As innovation and Entrepreneurship have their world value and contribution, our Graduate School of Business and Public Administration (GSBPA) is promoting the cooperation and development of international tourism, business, education, and culture with them. To contribute to the Asian countries by the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

One of our purposes is to strengthen our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*2

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. "In 'WinningWays,' Dick Lyles gives us four very powerful strategies that all of us can use to improve our relatioships with others and increase our own level of success. These are the best guidelines I've seen to help you unleash your power and reach your maximum potential," wrote Dr. Ken Blanchard.*3 The four powerful strtegies for the secret of winning ways are: (1). Make people feel stronger rather than weaker as a result of your interactions wih them. (2). Camels are Okay. In fact, today's camel builders will be tommorrow's leaders. (3). Avoid two-valued thinking traps, because very few decisions are choices between right and wrong or good and bad. (4). Influence for the future, rather than the present or the past.

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*4

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*5

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*6

One of the main three missions of Washington Business and Technology Institute (WBTI) is community service. To participate, initiate, and help promote significant programs have been some of our efforts. The following article was just one of the examples to state that Asians united means Asians power:

Asian American Community Honors U. S. Senator Honorable Harry Reid

Asian American communitiy had been united together to hold an event and dinner party successfully to honor U. S. Senator Harry Reid. More than 384 against the 250 planned individuals of government officials, business owners and executives, organizational leaders among others attended the party at the Asia Palace Chinese Restaurant on August 24, 2001.*1

The Kenote Speaker was U. S. Senator Harry Reid. Guests of Honor presented were: U. S. Senator John Ensign (by Sonia Joya), U. S. Congresswoman Shelley Berkley, U. S. Congressman Jim Gibbons (by Judith Ray),
and Nevada Attorney General Frankie Sue Del Papa.

U. S. Congresswoman Shelley Berkley introduced Senator Harry Reid to the public with his successfully story to be the greatest political leader of Nevada arsing from the son of an ordinary family of mining worker. The first time as an honorable Master of Ceremony for Asian American community, Shelley' attractiveness and talent are really professional. She has been famous of her arts of leading on social activities since her college life. "On behalf of Washington Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U.S. Senator Harry Reid. Following a successful tribute party to Nevada Supreme Court Justice Nancy Becker, this Event is an united efforts of all our Asian American community. Thanks to Dr. Raj Chanderraz, Dr. R. D. Prabha, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani to join me as Chairpersons. Thanks to all our guests of honor, special guests, hosts, guests, and participants. Thanks to Dr. Peter Lok as our wonderful Coordinator and Ms. Nancy Diaz to initiate the plan of this event with me. Finnally, we, Asian Americans have put all our effort and wisdom together to have this Special Tribute to our U. S. Senator Harry Reid, because Harry is our great hero to build a community where this and future generations will have more opportunities and advantages to live a prosperous life," spoke Dr. Tony Lei, the Chairman of the event and dinner party.

According to the prepared introduction by Congresswoman Berkley to the Party, "Dr. Tony Lei is the President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada. He received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerou scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. His famous publications Modern Business Management, Information Management, Human Behavior Science, The Arts of Leading, among others have been adopted by several universities as text books."

The highlight of the event was the presentation of a plague of Award of accomplishment to Senator Harry Reid by the Chairmen of the event and dinner party. Fowllowing to sing a happy birthday song for Governor Kenny Guinn and Judge Jessie Walsh, Dr. Lei introduced a former State Senator Mark Malone presenting an Award to Senator Harry Reid from the State Board of Educaton of its elected Member Theresa Malone.

Senator and Majority Whip of the U. S. Senate Honorable Harry Reid smilled most of the time during the Party. Many of the partcipants in the Party had felt suprisingly Harry's friendship and popularity with his sociality. Harry and his wife Landra were the last two people after the accomplishment of the pleasent and successful party to leave sending by Dr. and Mrs. Tony Lei.*2

The 2nd Edition of "Effort and cooperation will bring us a peaceful, happy, and prosperous community in Nevada" by Rory Reid, Mark Denton, and Tiffany Chang, which was posted by WBTI on September 20, 2003, stated the effort and cooperation between officials and Asian communities in Nevada.

"Our endeavor is to help Southern Nevada be a country of the people, by the people, and for the people where our and our future generations may have a better opportunity to live a happy and succeeful life," said Rory Reid, Clark County Commissioner, at the Event and Dinner Party at the Zax Restaurant of Golden Nugget Casino and Hotel on September 17, 2003 in Las Vegas.

