Carl Schutz told us that, "Ideals are like stars. You will not succeed in touching them with your hands. But like the seafaring man on the desert of waters, you choose them as your guides and following them you will reach your destiny." It is our pleasure to inspire the significance of the idea, "The world of tomorrow belongs to the person who has the vision today," which was stated by Robert Schuller. Having good vision, we will bring it together with us to help promote a peaceful, happy, and healthy community.*1

"Vision seems to be an elusive yet import life principle. Your vision describes the ideal future for you to attain. It provides meaning and direction while forcing you to break through present limitations. Holding a clear picture in your mind of the desired future will mobilize your creative efforts and generate the desire and energy to perform," edited Glenn Ekeren in his book.*2

Vision may develop its power to direct what tomoro will look like. Vision is having an acute sense of the possible. The thing what others can not see, it can be seen by vision. Something extraordinary will occur when those with similar visions are drawn together. The goal of John F. Kennedy set in 1060 to place a man on the moon by 1970 drew many million people's efforts in achieving the dream. John had the vision. The result is now history with reality.

"John F. Kennedy was a living example of Mitchell Kapor's belief that, 'If you can genuinely present a picture that makes sense to people, that unifies the seemingly disperate elements of their experience, if you can give people something they can resonate with because it's meaningful, then they'll be immensely responsive to it.' JFK presented that picture and America responded." *3

Enthusiasm is important, especially very important to many things in our lives.*4 We need to push our valuable vision through enthusiasm. We are pleased to quote the following three short but meaningful ones:

***** Nothing good or great can be done in the absence of enthusiasm. ---Tom Peters

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

The word enthusiasm comes from the Greek roots en and theos and means "God within." It is a fire, a passion within. Real enthusiasm is not something you "put on" and "take off " to fit the occasion. It is a way of life.
Apparently Theodore Roosevelt possessed that kind of passionate lifestyle. In 1883, according to Bernard Levin, writing in Enthusiasms (Crown Publishers), Roosevelt went buffalo hunting in the Badlands of South Dakota with a single companion, Joe Ferris. They nearly died of thirst, and they slept on the ground, saddles their only pillows. One night wolves caused their horses to bolt, and it took some time for the
fleeing beasts to be recaptured. The men went back to sleep; it began to rain heavily and they awoke, finding themselves lying in four inches of water. Shivering between sodden blankets, Ferris heard Teddy Roosevelt exclaim, "By Godfrey, but this is fun!"
Now that's enthusiasm!*5

We are quite inspired by the words of wisdom as said by Alan Loy McGinnis that, "There is no more noble occupation in the world than to assist another human being--to help someone succeed." Vision with enthusiasm may bring us with hope to serve our people, community, and country!*6

"It's my great honor to be named by President Dr. Tony Tung_tien Lei as a Fellow of the Public Administration Institution (PAI) and an Honorary Chairman of the Clark County District and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI)," pointed out the Chief Justice of Nevada Supreme Court William Maupin at the Celebration Party to "Nevada Examiner" and "Communitylink of Reviewjournal.com" at the Steak House of Binion's Horseshoe Club, Las Vegas, Nevada on October 10, 2002. The Party was held by WBTI to celebrate William Maupin's being appointed as its Fellow of the Public Administration Institution (PAI) and as its Honorary Chairman of the Clark County District Attorney and Police Civil Commission (CCDAPCC). "Please know that I irrevocably stand by my personal commitment to diversity issues in this state and that my sense of patriotism and faith in America stems from its embrace of that diversity." *7

"Our greastest asset at Washington Business and Technology Institute [(WBTI(NV))] is our people -- not facades or fountains, not landscapes or lakescapes, but people -- faculty, advisory board members, administration, and a host of friends," said President Dr. Tony Lei of Washington Business and Technology Institute (WBTI). "On the publications of WBTI through multimedia locally, nationally, and internationally, we have featured many of our own: U. S. Secretary of Labor Elaine Chao, U. S. Senators Harry Reid and John Ensign, U. S. Representatives James Gibbons and Shelley Berkley, Governor of Nevada Kenny Guinn, Pepperdine University President Dr. Andrew Benton, Chief Federal Judge Lloyed Geroge, Pepperdine University Chancellor Dr. Charles Runnels, Former Chief Justice and now Justice of the Nevada Supreme Court William Maupin, Dr. William Thompson, Dr. Lee Bernick, Dr. Keong Leong, Las Vegas Mayor Oscar Goodman, among others."

