Elaine L. Chao is the Nations 24th Secretary of Labor and the first Asian American woman appointed to a President's cabinet in U.S. history. Arriving at the age of eight from Asia speaking no English, Secretary Chao's experience transitioning to a new country inspired her to dedicate most of her professional life to ensuring that workers have access to opportunity and the chance to build better lives.

Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department's mission of promoting and protecting the health, safety, retirement security, and competitiveness of the nation's workforce.

During her tenure, the Department updated the white collar overtime regulations under the Fair Labor Standards Act, which has been on the agenda of every Administration since 1977. The most significant regulatory tort reform of President Bush's first term, the new regulations provided millions of low-wage vulnerable workers with strengthened overtime protection. In 2003, the Department achieved the first major update of union financial disclosure regulations in more than 40 years, giving rank and file members enhanced information on how their hard-earned dues are spent. The Department has set new worker protection enforcement records, including recovering record back wages for vulnerable low wage immigrant workers. The Department has also launched comprehensive reform of the nation's publicly funded worker training programs, to better serve dislocated and unemployed workers. On August 17, 2006, President Bush signed the Pension Protection Act, which protects the 44 million workers whose retirement security rests upon private sector defined benefit pension plans.

Secretary Chao's career has spanned the public, private and non-profit sectors. As President and Chief Executive Officer of United Way of America, she restored public trust and confidence in one of the nation's largest institutions of private charitable giving after it was tarnished by mismanagement and financial abuse. As Director of the Peace Corps, she established the first Peace Corps programs in the Baltic nations and the newly independent states of the former Soviet Union.

Her government service also includes serving as Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, Deputy Maritime Administrator in the U.S. Department of Transportation and White House Fellow. She has also worked in the private sector as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she was a Distinguished Fellow at The Heritage Foundation.

Secretary Chao received her M.B.A. from the Harvard Business School and her undergraduate degree in economics from Mount Holyoke College. She also studied at M.I.T., Dartmouth College, and Columbia University. Active in many volunteer activities, Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 28 honorary doctoral degrees.

The first Kentuckian named to the President's cabinet since 1945, Secretary Chao is married to the United States Senates Republican Leader, Mitch McConnell of Kentucky.

Peter C. C. Wang: The significance of achieving through our efforts in self discipline and social commitment

The following is the "Acceptance Speech" for the Peace Builder Award on February 23, 2007 at PLU (Pacific Lutheran University) by Peter C. C. Wang:

Grace and I are deeply honored with the Peace Builder Award.

The true meaning of poverty alleviation stems from the motto of Tsinghua University -- Self discipline and Social commitment.

"Self discipline" begins with an openness to new ideas, a willingness to learn. It requires curiosity to explore uncharted intellectual territory, capacity to understand and honor multiple viewpoints, and an interest in things new and unexpected. It requires the courage to accept new ways of thinking and the challenge to construct complex new understandings. One example would be the new discovery of a vast community of bacteria and clams on the Antarctic Ocean floor, in an area isolated under ice for ten thousand years. Another example would be the recent possible discovery of the 10th planet.

Self discipline means to take challenges and take risks. It can be uncomfortable but persists when I step beyond my comfort zone so that I might learn and grow, and go further than I ever thought I could. That is my understanding of "Self discipline" from the Tsinghua motto.

"Social commitment" can be illustrated by the following story, recently told by Loren in a convocation speech, about the Seattle Special Olympics. This lovely story illustrates the importance of commitment and connection:

For the 100-yard dash there were nine contestants. All nine of them assembled at the starting line. At the sound of the gun, they took off. But one little boy didnt get very far. He stumbled and fell and hurt his knee and began to cry. The other eight children heard the boy crying. They slowed down, turned around and ran back to him ?every one of them ran back to him. One little girl with Downs syndrome bent down and kissed the boy and said, "This will make it better." The little boy got up, and he and the rest of the runners linked their arms together and joyfully walked to the finish line.

They all finished the race at the same time. And when they did, everyone in the stadium stood and clapped and whistled and cheered fora very long time. People who were there are still telling the story with obvious delight. And you know why?

Because deep down we know that what matters in life more than winning for ourselves is what we achieve through our efforts in self discipline and social commitment. What really matters is helping others win too, even if it means slowing down and changing our course. From these 9 kids, we have learned the essence of social commitment which is the cornerstone of the poverty alleviation work at Tsinghua.

Thank you for coming to help us celebrate the fifth anniversary of the Wang Center. Special thanks go to Walter F. Mondale, Former Vice President of The United States, whose special luncheon speech has energized us all.*2

The following is the "Acceptance Speech" for the Peace Builder Award on February 23, 2007 at PLU (Pacific Lutheran University) by Peter C. C. Wang:

Loren and MaryAnn, Honorable Vice President Mondale, George and Dion Russell, distinguished guests and my fellow colleagues and students:

Grace and I are deeply honored with the Peace Builder Award.

Thank you, Loren, for the wonderful introduction and we gratefully accept this award as encouragement for our future work. Thank you.

The true meaning of poverty alleviation stems from the motto of Tsinghua University -- Self discipline and Social commitment.

