Judy and Tony were very sad to learn yesterday (8/04/07) evening that U. S. Secretary of Labor Elaine Chao's mother Mrs. Ruth Mu-lan Chu Chao passed away in the afternoon on August 2, 2007. President George Bush called Elaine's family twice. In comforting, George reminded her father Dr. James S. C. Chao, Chairman of Foremost Group that, "Elaine is the one who serves the longest time as a Secretary of U. S. Department."

According to Elaine's mouring message to the passing of her mother, she respects her mother Ruth as "a noble and eternal wife, a selfless and offering mother, a philanthropist full of love, and an Asian culture scholar."

Advancing to its 11th year, Thai Cultural Arts Association of Las Vegas has held the Performing Arts very successfully every year. During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Cheryl Moss, Anthony Del Vecchio, Natalie Tyrrell, Mike Davidson, David Roger, David Wall, Bobby Gronauer, Herb Brown, among others. Dr. Lei believed that all of us share a sense of cooperation for the supporting of cultural richness. He pointed out that the Performing Arts Appreciation Day was a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities.

Lt. Governor Hunt was introduced by Dr. Lei to the public to deliver her greeting speech to all the audiences and participants. Acting YMT Suthida Yalprachum was promoted by the Chair/President of TCAA-LV Sapatra Chemprachum as Young Miss Thailand LV-2002.

The enthusianstic attendances were overwhelming including important officials, leaders, and media executives; Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerri Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Aurora Maskall, Raymond Lam, Jessica Hwang, among others.

Full with enthusianstic attendances in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials and appointed officers through the atmosphere of elegant and classic dance and music from Thailand.

The 11th Appreciation Day this year will feature: Thai food Dinner-Buffet; No-host beer-wine bar; Thai classical and folk dances performed by the local Thai and American performers; Presentation of Awards, Winner of the Lady in Thai Costume, 3 Door prizes, Learning of Thai folk Dance, and the Social Dance with Super D. J. Mariah until Midnight.

Dr. Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.*3

U. S. Senators Harry Reid and John Ensign had been invited to attend the Event and Party as the Guests of Honor. Kathie Ambrosio reprented U. S. Senator John Ensign to offer Washington Business and Technology Institute and Thai Cultural Arts Association of Las Vegas the Senatorial Recognition Awards. Nancy Diaz represented Senator Harry Reid.

Special Guests by Washington Business and Technology Institute to present including U. S. Senator John Ensign(represented by Kathie Ambrosio), Supreme Court Justice Michael Douglass, Distrct (Family Court) Judge Cheryl Moss, Las Vegas Township Constable Bobby G. Gronauer, Nevada Assemblywoman Valerie Weber, District Judge Mark Denton (represented by Agnas Chan), District Judge Valorie Vega (reprented by Gloria Wong), business executives, among others.

In the preface, Dr. Ko-wang Mei pointed out that: It is the person who uses stratagem to face problem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

The book entitled "Modern Stratagem" was written by a Chinese, while the book entitled "How to Forge an Effective Relationship with Those Above You" is written by an American. The latter talks about "Managing Up" in a business. The following are some of its principles:

Principles of Managing Up
"* Managing is not the exclusive property of MBA grads.
* At times we are all managers, and we are all support staff; managers have to roll up their sleeves and get in the trenches.
* Those who manage up have to think--and act-- like managers.
* A good managers is a student of cause and effect.
* It's not good enough to be aware of what's happening around you; you have to know why it's happening.
* If you're not helping, you're hindering.
* Ask yourself: Did the work I performed today help achieve a goal?
Common Sense Takeaways
* Your boss's agenda comes first. Period.
* When those above you win, you win.

The first of the above two books was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Its good to have some inspiration on the findings of some of the chapters of the second book:

The author of the first book, late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. The author of the second, Rosanne Badowski, was an executive assistant of Jack Welch who retired from GE in September 2001 as its CEO.

"It is 'political strategy' when a stratagem is used in political affairs.It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.*21

As a conclusion on her book, Rosanne summerized it in the following:

"Over the years, people have approached me wanting to know what it was like to work for Jack Welch. Did he have some secret to success? And that's why I've tried hard to keep the "bow" of this book pointed into the wind of real life.
Was it a smooth fourteen years? No way.
Was it interesting, exhilarating, and rewarding? For sure." *22

It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Rosanne continued on her conclusion that "Under the circumstances, managing up was, for me, a survival skill mastered on the job and on the run. But it was not one based on secrets, luck, or genius. For me, managing up came right off the rack, right off the shelf, and right off a list of basic ingredients that are as commonplace as they are priceless:

Chemistry. It's what got us off to a good start and kept us going.

