*Senators Harry Reid and John Ensign met with Federal Trade Commission Chairman Tim Muris to get an update on an FTC investigation that Reid had requested into Nevada's high gas prices.

***Reid Urges Nevada Veterans to Register with WWII Memorial

*Senator Reid announced that the new World War II Memorial, between the Lincoln Memorial and Washington Monument in our nation's capital, is expected to open in mid-April, several weeks ahead of schedule. He urged veterans of WWII to enter their names on the Memorial's electronic Registry, which can be accessed on the Internet at www.WWIImemorial.com, or by calling the toll free number 800-639-4WW2.

*Senator Reid will be working in Nevada next week while the Senate is in recess. He will hold a hearing on Homeland Security in Las Vegas, help dedicate a new water treatment plant in Fallon, and meet with seniors, PTA members and other groups.

***Reid Tours CIA Headquarters - As a senior member of the panel responsible for determining the CIA's budget, Senator Harry Reid toured the agency's headquarters, met with the Director of Central Intelligence and heard from top officials about the needs of the nation's intelligence community. After the meeting, Reid said he is committed to adequately funding our nation's intelligence needs, including the unmanned Predator spy plane that is based in Nevada.*4

***Pension Reform Bill Passes- The Senate on Thursday passed a bill that would give some short-term relief to companies operating traditional pension plans. The bill changes the way pension plans compute their liabilities. Airline, steel and other industries had argued that the existing funding formula was outdated, making their plans look worse off than they were, thereby unnecessarily boosting funding requirements. Under the measure passed yesterday, companies would be able use a revised funding formula that should provide some financial relief, while also providing a more accurate picture of the health of their pension plans.

***Agreement Reached on Corporate Tax Bill- Senate leaders agreed to the terms of debate on the FSC/ETI corporate tax bill that had been stalled for several weeks because of Republican objections to Democratic amendments. Under the agreement, dozens of Republican and Democratic amendments would be in order, including Senator Harkin's amendment to block the implementation of Labor Department rules changing requirements on overtime pay.

The Senate will be in recess next week.
The Senate will convene Monday, April 19, at 1:00 p.m., with a period of morning business. No roll call votes will occur on that day.
The Senate may consider the motion to proceed to S. 2290, the Asbestos bill on Monday. The Senate may also consider the FSC-ETI bill. A limitation on amendments to the bill has been agreed to.*5

To enhange this feature article, we are glad to have the most recent news about medicare in Nevada of the Press Release from the Office of Governor Kenny Guinn on April 8, 2004. The whole stetement was shown at the bottom of this article after the words of inspiration by U. S. Congresswoman Shelley Berkley that "I look forward to continuing my service in Congress and shall endeavor to serve in the manner that merits your confidence in me."

On Monday, April 12, 2004, U. S. Congresswoman Shelley Berkley will hold her next Senior Advisory committee meeting. The location of the meeting is at the new Leiburn Senior Center, 6230 Garwood Avenue, Las Vegas, Nevada.

"We plan on discussing the fllowing items: 1. the new Medicare prescription drug benefit. 2. Social security benefits (including privatization). 3. Notch baby legislation. and 4. Government pension offset." *2

BERKLEY VOTES TO PROTECT MEDICARE AGAINST PRIVATIZATION

Southern Nevada Seniors Could Face Thousands in Out-of-pocket expenses, Annual Premiums of $1,950.

(November 22, 2003 -- Washington, D.C.) U.S. Representative Shelley Berkley (D-NV) today voted against Republican-sponsored prescription drug legislation (H.R.1) that would open the door to Medicare privatization, force seniors to pay thousands of dollars in premiums and prescription drug costs and drive millions of older Americans into HMOs

"This plan promises more to HMO's and drug companies than it does to seniors faced with rising drug costs," said Congresswoman Berkley.

"I support a prescription drug plan under Medicare, but not one that showers billions of dollars on insurance companies while leaving seniors to face thousands of dollars in out-of-pocket costs," Berkley said, noting that the bill gives $17 billion to PPOs and HMOs to lure seniors away from traditional Medicare. "The real goal of the Republican prescription drug plan is to open the door to the privatization of Medicare, a program that has protected America's seniors for decades."

Berkley was one of 215 Representatives opposing the bill. A late-night vote on the legislation scheduled to last 15 minutes was held open for three hours by Republican leaders desperate to overcome an initial 216-218 loss.

"Republican leaders struggled for three hours to get this bill passed anyway they could and I can only imagine that deals that were cut and the arms that were twisted," said Berkley

Berkley also criticized provisions in the bill that would block re-importation of drugs from other countries at lower prices and prevent Medicare from negotiating better deals with drug makers to lower drug prices for seniors.

"Republicans bowed to drug industry pressure and are out to prevent Medicare from using the buying power of 40 million Americans to negotiate better prices. If the VA can bargain for better prices on medicine for our veterans, why are Republicans blocking Medicare's ability to use the same bargaining chip?," Berkley said.

The legislation also creates a gap in coverage, where seniors are left to pay 100% of their own prescription drug costs.

"Some Las Vegas seniors will pay $4,000 out of their first $5,000 in drug costs under this plan -- that is not what I call comprehensive prescription drug coverage," said Berkley, describing the cost of the benefit to a senior earning more than $13,000 per year.

Berkley also noted that a so-called "premium support" provision in the plan could leave Nevada seniors with some of the nation's highest annual premiums.

"Under the GOP's prescription drug plan, seniors living in Clark County could be paying almost $2000 a year in Medicare premiums, while seniors in other parts of the U.S. would pay less than $700," she said.

The premium support provisions in H.R.1 call for the selection of six demonstration projects nationwide. Las Vegas is one of the sites under consideration for this trial. A recent analysis by the Department of Health and Human Services shows that the premium support system would result in dramatic disparities in premiums for traditional Medicare within states and regions, and across the country. For instance, a senior in Clark County would pay $1,950 annually in premiums, while a senior in Davidson County, North Carolina would pay $675 annually.

Finally, the plan would erode retiree coverage for almost three million seniors, including 15,000 Nevadans, who have good drug coverage now through retiree health plans. The GOP plan discriminates against seniors with retiree health coverage by excluding such coverage from counting toward spending for the catastrophic benefit.*7

GOV. GUINN ANNOUNCES state receives $6.4 MILLION FEDERAL GRANT for people living with hiv/aids

CARSON CITY - Governor Kenny Guinn announced today that the Nevada State Health Division's Bureau of Community Health has received continuation grant funding of $6.4 million for the Ryan White Title II program.*13

The grant allows the State of Nevada to provide significant funding throughout the state for drug assistance to individuals infected with HIV/AIDS who meet eligibility criteria. The program, AIDS Drug Assistance Program (ADAP), will help Nevada provide medical care, support services and prescription drugs.