"Self discipline" begins with an openness to new ideas, a willingness to learn. It requires curiosity to explore uncharted intellectual territory, capacity to understand and honor multiple viewpoints, and an interest in things new and unexpected. It requires the courage to accept new ways of thinking and the challenge to construct complex new understandings. One example would be the new discovery of a vast community of bacteria and clams on the Antarctic Ocean floor, in an area isolated under ice for ten thousand years. Another example would be the recent possible discovery of the 10th planet.

Self discipline means to take challenges and take risks. It can be uncomfortable but persists when I step beyond my comfort zone so that I might learn and grow, and go further than I ever thought I could. That is my understanding of "Self discipline" from the Tsinghua motto.

"Social commitment" can be illustrated by the following story, recently told by Loren in a convocation speech, about the Seattle Special Olympics. This lovely story illustrates the importance of commitment and connection:

For the 100-yard dash there were nine contestants. All nine of them assembled at the starting line. At the sound of the gun, they took off. But one little boy didnt get very far. He stumbled and fell and hurt his knee and began to cry. The other eight children heard the boy crying. They slowed down, turned around and ran back to him ?every one of them ran back to him. One little girl with Downs syndrome bent down and kissed the boy and said, "This will make it better." The little boy got up, and he and the rest of the runners linked their arms together and joyfully walked to the finish line.

They all finished the race at the same time. And when they did, everyone in the stadium stood and clapped and whistled and cheered fora very long time. People who were there are still telling the story with obvious delight. And you know why?

Because deep down we know that what matters in life more than winning for ourselves is what we achieve through our efforts in self discipline and social commitment. What really matters is helping others win too, even if it means slowing down and changing our course. From these 9 kids, we have learned the essence of social commitment which is the cornerstone of the poverty alleviation work at Tsinghua.

Thank you for coming to help us celebrate the fifth anniversary of the Wang Center. Special thanks go to Walter F. Mondale, Former Vice President of The United States, whose special luncheon speech has energized us all.*2

Nevada GOVERNOR Jim GIBBONS NAMES RYAN SHELTRA TO TOURISM COMMISSION

Carson City Governor Jim Gibbons*1 has appointed experienced gaming manager Ryan Sheltra to the Nevada Commission on Tourism. Sheltra will replace Commissioner Howard Reinhardt, who resigned last week due to an upcoming move to Kentucky.

Ryan Sheltra has the perfect background for serving our state on the Commission on Tourism, said Governor Gibbons. He studied hotel administration at the University of Nevada, Las Vegas. He has worked at major properties in Las Vegas and Lake Tahoe, rising to top management. And, as President of the Independent Gaming Operators Coalition, he receives direct input from people involved in the industry in every county of Nevada. *2

A native Nevadan, Sheltra studied the hospitality industry at Ecole Hoteliere Lausanne, Switzerland as well as at UNLV. He then rose through the management ranks of Caesars Palace and Caesars Tahoe, where he served as Director of Casino Marketing. In addition to his support of Nevada gaming as President of the Independent Gaming Operators Coalition, Sheltra currently serves as General Manager of the Bonanza Casino in Reno.

Im honored by Governor Gibbons confidence in me, and Im excited to be a part of the Commission on Tourism. This is a position that can benefit all Nevadans through support of our number one industry. That industry includes Las Vegas famous Strip, but it also includes small casinos and independent operators in towns like Battle Mountain and Goldfield. My mission is to represent all Nevadans on the Commission, said Sheltra.

The Nevada Commission on Tourism is composed of eight gubernatorial appointees, plus non-voting ex-officio members. The Commission advises the Nevada Department of Tourism, which is responsible for promoting and marketing Nevada as a tourism and travel destination.

"Through the recommendations of Nevada Supreme Court Justice, Michael Douglas, Nevada District Court Judge, Jessie Walsh, Clark County Sheriff, Bill Young, and Nevada District Court Judge, Cheryl Moss, WBTI President, Dr. Tony Lei, recently appointed Assemblywoman Valerie Weber Vice President of the Clark County District Attorney and Police Civil Commission of the Washington Business and Technology Institute (WBTI) on July 17, 2006. Ms. Weber was selected to fill this position which was previously held by Nevada State Controller, Kathy Augustine, following Kathy's untimely passing away on July 11, 2006." Dr. John Wang, Spokesman for WBTI, Las Vegas, Nevada, U. S. A., made the announcement on Tuessday, July 18, 2006.

In all three services at ROLCC on February 4, 2007, Rev. Tong Liu introduced the 2007 new Board of Directors. Director Mr. John K. Lei is the Chairman of the new Board. Director Mr. Gerry Liu is the Treasurer. Director Mr. Daniel Chou is the Corporate Secretary. Director Linda Pao is responsible for Human Resources. Director Robert Huang is responsible for Missions. Rev. Liu prayed to God for a successful year to ignite our city with the endeavors of the Board.

"Disciples with expertise, integrity, and humane spirit in the marketplace will certainly enhance the implementation of our mission to 'Arise & Shine - Ignite Our City' in 2007. A strong English adult service is vital to ROLCC's goal to become a 'Home for All Nations'. 5 years ago I had visions of our English adult service packed with people. I have faith God will bless our English service. Let us all invite our friends and family to the 3rd service!" wrote John Lei, Chairman of the Board of Directors of ROLCC, on February 4, 2004.

"Many of you have watched Dr. Jee-in Maos nutrition programs on TV. With the support of the American Cancer Society Northern California Chinese Unit (ACS-NCUU), I'm excited to let you know that Dr. Jee-in Mao will be speaking on food-shopping with cancer prevention in mind next Saturday 2/3 at 10:00-12:00 noon. Dr. Jee-in Mao is a registered dietician and has been a member of the American Dietetic Association since 1986. Her undergraduate study was in agriculture at National Taiwan University, and graduate school studies included a masters degree in nutrition studies from UCLA, and doctorate degree in human nutrition from the University of Maryland. Dr. Jee-in Mao has done a number of nutritional studies and researches. She also taught at the University of California, Berkeley in the Department of Nutrition and the Department of Nutrition in San Jose State University of California," wrote John K. LIVERight, a community service HBV free blood screen/seminar took place on Saturday, 1/13 from 1:30 pm to 4:30 pm. This was a joint effort between Asian Liver Center (ALC) at Stanford University and Holiday Plaza Series at River of Life Christian Church (ROLCC). We are really thankful that this collaboration was a great success. ALC and ROLCC are embracing the same vision in serving the community via community awareness seminar/blood screen on one of the biggest killers, hepatitis B/liver cancer in Asian community. We had 238 people screened over the event; approximately 400 audiences came for the presentation. At large or little, we knew we had made the difference.

Dr. So did the presentation in English with Jordan Su's concurrent translation to Mandarin. Many people gave positive feedback, and everyone I spoke to felt that they have learned a lot of useful life-saving tips! In the presentation, Dr. So once again reminded us how serious hepatitis B is impacting the Asians and Asian Americans. In certain part of China , the impact was much worse-1/6 of population is infected by HBV. He spoke about the trasmission route for hepatitis B. He spoke about what each of us should do. If people are not carriers, they should definitely get the 3-slot immunization as soon as possible, which will protect them for life. If they are HBV carriers, they need to monitor their liver status on a regular basis.

To me, this joint event between ALC and ROLCC is just a starting. Based on the feedback we got from the attendants, we hope to see more ALC-ROLCC collaborative projects happened in times to come. We believe that this combined effort will provide the best service and a blessing to the community!

This event was beyond our expectation and turn out a great success. Of course, the most comforting thing to know is that some people's lives will be saved because of the knowledge they learn!

Dr. Ingrid Ying C. Ou is a senior scientist working for ALZA, Johnson & Johnson Pharmaceutical in Mountain View, CA. Ingrid got her doctoral degree from University of Washington , Seattle . Her passion in life is to serve the Lord and live up to HIS glory using her skills and interests in medicine. She also greatly enjoys serving the Lord in Single Adult and Children ministry (choir and musical program) at ROLCC. She believes that being Christian is not all about going to church. She believes that Gods words can really equip us to a much better player in all areas of our life, at work and in the family. God's words are relevant to our daily lives; He helps us to achieve a higher level that we could not have done by our own means. In the spare time, Dr. Ingrid Ou enjoys ballet, running and playing piano. She and her husband currently reside in Sunnyvale, CA.

"In this era where massive amount of information is often found via internet, I think that the mission of WBTI is timely and visionary. The impact of Lord in the community will be enlarged via web publishing and more of Good news will be effectively going to those who need them the most," pointed out Dr. Ingrid Ou.

Dear Dr. Lei, Hope that you enjoyed the Dr. So's talk yesterday. As indicated in my email to you earlier this week, below is the script that I promoted last week at the English congregation: "In this coming Saturday, we will have the privilege of having Dr. So from Stanford, Asian Liver Center to come here to give us an education seminar on liver health. This is an event that you can't afford to miss. ... I will be here after the service to take your registration and answer any question that you may have. Thank you."

Here is an introduction of Dr. So: Dr. Samuel So is a professor and a liver cancer surgeon in the Department of Surgery and directs the Liver Cancer Program at Stanford University Medical Center. Dr. So is originally from Hong Kong. In 1996, Dr So established the Asian Liver Center to address the disproportionately high prevalence of hepatitis B and liver Cancer in the Asian and Asian Americans with the ultimate goal of eradicating hepatitis B worldwide and eliminating the threat of liver cancer.

The Asian Liver Center at Stanford is the only non-profit organization in the United States that addresses the high incidence of hepatitis B and liver cancer in Asians and Asian-Americans. WBTI has contributed to enhance important projects by organizations in Nevada and California since its establishment on January 8, 1996. "It's our honor to learn from Mrs. Belinda M. Liu of the spcial section 'Belinda Liu's Spiritual World' by WBTI thorugh the search leaders internationally," said Miss Rebecca Pang to WBTI on October 22, 2006 in Santa Clara, California. "I like Mrs. Belinda Liu's Sunday School. Her knowlegeable contents of the Bible have often convinced us with her living examples. She gave us practical reasons to believe. It's my pleasure to apply those teachings from her to my daily life."

