"總統馬英九當選國民黨主席，中共中央總書記胡錦濤今天發出賀電，馬總統隨後也透過國共平台復電，希望雙方繼續在「正視現實、建立互信、擱置爭議、共創雙贏」原則下不斷努力," Central News Agency Reporter 李淑華 writes. 馬總統在復電中，稱呼「北京中國共產黨中央委員會總書記胡錦濤先生」，除感謝胡錦濤外，並指出，4年來，經過兩黨共同努力，當前兩岸關係已在「92共識」的基礎上，走上和平發展、穩定共榮的大道，既符合兩岸人民的期望，也贏得世界各國的肯定。

馬總統希望，今後雙方仍須順應民意，繼續在「正視現實、建立互信、擱置爭議、共創雙贏」的原則下，不斷努力，以鞏固海峽和平、重建區域穩定、促進兩岸持續發展與繁榮.*2

馬總統在最後的日期上，同時以西元、民國紀元併陳方式呈現，寫上「98（2009）年7月27日」。

媒體要求公開這兩份賀電，李建榮表示「不方便」，他說，經過聯繫國民黨副秘書長張榮恭後，張榮恭表示，過去從未曾公開過，所以這次也不便公開。

李建榮表示，從雙方的電報內容可以看出來，馬英九與胡錦濤這兩位領導人，還是著眼於兩岸的和平發展。980727

***** 楊毅盼海協團推動兩岸新聞互設處發揮作用

　中國國務院台灣事務辦公室新聞局長楊毅今天表示，由大陸海峽兩岸關係協會（海協會）組成的「海協會新聞交流團」訪台期間，希望能為推動兩岸新聞媒體互設辦事處發揮應有作用。

　楊毅晚間接受台灣海峽交流基金會（海基會）晚宴時指出，他先後在1998年、1999年和2009年3月訪問台灣，事隔4月再度來台，從他個人的小經歷來看，彷彿是過去兩岸關係發展的縮影。

　楊毅說，自從兩岸關係去年突破進展以來，在兩岸大交流、大發展的背景下，由兩岸兩會（海基會與海協會）推動的各項領域交流都是富有意義的。

　他表示，成員包括海協會專家、大陸主要媒體和重量級專家的新聞交流團，期盼在未來幾天能與台灣新聞界進行廣泛交流，就兩岸媒體發展經驗交換意見。

　以訪問團團長身份致詞的楊毅說，這次來台是響應兩岸新聞界的要求、順應兩岸關係的發展，希望結束訪問後，能為推動兩岸媒體互設辦事機構發揮應有的作用。

　代表海基會董事長江丙坤、祕書長高孔廉設宴款待「海峽會新聞交流團」的副祕書長高文誠表示，兩岸媒體就像是盲人歌手蕭煌奇所唱的「你是我的眼」，媒體的一筆或一個鏡頭，都遠勝於兩岸人民之間的實際往來。

　高文誠指出，海基會安排海協會拜訪台灣平面和電子媒體，就是希望大陸能進一步了解台灣的媒體生態，並探討如何增強兩岸新聞界未來更有秩序的交流。

　結束台北亞太會館的晚宴後，楊毅一行16人預訂28日早上拜會中國新聞學會，中午接受中央社董事長黃肇松的午宴接待，當天下午3點前往海基會並與行政院大陸委員會文教處處長陳會英舉行閉門座談，晚間則由陸委會副主委趙建民設宴款待。

I think everyone is aware that the Secretary has been here to Thailand many times in the past. What many people don抰 know is that she not only is a great friend of His Majesty, the King and Her Majesty, the Queen, but also the Thai people, just as importantly.*2

As an example, Sophia and I were up in Chiang Mai a month after we arrived here last year, and the great consulate general staff up there took us to the edge of the city. And we drove out at the end of this dusty road and went to the New Life Center, which was a center established to help victims of trafficking. And we were chatting with all the ladies. We spent a good morning there. And we were walking through the center, and in a dorm room, as we were going through ?in this very sparse dorm room with very happy young women there, up on the wall was this photo. And it was the Secretary visiting there over a dozen years ago. So you beat us well to the punch.*3

SECRETARY CLINTON: It is wonderful to be back in Thailand, and especially to have this opportunity to thank all of you who work so hard every single day on behalf of our relationship with this very important ally going back more than 175 years. I抦 delighted to be here, to have a chance to reaffirm the commitment that President Obama and I feel to this extraordinary partnership, and to work on behalf of our bilateral relationship, but also to deepen our regional work. And that抯 what I know many of you are directly involved with, as part of this mission.

