政院推離島博弈除罪化　金門府會樂觀其成

（中央社記者倪國炎金門十四日電）行政院今天宣布離島建設先推動博弈除罪化，金門縣政府和縣議會一致表示樂觀其成，認為是金門發展觀光和經濟的機會。縣長李炷烽並表示，等法律通過博弈除罪化後，金門再討論要不要爭取設觀光賭場。

李炷烽指出，根據縣府去年委託金門技術學院做的民意調查，反對設立觀光賭場的縣民比贊成的多一點，，因為鄉親擔心賭場會對社會風氣有所影響，因此，等法律通過博弈除罪化，金門再討論要不要設觀光賭場較妥。

他指出，金門地區人口不多，可以針對是否設觀光賭場議題具名表決，這樣大家就會更慎重、更負責任地思考問題，未來也可當做歷史檔案。

縣議長謝宜璋表示，行政院宣布離島建設先推動博弈除罪化，這是做為離島金門的發展一大機會，他個人是持積極、審慎和樂觀態度，如果有周密計畫和配套措施，將能為金門觀光和經濟加分。

對於金T是否爭取開放設觀光賭場，他說，充分尊重民意，縣議會將督促縣府做出明確的態度，及有效評估、規劃，才不致將機會淪為紙上談兵。

謝宜璋強調，金門以發展觀光為建設主軸，離島博弈除罪化是地方經濟發展契機，部分鄉親也許疑慮會對社會治安帶來衝擊，但是先進的新加坡已經決定開放博弈業，值得金門鄉親思考。970814

　行政院長劉兆玄昨天在院會中裁示，離島建設未來重點之一是發展觀光產業，儘管推動博弈產業政策方向年底前才明朗化，但劉揆指示將博弈除罪化列入未來政策推動方向，並納入未來建設計畫，顯示政院支持博弈開放從離島優先放行已露出端倪。

　行政院會昨天聽取經建會副主委胡仲英說明未來七大建設推動策略及時程。劉揆裁示，離島以博弈除罪化做為推動方向。

　經建會副主委黃萬翔補充表示，法律禁止賭博行為，離島若要開設賭場，需先由立法院通過離島建設條例博弈除罪化，立委提案離島建設條例正審議中，其中涵蓋離島博弈事業的除罪化條文，一旦通過，政院應會立院通過法案配合因應，未來離賭場將成整合性綜合觀光場所，像拉斯維加斯模式。政院版離島建設條例重點不包括開放博弈產業。

　經建會擬訂定博弈管理條例專法草案，預計今年12月底前出爐，原則上以離島優先。官員說，劉揆指示離島政策方向，應納入博弈除罪化為推動重點方向，顯示未來新政府博弈事業開放擬從離島優先放行，至於是澎湖、金門或馬祖，可能另設申請機制。

　胡仲英在報告中指出，未來中央與地方將訂定離島重點旗艦型計畫，並訂定中長期經濟發展計畫，規劃未來金馬定位及產業發展策略，針對可能有利基之產業如觀光、醫療養生等，配合基礎建設推動。 　薛孟杰/台北報導

　行政院首度公開表態С蛛x島博弈除罪化，國民黨立院黨團呼應指出，新會期開議後，將邀請行政官員說明，若政院明確表態，國民黨立委亦將會支持離島博奕除罪化。

　離島建設條例博弈除罪化條款在立院已多次闖關，每次都功敗垂成，前後長達10年，在政黨輪替後立院上會期內政經濟聯席委員會審查該案，亦因經建會表示「還要一些時間研究」，主席最後宣佈等經建會方案出爐後再議，仍無任何實質進展。

　國民黨團副書記長吳育昇指出，上屆立院最後一會期，離島建設條例博弈條款曾在院會二、三讀闖關，但基於民進黨主政的行政院及民進黨立院黨團都未清楚表態，國民黨立院黨團決議大選後再議，並再度封殺該條例。如今，政黨已輪替，再加上政院表態，馬英九總統選前又曾表達支持修法，他認為博奕條款在立院新會期獲得突破的可能性很高。

　吳育昇說，包括苗栗、嘉義、雲林、北縣都已表態爭取設立博弈觀光區，但由於博奕事業往往伴隨道德爭議，黨團目前仍傾向先在離島試辦。

【本報台北訊】行政院長劉兆玄14日在院會上為離島發展博弈事業「開路」，指示經建會優先推動博弈除罪化，希望下會期將法源納入離島建設條例。
經建會副主委黃萬翔指出，離島設置賭場經建會仍在規劃，模式會像美國拉斯維加斯的綜合性觀光休閒場區，賭場只是休閒場區的一環。