"I'll flying to Austria Christian Church on Monday night to serve there with Rev. Liu. ... Recently, I received a calendar published by the Rock Publishing Company. It had an introduction of my two voice CD. I'm suprised and happy. God treated me kindly again. ... Wish you have a double bless falling from the Heaven and a fully promissing 2007!" wrote Mrs. Belinda M. Liu in Chinese on November 26, 2006.*8

The evening was shinning! How nice was Friday December 29, 2006! We had a wonderful potluck at Mr. John Lei's home for our John Lei/Petty Wu Cell Group. We had lots of nice foods, fruits, and cakes. Attendants were enthusiastic. They included Miss Nicole Ying, Ms. Linda Miao, Miss Teresa Zhang, Miss Angel Ku, Miss Sarah Shao, Miss Linda Tu, Miss Angie Qian, Mr. Kang Fung, Mr. Gino Ko, Mr. John Lei, Mr. Mike Lei, Mrs. Judy Lei, and Dr. Tony Lei (names in random). The potluck was fully enjoyed by all the participants with good communication and fun.

We received an evite invitation for a ski-trip to Lake Tahoe by John/Patty Cell Goup. "Hi! Everyone, How would you like to spend a weekend with cell group brothers and sisters in Tahoe? ... You are more than welcome to invite new friends to join. Sincerely, Patty," wrote Miss Patty Wu on February 4, 2007.

"Thank you for devotions this morning on the balcony overlooking the misty snowy sun-rise landscape," wrote Mr. Mike Lei on December 24, 2006.*9

"Dear Dr. Lei, You're an extremely knowledgeable and wise elder, yet very easy to get along with. I'm very blessed to getting to know you more in the past 7 months. Your warm hospitality makes me feel just like a family member of yours. Wishing you a joyful and peaceful Christmas. May God continued blessing what you're fonding of doing. Miss Chiao-wen Chen told Tiffany Chang that she was inspired by Mrs. Belinda M. Liu's good teaching. Belinda is teaching the new Sunday School starting from January 28, 2007. Its prinouts are now published at the end of her Section.

"I'm impressed by Mrs. Belinda Liu's ability to integrate chapters of the Bible for a teaching," pointed out Miss Brenda Lin. It was delivered to the section of "Belinda Liu's Spiritual World" at the new Sunday School by Brenda in ROLCC on February 4, 2007. "How great is Belinda's understanding of each and every chapter on the Bible throughly!" said Ms. Shirley Zhang on February 11, 2007.

"Thanks, Dr. Lei," wrote Nevada Assemblywoman Valerie Weber to WBTI.*13 "The WBTI's website has played an important role to bridge the cooperation and development among our individuals, officials, and communities. By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our character and experience the abundant reward that comes from serving others. "It's my appreciation to 'Nevada Examiner' for its publication of my following statement several times," said District Court Judge Cheryl Moss. In community service, Dr. Tony T. "It'll be really a challenge and honor to be the Governor of Nevada and the Chairman of the Advisory Board of WBTI onece I'm elected in Office in January 2007. It's my great pleasure to take the responsibility," said U. S. Congressman James Gibbons at the Business Mixier held by Asian Republicans of Nevada at April 23, 2006 in Las Vegas, Nevada. The agreement was made by Jim to President Dr. Tony Lei of WBTI through a pleasant conversation between the two parties during the Event.*16 Jim is Governor of Nevada starting from January 1, 2007. Nevada Governor Jim Gibbons is now Chairman of the Advisory Board of WBTI.

It is significant for Dr. Kenny C. Guinn to write President Dr. Tony T. Lei of WBTI as in the following: "It is only with the dedication and commitment of good people like yourself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activivities in the community." *17 Kenny was Nevada Governor for eight years until December 31, 2006. Former Nevada Governor Kenny Guinn had been Chairman of the Advisory Board of WBTI from 1999 to 2006.

"When I take a step back and look at my life, I can't help but think how bless I am for all God has given to me. So many times, we take what we have for granted, but it's really not until we have lost everything, that we realize the true beauty in our downfalls - the strength to rise again," wrote Miss Frances Liu, Berlinda's daughter.*16 It is quoted from one of the prefaces (written by Miss Frances Liu) of the book "To Pray for the God's Characters of Our Children". The book was written by Mrs. Belinda M. Liu.

On Sunday February 25, 2007, the Sermon was delivered by Rev. Hing Chai Cheng, Pastor of River of Life Christian Church. The subject was "Be a Blessed Man". The Worship was directed by Pastor James Wang. MC was Rev. Cheng. This year's theme is "Arise & Shine - Ignite Our City."

The Party was held by WBTI to celebrate William Maupin's being appointed as its Fellow of the Public Administration Institution (PAI) and as its Honorary Chairman of the Clark County District Attorney and Police Civil Commission (CCDAPCC). Positive thinking of "What good have I done today?"

The spirit of positive thinking is important to our lives.

Life is meant to be a never-ending education. When this is fully appreciated, we are no longer survisors but adventures. Life is a great big canvas, and we should throw all the paint on it we can. It is not a destination; life is a journey. We think of life as a good book. The further we get into it, the more it begins to make sense.

We are pleased to quote the following three short but meaningful ones:

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

Have you ever noticed how easy it is to philosophize about life? Take the tow ladies who met every morning for coffee at a local fast-food restaurant. They would habitually find way to the same window booth everyday and watch the traffic go by. Their two-hour ritual was filled with silence except for periodic moments of short conversation.
While watching the traffic one lady said to her partner,"Life is like a highway."
Several minutes and cars passed before her partner answered, "I don't get it. How is lifelike a highway?"
An hour went by before the first lady responseded. "You know, maybe life isn't like a highway after all."
Here's a profound reality: It is a lot easier to create analogies about life than it is to explain life. Add value to life; take up one of Benjamin Franklin's habits. Every day of his adult life, he set aside time to examine two questions. In the morning he asked himself: "What good shall I do today?" As the day drew to a close, his question was: "What good have I done today?" This process is sure to produce more than philosophizing about what life is like.*3

This project is a socio-political analysis of Chinese opera as practiced in various geo-political sites. Lei focuses on the notion of 'performing Chinese' in traditional opera in the 'contact zones', where two or more cultures, ethnicities, and/or ideologies meet and clash. Her interests and expertise include Asian Theatre, Asian American Theatre, Intercultural Theatre, Chinese Theatre and Film, Post-Colonial and Diasporic Theatre, and Gender and Performance. She has taught at the Chinese Culture University (Taiwan), Tufts, and Stanford University, and has directed plays with Asian American casts at Harvard and Stanford, and conducted playwriting workshops for Asian American students at Stanford. FIRST LADY DAWN GIBBONS SEEKS TO INCREASE AWARENESS OF
AUTISM DURING VISIT TO LAS VEGAS

Carson City, NV Citing the urgent need to increase awareness and education about the debilitating effects of autism, First Lady Dawn Gibbons will visit the The Lili Claire Foundation's Danny Gans Family Resource Center and the Moore Institute for Autism this Saturday, March 3, 2007. There is no known cure for this prevalent developmental disability, which currently affects one in every 150 people, and nearly 4,700 Nevadans under the age of 22, according to the Nevada Department of Health and Human Services.

We must take a look at how the state of Nevada can further address the needs of individuals and families who face the daily challenges of autism. By increasing awareness through education, I believe we can help others better understand the need for support in the areas of research and funding. It is my hope that this will one day lead to a cure for this disability, which touches so many young lives in our state, said First Lady Dawn Gibbons.

The Lili Claire Family Resource Center provides many critical family services, including Diagnostic Behavioral and Autism Clinics. Specifically, the centers doctors focus on the behavioral, developmental, educational and social skills difficulties experienced by children with underlying neuro-developmental medical conditions.

The Moore Institute for Autism was founded by parents of a child with autism, Dr. Dennis Moore II, a pediatrician, and his wife, Dr. Elizabeth Moore. The Institute is located in the medical office building at St. Rose Dominican Hospital's Rose de Lima campus in Henderson, Nevada, and is a partnership with Touro University and the University of California, Los Angeles. The institute also works with the Center for Autism Spectrum Disorders at the nearby University of Nevada, Las Vegas.

According to the National Autism Association, the prevalence of this disease is not limited by race, region, or socio-economic status and most commonly appears before the age of three. Autism impacts the normal development of the brain in the areas of social interaction, communication skills, and cognitive function. Individuals with autism typically have difficulties in verbal and non-verbal communication, social interactions, and leisure or play activities.

Dan Ciampa's new book addresses the assertion that how to accept advice and utilize it effectively has not been given the attention that it warrants. He has been on the giving advice side of the giving/receiving advice equation for quite some time. His experience has been that there are very few "smart clients"that is, clients that understand how to utilize and optimize the benefits of advice that they received. Mr. Ciampa clearly states that the "core premise" of his book is that contemporary leaders or those "in charge" must be "shrewder and more discerning advice takers." It is his view that this is important especially during times of change.*1

In the Preface the author tracks the history of management consulting including its transformation from a profession to a business. He explores why even experienced leaders need advice as well as what he refers to as the "help paradox." His assessment of leaders who seek out help is truly refreshing in its candor. Inadequacies as to the advice given correlates well with the acknowledgment that those who are giving advice must do a better job.

Fundamentally, Ciampa considers advice taking as a skill. The author offers the reader an intriguing, viable framework for taking advice. In addition, he considers the types of advice and kinds of advisors in a practical understandable manner. The attitudes and behaviors of effective advice takers are also discussed. Lastly, the book characterizes listening as the "master skill" and explores its key success factors.

I found this book to be thoughtfully organized, concise and substantive. It offers invaluable insight for contemporary leaders relative to the skill of seeking, taking, assessing, and applying advice.*2]]]

[[[At Tuesday's Gaming Control Board hearing, businesswoman Pansy Ho said she has proven her independence from her father, billionaire Stanley Ho.]]]

Nevada gaming regulators said Tuesday that MGM Mirage's 50-50 partnership with Chinese businesswoman Pansy Ho in an under-construction hotel-casino in Macau was suitable under the state's regulations covering investments outside the Silver State.*1

After a hearing that lasted more than five hours, the Gaming Control Board unanimously approved the arrangement in which MGM Mirage will own 50 percent of a company that is building the $1.1 billion MGM Grand Macau. The resort is expected to open by the end of the year with 600 hotel rooms and a casino with 345 table games and 1,035 slot machines. A Chinese company controlled by Pansy Ho owns the other half of the operation.

The Nevada Gaming Commission will act on the control board's recommendation at a meeting in late March.

Two weeks ago, MGM Mirage announced plans to build a second hotel-casino in Macau under the same joint venture agreement with Ho, who holds a subconcession granted by the Macau government to develop and operate casinos in the Chinese enclave.