I want to thank Ambassador John and Mrs. John, and their son and daughter, Adam and Nicole, and also Jim Entwistle, who helped to superintend this visit, which has been extraordinarily important.

I also want to really personally express my appreciation to Ambassador John for his outstanding service during the years that ?the year-and-a-half ?that he has been here, and of course, his long and distinguished career. But particularly in the last year-and-a-half, to help us also reach out to the rest of Southeast Asia. I am going from Bangkok to Phuket for the ASEAN meetings, and the importance of our demonstrating a commitment to the entire region is one that I know the Ambassador strongly supports, and that many of you are part of, as well.

This is one of the largest American embassies in the world. And it is an embassy that has an extraordinary civilian and military foreign service, civil service, other agencies, and our wonderful foreign local nationals. This is a place where so many things are happening that will literally affect the rest of the world.

The groundbreaking outreach on HIV/AIDS, I thank all of you who are working on that. The work you did around the clock with the airport closure last Thanksgiving ?you are on the job 24/7, and your professionalism and your commitment is noticed, literally, from here to Washington and all places in between.

Now, just a few days ago I announced that the United States State Department and USAID were going to be working on what we call a quadrennial diplomacy and development review. Some of you associated with the Defense Department know that the Defense Department has done this for years. It抯 called the QDR. Ours is the QDDR, because we抮e trying to make diplomacy and development on a ?as much of an equal plane with Defense as possible, because we think those are the three pillars of our foreign relations. And we抮e going to fight hard for the resources we need to do the jobs that we抮e expected to do more efficiently, and to maximize the impact.

So this is, for me, a really wonderful stop, as we make clear to not only our friends in Thailand but our friends throughout Southeast Asia and East Asia that we are truly committed to this region.

Now, I have been to Thailand, as the Ambassador said, before. And I have traveled around the world now for about 17 years in different capacities: as First Lady, as a senator, and now as Secretary of State. And I am well aware of the fact that a trip like this taxes you, because you have to do this on top of everything else that you抮e expected to do, and that there is a tradition called the wheels-up party, which is something that I wholeheartedly support.

Now, I know that some of your colleagues are in Phuket, waiting to be part of our mission there. But I hope that you take a deep breath after I finally leave ?(laughter) ?and know that I抦 very grateful to each and every one of you for your commitment to our country, to your commitment to Thai-U.S. relations, and to your commitment that we very clearly are focused on, out of the State Department and USAID, to a more peaceful, progressive, and prosperous world. Thank you all very much. (Applause.)

SECRETARY CLINTON: Oh, and I am going to ?these young people have been extremely patient. (Laughter.) And I see one young man with what I had on my arm not so long ago. What I thought we would do ?I would like to ?if you have the children, we have this raised platform. If we can get all the children on there, then I抦 going to stand, and we can get a children抯 picture. But that抯, like, under 18. (Laughter.)

Some night, I抣l see (inaudible) and I turn around and say, 揥hat抯 a DCM standing next to me for??(Laughter.) Only kidding. So we will get that set up, and then I want to greet as many of you as possible. Thank you very much.*4

今年在金融風暴及不景氣寒冬中，奇美文化基金會不間斷舉辦藝術獎，盼藉由持續獎助，讓藝術人才不因景氣影響，被迫放棄藝術理想。

許文龍透露，曾有獲獎者家長私下向他致謝，指若非獲得這筆獎助金，恐須變賣房子完成孩子學音樂的夢想。許文龍聽完，內心很震撼，他說，獲獎者每月可獲三萬元、為期一年，金額其實不大，但由此可知該獲獎者家境清苦，但父母再苦也堅持栽培孩子的心。

政治只是一時 玩一玩就沒了

許文龍說，奇美藝術獎與其他獎金高但獲獎人數少的藝術獎，最大不同是獎助對象多為極具潛力的青年學子，獲獎者當下尚未嶄露頭角，經由奇美獎助，得以無後顧之憂，在國際舞台發光，如知名鋼琴家陳毓襄、小提琴家盧冠呈等。

他表示，台灣現今最需要的是文化工作，他說，文化作品是永久的，政治玩一玩就沒了，唯有好的文化作品才可永留後世。他也直言，台灣社會普遍不尊重藝術，關心誰會賺錢，卻批評畫畫、玩音樂的人，他認為台灣人皆須學會尊重藝術家。

An Associated Press-GfK Poll shows that a majority of Americans are back to thinking that the country is headed in the wrong direction after a fleeting period in which more thought it was on the right track.

