Pepperdine president Andrew K. Benton received Oklahoma Christian University's Distinguished Alumnus Award at the school's 60th homecoming anniversary celebration on November 5. "It gives me great pleasure to welcome you to Las Vegas for the 28th Annual Convention of the Taiwan Benevolent Association of America. I hope that, during your time here, you will be able to experience some of the many attractions that our beautiful city has to offer. .....," wrote U. S. Senator John Ensign to Taiwan Benevolent Association of America.*3

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*4 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Greeting Letters and Cetificates were presented by Mr. Matthew McBride (for U. S. Senator John Ensign), Ms. Judith Ray (for U. S. Congressman James Gibbons), Ms. Gerri Schroder (for U. S. Congresswoman Shelley Berkley), Councilwoman Lois Tarkanian (for Las Vegas City Mayor and Council), Councilwoman Stephanie S. Smith (for the North Las Vegas City Mayor and Council).

A Welcome Party and Preliminary 28th Board Directors and Advisors Meeting were held on July 29, 2005 at the Paris Hotel in Las Vegas, Nevada. To pay a special tribute to his great contribution to the 28th Convention and TBAA, Dr. Tony Tung-tien Lei was nominated by Chairperson Wendy Wu of TBAA as an Advisor of Taiwan Benevolent Association of America. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. The five members, including Kent Wang, De-yu Lang, Dr. Tony Tung-tien Lei, Dr. Wayne J. Horng, and Leo Huang, were all elected by the Board Directors and Advisors. The theme of the Declaration was how to strengthen the unity and harmony of Chinese in America. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

"It is a pleasure and privilege to welcome the Taiwan Benevolent Association of America and its international convention to Las Vegas and the Paris Hotel. .....Please let us know if there is anything we can do to help make your visit a more pleasant and productive experience. .....," wrote U. S. Congressman James Gibbons to TBAA.*5

The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor Lorraine Hunt delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries. A Letter of Greeting was granted by her to TBAA.

President Dr. Tony Tung-tien Lei presented the Certificates of Recognition from Nevada Governor Kenny Guinn and U. S. Congressman Jon Porter and Greeting Letters of U. S. Senator John Ensign and U. S. Congressman James Gibbons to the Chairperson of TBAA Wendy Yu-ping Wu.

"The State of Nevada congratulates you on your extensive assistance to the Taiwan Benevolent Association of America, and commends you for your dedicated service to the citizens of our Silver State," Nevada Governor Kenny Guinn granted a Certificate of Recognition to Wendy Wu dated May 23, 2005.*6

United States Congressman Jon C. Porter granted a Certificate of Recognition to
recognize and honor Wendy Wu, "FOR YOUR DEDICATED SERVICE AND PROFOUND COMMITMENT TO THE COMMUNITY AND TO THE TAIWAN BENEVOLENT ASSOCIATION OF AMERICA."*7

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*8

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Mr. Liang is now the 28th Chairman of TBAA. The “Formosa Night?featured a delegation of 28 people from Taiwan and a chorus from New York City. It was a great performance with dance troupe of Taiwan Culture Delegation.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee on July 28, 2005.

Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.*9 Jennifer Lin, President of Taiwan Benevolent Association of New Jersey, welcomed everybody and their friends to attend the convention next year held in New jersey. President of Taiwan Benevolent Association of California Amber Sun spoke for the main association to thank Mr. Lo-Yu Sun's generosity for hosting the dinner party.

"In righteousness we shall be established. In this 21th Century new era and society, we need economic growth, but we also need to establish and promote creativity, fairness and Justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure spring may prosper and enrich our splendid and golden country through: the elegant properties of freedom, democracy, entrepreneurship, and justice; the power of public service that based on 'knowledge is the power of righteouness,'; the advancement of technology, innovation, and civilization; and the spirit that 'knowledge calls, ultimately, for a life of service'. We believe that a thing of beauty is a joy forever. With the effort and participation of many intellectuals, leaders, officials, among others through benevolent spirit and brotherly love, the 28th Convention of TBAA is really marvelous," points out President Dr. Tony Lei of Washington Business and Technology Institute.*10

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

After the six judges tied 3-3 in a vote for the new chief judge, after the first draw of the cards today ended in another tie (a two of hearts versus a two of clubs), the next draw made Judge Betsy Kolkoski the new chief judge. Her Queen of spades beat Judge Cedric Kerns' six of clubs.

Judge Besty Kolkoski and her husband Dick honor and respect Dr. and Mrs. Tony T. Lei with an elegant reunion dinner on April 9, 2004. The location was at the Cheese Factory in Summerlin. The party has been held by Judge Kolkoski in celebrating of Easter for the two famillies.

The Summerlin of Las Vegas has been elected as the First Place in among 12 ranking communities nationally of United States the ideal and best selling homes for big builders in 2000 again.*1 South Shores is one of the important district of Summerlin together with Desert Shores, Sun City, and among others. The beautiful lakes centered in this area are one of the greatest attractiveness of Las Vegas for millions of visitors all around the world. People would enjoy dreamly the sun rising and sun setting of the calm, clean, and nice scenes of these artificial and great work on the lilltle bridges. These bridges are built above the golden and beautiful waves of the lakes which are surounded by elegant residences. People love Summerlin. People love this Las Vegas' mighty fine! Dr. Tony T. Lei has been re-elected as a Director of South Shores Community Association with the highest poll by voters in December 2002.

Judge Betsy Kolkoski of Las Vegas Minicipal Court did also invite Dr. and Mrs. Tony T. Lei with a reunion dinner at Village Pub and Casino in Summerlin on February 28, 2001. Accompanied by her husband to the dinner, the Judge was bright and pleasent.

In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI), and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with former Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000.

"PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans."

The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony T. Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. He is now also a member of the Senior Advisory Committee of U. S. Congresswoman Shelley Berkley. Dr. Tony T. Lei, elected as Executive Vice President of Seniors United in 2000, had been supported both by the educational and political sectors to get advance in leading research and promotion of the seniors benefit, social security, and Medicare.*3

"WBTI is a very well respected and integral part of this community. To be an Associate Fellow of its Public Administration Institution (PAI) is a very prestigious honor for me. I am also grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community," said Judge Ann Zimmerman at the time when she was a Deputy Attorney General of Nevada.*4

In the first paragraph of the article entitled "Election Winner Judge Kolkoski Recognizes Dr. Tony T. Lei as a Great Leader,' It was written that, "During the congratulating conversation from Dr. Tony T. Lei to Judge Betsy Kolkoski for her re-elected as a Las Vegas Municipal Court Judge, she told him that Dr. Tony Lei is really a great leader.*5

U. S. Congresswoman Shelley Berkley wrote Dr. Tony T. Lei early April this year from her U.S. Congress Office in Washington, D. C.: "I can not thank you enough for all you do for me, my dear friend. I just read the 'Washington Business and Technology Institute' publication. It was wonderful!" *6

Seasons greetings are significant to famillies! With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry M. Reid wrote Dr. and Mrs. Tony T. Lei on January 11, 2001 from his office in Washington, D. C.: "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special."

The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Rory and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way.

Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington."

The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) As taking what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time," it was an inspirational learning. And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness and love. And this be our mode: "In God is our trust!"

His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards."*7