The three-member panel questioned both Pansy Ho and her business associate and sister, Daisy Ho, about their business and financial relationships with their father, controversial Chinese billionaire Stanley Ho. He owns several gambling halls in Macau, including the Lisboa Casino near the site of the MGM Grand Macau.

The sisters told gaming regulators that significant portions of their initial $80 million investment in the MGM Grand Macau came from their father in the form of a trust fund.

Both Pansy and Daisy Ho said they had received several financial gifts from their 84-year-old father, who for years has fought allegations that his Macau casinos have been involved with organized crime triads engaged in money laundering, loan sharking, drug trafficking and prostitution. Stanley Ho's sister, Winnie, has alleged the triads are involved in the casino.

When Gaming Control Board Chairman Dennis Neilander asked the sisters if they would continue to accept any financial gifts from their father, both said they would not decline overtures.

"That kind of gets to the heart of the matter as to why we're here," Neilander said. "The underlying question is whether or not (Pansy Ho) can be influenced by her father."

The control board became convinced of the sisters' independence on several fronts. All three panelists cited the complicated legal language in the shareholder agreement that covers MGM Grand Paradise, the company that is building and will operate the Macau casino.

Also, the language covering the subconcession helps alleviate any concerns of outside influence.

But during testimony before the panel, Pansy Ho expressed to gaming regulators that she has proven her independence from her famous father. In 1999, she decided to reduce her work force following a merger with a rival company, a move Stanley Ho disagreed with. In the end, Pansy Ho's decision held up.

"This is a tremendous opportunity to work with a company such as MGM Mirage," Pansy Ho said. "It has been a great relationship."

Gaming Control Board member Mark Clayton said after the hours of testimony that it was clear there was nothing in the background of both Pansy and Daisy Ho that would make them unsuitable in the eyes of regulators. Clayton said he was comfortable that Stanley Ho wouldn't be able to influence the operations of the MGM Grand Macau.

"I'm confident that she has proven her independence from her father and I feel very comfortable in approving this application," Clayton said.

Control Board member Randy Sayre said any questions he had about Pansy Ho's independence were answered during the hearing.

"I'm confident that Pansy Ho and Daisy Ho are exercising their stewardship for these corporate entities on their own merits," Sayre said. "I believe the appropriate safeguards are in place."

MGM Mirage Chairman Terry Lanni said after the hearing that he was never concerned that either of the Ho sisters would be found unsuitable as joint-venture partners.

"I've been in this business for 30 years and I felt very comfortable since day one," Lanni said. "The control board asked appropriate questions, and that's the responsibility of the regulators."

Longtime Nevada gaming attorney Bob Faiss, representing MGM Mirage, called the hearing historic. It was the first time state regulators considered an application under Nevada's foreign gaming statutes in connection with a gaming operation outside the United States.

MGM Mirage took all morning to present its evidence that its Macau joint venture was independent.

Former Nevada Gaming Commission Chairman John O'Reilly, the Nevada attorney for the Ho sisters, gave the control board a brief outline of the career paths and successes of the two women.

Pansy Ho, 44, is a graduate of the University of Santa Clara in Northern California and turned her South China transportation operation from a small ferryboat operation into a multifaceted business publicly traded on the Hong Kong Stock Exchange. O'Reilly said Ho's company has a market capitalization of $3.35 billion.

Daisy Ho, 42, who graduated from the University of Southern California, serves as her sister's co-director and chief financial officer. .

MGM Mirage contributed $180 million to the joint venture and another $100 million in financing. Pansy Ho put up $80 million. Several bank institutions financed the rest of the development's costs.

The Mississippi Gaming Commission approved the alliance between MGM and Pansy Ho in February 2005. New Jersey must also OK the plan, but the attorney general's office is still looking into the arrangement.*2

Starting from July 4th, Independence Day, to 8th were a long holiday season for casinos and tourist industries in Las Vegas. Numerious visitors were crowding to here, yet Tunghai University had brought good conference and reunion news for Chinese American academic community of Nevada.

On July 6, 2001, gathering to Las Vegas had been the directors and membes of Tunghai Endowment Fund for Academic Advancement (TEFA) and 12 - 13th classes of Tunghai Reunion. VIPs of ten individuals including Dr. Kang-pei Wang, President of Tunghai University, Mr. Bridge I-yu Teng, Executive Director of TEFA, were invited by Dr. Tony T. Lei, President of Washington Business and Technology Institute (WBTI) to have champagne and delicious foods dinner at Gee Joon Chinese Restaurant of Horseshoe Casino and Hotel. Dr. and Mrs. Tony T. Lei were the hosts. Representative Gerri Schroder of U. S. Congresswoman Shelley Berkley brought the achievement certificates to TEFA and CAAAN by Congresswoman Shelley Berkley to the dinner party. TEFA returned with the best Taiwanese box of tea to Shelley. After the pleasent and rich dinner, all the party group were treated to enjoy the famous show "Naked Angeles" by Dr. and Mrs. Lei.*2

On the 7th of July, a Welcome Tea Party was held by Dr. Tony T. Lei, President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada (CAAAN) and and his wife Mrs. Judy K. Lei. It was held for the celebrating of the incorperation of TEFA USA and the Global Tunghai Reunion in Las Vegas.

