Justice Michael Douglas, the first African American justice in Nevada抯 history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas抯 appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court.

Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney抯 Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003.

A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president*3 of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes*4 excellence and civility in the legal profession.

He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board.

Justice Douglas, who is married and has a daughter and two grandchildren, has been a longtime supporter of the youth in California and Las Vegas. He was a sports volunteer and coach and has been a frequent speaker at Las Vegas area schools. From 1996 to 2003, he was the judicial sponsor of the annual Spirit of the Arts Contest, a competition for student artwork emphasizing Nevada themes and spirit. Many of the winning pieces still hang in the Clark County Courthouse.*5

The sunshine is beautiful. This is a day quite near to the end of Lunar 2004 and before the Lunar (Chinese) New Year. Miss Sue Phelps, President of Las Vegas Taiwanese Association, held a dinner party at the Cathay House Chinese Cuisine, Las Vegas on February 2, 2005. The guests, who were invited by her, included Dr. Tony Lei, Miss Noni Rybka, Ms. Mindy Gao, Mr. Gin-sheng Hsu, Miss Sophie Ideker, Mrs. Judy Lei, and Miss Grace Ma.

During the party, Sue had a foresighted perspective on the coming Annual National Taiwanese Association Convention in the United States. To the successful implementation of the annual convention, Sue is expecting that Dr. Tony Lei may invite many high-ranking officials of Nevada to attend. She also emphasized the importance of the event on free Kids Sightfirst Campaign under the cooperation between Las Vegas Taiwanese Association and Las Vegas International Lions Club.

Kid's Sightfirst Campaign is a community-service project of the Las Vegas International Lions Club, in collaboration with the Las Vegas Las Americas Lions Club, as well as volunteers from other Lions Clubs and eye care professionals in Southern Nevada.

In conformation with Lions tradition and commitment to the eradication of preventable and reversible blindness in the world, our mission is to conduct vision screenings, totally-free-of-charge, for pre-verbal, pre-school-aged children, in order to identify those with potential vision problems; as well as provide further examinations, if necessary, diagnosis, treatment and follow-up.

There are childhood eye disorders that may lead to vision impaiment, blindness, or even death if not detected in their early treatable stage. For more information on this subject, please contact Las Vegas International Lions Club at (702) 251-5874.

A heavy downpour of rain did not stop an outpouring of support for Judge Kolkoski抯 kickoff. Over two hundred people, many from the senior and legal communities, joined forces to support Judge Kolkoski抯 reelection and to celebrate her succesful four and half years on the bench.

Supporters for Judge Kolkoski now include former Governor Bob Miller, State Senators Dennis Nolan and Sandra Tiffany as well as Assembly Majority Leader Barbara Buckley and Assemblywoman Valerie Weber. 116 attorneys have publicly endorsed Judge Kolkoski.*6.

"You assistance is very effective in helping me win reelection. I also appreciate your coming to my kickoff on such a stormy night. Many, many thanks," wrote Judge Betsy Kolkoski to Dr. Tony Lei early in the morning on January 30, 2005.*7

Judge Betsy Kolkoski shows strong, early support for her reelection to Department 2, Las Vegas Municipal Court. Her fund raising efforts lead the pack for the Las Vegas Municipal Court.

In the Campaign Contributions and Expenses Report filed January 18, 2005, Judge Kolkoski reported that she raised a total of $19,365 from 60 individuals or law firms, almost twice the amount reported by other judges in the city.

Over 100 attorneys have publicly declared their support for Judge Kolkoski. This support is consistent with her dramatic rise in the Judicial Ratings last spring. In 2004 Judge Kolkoski抯 overall retention score rose18 points from 2002, an increase of 34%.

Judge Kolkoski also loaned her campaign $64,369.20 this period and expended $30,398.16 for her reelection.

In 1993 Judge Kolkoski was appointed by then-Governor Bob Miller to serve as the Nevada抯 Elder Rights Attorney with the Division for Aging Services. In 1997 Governor Kenny Guinn reappointed her to this position.

As Nevada抯 Elder Rights Attorney, Judge Kolkoski focused on the mistreatment of Nevada抯 elders. She drafted and took the lead to form consensus for passage Nevada抯 Elder Abuse Statute. With a coalition of senior advocates, she formed the Nevada Elder Abuse Prevention Council. Judge Kolkoski also created and edited the Elder Abuse Quarterly published by the Senior Spectrum Newspaper.

Judge Kolkoski was instrumental in the production of a trilogy of elder abuse training videos produced for law enforcement. She coauthored the script and was the Executive in Charge of Production of the first video 揜x for Abuse� hosted by Shirley Jones and Marty Ingels. 揜x for Abuse� won a national award. The other two videos were 揌elp is on the Way� hosted by Robert Conrad and 揑t Takes a Little Time Sometimes� hosted by Carol Lawrence.

Previously Judge Kolkoski served as a hearing officer for the Nevada Taxicab Authority, the Nevada and Colorado Departments of Education and the Aurora, Colorado Public Schools. She also practiced law in the private sector as a small business attorney and represented children with disabilities.

Judge Kolkoski has been an attorney and/or judge for over thirty-three years. She earned a Juris Doctor degree in 1971 from the University of Cincinnati College of Law. She earned a Bachelor of Arts degree in economics from Waterloo Lutheran University in Waterloo, Ontario, Canada in 1968.

Judge Kolkoski and her husband Richard have been married for 31 years. They have two children Kevin and Claire. Richard is a civilian attorney at Nellis AFB, Kevin is an Infantryman with the 101st Airborne Division of the U.S. Army and Claire teaches English in Kumamoto City, Japan.

Born and raised in Hamilton, Ohio, Judge Kolkoski comes from a mid-western family. She is the youngest of three children and the only daughter. Judge Kolkoski is the only member of her family to obtain a college degree. Becoming a lawyer and then a judge was the fulfillment of her mother抯 ambition for her.

Judge Kolkoski was awarded the 2000 Jackie Gaughan Humanitarian Award and July 4, 2000 was proclaimed 揂 Day in Honor of Elizabeth B. Kolkoski for her hard work and dedication to the State of Nevada� by Governor Guinn.

Over the years Judge Kolkoski has volunteered countless hours to assist the public schools, seniors, victims of violence and the homeless.
