Gibbons This past week brought a great victory to the students of Nevada. The compromise we reached for education funding gives me great hope for a brighter future for Nevada’s children. My budget contained record increases for education--18 percent for kindergarten through 12th grade and 16 percent for higher education. It also contained the concept of Empowerment schools. When it came to compromise, the legislative leadership of both parties and I all yielded a little and by doing so our children gained a lot. Empowerment is my proposal to give individual principals and their schools the power to manage their own budgets, curricula and schedules to best serve their unique student populations. This compromise ensures that empowerment receives the meaningful pilot program it deserves in Nevada. A total of 29 schools will be empowered in ten Nevada counties. In addition, teachers will get a six-percent pay increase over the next two years. Career and technical education programs will get an additional $7 million over the biennium. Further, the Innovative Education Fund, which has been working wonders in school districts like White Pine County, where student achievement has increased dramatically, gets roughly a $17 million infusion. Higher education also kept the increased per-student funding which I proposed and even managed to achieve more than $50 million in "hold harmless" funding, which protects college and university budgets even when enrollment falls below projections. I cannot take credit for supporting every successful education program. Nor can I say I won all that I wanted to achieve for our schools. However, I believe all of us involved in the process, especially Senate Majority Leader Raggio, Speaker Buckley and I, acted in what we believed was the best interest of Nevada’s students. The Governor's quest for tax breaks for businessmen threatened this session's goal of making critical improvements in our schools and much-needed help for our teachers. Because of the Gibbons' "Education First" initiative, the legislature must pass the education budget first. With six days remaining in the mandatory 120 day legislative session, your legislature has yet to pass a single budget. The education budget has been, in fact, held hostage to tax breaks that the business community has yet to indicate was a priority. The fact that the Education First law has been used as a political tool for leveraging a single politician's agenda is not surprising for all of us who fought for a new direction in Nevada. For now, it's politics as usual here in sunny Carson City. While the Senate's Democrats did not attend the press event yesterday, we will continue to work to pass the very best budget that can be of some value to the people of our state, and we'll continue to work on some key points left out of the press announcements today. This is that moment of the legislative session where we are between a rock and a hard place: the rock being a 120 day session with an education budget first mandate, and the hard place being the Governor's policy priorities. I will tell you that I will never compromise my values, and will try to make the best of a difficult and messy situation. In just a few short months, we've gone from "Education First" to education worst. We have now been listed as 50th in the country by the Congressional Quarterly. This is unacceptable. Reid Fights Legislation to Revive Yucca Mountain By Harry M. Reid*1 This week, Senators Pete Domenici (R-NM) and Larry Craig (R-ID) introduced legislation that would be especially shortsighted and dangerous for Nevada if it ever had a chance of passing. The Nuclear Waste Access to Yucca Act (NU-WAY) is a last-ditch effort to try to salvage the dying Yucca Mountain project by gutting laws that protect our environment and public health. NU-WAY would permit the Department of Energy to begin shipping nuclear waste to Nevada before the proposed repository has even received a license. If this bill ever passed, it would force Nevada to serve as a temporary above-ground nuclear waste dump for decades. As Nevada抯 senior senator, I will leverage my position as the Senate Majority leader to ensure that this bill is dead on arrival.*2 We should not try to change federal law and lower our safety and health standards for Yucca ?we need a solution to nuclear waste that lives up to American standards. ------------------- Solving the Nuclear Waste Problem While nuclear energy powers 20 percent of our country, it creates thousands of tons of one of the most harmful substances known to man. Over two decades of work at Yucca Mountain show that it is not a solution for nuclear waste. The science behind Yucca is corrupted and riddled with politics. We need a real solution that does not attempt to defy scientific reality. That is why I have worked with Senator Ensign to find a solution to this problem. Earlier this year, we introduced the Federal Accountability for Nuclear Waste Storage Act. Under our proposal, the DOE will take ownership of nuclear waste and store it safely at nuclear power plants where it is produced. The waste will be in secure dry casks, which have a long and proven record of safety. Nevadans will be assured that nuclear waste