A PROCLAMATION IN HONOR OF HOLOCAUST REMEMBRANCE DAY

WHEREAS, January 27, 2006, marks the first observance of Holocaust Remembrance at the United Nations, and Gerda Weissmann Klein will address the United Nations General Assembly; and

WHEREAS, on November 1, 2005, the United Nations General Assembly adopted a Resolution, designating January 27th as an annual International Day in Commemoration of the Victims of the Holocaust; and

WHEREAS, the Holocaust was the effort of Adolf Hitler and the Nazi Party to exterminate Jews and other people that they considered inferior, which resulted in six million Jews being murdered between 1933 and 1945; and

WHEREAS, the history of the Holocaust offers an opportunity to reflect on the moral responsibilities of individuals, societies, and governments; and

WHEREAS, it is important for the citizens of the State of Nevada to remember the terrible events of the Holocaust and remain vigilant against hatred, persecution, and tyranny; and

WHEREAS, we, the people of the State of Nevada should actively rededicate ourselves to the principles of individual freedom in a just society;

NOW, THEREFORE, I, KENNY C. GUINN, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim January 27, 2006, as

Retail growth seen in valley
Vacancy rate at centers with anchors drops

The retail market is picking up steam in Las Vegas with most of the new development along the valley's freeways and suburban population areas, a local real estate consultant said.

Overall vacancy for anchored retail centers declined to 3.1 percent in the fourth quarter, down from 5.1 percent the previous year, John Restrepo of Restrepo Consulting Group reported. It's the lowest vacancy rate in 11 quarters.

"The valley is still seeing strong economic and population growth," he said, "but we are in a supply-constrained situation."

Among the tighter submarkets are Henderson (3.1 percent), the southwest (2.3 percent) and northwest (2.5 percent). Power centers, anchored by big-box retailers such as Wal-mart and Target, had the lowest vacancy at 2.1 percent and neighborhood shopping centers, typically anchored by grocery stores, had the highest vacancy at 4.4 percent.

Restrepo showed retail inventory at 35.4 million square foot at the end of the year with 1.3 million square feet under construction and 4.4 million square feet planned.

Among the anticipated new retail developments in the pipeline for Las Vegas is the $500 million Town Square project, a joint venture between Las Vegas-based Centra Properties and Florida-based Turnberry Associates on Las Vegas Boulevard, at the former site of Vacation Village.

Town Square, which broke ground last year with Marnell Corrao Associates as general contractor, is planned for 1.2 million square feet of retail anchored by a Rave Motion Pictures theater, 24-Hour Fitness, Robb & Stucky high-end furniture and a gourmet food market.

Changes to the economic landscape seeded by the so-called "Manhattanization" of Las Vegas will come into sharper focus this year, said Dave Dworkin, research analyst for Grubb & Ellis commercial real estate brokerage in Las Vegas.

"As fallout from the recent condominium craze begins to settle, Las Vegas will be positioned not only as an upscale shopping destination, but as a hub for a new generation of affluent residents," Dworkin said.

Along with Town Square, Triple Five Development's Boca Park on west Charleston Boulevard and American Nevada Co.'s The District at Green Valley Ranch are good examples of retail projects targeted toward upscale shopping off the Strip, he said.

Traditional grocery-anchored neighborhood shopping centers will also remain highly desirable in the coming year, he said, while smaller convenience centers of 10,000 to 30,000 square feet will fill immediate retail needs of the community.

Retail employment grew 5.8 percent in Las Vegas, suggesting continued expansion said Jeremy Aguero, principal of Las Vegas-based research firm Applied Analysis.

An increase in the number of residential building permits pulled in the latter part of 2005 also points to further growth in retail development, he said.

"Generally speaking, retail developers are timing new projects and expansions to coincide with residential development clusters," Aguero said.

Consumer spending remains healthy but is showing signs of slowing down, he said.

Taxable retail sales are up 13.2 percent for the 12-month period ending in October, the latest month of available figures, 11.8 percent for the previous six months, 10.2 percent for the previous three months and 7.7 percent in October.

Average retail rent for the fourth quarter was $1.57 a square foot triple net, which does not including operating expenses, down from $1.66 a foot in 2004, Restrepo reported.

Penny Mendlovic, a retail broker with CB Richard Ellis, said she's working on a lot of mixed-use projects such as East Village at Tropicana Avenue and Paradise Road and LaPiazza at Seven Hills Drive and St. Rose Parkway.

She's also looking for a Summerlin location for a children's boutique called Kidville, NY, that wants to enter the Las Vegas market.

"With vacancy so low, it's hard to find," the broker also said.

WASHINGTON -- Harry Reid of Nevada was elected Senate Democratic leader on Tuesday, achieving a new level of power he said he will use to cooperate with President Bush or fight him if necessary.

Reid, who had been the party's second-in-command in the Senate, was promoted by a unanimous vote of the Democratic caucus to head a new leadership team in the congressional term that begins in January.

With his election, Reid solidified his standing as the most influential Nevadan ever to serve in Congress, said Guy Rocha, Nevada state archivist.

"It's a slam dunk now," Rocha said. "Before, people may have argued for Patrick McCarran, but here all debate ends."

McCarran, a Democrat for whom the Las Vegas airport is named, served as senator from 1933 to 1954, wrote a series of significant bills and was regarded as one of the major anti-communist crusaders of the era.

In an interview, the 64-year-old Reid said Nevadans should see little difference in how he represents them as the top Democrat in the Senate.

"I have different responsibilities than I had a couple hours ago, but I still look to Nevada as my first line of responsibility," he said. "I have ongoing projects I am going to work on. I think people in Nevada will recognize I have ability to help more than I have in the past."

Reid inherits leadership of a Senate caucus that contains 44 Democrats, the fewest since 1931. Democrats' influence is boosted somewhat by Sen. Jim Jeffords, an independent from Vermont who usually votes with them.

Reid signalled a willingness to work with Bush, but said Democrats will not be pushed around by Republicans who may interpret Bush's re-election and GOP gains in Congress as a broad endorsement of their policies.

`He said four years ago he wanted to be a uniter," Reid said of Bush. "It didn't work well the first four years. We hope it works the second four years."

"I would rather dance than fight," the former boxer told reporters. "But I can fight."

While they lost 19 of 34 Senate elections on Nov. 2, Democratic Senate candidates won 3.5 million more votes than Republicans nationwide, Reid said. The party also made pick ups among state legislatures, he said.

"I think the majority should be careful about throwing words around like `mandate,' " Reid said. "President Bush won the election but it was certainly no mandate. If one state had turned around, Kerry would be president."

Reid had been a constant on the Senate floor for six years, managing legislation and floor proceedings as Democratic whip. He told reporters he is not an "untested vessel."

After he was elected minority leader, he reintroduced himself at a news conference that dwarfed most of those he had sponsored in the past. He described his hardscrabble upbringing in tiny Searchlight, and opportunities he was given to achieve an education and a career as an attorney.

"The reason I am telling this is if I can make it in America, anyone can," he said. Democrats, he said, "want people to have the same opportunities that Harry Reid had."

Democrats chose new leaders in the historic Old Senate Chamber, where senators met from 1810 until 1859 and debated slavery, western expansion and other issues confronting the young nation.

Reid was nominated by a mentor, 46-year Senate veteran Robert Byrd of West Virginia. In a move symbolizing outreach to party conservatives and the rural Midwest, Reid also asked Sen. Ben Nelson of Nebraska to speak on his behalf.

Sen. Richard Durbin of Illinois was elected to Reid's old post of Democratic whip. Sen. Debbie Stabenow of Michigan was elected conference secretary, the No. 3 position. Both selections were unanimous.

While the Democrats met behind closed doors for two hours, voting was completed rather quickly. Senators said they spent the rest of the time discussing policy and the elections, with little handwringing over the party's net loss of four Senate seats following defeats in the South.

The Democrats' presidential nominee, Sen. John Kerry of Massachusetts, was there and was given several standing ovations, Reid said. The elections were attended by senators of the incoming Congress, so Tom Daschle of South Dakota, the outgoing leader who was defeated, was not present.

While Reid will not take over officially until January, he is playing a major role in managing the lame duck session that convened on Tuesday, while planning his transition.

Reid will move his leadership staff into Daschle's suite on the second floor of the Capitol, steps from the Senate floor. The new offices are about a dozen rooms larger than Reid's current digs on the third floor of the Capitol. Reid will continue to maintain a separate office for Nevada aides.

As leader, Reid will control an $8 million budget that funds the Democratic apparatus, including experts who advise senators on legislation, policy and floor procedure, communications aides and certain officers who report to the Senate sergeant-at-arms.

