Originally from California, Nevada Assemblywoman Valerie Weber moved to Nevada in 1990. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships. She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program. She just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000. Valerie is the owner of Collaborating Solutions. She is accredited in Dr Goleman抯 360-competency assessment instrument in Emotional Intelligence (ECI). An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University, she has good knowledge to consult in business.*1

As a famous Assemblywoman and the Minority Whip of Nevada Assembly, Valerie Weber has been also a professional member of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) for four years.

Paradise Democratic Club of Las Vegas held "Outstanding Democrat of the Year" 2003 Champagne Reception Party

"Dear friends: It gives me great pleasure to welcome each and every one of you to our 'Outstanding Democrat of the Year' award ceremony tonight," wrote John Ponticello, President of the Paradise Democratic Club of Las Vegas on its commenmorative Journal. The Journal was published by the Club on April 8, 2004 in Las Vegas, Nevada.

This year's event was held on Thursday April 8, 2004, 7 to 9 PM at Bally's hotel Skyview room on its 26th floor in Las Vegas.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*1

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*2

"Through the recommendation by our faculty members including District Judges Valorie Vega, Mark Denton, Family Court District Judge Cheryl Moss, and President of Paradise Democratic Club of Las Vegas John Ponticello; Ms. Barbara Buckley has been appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on March 27, 2004," announced Dr. John Wang, Spokesman of WBTI, on Monday March 29, 2004 in Las Vegas, Nevada.

Barbara E. Buckley was born in November 23, 1960; Philadelphia, Pennsylvania. She received her B. A. with honors from University of Nevada, Las Vega. Her education has enhanced with University of Arizona, J.D., Summa Cum Laude.*3

Barbara's Legislative Service include: Nevada Assembly, 1995-2003 -- two special and five regular sessions; Majority Floor Leader, 2001; Assistant Majority Floor Leader, 1997-1999. She is now the Majority Leader of Nevada Assembly.

Her affiliations are: Executive Director, Clark County Legal Services, 1996-present; 2001-present, Assisted Living Advisory Committee; Founder, Southern Nevada Affordable Housing Committee; Founding First President, CLASS Publication.

Barbara has the following personal and professional achievements: Access to Justice Public Lawyer of the Year Award, State Bar of Nevada, 2000; Nicholas J. Horn Award, Nevada State Medical Association, 1999; Recognition Award, Southern Nevada Center for Independent Living, 1999; Outstanding Contribution in Shaping Health Care Policy, 1999; Nevada Nurses' Association; Positive Approaches Award, 1999; Legislator of the Year Award, Nevada Association of Social Workers, 1998; Consumer Advocate of the Year Award, Nevada Trial Lawyers Association, 1998; Brocho de Oro Award, Hispanics in Politics, 1998; Legislator of the Year Award, Nevada Medical Political Action Committee, 1997; Special Achievement Award, American Association for Retired Persons, 1997; Women of Achievement Finalist, Las Vegas Chamber of Commerce, 1994 and 1996; Legislator of the Year Award, Nevada Judges Association, 1996; Southern Nevada Women's Political Caucus Award, 1994; Outstanding Female Law Graduate, University of Arizona Law School, 1989.*4

Barbara Buckley is a Democrat. She is at the District No. 8 of Clark County Assembly. Barbara is an Attorney at Law.

Her Hobbies/Special Interests include Hiking, reading, and traveling.

The following is a part of the article written, for Senator Harry Reid's being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.*8

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. Remarks were deliverred by past Honorees (who were in attendance): Charlie Waterman, 1980's; A.G. Frankie Sue Del Papa, 1990 (with a letter); Hon James H. Bilbray, M.C. Ret., 1991 (with response); U. S. Senator Richard Bryan, 1992; U.S. Senator Harry Reid, 1993; D.A. Stewart Bell, 1994 (with response); Congresswoman Shelley Berkley, 1995; County Commissioner Yvonne Akinson Gates, 1996; Senator Dina Titus (with response), 1997; Jan Laverty Jones, 1998 (with response); Mayor Oscar Goodman, 1999 (with a letter).

