth orbit, but, contrary to legend, is not visible from the moon, according to astronauts Neil Armstrong, Jim Lovell, and Jim Irwin.*3

2006 Wildland Fire Season Reminders

Now is the time to prepare for Nevada’s annual wildland fire season. By taking precautions today, you can better protect yourself, your loved ones, and your property from the devastation these fires can cause.

The Waterfall Fire of 2004 caused tremendous damage in Carson City, even threatening the Capitol Building for some time. This tragedy reminded us how unpredictable and dangerous wildland fires can be and how important and effective precautionary measures are in curtailing damage to property.

Nevada’s Division of Forestry officials have warned that in Southern Nevada, due to receiving below-average precipitation, a severe fire season in the Spring Mountains and desert areas in the south of the state can be anticipated. And, with all the snow and rain we have experienced up north this winter, Northern Nevada will certainly have a bumper crop of fuels that could potentially produce significant wildland fires.

The Nevada’s Division of Forestry has issued the following reminders to homeowners who live in areas threatened by fire:

· Keep a 30-foot perimeter of defensible space around property. To the greatest extent possible, such space should be free of any flammable vegetation.

· Keep plants surrounding the home healthy, green, and irrigated throughout the fire season.

· Enclose the undersides of all outdoor decks with fire resistant materials.

· Store all firewood outside the 30-foot defensible space perimeter surrounding your home.

· Check to make sure rain gutters are clear of debris (leaves, pine needles, etc.) and that all ventilation openings are covered with 1/8-inch wire mesh.

Working together, we can help alleviate some of the fears and problems associated with wildland fires by acting today to prepare for the inevitable tomorrow

He was re-elected to a fifth term in November 2004. Congressman Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons remains an active alumnus of his alma mater and received the MacKay School of Mines Alumnus of the Year Award in 1999. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California.*3

In the 109th Congress, Gibbons serves on three committees: The House Resources Committee (Chairman of the Energy and Mineral Resources Subcommittee), the Armed Services Committee, and the Committee on Homeland Security. Congressman Gibbons' committee assignments place him in a prime position to represent the varied interests of Nevadans, including water, mining, energy, ranching and grazing issues, as well as the future of the nation's premier military training bases, Fallon NAS and Nellis AFB. Since the terrorist attacks of September 11, 2001, Gibbons has also taken a leading role in securing our homeland by introducing legislation in October 2001 which would become the basis for the Homeland Security Act that created the Department of Homeland Security.

Gibbons also serves on several Congressional Caucuses. He is the founding member and Co-Chairman of the Congressional Mining Caucus and Co-Chairman of the Gaming Caucus. He also is an active member on: Congressional Sportsmen's Caucus, the Western Caucus, Rural Caucus, Air Force Caucus, National Guard and Reserve Components Caucus, Travel and Tourism Caucus, Caucus on Community Health Centers, Cancer Caucus, the Caucus to Fight and Control Methamphetamine, and the Automotive Performance and Motorsports Caucus.

Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Congressman Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996.

Throughout his military service, Gibbons received 19 service medals, including the Legion of Merit, Distinguished Flying Cross, Air Medal with Two Oak Leaf Clusters, Aerial Achievement Medal and Air Force Commendation Medal with One Oak Leaf Cluster. He was also awarded the Distinguished Flying Cross for his extraordinary achievement while participating as an RF-4C Flight Leader in the Gulf War. On this mission, Gibbons flew his unarmed aircraft on a vital reconnaissance mission to acquire politically sensitive imagery of enemy targets in Kuwait.

Mr. Gibbons was also a commercial pilot for Western Airlines where he was employed from 1979 to 1987, and Delta Airlines where he worked from 1987 to 1997. His extensive resume also includes working as a hydrologist for the Federal Water Master, a mining and exploration geologist, a mining and water rights attorney in Nevada, and a state legislator.

Mr. Gibbons served three terms in the Nevada State Assembly. In 1988, his first year as a state legislator, he was named "Outstanding Freshman Legislator." Five days after earning another term to serve in the Nevada State Legislature, Mr. Gibbons received the call to report for active combat duty in the Persian Gulf War. He returned home in April of 1991 to a thunderous welcome from the people of Nevada and soon resumed his fight for his constituents in the State Legislature. In 1993, Mr. Gibbons rose to Republican Whip in the State Assembly, and in 1994, he was the Republican nominee for Governor. In 1998, his wife, Dawn Gibbons ran successfully for the Nevada State Assembly.

In 1994, Gibbons authored the Gibbons Tax Restraint Initiative. As a private citizen, he collected 85,000 signatures from residents across Nevada to place a ballot question before the voters to amend the State Constitution. An overwhelming majority of Nevada voters (78% in 1994 and 71% in 1996) supported the amendment to the Nevada Constitution which requires a 2/3 super-majority to increase any state tax.

Congressman Gibbons resides in Reno with his wife, Dawn. They have three children, Christopher, Jennifer, and Jimmy, and two grandchildren.*4

American dream to me means that I can have good education, fine job (or business), and lovely kids," pointed out Jim in the Business Mixer on April 23, 2006.

"It's my great pleasure and honor to be named by Dr. Tony Lei as a Fellow of Public Administration Institution and Honorary Chairman of CCDAPCC of WBTI. Please know that I irrevocably stand by my personal commitment to diversity issues in this state and that my sense of patriotism and faith in America stems from its embrace of that diversity," said A. William Maupin, Chief Justice of Nevada Supreme Court in an event and dinner party held at the Steak House of Binion's Horseshoe Club, Las Vegas on October 10, 2002. The Party was held by Washington Business and Technology Institute (WBTI) to celebrate Justice William Maupin's being appointed as its Fellow of the Public Administration Institution (PAI) and as its Honorary Chairman of the Clark County District Attorney and Police Civil Commission (CCDAPCC).*5

"As the Director of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI), I've shared a pleasant leadership with Dr. Tony Lei cooperated by all the Faculty members of this Institution since it's establishment on January 18, 2000. Innovated in integreting his expertise in institutional management and spiritual value in education, Dr. Lei's effort and wisdom for the community service in Nevada in the recent eight years have been very valuable. We expect Pan Pacific and Asian American Forum (PPAAF) founded by this Institute in September 28, 2001 will contribute to improve the quality of life of the people and the prosperity of this State of Nevada," said Dr. William Thompson, former Chairman and now Professor of the Department of Public Administration of UNLV, at a Party held by WBTI in the Gee Joon Chinese Restaurant of Horseshoe Club on January 28, 2002 in Las Vegas, Nevada.*6

It is significant for Dr. Kenny C. Guinn to write President Dr. Tony Lei of WBTI as in the following:
