Dr. Sun-yuan Kung had a great deal of achievements in the recent years. The paper entitled "A unification of network coding and tree-packing (routing) theorems" that written by Yunnan Wu, Kamal Jain, and him is an example. It was published on the "IEEE/ACM Transactions on Networking (TON) archive, Volume 14 , Issue SI" in June 2006. The Publisher was IEEE Press in Piscataway, NJ, USA. Sun-Yuan Kung received his Ph.D. Degree in Electrical Engineering from Stanford University. In 1974, he was an Associate Engineer of Amdahl Corporation, Sunnyvale, CA. From 1977 to 1987, he was a Professor of Electrical Engineering-Systems of the University of Southern California. Since 1987, he has been a Professor of Electrical Engineering at the Princeton University. Since 1990, he has served as an Editor-In-Chief of Journal of VLSI Signal Processing Systems. Dr. Kung is a Fellow of IEEE. He was the recipient of 1992 IEEE Signal Processing Society's Technical Achievement Award for his contributions on "parallel processing and neural network algorithms for signal processing". He was appointed as an IEEE-SP Distinguished Lecturer in 1994. He received 1996 IEEE Signal Processing Society's Best Paper Award. He was a recipient of the IEEE Third Millennium Medal in 2000. He has authored more than 300 technical publications, including three books "VLSI Array Processors", (Prentice Hall, 1988) (with Russian and Chinese translations), "Digital Neural Networks", Prentice Hall, 1993, and "Principal Component Neural Networks'', John Wiley, 1996.*4

We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be
demonstrated.*6

Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*7

Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation.

Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. Ultimately, our research will support development of real-time information-processing systems combining digital video and audio, text, and graphics.*8

"All, from the greast to humblest, must work together in harmony and devotion. We can make no advances with only solo work. Unless the solooists and the members of the chorus are ready to work together in harmony, there can be no symphony," said Jackson Wilcox *2

"Since I shall be in Washington, D.C., I believe that I shall be constantly reminded of the ideals that are the subject of the messages and quotations contained in your correspondence, particularly those about vision, enthusiasm, and assistance," wrote Nevada District Judge Mark R. Denton to Washington Business and Technology Institute (WBTI) on June 18, 2007 in Las Vegas, Nevada.*3

"The willingness to create a new vision is a statement of your belief in your potential," pointed out David McNally. Carl Schutz told us that, "Ideals are like stars. You will not succeed in touching them with your hands. But like the seafaring man on the desert of waters, you choose them as your guides and following them you will reach your destiny." It is our pleasure to inspire the significance of the idea, "The world of tomorrow belongs to the person who has the vision today," which was stated by Robert Schuller. Having good vision, we will bring it together with us to help promote a peaceful, happy, and healthy community.

"Vision seems to be an elusive yet import life principle. Your vision describes the ideal future for you to attain. It provides meaning and direction while forcing you to break through present limitations. Holding a clear picture in your mind of the desired future will mobilize your creative efforts and generate the desire and energy to perform," edited Glenn Ekeren in his book entitled "Speaker's Source Book II".

Vision may develop its power to direct what tommorrow will look like. Vision is having an acute sense of the possible. The thing what others can not see, it can be seen by vision. Something extraordinary will occur when those with similar visions are drawn together. The goal of John F. Kennedy set in 1060 to place a man on the moon by 1970 drew many million people's efforts in achieving the dream. John had the vision. The result is now history with reality.*4

Enthusiasm is important, especially very important to many things in our lives. We need to push our valuable vision through enthusiasm. "Nothing good or great can be done in the absence of enthusiasm," said Tom Peters.

We are quite inspired by the words of wisdom as said by Alan Loy McGinnis that, "There is no more noble occupation in the world than to assist another human being--to help someone succeed." Vision with enthusiasm may bring us with hope to serve our people, community, and country!

We may like to agree with what Dr. Thomas Dooley said that, "Dedicate some of your life to others. Your dedication will not be a sacrifice. It will be an exhilarating experience because it is intense effort applied toward a meaningful end."