In the conference, Dr. Tony T. Lei expressed sincerely and heartily welcome in his short speech to both the Corperation and Reunion. He then introduced Theresa Malone, Member of the Nevada Board of Education, and Denise Brodsky, Las Vegas School Board of Trustees to deliver welcome speeches.

Malone spoke for U. S. Senator Harry Reid's welcome to the Conference and announced Reid's certificates of commendation to TEFA and CAAAN. "Yet, with our differences we have a goal that is the same: to provide many opportunities for our citizens to learn and develop their knowledge, skill, mind, and character by formal schoolling," Malone said. "With support of organizations as the Tunghai Endowment Fund for Academic Advancement, and the Washington Business and Technology Institute, but most importantly You, we will fulfill our goal to promote opportunities for education. On behalf of the Nevada education community, thanks you for sharing your time and goals with us," she added.*3

Brodsky announced in her welcome speech that Congresswoman Berkley was giving TEFA and CAAAN each a certificate of commendation. She recognized that Mayor, WBTI, among others are sharing their same legacy to include building Las Vegas a community where future generations will have even more opportunities and advantages to live a prosperous life.

The highlight of the tea party at Bellagio was the Congressional Recognition by Congresswoman Shelley Berkley presented through Malone and Brodsky to TEFA and CAAAN . On behalf of the TEFA, Chairman Wu and Dr. Wang President of Tunghai University received the Certificate. Dr. Lei also received the Award for CAAAN from Berkley. Thunders of applause from all the guests and participants brought a climax of this event in the Conference Room of Renoir 2 during the presentation of the awards. Chairman Wu gave a thanks speech to appreciate Senator Reid, Congresswoman Berkley, and Chairman Dr. Lei. for their hospitable welcome and supports. He was acknowledged the invitation by Reid to meet the Senator through Dr. Lei. President Dr. Tony T. Lei of WBTI, Chairman of CAN-DO Dr. Prabhu, among others were going to hold a significant theme party and dinner in August for Reid in congratulating his being the Majoity Whip of U. S. Senate.

Dr. Kang-pei Wang, President of Tunghai University, was also invited to give a speech. He thanked the nice welcome and supports by the Washington, D.C. Scene, Nevada State, Las Vegas City, and Clark County. Acknowledgement was that this has been one inspired revelation that Dr. Tony Lei's long years of honest and excellent efforts to coummunity service in Nevada have been significant and fruitful. He said that Tunghai University is a developed university with many departments, graduate schools, and colleges. The diligent attitude of teaching by professors and the concrete research accomplishment of the graduate schools have launching this University to one of the famous educatonal institutions in the world. He also welcomed all Nevadans come to visit Taiwan and Tunghai University.

U. S. Senior Senator of Nevada Harry Reid, the second greatest and powerful character (now Majority Leader) of the Senate in Washington D. C., gave a Certificate of Commendation of the U. S. Senate to Chinese American Academic Association of Nevada (CAAAN). It gave credit to CAAAN for "In Recognition of Your Outstanding Support and Contribution to the TEFA and Global Tunghai Reunion in Las Vegas, Nevada." Dr. Tony T. Lei, Chairman of CAAAN and his wife Judy received the award in the Senator Reid's Office on July 16, 2001. TEFA also received a certificate because of "In Recognition of Your Outstanding Accomplishment to the Academic Advancement and International Cooperation in Education" from the Senator.

The Office of Senator Reid in Washington D. C. faxed Dr. Tony Lei, President of Washington Business and Technology Institute(WBTI) its "WHIP ROUND-UP". It told Tony that famous for Harry's ability to lead important negotiations while avoiding the media spotlight, Majority Whip Reid's day of keeping a low profile may be over. "The Washington Post" and "Time Magazine" touted Senator Reid's influence last week. The latter quoted GOP Senator John Ensign as saying: "If Republicans want something, they go to Harry. He represents things fairly. He won't over-promise and underdeliver."

Senator Reid graduated from Utah State University in 1961. He received his Juris Doctoral Degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislator in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute. In December of 1998, after returning for his third term in the U.S. Senate, he was unaimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. He was the Assistant Democratic Leader and Majority Whip of the U.S. Senate in Washington D. C. (now the Majority Leader of U. S. Senate).*4

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's Senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishment to improve the quality of life of all Nevadans and help people realize the American Dream," said Dr. Tony Lei in my feature article entitled "Senator Harry Reid has been awarded 'Outstanding Democrat of the Decade'" on October 26, 2000.*5

Washington, D.C. Today, Nevada Governor Jim Gibbons met with U.S. Secretary of Transportation Mary Peters to discuss the unprecedented growth of Nevada and the need for consistency in federal support.*2

The vitality of Nevada s tourism-based economy relies upon the states transportation infrastructure and its ability to accommodate the millions of tourists and residents who frequent the highways and roads each day.

If we fail to explore innovative and proven transportation funding alternatives, then we will have failed the people of Nevada . We can continue existing with congested highways and streets, or we can explore different ways to alleviate much of the overcrowding, said Governor Gibbons. I discussed some of the innovative funding options with Secretary Peters and I look forward to bringing those ideas home to Nevada . We must take action, and that includes a partnership with the U.S Department of Transportation and the policy makers on Capitol Hill.

