From: Roger Ko [rko2000@yahoo.com] Sun, 1 Aug 2004 15:01:06 -0700 (PDT)Cost effective business solutions via innovation and integration I innovatively integrate wide-ranging technical know-how's into practical business solutions that fit into existing environment smoothly and seamlessly. Here are two examples. DAL Processes At FNBM, to provide remote access via WAN and Intranet with minimal code change and cost, I invented DAL (Data Access Layer), under the leadership of an Assistant Vice President. DAL is integration of many components: True distributed database. With a low cost remote server, remote users get best response time with very little overhead added to central server at FNBM. Send only updates, and, thus, keep traffic low among remote and central servers. The result is very low bandwidth required to connect remote and central servers. All tables opened across network are in read-only mode, while updates are done through DAL. This completely eliminates index corruption problem. Table driven. Most parameters are stored in tables. That is, many changes can be accomplished by changing table entries (without program change). Each remote server has two network cards and two IP addresses: one for local LAN to client PCs, and the other for WAN connection to central database at FNBM. This ensures security and performance. DAL demonstrates in-depth knowledge of Windows OS, system programming, database, name pipes, TCP/IP, network protocols and connections, etc. It also requires innovation to select and integrate all these components into a practical and cost-effective business solution that fits perfectly with FNBM's existing software systems. From IBM mainframe, via WAN, to Internet applications - OLR system This is another innovative application I led. OLR allows inquiry over browser-Internet into California DMV for driver licenses, vehicle identification numbers, and vehicle registrations. It is used by financial institutes to get related information (such as liens) before auto-loan approval. The company charges users by each transaction via OLR. Query results are delivered via Internet to browsers in Acrobat PDF format. (A sample of a test query results will be provided upon request.) OLR meets security requirements by California DMV. Some special cookie settings are used at client PCs to help achieve those requirements. OLR also produces accounting reports over Internet to browsers (again in PDF format). This includes checking balances and printing invoices and summary reports, all via browser-Internet/Intranet. All PDF files are generated on fly dynamically. OLR has the following components: Microsoft IIS web server. Supposes IE and Netscape browsers X-Works ASP HTML and JavaScript Acrobat PDF server WAN connection: SNA server and DTU to connect to POP of California DMV data center Attachmate personal client (IBM 3270 terminal emulator). Consider the fact DMV provides no programming interface. I have to control emulator programmatically and parse what returns on terminal emulator. Database: SQL database, FoxPro, and IBM DB2 database (DB2 via WAN). OLR is very complicated integration of diversified technologies into a practical and cost-effective business solution that brings in a lot of revenue. C. Accompanied by her husband to the dinner, the Judge was bright and pleasent. In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI) and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with former Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally, nationally, and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000. "PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans." The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. He is now also a member of the Senior Advisory Committee of U. S. Congresswoman Shelley Berkley . Dr. Lei, elected as Executive Vice President of Seniors United in 2000, had been supported both by the educational and political sectors to get advance in leading the research and promotion of the seniors benefit, social security, and Medicare. "WBTI is a very well respected and integral part of this community. To be an Associate Fellow of its Public Administration Institution (PAI) is a very prestigious honor for me. I am also grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community," said Judge Ann Zimmerman at the time when she was a Deputy Attorney General of Nevada. In the first paragraph of the article entitled "Election Winner Judge Kolkoski Recognizes Dr. Tony Lei as a Great Leader,' It was wrote that, "During the congratulating conversation from Dr. Tony Lei to Judge Betsy Kolkoski for her re-elected as a Las Vegas Municipal Court Judge, she told him that Dr. Tony Lei is really a great leader. U. S. Congresswoman Shelley Berkley wrote Dr. Tony Lei early April this year from her U.S. Congress Office in Washington, D. C. : "I can not thank you enough for all you do for me, my dear friend. I just read the 'Washington Business and Technology Institute' publication. It was wonderful!" Seasons greetings are significant to famillies! With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special." The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way. Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington." The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) Take what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time." And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness. And this be our mode: "In God is our trust!" His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards." 6666666666666 77777777777777777777777777 888888888888888888888888888888888888888888888 *****************************************************

Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships. She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program. She just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000. Valerie is the owner of Collaborating Solutions. She is accredited in Dr Goleman抯 360-competency assessment instrument in Emotional Intelligence (ECI). An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University, she has good knowledge to consult in business. As a famous Assemblywoman and the Minority Whip of Nevada Assembly, Valerie Weber has been also a professional member of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) for three years. To Whom It May Concern: I watched in horror these past several days like so many other Nevadans, Americans and friends in the international community the results of great devastation from the earthquake and tsunami in the Indian Ocean countries. My heartfelt concern goes out to those families experiencing loss during this recent disaster in Southeast Asia including Thailand amongst others. …

From: Assemblywoman Valerie Weber [veweber@usa.net] Thu, 06 Jan 2005 16:51:14 -0800 To: Dr. Tony Lei [tojulei@yahoo.com]Here is the first document copy from the attachment: January 4, 2005 To Whom It May Concern: I watched in horror these past several days like so many other Nevadans, Americans and friends in the international community the results of great devastation from the earthquake and tsunami in the Indian Ocean countries. My heartfelt concern goes out to those families experiencing loss during this recent disaster in Southeast Asia including Thailand amongst others. I called Dr. Tony Lei this morning and was inspired that through Washington Business and Technology Institute (WBTI) our concern for the Thai people could be shared through the local Chinese newspaper. I understand that "Next Weekly" is a Chinese newspaper that emphasizes the importance of literature and education to its enthusiastic readers and has the largest circulation amongst six Chinese newspapers in the southwest United States. Again, let me express my deeply felt sorrow for the people in affected countries in Southeast Asia; you are in our prayers and relief efforts. Most Sincerely, Valerie E Weber Nevada Assemblywoman/Minority Whip 7777777777777 666666666666666666666666 888888888888888888888888888888888888888888888 ***************************************************

*****This is a draft for final editing and modification. The completed article will be post in the afternoon on January 7, 2005.Meet WBTI Fellow Dina Titus By Cheryl Moss and Tiffany Chang "Our greastest asset at Washington Business and Technology Institute (WBTI) is our people -- not facades or fountains, not landscapes or lakescapes, but people -- faculty, advisory board members, administration, and a host of friends," said President Dr. Tony Lei of Washington Business and Technology Institute (WBTI). "On the publications of WBTI through multimedia locally, nationally, and internationally, we have featured many of our own: U. S. Secretary of Labor Elaine Chao, U. S. Senators Harry Reid and John Ensign, U. S. Representatives James Gibbons and Shelley Berkley, Governor of Nevada Kenny Guinn, Pepperdine University President Dr. Andrew Benton, Chief Federal Judge Lloyed Geroge, Pepperdine University Chancellor Dr. Charles Runnels, Former Chief Justice and now Justice of the Nevada Supreme Court William Maupin, Dr. William Thompson, Dr. Lee Bernick, Dr. Keong Leong, Las Vegas Mayor Oscar Goodman, among others." "Enriching our research and community service process were made possible by these friends who joined and supported this academic institute. WBTI is really a chain of dedicated individuals, intellectuals, and professionals who join to research, serve, support and to give. We take great pride of our people, including our outstanding faculty members. They are some of the best in the world. We are sincere servers to help improve the quality of life of all the residents and visitors of Nevada." Nevada State Senator Dina Titus was appointed by Washington Business and Technology Institute as a Fellow of its Public Administration Institution (PAI) on August 15, 2001. She was very pleased to receive the congratulations call from Dr. Tony Lei early that morning. Having out of town for a couple of days, the call reminded her that at the suggestion of U. S. Senator Harry Reid, former Las Vegas Mayor Jan Jones had offered to step down as Nevada's Democatic National Committeewoman, and Dina Titus would seek that job. This would give her some Washington, D. C., connections and enhance her political profile. With four trips a year to Washington, D. C., the committeewoman and committeeman from each state are expected to speak on party issues, raise money, and help recruit candidates. "It's really my honor to be a Fellow of the Public Administration Institution of Washington Business and Technology Institute," said Senator Dina Titus to the readers of "Nevada Examiner" and Las Vegas Review-Journal.com. "I'm also honor to be invited by Dr. Tony Lei as a Special Guest to the Event and Dinner Party for a Special Tribute to U. S. Senator Harry Reid on August 24, 2001," she continued.