To promote educational forums and community services are two of the most important missions of WBTI. "Mr. Pepperdine was really a visionary who put energy and ingenuity into his dreams. The institution (Pepperdine University) he founded has continued to dream and to be an encourager of vision. We have often quoted Daniel Hudson Burnham, who, at the turn of the twentieth century, said, 'Make no little plans; they have no magic to stir men's blood... Make big plans, aim high in hope and work.' We believe that students (or alumnus) ought to begin with a commitment to outstanding academics. But there are other elements that are also important. Students (and alumnus) need a heart for excellence and a soul that makes big plans and aims high. In addition, without a foundation of ethics, character, and faith, we believe true success is impossible. We hope you are among those who want to soar beyond mediocrity and reach for the magic that will 'stir men's blood'," stated President Dr. Andrew K. Benton of Pepperdine University.*5

Thanks to the concerned institutions' courtesy and acceptence to allow us to deliver their information for community service during past many years.

The management philosophy that inspired us by Dr. Peter F. Drucker is valuable! He told us that, "Any business that does not learn how to innovate within the next few years will not be around by the year 2000." I have written to California Governor Arnold Schwarzenegger asking him to join me in the creation of a joint commission to review forest management practices in the Lake Tahoe Basin. I also talked with Governor Schwarzenegger on Thursday (?), June 6th (or ?), and he agreed. We both intend for the creation of this commission to lead to the prevention of future fires and the reduction of fires¡¯ devastation through better forest management practices.

Nevadans and Californians agree on the significance of Lake Tahoe as a national treasure and the importance of preserving the lake¡¯s clarity and environment. Those goals were shared by Governors Laxalt and Reagan when they introduced the concept of the Tahoe Regional Planning Agency (TRPA) in the 1960s, and today they¡¯re more important than ever. However, we must assure the safety of those who live on both sides of the lake, and we must empower those residents to take their own precautions to protect their property from wildfire. As I said in my letter to Governor Schwarzenegger, when people need to consult a 171-page landscaping guide before knowing whether they can rake up pine needles, the bureaucracy leads to deadly and dangerous results.

We are now choosing members to serve on the Nevada and California Blue Ribbon Fire Commission. We are enlisting the service of experts who deal with fire in the Tahoe Basin and of elected officials who serve its residents.

I sincerely hope this review will lead to less bureaucracy and better policy for protecting Lake Tahoe¡ªand the people who call it home.

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada¡¦s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named ¡¡ìOutstanding Freshman Legislator¡¡?his first year in 1988. "Anything you're good at contribute to happiness," said Bertrand Russell. It is our pleasure to post a short story, Formula for Success, from "Speaker's Source Book II" by Glenn Van Ekeren:

{ As reported in the "Little Gazette", a former president of the General Motors Corporation started out as a stock boy and had a career that would have delighted Horatio Alger. At the time of his retirement, a report asked him whether it was still possible for a young man nowadays to start at the bottom and get to the top--if so how?
"Indeed, it is," was the answer. "The sad fact, however, is that so few young people realize it." Then he outlined a formula for success that will prove out not only in the auto industry but in any business.
"Keep thinking ahead of your job! Do it better than it needs to be done. Next time, doing it well will be child's play. Let no one, or anything, stand between you and a difficult task. Let nothing deny you the rich opportunity to gain strength in adversity, confidence in mastery. Do each task better each time. Do it better than anyone else can do it. Do these things, and nothing can keep the job ahead from reaching out after you!" }*1

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*2 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways." *3

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace." *4

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do." *5

Our Honorary Chairman, A. William "Bill" Maupin, is now again Chief Justice of the Nevada Supreme Court.

Nevada Attorney General Brian Sandoval is now one of the U. S. District Court judges. The United States Senate voted unanimously on his confirmation. Through the recommendation of U. S. Senator Harry Reid, Sandoval was confirmed for the lifetime appointment. Dr. Brian Sandoval was sworn in Monday October 31, 2005 as a U. S. District Court Judge. Congratulations!

BRIAN SANDOVAL [now U. S. District Court Judge (Editor's note on 070207)] was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administratives or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, [***former (modified on 070207)] Member of Nevada State Board of Education; Dr. R. D. Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. Nevada Governor Jim Gibbons Names New Transportation Board Members

Carson City ¨C Carson City ¨C Governor Jim Gibbons*1 today named three new members to the Nevada Department of Transportation (NDOT) Board of Directors. They are entrepreneur Paul Morabito of Reno, businessman Frank Martin of Las Vegas and Humboldt County Commissioner Tom Fransway of Winnemucca.

