¡°The VA is facing its biggest challenge in decades as America welcomes home our troops from Iraq and Afghanistan and this additional funding will help make sure we can provide these men and women, and our older veterans, the top notch healthcare they deserve. Our bill increases funding for the VA by more than $3 billion over the President¡¯s budget and I challenge those seeking to block this bill to explain to America ¡¯s veterans and their families why they oppose a measure that will enable us to better care for those who served our nation in the military. As a member of the Veterans Affairs Committee, I have heard first hand from the VA about the need for more resources and today we are answering that call by increasing funding to expand healthcare, address mental health issues, modernize VA facilities, to aid homeless veterans and to supply state-of-the-art prosthetics to VA patients who have lost a limb or limbs."

Here are the details of the bill:

H.R. 6599 - The Military Construction and Veterans Affairs FY09 Appropriations Bill

Total VA Funding: $47.7 billion, $2.9 billion over the President¡¯s request, for veterans¡¯ medical care, claims processors, and facility improvements.

Mental Health and Substance Abuse: $3.8 billion for specialty mental health care and $584 million for substance abuse programs.

Beneficiary Travel: $100 million above the President¡¯s request to increase the beneficiary travel reimbursement rate from 28.5 cents per mile to 41.5 cents per mile.

Assistance for Homeless Vets: $130 million for the homeless grants and per diem program, rejecting the President¡¯s $8 million cut and the same as 2008, including $32 million to hire additional personnel for the HUD-Veterans Affairs Supportive Housing Program.

New Generation Prosthetics: $1.6 billion, $250 million above 2008 and $116 million above the President¡¯s request, to provide veterans with appropriate prosthetic support given recent advances in technology. An additional $500 million will go to research to help improve the quality of life for injured and aging veterans.

Construction/Maintenance: $1.9 billion, rejecting the President¡¯s $788 million cut and $215 million above 2008, to fulfill the Department¡¯s commitment to fund recommendations made by the Capital Asset Realignment for Enhanced Services (CARES), which was established to look at facilities and determine their construction. Also includes $5 billion for on-going maintenance and renovations.

Nevada Governor Jim Gibbons today announced the appointment of Christopher G. Nielsen as his new General Counsel.*102

Nielsen is currently the deputy executive director of the Nevada Department of Taxation where he oversees the compliance division, including the administration of tax law and policies. Among his other responsibilities, Nielsen monitors department legislation and regulations, represents the department before the Nevada Legislature and manages taxpayer appeals to the Nevada Tax Commission.

~{!0~}I~{!/~}m excited Chris has decided to join my team,~{!1~} Gibbons said. ~{!0~}He has an in depth knowledge of state law that will help him tackle the wide variety of issues the governor~{!/~}s office is involved with. I~{!/~}m confident he will be a tremendous asset as we move into the 2009 Legislative Session.~{!1~}

Prior to joining the Department of Taxation in 2007, Nielsen served as a Senior Deputy Attorney General in the Nevada Attorney General~{!/~}s office where he represented the Secretary of State with respect to elections and commercial recordings. He also represented the Department of Taxation with numerous administrative appeals, including before the Nevada Supreme Court.

~{!0~}I appreciate the opportunity Governor Gibbons has given me,~{!1~} Nielsen said. ~{!0~}It is a great honor, and I look forward to continuing to serve the state, and the administration, in my new role as General Counsel.~{!1~}

Nielsen graduated from the University of Nevada, Reno with a B.S. in biology and he received his law degree from the University of the Pacific, McGeorge School of Law.

Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*6

"Dr. Tony T. Lei is one of the respectable first class alumni of Tunghai University. We've several other distinguished alumni like him among our first four classes. It's my interest to join WBTI with my knowledge, wisdom, and talent for the promotion and cooperation of academic and tourism development between Nevada and Penghu. Barack likes to tell a story about the two of us standing backstage before his speech at the 2004 Democratic Convention.*2

The way he tells it, he was too busy in the days before the convention to feel any pressure -- but about an hour before the speech, I could tell he was getting a little nervous.

To break the tension, right before he went out on stage I leaned in close and said, "Just don't screw it up, buddy."

We laughed. And then Barack brought the house down.

This year, the house is going to be a lot bigger. More than 75,000 people will be in Denver to be part of this important moment, and I want to tell you about an opportunity to join Barack backstage before his acceptance speech.

Ten supporters who make a donation in any amount by midnight this Thursday, July 31st, will be selected to fly to Denver, spend a couple of nights in a hotel, participate in the convention, and go Backstage with Barack. Each supporter who is selected will also get to bring a guest along to share the experience.

The high cost of energy continues to hurt people across our state and the nation. That is why I am focusing the Senate’s attention on creating short- and long-term solutions to this crisis. The first step is to crack down on excessive speculation in the energy markets, which experts say accounts for up to 50% of the cost of oil. Wall Street traders are buying huge quantities of oil online, intentionally inflating prices, only to turn around and sell it to other traders at even higher prices. These traders never intend to use the oil they buy ?only to bid up the price and cash in. American families are stuck with the bill every time we pay to fill our tanks and heat our homes, and it just isn’t right. Congress can and should do something to stop this abuse and stand up for average American families. I am pushing legislation that will improve enforcement, oversight and transparency in this process and I hope that my colleagues in the Senate will join this effort.*2

