Governor Jim Gibbons today ordered flags on state buildings be flown at half staff on Thursday, Sept. 11 in recognition of Patriot Day.*1
Through a joint resolution, Congress established September 11th of each year as Patriot Day as a way to remember and honor the victims of the Sept. 11, 2001 terrorist attacks in New York, Washington D.C. and Pennsylvania.
�While the terrorist attacks of 9/11 shook our country to the core, they also awoke the fundamental principles that sparked the creation of our nation and made the United States the greatest country on Earth,?Gibbons said.
�On that terrible morning seven years ago, we saw the worst of what terrorists have to offer, but we also saw the best of what makes America great, the Governor said. �Citizens rose up to help their neighbors in tremendous displays of bravery and heroism. As a nation we joined in prayer for the victims. And together, we strengthened our resolve to defend our nation and advance the cause of liberty across the globe.?

Congress will consider energy legislation this week. Of course, the oil industry is pushing its "drill, drill" slogan with all its might -- and some are hoping to use this for political advantage.
Meanwhile, tax credits for investments in solar and wind power have not been extended, and the growing renewables business that just made America the largest producer of wind power in the world, is on the verge of shutting down huge planned projects all over the country.
Billions in private investment, thousands of megawatts of new, clean energy, and more than 100,000 new jobs expected for 2009 will be lost.
We face a stark choice: subsidize old, dirty energy or invest in new, clean energy. This should be easy, but the influence of the oil lobby is deep -- they've already spent more than $100 million in lobbying and advertising this year. Please call your members of Congress now and tell them to pass legislation that will Repower America.
Washington is being diverted by all the political noise around "drill, drill" away from what really will make a difference -- building a new, clean energy future. Projects in the pipeline that will power millions of homes will be canceled, setting us back for years, if Congress doesn't do the right thing now. Congress needs to hear from all of us.

Visiting the Troops
In early August I lead a week-long, multi-national Congressional delegation trip assessing our fight against terrorism, global climate change, development and democracy. My first stop was in Kyrgyzstan, where I met dozens of American troops including five Nevada Airmen at the Manas Coalition Air Base. We also visited wounded warriors at Landstuhl hospital in Germany and met with the outstanding medical staff who care for them. Our courageous troops there are combating terrorism and working to keep Americans safe, and it was an honor to meet with them. I also traveled to Afghanistan where I met with President Hamid Karzai and some of the nearly 34,000 U.S. soldiers serving there including many from Nevada. We must continue to work toward political reconciliation to help stabilize this entire region, and I discussed with President Karzai a number of issues affecting Afghanistan and what we must do to address them. The border separating Afghanistan and Pakistan remains the central front in the war against the terrorists who attacked us 7 years ago tomorrow.

On August 19, I co-hosted the National Clean Energy Summit in Las Vegas along with the University of Nevada, Las Vegas and the Center for American Progress Action Fund. I organized the summit in order to create an agenda that accelerates the development of renewable energy, energy-efficiency technologies and robust clean energy markets throughout the nation and world. It is so important to me that we find new sources of clean energy that will break our dependence on foreign oil and create new jobs and prosperity here in Nevada.
I was joined by President Bill Clinton, governors and senators, mayors, Democrats and Republicans, business and labor leaders, scientists and innovators of cutting edge technology. Expanding the development of renewable energy is not a partisan issue, but one that both sides must work together to accomplish. The key findings from the summit were presented in both the Democratic and Republican National Conventions. ...

Lake Mead Tour
On August 20 Congresswoman Shelley Berkley, Lake Mead Superintendant Bill Dickinson and I took an aerial tour of Lake Mead. Shelley and I viewed the impact of the lake��s declining water level and discussed steps that need to be taken to protect the lake, which is a primary water source for southern Nevada. Lake Mead is threatened by decreased input from the Colorado River, invasive species of mussels, and issues arising from climate change. Shelley and I will continue to work to secure more resources to study ways to remove invasive species. ...

TROA
After 18 years of hard work, I am happy to announce that the Truckee River Operating Agreement (TROA) was signed last weekend. I attended the signing ceremony at Wingfield Park in Reno along with other Nevada and California officials, as well as Dirk Kempthorne, the Secretary of the Interior.

I have worked hard for this important settlement and I am very proud to see all sides come together in agreement. TROA will enhance conditions for the threatened and endangered fish species in the waters, increase municipal and industrial drought protection, improve water quality downstream from Sparks, also it will enhance stream-flows and recreational opportunities in the Truckee River Basin. TROA will also provide a permanent allocation of water in the Lake Tahoe, Truckee River and Carson River basins between California and Nevada. >>> *7

Facing one of the largest audiences of Nevada tourism professionals, Treasurer Brian Krolicki, said Tuesday at the governor's conference on tourism, that putting Nevada in the running for the winter games will spur economic growth in the future.