¡°Nevada faces tremendous transportation challenges in the years to come as we build highways to keep pace with our state¡¯s growth. These people will provide innovative ideas to meet those challenges. Paul Morabito has experience ranging from being CEO of the largest petroleum company in Nevada to being chairman of one of the largest environmental preservation agencies in America. His unique perspective will help us protect the environment that we are entrusted to safeguard while building roadways with the efficiency of a business. Frank Martin also brings the entrepreneurial perspective of efficiency and customer service to state government, and he¡¯s built a successful construction business on the principle of ¡®telling it like it is.¡¯ Tom Fransway is a consensus builder who has experience bridging the gap between government and private enterprise, an important skill as we explore public-private partnerships on transportation projects. These men all care a great deal about their communities and about Nevada. I know they will join me and the other Board members in giving NDOT clear direction,¡± said Governor Gibbons.*2

Paul Morabito was Chairman and CEO of Berry-Hinckley Industries, then Nevada¡¯s largest transportation fuel supplier. He has served on the California High Speed Rail Authority governing board. He also served as senior policy advisor to the Los Angeles County Sheriff¡¯s Department and as chairman of the California State Coastal Conservancy. He is an honorary chief deputy of the Washoe County Sheriff¡¯s Office and plays a major role in the Washoe County Sheriff¡¯s Foundation.

"During this past legislative session, Governor Gibbons made it clear that transportation was a high priority and he went a long way towards crafting solutions. I hope to contribute even more new ideas and to help tackle many of the complicated issues facing all areas of the state,¡± said Morabito.

Frank Martin is president and CEO of Martin-Harris Construction of Las Vegas, general contractors specializing in industrial, commercial, public works and school construction. His company has completed transportation projects in the Las Vegas Valley, and Martin has served on local task forces studying water and transportation issues. He is active in the Las Vegas community, serving on the boards of Associated General Contractors and Opportunity Village as well as the UNLV Foundation Corporate Academic Council and the U.S. Bank Advisory Board.

¡°I have been very fortunate to live in Nevada since 1961,¡± said Martin. ¡°I believe in giving something back to this great state. I may not know how to be politically correct, but I know a little about construction, and I know how to treat customers. Nevada taxpayers are the Transportation Board¡¯s customers. They pay good money for roads. I intend to see to it that they get the good roads they deserve in return.¡±

A lifelong Nevadan, Tom Fransway is currently serving his fourth term as a Humboldt County commissioner. After a 30-year career with Nevada Bell, Fransway owns and operates West Wind, LLC., which leases and manages commercial properties in Winnemucca. He chairs the Regional Transportation Commission of Humboldt County and has worked with the Nevada Department of Transportation on several road projects involving both the state and the county. He has served on the Nevada Legislature¡¯s Interim Committee on Public Lands and is active in community events.

¡°Whether you live in Las Vegas or Winnemucca, safe, efficient transportation is a major factor in determining your quality of life. It¡¯s also the lifeblood of the state¡¯s economy. I am honored to bring my common-sense approach to problem solving to bear on some of our state¡¯s biggest challenges,¡± said Fransway.

The NDOT Board is comprised of the governor, lieutenant governor, attorney general, controller and three members appointed by the governor. Terms of current appointed members expire on June 30th. The new members¡¯ appointments take effect July 1st.*3

EXTREME FIRE DANGER THREATENS NEVADA THIS 4TH OF JULY

One of our greatest celebrations has the potential to become a disaster this year in Nevada. As we approach the Independence Day holiday and its fireworks, campfires and barbecues, firefighters still battle the worst fire to strike the Lake Tahoe Basin in decades.

I have seen firsthand the devastation of the Angora Fire at South Lake Tahoe. This week I walked through smoldering embers that had been a family’s home just hours earlier.

A devastating wildfire could just as easily break out on the Nevada side of the Lake. In fact, fire can strike virtually anywhere in Nevada’s vast countryside. From grass to brush to trees, our vegetation is exceptionally dry. The combination of heat, dryness and high winds have caused “Red Flag?warnings to be issued for much of the state. The extreme fire danger we normally experience in August and September has already arrived. In these conditions it only takes a spark to start an inferno. About the same time the Angora Fire began at the Lake, a lawnmower blade struck a rock, causing the spark that started a wildfire in southwest Reno.

In this time of vulnerability to wildfire, private fireworks have virtually become a public enemy. Individuals illegally setting off fireworks are blamed for fires every year, and this year such illegal activity could prove catastrophic for Nevada’s countryside. Although fireworks are sold on some reservations in Nevada, private ownership and ignition of fireworks is illegal throughout the state.