The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*9

This School, the Graduate School of Business and Public Administration (GSBPA) of WBTI, is proud to have Harry's acceptance as its Adjunct Professor of Administrative Strategies on May 31, 2003 at the Tea Party by many and most of the community and association leaders of the Asian American Community of Nevada (most of them in Las Vegas).*10

With many business executives, career professionals, elected officials, high-ranking officers, community and organizational leaders, among others crowded as enthusiastic participants in the 26th floor of the Bally's Hall--Skyview Room, the event and party were highlighted by John Ponticello's presenting the awards to Barbara Buckley among others.

A speciality of the Program was the complimentary -- Photo taking with Barbara Buckley during cocktail hour 7-7:30.*12 The Chinese publicity for the Event and Party was featured by the presence and presentation from Raymond Lam of "Next Weekly", Helen Hsueh of "Las Vegas Chinese Daily News", and Mindy Gao of "World Journal (Chinese Daily News)". Dr. Tony Lei extended his appreciation for WBTI to Attorney Benson Lee, Esq. for the lawyer's generosity in buying one table for ten guests of our Chinese participants the third time of this annually big event and party.

In receiving the certificate of appointment as an Adjunct Associate Professor of the Graduate School of Business and Public Administration of Washington Business and Technology Institute from Dr. Tony Lei, Ms. Barbara Buckley took pictures happily with the American and Chinese Communities and professionals by the mutiple media and professional photographers.

Nevada Attorney General Brian Sandoval is now one of the U. S. District Court judges. The United States Senate voted unanimously on his confirmation. Through the recommendation of U. S. Senator Harry Reid, Sandoval was confirmed for the lifetime appointment. Dr. Brian Sandoval was sworn in Monday October 31, 2005 as a U. S. District Court Judge. Congratulations!

"I'm glad to be an Advisor of Pan Pacific and Asian American Forum (PPAAF), where Governor Kenny Quinn is Chairman and Bud Cranor is Executive Director. We're lucky to have such a team work with both scientific management and human relations to promote the quality of life of all our residents and visitors of Nevada through the effective communication and cooperation between the officials of the District Attorney and Las Vegas Metropolitan Police Department and the people of Nevada," said Yin Yan at the time when she was informed by WBTI about the appointment.

Yin Yan received an M.B.A. from University of Pheonix in 2002. She had a B.S. degree in Finance and Statistics from Hu Nan University, China in 1994. In 2000, she received a B.S. degree from Arizona State University. Yin is now the Vice President of America Taiyu International, LLC.

I delivered a speech on Problem Gambling and Family Court in UNLV this month. I was the first District Judge to speak on the topic. It has been my honor to have such a good community service experience as the Secretary General of Clark County District Attorney and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI).*18

On Tuesday, March 9, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*2 At 7:00 - 9:30 p. m., the location will be at the Mike and Rita Vaswani's Residence, Las Vegas.

It planned to invite Ms. Ellen Knowlton, Special Agent in Charge of FBI, as our Keynote Speaker.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney抯 Association;

Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

and Education inspired experience for the Implementation of
Computer Education in Asian Public Schools

The following is the main context of a papper by Dr. Tony T. Lei after his research of the implementation of computer education in U. S. public schools. The former paper on the computer education in U. S. public schools was published by the International Conference on Technology and Education for its ICTE New Orleans 1996 Conference:

"To implemente computer education to public schools has been very interested by several Asian countries. In this era, there are three ingredients for a successful economy and business in the knowledge economy world: (1) continually advancng technology, (2) entrepreneurship, and (3) innovation. To learn and to imitate is one of the practical ways fo entrepreneurship. By following this philosophy, American experience and practice may play an important role to increase the possibility of success for the implementation of computer education in Asia.

A study has tried to discuss several major pitfalls that have prevented planned changes in computer education from being successful. To cope with those obstacles, Agoura High School had a successful experience in implementing compute education. Research result revealed that the computer group surpassed the non-computer group in post-test mathematics scores after they were adjusted for initial differences in pre-test mathematics scores and for actual days of attendance. Microcomputes has been considered to be an effective tools for learning by Agoura High.

The following pitfalls were the reasons why funds were ceased fo its ineffectiveness of the implementation of computer education though superficial success was reported by East Vermont Elementay School:

(1) Ineffective Communication
Teachers who were responsible for the implementation of the change were not informed adequately and fully. Institutional members wee mostly lacking clarity about the change that they were being requested to implement. More than half of the teachers influenced by the innovation did not have a clear image of the role play and work performance expected of them.

(2) Lack of Developed Constituencies
Before the implementing of the computer class, few effort was devoted to establish constituencies, neither it was there during the implementing. The high frequency of fail in efforts at change could in part be attibuted to the failure to see teacher as a constituency.

(3) Ignorance of the Organizational Dynamics
A review of the Vermont's story could let us know that one of the obstacles was that organizational conditions existing prior to and during the innovation's introduction were imcompatible with the innovation. Information were not provided by management in advance concerning the change, the need for it, and the way in which it would influence the people involved.

International Cities Business Council (ICBC) strives to build a bridge among important cities nationally and internationally. ICBC has set the following goals: (1) Mutual cooperation and development of business, trade, and tourism; (2) Public relations among businesses and professionals; and (3) Social and dinner events within the community with a friendly atmosphere.

Dr. Stuart H. Mann is now the Dean of the William F. Harrah College of Hotel Administration of University of Nevada Las Vegas (UNLV).

Stuart Mann, the director of the School of Hotel, Restaurant, and Recreation Management at Penn State University, joined UNLV in August, 1998 as dean of the William F. Harrah College of Hotel Administration. At Penn State since 1970, Mann has served as director of the hotel, restaurant, and recreation management school since 1990. He has held several other positions at Penn State, including assistant dean for research and graduate studies in the college of Human Development, head of the Man - Environment Department, and chair of the Intercollege Program in Operations Research. He also taught operations research at Penn State and Purdue universities, publishing more than 30 articles and papers in refereed journals.*4

Dr. Mann has been president of SHM Consulting Associates, Inc., in State College, PA, since 1971. In that position he provides management science methods and services to a wide variety of public and industry clients. He received the Ph.D. And master of science degrees in operations research from Case Western Reserve University in Cleveland, Ohio, and the bachelor of science in mathematics from the University of Illinois, Urbana.*5

Governor Kenny Guinn and Lt. WE ARE AWASH IN INFORMATION TODAY, with what is being done, how, and by whom, but the truly crucial question to ask is why? What is its purpose?

..... The message reminds us of many things, but especially, it turns us again to our purpose: educating the hearts as well as the minds of the students who come our way. Therein rests our unique purpose.*2

Minful of the purpose behind all that we strive to do, we move forward with confidence, fortunate guardians of a trust that we must ensure for future generation.*3

Promise are important to our community. The promise we make today provide the foundation for the work we will do tomorrow. Faithfulness to our heritage ennobles and illuminates all that we do. I have not forgotten the pormise I made in my inaugural address as I took office in the year 2000.*4

Since beginning the leadership opportunity, I continue to believe that our greatest challenge are contained in the areas of resources, deversity, heritage, community, and scholarship. We have managed our resources well during this challenging period. We have increased our diversity.

I think our heritage provides light, really good light, for learning. We illumininate lives with immutable truths and notions of oughtness and rightness. We ask no quarter in our competition with the finest, shinning institutions of learning in America, and we offer the brilliance and the unique dimension of values in our classes. We invite the presence of God in the midst of all that we do: that, more than anything else, lights our way.

As much as I feel urgency about other things, I feel urgency about fidelity and constancy and stewarship in our heritage of faith. there is power in imagery, and there is power in words. Here are some of the most powerful works I've seen --- our mission statement:

Justice Michael Douglas of the Nevada Supreme Court called President Dr. Tony Tung-tien Lei of Washington business and Technology Institute (WBTI) in the morning on January 20, 2005. He told Dr. Lei that he needed to reserve two VIP seats (for him and his wife) to the Chinese New Year's Gala in Las Vegas by ARCC.

Nevada Assemblywoman Valerie Weber had confirmed with Dr. Tony Lei that she would be happy to attend the Gala.