"I am proud to say that currently, the Nevada ADAP continues to serve clients without a waiting list," Gov. Guinn said. "Because of this important funding, no client goes without their HIV medication."

The funding supplements more than $4.4 million that Las Vegas received in an earlier grant. The grant to Nevada is part of a $1.03 billion award shared among all states and U.S. territories from the U.S. Department of Health and Human Services.

In addition to medical care, the grant enables participants to receive direct services, such as case management and outreach activities. These services are provided in a variety of environments, including correctional settings, local health districts and community providers.

Some good personal traits for an individual to be successful in business and some golden words of wisdom for positive thinking

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

" Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. (11) Decisions. (12) Adaptability. (13) Dependability. (14) Loyalty. (15) Vision. (16) Imagination."*1

As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. ENCOURAGING NEWS REGARDING STATE'S ECONOMY

I would like to take the opportunity to let you know about promising economic gains our state has made. Last week, it was announced that Nevada again leads the country in job growth. Figures released by the Department of Employment, Training and Rehabilitation show that Nevada has added nearly 44,000 jobs in the past year, an increase of 4.1 percent.*2

We have received equally encouraging news in another area. Nevada's unemployment rate is currently at a three-year low, having decreased from 5.1 percent to 4.4 percent between February 2003 and February 2004. This is the lowest level since January 2001. Considering the economic upheaval that our country suffered in the wake of the 9/11 attacks, this is noteworthy news for a state that bases its economic health on tourism. Remarkably, since January 2002, our state has added 87,700 jobs. Among these new jobs we are seeing significant increases in the construction industry, where 10,700 jobs have been added in the past year; in professional and business services, which reported a gain of 8,700 new jobs; and in the trade, transportation, and utilities sectors, which grew by 7,800 jobs.

Another bright spot that shows promise is revenue generated by taxable sales. The $2.8 billion in statewide taxable sales for January 2004 represents an 11.4 percent increase over January 2003, and a 10.9 percent increase over forecasts for the first seven months of fiscal year 2004. Although these figures do not fully compensate for reduced gaming revenues, I am encouraged by the direction we are heading in collections for our next budget cycle. In addition, state corporate filings are up, having increased more rapidly during this fiscal year than in the previous year. Moreover, many of our counties and cities are experiencing continued expansion in the number of new business permits and housing starts.

Overall, consumers are showing confidence in our economy. Our citizens are finding good jobs and our revenues are improving, which underscores an impressive economic recovery for Nevada in 2004. It is no wonder that, when compared with other states, Nevada ranks at or near the top in a number of important economic indicators.

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Barbara Buckley appoints Adjunct Associate Professor of the GSBPA of WBTI

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*1

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*2

Barbara E. Buckley was born in November 23, 1960; Philadelphia, Pennsylvania. She received her B. A. with honors from University of Nevada, Las Vega. Her education has enhanced with University of Arizona, J.D., Summa Cum Laude.*3

Barbara's Legislative Service include: Nevada Assembly, 1995-2003 -- two special and five regular sessions; Majority Floor Leader, 2001; Assistant Majority Floor Leader, 1997-1999. She is now the Majority Leader of Nevada Assembly.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. Remarks were deliverred by past Honorees (who were in attendance): Charlie Waterman, 1980's; A.G. Frankie Sue Del Papa, 1990 (with a letter); Hon James H. Bilbray, M.C. Ret., 1991 (with response); U. Resurrection month is here!

HE IS ALIVE!

Dear 2020 Vision Partners,

Resurrection month is here! We can celebrate like never before the risen Lord that we serve. He is not dead!! He is ALIVE! Ever since I saw the Passion of the Christ I have a new appreciation for the suffering of Christ and the power of the resurrection. Paul was so convinced that the resurrection power was unique that he made it one of his primary goals to become intimate with it: ?(We)śI want to know Christ and the power of his resurrection and the fellowship of sharing in his sufferings, becoming like him in his death (Phil 3:10)

Do you want that type of power in your life? I can assume that you do. Let?™s ask Him everyday for that type of Power! Power to win our family, and friends this Easter. Power to overcome fears of inviting people to church. Power to conquer the challenges that we face.

Power to prosper in every area of my life. Power to heal the sick. Power to change cities and nations.

(Doesn't)™t the word tell us that where 2 or 3 agree on one thing, it will be done for them in Heaven (Matthew 18:19) Power flows when believers come into agreement.

Power flows when we stand on the Word.

This month, make it your #1 goal to walk in resurrection power. Let (us)™s take new territory together! Enclosed you will find our April calendar. Please take a moment and review all the exciting things going on this month. On Easter Sunday we will be having 3 morning services, one at 8AM, one at 10AM and one at 12 Noon. Also, make sure to note the schedule for the Time Machine II! Please pray for strength for all volunteers. Pray for 500 new souls April 4th through the 11th.

We also want to highlight that Chuck Pierce will be with us on April 21st and 22nd. This prophet of God will bring a wealth of information and insight to all of us.

I hope that you realize the impact that your support makes to the work of God. Your giving, prayers, and love keep us energized for His service!

U. S. Senator Harry Reid believes that creating a national boxing commission will boost our tourism industry

"Reid for Nevada"
***Reid Continues Fight to Lower Nevada Gas Prices

*Responding to Senator Harry Reid's demand for a probe into skyrocketing gas prices, the Federal Trade Commission this week said recent price increases in Nevada were greater than anticipated, based on market conditions. The FTC will continue to investigate whether price manipulation occurred. Meanwhile, Reid urged President Bush to pressure Saudi Arabia and other members of the OPEC cartel to cancel a planned cut in oil production.

***Reid and McCain Support National Boxing Commission

*Senator Reid, a former boxer, joined Senator John McCain (R-AZ) in sponsoring a bill to create a national boxing commission. Reid said the panel will protect a sport that is vital to Nevada's tourism industry. The commission would not supersede the high standards of the Nevada Athletic Commission, but would set minimum standards that other states would have to meet.

*Las Vegan Gale Lauer with the Parkinson's Action Network met with Senator Reid and thanked him for his support for increased stem cell research at the National Institutes of Health.
*Congressional Youth Leadership students Timothy Zecher of Sparks and Zack Taylor-Warren of Reno visited Senator Reid.
*Sun Valley high school student Brittany Kelly met Senator Reid while she was in Washington D.C. with Citizen Alert, a grassroots group opposing the Yucca Mountain nuclear waste dump.

*Heather Murren, President of the Nevada Cancer Institute, met with Senator Reid to thank him for his continued support for cancer research.

*The National Landscape Conservation System Coalition presented a Wilderness Award to Senator Reid for his continued efforts to protect and preserve Nevada wilderness.