Obama still has a solid 55 percent approval rating � better than Bill Clinton and about even with George W. Bush six months into their presidencies � but there are growing doubts about whether he can succeed at some of the biggest items on his to-do list. And there is a growing sense that he is trying to tackle too much too soon.

The number of people who think Obama can improve the economy is down a sobering 19 percentage points from the euphoric days just before his inauguration. Ditto for expectations about creating jobs. Also down significantly: the share of people who think he can reduce the deficit, remove troops from Iraq and improve respect for the U.S. around the world, all slipping 15 points.

On overhauling health care, a signature issue for Obama, hopes for success are down a lesser 6 points.

Add it all up, and does it mean Obama has lost his mojo? Has yes-we-can morphed into maybe?

"I think it's just reality," said Sandy Smith, a 48-year-old public relations worker from Los Angeles. "He's not Superman, right?"

Indeed, it's not unusual for approval ratings to slide once presidents actually get to work. They're pulled down by things going on in the real world, by people who don't agree with the ways they're addressing problems, by criticism from political opponents.

In Obama's case, the problems he's confronting domestically and internationally are legion, and his ability to blame them on his predecessor is fading. Challenges still abound in Iraq and Afghanistan. Unemployment, at 7.6 percent in January, hit 9.5 percent in June and is expected to keep rising well into next year. Almost 4 percent of homeowners with mortgages are in foreclosure, and an additional 8 percent are at least a month behind on payments � the highest levels since the Great Depression.

The president is deep into the debate over how to overhaul the nation's health care system, and people are nervous about how their own insurance could be affected. Obama's critics are accusing him of conducting a risky "grand experiment" that will hurt the economy and could force millions to drop their current coverage.

It's all taking a toll on expectations. The number of people who think it's realistic to expect at least some noticeable improvement in the economy during Obama's first year in office dropped from 27 percent in January to 16 percent in the latest survey.

There's been slippage, as well, in how people view the president personally, although he's still well regarded. About two-thirds now think he understands the problems of ordinary Americans, down from 81 percent in January. Sixty-nine percent think he's a strong leader, off from 78 percent before the inauguration.

"He doesn't know enough about any of this," says Michelle Kelsey, a 37-year-old student in Breckenridge, Mo., who gives Obama a three for leadership on a 10-point scale. But then again, Kelsey says, "Nobody could have done better."

"I just feel like people haven't given him enough time. It's going to take longer for the economy to come around."

It's not just Obama who's feeling the drag. Approval of Congress � already low � has gotten lower, slipping 6 percentage points to 32 percent.

Overall, the number of people who think the country is going in the wrong direction hit 54 percent in the latest AP-GfK poll, up from 46 percent in June.

That's not necessarily surprising. In years past, the public has tended to be more pessimistic than optimistic about the country's future. Recent exceptions have been short-lived, at the start of the Iraq war, after the Sept. 11 attacks in 2001, after the capture of Saddam Hussein and late in the Clinton administration.

Perhaps most troubling for Obama may be where he is losing ground. His approval rating was down 9 points among Americans overall but 20 percent among independents. Similarly, the increase in those who think the country is headed in the wrong direction came mostly from independents and Democrats.

Dissatisfaction among independents grew disproportionately on Obama's handling of a range of issues, including the economy, taxes, unemployment, the environment and more.

Independents are "the ones to watch," according to Professor Robert Shapiro, a Columbia University expert on public opinion. "The Republicans were more pessimistic from the outset. The Democrats are going to be more resistant to negative information."

Overall, Obama still can feel good about a 55 percent approval rating, Shapiro said, but "the fact that it is on the downswing is something to be concerned about. That's going to affect how members of Congress, and in particular people in his own party, may respond to him."

