But on Thursday, after a Justice of the Peace dropped the charge against her, Allen spoke up. "I do feel vindicated," she said after she learned the charges against her were thrown out. "The truth came out." Allen was accused of stabbing husband Paul Maineri with a steak knife during a fight at the couple's home May 17. Allen was facing one count of battery domestic violence. Allen, who is running for re-election in Assembly District 4, denied the charges. Las Vegas Justice of the Peace Joe Bonaventure dropped the charges against Allen because Maineri testified Thursday during a preliminary hearing that he stabbed himself with a kitchen knife. Bonaventure said he believed Maineri. "I find this statement made today, that this offense did not occur, credible," he said. Maineri previously told Las Vegas police and a physician who treated his wound that Allen stabbed him during a domestic dispute. Bonaventure also said the Clark County district attorney's office didn't provide enough evidence at Thursday's hearing to hold Allen over for trial. Nevertheless, Deputy District Attorney Phillip Smith served Allen's attorney, Richard Wright, with an indictment letter after the hearing. An indictment letter is a procedural step used when prosecutors plan to bring a case before a grand jury. Smith told Wright he would be seeking to indict Allen on the same charges. During the hearing, Maineri tried to avoid testifying by invoking his Fifth Amendment right against self incrimination. Bonaventure granted him immunity, however. Once given immunity, Maineri answered all questions asked by Smith and Wright. He didn't appear nervous and answered questions concisely and in a clear voice. Maineri didn't show up to testify at an earlier hearing because he was out of town and wasn't properly served with a subpoena, said his attorney, Amy Chelini. Maineri testified Thursday that he and Allen were entertaining a few friends on the night of the stabbing. Maineri and Allen argued and their guests left because there was "friction" between him and Allen and it became uncomfortable for the guests, he said. The argument escalated and soon became physical, he said. Maineri said he didn't touch Allen but said he hurt himself. "I grabbed that knife and I jammed it through my arm," he said. After the incident, he drove himself to Summerlin Hospital Medical Center for treatment. He received three stitches for the wound. Physician Randall Miller testified that Maineri told him at the hospital that Allen stabbed him with the knife. Maineri also told Las Vegas police while he was at the hospital that Allen stabbed him but he recanted after he learned she was facing arrest, according to a Las Vegas police report. Maineri admitted that he told police that Allen stabbed him but maintained Thursday that he stabbed himself. The question of why he gave that initial account to police was never asked Thursday. In making his decision to drop the charges, Bonaventure said he compared Maineri's earlier statements to police with his current testimony. Maineri made his previous statements after he had fought with Allen and had been drinking. In contrast, when Maineri said he stabbed himself on Thursday, he had a lawyer, was given immunity and was testifying under oath, he said. Allen, 30, is a two-term member of the Assembly. Three other Republicans, a Democrat, a Libertarian and a member of the Independent American Party are running in Assembly District 4, in the northwestern part of the valley. After the hearing, Allen said she and Maineri are living apart and she is considering divorcing him. When asked whether the accusations against her will affect her chances in the election, Allen replied "we'll see." "Early voting starts the 26th," she added, smiling. "Don't forget to get voters out." Not for publishing or coping please!