"Week in Review"

***Child Care Funding Gets Boost - In an overwhelming bipartisan vote, the Senate voted Tuesday to increase childcare funding for low income families by $6 billion over the next five years. The measure is part of a larger bill to extend the 1996 welfare reform law. Statistics show that people who receive assistance with childcare are 40 percent more likely to find a job and permanently leave the welfare rolls. Other Democratic amendments to the welfare bill, including a measure to increase the minimum wage, have been blocked by Republican leaders.

***Rice To Testify Before Commission- In an agreement between the White House and members of the 9/11 Commission, National Security Advisor Condoleeza Rice will testify under oath on Thursday, April 8, in a 2 ?-hour public session. She will answer questions about the Bush Administration's counter-terrorism efforts leading up to the 9/11 attacks. President Bush and Vice President Cheney have agreed to meet with members of the Commission in private. The Commission's report is scheduled to be released on July 26.

***Reid Remembers Chavez- Senator Reid delivered a statement on the Senate floor on Wednesday honoring Cesar Chavez, the founder of the United Farm Workers who was born on March 31,1927. Chavez was guided by the principle of non-violence, and he dedicated his life to helping migrant farm workers and others who had no voice.

On Monday, April 12, 2004, U. S. Congresswoman Shelley Berkley will hold her next Senior Advisory committee meeting. The location of the meeting is at the new Leiburn Senior Center, 6230 Garwood Avenue, Las Vegas, Nevada.

Appointed to the Board in 1990 by the Governor, she was then twice elected as a Regent by Las Vegas-area voters. She completed her second term on the Board in 1998. Throughout her tenure, Shelley worked to keep higher education in Nevada affordable and accessible to all qualified students.

Elected to the Nevada State Assembly in 1982 and serving through 1984, She championed consumer protection for car buyers and mobile home owners, fought for tougher drunk driving laws, and founded the Senior Law Project.

This bright lady has devoted her energies to charitable and civic efforts ever since she was a teenager. Her work and ideas have contributed to many of Southern Nevada’s successes. A representative sampling of her record of service includes:

BERKLEY VOTES TO PROTECT MEDICARE AGAINST PRIVATIZATION

Southern Nevada Seniors Could Face Thousands in Out-of-pocket expenses, Annual Premiums of $1,950.

(November 22, 2003 -- Washington, D.C.) U.S. Representative Shelley Berkley (D-NV) today voted against Republican-sponsored prescription drug legislation (H.R.1) that would open the door to Medicare privatization, force seniors to pay thousands of dollars in premiums and prescription drug costs and drive millions of older Americans into HMOs

"This plan promises more to HMO's and drug companies than it does to seniors faced with rising drug costs," said Congresswoman Berkley.

"I support a prescription drug plan under Medicare, but not one that showers billions of dollars on insurance companies while leaving seniors to face thousands of dollars in out-of-pocket costs," Berkley said, noting that the bill gives $17 billion to PPOs and HMOs to lure seniors away from traditional Medicare. "The real goal of the Republican prescription drug plan is to open the door to the privatization of Medicare, a program that has protected America's seniors for decades."

Berkley was one of 215 Representatives opposing the bill. A late-night vote on the legislation scheduled to last 15 minutes was held open for three hours by Republican leaders desperate to overcome an initial 216-218 loss.

"Republican leaders struggled for three hours to get this bill passed anyway they could and I can only imagine that deals that were cut and the arms that were twisted," said Berkley

Berkley also criticized provisions in the bill that would block re-importation of drugs from other countries at lower prices and prevent Medicare from negotiating better deals with drug makers to lower drug prices for seniors.

"Republicans bowed to drug industry pressure and are out to prevent Medicare from using the buying power of 40 million Americans to negotiate better prices. If the VA can bargain for better prices on medicine for our veterans, why are Republicans blocking Medicare's ability to use the same bargaining chip?," Berkley said.

The legislation also creates a gap in coverage, where seniors are left to pay 100% of their own prescription drug costs.

"Some Las Vegas seniors will pay $4,000 out of their first $5,000 in drug costs under this plan -- that is not what I call comprehensive prescription drug coverage," said Berkley, describing the cost of the benefit to a senior earning more than $13,000 per year.

Berkley also noted that a so-called "premium support" provision in the plan could leave Nevada seniors with some of the nation's highest annual premiums.

"Under the GOP's prescription drug plan, seniors living in Clark County could be paying almost $2000 a year in Medicare premiums, while seniors in other parts of the U.S. would pay less than $700," she said.

The premium support provisions in H.R.1 call for the selection of six demonstration projects nationwide. Las Vegas is one of the sites under consideration for this trial. A recent analysis by the Department of Health and Human Services shows that the premium support system would result in dramatic disparities in premiums for traditional Medicare within states and regions, and across the country. For instance, a senior in Clark County would pay $1,950 annually in premiums, while a senior in Davidson County, North Carolina would pay $675 annually.

Finally, the plan would erode retiree coverage for almost three million seniors, including 15,000 Nevadans, who have good drug coverage now through retiree health plans. The GOP plan discriminates against seniors with retiree health coverage by excluding such coverage from counting toward spending for the catastrophic benefit.*7

Newly appointed Clark County Commissioner Lynette McDonald vowed to cut her finacial ties to Station Casinos before being sworn into office

Adrienne Packer of Las Vega Review-Journal reported Thursday, April 1, 2004 that the newly appointed Clark County Commissioner Lynette McDonald vowed to cut her finacial ties to Station Casinos before being sworn into office.*1

Governor Kenny Guinn of Nevada appointed Wednesday March 31, 2004 Lynette Boggs McDonald to the Clark County Commission to fill the vacant position in District F left by the resignation of Mark James.*2

"Boggs McDonald said Wednesday that she resigned from the local gaming giant's board of directors and that her attorney is working to rid her of stock options she was awarded." *3

McDonald's position on the Station Casinos board of directors had concerned some residents of District F, who for months fought Station over a proposed 300-foot hotal tower.*4

"Boggs McDonald accepted a position on Station's board of directors in July. She receives $50,000 a year and stock options from the gaming company." *5

"Ms. Boggs McDonald has been not merely a capable and competent member of the Las Vegas city council, she has arguable been among its brightest members --- certainly a leader of the field when it comes to possessing a strong moral compass. Her grasp and clear articulation of the issue of the separation of powers, when it comes to city employees serving in the Legislature, has stood in marked contrast to the muddled mewling of some of her cohorts." *6

Gov. Guinn names Boggs McDonald to Clark County COMMISSION

CARSON CITY - Gov. Kenny Guinn today appointed Lynette Boggs McDonald to the Clark County Commission to fill the vacant position in District F left by the resignation of Mark James.

