It is our great honor for the Las Vegas-Clark County Library District to celebrate Asian Pacific American Heritage Month every year!

They will feature free public events again this year that highlight Asian and Pacific Cultures.

The Las Vegas-Clark County Library District will feature free public events this year that highlight Asian and Pacific Cultures in celebration of Asian Pacific American Heritage Month. We invite you to participate with us our largest event, the Asian Pacific American Culture Fair & Food festival, which will be held on Sunday, April 29 from 11 a.m. - 4 p.m. at the Sahara West Library. Over 2500 people are expected to attend the event this year. Please confirm your free space or participation by completing the application enclosed and returning it to me by April 15, 2007.*1

School empowerment

"Empowerment" will be the key word this coming week in our state capital. My school empowerment proposal, in the form of Senate Bill 238 (http://leg.state.nv.us/74th/Bills/SB/SB238.pdf), comes up for review by the Senate Human Resources and Education Committee on Monday. My staff will testify for the bill, and I thought you should know how important this legislation is to our children and our state as a whole.

In its simplest form, empowerment is an innovative way to decentralize school administration and customize education to the students of an individual school. It allows the principal, teachers and parents of each school to tailor their students education process to their specific needs by giving them control over their own curriculum, their own budget, and even their own class schedules. The results will be evaluated through the same standardized tests administered to all public school students, and all state and federal requirements will remain in effect. The educational goals will be the same. The best means to achieve those goals, however, will be up to each school district and each empowerment school within that district. This is innovation through common senseallowing educators to do what works best for an individual student population.

This concept has proven itself through successful implementation in school systems in New York City, Houston and San Francisco. The basic principles are also already in use in four schools in the Clark County School District, half of which I have toured in the past month. In all of these school systems, including our own in Las Vegas, these empowerment programs have increased student achievement, which is our goal for all Nevada children.

My budget includes the funding for a pilot program to empower one hundred schools across Nevada for the next two years.

School empowerment enjoys the backing of key education professionals from Nevadas largest district, Clark County, to one of the smallest, White Pine County. This investment in our children and in the future of our state reaches beyond traditional boundaries. It deserves bipartisan support. [March 23, 2007]

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadas university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named Outstanding Freshman Legislator his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Nevada Governor Jim Gibbons is now Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

Roger Ailes asks this penetrating question, " Do you bring other people up or down?" He continues, "This may be the most important question facing you in your career and life."*2
A natural follow-up would be, "How are you bringing other people up?" "What specific things do you do every day to show others their importance to you?"
One of the most difficult, yet meaningful actions we can take to encourage others is celebrate their success. Forty thousand fans were in attendance in the Oakland stadium when Rickey Henderson tied Lou Brock's career stolen base record. According to USA Today, Lou left baseball in 1979 but faithfully followed Henderson's prestigious career and was excited about his success. Realizing that Rickey would set a new record, Brock was quoted in USA Today as saying, "I'll be there. Do you think I'm going to miss it now? Rickey did 12 years what took me 19. He's amazing."
Imagine how Rickey Henderson felt knowing the person whose stolen base record he was about to break was excited about his achievements. Envy or jealousy might have been more natural feelings for Lou Brock but encouragers set self-interest aside and rejoice in the happiness of others.*3

I refuse to let Nevada become the nation's nuclear dumping ground. That is why I joined with Sen. John Ensign to introduce Senate S. 784, the Federal Accountability for Nuclear Waste Storage Act of 2007, which would require nuclear waste to be stored at the facilities where it is produced.*2

Working to Make Nevada Competitive

America has long been the world's leader in science, research and technology, but today, countries like India and China are challenging America's position as the world's economic leader. The key to reversing this trend is by ensuring that our schools are producing a workforce that can compete in a global economy.

The America COMPETES Act of 2007 will help ensure Nevada schools and universities have the tools they need to produce a workforce that will help America regain its competitive edge.

September 11th Commission

Five years after September 11th, the Senate passed S.4, the Improving America's Security Act of 2007, by a vote of 60-38. This long overdue legislation will finally implement the 9/11 Commission recommendations, and improve transporation and border security. Most importantly, it will give first responders the tools they need to keep us safe.