Nevada State Senator Dina Titus was appointed by Washington Business and Technology Institute as a Fellow of its Public Administration Institution (PAI) on August 15, 2001. She was very pleased to receive the congratulations call from Dr. Tony Lei early that morning. Having out of town for a couple of days, the call reminded her that at the suggestion of U. S. Senator Harry Reid, former Las Vegas Mayor Jan Jones had offered to step down as Nevada's Democatic National Committeewoman, and Dina Titus would seek that job. This would give her some Washington, D. C., connections and enhance her political profile. With four trips a year to Washington, D. C., the committeewoman and committeeman from each state are expected to speak on party issues, raise money, and help recruit candidates.

"It's really my honor to be a Fellow of the Public Administration Institution of Washington Business and Technology Institute," said Senator Dina Titus to the readers of "Nevada Examiner" and Las Vegas Review-Journal.com. "I'm also honor to be invited by Dr. Tony Lei as a Special Guest to the Event and Dinner Party for a Special Tribute to U. S. Senator Harry Reid on August 24, 2001," she continued.*2 Dina Titus brought her husband Dr. Wright to attend the Party at the Asia Palace Chinese Restaurant on the Friday evening. Dr. Wright is a Senior Professor in the Department of History at UNLV. The Event and Dinner Party was initiated by Dr. Tony Lei and Ms. Nancy Diaz. It was chaired by Dr. Tony Lei, Dr. R. D. Prabhu, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani. Joined with more than 36 hosts of the Dinner Party by community and organizational leaders, business executives and owners, and government officials, we had guests and participants more than 384 people.*3

As a Professor of Political Science of UNLV, Dina Titus is now a famous Senator of the State Nevada. She is also a State Senator Democratic Leader. On August 14, 2001, she said that she would run for Lieutenant Governor if Las Vegas Mayor Oscar Goodman ran for Nevada Governor. "She's brilliant, and she would be a great governor," Mayor Goodman said of Senator Titus.

To her new honor and appointment as a Fellow of Public Administration Institution (PAI) of WBTI on August 15, 2001, Senator Titus agreed with District Judge Valerie Vega on "This position will undoubtedly provide me with avenues for exploring improvements in public services to which I'm most dedicated." It is really a valuable advancement that we may have such an appropriate and achieved individual like Dina as a colleague to our Institution. Senator Titus' expertise and good reputation in political science has been known locally and nationally. With her outstanding professional expertise and practical public administration experience, Senator Titus' acceptance as a fellow of PAI evidenced that in supporting Director Dr. William Thompson with Fellows Former Attorney General Frankie Sue Del Papa, Justices of the Supreme Court William Maupin and Nancy Becker, District Judges Mark Denton, Valerie Vega, Nancy Saitta, Jackie Glass, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, among others, they would form an excellent leadership team launching PAI into the next milleunnium for academic excellence and administrative practicality.

Dina Titus is now a famous Adjunct Professor of Administrative Strategies in the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute.

Professor Dina Titus, a native of Georgia, was educated at William and Mary, University of Georgia and received her Ph. D. from Florida State University. She currently teaches Political Science at the University of Nevada at Las Vegas, and, in addition to these responsibilities, she is also a Nevada State Senator from District 7 in Clark County. She is on the Board of Directors of the Nevada Test Site Foundation and is a member of the Nevada-California Super Speed Ground Transportation Commission, Clark country Women¡¯s Democratic Club, Education Commission of the States and the Nevada Commission on Participatory Democracy. Se was named the Spanos Outstanding Teacher at UNLV in 1985, was the Chairman of the Nevada Humanities Committee from 1984-19865 and in 1999 was the Nevada Arts Advocate of the Year.*3

Her most recent publication is Bombs in the Backyard: Atomic Testing and American Politics. The title of Dr. Titus¡¯ Convocation lecture, ¡¡ãThe Mushroom Cloud as an American Symbol,¡¡À attests to the extensive knowledge she has concerning America¡¯s nuclear testing at the Nevada Test Site and the impact it has had on that region.*4

"The maturity of citizens society is the fundamental guarantee for the normal processing of democratic politics. In a citizens society, it depends highly on the team of public intellectuals. A good public intellectual integrates peoples' opinion, analyze rationally, and points out wise perspectives and notice. Dina plays an important and significant responsibility of mission as an achieved intellectual at the same time as an important statewoman. WHEREAS, it is the policy and pleasure of the Board of County Commissioners to honor and recognize those extraordinary individuals, groups, or programs, which enrich the lives of many in our community; and
WHEREAS, Dr. Tony T. Lei, Ed. D., a famous resident of Clark County for more than nine years, has served our community through a variety of venues including: President of Washington Business and Technology Institute; Senior Advisor for Congresswoman Shelley Berkley, Office of Clark County District Attorney, and Constanble's Office of Las Vegas Township; Director and Secretary of South Shores Community Association; Honorary President of Great Wall College and Xaimen Foreign Language College; Chairman of Chinese American Academic Association of Nevada; Contributing Editor and Columnist of Nevada Examiner ; among others Dr. Lei received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively.
WHEREAS, Dr. Lei has given freely of his time, energy, knowledge, wisdom, and professionalism, working on projects and events that greatly and effectively contribute to the promotion of quality of life in Clark County and has dedicated himself to public service to not only Asian community but to all our Nevadan citizens; and

Las Vegas nicer with community service through cultural arts!