The AP-GfK Poll was conducted July 16-20 by GfK Roper Public Affairs & Media. It involved interviews on landlines and cell phones with 1,006 adults nationwide. The survey had a margin of sampling error of plus or minus 3.1 percentage points.

***** 中新網7月17日電(楊麗)　今日上午10時，美國商務部華裔部長駱家輝出席了中國2010年上海世博會美國館奠基儀式，美國國務卿希拉裡發來賀電，稱美國為參展感到自豪。

“華裔之光”駱家輝的出席，既體現美國政府對參與上海世博會的重視，也說明華僑華人在推動美國館建設上的努力終有成果，更為美國館“華裔在美國的成就”展區書寫了亮麗一筆。

美國是第240個正式確認參展上海世博會的參展方、第212個簽署參购贤膮⒄狗浆美國館面積約6000平方米，預計總投資約6100萬美元。

較早前，有報導Q，美國館能順利建館，是對美國華裔商務部長駱家輝的一大考驗。根據美國法律規定，美國館的建設及經營費用不允許動用政府資金，必須從民間籌措所有資金。加之金融風暴影響，美國企業自顧不暇，因此受建設資金不足困擾，一度傳出美國退出上海世博會的謠言。

同時，上海世博會組織者的高效組織籌備，已使2010年上海世博會在活動規模上創下歷史之最，聯合國名單下99%的成員國都確認參展，如果世界第一大國美國缺席，那將是世博會與美國的“雙重遺憾”。

據北京媒體報導稱，昨日，美國商務部長駱家輝在京會見中美商會會員企業時，也臨時客串起了“募捐者”，“我希望在座的美國企業能踴躍捐款。”在駱家輝聲情並茂的鼓舞之下，當場便有一家美國在華企業代表站出來響應：“我們公司將為美國館捐款500萬美元。”

事實上，海外華僑華人一直是上海世博會美國館的籌辦與建設的重要推動力量，鑒於美國缺席世博會的“慣例”，華僑華人首先提出“力爭把 ‘美國館’請到中國！”在籌辦過程中，他們不僅利用身在海外的優勢，積極向世界推介世博會，並聯合簽名向白宮遞交請願書，短促美國館的建設，還出錢出力，捐建場館建設。

今年，美國最有影響力的華人組織“百人會”宣布成為2010年上海世博會美國館戰略合作伙伴，協助美國館籌資並為設在該館的“華裔在美國的成就”展覽進行准備工作。

其中值得一提的是，先后曾為四位美國總統提供過競選或助選服務，被稱為“世博之父”的今年88歲高齡的美籍華裔企業家蔣一成，再次挺身而出積極奔走，與多家美國銀行洽妥了一億美元融資額，支持美國館項目建設。

在今天的美國館奠基儀式上，駱家輝還特別向上海世博會美國館的贊助商和合作伙伴表示感謝，稱在當前困難的經濟條件下，作出這一決定是實屬不易的。

據悉，美國館展示空間裡將由一位美籍華裔青年帶領游客徜徉於未來時空，親身體驗2030年的美國城市，讓參觀者通過感性遊歷領悟“可持續發展、團隊精神、健康生活、奮斗和成就”這四大核心理念。

而美國館奠基儀式上，華裔商務部部長駱家輝的出席，無疑是“華裔在美國的成就”展區最好的展現。*1737

***** SECRETARY CLINTON: I am so happy to be here with longtime friends and members of SEWA, 1.2 million strong throughout India. And I want to thank the leaders who have joined me here ?Reema Nanavaty, who is SEWA抯 general secretary, and Mona Dave, SEWA抯 CEO, and my longtime friend, Ella Bhatt, the founder of SEWA, who many years ago came up with what seemed at the time to be a simple idea that has become a model for women, economic progress, and empowerment.

