Magistrate Feng-wei Lai (賴峰偉) of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. Most of the people in the team are high-ranking officials of Penghu. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*1

A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*1

Memorandum of Understanding

BETWEEN NEVADA STATE GOVERNMENT

AND

PENGHU COUNTY GOVERNMENT

In order to promote cooperation between Nevada state government and Penghu County government, and desiring to expand opportunities to mutual benefit, facilitate academic ties, cooperation into the development of the Penghu tourism industry and promote mutual understanding, both parties agree to explore the feasibility of establishing a framework for educational and tourism cooperation.

In preparation for establishing a formal framework for future activities both parties will:

刪 encourage units to explore the feasibility of activities like student exchange and faculty exchange for research, lecturers, and discussions that mutually benefit both institutions;

刪 consult the tourism offices, and cultural exchange offices to explore ways which have mutual benefit for research and community based projects;

刪 enhance future developments to benefit both State of Nevada and Penghu county in order to gain better understanding of social and cultural differences

Themes of joint activities and the conditions of utilizing the results achieved and arrangement for specific visits, exchanges, and any other forms of cooperation will be developed mutually for each specific case. Any commitment of resources, financial or otherwise, must be made in specific agreements to be entered into for this purpose at a subsequent date.

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*1

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation (China). Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*2

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada led a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*3

"The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*4

"Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Building mutally beneficial relationships with Taiwan, and other foreign countries, will create the demand for direct, regularly scheduled flights. Our work will help Nevada establish contacts for lucrative business and convention visitors from around the world that will form the foundation for a new pillar in the Nevada economy."*5

Las Vegas, Nevada, Representative Offices to Taiwan and Shanghai of Nevada Commission on Economic Development, and Washington Business and Technology Institute (WBTI) extend their heartily welcome to the business, tourism, and investment from Asian countires to boom the tourism and ecomomy of this silver state.

In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen (陳思庭), NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in September 4, 2005 for further plan in tourism and business cooperation and development.*6

In order to build an association among important cities nationally and internationally for: (1) Mutual cooperation and development of business, trade, and tourism; (2) Social and public relations among business and professionals; and (3) Event and dinner parties for our community in an atmosphere of friendly and mutual cooperation. Justice of the Supreme Court Michael Douglas, District Judge Jessie Walsh, Clark County Commissioner Lynette McDonald, Nevada Assemblywoman Valerie Weber, Southern Nevada Sherrif Bill Young, business executives and owners, multimedia publishers and Editor-in-Chief, organizational and community leaders, among others co-sponsored the initial establishment of Intercity Business Council of Nevada (with the name now as 'International Cities Business Council') on December 16, 2004 in Las Vegas, Nevada, U. S. A.*7

At the Executive Meeting held on August 13, 2005 in Las Vegas, Nevada, Assemblywoman of Nevada was elected as the Advisor of ICBC. Mr. Michael Huang, Esq. and Miss Yin Yan were elected as Vice Chairmen.

The Directors of ICBC at the present time are: Mr. Han Zheng, City Mayor of Shanghai, China; Mr. Jim Gibson, Mayor of Henderson, Nevada; Mr. Michael L. Montandon, Mayor of North Las Vegas, Nevada; Mr. Feng Wei Lai (賴峰偉), County Governor of Penghu, Taiwan; Mr. Changping Zhang, Mayor of Xiamen, China; Mr. Tommy Hu, CEO (Mayor) of Xiang Fan, Hubei, China; CEO of United Commercial Bank; among others.*8

Lt. Governor of Nevada Lorraine Hunt has been invited as the Honorary Chairperson of the International Cities Business Council (ICBC).

Chairperson Charlyne Chen (陳思庭) of the International Cities Business Council (ICBC) of Washington Business and Technology Institute (WBTI) is holding a welcome and celebration dinner party for the Penghu Delegaton and ICBC's establishment. It will be held on September 5, 2005 in Las Vegas, Nevada. The location is at the sky room restaurant in Stratosphere Casino and Hotel.

Most of the Chinese and Taiwanese associations presidents and newspapers publishers in Las Vegas will attend the event and party. Mr. Feng-wei Lai (賴峰偉), County Governor of Penghu, Taiwan will lead a big delegation team to attend. Nevada Assemblywoman Valerei Weber will be invited as our Guest of Honor. She is the Advisor of International Cities Business Council (ICBC).

The function of the Event and Dinner Party is to welcome the Delegation led by Governor Feng-wei Lai and celebration of the establishment of International Cities Business Council (ICBC). Miss Charlyne Chen (陳思庭) is the Chairperson.