will never be stored at Yucca, and all Americans will be safer without spent nuclear fuel being shipped past communities home to 250 million people. Dry cask storage is already here to stay. More than half of our nation抯 nuclear power plants already store nuclear waste in dry casks, and according to the Nuclear Regulatory Commission, it is safe for over one hundred years. Dry cask storage saves taxpayers money, is safe and secure, and gives us time to find a scientifically sound solution. Best of all, it allows us to achieve these goals without putting our nation at risk of nuclear terror on highways. It saves us from a potential public health catastrophe in Nevada . Please rest assured that I am seeking a scientifically sound long-term solution to our nuclear waste problems. Gibbons It is with both pride and sadness that we celebrate Armed Forces Day on Saturday, May 19th. Our sadness comes partly from the confirmation that we have lost Carson City native Sergeant Anthony Schober. His parents have had to endure the torture of not knowing the fate of their son…only to learn that he was one of four soldiers killed in Al Taqa, Iraq, when their patrol was attacked on May 12th. We also mourn the loss of Sergeant Coby Schwab. Although Sergeant Schwab listed Puyallup, Washington as his hometown, his family lives in Henderson, and young Coby spent most of his life there. He is being buried on Armed Forces Day at Southern Nevada Veteran Cemetery in Boulder City. Our thoughts and prayers go out to these families and their loved ones. We also pray for the safe return of the three soldiers in Sergeant Schober’s patrol who still have not been found. Our pride comes from what these young Nevadans fought for and paid the ultimate price for—freedom. By fighting terrorists on foreign soil, they helped deter terrorist attacks here on our home front. A good place to feel that pride is Hawthorne, Nevada, at the annual Armed Forces Day parade. The people of Hawthorne could well define “patriotism” for the rest of America. You cannot watch without feeling American pride, or without feeling a deep connection to Nevada, to our great nation, and to the brave men and women—including many Nevadans—who serve us all. Reid*1 It~{!/~}s time to fix America ~{!/~}s broken immigration system with a policy that is tough on those who break the law, fair to taxpayers, and practical to implement.*2 This week I introduced the Comprehensive Immigration Reform Act of 2007. This is the same bill that passed the Senate with broad, bipartisan support last year. In fact, 23 Republicans voted for it. Unfortunately, the bill was killed by conservative Republicans in the House of Representatives. This bill addresses the problems of illegal immigration through strengthening border security, reuniting families, creating tough and smart workplace enforcement, and bringing 12 million people out of the shadows of our society. Today, there are more than 12 million undocumented immigrants in our country. The vast majority of them are law-abiding, productive people, who have contributed a great deal to the spirit, culture, and economy of America . However, it is imperative that we know who is in our country and who is crossing our borders. We need to stem the flow of illegal immigration by passing reform that includes strong and effective border patrol and tough sanctions against employers who hire undocumented immigrants. We also need a new worker program and an opportunity for undocumented workers who are already here to earn their way to U.S. citizenship by getting in the back of the line, working hard for several years, paying taxes, learning English, passing criminal background checks, and paying fines and penalties. Our nation~{!/~}s diversity is what makes us strong. America has proudly provided hope for those who yearn to be free. I have stood firm in this commitment. One of Nevada抯 greatest challenges over the next decade will be finding money to pay for road construction. Clogged transportation arteries threaten our commerce and our quality of life, especially in southern Nevada, where new residents and new visitors bring thousands of additional cars every month. Others have proposed meeting this challenge with new taxes. I reject that proposal, not only because it violates my commitment not to raise taxes, but also because the 搒olution?of additional taxes would only add to the problems by further threatening our commerce and eroding our quality of life. Yesterday on the Capitol steps in Carson City and today at the Highway Patrol抯 Southern Command Traffic Management Center in Las Vegas, I unveiled a plan to raise more money for transportation梬ithout raising taxes. My plan relies on the reallocation of a fraction of the growth we project in existing taxes, such as the hotel room tax, vehicle sales tax and live entertainment tax. For example, 1.5 percent of future Clark County room tax would be reallocated to road construction in Clark County, where tourist traffic contributes to gridlock. It does no good to bring more visitors here if they have a bad experience because our transportation system can抰 accommodate them. Growth must pay for growth. Not only do tourists deserve a pleasant visit, but Nevadans