And I am very pleased to be here to thank you and to celebrate the work that you and colleagues do every single day to create and sustain strong civil societies in Russia and the United States. We also had a very important summit today between Presidents Medvedev and Obama. Mike McFaul from the National Security Council is here. And Mike, as you know, is a very longtime supporter of a vibrant civil society in Russia. And, as President Obama said when he met with many of you in Moscow last summer, we recognize the critical nature of civil society to a vibrant democracy, and we want to create those relationships between our two countries and between civil society in each country that can assist in answering questions and solving problems. Some quick examples that I just saw with the exhibits here this afternoon ?we need creative, committed, courageous organizations like you and yours to find innovative solutions, to expose corruption, to give voice to the voiceless, to hold governments accountable to their citizens, to keep people informed and engaged on the issues that matter most to them. As part of the Bilateral Presidential Commission that the two presidents established that Foreign Minister Lavrov and I are coordinating, we launched a Working Group on Civil Society. This law is making it harder for tobacco companies to target children, will make it easier for those who smoke to overcome their addictions, and will make tobacco products less toxic for those who cannot or do not want to stop smoking. Prior to the enactment of the Family Smoking Prevention and Control Act, tobacco products went unregulated, even though they are the leading preventable cause of death in Nevada and across our nation. One of the first actions taken as a result of the law was that candy and fruit-flavored cigarettes intended to attract and addict children to nicotine were banned. I am pleased that many tough new restrictions on tobacco marketing and sales to children that are required in the new law will now take effect. For example, the new rules will: ban tobacco sponsorships of sports and entertainment events; ban free tobacco samples and giveaways of non-tobacco items with the purchase of tobacco; prohibit the sale of cigarettes in packs of less than twenty to appeal to kids; require stores to place tobacco products behind the counter, and establish a nationwide prohibition on tobacco sales to children under 18 years of age. A number of other important provisions will also take effect, including a ban on misleading cigarette descriptions such as ~{!0~}light~{!1~} and ~{!0~}low-tar.~{!1~} All smokeless tobacco products will be required to carry a larger warning label, and packs of cigarettes will soon be required to have large, graphic health warnings that cover the top half of both sides of the package. These reforms are critical for Nevada, where smoking kills more people than alcohol, AIDS, car accidents, illegal drugs, murders and suicides combined. Every day, it is estimated that 2,500 children in Nevada become regular smokers and that 22,400 of our high school students are smokers. These numbers take a tremendous toll on our state. Thirty-three hundred adults in Nevada die from their own smoking each year, and an additional 440 adults die each year from exposure to secondhand smoke. During these difficult financial times, smoking creates an avoidable financial burden for our State. Smoking results in $565 million annually in health care costs and results in over $900 million in productivity losses in Nevada. The Family Smoking and Prevention Act will help to reverse these trends, save lives and strengthen Nevada~{!/~}s future. He also applauded the timely efforts of the Nevada Housing Division in assisting with NAHAC’s application. Nevada continues battling both high unemployment and high foreclosure rates. Under the Participation Agreement, the NAHAC will bring more than $102-million into Nevada to assist homeowners facing foreclosures or experiencing trouble shoring up their mortgage situation. “I am proud of our Nevada Housing Division for providing guidance to the NAHAC in preparing its Business Plan for U.S. Treasury’s review and ultimate acceptance,” Governor Gibbons said, “Nevadans need these funds. We will make sure funds are distributed to qualified applicants as quickly as possible”. The Governor noted that no direct funding from the U.S. Treasury program will flow through the State Housing Division. All funding for the program will flow through the non-profit NAHAC. The NAHAC business plan included three primary programs that the U.S. Treasury has signed off on for Nevada. Those programs consist of: (1) principal reduction for first mortgages to help qualified borrowers stay in homes; (2) second mortgage relief to assist qualified borrowers whose second lien is interfering with a first mortgage loan modification; and (3) short-sale acceleration to assist homeowners who can no longer reasonably expect to sustain ownership of their homes due to extended layoff periods or lack of meaningful near-term job prospects. “While we applaud the U.S. Treasury’s initiative to help bring elements of its Hardest Hit Funding program to Nevada and we certainly welcome the $102 million, no one should expect that this amount of federal funding will resolve the mortgage crisis Nevada faces now and into the immediate future,” Governor Gibbons said. Testimony at public hearings indicated, for example, that the underwater problem (mortgages in excess of current home values) in Clark County alone stood at over $44 billion as of March, 2010. Governor Gibbons is encouraging all banking institutions and loan servicing organizations holding Nevada home mortgages to quickly sign up with the NAHAC principal and second lien relief programs. The success of these programs will depend upon the banking industry stepping up and participating in these new programs to help stabilize our housing industry.