If your plans include camping, shooting or hiking in the backcountry, please check with your local fire department first to ask about fire restrictions. Remember that the exhaust system of your car, truck or ATV is hot enough to start a fire. Do not build a campfire. Take at least a gallon of water, and report any fire or smoke as soon as possible. If you are surrounded by cheatgrass, picture yourself surrounded by a sea of gasoline. Above all, resist the temptation to set off any fireworks on your own. Please enjoy one of our public fireworks displays. You will enjoy a show choreographed by a professional pyrotechnician and carefully supervised by a fire department committed to protecting your home. Celebrate our independence…safely.

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Carson City ¨C Governor Jim Gibbons*1 today appointed Samuel Allen Thompson to serve on the Public Utilities Commission of Nevada (PUCN) and simultaneously appointed current Commissioner Jo Ann Kelly chairman of the PUCN. Together, these appointments fill the vacancy that will be created by the departure of current Chairman Don Soderberg, whose resignation takes effect July 13th.

¡°Sam Thompson has outstanding credentials for a PUC commissioner. He has served as a judge, a judicial referee, a mediator and a regulator. He has earned a reputation for fairness by carefully listening to both sides of a case and making a decision based on solid principle. He is the exactly the sort of person who should represent Nevadans in utilities issues,¡± said Governor Gibbons.*2

Samuel Thompson currently serves on the Nevada Transportation Authority, which regulates busses, taxicabs and household movers. Before he was appointed to the Authority last year, Thompson served on the Standing Committee on Judicial Ethics and Election Practices. His extensive background includes the practice of law, law enforcement, education, corrections, administration, training and mediation. He also served as judge for the General Sessions Court of Shelby County Tennessee, Division VI from 1990 until 1998. Thompson earned his Juris Doctor degree from the Cecil Humphery School of Law at the University of Memphis in 1984. He lives in Las Vegas.

Jo Ann Kelly shares an interest in developing renewable energy sources. Governor Richard Bryan first appointed her to the Public Utilities Commission (then known as the Public Service Commission) in 1985, making her the first commissioner to serve in the new Las Vegas office. She was re-appointed by Governor Bob Miller, and continued to serve as a commissioner until 1996. Governor Kenny Guinn brought her back to the Commission through his appointment in 2005. Governor Gibbons becomes the sixth governor to appoint her to a Nevada regulatory board and the fourth to appoint her to the PUCN.

¡°Jo Ann Kelly has vast experience in Nevada¡¯s energy matters,¡± said Governor Gibbons. "We need that experience as we meet the challenges of building the infrastructure to support our continuing growth. I know Jo Ann shares my goal of an energy-independent Nevada, and her expertise in resource planning will be a significant factor in moving us in that direction.¡±

¡°I appreciate the governor¡¯s confidence in me,¡± Kelly said. "As our energy demand rises with our growth, we must ensure that our utility companies are building a supply system that can provide reliable power for Nevadans for generations to come. I am committed to making sure our consumers get that reliable power at the best possible price.¡±

Kelly¡¯s chairmanship and Thompson¡¯s commission appointment both take effect July 13th.*3

Securing Our Borders: Priority Number One
I believe reform must be tough on lawbreakers, fair to taxpayers, and practical to implement!

Last year, I visited the U.S.-Mexico border to get a better understanding of the challenges associated with stopping illegal immigration. The tour was a fascinating insight into the security problems we face at our Nation¡¯s borders and it reaffirmed my long-held beliefs in the need for stricter border enforcement. Throughout my career in Congress I have always strongly supported measures to secure America¡¯s borders, and as the immigration bill returns to the Senate floor I promise I will keep border security my top priority. In fact, before allowing this bill to return to the Senate floor, I added $4.4 billion in guaranteed funding for border security, which will be paid for through the fees and penalties established in the Immigration Bill.*2

I believe the increased border security measures included in the Comprehensive Immigration Reform Act are crucial to ensuring our national security and to restoring the rule of law to our broken immigration system. Here are a few examples of how this bill will protect America at the border:

20,000 new Border Patrol agents to protect our borders;
370 miles of additional fencing at the border;
200 miles of vehicle barriers to reduce drug and human trafficking;
Mandatory screening of those who come to our country and a requirement that every worker must have legal authorization to get a job.