劉兆玄指出，離島建設未來重點之一是發展觀光產業，雖然推動博弈事業等方向未完全定案，但應先把博弈除罪化列入推動，並納入經建會未來的建設計畫。

經建會副主委胡仲英表示，馬蕭競選政見愛台12項建設，優先推動的七大建設，分別為規劃全台便捷交通網、北部桃園航空城、中部高科技產業新聚落、南部高雄港市再造方案、東部養生農業與觀光發展、離島建設及國土保育等。

有關離島建設條例加入博弈除罪化條款，黃萬翔指出，的確有立委提案，下會期立法院討論審查離島建設條例，經建會會考慮將博弈除罪化納入。

他也說，博弈除罪化應限在離島的觀光產業特定範圍，離島一般居民並不能博弈除罪化。

胡仲英在行政院會說明七大建設推動的策略與時程，規劃全台便捷交通網，會和經濟部的天網計畫做配合，計畫項目包括北中南都市鐵路立體化及便捷化、東部鐵路電氣化與雙軌化、北中南都會區捷運網等。

胡仲英說，修正離島建設條例將擴大免除營業稅、關稅、設置免稅商店及鼓勵醫事人才前往離島開業等。

兌現馬總統競選時承諾"開放澎湖設置合法賭場'的政見,行政院長劉兆玄已經指示相關單位,把離島博弈除罪列為修法方向.

一直力爭設置合法賭場的澎湖縣,第一時間聽到消息相當振奮,縣長表示,期待未來的投資方案,能讓澎湖縣民都能成為小股東,分享博弈事業的營利.

設置賭場,儘管可能帶來觀光收益,但是對治安風俗的影響,也令人擔心;有學者建議,政府必須要積極介入管理,最好設立認證制度.

除此之外,學者也認為,未來的賭場最好採用現金交易制度,才不會衍生以卡養卡、積欠賭債等問題.而目前澎湖縣評估,從修法通過合法博弈,到興建好相關設施,大約還需要六年的時間,縣府也會廣徵各方意見,做好配套措施.

為了提升離島競爭力，行政院將鬆綁離島賭博觀光事業，行政院院長劉兆玄說：「在離島相關條例裡面，要先做修法的工作，才能做進一步的規劃，這起碼是一個窗口，從這裡開始是應該的，至於其他有關博弈與觀光資源結合，需要更細膩的規劃，恐怕這要等修法過後，才能看的到。」

根據經建會預估，立法院下個會期可望完成離島建設條例的修正，讓離島博奕除罪化，至於開放離島博弈如何跟觀光結合，劉兆玄還是強調要等修法通過，再進一步來談。

Reid announces Obama endorsement
Sen. Harry Reid today announced his endorsement of Sen. Barack Obama for the presidency.

Reid had declined to choose between Obama and Sen. Hillary Clinton through the long Democratic primary process, saying as Senate majority leader he needed to remain neutral.

With Obama clinching the party抯 nomination on Tuesday, Reid in a statement early today called Obama 揳 once-in-a-generation leader who connects with the hopes and dreams of the American people and will deliver the long-overdue change that our country desperately needs.

"I could not be more excited to have Senator Obama lead a united Democratic Party to victory in November and I am committed to doing everything I can to help."

Reid also praised Clinton 揻or her tremendous contributions in this campaign and for our country. She is a wonderful senator and friend whose vision and determination have made our party stronger.

"There is no question that she will continue to be a force for change," Reid said.

"As our next president, Barack Obama will responsibly end the war in Iraq, make the American dream affordable for working families once again, and deliver a government as good and honest as the people it represents," Reid said.

Priest who mocked Clinton again draws spotlight

CHICAGO (AP) - He's a white priest at a largely black church. He's held hands with Nation of Islam leader Louis Farrakhan. He's been arrested dozens of times and battled anyone he thinks has wronged his parish - from gun dealers to a local Catholic sports league. Now the Rev. Michael Pfleger is something else: the latest thorn in the side of presidential candidate Barack Obama.