In an effort to address the need for expansion and improvements, Governor Gibbons met with Secretary Peters to discuss viable funding options, such as public/private partnerships. Many other states experiencing overwhelming growth are also looking into the opportunities and flexibility provided through public/private partnerships. This innovative approach to addressing funding shortfalls could relieve much of the congestion that Nevada sees today.

The following is some introduction about Governor James A. Gibbons: Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadas university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named Outstanding Freshman Legislator his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Originally from California, Valerie moved to Nevada in 1990 after transferring with her former company, United Blood Services (UBS). She served there as the Technical Director for 10 years. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.*3

She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining "root causes" and "blind spots" by offering solutions to improve people and the bottom line. She is accredited in Dr Golemans 360-competency assessment instrument in Emotional Intelligence (ECI).

An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University she can provide guidance in the following areas of business:

GOVERNOR GIBBONS RELEASES DETAILS OF THE
TEACHERS FIRST HOME LOAN PROGRAM
By Office of the Governor

Carson City In an effort to address Nevadas growing teacher shortage, Governor Jim Gibbons*1 today unveiled the details of his Teachers First Home Loan Program. Additionally, it gives a high priority to a significant amount of first time homebuyer mortgage funds to help with the needs of qualified teachers.*2

Specifically, this pilot program targets new teachers and existing qualified teachers who specialize in science, math, and special education. The program provides down payment assistance and first mortgage money generated by tax exempt mortgage revenue bonds. Neither the funding of the first mortgages nor the funding for down payments will require the use of tax payer dollars. Teachers selected by the school districts may apply for this funding. Eligibility will be based on their income. Once approved, the borrowers will receive home buyer education, down payment assistance, and below market interest rates on the first mortgage funds to help reduce homeownership qualification obstacles.

This program will provide a critical incentive for teachers who graduated from one of Nevadas higher education institutions to stay here and teach in our state. This program will also attract new teachers from out of state. Additionally, it will help the school district retain those teachers in the critical need areas. Research also shows that those teachers who maintain employment in a school district for over 3 years are more likely to stay in that community and continue to teach there. Retaining teachers has been a an ongoing challenge for our state and it is my hope that this program will give teachers much needed financial support that allows them to achieve the dream of homeownership, said Governor Jim Gibbons.

Recycled loan proceeds from a special 1992 loan program will create a special down payment assistance fund. The Governor will aggressively work with private sector lenders to provide future funding and to ensure that teachers will be able to utilize this program for years to come. Funding will be distributed based on current population estimates.

We are delighted that Governor Gibbons is continuing the mortgage assistance program under the Nevada Housing Division. We are working closely with the Division to provide the required counseling for first-time home buyers and to identify properties that are within the $225,000 qualifying limit. These types of programs are absolutely necessary in our ongoing efforts to recruit and retain highly qualified teachers, said Dr. George Ann Rice, Associate Superintendent, Human Resources Division, Clark County School District.*3

If there were no Lillian Wallace, there would have no Seniors United, and especially there would have no "The Highlights Maganize" since 1966. The lady has vanished, but her spirit remains with us. This is the seventh anniversary of its publication for the Volume III, Issue X on March 2000. We side-tracked our guest speakers for a few moments to introduce our newly elected Executive Vice President, Dr. Tony Lei, who really does not need any introduction at all. Tony and his delightful wife, Judy, have been members of S.U. for a few years. Both of them are on our executive board as advisory members.

But today was a bit different. Tony was being installed as our Executive Vice President by Judge Mark Denton, a very dear friend to all of us. Judge Mark always tries to make our forums even though it may only be to say "Hello" and off he has to go.

Dr. Tony Lei will be of the greatest force in getting the most important people to our doors. He knows about everyone of importance in Nevada and I am sure he will share all of them with us, particularly his Thai affiliations. Dr. Tony has had quite a few of his friends become our members and we thank them all.

We are very grateful to the "Nevada Examiner," an American Asian newspaper that prints all the news about Seniors United. This is a great benefit to us because we become very well-known in the American Asian and Thai communities. We have Dr. Tony to thank for this coverage that reaches over 20,000 people.

Throughout her tenure, Shelley worked to keep higher education in Nevada affordable and accessible to all qualified students.
This bright lady has devoted her energies to charitable and civic efforts ever since she was a teenager. Her work and ideas have contributed to many of Southern Nevadas successes.
On February 23, 2004, U. S. Congresswoman Shelley Berkley wrote Dr. and Mrs. Tony Lei that,"Thank you for your generous contribution to my re-election campaign. I greatly appreciate your support. Please know that your help makes a significant difference. I look forward to continuing my service in Congress and shall endeavor to serve in the manner that merits your confidence in me."
Shelley Berkley is born a leader. Shelley is an educated leader. Shelley is a prctical and bright leader since her college life. She received her juris doctorate degree from San Deigo Law School. She was the former Regent of University and Colleges of Nevada. She has been Executive Advisor for Washington Business and Technology Institute (WBTI) since 1996. Her successful leadership both good in work performance and human relations has won all her assistants' and followers' full and sincere respects. In order to celebrate Shelley Berkley's winning as U. S. Congresswoman, elected as a member of the International Relations Committee (IRC) of the Congress, and Dr. Tony Lei as her Senior Advisor; Washington Business and Technology Institute (WBTI) and Chinese American Academic Association of Nevada (CAAAN) established the "Literature and Academic Forum" ("LAF") in 1999.