Trust. Trust was what our partnership was built on--and what made our partnership last.

Confidence. The key term to describe Jack--something that propelled his every action.

Impatience. It appears to be a negative, but it gave us the speed to accomplish as much as we did in limitd time.

Energy. It kept us buoyant and helped us persevere.

Resilience. The ability to keep going when a roadblock got in the way.

Humor. It made every day fun, no matter what the circumstances.

Common sense. A lifesaver when it came to tough decisions.

Preparedness. This gave us the edge to rise above the pack.

Adaptability. The ability to embrace change.

Simplicity. In other words, keeping things uncomplicated and easy to understand.

Fairness. Treating people in a way we like to be treated.

Communications. The determination to tell the world and each other what was going on.

Teamwork. It let us bring our friends along--they helped us bail out the boat when the water was rising, and they were there in the end for the party.

Passion and purpose. They are what life, and business, are all about." *23

She concluded finally that "Together, these fifteen managing-up ingredients produced an extraordinarily effective working partnership-- and a whole lot of sheer fun. Yes, there I go again--fun. If work isn't fun, there's some-thing wrong. Well-paid drudgery is still drudgery. It's painful and demeaning. By managing up you make an investment that pays a handsome dividend in satifaction and self-respect." *24

Eric Chen, Esq., is also a many years experienced Taiwanese merchant in China. His idea is to inspire some people to build a world in the knowledge of business and economics for China like what Dr. Charles Kao did for Taiwan.

Dr. Charles Kao is former Professor & Chairman and now Honorary Professor of University of Wisconsin. "I couldn't catch up Dr. Tony Lei's dinner party at his home in Ging Ning Mansion, but I'll have coffee hour with him and others professors eventually in the party," said Dr. Kao in Taipei early in the morning one day many years ago.

Inspired by Dr. Tony Lei's many publications in business management demonstrated on the Wine Closet in the parlor, Dr. Charles Kao applaused, "Do it brightly and we may make the same excellency also. I'm interested in following Tony's creativeness to pioneer even a bigger economics and business world here soon after I come back from United States."*2

Within ten years, he established the Empire of "Tien Shia" ["The World"(The Lord) in Chinese] in Taiwan! His popularity and influence to the people in Taiwan have been offered him accomplishment much more than just his splendid academic title.

It is our pleasure to post "KAOS announce major gift to UW-River Falls," which was a news delivered by University of Wisconsin -River Falls:

Dr. Charles H.C. Kao and Mrs. Anne Kao have made a leadership pledge of $50,000 over the next five years to be used toward the accomplishment of the University's "Reach for the Future" major gifts campaign.
In announcing their gift, Dr. Kao indicated it was their wish to support three important areas of the University: faculty development, Academic Excellence Higher Education Scholarships, and exchange programs with Greater China.
Dr. and Mrs. Kao have been generous supporters of international programs for many years. Most recently, they were instrumental in the establishment of the Center for Pacific Rim Studies. The Center is responsible for providing opportunities for visiting professors and artists from Asia to visit the UW-River Falls campus and promoting educational exchanges between the two cultures. A portion of their gift will be used to underwrite faculty development opportunities and scholarships in the College of Arts & Sciences.
Elected as the Distinguished Professor of the Year in 1974, Dr. Kao was the chair of the department of economics from 1971-80. Since then he has devoted part of his time in Greater China (China, Taiwan, Hong Kong) involved in research, lecturing, writing and publishing. Known as a "leading thinker" in Greater China, Dr. Kao has written more than 15 books in Chinese in his field of economic policy and social thought. Two of his books were given the national prize in Taiwan. In addition to his academic activity, he has also been serving as an economic advisor to the central government there.
Mrs. Kao had a successful 25-year career with 3M Company and is currently working for IBM in Beijing as a computer systems consultant. She is very interested in international programs and cultural exchange in the arts.*3

Dr. Tony Lei transferred the education of BBA and MBA in the United States of America to Taiwan. The intellectuals who joined him were many professors, scholars, administrators, publishers, among others. All of them together, for many years, helped bring the Miracle of Economy of Taiwan realized. "Together with the successful experience of economic development in Taiwan, now is the time for China to advance it even better!" said Eric Chen.