Judge Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduated with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City, Nevada for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently, Mark sits as a judge on the Eighth Judicial District Court, handling civil cases. Mark was re-elected in November 2002.*1

Judge Denton and his wife of 29 years, Alice, have four children: Leslie Marie, 26, Marianne Yvette, 22, Jacqueline, 18, and Patrick, 13.*2

Judge Valorie J. Vega holds a Juris Doctorate (J.D.) degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in Interpretation/Translation from UC Santa Barbara.

Judge Vega was appointed to District Court抯 Department 2 on February 21, 1999 by Governor Kenny Guinn. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office抯 first Sexual Assault and Child Abuse team. She was an associate attorney with the law firm of Sully and Lenhard from 1983 to 1984 and clerked for District Court Judge Carl Christensen from 1982 to 1983 and also clerked for the law firm of Brandenberg, Torribio and Brazelton in Los Angeles in 1982. Before attending law school, Judge Vega, fluent in Spanish, supervised interpreters for the Eighth Judicial District Court in Las Vegas from 1978 to 1979, where she set up testing and certification for court interpreters and did Spanish-English interpretation and translation.

Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce. She is also a volunteer speaker for D.A.R.E. and the Clark County School District抯 PAYBACK Program. Judge Vega is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. Judge Vega is a member of the Nevada Supreme Court抯 Committees on Public Trust and Confidence, Certification of Court Interpreters, and Judicial Ethics. She was honored with the 1992 "Women of Achievement Award" from the Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995 and recipient of the 2001 Community Pride Portraits of Success Award from KLAS-TV and its Community Partners. Judge Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B. She received her M. A. and Ph. Dina is also a professor of Political Science at UNLV.*6

Response to the President's State of the Union Address

Dear Tony,

Earlier this evening I attended the President's State of the Union address, and I want to share some thoughts with you about it. While the President is very adept at articulating admirable ideals, he owed the nation fewer generalities and more straight talk about the challenges we face and how the nation will meet those challenges.*2

It was disappointing that the President declined to offer any assessment of the Iraqi government's current ability to stabilize Iraq or when real progress may be seen. Absent was any measure of the American commitment that will be needed to attain the victory and reconstruction of which he spoke. I call on the President to level with the American people so the nation may effectively support our troops, see them through to a successful mission, and bring them home as soon as possible.

Iran poses a grave threat to peace and our security. I completely agree with the President's commitment to oppose the repressive, totalitarian, and terrorist regime in that country and to help the Iranian people replace it with a true democracy. I call on the President to join me in strongly supporting the Iran Freedom Support Act. This bill bans the transfer of technology and money from any nation to the Iranian terrorist regime. The bill is supported by a large majority of the House, but we need the President's support to move it forward.

I also agree with the President that the new Hamas leaders of the Palestinian legislature must reject terrorism, recognize Israel, and work for peace. I urge the President to be resolute in keeping the pressure on Hamas to turn away from its violent tactics. Today I introduced bipartisan legislation to prevent U.S. support for an organization that continues to call for the destruction of our ally, Israel, and continues to advocate violence.

Here at home, the President spoke of our economic strength but his rosy rhetoric omitted any candid comment on our economic liabilities. There was no mention of the budget deficit, ballooning trade imbalance, or shrinking real incomes of workers in Nevada and across the nation.

Certainly his goal of cutting unnecessary spending matches my view, but unfortunately his track record shows the wrong priorities. He has focused on cutting Medicaid for the most needy, shrinking funding for student grants and loans, underfunding the No Child Left Behind Act, and shortchanging job training programs, among other critical components needed to keep us strong at home.

It is impossible to reconcile the President's unwillingness to provide essential funding for education with his proposal tonight for a new initiative to stimulate innovation that depends on more education resources. As in so many other instances, I am concerned that the President will be "all show and no go" with this idea. I look forward to working with my colleagues in the House, Democrats and Republicans alike, who demand of the President responsible spending priorities.

I welcome the President's comments on our critical need for new energy technologies to end our dependence on foreign oil. This is absolutely necessary for our economy and for world security. But the fact is, his energy policy has always favored gigantic tax breaks and subsidies for the oil industry while providing inadequate funding and vision for alternative energy development. I am willing to trust the President's intentions, but I will demand that he verify his commitment in coming months by providing the resources and vision to lead us out of, as he puts it, an "addiction to oil".