As one of the few Democrats in Washington who is hiring, Reid has received dozens of resumes from staff members for departing senators, plus aides who worked on Kerry's campaign.

A Reid staff of roughly 50 people will expand, but aides said it was not yet known how many more will be hired to support his leadership duties.

Reid said he has hired two Daschle advisers, policy aide Randy DeValk and Nancy Erickson, who was the South Dakotan's deputy chief of staff. He also has hired Kevin Kayes, formerly Commerce Committee staff director for retiring Sen. Ernest Hollings of South Carolina.

Reid plans to strengthen the Democrats' communications by establishing a "rapid response" team to promote the party message and respond to critics, according to chief of staff Susan McCue.

Reid also is expected to control a number of patronage jobs within the Senate bureaucracy that figure to be offered to supporters in the state.

"Come January you probably will see more Nevadans around here," an aide remarked.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event and Party was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of Paradise Democratic Club of Las Vegas, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*6

Saturday night's Miss America pageant, held at the Aladdin in Las Vegas and broadcast by cable network CMT, was and wasn't your grandmother's Miss America pageant. After being orphaned by ABC for low ratings and a generally uninterested public, the organization made some serious changes. Some of them -- a new host city and broadcast network -- were completely new. Others were a throwback to the pageant's heyday, when high-cut swimsuits and 52 waving beauties were enough to guarantee the sort of ratings that gave the Super Bowl and the Oscars a good run for their money.

The 7,000-seat Aladdin Theatre for the Performing Arts was filled to its capacity on Saturday with fans and signage bearing the names of the 52 contestants and the states they represented.

The final contestant standing, Berry, 22, who edged out Miss Georgia Monica Pang, mentioned during the show that the food she was most looking forward to eating after the pageant's conclusion were french fries dipped in ranch dressing. Waiting for her when she walked into a room of reporters was a plate piled high with her long-awaited fries. "I never thought this would be my first gift from the Miss America Organization," she said.

Over the next year, Berry hopes to build intolerance of drunken driving and underage drinking as part of her community service platform. After losing a friend at age 16 in an accident involving drunken driving, Berry began her own awareness campaign when she was 17 because her friend "died from decision, not disease."

Coming dangerously close to outcharming Berry and her peers, host James Denton of "Desperate Housewives" fame was surprisingly humorous. The prime-time hunk strayed from the TelePrompTer script several times to throw in a few self-crafted, successful jokes. Denton also cavalierly managed to plug his show, comparing the camaraderie among contestants with that of his "Desperate" castmates.

Throughout the show, two correspondents provided additional commentary. One gave behind-the-scenes details and the other reported from a "Miss America party" in Maine that has been held at the host's home for 31 years running. The latter played as a weak attempt to recapture the loyalty the country once felt for the pageant.

Acknowledging the trials the organization has faced, the new Miss America had this to say: "Some view this past year as being a hard year. I view it as one of the best year's for the Miss America Organization in a long time. ... We're building it back up to what it needs to be."

According to Art McMaster, CEO of the Miss America Organization, findings from CMT-conducted focus groups indicated that people wanted to see the pageant return to its roots. Consequently, Saturday night's show was out with the new and in with the old. Such items as the casual-wear competition and quiz-show aspect were thrown out in favor of elements either trimmed heavily in recent years or disposed of entirely, such as the talent competition and the Miss Congeniality award, which went to Miss Hawaii, Malika Dudley.

The pageant's skimpy Speedo bikinis, which debuted last year, were granted immunity from the retro revisions. Apparently one-piece swimsuits would have made for nostalgia overkill.

As for the biggest changes the pageant saw (switching to a cable network and moving to Las Vegas), Berry said she was "thrilled" over shifting from ABC to CMT because the new network gave it "more promotion in the last couple months" than it has had in a long time. Her regard for Las Vegas was equally high. "They have opened their arms to us whole-heartedly. ... I love Las Vegas."

It is true of all countries that the role of government has grown in the recent years. The state has no longer limited, as in the past years, largely to maintaining internal order and external defense, providing a minimum of basic services, and raising taxation to pay for these activities. Many governments of the developed countries have expanded for a wide variety of reasons: economic recession, war, social justice, help for underpriviledged, protection of minority rights, demand for the redistribution of income or wealth, and the ideas of social reformers.