deserve safe and convenient trips to work, to the grocery store and to drive their children to school. Not everyone will like this plan, but I believe it is fair and it will work. Through the use of bonds, my proposal is projected to raise about $2.5 billion for statewide road projects over the next eight years. I believe it is the right thing for Nevadans, because it takes a giant step toward solving our transportation problems厀ithout raising taxes. I remain committed to providing essential state services, while holding the line on taxes. Lei May 11, 2007 Not just another Day (2 Peter 3) A Sermon on lifestyle evangelism (ST104OL) ]]] Introduction It was just another day. I was in my 2nd year of college at UNLV. One evening, my brother and I went to play tennis at a park. The courts were all taken. But, we saw two little Chinese teenage girls playing tennis. The man watching them told us that one of the girls is ranked and is related to an Asian sports star. After talking with us a while, he offered to let us play with the little teenage girls. I can remember the girl’s devious smile as they watched these 2 older guys coming to challenge them. We thought we were good. But we were beaten pretty badly by these little girls. Before they left us beaten and embarrassed, the man invited us to their youth group’s Christmas party. And the rest is history. We went to the youth group party and saw the love there. We started going to the youth group and the church and pretty soon we became part of the Christian family there. God’s patience God is patient with all of us. I became a Christian at the age of 20. Think of how patient God is to wait so long for me to come receive the gift of salvation? Can you wait 20 years to marry a girl you love? Maybe Jacob can wait 7 years and end up working 14 years for Rachel. Abraham waited 15 years for a son after God gave him the promise. How long did God wait for you? 2 Peter 3 is our text for today. Vs. 8-9 tell us, “But do not forget this one thing, dear friends: With the Lord a day is like a thousand years, and a thousand years are like a day. The Lord is not slow in keeping his promise, as some understand slowness. He is patient with you, not wanting anyone to perish, but everyone to come to repentance.” God’s desire is that all will repent and believe in His Son. Does that mean everyone will believe and be saved? Do you believe those who don’t know Christ are really lost? Recently, I had a conversation with a person about this. The exclusive view that salvation is only through knowing Jesus Christ as Lord and Savior is hard to talk about when we try to fit into society’s diverse views. If you were to tell people Jesus is the only way to be saved, how will people respond? Would they think you are arrogant, judgmental, and narrow-minded? John 3:18, which is rarely quoted compared to John 3:16 says “Whoever believes in him is not condemned, but whoever does not believe stands condemned already because he has not believed in the name of God’s one and only Son.” I know how heavy it is for this truth to really sink in. Despite how happy, successful, or nice people can be, without knowing Christ as Lord and Savior, they can’t be saved from their sins. What is God’s promise? Jesus will come back to judge the world. Vs. 10. “But the day of the Lord will come like a thief. The heavens will disappear with a roar; the elements will be destroyed by fire, and the earth and everything in it will be laid bare.” So, how should we live since we know this will happen? What should we live for? Where should our hearts be? What should be the focus of our life? God’s standard What is God’s standard? Is it just to be like everyone around us? Is it just to be a little better than people around us? So, if others say 10 bad words a today, we just say 5 bad words a day. If others say 10 bad things about others a today, we just say 2 bad things about others a day. If others do 10 bad things a day, we just do 2 bad things a day. Is that enough? Would God be satisfied with this kind of living. Vs. 11-12a says, “Since everything will be destroyed in this way, what kind of people ought you to be? You ought to live holy and godly lives as you look forward to the day of God and speed its coming” According to the Barna research group, “The Concept of Holiness Baffles Most Americans” Overall, three out of every four adults (73%) believe that it is possible for someone to become holy, regardless of their past. Only half of the adult population (50%), however, says that they know someone they consider to be holy. And that’s more than twice as many who consider themselves to be holy (21%). The views of born again Christians are not much different from the national averages. Among born again adults, three-quarters (76%) say it is possible for a person to become holy, regardless of their past. Slightly more than half of the born again group (55%) say they know someone who they would describe as holy. And roughly three out of ten born agains (29%) say they are holy, which is marginally more than the national norm. When pressed to describe what it means to be holy, adults gave a wide range of answers. The most common reply was "I don’t know," offered by one out of every