*2 Dina Titus brought her husband Dr. Wright to attend the Party at the Asia Palace Chinese Restaurant on the Friday evening. Dr. Wright is a Senior Professor in the Department of History at UNLV. The Event and Dinner Party was initiated by Dr. Tony Lei and Ms. Nancy Diaz. It was chaired by Dr. Tony Lei, Dr. R. D. Prabhu, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani. Joined with more than 36 hosts of the Dinner Party by community and organizational leaders, business exevutives and owners, and government officials, we had guests and participants more than 384 people.*3 As a Professor of Political Science of UNLV , Dina Titus is now a famous Senator of the State Nevada. She is also a State Senator Democratic Leader. On August 14, 2001, she said that she would run for Lieutenant Govenor if Las Vegas Mayor Oscar Goodman ran for Nevada Governor. "She's brilliant, and she would be a great governor," Mayor Goodman siad of Senator Titus. To her new honor and appointment as a Fellow of Public Administration Institution (PAI) of WBTI on August 15, 2001, Senator Titus agreed with District Judge Valorie Vega on "This position will undoubtedly provide me with avenues for exploring improvements in public services to which I'm most dedicated." It is really a valuable advancement that we may have such an appropriate and achieved individual like Dina as a colleague to our Institution. Senator Titus' expertise and good reputation in political science has been known locally and nationally. With her outstanding professional expertise and practical public administration experience, Senator Titus' acceptance as a fellow of PAI evidenced that in supporting Director Dr. William Thompason with Fellows Former Attorney General Frankie Sue Del Papa, Justices of the Supreme Court William Maupin and Nancy Becker, District Judges Mark Denton, Valorie Vega, Nancy Saitta, Jackie Glass, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, among others, they would form an excellent leadership team launching PAI into the next milleunnium for academic excellence and administrative practicality. Dina Titus is now a famous Adjunct Professor of Administrative Strategies in the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute. Professor Dina Titus, a native of Georgia, was educated at William and Mary, University of Georgia and received her Ph. D. from Florida State University. The title of Dr. Titus Convocation lecture, 揟he Mushroom Cloud as an American Symbol, attests to the extensive knowledge she has concerning America抯 nuclear testing at the Nevada Test Site and the impact it has had on that region.*4 "The maturity of citizens society is the fundamental guarantee for the normal processing of democratic politics. In a citizens society, it depends highly on the team of public intellectuals. A good public intellectual interates peoples' opinion, analyze rationally, and points out wise perspectives and notice. Dina plays an important and significant responsibility of mission as an achieved intellectual at the same time as an important statewoman. Our Nevada is critically in need of these intellectuals and professionals in every kind of fields," said Dr. Tony Lei, President of WBTI.*5 ----------------------------------------------------------------------------------------- References *1 Vega, Valorie, and Chang, Tiffany. *****This is a draft for final editing and modification. The completed article will be post in the morning on January 5, 2005.Just like some good personal traits are important to the success of an individual, some of them are also critical to the implementation of a project for an organization. To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel. With the above characteristics, Washington Business and Technology Institute (WBTI) had a very successful experience to initial, plan, and implement a project for our U. S. Senator Harry Reid. It was the Event and Dinner Party for A Special Tribute to U. S. Senator Honorable Harry Reid on Friday, the Twentifourth of August, 2001 at Asia Palace Chinese Restaurant in Las Vegas, Nevada. The recent interest in having a project initialted through WBTI has been concerned by several community leaders: (1) Mr. William Yuen and Ms. Teresa Woo invited Dr. and Mrs. Tony Lei to a lunch to discuss their participation in Intercity Business Council of Nevada. The party was held at the Chinese Cuisine Cathy House on December 30, 2004 in Las Vegas. (2) Mr. Raymond Lam invited Dr. and Mrs. Tony Lei to dinner at BBQ King Restaurant in Las Vegas. Mr. Roget Y. Rong and Mr. Mike Lei were accompany guests. The party was held on December 28, 2004 to discuss a world intercity convention on May 2005. 6666666666666 77777777777777777777777777 888888888888888888888888888888888888888888888 *******************************************************