To pay a special tribute to Nevada Chief Justice of Supreme Court Bill Maupin; Commissioner of Clark County Rory Reid; Sherif of Southern Nevada Bill Young; District Judges Mark Denton, Valorie Vega, Jessie Walsh, Jackie Glass; Nevada Controller (the late) Kathy Augustine; and Chief Judge of Las Vegas Toy Gregory; the above Event and Party was held by WBTI. The Theme was: Light Candles along the Silver Stream of Southern Nevada with Clark County District Attorney and Police Civil Commission.*3

"It's my great pleasure to be nominated by WBTI as its Honorary Chairman and Senior Advisor of CCDAPCC," said District Attorney Stewart Bell at the Dinner Party to "Nevada Examiner" and "Las Vegas Review-Journal". "The significance of the creed of a County deserves to encourage administrative professionals to emphasize the value of the truth, goodness, and beauty in order to maintain it as a place of the people, by the people, and for the people. It's my honor to join the Commission." The Dinner Party was held by WBTI to celebrate Bell as Honorary Chairman and Senior Advisor of CCDAPCC at the Steak House of Binion's Horseshoe Club on October 7, 2002.*4

"I'm glad to be an Advisor of Pan Pacific and Asian American Forum, where Governor Kenny Guinn is Chairman and Bud Cranor is Executive Director. We all endeavor to promote the quality of life of all our Nevadan residents and visitors," said Brian Sandoval on March 8, 2002 at the Event and Dinner Party held by the Asian American Community.

It is said that the American Indians, finding no water for cooking, tapped a maple tree and made the first maple wyrup as the sap boiled down. Pioneers, traveling westward, stopped for water and found gold nuggets in a stream. These are all examples of serendipity.

"Ms. Nancy Saitta was appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on December 17, 2003. On behalf of the Faculty and Board members of WBTI, President Dr. Tony Lei will hold a celebration dinner party to welcome her as one of our excellent faculty members of the Graduate School," Dr. John Wang, Spokesman of WBTI announced on December 18, 2003 in Las Vegas, Nevada, U. A celebration dinner party for her appointment was held by President Dr. Tony Lei of WBTI at the Lillies Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.

Ms. Nancy Saitta received her Juris Doctor in 1986 from Wayne State University. She earned her Bechelor of Science Degree, Magna Cum Laude in 1983 from Wayne State University. Nancy was born in Detroit, Michigan the daughter of Alfred V. and Virginia M. Meyer. Married to Joseph J. Saitta, she has four children and three grandchidren. Nancy has been a Southern Nevada resident since 1990.*1

Ms. Nancy Saitta was elected to the Eighth Judicial District Court in November 1998. She was appointed to Las Vegas Municipal Court in October, 1996. Prior to her appoinment, Nancy was a senior deputy attorney general where she serve as the Children's Advocate for the State of Nevada. Formerly, she was with Pearson and Patton and later because an associate at the law firm of Gentile and Porter.

Ms. Saitta began her legal career in 1984 as a law clerk for Walter D. Meyers in Detriot, Michagan. She joined their firm as a criminal defense lawyer following graduation from law school. Nancy was an associate professor at Wayne State University, Department of Criminal Justice. She taught Litigation I and II at the American Institute for Paralegal Studies. She teaches in the criminal justice department of the Univeristy of Phoenix. Nancy has been a keynote speaker and faculty member at several national conferences.*2

Judge Saitta was also an arbitrator for the New York Stock Exchange Arbitration Panel during 1985. Her memberships include: CASA Foundation Board, Clark County Public Education Foundation, and Clark County Bar Association Executive Committee. She retains membership in several local national children's advocacy organizations. Nancy was appointed by the Governor to the Nevada State Juvenile Justice Commission. She created the Clark County Missing and Exploited Children Comprehensive Action Program ("M/CAP"), a program coordinated with the U. S. Department of Justice.*3

Nancy developed the Southern Nevada Fatality Review Team and the specialized court project for case management of Construction Defect cases. Her awards and honors include: the "For the Children" award presented by the Office of the Attorney General in recognition of her outstanding contribution to Nevada's children and the District Attorney Outstanding Service Award, and the Child Advocate of the year (2001).

Nancy had several teaching and academic appointments. On September 2000, she had "view From the Bench" -- Cross Examination on the Clark County Bar Association Continuing Education. Her Seminars and Training included: (1) The North american Symposium of Internationa Child Abduction -- sponsored by the ABA, Washington, D. C. (2) NationalAssociation of Attorneys General consumer Protection Seminar -- "violence in the Media and its Effects on Child," Madison, Wisconsin.*4

Dr. Tony Lei received the list of District Judge Nancy Saitta's recent accomplishments from the fax by her in the afternoon on November 14, 2003 as in the following:
1. Created the Complex Litigation Division - 8th Judicial District Court. 2. Received National Association of County Government Award for Complex Case Management Model. 3. Keynote speaker at West Coast Casualty Insurance and Construction Defect Conference, Anaheim, California. 4. Featured speaker at MC2 Construction Conference, Key West, Florida. 5. Nevada Trial Lawyers Annual Conference speaker re: "Abusive Litigation Tactics". 6. District Court Legislative Liasion to the 2003 Nevada Legislative Session.*5

The International Cities Business Council (ICBC) of Washington Business and Technology Institute (WBTI) strives to build a bridge among important cities nationally and internationally. Lt. Governor of Nevada Lorraine Hunt was invited as the Honorary Chairperson of International Cities Business Council (ICBC) by President Dr. Tony Lei of WBTI. President Dr. Carol C. Harter of UNLV and Nevada Assemblywoman Valerie Weber were elected as Advisors.