These three women and the others who are here, who have been active in SEWA for many years, have guided this organization so that it is truly a world leader in the empowerment of women. And it抯 such an honor to be here with them, and I particularly appreciate Ella, who is a member of the Global Elders group, that consists of people like Nelson Mandela, for coming and traveling here to be with me.*1

I first visited SEWA in 1995 in Gujarat, and it was an extraordinary experience. From the moment that I stepped into the headquarters, I knew that I was witnessing a transformational undertaking. There are some pictures of us looking somewhat younger, and I have a different hairstyle, as was the usual case.*2

SECRETARY CLINTON: Oh, it抯 over there, right. And I think that people probably have the same experience coming here to Hensiba. To the casual passersby, this may look like any other shop, but it is so much more than that. It is a lifeline for thousands of women across India with valuable skills, but too few opportunities to use them and to realize income from them.*3

Every link in Hensiba抯 supply chain from the raw materials, to the dyes, to the fabrics, to the finished products, is managed by rural women, some of whom are right here before you. The craft they make represents artistic techniques that have been practiced across India for generations, passed on from mothers and daughters to granddaughters, often in the face of extreme poverty and want.*4

... (To be continued ...) ... And at this time of global economic turmoil, we can see a disproportionate impact on women. And SEWA represents an innovative and successful approach to sustainable, inclusive development. Upstairs, we saw beautiful embroidery, we saw organic fabrics, we saw vegetable dyes, we saw the cereals and other agricultural products that are being produced, and so much more. I have long argued that women are key to economic progress and social stability, and that is as true here as it is anywhere in the world.

And in a speech I gave last week, I talked about the efforts to build partnerships, and those partnerships are not only with governments. They抮e also with the private sector and with NGOs and citizens. And we抳e had a partnership with SEWA. SEWA has come to the United States ?I know at least one of the women here who has been to Washington ?and to demonstrate not just the products, but the idea behind SEWA. We simply will not make progress in our world if we leave women behind.

And if you look ?(applause) ?at what SEWA has accomplished, the most vulnerable women can work their way towards self-sufficiency and to more secure and healthy lives. And then it抯 not just women who benefit; it抯 their families and their communities. There are a number of posters with messages that SEWA stands for. One of them ?Reema, what was it, that抯 about the self that ?
MS. NANAVATY: It抯 about the --

MS. NANAVATY: It抯 about the self-respect and the dignity and how ?becoming more self-reliant together as sisters, and the more markets we access, that we bring stability and peace into our --

SECRETARY CLINTON: Right. The most reliable forum of economic and social progress is the self. And I remember when I was with Ella back in 1995, and women had come from everywhere. Some had walked for 24 hours to be there to talk about what SEWA meant to them. And they are ?they found such confidence to stand up for themselves. And Ella, do you want to say a few words about the vision behind SEWA?

MS. BHATT: I think for the stated purpose of SEWA, whether it抯 local or global, is how to bring ?how to democratize, how to bring the women, and particularly, you know, women, girls and (inaudible) into the mainstream of economy, and have the best benefits of it because they are the future of the world, and then we have ?receive them as leaders of peace and ?in this world, and then you have been, you know, one of inspiration. We always look up to you.

SECRETARY CLINTON: Well, the United States, particularly in the Obama Administration, will support and promote organizations like SEWA, which strive for what it calls full employment. And what has been so remarkable, and it抯 something Ella just said ?it teaches democracy. And India is such a vibrant democracy, it is so dynamic, but there are so many other countries that would benefit from the SEWA model. 第5屆兩岸圖書交易會10月底廈門舉辦

　第5屆海峽兩岸圖書交易會，將於今年10月30日至11月1日在廈門舉辦。

　中新社報導，本屆交易會上將有出版物訂貨與銷售、精品出版物展示、出版產業展示、版權交易、華文出版產業發展高層論壇等多項活動。

　同時，新增兩岸網路遊戲、數位出版、印刷和相關產業交流與展示、赴金門舉辦小型書展等，將進一步加強兩岸出版業界全方位的交流合作。

　除了第5屆海峽兩岸圖書交易會之外，福建今年還將於11月中旬在泉州舉辦首屆海峽印刷技術展覽會，展覽會將致力構築兩岸印刷產業交流合作平台，推動海峽西岸印刷產業基地建設。

　福建省新聞出版局官員表示，將積極爭取支持，賦予福建新聞出版業對台灣先行先試的政策，並在立項、資金補助等方面予以傾斜；還將鼓勵福建的出版機構到台灣興辦實體，開拓市場；鼓勵和引導社會資本投資政策許可的新聞出版領域。

