U.S. Senator John Ensign & Mandalay Resort Group executives were apparently committed to an effort to persuade Chinese and U.S. government leaders to loan a pair of giant panda to Mandalay Bay for at least ten years. Las Vegas Review-Journal reported the story early in 2002.
"I write today to bring to your attention an exciting project in my home state of Nevada that will greatly enhance the city of Las Vegas, the relationship between our two countries, and the zoological research community," U.S. Senator Harry Reid wrote the Chinese Ambassador to the United States Li Zhao Xing in December, 2001. "If granted this privilege and opportunity, Mandalay Resort group will build a multimillion-dollar facility in Las Vegas designed specifically for the pandas with state-of-the-art conservation and research capabilities."
Four consulors of the Office of the Consulor General in San Francisco of the People's Republic of China came to visit Dr. Tony Tung_tien Lei, President of Washington Business and Technology Institute [(WBTI(NV)] on July 20, 2002. A Dinner Party was held on the Saturday by the Office at the Harbor Palace Seafood Chinese Restaurant for the Chinese Community from Taiwan in Las Vegas leading by Dr. Tony Tung_tien Lei. They agreed with him to have the Consulor General holding a friendly dinner party with WBTI(NV) in meeting our four representatives form the State of Nevada in the Washington Scene. The faculty of Public Administration Institution (PAI) of WBTI(NV) is advancing the pioneering idea of this objective of business and research with a spirit of American entrepreneuship.
The estalishment of the relationship of between Nevada and Quinghai as sisters states is contributing significantly to the promotion of the quility of life of all our resident and visitors of Nevada. We are exciting to join the effort of this endeavor for our people! "My public service life has been enriched by joining the Public Administration Institution (PAI) of WBTI(NV) since my election, in 2001, as a Member of the Nevada Board of Education and the Nevada State Board of Occupational Education. Working together with these intelectuals as faculty members of the Institute with modern management philosophy, information technology, and dignified professionalism, my talent and knowledge are sharpened and shined by the sprit of institutional entrepreneuship and educational excellence of Drs. We have moved forward and are joined together as sister states. Tonight continues our unity and acknowledges the basis for economic success lies in education. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Nevada's trade delegation had a productive meeting with Chinese aviation officials in Beijing in a bid to begin direct passenger service with Las Vegas and air cargo routes to Reno, Lt. Governor Lorraine Hunt said October 11,2003.
"I and other members of the tourism and trade delegation met in Beijing with Yang Gouqing, Vice Minister of the General Administration of Civil Aviation of China. We were able to point out the excellent opportunities for both tourism and trade between our states and the People's Republic of China. This was a productive first day for us in China," Hunt said by telephone in a statement released by the Nevada Commission on Tourism on October 12, 2003.
As Chairwoman of both the Nevada Commission on Tourism and the Nevada Commission on Economic Development, Lt. Governor Lorraine Hunt of Nevada led a delegation of toursm and trade for the 10-day mission through October 13, 2003. The delegation met the Chinese officials in Beijing, Shanghai, Hong, Kong, and Macau. A Welcome Party and Preliminary 28th Board Directors and Advisors Meeting were held on July 29, 2005 at the Paris Hotel in Las Vegas, Nevada. To pay a special tribute to his great contribution to the 28th Convention and TBAA, Dr. Tony Tung-tien Lei has been nominated by Chairperson Wendy Wu of TBAA as an Advisor of Taiwan Benevolent Association of America. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. United States Congressman Jon C. Porter granted a Certificate of Recognition to
recognize and honor Wendy Wu, "FOR YOUR DEDICATED SERVICE AND PROFOUND COMMITMENT TO THE COMMUNITY AND TO THE TAIWAN BENEVOLENT ASSOCIATION OF AMERICA."*7
Dr. Tony Tung-tien Lei presented also a Certificate of Recognition from U.S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were presented by Dr. Tony Tung-tien Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.
Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*8
Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Mr. Liang is now the 28th Chairman of TBAA. The ¡°Formosa Night featured a delegation of 28 people from Taiwan and a chorus from New York City. It was a great performance with dance troupe of Taiwan Culture Delegation.
One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee on July 28, 2005.
Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.*9 Jennifer Lin, President of Taiwan Benevolent Association of New Jersey, welcomed everybody and their friends to attend the convention next year held in New jersey. President of Taiwan BenevAssociation of California Amber Sun spoke for the main association to thank Mr. Lo-Yu Sun's generosity for hosting the dinner party.

Julian, Our Dear, Come Back with us again please!

How beautiful is this Christmas! Sunshine is always with us here in Las Vegas. The weather is also mild. "Our sons, John and Mike, are flying back home for the festival from their offices in Dallas and San Francisco, respectively. Julian, our dear, we have a reunion party again this Saturday evening. We shall have a center seat for you. Be with us please," says Dr. Tony Lei. Dr. Lei used to remind that every and many times of their reunion dinners, Julian's nature and appearance had brought a lot of joyful and spiritual atmosphere. Dr. and Mrs. Lei love Nevadan seniors heartifully since they moved here from California in 1993. Mrs. Lillian Wallace, Julian's wife over ninety years of age, is invited by them to join their family reunion at the Gee Joon Chinese Restaurant of Horseshoe Casino and Hotel on December 22, 2001.
On behalf of Washington Business and Technology Institute [(WBTI(NV)] , Dr. Lei enjoyed and thanked heartfeltly Dr. and Mrs. Andrew Benton, President of Pepperdine University, for the creative Christmas card sent by them. "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives for renewing the bonds of love and friendship that make our lives special," wroted U.S. Senator Harry Reid to Dr. Lei early this year. We wish everybody Merry Christmas and Happy Year!

WHEREAS, it is the policy and pleasure of the Board of County Commissioners to honor and recognize those extraordinary individuals, groups, or programs, which enrich the lives of many in our community; and
WHEREAS, Dr. Tony Tung_tien Lei, Ed. D., a famous resident of Clark County for more than nine years, has served our community through a variety of venues including: President of Washington Business and Technology Institute; Senior Advisor for Congresswoman Shelley Berkley, Office of Clark County District Attorney, and Constanble's Office of Las Vegas Township; Director and Secretary of South Shores Community Association; Honorary President of Great Wall College and Xaimen Foreign Language College; Chairman of Chinese American Academic Association of Nevada; Contributing Editor and Columnist of Nevada Examiner ; and among others Dr. Lei received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively.
WHEREAS, Dr. Lei has given freely of his time, energy, knowledge, wisdom, and professionalism, working on projects and events that greatly and effectively contribute to the promotion of quality of life in Clark County and has dedicated himself to public service to not only Asian community but to all our Nevadan citizens; and