Nevada Lieutenant Governor Lorraine T. Hunt was re-elected to her current office in the November 2002 General Election. She originally took office in January of 1999. As the lieutenant governor, Hunt is president of the Nevada State Senate, chair of the Nevada Commission on Tourism, chair of the Nevada Commission on Economic Development (which includes the Nevada Film Office) and vice-chair of the Nevada Department of Transportation board of directors. She also sits on the governor’s cabinet and serves as chief executive when the governor is unable to serve for any reason or is absent from the state.*2

Hunt is a member of the executive committee of the National Lieutenant Governors Association and serves as vice-chair of the National Republican Lieutenant Governors Association.

It was then that Hunt first demonstrated her entrepreneurial ability by making her first real estate investment in a piece of desert land on the outskirts of Las Vegas. Years later the investment led her into the world of business when she became president and chief executive officer of Perri, Inc., a real estate and restaurant management company.

She has represented the private sector by serving as vice-chair of the Nevada Commission on Tourism; a director and past president of the Nevada Restaurant Association; director, Nevada Hotel-Motel Association; and vice-chair, Nevada Motion Picture Commission and vice chair of the Nevada Motion Picture Foundation.

She began her governmental service with her election to the Clark county commission. She served a four-year term as commissioner and, during her tenure, also served as vice-chair. She also became the first woman to chair the Las Vegas Convention and Visitors Authority (LVCVA) since its inception.

Throughout the years Hunt has acquired extensive experience in business and was awarded Nevada’s first Governor’s Award for Excellence in Business as well as being named Nevada’s U.S. Small Business Advocate of the Year. Additional awards and honors include: Casino Legends Hall of Fame, 2001, Educator of the Year, Nevada Restaurant Assoc., 2000; Republican Woman of the Year, 1996; Free Enterprise Award, 1993; Governor’s Conference on Tourism - first Lifetime Achievement Award, 1993; Nevada Restaurateur of the Year, 1992; Nevada Small Business Advocate Award, Small Business Administration, 1989; and the first Governor’s Award for Excellence in Business, State of Nevada, 1987.

Hunt also participates extensively in community service, including having served on the St. Rose Dominican Hospital Community Board, as past president and trustee of St. Jude’s Ranch for Children, and as Vice-Chair of the Pan Pacific and Asian American Forum (PPAAF) of WBTI.*3

Representatives of Air China Cargo have informed Nevada leaders the carrier will use Reno-Tahoe International Airport as a diversion airport when bad weather prevents its scheduled cargo flights from landing in San Francisco, Lt. Gov. Lorraine Hunt said Thursday.

A letter from the airline also hinted that additional flights between Asia and Northern Nevada could be in store.

In recent years, Hunt has led three missions to China to encourage additional trade and tourism between China and Nevada.*4

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*5

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation (China). Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*6

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

Dr. Sun-Yuan Kung had a great deal of achievements in the recent years. The paper entitled "A unification of network coding and tree-packing (routing) theorems" that written by Yunnan Wu, Kamal Jain, and him was an example. Sun-Yuan Kung received his Ph.D. Degree in Electrical Engineering from Stanford University. In 1974, he was an Associate Engineer of Amdahl Corporation, Sunnyvale, CA. From 1977 to 1987, he was a Professor of Electrical Engineering-Systems of the University of Southern California. Since 1987, he has been a Professor of Electrical Engineering at the Princeton University. Since 1990, he has served as an Editor-In-Chief of Journal of VLSI Signal Processing Systems. Dr. Kung is a Fellow of IEEE. He was the recipient of 1992 IEEE Signal Processing Society's Technical Achievement Award for his contributions on "parallel processing and neural network algorithms for signal processing". He was appointed as an IEEE-SP Distinguished Lecturer in 1994. He received 1996 IEEE Signal Processing Society's Best Paper Award. Sun-Yuan was a recipient of the IEEE Third Millennium Medal in 2000. Dr. Sun-Yuan Kung has authored more than 300 technical publications, including three books "VLSI Array Processors", (Prentice Hall, 1988) (with Russian and Chinese translations), "Digital Neural Networks", Prentice Hall, 1993, and "Principal Component Neural Networks'', John Wiley, 1996.*4

The new trend of information processing world has rapidly converged to three major technological fields: internet, multimedia, and wireless. In this talk, we will attempt to offer a technological and applicational justification of intelligent technologies for internet multimedia computing/communication. We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be
demonstrated.*6

Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*7

Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation.

Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. Ultimately, our research will support development of real-time information-processing systems combining digital video and audio, text, and graphics.*8