Curbing excess speculation is just the first step, but it is an important one, towards lowering the high cost of energy for Nevada families. Almost immediately after her seven-minute conversation with Obama, D-Ill., on Friday, Berkley announced her endorsement," posted Reviewjournal.com early this morning on June 21, 2008 in Las Vegas, Nevada, U. S. A.*101 "'I feel ready, willing and able to roll up my sleeves and campaign for and with him in Nevada,' Berkley said. The five-term congresswoman, who endorsed Sen. Mei's Ensemble Concert Series ---Rose Han's Student
Singing and performaning Concert (I) was held at
Prairie Greek Baptist Church in Dallas, Texas on May
17, 2008. The singers were Emily Lan Mei, Yu-hua Jen,
and Meng-pei Hu. Pianist was Mei-en Chou while the
violinist was Melody Jiang. They sang songs like
"Ridente la calma", "Che faro senza Euridice", "O mio
babbino caro", and among others individually.

"Our purpose of this concert is to motivate, lift up,
and develop the enjoyment of opera and the level of
quality of performaning. In oder to study and
communicate with music favors and choir organizations,
we'll do it more publicly. We're looking forward to
launch a great one in the coming September!" talked
Artistic Director Rose Han to a writer, Tiffany Chang,
of the Communitylink (WBTI's Website) of
Reviewjournal.com.

"I'm a professional in information technology. How
exciting and happy I'm learning and performing this
singing talent in my leisure time! High E. Q. has
taught us to develop our potentiality," said Soprano
Yu-hua Jen.

"It's my great experience! I'd like you to meet our
teacher," said (light) Soprano Meng-pei Hu.

During the performance, they sang also several famous
Chinese art songs in the final section. Through the
mutual performaning of both the Western and Estern
music, will the "Creating new way of using classical
vocal techniques to sing popular songs" a little on
the air?

"With appropriate opportunity, I may go further for
advanced education in music. At the time being, I'm
inspired by a feeling of 'To learn is to make me
happy!'" said Soprano Emily Lan Mei pleasently with a
vision.

Pianist Mei-en Chou came to study in America from
Taiwan. She graduated from Taiwan Normal University in
Taipei. "Miss Mei-en Chou has just received her Master
Degree recently in Texas," introduced Artistic
Director Rose Han about the Pianist during the
Concert. She is young and ingenius.

The concert was applauded by a great deal of
attendants enthusiastically.

Staff has been approved to work overtime to continue handling claims, and the phone lines will also be open on Saturdays until the volume of calls subsides.

Regular claims can continue to be filed on-line at www.expressclaim.org, but emergency benefit claims can only be filed over the telephone.

~{!0~}We are committed to ensuring that Nevada~{!/~}s unemployed workers who are eligible for these benefits receive the attention necessary to process their claims in an efficient manner,~{!1~} Gibbons said. ~{!0~}We understand the importance of these benefits to the families who are depending on them, and we ask for patience as we attempt to make this process run as smoothly as possible.~{!1~}

On July 2 the Governor signed an agreement with the U.S. Department of Labor for Nevada to participate in the federally funded extension of unemployment benefits program authorized as part of House Resolution (H.R.) 2642, the Supplemental Appropriations Act 2008.

Recently, DETR mailed more than 40,000 letters to Nevadans informing them they may be eligible for emergency unemployment insurance benefits as a result of the recently passed measure.

Under the Emergency Unemployment Compensation provisions, additional benefits may be paid to eligible workers who have exhausted all other unemployment benefits. The program provides up to half of a person~{!/~}s original claim entitlement, or up to 13 weeks of additional benefits with the same monetary amount they received under regular benefits, said Cindy Jones, Employment Security Division administrator and DETR deputy director.

DETR~{!/~}s Employment Security Division has processed almost 4,000 claims for emergency benefits since Monday, when the upgraded system for accepting new claims became operational. This is in addition to the 5,300 calls for regular benefits handled by DETR~{!/~}s Employment Security Division during that same three-day period.

"Callers are advised to patiently hold and not hang up and call again, as they will only lose their place in line," Jones said. "Another important piece of advice is to use a land line and not a cell phone. We understand callers may be frustrated, but we are working diligently to ensure that each call is handled as quickly as possible. We also urge regular claim filers to utilize the website 24 hours a day."

~{!0~}These state workers have done an excellent job in preparing for this increased volume of callers,~{!1~} Gibbons said. ~{!0~}DETR only had six days of lead time from the President~{!/~}s signing of the bill to the start date of the program. Proactive planning allowed Nevada to implement its program more quickly than many other states, which is ultimately a benefit to the claimants.~{!1~}

Nevada~{!/~}s unemployment insurance program had already been experiencing an almost 50 percent increase in regular claims due to the state~{!/~}s continued rise in unemployment. The unemployment rate for June was 6.4 percent, the highest it has been in 15 years.

Next weekend I'm riding in the Pan Mass Challenge for all those with cancer, and especially, this year, in honor of my colleague and friend Ted Kennedy and his fight against cancer.

When you've survived cancer, you know the responsibility that comes along with it. I'm one of those lucky survivors. I beat prostate cancer in 2003. We caught it early, and I had great medical care.

This year, I've seen my friend Ted Kennedy fight back against cancer and come back to the Senate to vote to save Medicare.

It is for Ted and all those with cancer that I ride in the Pan-Mass Challenge, a charity event raising funds for cancer research and treatment. And it is with him in mind that I ask you to contribute to this charity and help in the fight against cancer:
