The Nevada Republican admitted in Las Vegas Tuesday that he had 搗iolated the vows?of marriage by having an affair with a staffer. He did not identify the woman except to say that she and her husband were both 揷lose friends?who worked for him, and that 搕he closeness?of their relationship had 損ut me in situations which led to my inappropriate behavior.? But current and former aides to the Nevada Republican say the woman was 46-year-old Cynthia Hampton, a campaign staffer whose husband was a top aide in Ensign抯 Senate office. 揑t was known in [Ensign抯] inner circle that they were involved,?a former aide told POLITICO. Hampton served as the treasurer for Ensign抯 reelection campaign and for his leadership fund, Battle Born PAC. According to people familiar with the matter, Ensign抯 affair with Hampton took place between December 2007 and August 2008. FEC records show that she ended her affiliation with the two committees in early 2008. Hampton is married to Douglas Hampton, who, according to Senate records, served as Ensign抯 administrative assistant in his personal office from November 2006 to May 2008 ?around the same time Cynthia Hampton left Ensign抯 committees. John Ensign has appeared a model of the religious right. By this week, he had become just another politician diminished by scandal. Rattled, humbled and alone at the podium, Ensign acknowledged to reporters an extramarital affair, the sort of moral failing he's criticized in the past. The Nevada Republican once called on President Bill Clinton to resign, declaring "the truth must come out." In October 2007, he was sharply critical of former Sen. Larry Craig, of Idaho, calling the Republican's arrest in an airport bathroom sex sting "embarrassing for the Senate." His own admission Tuesday came at a time when the two-term Nevada Republican was building his national profile and assuming leadership in his party. He had recently traveled to Iowa, fueling speculation about his White House ambitions. The senator has said the Republican Party was in need of new leadership. He hoped to be among the fresh faces, and he built his resume by serving as the GOP's top Senate candidate recruiter in 2008 and as chairman of the Republican Policy Committee in the Senate, the fourth-ranking leadership post. On Wednesday, he resigned from the position on the policy committee. For Nevadans, he was known as a polished pro-business Republican and well-spoken ally of the state's religious conservatives. He was a member of Promise Keepers, a men's Christian group that espoused devotion to family and marriage. As such, he talked openly about his biological father's failing, calling himself the child of a deadbeat dad who never "told me once he loved me." At a "Fatherhood Summit" in Reno in 2004, Ensign himself a father of three said fathers have been the biggest letdown in society. Ensign was adopted at age 15 by his mother's second husband, a Las Vegas casino mogul. He went on to veterinary school, ran an animal clinic and worked the family business as a casino executive before entering politics. Ensign's political life was entwined with his religious beliefs. Once in Washington, he lived for a time with other Christian lawmakers who organized prayer breakfasts and Bible study. When in Las Vegas, he continued to attend an Evangelical church in Las Vegas with his wife, Darlene, who did not move to Washington with him. Ensign has opposed abortion and gay marriage and backed school vouchers. "He's been a very reliable ally and outspoken on marriage issues, on life issues," said Richard Ziser, a leading religious conservative in the state. "His religious beliefs were a very high identifier with conservatives." As a candidate for Senate in 1998, Ensign was critical of Clinton's handling of his admission of infidelity. Clinton blamed "other people for his problems, and that's when he lost me." "He did lie to the American people. But he never looked at us and said he was sorry," Ensign said. On Tuesday, the senator apologized for his affair. Many Christian conservatives will see Ensign's public admission as brave and necessary, Ziser said. "Some will be more forgiving than others, of course," he said. "But I think his apology will be viewed as sincere. There is nothing wrong with holding yourself to high standard, even if you fail." Political science professor Fred Lokken said he believes the timing of the infidelity revelations won't necessarily hobble Ensign's ambitions. He received sex on the house, and his golf came was spiced up with topless bar dancers at no additional cost. The 35-year-old will come home Thursday a single man. His wife, Emily Herrera, who sat expressionless while detailed accounts of her husband抯 affairs were aired in the courtroom, filed and was granted a divorce a year ago. Herrera has spent the last 45 months in a prison camp in Florence, Colo., after he was convicted of accepting bribes from strip club owner Michael Galardi. Acquaintances said the once-rising Democratic star who earned his degree from the Boyd School of Law at the University of Nevada, Las Vegas, taught law classes at the facility. Prior to Herrera抯 sentencing in late 2006, Jonathan Stern of ADG Capital, the company that employed Herrera and built the $80 million Loft 5 condominiums, said Herrera would have a job to come home to. But the construction industry tanked while Herrera was locked up. The number at the company抯 New York headquarters has been disconnected. Ashley Hall, director of public relations for the Church of Jesus Christ of Latter-day Saints, said he kept in contact with Herrera, who joined the church after he was indicted in 2003. Hall wouldn't discuss Herrera抯 time in prison, other than to say he frequently sent Herrera books. Kenny, who pleaded guilty to accepting bribes from Galardi, cooperated with the government and testified against Herrera and former colleague Mary Kincaid-Chauncey. Kenny and Herrera might spend the remaining days of incarceration at the same facility, the Las Vegas Corrections Center at 2901 Industrial Road. Kenny's return date couldn't be obtained today. The facility is a halfway house that looks like a three-story office building with little security other than closed-circuit cameras. The 124-bed institution allows inmates to find employment and re-establish ties to the community with the help of a case manager. Visitation rules are liberal, and inmates are permitted to leave for the day to work, but are required to return at night. It is unclear how long Herrera will remain at the center. But Kincaid-Chauncey was transferred to the Las Vegas halfway house on Dec. 16 and was released to home confinement just two weeks later, after she served all but six months of her 30-month sentence. John Casale, the facility抯 director, did not return phone messages Tuesday and today. Like Herrera, it is doubtful Kenny抯 cash flow will compare to her tenure as a commissioner. Not only did Kenny collect her commission salary, which ranged from $54,000 to $70,000 over the years, but she also accepted $200,000 from real estate consultant Don Davidson, between $150,000 and $200,000 from Galardi and $3,000 a month from Triple Five Development. After Kenny, 48, surrendered her commission seat to run for lieutenant governor in 2003, developer Jim Rhodes began paying her $15,000 a month for her advice on government services. Kenny testified that Rhodes upped her salary to $201,600 a year after she was indicted. Rhodes filed for bankruptcy earlier this year. Rhodes, who also builds homes in Arizona, was questioned by the Arizona Cooperation Commission about his relationship with Kenny. He was never charged with any crime. During her 30-month term at an Arizona prison camp, Kenny missed several of her children抯 milestones and accomplishments. Her oldest son, Pat Kenny, recently graduated from Meadows High School, and his football team won the state championship. As a wrestler, he also won the regional championship for his weight class. Kenny抯 daughter is in her 20s and attending college. Herrera is scheduled to be released from the prison system on Dec. 14, and Kenny on Dec. 18, according to the Bureau of Prisons Web site. The only player in the political corruption scheme who will remain incarcerated after Herrera and Kenny serve their final months in the system is Lance Malone, a one-time commissioner who served as a lobbyist for Galardi. Malone, who received a six-year sentence for delivering cash bribes on behalf of Galardi, is scheduled to be released in July 2012. Galardi, who pleaded guilty to the bribery charges and received a 30-month sentence, was released in January. 觀念平台-北京看馬總統一周年 2009-05-07 中國時報 【陳毓鈞】This has been posted through the courtesy of Chinatimes.com. 馬英九上任已快一年,此時兩岸形勢可以用「主觀上的認知尚在磨合,客觀上的氛圍大有轉變」來形容。馬在競選時曾說了一些討好綠色選民的言詞,就任之初也說了一些不得體的話,令北京產生「情緒上的反感」。