The City of Las Vegas and Thai Cultural Arts Association (TCAA - LV) presented Thai Performing Arts Appreciation Day 2002 at Charleston Heights Arts Center on September 17, 2002. It was co-sponsored by Mr. Jheri Psmyth - Kids for a Better Society; Dr. Tony Lei - President, Washington Business and Technology Institute; Mr. Tim Wong - CEO, Arcata Associates; Mr . Raymond Lam - Vice President, Chinese American Citizen Alliance of Las Vegas; among others. Thai Cultural Arts Association of Las Vegas on the occassion of the 9th anniversary saluted three awardees with Awards from U. S. Senator Harry Reid and U. S. Congresswoman Shelley Berkley: Dr. and Mrs. Tony Lei, Mr. Tim Wong, and Mr. Raymond Lam.
The Association saluted also four awards from TCAA - LV: Ms Joanne Lentino, Ms. Jeanne H. Johnson, Mr Tim Wong, and Ms. Jennifer Schember. During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Anthony Del Vecchio, Cheryl Moss, Natalie Tyrrell, Mike Davison, David Roger, David Wall, Bobby Gronauer, Herb Brown, Bill Young, among others. Dr. Lei believes that all of us share a sense of cooperation for the supporting of cultural richness. He points out that this is a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities.
Lt. Governor Hunt was introduced by Dr. Lei to the public to deliver her greeting speech to all the audiences and participants. The enthusianstic participants were overwhelming including important officers, leaders, and media executives: Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerry Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Auroea Maskall, Raymond Lam, Jessica Hwang, among others. Full with enthusianstic attebdances in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials and appointed officers through the atmosphere of elegant and classic dance and music from Thailand.
TCAA - LV's Outstanding Performers Awards were Pannee Connolly, Robert Ashton, Nina Singchai, Kemika Sriprom, and Shirley Kaeratana.
Dr. Tony Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.

Growing Value of the Fellowship of
Public Administration Institution

Washington Business and Technology Institute (WBTI) was founded in January 8, 1996. We have produced distinguished scholars, successful entrepreneurs, and outstanding community leaders. For the time being, our vision of 2001 is to continue to put more wisdom and effort in encourageing those people who are outstanding in academic research and community service. WBTI has established the Public Administration Institution (PAI) in order to meet the increasng investigation requirements of current public managers and special research needs of professional public administrators. It seeks to provide an awareness and understanding of the complex administrative and oganizational contexts within which the administrators of public service make and implement decisions; and to provide general technical competence in using the tools of public administration and information management.
Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional."
On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei.
Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism."
As a born-again Christian, people had been inspired by U. S. Senator-elect John Ensign's sincerity, humanility, and credibility more than just his wealth and good looks in last November. In view of his admirable qualities, achievements, passion, and unshakable belief in building a better Nevada, WBTI led by Dr. Tony Lei, a fellow sincere believer, honored him as Advisor and Vice Chairman of its Advisory Board on November 8, 2000.
"It's a very prestigious honor to be appointed by WBTI as an Associate Fellow of PAI. WBTI is a very well respected and integral part of this community. I'm grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community. We've our Director and Fellow Dr. William Thompson; Fellows Nancy Becker, Dr. Roy Adamson, Mark Denton, Valorie Vega, Terry Care; Associate Fellows Lisa Brown, Cheryl Moss, Mary Kincaid, Lynette McDonald, Michelle Leavitt-Ftzpatrick, Cedric Kerns, Jessie Walsh, Betsy Kolkoski, Ann Zimmerman, Natalie Tyrrell, Sheri Vogel; Research Associate Sonya Douglass; Assistant Iris Zhang," said Judge Ann Zimmerman.