Racially charged comments Pfleger made last week mocking Obama rival Hillary Rodham Clinton - as a guest at Obama's church, no less - triggered a quick response from Obama, who wants nothing to do with a racial firestorm like the one generated by his former pastor, the Rev. Jeremiah Wright.

While Pfleger is not nearly as close to Obama as Wright had been, he has donated to the candidate's state Senate and presidential campaigns and sat on a Catholics for Obama committee until a few weeks ago. When Obama was in the Illinois Legislature, he helped land more than $200,000 in state grants for outreach programs run by Pfleger's church.

Obama made it clear he wasn't happy with the comments - in which Pfleger pretended he was Clinton crying over "a black man stealing my show" - and said he was "deeply disappointed in Father Pfleger's divisive, backward-looking rhetoric, which doesn't reflect the country I see or the desire of people across America to come together in common cause."

Pfleger, too, issued an apology, saying he was sorry if his comments offended Clinton or anyone else. He did not return several calls for comment on Friday.

Meanwhile, Cardinal Francis George of the Archdiocese of Chicago issued a press release Friday in which he criticized both Pfleger's involvement in a political campaign and a "personal attack" on Clinton. George said Pfleger has promised not to campaign or even mention any candidate by name.

Wright's comments reverberated in the Democratic primary for weeks and remain a part of the race. Obama broke with Wright, who had been his longtime pastor, after video of his sermons blaming U.S. policies for the Sept. 11 attacks and his calls of "God damn America" became fixtures on the Internet and cable news networks.

The relationship between Obama, a one-time community activist on Chicago's South Side, and the outspoken priest at the activist St. Sabina Church has been a long one.

As a state senator, Obama secured two grants related to Pfleger's church - one for $100,000 to repair The Ark community center at the church in 2000 and the other for $125,000 for computers at the church's employment resource center.

For his part, Pfleger, 59, has donated $1,500 to Obama's campaigns for state office and another $1,500 to his presidential campaign.

Aides say Obama has rarely visited St. Sabina, although he cited Pfleger, along with Wright, as one of his spiritual advisers in a 2004 Chicago Sun-Times story. Pfleger helped Obama's Iowa campaign by taking part in a faith forum.

Pfleger has invited criticism with his words and actions in the past, even before Sunday's fiery sermon at Trinity United Church of Christ.

He has hit the streets, sometimes with busloads of parishioners in tow, to protest Jerry Springer's television show, stores that sell drug paraphernalia and gun violence. He's been arrested for acts of civil disobedience, such as smearing red paint on alcohol and tobacco billboards. Last year, he and the Rev. Jesse Jackson were arrested during a protest of a suburban gun shop; charges were later dropped.

Pfleger's fight to make the community safe is an intensely personal one. He's adopted three children, one of whom was gunned down near the church in 1998.

Pfleger has urged parishioners to pay prostitutes and drug users so they could share their faith with them. He has offered his church as a place where controversial figures can express their views. Farrakhan spoke there, as did the Rev. Al Sharpton.

At times, there has been talk of diocesan officials reassigning Pfleger, but he is immensely popular in his parish and has helped it thrive over the past quarter-century as many other congregations have struggled.

In March, as Wright's inflammatory comments were making national headlines, St. Sabina gave Wright a hero's welcome after Pfleger invited him to give the benediction.

And in early May, Pfleger posted a letter on the parish Web site calling Obama and Wright "two friends who I respect, admire and have a deep love for." He wrote that neither man should be held accountable for the other's words.

"The truth is we need Senator Barack Obama and we need Reverend Jeremiah Wright and, if we are serious about wanting a new America, we cannot afford to throw either one of them under the bus!"

　她的財產超過25億美元（約新台幣758億元），高於全世界30個國家的國內生產毛額；她1年至少賺進2億6000萬美元；她的事業版圖橫跨電視、廣播、雜x、圖書、網路。她是美國娛樂與傳媒天后歐普拉．溫芙瑞（Oprah Winfrey），美國最富有、最具影響力的女性。

　然而，近來各方對歐普拉的關注焦點，並不在於她又締造幾項紀錄，而在她的事業是否已開始走下坡？

　涉入政治 惹惱希拉蕊選民

　徵兆已經出現。《紐約時報》5月26日引述美國「尼爾森媒體研究」與「發行公信會」（ABC）的調查與稽核資料，指出歐普拉節目的日間觀眾在2004-2005年一度逼近900萬人，如今只剩730萬人。旗艦節目《歐普拉溫芙瑞秀》收視率連續滑落3年，今年以來跌掉7%。去年12月大張旗鼓推出新節目《歐普拉捐助大賽》虎頭蛇尾，8周內觀眾流失三分之二。《歐普拉雜誌》的銷售量也在3年內縮水10%。連她在南非創辦的女子學校也深陷性醜聞風暴。