"Because Lynette is currently an elected official and working directly on many of the most pressing issues facing Southern Nevada, I believe she will be able to hit the ground running on the Clark County Commission," Gov. Kenny Guinn said. ˇ§This commission is far too important to appoint a caretaker. Having an experienced person who intends to run for the post in the fall election was also very important in my decision. Lynette gives us the best chance to retain District F as a Republican seat.

"I would also like to thank everyone who expressed an interest in serving District F as a replacement for commissioner James."

Boggs McDonald will step down from Las Vegas City Council Ward 2, effective April 20, the same day she is scheduled to take her commission post. She is the first woman to lead a Las Vegas City Council ward. She was appointed on June 28, 1999 and was elected outright on April 3, 2001, receiving 70 percent of the vote in the primary election.

The Councilwoman also announced that she has stepped down from the board of directors at Station Casinos Inc.

"I resigned immediately from Stations Casinos because the Governor and I didnˇ¦t want any appearance of impropriety or conflict of interest," Boggs McDonald said. "I am honored to be chosen by Gov. Guinn to serve on the County Commission. I am looking forward to working on the issues that face the residents of Clark County and my constituents in District F."

Boggs McDonald serves on the Las Vegas Metropolitan Police Department Fiscal Affairs Committee, the Clark County Debt Management Commission, and the Regional Jail Commission. She is the immediate past president of the Nevada League of Cities and Municipalities and currently serves on the National League of Cities Homelessness Task Force and the Community and Economic Development Steering Committee. She serves on the State of Nevada Commission on Aging and is a trustee of Catholic Charities of Southern Nevada.

Boggs McDonald is a business graduate of the University of Notre Dame, attended the University of Oregon Graduate School of Journalism and received a Master's of Public Administration degree from the University of Nevada, Las Vegas.

PROTECTING THE PUBLIC AGAINST UNSCRUPULOUS INSURERS

In recent years I've become increasingly concerned about unscrupulous or fraudulent insurance companies that have successfully slipped under the radar of state regulators across the country. These companies have bilked millions of dollars from consumers as they move from state to state. They often collect premiums and then, without the proper reserves, refuse to pay for legitimate claims or disappear altogether when their services are needed most. In Nevada we are not only taking steps to shut them down, we are also preventing them from getting started in the first place.*2

Through a multi-media campaign, which is spearheaded by Nevada's Insurance Commissioner and conducted with the support of legitimate insurers and concerned media groups, we're telling Nevadans to beware of these fraudulent groups and to report them to our regulators in the Division of Insurance of the Department of Business and Industry.

With our partners, the Nevada Independent Insurance Agents, the Nevada Broadcasters Association, and the Nevada Surplus Lines Association, we launched an aggressive two-phase program to stop the victimization of unwitting consumers and well-intentioned small business operators.

The first phase of the program targets small businesses, while the second phase, due to begin soon, will expand the message to the individual insurance consumer. We began with business operators because of the large number of employees that can be affected if an employer chooses a fraudulent health insurer.

We attempted to reach as many businesses as possible in this first phase through billboards, newspaper and magazine ads, and a brochure that went to nearly 70,000 Nevada business operators. In addition, a website and a special toll-free number was established so businesses could easily check to verify that an insurer is licensed. This program has been recognized by the National Association of Insurance Commissioners and may be used as a model nationally. To check on an insurer, you can either call 888-467-4195 or visit the website at www.nvinsurancealert.com.

Our second phase will broaden the efforts to reach consumers directly with television and radio announcements. Specifically targeting the insurance-buying public, messages will tell consumers how to detect and avoid fraudulent insurers and their attractive schemes. As individuals hear the broadcast messages during the second phase, the interest in and activity on the website and the toll-free line will undoubtedly increase.

We're proud of the efforts of the stateˇ¦s Division of Insurance to apply the best methods available in its regulatory practices, and to protect the insurance-buying public from companies that may look good on the surface, but have only bad intent. By working together, we are eliminating the opportunity for these deceitful operators to take advantage of Nevada citizens.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Las Vegas nicer with community service through cultural arts and performance

The City of Las Vegas and Thai Cultural Arts Association of Las Vegas(TCAA-LV) presented Thai Performing Arts Appreciation Day 2002 at Charleston Heights Arts Center on September 17, 2002.*1 It was co-sponsored by Mr. Jheri Psmyth - Kids for a Better Society; Dr. Tony Lei - President, Washington Business and Technology Institute (WBTI); Mr. Tim Wong - CEO, Arcata Associates; Mr . Raymond Lam - Vice President, Chinese American Citizen Alliance of Las Vegas; among others. Thai Cultural Arts Association of Las Vegas (TCAA-LV) on the occassion of the 9th anniversary saluted three awardees with Awards from U. S. Senator Harry Reid and U. S. Full with enthusianstic attendants in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials, appointed officers, business executives, and communiry leaders through the atmosphere of elegant and classic dance and music from Thailand.

TCAA-LV's Outstanding Performers Awards were Pannee Connolly, Robert Ashton, Nina Singchai, Kemika Sriprom, and Shirley Kaeratana.

WBTI has supported Thai Cultural Arts Association of Las Vegas (TCAALV) already more than ten years for its annual Thai Performaning Arts - Appreciation Day.*4 It is a vivid example for its proclamation and creed which are for the encouragement and promotion of academic research, community service, and humane spirit. "He who loves his brother abides in the light, and there is no cause for stumbling him. My little children, let us not love in word or in tongue, but in deed and in truth. Beloved, let us love one another, for love is of God, and everyone who loves is born of God and knows God. Beloved, if God so loved us, we also ought to love one another," said the Bible.*5

Dr. Tony Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.

Tourism development and prosperity for Nevada inspired and encouraged by Governor Kenny Guinn and Lt. Governor Lorraine Hunt

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*1

The annual "Governor's Conference on Tourism" was held by the Governor at Caesears Palace on December 15-17. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism.

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*2

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

In mid-October, the second top official of the State of Nevada and Nevada Commission on Tourism Exective Director Bruce Bommarito led an approximately 20-member delegation of state tourism, hotel, and private industry representatives on a ten days tour through Beijing, Hong Kong, Macau, and Shanghai.

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*3

Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.