Thank you for this opportunity for me to serve, and I hope to gain more knowledge, insight, and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom, and guaidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishment and achievement have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support, and encouragement."
"Even with the constancy of his presidential responsblities, Tony ( Dr. Tony Lei ) carved out time and energy during the past three years with wisdom and knowledge through the cooperation of Dr. William Thompson to create the blueprint for the Institution that ultimately paved the way for the 2000 openning of our Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI)," said Justice of the Supreme Court Nancy Becker for "Nevada Examiner " on June 30, 2000.
"Public Administraton Institution of WBTI has played the role as a private NPO (Non Pofit Organization) to promote the study and research of public administration and strategy for social and public benefit. With the effort of the Faculty and under the brilliant leadership of Dr. Tony Lei, WBTI has accomplished a valuable contribution to the academic research and community service for Nevada. We share a great deal of honor also as what the Justice of the Supreme Court Nancy Becker does for her prestige as a PAI Fellow. Her participation in this Institution will enrich and enhance its academic production featured with practicality and adaptability as an efficient 'intelligent Tank' through her excellent and fruitful public administration experience and contribution," said the President of Seniors United Lillian Wallace on "Nevada Examiner" in May 9, 2000.
"Thank you very much for showing your faith in me as evidenced by your nomination. It is indeed an honor for me to be nominated by you and to become a Fellow of Public Administration Institution of Washington Business and Technology Institute. This position will undoubtedly provide me with avenues for exploring improvements in public services to which I am most dedicated. I look forward to working together with you in these endeavors," wrote the District Judge Valorie Vega to Dr. Tony Lei from her Office of the Eightth Judicial Distict Court at the Clark County Courthouse on May 22, 2000.
"It is certainly an honor to be acknowledged by you for my commitment to serving this community. I look forward to expanding my public service by working with you and the Institute to continue to better our community. You dedication is a wonderful example of what others should strive to accomplish," wrote Judge Natalie Tyrrell to Dr. Tony Lei.
"WBTI has built a sound foundation with its excellent and achieved faculty members. We've been encouraged to better our endeavor for we've Dr. Kenny Guinn, Governor of Nevada as our Chairman of the Advisory Board; U. S. Senators Harry Reid and John Ensign as Vice Chairmen; and U. S. Congress Representatives James Gibbons and Shelley Berkley, and Las Vegas Mayor Oscar Goodman as Executive Advisors," Judge Natalie Tyrrell said.
"Our greatest asset at WBTI is our people__not facades or fountains, not landscapes or lakescapes, but people-- faculty, advisory board members, administration, and a host of friends," said Dr. Tony Lei. "Enriching our reseach and community service process were made possible by these friends who joined and supported this academic institute. WBTI is really a chain of dedicated individuals who joined to research, serve, support and to give. We take great pride of our people, including our outstanding faculty members. They are some of the best in the world. We're sincere servers to improve the quality of life of all the residents and visitors of Nevada.
"Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our splendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. In God we trust. Life is for the purpose to serve our lovely community and country," Dr. Tony Lei points out.
"One of my priorities will be 'telling the Pepperdine story' of quality and value to a large audience, reaching a broader demographic, and having a global range," said Dr. Andrew Benton at his Inauguaration as President of Pepperdine Univesity on September 23, 2000. "We need to strengthen Pepperdine's diversiy, its connection to its heritage, its sense of community and community involvement, and its scholarship and culture through faculty involvement in outside research and publishing."
"Chairman Thomas Bost of the Board of Regents believes that this new President is best equipped to lead Pepperdine to the next millennium with academic excellence and Christian values. Dr. William Bannosky, the school's fouth president, assures that the new president would seek the highest standads for academic and spiritual excellence," said Dr. Tony Lei who received his M.B.A. and Ed. D. in Institutional Management from Pepperdine in 1969 and 1990, respectively.
On May 11, 2001, State Senator Terry Care, Chairman of the Democratic Party in Nevada, wrote Dr. Tony Lei: "I commend your work, the work of WBTI, and I wish to rely my respect for Justice Becker." For a special tribute to the Supreme Court Jusitice Nancy Becker and inducement of the Faculty of PAI of WBTI, a dinner and event party is held at Harbor Palace Seafood Restaurant by WBTI and Asian American Community today, May 23, 2001.
"I truly appreciate your efforts on my behalf and your commitment to bring 100 people to the event at Cashman field on March 26th. It is only with the dedication and commitment of good people like youself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activities in the community," wrote Governor Kenny Guinn to Dr. Tony Lei on March 6, 1998.
On December 5, 1999, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei, which was signed and given by its Chairman and Commissioners: Chairman Bruce Woodbury; Vice-Chair Erin Kenny; Commissioners Yvonne Gates, Mary Kincaid, Lance Malone, Myrna Williams, and Dario Herrera. It states: "Dr. Tony Lei has served our community through a variety of venues. He has given freely of his time, energy, knowledge, and talents, working on projects and events that contribute to the quality of life in Clark County and has dedicated himself to public service to not only the Asian Community but to all citizens. Now, therefore, We, the Board of Clark County Commissioners, on this occasion, December 5, 1999, in celebration and recognition of his special accomplishments, do hereby recognize and honor Dr. Tony T. Lei, Ed. D. and urge all citizens to join us in wishing him a successful and bright future!"