"In summary, I am grateful for these new friends I made while visiting Taiwan, Republic of China and their love of democracy, prosperity and peace. Some day I hope to return to see continuation of their economic development and see other beautiful parts of the island including a tour of the gorgeous Penghu Islands on the west side of Taiwan," wrote Assemblywoman Valerie Weber to President Dr. Tony Lei of Washington Business and Technology Institute (WBTI) about her motion of the ARC 25 (Certificate of) Resolution for Taiwan in the Nevada Assembly and Senate.*9

Senator John Ensign to Taiwan Benevolent Association of America.*2

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*3 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Charlyne is a first generation immigrant from the Republic of China. Her family owns a motel on Las Vegas Boulevard that she helped operate from the time she was 14 years old. As a local resident, Charlyne attended Orr Jr. High School and Valley High school. After graduating, she attended UNLV for my freshmen and sophomore years and Cal State Fullerton in California.

Miss Charlyne Chen (陳思庭) is the 亚洲总裁 (Asian President) of Info21 Data Media Group. In 2003 the Nevada Commission on Economic Development appointed Charlyne Chen (陳思庭) as a representative in Taiwan to further the trade and investment relationships between Nevada and Taiwan. In 2004, she was appointed as the representative in Shanghai by the Commission.*3

As the CEO of Info21 Data Media Group with operation in Shanghai, Taiwan, and Hong Kong which provides trade intelligence, Charlyne has achieved a great deal to be the Representative of State Nevada on Economic Development for Shanghai and Taiwan. She was invited by Governor of Ponghu as an official advisor on tourism and legalized gaming of the County Government.

Charlyne has been instrumental in the process to have United Commercial Bank (a Chinese-owned bank with 45 U.S. branches in California and New York) establish the first branches of a Chinese Bank in Nevada (Las Vegas). A Chinese bank in Texas will also open a branch here with an investment of U. S. $20 millions.

Charlyne Chen (陳思庭) was awarded "Outstanding Chinese Young Entrepreneur of 2003" by "Asia Week" magazine in HK. On May 17, 2005 NCED, together with Charlyne Chen, held a seminar in Las Vegas for approximately 100 Taiwanese business owners, assembled for the Hardware Association exhibition, on investing in Nevada.

In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen, NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in September, 2005 for further plan in tourism and business cooperation and development.*5

In order to build an association among important cities nationally and internationally for: (1) Mutual cooperation and development of business, trade, and tourism; (2) Social and public relations among business and professionals; and (3) Event and dinner parties for our community in an atmosphere of friendly and mutual cooperation. I hope that, during your time here, you will be able to experience some of the many attractions that our beautiful city has to offer. .....," wrote U. S. Senator John Ensign to Taiwan Benevolent Association of America.*2

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*3 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Greeting Letters and Cetificates were presented by Matthew McBride (for U. S. Senator John Ensign), Judith Ray (for U. S. Congressman James Gibbons), Gerri Schroder (for U. S. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. The five members are Kent Wang, De-yu Lang, Dr. Tony Tung-tien Lei, Dr. Wayne J. Horng, and Leo Huang. They were all elected by the Board Directors and Advisors. The Declaration was passed through the Meeting. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries. A Letter of Greeting was granted by her to TBAA.

President Dr. Tony Tung-tien Lei presented the Certificates of Recognition from Nevada Governor Kenny Guinn and U. S. Congressman Jon Porter and Greeting Letters of U. S. Senator John Ensign and U. S. Congressman James Gibbons to the Chairperson of TBAA Wendy Yu-ping Wu.

"The State of Nevada congratulates you on your extensive assistance to the Taiwan Benevolent Association of America, and commends you for your dedicated service to the citizens of our Silver State," Nevada Governor Kenny Guinn granted a Certificate of Recognition to Wendy Wu dated May 23, 2005.*5

United States Congressman Jon C. Porter granted also a Certificate of Recognition to
recognize and honor Wendy Wu, "FOR YOUR DEDICATED SERVICE AND PROFOUND COMMITMENT TO THE COMMUNITY AND TO THE TAIWAN BENEVOLENT ASSOCIATION OF AMERICA."*6

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were also presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*7

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Mr. Liang is now the 28th Chairman of TBAA. The 揊ormosa Night featured a delegation of 28 people from Taiwan and a chorus from New York City. It was a great performance with dance troupe of Taiwan Culture Delegation.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee(Embassador of the Republic of China) on July 28, 2005.

Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.*8

"In righteousness we shall be established. A Welcome Party and Prepared 28th Board Directors and Advisors Meeting were held on July 29, 2005 at the Paris Hotel in Las Vegas, Nevada. To pay a special tribute to his great contribution to the 28th Convention and TBAA, Dr. Tony Tung-tien Lei was nominated by Chairperson of TBAA as an Advisor of Taiwan Benevolent Association of America. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. The five members are Kent Wang, De-yu Lang, Dr. Tony Tung-tien Lei, Dr. Wayne J. Horng, and Leo Huang. They were all elected by the Board Directors and Advisors. The Declaration was passed through the Meeting. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries.

President Dr. Tony Tung-tien Lei presented the Certificates of Recognition from Nevada Governor Kenny Guinn and U. S. Congressman Jon Porter and Greeting Letters of U. S. Senator John Ensign and U. S. congressman James Gibbons to the Chairperson of TBAA Wendy Yu-ping Wu.

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were also presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Liang is now the 28th Chairman of TBAA.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee(Embassador of the Republic of China) on July 28, 2005.

Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.

Las Vegas Art Museum presents “Chinese Beauty & Elegance”

The current exhibition opened on Friday, July 29 and is indeed an extraordinary display of collecting and connoisseurship in the scholarly taste.

The delightful Ming-Qing Dynasty scholar’s studio captures the essence of the ambience into which a scholar may retreat. The uncluttered setting, conveying a distinct sense of quiet harmony and subtle elegance, offers the viewers a glimpse into the preferences of a refined gentleman.

This exhibition features Las Vegas collectors as well as treasures from the Pacific Asian Museum. On display are selected items from the fabulous Facciani Jade Collection, two majestic hanging scrolls of the Wing Fong Chinese Painting Collection, and antiques from the Pacific Asian Museum.

In December 2004, the Las Vegas Art Museum became a Sister Museum of the NaXi DongBa Cultural Museum in China. A display introducing LVAM’s Chinese sister museum is located in the entry alcove. This unprecedented relationship not only recognizes the ever growing diverse ethnic community of our city, it will facilitate future friendly exchanges across the Pacific and promote meaningful co-operation between the two museums

As our city develops into a major urban center as it is destined to do, our museums and cultural centers will need the continued support from our community. It is up to each individual resident to preserve our natural environment and to promote our cultural environment.

Chinese Beauty and Elegance: Collecting and Connoisseurship in Scholarly Taste
July 29 to September 23, 2005

The scholar-gentlemen and intellectuals of the Ming and Qing Dynasties pursued beauty and elegance in life through their collection of art objects and connoisseurship in scroll paintings and calligraphy. Their studios reflect their exquisite taste.

This exhibition features jade and scrolls from private collectors from Las Vegas, as well as, items on loan from the Pacific Asia Museum in Pasadena.

In December 2004, the Las Vegas Art Museum became a Sister Museum of the NaXi DongBa Cultural Museum in China. To celebrate this meaningful East-West cultural exchange event, we shall include in this exhibition an introduction of our Chinese Sister Museum.

I believe God wants to bless our family in a mighty way

Dear Dad and Mom,

I was looking for brother's picture on your yahoo mail. I read the email from Robert Song. I would get very mad at his evil behavior also. I don't know what would cause him to write those things. But, I know that later on as I have more influence, I will also encounter these kind of attacks. I'm sure all great people encountered attacks from others. What makes the difference is how they handle these things. Those with character would be able to not let these things affect them. They know themselves and is confident of their ability no matter what others will say about them. Just remember how Jesus was called a liar, a demon-possessed person, blasphemer, and other bad things. Remember how He died on the cross for you. When you remember all Jesus did for you, then you can forgive everyone. Because you know Jesus suffered much more as a totally innocent person. What do we have to say when others do evil to us?

It's hard for children to hear people attack their parents. I'm sure it's hard for you to hear people attack your sons also. But since we have a new life in Jesus Christ, we do not live according to the old self. We have a new self created to be like Christ. Therefore, I must also forgive and pray for this person, no matter how hard it may be.

You can't control people, you can't control really anything. Remember God is in control. He let this happen to you and He knows you can overcome it with His power. No temptation happen to you except what is common to man. 1 Corinthians 10:13.

It's funny. But through this I am more proud of you Dad and Mom. I AM VERY PROUD TO BE YOUR SON!!!! I can see how this kind of thing before would be such a disaster, yet I can see God working in both of you. Praise the Lord! I believe God wants to show you how different you are now since you have Jesus in your life. Continue to live out this new life. Continue to experience God's miracles. The biggest miracles are those that happen in our own hearts, because no one can change his heart - only God.

Thank you for always your encouragements to me. I believe God wants to bless our family in a mighty way. Just watch! =)