In addition to the efforts of the City, County, and State of Nevada, Washington Business and Technology Institute has dedicated to help promote the cooperation and development of culture, education, and tourism among Asian countries and Nevada since its establishment on January 8, 1996. With Lt. Governor Lorraine Hunt's inspiration, Dr. Tony Lei and Sally Yu assisted successfully the establishments of the Sister States of Qinghai of China and Nevada, and the Sister Cities of Jiayuguan of China and North Las Vegas. Dr. Tony Lei, President of WBTI, has been honored by China Business Chain, Inc. (CBCI), Shangshai Development and Municipal Government Cooperation Office (SPMGCO), and China State Development and Planning Commission as Chairman of Nevada Expo Mission to China. He is also invited by Xiamen, Fujian, China to organize a team with high-ranking officials for both educational and business cooperation and development among Xiamen, Fujian, and Nevada. U. S. Congresswoman Shelley Berkely, Nevada Lt. Governor Lorraine Hunt, and Las Vegas Mayor Oscar Goodman have been invited as its honorable Chairpersons.*4

Lt. Governor Hunt also plans to work with Nevada's congressional delegation to improve the likelihood of opening the travel corridors between the United States and China. Members of the Civil Aviation Administration of China agreed to study the feasibility of direct air service to and from Las Vegas, as well as cargo flights through Reno/Tahoe International Airport. An Office in Beijubg will be opened by the Nevada tourism commission in March 2004 to further develop the Chinese market.

In reference to separate resort now being developed by Las Vegas Sands and Wynn Resorts, Lt. Governor Hunt pointed that, "With all of the Nevada gaming companies's casino projects going up in Macau, we're definitely on the Chinese radar."

Dr. Bill Eadington, Professor of University of Nevada, Reno, addressed the Governor's Conference on Tourism at Caesars Palace that the profitability of Wynn Las Vegas and the continuing transformation of the California tribal casino market are the biggest question marks facing the Las Vegas economy. "People are attracted to Las Vegas when there's something spectacular to see, " Professor Eadington said.*5

Impressed by the Chinese tourists' saying that "If you didn't visit Las Vegas, you didn't visit America," we need to put more efforts and wisdom together for the development and prosperity of our tourism through the multiple cooperation of construction industry, business organizations, cultural facilities, and educational institutions in Nevada.

"Through the perspectives by the nature and in reality, effective lauching for our tourism on the chinese markets will be more practical with an enphasize on the cooperation and development of business, cultural, and education among China, Malaysia, Singapore, and Taiwan. We can't just expecting them to come for visit or gaming. Good programs in education for them by the time at their visiting will be reallly one of the strenuous and fruitful reasons for many people to come to Nevada," said Dr. Tony Lei, Peresident of Washington Business and Technology Institute.

Barbara Buckley appoints Adjunct Associate Professor of GSBPA, WBTI

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*1

"Through the recommendation by our faculty members including District Judges Valorie Vega, Mark Denton, Family Court District Judge Cheryl Moss, and President of Paradise Democratic Club of Las Vegas John Ponticello; Ms. Barbara Buckley has been appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on March 27, 2004," announced Dr. John Wang, Spokesman of WBTI, on Monday March 29, 2004 in Las Vegas, Nevada.

Barbara E. Buckley was born in November 23, 1960; Philadelphia, Pennsylvania. She received her B. A. with honors from University of Nevada, Las Vega. Her education has enhanced with University of Arizona, J.D., Summa Cum Laude.*2

Barbara's Legislative Service include: Nevada Assembly, 1995-2003 -- two special and five regular sessions; Majority Floor Leader, 2001; Assistant Majority Floor Leader, 1997-1999. She is now the Majority Leader of Nevada Assembly.

Her affiliations are: Executive Director, Clark County Legal Services, 1996-present; 2001-present, Assisted Living Advisory Committee; Founder, Southern Nevada Affordable Housing Committee; Founding First President, CLASS Publication.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. Remarks were deliverred by past Honorees (who were in attendance): Charlie Waterman, 1980's; A.G. Frankie Sue Del Papa, 1990 (with a letter); Hon James H. Bilbray, M.C. Ret., 1991 (with response); U. The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled "Managemnt Behavior" published by Buffalo Publishing Inc. in 1989 (2nd Edition).

Together with his text book "Business Management," "Information Management," and "Management Behavior" had been used by Dr. Tony Lei as a reference book in National Taiwan University, National Chengchi University, and National Chunghsing University from 1975 through 1990.*5

GOV. GUINN ANNOUNCES DOUGLAS APPOINTMENT TO SUPREME COURT

CARSON CITY - Gov. Kenny Guinn*1 announced Friday that he has named Chief Clark County District Judge Michael L. Douglas of Las Vegas to the Supreme Court of Nevada, replacing Justice Myron Leavitt, who passed away in January.

Douglas will serve on the Supreme Court until January 2005, when Nevada voters will elect a new justice for Seat F.

"Judge Douglas has impeccable credentials and is a worthy addition to the Supreme Court of Nevada," Gov. Guinn said. "Since 1996 he has served with distinction as District Court Judge for the State of Nevada. As Chief Judge for the Eighth Judicial District, he is eminently qualified. Although replacing a man like Justice Leavitt - who was a good friend of mine - is by no means easy, Judge Douglas is a man of great intellect with all of the positive character traits that have always distinguished the great justices of our state." *2

Douglas was chosen by Gov. Guinn following recommendations from the Commission on Judicial Selection, which had selected Douglas, Las Vegas attorney Gregory Smith and Reno attorney David Hunter Hamilton as finalists.

"I would like to thank the selection panel and Chief Justice Miriam Shearing for their work leading up to this appointment," Gov. Guinn said. "I also want to thank all the candidates who applied for consideration and especially the other two finalists, Gregory Smith and David Hamilton, who had impressive credentials."

Douglas, 56, was born in Los Angeles, where he graduated from Dorsey High School. He earned a bachelor of arts degree from California State University, Long Beach, in 1971. He is a 1974 graduate of the University of California's Hastings College of the Law in San Francisco, Calif.

"I am greatly honored to receive this appointment from Gov. Guinn," Douglas said. "I am extremely excited for the opportunity to work with the other justices of the Supreme Court of Nevada during a very important juncture in the history of our state."

Douglas, a 22-year resident of Las Vegas, becomes the first African-American Justice in the 140-year history of the Supreme Court.

Douglas moved to Las Vegas in 1982. From 1982-84 he worked as staff attorney and directing attorney for Nevada Legal Services in Clark County. From November 1984 through December 1995, he served as Deputy District Attorney for the Clark County District Attorney's Office. Since 1996, he has served as a District Court Judge for the State of Nevada, primarily handling civil and criminal motion practice, evidentiary hearings, and jury and non-jury trials.