　報導透露，中國國家新聞出版總署已與福建簽署協議，在出版、印刷、版權等各領域扶持福建與台灣的出版交流合作。

　福建也已推出「關於加快文化產業發展的若干意見」，確定到2012年形成報刊服務業、出版印刷業等10大文化產業群，為推進閩台出版交流合作提供良好條件。

***** 總統：博弈只開放給離島

競選國民黨主席的總統馬英九，今天在澎湖縣馬公市發表政見時重申，政府只開放屬於經濟弱勢的離島地區優先發展博弈產業，台灣本島目前不考慮開放。

總統表示，本島也有很多縣市爭取發展博弈，包括雲林、嘉義、屏東等，都表達過意願，但中央政府的政策是只開放經濟弱勢的離島地區優先發展博弈產業。皇钦莫毢耠x島，而是公平對待本島和離島，讓條件不同的兩者能有不同發展經濟的機會。

馬總統指出，澎湖有豐富的觀光資源，但受限於每年東北季風長達半年，不得不發展博弈產業，但澎湖未來的觀光博弈園區內，賭場只占5%，不會發展成為另1個澳門或拉斯維加斯。

今天在政見會場外，澎湖地區反賭人士聚集，以舉標語和呼口號方式表達反對在澎湖設立賭場。

馬總統表示，中央只是完成立法，為離島地區發展博弈取得法源依據，至於要不要發展博弈，完全由地方決定，中央沒意見。未來將以公民投票方式決定，一旦公投通過，代表這是民眾的選擇。

尹啟銘今赴星 將與陳德銘面對面溝通ECFA

經濟部長尹啟銘今天赴新加坡參加APEC貿易部長會議，除與 WTO秘書長拉米會面，也將與其他APEC會員體部長舉行雙邊會談，包括中國商務部長陳德銘，兩人將就ECFA面對面溝通。

亞太經濟合作會議（APEC）第15屆貿易部長會議21、22日在新加坡舉行，將有21個APEC會員體貿易部長參加。

主辦國新加坡設定會議主題為「永續成長、連結區域」，特別強調解決經濟危機、加速區域經濟整合、拒絕保護主義及支持多邊貿易體系三大主軸。

經濟部國際貿易局局長黃志鵬已先行赴新加坡，安排尹啟銘與世界貿易組織（WTO）秘書長拉米（PascalLamy），以及部分APEC會員體貿易部長的雙邊會談。

國貿局副局長徐純芳今天下午接受中央社訪問時表示，一切還在安排、接洽中，目前無法確定尹啟銘將進行多少場次雙邊會談，「以往大概有 6到10個國家（與台灣進行雙邊會談）」。

尹啟銘日前表示，赴星出席APEC貿易部長會議時，將與陳德銘會面，也會把握時間，就兩岸經濟合作架構協議（ECFA）事宜交換意見。

另外，APEC貿易部長會議將邀拉米簡報 WTO對抗保護主義措施及APEC可協助項目，希望為 WTO談判注入動能。

國貿局表示，台灣將呼籲各會員體貿易部長發揮領導作用，承諾立即恢復 WTO杜哈回合各項技術性談判，釐清及縮小歧見，以儘速達成談判模式的協議，並設定2010年為完成談判的最終期限。

APEC貿易部長會議將就全球經濟危機發表個別聲明（stand-alone statement），傳達APEC 拒絕保護主義的強烈政治訊息，並藉此提升經濟結構調整及社會復原的能力。

國貿局指出，今年APEC貿易部長會議重要討論議題包括因應經濟危機、促進復甦；支持多邊貿易體系；區域經濟整合，包括境內措施（改善國內經商便利度）及跨境措施（加強實體連結，如供應鏈連結暨貿易便捷化）；以及人類安全、經濟與技術合作等。

高院：扁有逃亡串證之虞 駁回抗告

（中央社記者蘇龍麒台北2009年7月21日電）前偨y陳水扁對於自己再遭延長羈押2個月，以及北院駁回他的停押聲請，分別提出抗告，高院認為他犯嫌重大，有逃亡、串證、滅證之虞，將他的兩件抗告都駁回。

北院10日召開有關陳水扁的延長羈押庭，並於13日做出裁定，將陳水扁自26日起延長羈押2個月，並駁回公設辯護人替陳水扁聲請的停止羈押，陳水扁與公設辯護人曾德榮、唐禎琪不服，15日晚間提出抗告，高院今天駁回陳水扁的抗告。

