Nevada Attorney General Brian Sandoval is now one of the U. S. District Court judges. The United States Senate voted unanimously on his confirmation. Through the recommendation of U. S. Senator Harry Reid, Sandoval was confirmed for the lifetime appointment. Dr. Brian Sandoval was sworn in Monday October 31, 2005 as a U. S. District Court Judge. Congratulations!

"Through the recommendation by our faculty members including District Judge Cheryl Moss and Las Vegas Constable Bobby Gronauer, Miss Yi Li has been appointed Assistant President of Clark County District Attorney and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI) on November 15, 2004," announced Dr. John Wang, Spokesman of WBTI, on Tuesday, November 16, 2004 in Las Vegas, Nevada.

"Our Vice President Kathy Augustine may have no extra time to take care of the Commission in the coming few months. I'm honor to be named as an Assistant President of CCDACC. I'm challenged to take the acting responsibility temporarily (about one month)for the Vice President," said Yi Li at the time when she was informed by WBTI about the appointment.

Yi Li received her M. B. A. degree from National University, San Diego, California in 2000. She had B. A. degree in English Literature in June 1995 from Central China Normal University, Wuhai, Hubei, China. She is now the Marketing Manager of FiberTel Inc. in Las Vegas, Nevada.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney’s Association;
Nevada District Attorney’s Association; among others.

His TEACHING experience included: (1) Panelist- Clark County Bar Association “Opening and Closing Statements - 2000; and (2) Guest Lecturer - UNLV Boyd School of Law, Trial Techniques class - 2002.

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administrators or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to be paid a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. America’s favorite people are pioneers. We are a nation that celebrates those who first touched the moon, discovered the technologies that changed the world and fought for what’s right before everyone else.

We believe in the brave and admire those who believe in their own dreams ?those who pursue them fearlessly, who leave a trail for the rest of us to follow and a legacy to emulate.

This week, America honors a woman we will always remember for breaking one of the highest glass ceilings in history. For two centuries, in election after election, Americans went into voting booths and saw lots of Williams and Johns and Jamses on the ballot. Then, in 1984, they saw the name “Geraldine.?
As the first woman on a major Presidential ticket, Geraldine Ferraro continued America’s proud pioneer tradition. It wasn’t the first time she led the way. Congresswoman Ferraro worked her way through law school at a time when few women did so. When the people of Queens, New York, elected her to the House of Representatives she was one of only 16 women Members. There was only one at the time serving in Senate. Today there are 76 women serving in the House ?one of whom was the first woman Speaker of the House ?and 17 in the Senate.

I served in the House of Representatives with Congresswoman Ferraro and am deeply saddened by her death. She was an inspiration to my daughter, nine granddaughters, and to all of us who believe in our nation’s eternal pursuit of equality. On behalf of the people of Nevada ?a state settled, built and strengthen by pioneers ?I honor the memory of my friend, Geraldine Ferraro.

She has been selected to compete at Horowitz Competition in Ukraine in April. This concert is also an effort to raise some funds to help offset the cost of the trip to the Competition.

A little history about this young pianist, Victoria. She started playing at the age of 5 and both her mother and herself came from an abusive family situation where they ended up staying at Safe Nest for a period of time. Her mother, Bee Lee now works as substitute teacher for CCSD and as a Chinese Tutor during the weekends. For years, with no piano, at home, a small one bedroom apt.,Bee Lee drove Victoria all over town to practice at whatever venue or school that allows them to schedule the practice time. Mrs Damaris Alverez , her current music teacher saw THAT talent and took Victoria under her wing. Recently, a good Samaritan donated the very first workable piano to them.

"Overlooking the foyer of the new Regional Justice Center are District Court Judges Stewart Bell, from left, David Wall, Allan Earl and Douglas Herndon. Each earned retention ratings of 90 percent or better.

On a 2006 report card for judges in District Court's criminal and civil divisions, a quartet of judges emerged with top scores. Judges Stewart Bell, Allan Earl, Douglas Herndon and David Wall each earned retention ratings of 90 percent or better. ....." *1

On September 23, 2002, District Attorney Stewart Bell wrote President Dr. Tony Tung-tien Lei that "Dear Dr. Lei, I am honor and prviledged to accept your appointment as Honorary Chairman and Senior Advisor of the Clark County Distrct Attorney and Police Civil Commission (CCDAPCC) of the Washington Business and Technology Institute. I look forward to meeting on October 7th." *2 [The two original letters that signed by Stewart from his Office were shown on the Section of "Photos & Pictures" at May 1, 2006.]

Judge Stewart Bell was elected to the Department 7 bench in November 2002 and was sworn in as a District Court Judge in January 2003. Prior to becoming a judge, he served as Clark County District Attorney from 1995 to 2002. As District Attorney, Judge Bell was responsible for managing a staff of nearly 700 people and supervised the prosecution of nearly 700,000 felonies, misdemeanors and juvenile matters. He also administered his own law firm in Las Vegas from 1973 to 1994, specializing in criminal, business and domestic law. From 1971 to 1972 he served as a Clark County Public Defender. He also served as a legal assistant to District Court Judge Howard W. Babcock from 1970 to 1971.*3

Judge Bell earned a bachelors of science degree in accounting and economics from University of Nevada ?Las Vegas in 1967. He earned his juris doctorate in 1970, graduating in the top 15 percent of his class, from the University of California ?Los Angeles Law School. Known for his acute analytical skills, Judge Bell was the Nevada State High School Mathematics Champion in 1963 and was named to the Phi Kappa Phi National Collegiate Academic Honor Society when he attended UNLV.