I believe reform must be tough on lawbreakers, fair to taxpayers, and practical to implement. In addition to securing our borders, we must create an effective and efficient employment verification system that penalizes employers who hire immigrants who are not authorized to work here, putting an end to the primary incentive for crossing the border illegally. We should require immigrants who are in our country illegally to come forward if they want to apply for legal status. They must pay penalties and back taxes, learn English, pass criminal background checks, stay employed, and get in the back of the line. This reform will allow us to focus our resources on criminals, terrorists, and those who wish to do us harm. With the security of Nevadans and all Americans as my top priority, I will continue to look toward reform as the Senate comes back to this critical bill.*3

So as this academic year ends, I invite you to evaluate for yourself some of the good work that has been accomplished by our students and faculty over the past few months," pointed out President Dr. Andrew K. I'm watching from my window today--from an office situated in a fouth-floor corner of Thornton Administrative Center--and see the future arriving, car by car. This is indeed a strategic vantage point, for from it I witness a pride-filled pilgrimage as parents bring their children to campus, their dreams packed in overstuffed duffels; a few telltale signs of trepidation on their faces. Image with me that in four years, these students will join YOUR ranks...as Pepperdine alumni.*2

This is a favorite season for me, and I write you to share a slice of the excitement we feel on the eve of a new academic year. It's my sith as president, and there is much for which I am thankful. As one of our more than 70,000 living graduates, you represent a distinguished "point of pride" that sets us apart and in many cases lifts Pepperdine into the upper echelon of America's best independent universities.*3

[[[Andrew K. Benton became the seventh president of Pepperdine University on July 1, 2000. Benton, who served as executive vice president of the University since 1991, was selected after a nationwide search that included 40 nominees and interviews of several candidates by faculty, staff, students, alumni and administrators.

A 1974 graduate of Oklahoma Christian University, Benton earned his bachelor of science degree in American Studies, and served as assistant to the president of that institution from 1975 to 1984. He earned his law degree from Oklahoma City University School of Law in 1979 and practiced law in the state of Oklahoma. He came to Pepperdine in 1984 and worked in several key leadership roles during his tenure, including vice president for administration and vice president for university affairs. In addition, he has taught both undergraduate and graduate classes at the university.

Benton is presently on the Board of Directors for The Employers Group of California, the Executive Committee for the West Coast Conference, and is a member of the American Bar Association and the Oklahoma Bar Association.]]]*4

I (SENATOR REID) URGE THE PRESIDENT TO SIGN STEM CELL BILL -
GIVE HOPE TO MILLIONS OF AMERICANS!

Dear Fellow Nevadans,

As many of you know, Congress passed the Stem Cell Research Enhancement Act this year. This bill, which we recently sent to President Bush, provides hope to thousands of Nevadans and millions of Americans who are suffering from a variety of illnesses and afflictions. I am now calling on the President to sign this bill into law and allow our best and brightest scientists to fully explore the promise of stem cell research.*2

The bipartisan legislation would expand the president’s stem cell research policy and allow for research on stem cell lines that are derived from excess embryos from fertility clinics that are otherwise being discarded. The bill acknowledges the important ethical issues at stake, and would enact research guidelines that are stricter than the President’s current policy.

Although the President vetoed a similar bill a year ago, it is not too late for him to reconsider and to do the right thing. That is why I urge him to take advantage of this opportunity to sign the measure into law. For the countless Americans and Nevadans suffering from debilitating diseases and conditions, the wait has been long enough.*3

I (SENATOR REID) URGE THE PRESIDENT TO SIGN STEM CELL BILL -
GIVE HOPE TO MILLIONS OF AMERICANS!

Dear Fellow Nevadans,

As many of you know, Congress passed the Stem Cell Research Enhancement Act this year. This bill, which we recently sent to President Bush, provides hope to thousands of Nevadans and millions of Americans who are suffering from a variety of illnesses and afflictions. I am now calling on the President to sign this bill into law and allow our best and brightest scientists to fully explore the promise of stem cell research.*2

The bipartisan legislation would expand the president’s stem cell research policy and allow for research on stem cell lines that are derived from excess embryos from fertility clinics that are otherwise being discarded. The bill acknowledges the important ethical issues at stake, and would enact research guidelines that are stricter than the President’s current policy.

Although the President vetoed a similar bill a year ago, it is not too late for him to reconsider and to do the right thing. That is why I urge him to take advantage of this opportunity to sign the measure into law. For the countless Americans and Nevadans suffering from debilitating diseases and conditions, the wait has been long enough.*3

An elegant dinner party was held by WBTI to celebrate the appointments at the Steak House of Binion Horseshoe Club on October 7, 2002 in Las Vegas, Nevada.*9