five adults (21%). Other responses fell into categories such as "being Christ-like" (19%), making faith your top priority in life (18%), living a pure or sinless lifestyle (12%), and having a good attitude about people and life (10%). Other response categories included focusing completely on God (9%), being guided by the Holy Spirit (9%), being born again (8%), reflecting the character of God (7%), exhibiting a moral lifestyle (5%), and accepting and practicing biblical truth (5%). Once again, the responses of born again and non-born again adults were virtually identical. Pointing to data from several of his recent surveys on spiritual maturity in the U.S., Barna noted, "To initiate the education of people regarding holiness, we must arrest their attention and teach its importance. To align their hearts with the notion of being holy, we must move them away from a ‘cheap grace’ theology and replace people’s self-absorption with focus on God and His ways. To help them pursue holiness, we must help them comprehend and accept biblical theology regarding God, Satan, the purposes of life on earth, the nature of spiritual transformation and maturity, and the necessity of bearing spiritual fruit." If all Christian live according to the commands of Christ, we would be better witnesses to the world. Do you think being better witnesses to the world will have an impact on people coming to Christ? Think of how many godly people God used to help you in your journey to know Christ? Think of all the missionaries who went all over the world to share the love of Christ? Then, think of how many non-Christian you know who complain about the hypocrisy of Christians and the church – present and past. No matter what we say to them, their mind is made up. They don’t like the hypocrisy among Christians. They like Christ, but not what they see in Christianity. What I want to talk about today is lifestyle evangelism. We live as Christ’s witnesses, in holy fear of God, looking forward to His coming. Vs. 14 “So then, dear friends, since you are looking forward to this, make every effort to be found spotless, blameless and at peace with him. “ God’s salvation Why is God taking so long to come back? What is His purpose? Vs. 15 tell us “Bear in mind that our Lord’s patience means salvation, just as our dear brother Paul also wrote you with the wisdom that God gave him.” We don’t know when Jesus will come back. But we know that everyday he is not back yet is another day that someone can come to Christ. We must remember that everything is a day of salvation, not just special Sundays or special outreach. Each Saturday we are at the Carrollton Supermarket passing out flyers from 3:30-5pm. I hope you can come join us. How many times in a week you can invite strangers to church? You never know if someone who never went to a church comes by, sees us and started asking questions. People are looking for the meaning of life. As someone has said we have “a God shaped vacuum in our hearts”. Ecclesiastes 3:11 says: “He has made everything beautiful in its time. He has also set eternity in the hearts of men; yet they cannot fanthom what God has done from beginning to end.” People may not know all of the bible, but God created them with a sense of eternity. They hoped at the end of life that this is not the end. There’s more to it. Deep inside, we know there’s more to life than eating and drinking and working. The Heavenly Father’s purpose is that we may come to our senses and be restored to a relationship with Him. Two years ago, when we were on the mission trip in Taiwan, we were eating at a restaurant. It was small family owned restaurant. They had a dog in the back too. I guess he eats all the leftovers. It was a beef soup noodle place. So, we were just sitting there, enjoying the meal, talking and laughing. The husband owner found out we are Christians. Before we left, this elderly man humbly admits to us that he needs Jesus. We scheduled a time to go visit him. I didn’t go on that visit. But I heard he wept and accepted Christ when we shared with him the gospel. He said when he heard us laughing and talking, he has never seen such a happy group of people before. So, just being who we are fellowshipping in Christ has a powerful attractive force to the world. I remember how I was attracted to the love among members of the youth group when before I was a Christian. Last year when we were in that restaurant again, we met a young man and he also accepted Christ when we shared with him. Was it a coincidence? Are you willing to believe that God can do all things? Is there something that is hard for you to believe God can do? Are you praying and watching for God to do something everyday? Conclusion We see today that God’s patience shows His desire is that all can come to repentance and know Jesus Christ as their Lord and Savior. We see God’s standard for us is to live holy and godly lives. Our lives are part of God’s plan to save the world. Finally, we see how great is God’s salvation. How patient God is willing to endure our unbelief until we repent. How patient God is for us Christians to repent and live according to His ways. How He wants us to live in such a way that we can truly be witnesses for Christ. Let