At my insistence, this legislation included funding to increase Customs Border Patrol agents at our nation's busiest airports, including McCarran International Airport. As one of the busiest airports in the country, operating in a 24 hour town, McCarran requires even more security and staffing than many other airports. We need to do more to ensure our guests arent spending their first three or four hours in Las Vegas waiting on the runway or in line at international terminals. By putting additional agents on the ground in Las Vegas, it would allow us to improve security, tourism, the economy and airport efficiency.

A New Course

This week marks a solemn anniversary as we begin the fifth year of the Iraq war. This war has taken a tremendous toll on our country, our troops and their families, and our standing in the world. Despite these tremendous costs, despite this great sacrifice, despite the opposition to this war, Iraq continues to spiral out of control.

The President's plan is to stay the course with more troops. I disagree. Escalating the war is not the right answer. We need a new direction, and that is what I am fighting for.

I will continue my work with members of both political parties to change course in Iraq. Further, I will make sure that "Support our Troops" is more than just a catch-phrase. I will make it a promise. Our troops serving in the field will receive the resources they need to do their jobs and I will make sure when they return home, they receive proper care.*3

My response to the letter from Secretary of State Ross Miller

I have consistently maintained that I acted in accordance with the law. That was supported today by Secretary of State Ross Miller, who stated in his letter that there are no apparent violations of the campaign finance laws outlined in NRS Chapter 294A.

Since I was elected Governor, I have remained focused and dedicated to my agenda and my service to Nevada. I am very pleased with the Secretary of States letter, which allows us to put this issue behind us and move forward with our commitment to the people of this state.

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. U. S. Congresswoman Shelley Berkley was first elected to the U. S. House of Representatives in November, 1998. She won the election continuously every two years. Golden words of wisdom for positive thinking

At the time of his retirement, a report asked him whether it was still possible for a young man nowadays to start at the bottom and get to the top--if so how?

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do." *5

Joseph Newton said that, "People are lonely because they build walls instead of bridges." We need friends, but friendship needs care. Friendship is not only a union of spirits, but also a pleasing game of interchanging praise. Life is to be fortified by many friendships. To like someone, and to be liked by someone, is a great pleasure of daily life

A. How to make friends

Dale Carnegie said, "You can make more friends in two months by becoming interested in other people than you can in two years by trying to get other people interest in you." To drive home his point. Carnegie tells how dogs have learned the fine art of making friends. When you get within ten feet of a friendly dog, he will begin to wag his tail, a visible sign he enjoys your presence. If you take time to pet him, he will become excited and lick and jump all over you to show how much he appreciates you. the dog became man's best friend by being genuinely interested in people.

Friendship is the result of our efforts to be interested in what's going on in people's lives.*2

B. What is a friend?

A friend is someone who concerned with everything you do.
A friend is someone to call upon during good and bad times.
A friend is someone who understands whatever you do.
A friend is someone who knows what you are going through at all times.

U. S. Congresswoman Shelley Berkley was first elected to the U. S. House of Representatives in November, 1998. She won the election continuously every two years. My statement regarding legal defense fund

Over the past two weeks, certain individuals in the media and certain political opponents have created an uproar about my use of a "legal defense fund." That fund was created to help defray the costs of responding to allegations by Chrissy Mazzeo and Patricia Sandoval that have been shown to be untrue.

The uproar over this legal defense fund is completely driven by a few individuals to make an issue where none exists. The fund was established, on the advice of pre-eminent and experienced lawyers, to comply with all rules during the campaign. It was not then, and is not now, a campaign fund. It did not solicit or accept political contributions. Rather, the funds were used as intended -- to pay legal and accounting expenses related to the allegations at the time.

Because I believe that the people of Nevada have a right to know about this fund, I have reported the donations and expenses of the fund, even when it was not clear that I had to do so. I received advice on this matter from legal experts and in no way have anything to hide by using a fund-raising process, used by many public officials, that is permitted by law. I will continue to report on that fund as bills are paid for previous legal issues surrounding the now-discredited allegations. As was the intention all along, the legal defense fund will then formally be closed down. That closing and a final report on the fund should occur in the near future.