Douglas' membership in bar associations, professional or judicial societies as well as other organizations is extensive. He is a member of the Litigation and Rules Committee and Education Committee for the Judicial Council of the State of Nevada; he is currently the Vice President of the Nevada District Judges Association, having previously served as secretary, trustee and on the organizationˇ¦s Education Committee; he is President-Elect of the Nevada American Inns of Court, is a Judicial Delegate to the American Bar Association; has served on the Southern Nevada Disciplinary Panel, the Professionalism Committee and Access to Justice of the State Bar of Nevada, has served on the Education Committee of the Clark County Bar Association, served as President of the Las Vegas Chapter of the National Bar Association and is a member of the Nevada Gaming Attorneys, Pennsylvania Bar Association, Philadelphia Bar Association, National District Attorneys Association and American Judges Association.

U. S. Senator Harry Reid ......

Assistant Democratic Leader of the U. S. Senate and Senator Harry Reid has made a difference for Nevada. From humble beginnings in the tiny town of Searchlight, Nevada to the second highest ranking Democrat in the United States Senate, he has distinguished himself as a fighter for Nevadans and all American families in the corridors of power in Washington, D. C..

"Recognizing his trajectory in public service, the Las Vegas Sun said Reid 'has gone from underdog to Senate's top dog.' Parade Magazine, the nation's largest weekly identified Senator Reid as one of a handful of leaders in Washington who possess 'integrity and guts.'

"Since Nevadans elected him to the Senate in 1986, Harry Reid has developed a reputation as a consensus builder and an accomplished legislator. Even his Republican colleagues praise his reasoned, balanced approach. After Nevadans sent Harry Reid to the Senate for a third term in 1998, he was elected by his colleagues to serve as the Assistant Democratic Leader, also known as the Democratic 'Whip.' Reid provides valuable leadership to the U.S. Senate by guiding legislation through the Senate and securing the votes to pass key measures. The respected Washington publication National Journal observed that 'Senator Reid has quietly elevated a long dormant post.'

Since entering the Senate in 1986, Senator Reid has assembled an impressive legislative and leadership record for the people of Nevada. He has fought to bring much-needed funding for construction of schools and for hiring more qualified teachers in Nevada. In health care, Harry Reid has fought for the Patient's Bill of Rights as well as increased funding for cancer research, suicide prevention, and mental health initiatives. Harry has also fought for issues concerning senior citizens, including prescription drug coverage, long term care, and Social Security.

"Working hard to protect Nevada's environment, Senator Reid has established programs to preserve clean air and water, especially in Nevada's treasured Lake Tahoe. On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event and Party was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of Paradise Democratic Club of Las Vegas, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*5

This School, the Graduate School of Business and Public Administration (GSBPA) of WBTI, is proud to have Harry's acceptance as its Adjunct Professor of Administrative Strategies on May 31, 2003 at the Tea Party by many and most of the community and association leaders of the Asian American Community of Nevada (most of them in Las Vegas).

*Senator Harry Reid introduced a Congressional Resolution in honor of Sarah Winnemucca, the great educator and advocate for the Paiute Indian Nation, whose statue will be placed in the United States Capitol next year.

***Reid Seeks Relief from High Gas Prices

*Senator Reid continued his efforts to get relief for Nevada families who have been slammed by soaring fuel prices. Reid joined Senators Charles Schumer (D-NY), Ron Wyden (D-OR) and Barbara Boxer (D-CA) in urging the Bush Administration to release petroleum from the nation's strategic reserves until the supply is stabilized. Reid has also called for an investigation to determine whether price gouging by big oil companies was behind the recent spike in gas prices.*7

***Colombian President Delivers Report

*Senator Reid met with President Alvaro Uribe of Colombia on Wednesday to discuss Colombia's recent successes in combating drug-trafficking and fighting rebel groups, though the number of kidnappings and homicides still remain dangerously high. President Uribe called for greater business relationships between the two nations, and he noted the large numbers of Colombian Americans that reside in the Las Vegas Valley.

*Senator Reid met with a group of Nevada postmasters who were in Washington to support postal reforms.
*Members of the Nevada Jewish Federation thanked Senator Reid for securing funding for the Senior Lifeline program.
*Senator Reid met with educators from the University of Nevada Las Vegas, and with a group of students from the TRIO program, which helps disadvantaged students achieve their higher education goals.

Senator Reid received the "Pick and Gavel Award" from the American Association of State Geologists for his ongoing efforts to support the work of geologists and scientists in government. AASG President John Steinmetz, left, and Nevada State Geologist Jon Price presented the award to the Senator.

***Overtime Dispute Snags FSC/ETI Bill - A bill to repeal a tax break on U.S. exports was stalled in the Senate this week after the Republican leadership refused to allow a vote on a Democratic amendment to protect overtime pay for American workers. The overtime measure passed the Senate and was supported by the House last year, but was deleted by an appropriations conference committee at the request of the Administration.

***Reid Backs Asbestos Ban- Senator Reid joined Senator Patty Murray (D-WA) in calling for a ban on asbestos, which is responsible for thousands of deaths in the U.S. every year. Although 30 other nations have already banned this dangerous substance, more than 26 million pounds of asbestos were added to brake shoes, roofing materials and other products sold in the U.S. last year.

***Medicare Malfeasance - A Congressional Committee heard testimony this week from Medicare's Chief Actuary, Richard Foster, who disclosed that he was ordered to withhold from Congress information about the true cost of the Medicare prescription drug benefit. Foster's estimates showed the actual cost as fully one-third higher than the Administration's $400 billion estimate. The Senate Finance Committee is likely to hold hearings on the matter.

The Senate will convene Monday, March 29, at 1:00 p.m., and begin consideration of H.R. 4, the Welfare Reauthorization bill.
No roll call votes will occur on Monday.

GOV. GUINN ANNOUNCES AID FOR DROUGHT-STRICKEN WALKER LAKE

CARSON CITY - Gov. Kenny Guinn announced on Thursday that the Nevada Department of Wildlife (NDOW) has called for 13,588 acre-feet of water to aid drought-stricken Walker Lake. The move comes after a U.S. Ninth District Court judge ruled Monday to support a temporary transfer of water from the state's wildlife management area near Yerington.*3

Gov. Guinn*4 said the transfer is a "productive step" as a number of federal, state and local groups continue to work together in negotiating solutions to Walker Lakeˇ¦s diminishing water levels and the impact it is having on the lake's surrounding ecosystem.

"We appreciate the working groups and their ongoing efforts to facilitate positive discussions and solutions," Gov. Guinn said. "We know this is a temporary transfer, but we are hopeful that continued negotiations will result in a long-term solution."

Terry Crawforth, NDOW Director, called the action a "stopgap" measure that will allow the Walker Lake Mediation Group time to develop long-term solutions to aid the desert lake.

"Drought has really forced this issue, and with the Walker Lake ecosystem as we know it on the verge of collapse, we felt it was critical to act," Crawforth said. "Mason Valley Wildlife Management Area will be dryer this year, but we felt it was essential to do something now."