} 全球新聞 > 時事 > 台灣 > 正文繁體 | 簡體 馬英九拍板離島開賭場 http://news.sina.com 2008年07月15日 04:45 僑報 台6月通脹指數達5%,創8個月來新高。烏雲下,青天白日滿地紅旗被懸掛在台最高建築物101大樓旁。路透社 通脹陰霾下島內民眾經濟前景信心陷入新低,為了振奮經濟信心,不但台行政院提出多項兩岸經貿新措瓦B爭議多年的“離島建設條例附加博弈條款修正案”如今也再露曙光。 為拼經濟,馬英九近日表示,已與“行政院長”劉兆玄達成共識,準備開放台灣的離島設立賭場,兌現自己當初競選政見之一。據悉,賭場的開設預計可創造3.5萬個就業機會。 “行政院經建會主委”陳添枝則建議當局學習新加坡模式,以觀光為主、博弈為輔。 【本報綜合訊】馬英九表示,已指示“行政院經建會”盡快規劃離島設賭場事宜,並希望離島建設條例的法源趕快在“立法院”通過,讓離島能發展博弈事業。 兌現競選政見 綜合台北東森新聞、中央社14日報導,馬英九指出,“這是我的競選政見,和劉兆玄也有共識,只要‘立法院’通過離島建設條例,離島就可以設立賭場了。”但他也強調:“我們不鼓勵設賭場,因為賭場是沒有租稅優惠的。現在我們只是把限制拿掉,要不要開賭場,最後由地方自己決定。” 可望增就業機會 “行政院經建會主委”陳添枝表示,馬英九所說的離島是指澎湖、金門、馬祖等地區。至於採取新加坡模式,他說,是复蟛糠謨热菀杂^光為主,博弈只是小部分而已,目的是要提振整體觀光產業。 陳添枝說,原本“經建會”對開放博弈正反面影響的評估報告在年底才能完成,現在既然馬英九已經拍板了,離島將不必等這個報告全部完成才動工。 他還指出,在開放離島設立博弈事業前,必須考慮有沒有人有意願投資、投資案的評估與競爭力、當地居民是否同意等。 據“經建會”搜集新加坡發展賭場計劃的資料顯示,新加坡採取綜合型度假區計劃,而不是只設立賭場。此外,濱海灣與聖陶沙兩地的游樂區,可創造3.5萬個就業機會。 新加坡政府評估,開設賭場可望提高國內生產總值1%到2%,若賭場開業,入境旅客可增加一倍至每年1700萬人,觀光收入一年約58億美元。至於在預防負面效應方面,將提高新加坡本地人進入賭場的門檻,包括年齡需超過21歲、進場費每天100美元或一年2000美元、貧困或低收入戶禁止進場。 離島開賭構想久 據悉,“離島建設條例”從立法完成以來,澎湖離島民意代表多次要求各界支持設置國際級賭場,也就是在離島條例中附加博弈條款。 但2007年4月“經建會”透露可能考慮台本島也可開放賽車、賽馬等博弈活動,讓原本一心想局限在離島才可進行博弈的構想,突然間成了全台均可一體適用。 隨後,“經建會”委托研究的“國際級觀光度假區特許賭場管理條例”草案曝光,更提出未來台灣中南部、東部、離島共將發出三張賭場執照,瞬間引發了全台各縣市的賭場搶奪大戰,讓原本希望釋出利多的民進黨,無力招架來自各地、各層次的龐大壓力,迫使整個草案的研議暫緩,表明“留給下任總統決定”。當時還是國民黨“總統候選人”馬英九就公開表態支持在離島設賭場。 相關 看好博弈 企業學校都心動 離島開賭場消息傳出後,市場預期博弈概念股伍豐、廣積、研華、觀光及飯店概念股包含劍湖山及晶華等有機會受惠。 台北東森新聞報導,泰偉及劍湖山兩企業也均看好台灣離島發展博弈產業。泰偉除了爭取澳門及東南亞國家博弈機台訂單外,更在金門買進2萬坪土地,計劃發展博弈觀光產業。劍湖山則與英商湄京集團合作,看好澎湖發展博弈產業商機,計劃由湄京買入11公頃土地,投入40億元新台幣,興建國際觀光飯店,攜手開發澎湖博弈事業。 而不僅市場看好博弈,就連台灣科技大學將於9月新學期開始,首度針對一般大眾開設博弈課程。台科大指出,在亞洲博弈產業蓬勃發展下,期望透過課程提供在職進修的機會,並培育優秀管理人才。 【去論壇發表評論】【轉寄】【列印】 -------------------------------------------- ******************************************** | |

Not for publishing or coping please!} 金山論壇 「歷史終結論」初探 李西成/羅德島,盧立人/舊金山 小引 在八大工業國(G8)高峰會,共同呼籲對可能拖累全球經濟的石油和食物價格高漲,採取緊急行動之際,兩個高中時代的老同學,幾十年後,又在舊金山聚首,從脆弱的世界經濟、全球暖化,乃漸談到「歷史終結」問題,於是商妥,就相關問題,共同撰寫一些淺見,拋磚引玉,為人類的未來,探尋可能的邁進方向!──作者同註── 多年前,美籍日裔學者Fukuyama提出「歷史終結」 (End of History)論,認為人類意識型態的演進 (ideological evolution)已達終點。其理論的要點有三: (一)獨裁制度已無法取信於人; (二)人類歷史上主、奴之爭,終將結束。人類和平相處,唯在民主制度下,方能實現; (三)極端社會主義或共產主義,均無法與代議性的民主制度相容。 因此,Fukuyama乃推斷人類政經制度的歷史演變,將終結於目前所知之民主制度及資本主義。其理論,在學術界曾轟動一時,並引起極為熱烈的回應。歐美學者對西方或全球政經制度的日後演變,反因之而更眾說紛紜。 Fukuyama氏自認「歷史終結」(End of History)一詞創自黑格爾 (Georg Wilhelm Friedrich Hegel, 1770-1831)。黑氏早在歷史哲學 (The Philosophy of History)一書中(參見1899年J. Sibree英譯本),業已指出,世界歷史自東向西延伸,而歐洲則是人類歷史的終點。 「歷史終結」一詞提出後,其所賦含義屢有變化。論點有下列數端: (一)R克斯 (Karl Marx, 1818-1883)認為社會主義的勝利,是人類史前史的終結,亦為真正歷史的開始。「歷史終結」經馬克斯引用後,廣為流傳,並常引起爭論。究竟何種制度,方能帶來歷史的終結,迄今尚無定論。 (二)Alexandre Kojeve (1902-1968)認為:人類歷史於公元1806年拿破崙在Jena-Auerstadt 一役擊敗普魯士 (Prussia)時告終結,因法國革命所建立之民權原則,開始在德國萌芽,並散播全球。Fukuyama則推斷:美、俄冷戰結束,實意味人類歷史演進的終結。是以關鍵性戰爭勝負,亦可導致制度的轉變,並促成歷史的終結。 (三)Samuel P. Huntington (1929)在The Clash of civilizations And the Remaking of World Order (1996)一書中,闡明工業國家制度,乃西歐文化產物。且認為文化的差異,可左右制度變化,甚至影響到制度的取捨。 (四)與「歷史終結」論,極異其趣之論點,乃『歷史回歸 (Return of History)』論。此乃Allen Butcher在Democracy and Capitalism: Are They Critical Elements of a Climax Human Culture? (2001)一文中所提出。他認為人類制度演進,有若「濕地」環境之變化,且具其循環性。今日美國政治制度,並非真正的民主政治,而是名為一人一票,實際則係富人控制的政治;今日美國經濟,亦非真正的市場經濟,而係表面自由交易,暗藏政府操縱的經濟。全球性經濟及文化演變,將導致更多全民政治參與,並可獲得公產及私產分配上的適當均衡。 Allen Butcher的論點,與筆者盧立人在所撰文中常說:所謂民主,僅是選民在投下選票的剎那才是「主」,其餘時間都是「民」,而被選出的民意代表與行政首長,則是「主」,選民對其優、劣,平時毫無置喙餘地。說法容有不同,而對現代視為經典的「民主」,則有同樣質疑! 至於目前經濟發展快速的中國大陸,以及曾創造經濟奇蹟的台灣,所分別推行的是中國式社會主義和孫中山倡導的民生主義,而非一般所謂的資本主義。 Fukuyama則認為,無論各地文化或環境如何,人類歷史演進,均以歐、美政經制度為依歸。而上述Huntington的論點,則似有可取。如以色列,雖然大體接受西方制度,但其政治制度,允許信奉猶太教的公民,享有特權,而其經濟制度,則仍留有公社的遺跡。伊朗的革命導生了宗教控制政經的制度;許多伊斯蘭教的信徒,認為這種制度,值得發揚推廣。 科技應算是人類文化的一部分。歷史顯示,制度的變化亦受科技的影響。交通及通訊的進步,亦使直接選舉,或能取代間接選舉。電子器材的進步,亦可令上億的電視觀眾,在短時間內反映各自的偏好。如果這種設備用來投票,「直」議政治,應可「替換」代議政治,並可使選民,有效發揮監督與罷免權力。電子網路的發達,已允許美國總統候選人,直接向升斗小民募集數億競選資金,巨賈富商對政客的影響,是否會因此降低,固尚待觀察,唯如資本家左右政治的力量下降,資本主義的本質恐亦將隨之發生變化。 自來歷史終結論者,似並未體會出老子所謂:「道可道,非常道;名可名,非常名」的真諦,而僅指出政經制度變化的「常道」。 (作者李西成為經濟學博士、Bryant University終身教授,盧立人為台北執業律師、法奶日報網站發行人) 2008-07-15 -------------------------------------------- ******************************************** | |