　不少媒體觀察家立刻將矛頭指向政治。歐普拉過去從未直接涉入政治，但她在去年9月公開支持同為黑人的民主黨總統候選人角逐者歐巴馬，可能因此惹惱了支持希拉蕊．柯林頓的觀眾與白人觀眾，許多女性甚至指責她「背叛」女性。根據蓋洛普公司去年10月的民調，歐普拉受歡迎的程度減少8%，抱持反感的比例上升9%。

　靈性運動 得罪傳統基督徒

　《時代》雜誌專欄作家波尼沃齊克則是對所謂的「歐巴馬因素」不以為然，原因很簡單：歐普拉節目的收視率與雜誌銷售量已經連續滑落3年，但她去年才投入歐巴馬陣營，這項政治因素如果那麼重要，難道前兩年轉換頻道的觀眾都是先知先覺？

　高高在上 女神不再振人心

　波尼沃齊克認為歐普拉走下坡的癥結，在於她的形象與作風逐漸改變，可以說是從「天后」晉升為「女神」，她越來越習慣以高高在上的教主姿態，對芸芸眾生散播福音，雖然立意良善，言之有物，但是犧牲了親和力與振奮人心的能耐，反而讓許多觀眾對她產生疏離感甚至排斥感。

　其實歐普拉的事業根基然極為雄厚，點石成金的本領仍在，《歐普拉溫芙瑞秀》連續471周（9年）高居收視率榜首，與電視網的合約已經簽到2011年，最近又與「發現傳播公司」探索通信公司（Discovery Communications）合作創立「歐普拉溫芙瑞電視網」，全面進軍有線電視市場。

　波尼沃齊克建議歐普拉不妨重新審視自家事業的基本精神，回歸早年讓她賴以成名的主題：鼓舞觀眾追求更美好的人生境界。歐普拉當然可以提供許多寶貴的見解，但她終究不是全知全能，人們自身的力量才是他們能否不斷精進的關鍵。換言之，歐普拉要讓觀眾當自己的主人，而不是當她的善男信女。

Priest who mocked Clinton told to take a leave

CHICAGO (AP) -- Cardinal Francis George asked a Chicago priest on Tuesday to temporarily step down from his post to "reflect on his recent statements" regarding Sen. Hillary Rodham Clinton and her bid for the White House.

Last week, the Rev. Michael Pfleger mocked Clinton at Sen. Barack Obama's former church, saying the New York senator felt "entitled" to the Democratic nomination for president.

In a guest sermon at Trinity United Church of Christ, Pfleger pretended he was Clinton crying over "a black man stealing my show."

Pfleger's sermon, along with past controversial statements by Trinity's former longtime pastor, the Rev. Jeremiah Wright, led Obama to resign his membership at Trinity. Pfleger apologized for his comments Sunday.

George asked Pfleger to take leave from pastoral duties at St. Sabina Church in order to "reflect on his recent statements and actions in the light of the church's regulations for all Catholic priests," according to a statement Tuesday from the Archdiocese of Chicago.

Officials have said the Catholic Church does not endorse political candidates.

The leave was effective Tuesday and was scheduled to last about two weeks, said Archdiocese spokeswoman Susan Burritt.

"This is the Cardinal's way of hopefully relieving some of the pressure, to step away and reflect a little bit. That is the intent here," she said. "This has been a difficult week in light of everything that's happened."

Pfleger, who has promised George he would no longer mention any presidential candidates by name, did not believe "this to be the right step at this time," according to the statement.

"While respecting his disagreement, I have nevertheless asked him to use this opportunity to reflect," George said in the statement. "I hope that this period will also be a time away from the public spotlight and for rest and attention to family concerns."

A message seeking comment was left for Pfleger.

Pfleger, a 59-year-old white priest at a largely black parish, has gained a reputation for impassioned sermons and activism. The Archdiocese said his temporary replacement is the Rev. William Vanecko, pastor of Chicago's St. Kilian Catholic Church.