U.S. Ninth District Court Judge Edward C. Reed approved the transfer to change the place and manner of use of the water from state-owned Mason Valley Wildlife Management Area to Walker Lake. The temporary order will be in place through Oct. 31, 2004. In addition, NDOW has entered into an agreement with the U.S. Bureau of Reclamation that will provide a $2.3 million grant to the state to construct new infrastructure on the Mason Valley Wildlife Management Area to increase efficiency and improve wetlands on the area, while making additional water available to Walker Lake.

"We have so many partners to thank in this effort," Crawforth said. Gov. Guinn was particularly effective in requesting funding from the Department of Interior and establishing the Walker Lake Mediation Group. In addition, U.S. Sen. Harry Reid's efforts to acquire Terminal Lakes funding was instrumental to the project." Partners included the Bureau of Reclamation, Sen. Reid, the Bureau of Indian Affairs, the Walker River Irrigation District, Lyon, Mineral and Mono Counties, the Walker River Paiute Tribe, along members of the Walker Lake Mediation Group.

The water that would have been used to support the wildlife management area will flow down to Walker Lake. The area will be dried temporarily to allow leveling and reconfiguration of wetland units, which will increase the benefit to wildlife over the long term. Infrastructure construction will improve water delivery systems and increase the holding capacity of wetlands that support a number of wildlife species. The increased efficiency on the area will allow increased inflows to Walker Lake over the long term. The Bureau of Reclamation grant is funded under Sen. Reid's Desert Terminal Lakes Program.

"The improvements on the management area will improve wildlife habitat at Mason Valley, while giving Walker Lake a temporary shot in the arm that it needs," Crawforth said.

NDOW staff immediately called for the stateˇ¦s full allotment of 13,588 acre-feet on Tuesday, and increased flows have already entered the system. It will take about two months of water flows for the full transfer to occur. The Bureau of Indian Affairs has completed a strategy called the Weber Operational Plan, to address operational releases of upstream water deliveries. That plan will be used to monitor the success of the project.

Rich Haskins, Fisheries Bureau Chief for NDOW, said any water will be helpful in reducing the excessive salinity and alkalinity that now affect the overall health of Walker Lake.

"The total dissolved solids are in excess of 15,000 mg/liter, which is the highest in the recorded history of the lake," Haskins said. "Those levels threaten our ability to manage Walker Lake as a recreational fishery. The ability of the tui chub, the forage fish in the lake, to spawn is impaired, as is our ability to stock fish. The loss of tui chub impacts fish-eating birds, such as the common loon that Walker is known for, as well as the Lahontan cutthroat trout, our state fish, that is found at Walker Lake."

"Water from the state wildlife area may only reduce total dissolved solids levels slightly, but this is progress and we know continued negotiations are the real answer." *5

One of our effort to love our people, land, and country

Due to efforts undertaken by Nevada and California, it's official: the air in the Lake Tahoe Basin contains lower levels of exhaust gases than it did in the 1970s. On February 13, the U.S. Environmental Protection Agency (EPA) reclassified the Nevada side of the Lake Tahoe Basin as having attained the National Ambient Air Quality Standard for carbon monoxide, a colorless, odorless, poisonous gas that is one of several pollutants contained in motor vehicle exhaust.*2

This reclassification resulted from many years of hard work by several different agencies. The State of Nevada, through the Nevada Division of Environmental Protection, has been monitoring the air at Stateline since 1975, when data showed that the national carbon monoxide standard was being violated. Consequently, the entire Basin was designated as a non-attainment area. The Nevada Division of Environmental Protection partnered with the Tahoe Regional Planning Agency and the California Air Resources Board and developed a plan for reducing carbon monoxide to acceptable levels. Nevada and California's plans were approved by the EPA in 1984.

Due to plan implementation, begun in the mid-1970s, the levels of carbon monoxide in the Basin have not exceeded the federal standard since 1978. However, once a site has been found in violation and is designated as a "non-attainment" area, a major effort is required to prove compliance with the federal standard has been achieved.

It was not easy to get a re-designation, but Nevada was able to provide 25 years' of quality assured data to demonstrate attainment.

The improvements in air quality at Lake Tahoe can be attributed to a number of factors, including refinements made in automobile technologies and implementation of local changes such as synchronized traffic lights, improved public transit, and expanded bike trails and parking capacity.

Today, a 10-year maintenance plan is in place, ensuring complete compliance with the standard in the future. The State of Nevada and its partners in California, including local governments in both states, have committed to continuous tracking of carbon monoxide concentrations and adherence to contingency plans, which address problems that may arise in the future. Though these efforts, the Lake Tahoe Basin will retain the premier environmental characteristics that have long made it "the gem of the Sierra." *3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Summerlin --- the famous and modern community in Nevada, U. S. A.

During the past eleven years, Summerlin has been the fastest growing Master Planned Community in the country. Located along the western rim of the Las Vegas valley, this community offers a unique lifestyle to its residents. Surrounded by the Red Rock Canyon National Conservation Area, Summerlin consists of several villages of residential properties, schools cultural centers, shopping, parks, trails, professional and medical facilities and golf courses. More than one-third of Summerlin's acreage is designated as open space, which includes parks, trails, golf courses and nature trails. Ours in Summerlin is something good for many people!

"The enormous Summerlin community is the most celebrated development in the northwest region of Las Vegas. In 1999, Summerlin let the country in new home sales among mater-planned communities with 2,281 homes sold, a 17 percent increase over the previous year. Within this community, there are 170 models to choose from, priced between $100,000 and $1 million. Other communities in the region include Queensridge, a 1,100-acre, master-planned community with a residential complement of 850 acres; the Lakes, which offers residents lakeside homes with boating and fishing; and Los Prados, an active adult community. The near northwest is home to one of Las Vegas' oldest neighborhoods; know locally as the Scotch 80s," described in the post.*2

Many institutions such as Nevadan U. S. I received my M.B.A. and Ed.D. in Institutional Management from Pepperdine University, Malibu, California, but my knowledge and experience will be also important for me to service our community together with my sincere and humble personal traits.

Seniors United Means Senior Power! --- A tribute to Lillian Wallace as the Editor of its "The Highlights Magazine"

If there were no Lillian Wallace, there would have no Seniors United, and especially there would have no "The Highlights Maganize" since 1966. The lady has vanished, but her spirit remains with us. This is the forth anniversary of its publication for the Volume III, Issue X on March 2000. In order to have our response to the creed of Seniors United --- for the people, it is a good thing to post some of the contend published by the Issue X as in the following: *1

I am not going into any lengthy details about Dr. Tony's ability to reign as our Executive Vice President. The "Nevada Examiner" has done a fantastic job of telling us all about him and therefore I do not want to be repetitious. You can read all about the good doctor in the pages ahead.