But that wasn't her fault - a lot of the time, she said, there weren't any lines to learn. "Working without knowing what you are doing from start to finish is very difficult," Liu said in an interview with The Associated Press. "It was really improvisation. It was exciting. It keeps you on your toes." Liu was in Japan on Tuesday with comedian Jack Black and other members of the film's cast and crew for Kung Fu Panda's Japan premiere. Liu, also known for her roles in "Charlie's Angels" and "Kill Bill," plays Master Viper in the movie, which is about an overweight panda who aspires to be a kung fu master. Along with Black, who plays the panda, Po, the film features the voices of Jackie Chan, Dustin Hoffman and Angelina Jolie. Liu said she is particularly happy to be in a movie about China - both of her parents were from Taiwan before moving to New York, where she was born and raised. "It didn't take me long at all to decide I wanted to do this," she said. China seems to be glad she made the film, too. The movie, which opened in China on June 20 to rave reviews, has made more than $15 million at the box office there - meaning it has crossed the threshold for what is considered a big hit in that country. Before that, the movie, which is distributed by Paramount for DreamWorks Animation, pulled in $60 million in ticket sales to debut as the No. 1 movie in North America. "It has a global message," Liu said. Liu said although she chose to be in "Kung Fu Panda" because she was attracted by the China angle, she does not want to be limited to playing roles that specifically require an Asian actor, and added that Hollywood is gradually becoming more diverse in the array of parts that are available. "I think there are more filmmakers out there who are doing more colorblind casting," she said. "I'm hoping it will continue to expand. You want something, you get it. Perhaps that's an exaggeration. Perhaps all of his kids got where they are in life through hard work and ability. But that's not always how it looks from the outside. And with his eldest son, Rory Reid, a pattern is emerging. A Democratic woman starts talking about running for a particular office. Rory decides he wants to run for the same office. She gets out, he gets in. This first happened in the summer of 2001. State Sen. Dina Titus was making noises about running for an open seat on the Clark County Commission in 2002. Then Rory decided he wanted it, even though his dad encouraged him to run for Congress. Over coffee, Rory Reid and Dina Titus chatted for five minutes. Titus pulled out two months later saying she didn't want to divide the party and the part-time commissioner's job would take too much time from her job as a political science professor. Her reward was the high-profile job of Nevada Democratic National Committeewoman. For Rory, victory was sweet. And easy. The reality is Titus caved because of the Harry Reid fear factor. No Democrat hoping for a future in Nevada politics wants to make an enemy of the most powerful Democrat in Nevada and the most powerful Democrat in the U.S. Senate. Fast forward six years. Assembly Speaker Barbara Buckley starts making it clear she's interested in running for governor in 2010 when she is term limited from running again for the Assembly. Buckley as governor material is mentioned a lot. But Rory now wants to be a contender for governor. A poll is taken. He polls strong. Will Buckley and other Democrats step aside for Rory? Most likely. Because it goes back to this: You could make an enemy of Harry Reid, or you could be his friend. Titus is now his friend, a useful friend. She's running against Republican Congressman Jon Porter, a potential challenger