I have introduced legislation promoting clean, renewable energy resource development. I call on the President to back up his words tonight and not leave us wondering years from now whatever happened to his proposal, just as we have yet to see any progress whatsoever on his idea for hydrogen cars that was outlined only a few years ago.

I am especially alarmed that the President is pushing for a massive increase in the construction of nuclear plants, with plans to export nuclear technology across the globe. While he calls the plan "clean and safe", the fact is it relies on technology that the U.S. has banned for decades because of the potential for its use in producing materials for nuclear bombs. At a time when we are locked in a deadly serious struggle with Iran to prevent that nation from using nuclear power technology to mask its bomb-making program, the President is proposing world wide proliferation of that very technology.

His nuclear proposal also will result in an increase in nuclear waste from U.S. plants, and possibly from around the globe, that will be destined for Yucca Mountain. This is a direct threat to every Nevadan and everyone living along global nuclear transportation routes.

The President's words on healthcare did not inspire confidence. His emphasis on health savings accounts and medical legal liability does not come close to providing a comprehensive approach to checking escalating health care costs and providing affordable insurance.

The President did not emphasize, and with good reason, the woefully inadequate and complicated Medicare prescription drug program that his administration created. It's a system that provides billions for pharmaceutical and insurance companies while providing scant coverage and in some cases, no coverage. We can do better, and we must do better. I continue to work in Congress to create a good prescription drug benefit-one that offers strong coverage and holds down costs by allowing Medicare to negotiate for lower drug prices, a provision the President has road blocked in order to boost the bottom line of drug companies.

A large majority of Americans believe the country is on the wrong track under President Bush. I agree with their assessment. However, I will take at face the President's call for cooperation between our political parties, independents, and among conservatives, centrists, and liberals. America's elected officials must work together. While I strongly disagree with the President's record and many of his proposals, I am hopeful that honest and open debate will produce policies to solve the problems we must deal with as a nation and global leader

A PROCLAMATION IN HONOR OF HOLOCAUST REMEMBRANCE DAY

WHEREAS, January 27, 2006, marks the first observance of Holocaust Remembrance at the United Nations, and Gerda Weissmann Klein will address the United Nations General Assembly; and

WHEREAS, on November 1, 2005, the United Nations General Assembly adopted a Resolution, designating January 27th as an annual International Day in Commemoration of the Victims of the Holocaust; and

WHEREAS, the Holocaust was the effort of Adolf Hitler and the Nazi Party to exterminate Jews and other people that they considered inferior, which resulted in six million Jews being murdered between 1933 and 1945; and

WHEREAS, the history of the Holocaust offers an opportunity to reflect on the moral responsibilities of individuals, societies, and governments; and

WHEREAS, it is important for the citizens of the State of Nevada to remember the terrible events of the Holocaust and remain vigilant against hatred, persecution, and tyranny; and

WHEREAS, we, the people of the State of Nevada should actively rededicate ourselves to the principles of individual freedom in a just society;

Judge Cheryl Moss was elected to the District Court, Family Division in November 2000. She graduated from the George Washington University, Washington D.C. with a Bachelor of Arts degree in Political Science. Judge Moss then attended the Columbus School of Law, Catholic University of America, Washington, D.C. where she graduated in the top 25% of her class and was a National Team Leader in the law school抯 Moot Court Team for the Spong National Competition.

District Court Judge Moss plays an important role as professional and intelectual in Washington Business and Technology Institute (WBTI). She was an Assistant Fellow of the Public Administration Institution (PAI) of WBTI at her winning of election in November 2000. Cheryl has been promoted to Associate Fellow since January 2005. With her knowledge and expertise, Judge Moss is now also the Secretary General of Clark County District Attorney and Police Civil Commission (CCDAPCC) of WBTI.