但是,中共雖重視原則,卻也講求現實性和靈活性。去年「江陳會」啟動,北京認為是其對台政策最大突破,因此順勢而為,借力使力就成為最佳戰略選擇。為實現對台政策所設定目標,深化交流協商,擱置對馬看法的紛歧,先掌握現實需要,推行有效可行的策略方法才是上策。 另外,北京對台政策的動向,也受到民進黨內部情勢發展的影響。北京原本期待被認為「務實開明」的蔡英文能夠帶領民進黨進行轉型。蔡擔任主席之初,民進黨內務實派人物曾訪北京,表達擬加強溝通想法,北京並未拒絕。 然而,張銘清被打事件以及陳雲林一行被圍事件發生之後,蔡所表現出的言行,讓北京深感訝異。然後與馬政府所提出對大陸開放的經貿政策,蔡用「全盤否定」的賣台思維加以對抗,令北京不可思議。 其次,北京認為陳水扁弊案纏身,蔡可順勢和陳切割,並淡化民進黨的深綠色彩,但目前看來,蔡英文恐難辦到。還有,蔡的日本之行,其言論舉止,北京認為蔡具有強烈的親日情結,宛如李登輝再版,所以,北京不願把一個態度強烈而又敵視大陸的人做為打交道對手。 最近兩岸關係的發展,正是沿著胡錦濤所提出的全球和平發展大戰略的思維在推進。第三次「江陳會」上,增加每日航班,MOU終於踏出一步,兩岸共同合作打擊犯罪也有了正式協議。加上北京不反對台灣以「中華台北」名義成為世衛大會觀察員,上海世博會台灣館自中國館移出另立一旁,這些都是符合胡錦濤所說的兩岸尚未統一的現狀之象徵。至於馬政府所關切的ECFA,北京既已說出將朝建立兩岸經貿關係制度化目標而努力,達成正式協議的機會是很高的。 根據中時的長期民調顯示,馬自上任一百天後就一直有三八%左右的人不滿意其施政,四五%左右滿意,這說明馬的名望不若從前。據此北京涉台學者專家有不同看法。有人認為未來尚有縣市長、立委、總統等選舉,國民黨能否保持優勢,馬英九能否連任,都是未知數,故對台政策慎重為宜,否則民進黨一旦重新執政,豈不前功盡棄?有人認為只要不損害中國核心利益情況下,採取比較具有彈性且有創意的對台政策,使兩岸都能獲得實際效益,對馬政府應有加分作用。畢竟面對一個逐漸熟悉而又溫和不具挑釁的人物,總比面對一位不確定又不可知的人物要來得穩妥。 兩邊的看法都有道理,依個人觀察,北京當局應會根據形勢演變的需要,採取較為中庸的做法,以便留下彈性和迴旋的餘地,調整政策方向,確保不致出現破局。 (作者為北京清華大學中美中心高級研究員暨台研所兼職研究員) 相關新聞 陳毓鈞》北京看馬總統一周年 賀陳旦》看到台灣其他光點 王健壯》讀史難通今日事 葉公超魂兮歸來 范振宗》消費券短差少 國庫沒損失 林濁水》索套下的主權,令人憂心 張鐵志》穿越廿世紀的抗議歌手 莊佩璋》未審先關 法界心安? -------------------------------------------- ******************************************** | |

收受3.1億 扁珍追加起訴3罪 記者蕭白雪台北6日電 May 06, 2009 12:00 AM This has been posted through the courtesy of Worldjournal.com. 最高檢察署特偵組5日追加起訴前總統陳水扁和吳淑珍夫婦收賄、圖利及違反政治獻金法,檢察官痛批陳水扁利用任命文武百官的總統職權,收受101前董事長陳敏薰1000萬元台幣,還吞了中信金前副董事長辜仲諒的「不樂之捐」3億元台幣。 檢方認為,陳敏薰送錢給扁家,屬於不違背職務的行賄罪,現行法律並不處罰,予以簽結不起訴。辜仲諒在本案是證人身分,沒有起訴與否的問題;至於辜仲諒另涉紅火案部分,特偵組持續偵辦。 陳水扁的羈押期限到17日,台北地方法院7日將召開陳水扁的延押庭;特偵組主任陳雲南已明確表示,當初羈押陳水扁的理由尚未消滅,檢方認為仍有延押必要。 起訴書指出,2003年下半年,陳敏薰察覺中信辜家有意爭取開發金控的經營權,先找當時的財政部長林全希望提早召開中華開發的股東會,被拒絕後,求助吳淑珍;吳淑珍打電話問林全提早開股東會的可行性,林全解釋不可行,吳淑珍接受。 陳敏薰於是打算以金錢換取扁珍給予官方奧援,2004年4月把1000萬元支票送至官邸給吳淑珍,扁即指示林全安排陳敏薰擔任大華證券董事長;由於這項安排有困難,林全與馬永成、辜仲、陳敏薰在晶華酒店協議,由陳敏薰出任101董事長。 辜仲諒則是相信扁珍聲稱要推動外交事務等願景,前後交給扁家3億元;特偵組曾研究扁珍是否構成藉勢藉端勒索罪,但辜仲諒說沒有被勒索的感覺,只覺得受騙,因此檢方改依圖利罪起訴扁珍。 特偵組還認定,扁珍利用總統職權身分,於接見金融業者時要求提供政治獻金,在政治獻金法公布施行後,未依規定程序收受獻金並如實申報,讓金融業者難以拒絕索求,扁珍藉此獲取私人不法利益。 -------------------------------------------- ******************************************** | |

Thank you very much![[[費郡衛生局局長艾妍蘇以該局印發的多語言「預防流感指南」,向少數族裔傳媒說明防疫措施。 記者許惠敏∕攝影]]] ***** 台灣全友電腦創始人、曉龍基金會董事長、百人會理事曾憲章此次趁到華府出席百人會年會之便,日前應華府玉山科技協會與台灣商會之邀,分享他歷經美、台、中三地高科技快速發展「十年最高峰」的心得。 在中華民國與美國斷交後,台灣人民急著「出走」之際,曾憲章放下在美國打下的一片天,毅然響應時任經濟部長李國鼎的號召,返台成為新竹科學園區的第一批科技戰士。 目前在美國及台海兩岸均有事業,曾憲章1992年在中國創辦培養企業總裁的曉龍基金會,對於大陸的整體創業環境知之甚詳。 曾憲章說,計畫去大陸投資,必須多方面考量,包括基礎建設、運輸力、人才資源、政策支持度等會影響成本的因素。他舉例說,若在北京和上海設研發中心,要考量薪資及成本均屬A級,成本高之外,員工亦隨時有可能被其他外商「挖角」;相對屬B級的天津、南京、杭州等多個直轄市,附近因有好的大學,可提供好的人才之外,穩定度亦較佳,薪資則可望比A級少一半。 以這次的金融海嘯來說,曾憲章認為危機就是轉機,中國可藉以轉型。中國國務院救市政策包括大力支持重點產業發展、加速推進企業技術改造、自主創新及服務業發展,影響深遠。 他稱中國大陸廠商過去「怎麼做,怎麼賺」,但這次金融海嘯,讓他們體會到品質的重要,開始注重人才及創新,是可喜的現象。 曾憲章在美、台、中三地的經驗,正呼應這場演講的主題「掌握機遇,開創人生」,他表示,當機會敲門時,要勇於應門之外,還要做好準備。 談及90年代在時任舊金山辦事處的科技組長莊以德的協助下創立全美玉山協會,曾憲章表示當初自己創業時邊摸邊學,相當艱辛,他希望他的經驗能讓其他創業者少走彎路。 -------------------------------------------- ******************************************** | |