Judge Bell served as president of the Clark County Bar Association in 1980 and as president of the State Bar of Nevada from 1991 to 1992. He has been a member of the State Bar since 1971. He was named as an Outstanding Member of the Clark County Bar Association in 1993. Judge Bell has received the highest possible rating, "AV," by Martindale-Hubbell. His prior judicial experience includes serving as an Alternate Municipal Judge, a Coroner’s Inquest Hearing Officer and as a Clark County Juvenile Court Referee.

A graduate of Leadership Las Vegas, Judge Bell has served as a volunteer and leader for many local charities and programs. He was named to Who’s Who in America, Men of Achievement, in 1980. He is married to Jeanne D. Bell and the couple has four children, Linda, Kristin, Stephen and Greg, and one grandchild, Kyle. Judge Bell has served as a manager and coach for the Spring Valley Little League and in 1993 he managed the Little League Championship Team. He has been a resident of Nevada since 1954.*4

Read Genesis 43:1-12

Judah put it on the line. "You can't continue to delay and deny the situation. I'll take responsibility for Benjamin's life. If anything happens to him, I will bear the consequences for the rest of my days. Come on, Dad, let's cooperate. If we hadn't delayed this long, we could already have been down there and back twice with food."

Judah offered to take the blame, even though blaming is a futile exercise. Yelling at darkness doesn't make it light. But we like to blame. "Dad," said Judah, "if you want to blame somebody, blame me. But let Benjamin go. Man, we're dying here."

Aging Jacob reluctantly gave in. He responded with what I would call tolerance and uncertainty. First he denied and delayed. Then came blame and deceit. And now, finally, tolerance and uncertainty. The old man was one tough nut to crack!

Perhaps his response went something like this: "Oh, all right. If you have to do it, then here's the procedure I want you to follow." See his attitude? And then he reverted to another old pattern. He ordered them to take gifts, things that were native to Canaan. If he had lived in the days of Solomon, he would have claimed Proverbs 21:14: "A gift in secret subdues anger, and a bribe in the bosom, strong wrath."

Years before, he had done that with his brother, Esau, and it had worked. It might work with the Egyptian prime minister too.

Jacob could see all kinds of schemes, but he still refused to see God's hand at work. He could not say, "Look, boys, we don't know what all this means, but we do know that we're confused and we need God's help. Let's trust God for protection and insight on this. Let's ask Him to give us direction on what to do."

Parents, this is an appropriate time for me to urge you to call your families to prayer. "Hey, kids, let's pray about this before we leave the breakfast table." Or, "Let's spend some time Saturday morning asking God for direction in this situation. We don't know what to do." Maybe one of your sons or daughters is edging into rebellion. Listen to them. Listen longer than normal. Try hard not to butt in. Admit it when you're not sure how to respond. Then sit down and pray together, asking for God's direction.

Today marks the one-year anniversary of the landmark health insurance reform legislation known as the Affordable Care Act. This important legislation is already helping Nevadans to obtain the quality, effective, and affordable health insurance that they deserve. Health insurance reform is not only lowering costs, but is improving choices, competition, and offering more assistance to ensure that all Americans can afford health insurance.

Congress passed the Affordable Care Act to address the skyrocketing insurance costs and lack of choices that were suffocating Nevada’s families, seniors, and small businesses. As each new provision of the law is implemented, Nevadans have one more protection against abusive insurance company practices such as arbitrarily raising rates or unfairly denying treatments that doctors recommend. Health insurance reform is lowering costs for Nevada's small businesses, providing competitive choices in insurance plans for families, eliminating the Medicare ‘Donut Hole’ for seniors, and stopping insurance companies from denying coverage to children with pre-existing conditions like leukemia.

Yesterday, I visited Pioneer Overhead Door, owned by Ron Nelsen, to talk about how the Affordable Care Act is lowering costs for his business and small businesses across Nevada. Before health insurance reform, Ron struggled to pay for health insurance for his five full-time employees. Thanks to the Affordable Care Act, Ron is now able to provide insurance for himself and his employees.

I understand that Nevadans, like Ron Nelsen, cannot afford to go back to the days when insurance costs threatened to stall growth and kill jobs. This is why I will continue fighting to make improvements to the law and protect it as it begins to take effect. Make no mistake, when opponents of health insurance reform advocate repeal, they are really calling for hiking taxes on Nevada’s small businesses, raising the cost of prescription drugs for seniors, and exploding the deficit by more than $1 trillion.

William's future

I want to tell you about a family in Minnesota.

Justin and Kari live in Brooklyn Park, right outside of Minneapolis. They're parents to three children. Their three-year-old, William, was born with a genetic disorder called tuberous sclerosis complex.

For the rest of his life, William will wrestle with tumors in his brain, his heart, his kidneys, his skin, and possibly other major organs. He must take medication to control seizures and faces the threat of kidney disease.

What Justin and Kari want for William is a future. And because of health reform, that's what he'll have.

Today, insurance companies are no longer able to discriminate against William because of the condition he's dealt with since birth. Now, Justin and Kari know they'll be able to get the kind of care that William needs -- today and into the future.

Their story isn't unique, but it's one of many that need to be told. We all know people whose lives have been changed because of the Affordable Care Act, even if we don't realize it. So we've found a way to show exactly how reform is working for all of us -- for our parents, our siblings, our kids, ourselves.

In all three services at ROLCC on February 4, 2007, Rev. Tong Liu introduced the 2007 new Board of Directors. Director Mr. John K. Lei is the Chairman of the new Board. Director Mr. Gerry Liu is the Treasurer. Director Mr. Daniel Chou is the Corporate Secretary. Director Linda Pao is responsible for Human Resources. Director Robert Huang is responsible for Missions. Rev. Liu prayed to God for a successful year to ignite our city with the endeavors of the Board.