其中關於犯罪嫌疑重大部分，高院認為，檢察官所提出的證據具有表面可信的程度就已經足夠，且同案被告中有多人坦承犯罪、或是請求進行認罪協商，相關筆錄與證據足以認定陳水扁犯罪嫌疑重大。

在逃亡之虞部分，高院認為陳水扁是卸任總統，但是他的隨扈是基於禮遇及保護卸任總統之目的，並沒有監管卸任總統行蹤，甚至通報司法機關的責任，更不能限制被告的行動。因此，高院認為公設辯護人以陳水扁有隨扈保護，有看管之實，絕無逃亡可能，難以採信。

對於前總統府專委陳心怡去年7月2日以「速件」處理方式，幫陳水扁向外交部申辦護照，陳水扁表示自己申辦護照，只是因為「單純被動受邀」等語。但高院認為，陳水扁出國的行程並不是機密性行程，但時任辦公室主任林德訓竟不知情，已有可疑之處，況且如果是邀訪演講，何必倉卒成行？

高院認定陳水扁雖然沒有逃亡的事實，但依照具體個案之情況事實，可合理認定陳水扁有意逃避刑事追訴、執行，且已經有具體事實可認被告有逃亡之虞。

此外，高院指出，陳水扁在國務機要費前案與本案偵查期間，有與前總統府副秘書長馬永成等人串供的具體事實，前國防部副部長柯承亨也因洩密罪遭起訴，都可以證明陳水扁有勾串證人的事實。

高院表示，陳水扁還曾經在擔任總統時，召集所謂「刑法學者」、「法界先進」共商將國務機要費案，並將國務費案中的主要證據資料核定為國家機密，企圖妨礙訴訟進行。

高院認為，陳水扁家至少還有新台幣5億7000萬元鉅款流向不明、有待追查。衡量陳水扁在知道洗錢情事被發覺後，隨即積極藏匿、結清帳戶的行為，足以認定陳水扁對於曝光的贓款，有變造、湮滅證據之情事。

在停止羈押的抗告駁回裁定書中，高院表示，陳水扁的身體不適是來自於自己不正常進食所導致，目前陳水扁的狀況，也還沒有達到「非保外就醫顯難治癒」的法律要件，因此，駁回陳水扁停止羈押的抗告。

***** （中央社記者周永捷台北14日電）大陸推動以福建為主體的海峽西岸經濟區，盼加強兩岸經濟合作。台灣競爭力論壇今天指出，海西經濟區作為兩岸金融試點，對以徵信系統及消費性金融商品見長的台灣金融業有利基。

　　以福建為主體的海峽西岸經濟區，是大陸沿海經濟帶的重要組成部分。中國國務院日前通過「關於支持福建省加快建設海峽西岸經濟區的若干意見」。

　　台灣競爭力論壇上午舉行「台灣金融業進入海西經濟區機會與策略」研討會。論壇兩岸經貿組召集人、淡江大學大陸研究所所長張五岳表示，兩岸每年人員往返約600萬人次，兩岸雙邊貿易每年金額高達1300億美元，佔台灣對全世界貿易投資的55.4%，但兩岸金融交流卻遲遲無法正常化，是一大隱憂。

　　張五岳說，兩岸討論「經濟合作架構協議（ECFA）」過程中，若想降低片面開放、片面優惠的門檻，有違 「世界貿易組織（WTO）」的規範；但大陸若選擇局部做試點，不論在ECFA簽訂之前或之後，海西經濟區確實可做到先試先行的效果，對兩岸總體發展會具有積極正面的幫助。

　　他指出，台灣金融業徵信系統及消費性金融商品是吸引大陸金融業借鑑取經之處。另外，相較於外資銀行，台灣金融業在上海、北京等地無法凸顯競爭優勢，但在近來推動重大公共建O、爭取各種開放政策先行先試的海西經濟區，「小而美」的台灣金融業有其利基。

　　論壇國貿產業組召集人、臺大國家發展研究所副教授杜震華表示，台灣金融業進入海西經濟區的策略可在兩岸簽署「金融監理備忘錄（MOU）」後 ，獲得福建省「優先批准台資銀行、保險、證券等金融機構在福建設立分支機構或參股福建金融企業」的待遇，優先在福建設立分支機構或參股當地金融企業。