I realize that there are some media and political naysayers who will try to create a story or controversy every day, to defeat the goals of my administration or just for the sport of it. The people of Nevada should know that I am committed as ever to carrying out the pledges I made during the campaign. I will not be distracted or derailed from those goals, which include enhancing public education for our children, promoting excellent health care for all of our citizens and increasing employment opportunities in our state.

An honest review of the real facts of all the allegations that have been made will lead to the conclusion that I have been and remain a hard-working, honest public servant who has never violated the public trust. To those who keep trying to make a controversy where none exits, I say "enough" and let the business of the people of Nevada be done.

About Governor Jim Gibbons (a concise one by the Editor of this flier.) Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadas university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named Outstanding Freshman Legislator his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Nevada Governor Jim Gibbons is now Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

Two major bills on March 15, 2007 - see them live!

Dear Tony,

I just wanted to let you know that I have two major bills scheduled for hearing tomorrow (on March 15, 2007).

The sex offender bill, SB 232, will be heard in the Senate Judiciary Committee at 10:00a.m. The bill imposes distance requirements between schools, daycare centers, and parks where children gather and places where convicted sex offenders can live. Such requirements already exist in almost half the states and are under consideration in others across the country. It also prevents sex offenders from plea bargaining to a lesser charge that does not require registration; it provides for GPS tracking of category three predators upon release; and it prevents early parole for those convicted of violent crimes against children. We must all do what we can to protect our children and our neighborhoods from dangerous predators.

Tomorrow afternoon at 2:00 p.m., the property tax break for low income seniors, SB 179, will be heard in Senate Taxation Committee. The bill will increase the potential property tax refund for seniors from $500 to $1000. In addition, liquid assets for a claimant and spouse would increase from $150,000 to $250,000. These revisions help to keep up with inflation and mirror contemporary financial conditions. The new eligibility requirements will expand the program and allow more deserving seniors to qualify for the rebate.

Nevada GOVERNOR Jim GIBBONS APPOINTS MEMBERS
TO HEALTH STEERING COMMITTEE

Carson City Today, Governor Jim Gibbons*1 announced the appointment of three Nevadans to the Nevada Academy of Health Steering Committee: Elena Ellie Lopez-Bowlan, RN, MSN, APN, of Reno, Cynthia Kiser Murphey of Las Vegas and Heather Murren, CFA, of Las Vegas.

The Academy of Health promises a new level of both effectiveness and efficiency in delivering health care to Nevadans and the Steering Committee will chart its course, said Governor Gibbons. Ellie Lopez-Bowlan, Cynthia Kiser Murphey and Heather Murren have the qualifications to provide leadership on this very important committee. *2

Steering Committee Chairman, Senator Joe Heck, D.O. (R-Henderson, Clark Senate District 5), has proposed Senate Bill 171 to create the Nevada Academy of Health with the mission of coordinating the states efforts to improve health care in Nevada. The Academy will survey the states health resources, identify needs and potential duplication of services, and will make recommendations to the Governor and Legislature.

Senator Heck stated, The Nevada Academy of Health will be an unbiased forum that will better focus the efforts of state government while protecting the interest of health cares stakeholdersphysicians, educators, insurance companies, and patients. Its up to the Steering Committee to mold the Academy, and Im convinced these appointees will do an outstanding job.

As the new Chairman of the National Republican Senatorial Committee, I wanted to personally thank you for your support of the Committee, and to ask that you join me as we begin our efforts to regain our Senate majority. I feel strongly that with hard work, dedication, and a return to our core principles, our party can make significant gains in the next election. I hope you will continue to support the NRSC, my Republican Senate colleagues, and our Republican challengers as we do the important work of winning back the Senate.

Over the next two years, my staff and I will be working to protect our Republican incumbents and defeat the liberal Democrats who now control the Senate's agenda. I've spoken with NRSC supporters around the country, and I know that there is a hunger to win.