to Sen. Reid in two more years. Papa Reid is helping her. Buckley said Friday she hasn't made any decisions about her political future. "I've said many times, right now my focus is running for the Assembly, focusing on the state of our economy, the state of our budget, overhauling the way the state operates, and trying to prevent draconian cuts. That's where my time and attention is spent." She'll decide about her political future "when the timing is right for me." "I don't want to walk into a huge legislative session with my mind focusing on a governor's race. I enjoy policy too much. That would be the wrong thing for me and the wrong thing for the state." The poll for Rory Reid showed him beating Buckley in a Democratic primary 51 percent to 20 percent. And it showed him beating Republican Gov. Jim Gibbons 49 percent to 32 percent. The poll taken the third week of June was not designed to chase other Democrats out, Reid said Friday. "Anybody has the right to run. But, I think, for whatever reason, people assumed I wasn't interested," he said. "It was time for me to say I was interested." That poll said it in a big way and, by including Buckley, eliminated any assumption she's the Democratic front-runner. Reid was aware there would be an inevitable comparison with how Titus surrendered the commission race seven years ago. He regrets his behavior then. "I think I could have handled that better than I did. What I did last time was set up a meeting. I told her what I was going to do and I marched out and did it." "I didn't show Dina the respect I should have," the county commissioner said. "I tried to do this very early to avoid that kind of situation." Rory Reid said there is nothing he can do about the "fear factor" others feel toward his father. "I don't know what I can do about it. All I can do is control what I do." Best guess: When the 2010 election arrives, Rory Reid will be the Democratic nominee for governor and Harry Reid will be running for another term in the U.S. Senate. WASHINGTON (AP) -- Barack Obama's campaign says a satirical New Yorker magazine cover showing the Democratic presidential candidate dressed as a Muslim and his wife as a terrorist is "tasteless and offensive." The illustration on the issue that hits newsstands Monday, titled "The Politics of Fear" and drawn by Barry Blitt, depicts Barack Obama wearing sandals, robe and a turban and his wife, Michelle, dressed in camouflage, combat boots and an assault rifle strapped over her shoulder - standing in the Oval Office. The couple is doing a fist tap in front of a fireplace in which an American flag is burning. Over the mantel hangs a portrait of Osama bin Laden. "The New Yorker may think, as one of their staff explained to us, that their cover is a satirical lampoon of the caricature Senator Obama's right-wing critics have tried to create," said Obama campaign spokesman Bill Burton. "But most readers will see it as tasteless and offensive. And we agree." In a statement Monday, the magazine said the cover "combines a number of fantastical images about the Obamas and shows them for the obvious distortions they are." "The burning flag, the nationalist-radical and Islamic outfits, the fist-bump, the portrait on the wall? All of them echo one attack or another. Satire is part of what we do, and it is meant to bring things out into the open, to hold up a mirror to prejudice, the hateful, and the absurd. And that's the spirit of this cover," the New Yorker statement said. The statement also pointed to the two articles on Obama contained inside the magazine, calling them "very serious." In Arizona, Republican John McCain said the cover was "totally inappropriate and frankly I understand if Senator Obama and his supporters would find it offensive." Already the cover was generating controversy on the Internet.