Dr. Lei points out : Knowledge, calls ultimately, for a life of service. We should continue to work for the prosperity of our society more diligently.

We side-tracked our guest speakers for a few moments to introduce our newly elected Executive Vice President, Dr. Tony Lei, who really does not need any introduction at all. Tony and his delightful wife, Judy, have been members of S.U. for a few years. Both of them are on our executive board as advisory members.

But today was a bit different. Tony was being installed as our Executive Vice President by Judge Mark Denton, a very dear friend to all of us. Judge Mark always tries to make our forums even though it may only be to say "Hello" and off he has to go.

Dr. Tony Lei will be of the greatest force in getting the most important people to our doors. He knows about everyone of importance in Nevada and I am sure he will share all of them with us, particularly his Thai affiliations. Dr. Tony has had quite a few of his friends become our members and we thank them all.

We are very grateful to the "Nevada Examiner," an American Asian newspaper that prints all the news about Seniors United. This is a great benefit to us because we become very well-known in the American Asian and Thai communities. We have Dr. Tony to thank for this coverage that reaches over 20,000 people.

Dr. Lei sends his best regards to everyone and is looking forward to seeing all of you again as we all are.

On page 22 through page 24 were its reproductions of the three feature articles with photos published by "Nevada Examiner".*2 The titles of the articles were: (1) Seniors United elected Dr. Tony Lei Executive Vice President. (2) Dr. William Thompson appointed Director of PAI by WBTI. (3) Sheri Vogel appointed PAI Associate Fellow by WBTI. Tiffany Chang was the Author of the three articles.

On page 25, it was a letter written by Sheri Cane Vogel, Project Administrator of Senior Citizens Law Project, on Februar 7, 2000. Sheri wrote Dr. Tony Lei that, "I have just received your fax of the article wherein WBTI appointed me as PAI Associate Fellow. Please let me convey my extreme gratitude for such an honor. Serving the needs of our senior citizen population has been a passionate goal of mine and I look forward to working with the Public Administration Institution (PAI) in improving the lives of the senior citizens in our community.*3

Welcome to Graziadio Alumni Events of Pepperdine University

The Graziadio School of Business and Management has enjoined one of the highest reputation for Pepperdine University.*1 To educate executives and managers with innovative knowledge and modern technology is a core competency of the Graziadio School . "Indeed, this year has marked a number of significant benchmarks for the Graziadio School. This fall we welcomed the largest class of full-time M.B.A. students in our school's history," said Dr. Linda Livingstone. "In a time when many business schools have been challeged by decreasing student enrollment, this drasmatic increase --- up more than 305 from last year --- was both a testment to the quality of our curriculum as well as the hard work of our committed staff and faculty. This year's class boasts an average GMAT score of 636 and includes students from more than a dozen countries."*2

A distiguished group of professors and consultants joined corporate human resource professionals to discuss wide-ranging issues in leadership development at The Graziadio School's second annual Executive Learning Forum in Pepperdine University. The event was created and facilitated by Dr. Robert Fulmer, Virtue Professor of Management at The Graziadio School. It was held at the Malibu Campus of Pepperdine Univesity on March 16-17, 2001.

The Forum has faciliated the "real-world" management practice for the School's MBA programs. One of them is designed for experienced managers, while the other is designed for presidents and key executives (MBA/PKE).

"One of the Graziado School's core is its ability to successfully address the unique challenges of executive learning. This forum is an important part of an effort to extend Pepperdine's reputation and recognition in this arena. It provides an opportunity for world-class thought leaders in knowledge creation, knowledge dissemination, and knowledge utilization to come together in an informal setting to discuss the key challenges of executive learning and leadership development ," said Dr. Robert Fulner.*3

The program of MBA/PKE is made available exclusively to executives in senior management positions and to entrepreneurs. This is an integrative academic program of professional education directed toward substantial gains in executive competence. The Forum may become a creative design as a mentor for lauching the program locally, nationally, and internationally.

Professor Fulmer opened the forum by asking participants to share what major insights or learning they had acqires during the past year along with the changes that had impacted their industries since the previous year's forum. For many, technology and the impact of Web-based intelligence had been instrumants of change. Other participants note challenges due to mergers and organizational changes.

The participans of the Forum included: Nancy Adler, McGill University professor and author; John Alexander, president of the Center for Creative Leadership; Doug Anderson, founder and managing partner of the Center for Executive Development; Jay Conger, professor of leadership at The London Business School and the University of Southern California; Linda Doyle, president and CEO of Havard Business School Publishing; Bob Fogel, president of Harvard Business School Interactive; John Humphrey, chairman of the Forum Corporation; Marshall Sashkin, author and George Washington University professor; Edgar Schein, MIT professor, author, and leadership consultant; Steve Stumpf, author, professor, and former dean of professional development at Booz Allen Hamiton. The Graziadio School was represented by its Dean Otis Baskin and eight faculty members.

Questions such as "What are the new partnership that we need to create, and how can these be structured?" and "What would it be like if our work were truly important to the world?" were asked by him for the participants to give responses. These themes, woven throughout the forum, triggered lively exchanges among the panelists. At the conclusion, many were already anticipating the next forum.*4

"Rapidly accelerating change is the critical challenge in virtually every industry today. The complexities of our world demand managers and workers with dramatically increased capavilities. The Grsaziadio School has been developing value-center leaders for mor than a quater century. During that time, it has become the premier provider of quality business talent in California and the western United States." said Dr. Linda Livingstone*5 Dr. Livinstone has been the Dean of this School since June 1, 2002. She received her B.S., M.B.A., and Ph.D. from Oklahoma State University. Dr. Livingstone will bring an international perspective to Pepperdine University. She has helped develop and teach courses in an MBA program in Jinan, China.

At the time of Dr. Linvingstone's appointment, Dr. Tony Lei wished her endeavor to lead the Graziadio School into this millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School and WBTI. "The spirit of both innovation and pioneers has motivated America to be a leading and prosperous country in the world. As an integrative academic program of the professional education directed to substantial gains in executive competence, modern technology, innovative knowledge, and spirit of entrepreneurship; an unique feature of one week workshop in Las Vegas for the cooperated MBA/PKE Program should be designed for the Chinese speaking business executives and owners of the international world mainly from China, Malaysia, Singapore, and Taiwan," said Dr. Tony Lei, President of Washington Business and Technology Institute.*5

"International students are drawn to the U.S. for its educational and employment opportunities. In many cases, these individuals speak multiple languages and are experienced in global business. The cultural expertis and business savvy they offer can really help to move your business forward" said Nicole Hall, Director of Career Resources for Pepperdine University's Grazidio School.