Thanks to the concern about our mining and people of Nevada

It is true of all countries that the role of government has grown in the recent years. The state has no longer limited, as in the past years, largely to maintaining internal order and external defense, providing a minimum of basic services, and raising taxation to pay for these activities. Many governments of the developed countries have expanded for a wide variety of reasons: economic recession, war, social justice, help for underpriviledged, protection of minority rights, demand for the redistribution of income or wealth, and the ideas of social reformers.

"States are now concerned with a mix of policies concerning social welfare, ecnomic management, and protection of the environment. A substantial part of government budgets is spend on defense, either directly on the armed forces and weaponry or indirectly on research and the development of technology. But spending on social services is now the largest item in many budgets and continues to grow as people live longer and more is spend on pensions and hospitals." *1

"In all states --- whether liberal, socialist, conservative, or communist --- there is some economic planning, though to considerably different degrees. Attempts are made to stimulate economic growth, to increase employment, to check inflation, to get favorable balance of trade with foreign countires, and to regulate industry and other economic activities, from mining coal to making cigaretes. Governments have recently become increasing aware of ecological and aesthetic issues and of the need to improve the quality of life in their countires." *2

Outer space contains a wealth of mineral matter in planets and asteroids, but can we send space ships up and haul back the riches at the present time? The ocean is a vast resource of minerals, many of which are dissolved in the water itself. However, the concentrations of most dissolved minerals are generally too low to be of economic importance.

"In the short run, strategic supplies can help us weather sudden embargoes. That problem seems well taken care of. In the long run, however, the outlook is mix. Some mineral supplies are adequate for many years to come, even at an increase rate of use. But other important minerals, for which no known substitutes exist, are fast on the decline. Gold, mercury, and silver are examples of such minerals. Something must be done, and done quickly, to bridge the gap." *3

CARSON CITY - Gov. Kenny Guinn*5 today expressed thanks to Secretary of the Interior Gale Norton for her support of a mining project in Battle Mountain that will mean 250 long-term jobs for that area.

Newmont Mining Corporation's Phoenix Project has received a Record of Decision by the Department of the Interior, which is the final action for the project's approval. The project expands Newmont/Battle Mountain's gold mining operations in the vicinity of Battle Mountain, creating 250 high-paying jobs and generating tax revenues for Nevada and Lander County. The project has an estimated operational life of 28 years, followed by five years of reclamation. In addition, Newmont will engage in reclamation efforts of a nearby old copper mine.

"Secretary Norton and President Bush continue to show strong support for issues that are of importance to our state, in this case the delicate balance between maintaining the mining economy and looking out for the environment," Gov. Guinn said.*5 "Creating more jobs in rural Nevada has always been a top priority, and this project will prove to be of great benefit to our state. The proposed plan contains strong clean-up and reclamation actions of extensive historic mining activity in the area, which will further enhance our efforts in maintaining the unique environmental character of rural Nevada."

U. S. Senator John Ensign has served the people of Nevada from his days as a veterinarian, small business owner, and U.S. Congressman to his present role as the 24th U.S. Senator for Nevada. North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. Annual Summer Service and Learning Program and the China Symposium

Through Years 2006 -2010

Tsinghua University and the Wang Foundation hereby agree to collaborate on an annual summer program in which American students may participate in a service learning experience in cooperation with the “Poverty Alleviation through Education Project” of Tsinghua University. Such activities shall be reviewed, summarized and promoted through the China Symposium.

The Wang Foundation is a non-profit organization that supports projects to strengthen Sino-U.S. relations through increased understanding of China by sending more American students to study in China.

The first Summer Service and Learning Program will be administered by Tsinghua University in Beijing. The duration of the Project is from July 22, 2006 to August 21, 2006.

The first China Symposium on “Globalization, Poverty and Sino-US Relations” will be held at Tsinghua University, Beijing, from November 27 to 29, 2006.

The China Symposium on “Globalization, Poverty and Sino-US Relations”
The “Poverty Alleviation through Education Project,” established at Tsinghua University, is designed to disseminate information and knowledge to the poorest regions of China by employing advanced information technologies. The Chinese central government has identified and designated 592 counties as the poorest regions in China where such a poverty alleviation project is urgently needed.