us not waste each Day of Salvation that the Lord gives to us. By Dr. Dina Titus Dear Tony, In this era of unprecedented military deployments and heavy use of the states' National Guard units, the Nevada Army and Air National Guard can stand tall, and every Nevadan is deeply grateful to each member of the Guard and his/her family. But it's time to bring our citizen soldiers home. Today, Nevada has 300 men and women of our National Guard deployed in Iraq. Over the course of this conflict, about 1500 guardsmen have served there for some length of time. Two have made the ultimate sacrifice, giving their lives for our great country, and 200 have been injured in the line of duty. The complete information of a modified flier will be posted in the morning on or before May 14, 2007.No-New-Taxes Transportation Plan Unveiled By Bob Beers I was pleased to work with a group of legislators and Governor Gibbons over the past three months to try and understand Nevada's transportation "crisis" - and to come up with a common-sense solution to the crisis. That plan was released today, and will likely be in the news tonight and tomorrow. What follows is my own commentary on the plan, revealing opinions not neccesarily shared by all of the people who worked on the Republican proposal. The Crisis I have come to the conclusion Nevada's roads "crisis" is exaggerated. There is no doubt we have some highway construction challenges. Three big ones are: Nevada's gas tax, levied in pennies-per-gallon rather than as a percentage, loses purchasing power to inflation year after year. Our cost of road construction naturally inflates with America's paper-backed federal monetary system, but our gas tax proceeds do not. To put it another way, the percentage of your gasoline fill-ups that goes to fund highway construction has been steadily shrinking for more than a decade. Under Governor Guinn's management, Nevada has gone on a borrowing spree. When he started as Governor, only a small portion of our highway fund income was used to pay down our debts. Today, a large portion of our highway fund income goes to pay our debts. In Guinn's defense, he went on this borrowing spree while interest rates were at their lowest, and allowed Nevada to spend money on road projects much faster than our population has been growing. Governor Gibbons inherited a Nevada Department of Transportation that was unleashed and out of control. The Legislature ordered an audit in 2003, which Governor Guinn vetoed without explanation. The agency had stopped performing FHWA-prescribed "Benefit-Cost Analysis" to prioritize projects in 1995 because the process's results differed with the increasingly political prioritization of projects taking place at DOT. Governor Gibbons almost immediately upon taking office appointed a new director of the Department of Transportation who has vowed to fix the agency, return transparency and accountability to it, and re-institute "Benefit-Cost Analysis." The False Crisis Governor Guinn created a "Blue-Ribbon Commission" on transportation a few years ago. This group met a number of times over the past two years, and issued a report finding that Nevada had a "$3.8-billion deficit" in road construction. Their report included a list of 10 superprojects to support this "deficit" and a recommendation for tax hikes. Also, during this legislative session, radio ads have run in both ends of the state, urging citizens to contact their legislators to demand that taxes be raised to solve the "crisis" described by the Blue Ribbon Commission. However, with the exception of employees of the road construction companies who paid for the radio ads, very few Nevadans have sent in emails demanding taxes be raised to fund more road construction contracts. And new information on the Blue Ribbon Commission report has cast its conclusions in a dim light: It turns out almost half of the Blue Ribbon Commission's members (6 of 14) work for local governments in Nevada. On the surface, this makes sense - they're closest to where the rubber meets the road, so to speak - but the Commission immediately banned discussing the most sensible funding solution, local government cost-sharing. The list of ten project is not well thought out. It includes at least one project that a very recent "Benefit-Cost Analysis" report says has a negative ratio, meaning the project should not be built at all - much less would create a crisis by not building it. This corroborates my early criticism of the Commission's list of "crisis" projects. The Blue Ribbon Commission's entire report must now be viewed with a very critical eye, understanding that it was guided by DOT personnel who included a list of "crisis" projects that included at least one inappropriate project, and whose seminal conclusion (that we have an unfunded deficit requiring tax hikes to solve) may well be faulty. What to do? I am not sure we need an immediate response to this "crisis". It appears contrived by folks interested in things other than moving Nevadans comfortably from point A to point B. But I could be wrong. That's why I was proud to stand behind Governor Gibbons today while he outlined his plan to spend a bunch more money building roads, without raising taxes.