Since 1979, when Deng Xiaoping launched his market economy policy in China, over 400 million Chinese have been lifted from poverty. This is a result of intense negotiations between President Jimmy Carter and Deng Xiaoping, culminating in the establishment of full diplomatic relation between China and US on January 1, 1979.

The Wang Foundation desires to work with dedicated people in China and in the U. S. in launching a new initiative for a Post-Deng Era movement that will lift another 400 million Chinese out of poverty in the next 20 years.

The annual symposium is designed to enhance this initiative with discussions and the sharing of views on the following topics:

We need more globalization, not less.
We need to integrate poverty alleviation consideration as the most important component in all work related to globalization.
We need to narrow the gap between the haves and have-nots: this is singularly crucial to China’s future economic development.
We need to improve Sino-US relations through knowledge of each other’s culture.
We believe that a peaceful world is attainable through interaction among the young.
Student participation in the Poverty Alleviation through Education Project will enhance understanding of China at all levels. This Project is our first step towards improved Sino-US relations.

Tsinghua University has established 100 e-learning centers among 592 poor counties throughout China during the past three years. It is the University’s intention to accelerate such expansions to cover all 592 counties with e-learning centers within the next five years. Tsinghua University has delivered training courses through their nationwide distance-learning network system by adopting multiple technologies, such as satellite broadcasting networks and cable TV, to government officials, primary and middle school teachers and students, and administrators from town enterprises.

The Summer Service and Learning Project will add a significant new dimension: in addition to all the vocational training courses designed to spread useful applied knowledge, Chinese teachers, local county officials and students will have access to instruction of conversational English by native speakers. The project will help American students to learn and understand the real China first-hand, not as tourists, but as participants. There is no need for prior Chinese language knowledge because each American student will be teamed up with a Tsinghua student throughout the entire stay in China. Such month-long program for the American students is believed to be better than most immersion program for Chinese language and culture training in existence.

Details of the Summer Program:

Number of American students: 25-75 during first year, to be expanded in second year.

Number of Tsinghua students: Same number of Tsinghua students as American students

Host Institution: School of Continuing Education, Tsinghua University.

Basic terms and conditions: Participating American students are responsible for their own international travel plus health and accident insurance. Same terms and conditions are applicable to any university staff or faculty members accompanying their students. All domestic travel, room and board in China are paid for by Tsinghua University. Each American student will receive a certificate of completion awarded by Tsinghua University.

WBTI President's Message on January 1, 2006

Whether you are man or woman, each of us have the instinct to travel. We live in this world for a good purpose, not "to have and to hold", but "to give and to serve others." We help others as if we need to continue to pay rent for our time here on earth. Those who "pay rent" by serving those in need of our assistance, are the individuals who are indeed most happy and at peace.

Since being established on January 8, 1996, the distringuished officers and members of the Washington Business and Technology Institute (WBTI) have persevered with a fiery spirit to serve its purpose in helping the community. We have endured and weathered many obstacles, and miraculously we have survived and grown into a strong organization.

WBTI formulated and implemented several important projects in 2005. WBTI also assisted several associations and organizations in planning and conducting successful parties and events. This is evidenced by the more than 12 awards and proclamations received from the State of Nevada, Clark County, U. S. Senators and Congressmen and other high-ranking members of the community.

Innovation is the key to success. Managers are constantly searching the globe for new ideas. Modern companies view information and technology (IT) as a major competitive differentiator. Strategic businesses emphasize the use of information technology for effective management. International companies develop their global IT platforms by integrating hardware, software and Internet-based network architecture worldwide. Commuunication technology, such as teleconferencing and computer networks, are making it possible for people from subsidiaries around the world to work together on a single project or multiple projects.

Many business are becoming global and moving toward transnational e-business strategies in which they
integrate the worldwide business activities between their subsidiaries and headquarters. In the coming year, 2006, WBTI will continue to monitor and promote further innovative activities in the international perspective arena.

Washington Business and Technology Institute should be credited due to our remarkable leadership and our hardworking members. WBTI is neither made up of statues or fountains, nor landsacapes or waterscapes. Rather, WBTI is made up of actual hardworking and dedicated persons -- its faculty, advisory members, administrators and numerous friends and allies within the community.