"States are now concerned with a mix of policies concerning social welfare, ecnomic management, and protection of the environment. A substantial part of government budgets is spend on defense, either directly on the armed forces and weaponry or indirectly on research and the development of technology. But spending on social services is now the largest item in many budgets and continues to grow as people live longer and more is spend on pensions and hospitals." *1

"In all states --- whether liberal, socialist, conservative, or communist --- there is some economic planning, though to considerably different degrees. Attempts are made to stimulate economic growth, to increase employment, to check inflation, to get favorable balance of trade with foreign countires, and to regulate industry and other economic activities, from mining coal to making cigaretes. Governments have recently become increasing aware of ecological and aesthetic issues and of the need to improve the quality of life in their countires." *2

Outer space contains a wealth of mineral matter in planets and asteroids, but can we send space ships up and haul back the riches at the present time? The ocean is a vast resource of minerals, many of which are dissolved in the water itself. However, the concentrations of most dissolved minerals are generally too low to be of economic importance.

"In the short run, strategic supplies can help us weather sudden embargoes. That problem seems well taken care of. In the long run, however, the outlook is mix. Some mineral supplies are adequate for many years to come, even at an increase rate of use. But other important minerals, for which no known substitutes exist, are fast on the decline. Gold, mercury, and silver are examples of such minerals. Something must be done, and done quickly, to bridge the gap." *3

CARSON CITY - Gov. Kenny Guinn*5 today expressed thanks to Secretary of the Interior Gale Norton for her support of a mining project in Battle Mountain that will mean 250 long-term jobs for that area.

Newmont Mining Corporation's Phoenix Project has received a Record of Decision by the Department of the Interior, which is the final action for the project's approval. The project expands Newmont/Battle Mountain's gold mining operations in the vicinity of Battle Mountain, creating 250 high-paying jobs and generating tax revenues for Nevada and Lander County. The project has an estimated operational life of 28 years, followed by five years of reclamation. In addition, Newmont will engage in reclamation efforts of a nearby old copper mine.

"Secretary Norton and President Bush continue to show strong support for issues that are of importance to our state, in this case the delicate balance between maintaining the mining economy and looking out for the environment," Gov. Guinn said.*5 "Creating more jobs in rural Nevada has always been a top priority, and this project will prove to be of great benefit to our state. The proposed plan contains strong clean-up and reclamation actions of extensive historic mining activity in the area, which will further enhance our efforts in maintaining the unique environmental character of rural Nevada."

S. A.*1

"I'm inspired by the many years of U. S. Secretary of Labor Elaine Chao's endeavor and contribution to social and benevolent works. I'd quite understand that working with these professionals and intellectuals in Public Administration Institution will bring me growth with my development in business. Ms. Shyr has practiced immigration law exclusively since 1998. She understands what the USCIS is looking for because she has ample experience in this field. Ms. Shyr has had great success with many types of immigration benefits and visas.

Ms. Shyr prides herself on being an ethical attorney who informs clients of the truth and zealously represents her clients with a smile. She has worked at several law firms in Beverly Hills, Los Angeles, and Monterey Park prior to establishing her own office in Alhambra, California, and has seen too many offices that are dishonest to clients. It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

The word enthusiasm comes from the Greek roots en and theos and means "God within." It is a fire, a passion within. Real enthusiasm is not something you "put on" and "take off " to fit the occasion. It is a way of life.
Apparently Theodore Roosevelt possessed that kind of passionate lifestyle. In 1883, according to Bernard Levin, writing in Enthusiasms (Crown Publishers), Roosevelt went buffalo hunting in the Badlands of South Dakota with a single companion, Joe Ferris. They nearly died of thirst, and they slept on the ground, saddles their only pillows. One night wolves caused their horses to bolt, and it took some time for the
fleeing beasts to be recaptured. The men went back to sleep; it began to rain heavily and they awoke, finding themselves lying in four inches of water. Shivering between sodden blankets, Ferris heard Teddy Roosevelt exclaim," By Godfrey, but this is fun!"

Governor seeks President Bush to declare a Presidential Disaster Declaration

Dear Mr. President:

Under the provisions of Section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5206 (Stafford Act), and implemented by 44 CFR 206.36, I request that you declare a major disaster in the state of Nevada as a result of intense rain storms that caused severe flooding beginning on December 31, 2005, and continuing until January 4, 2006. These storms caused damage and flooding in Carson City, and counties of Douglas, Lyon, Storey, and Washoe.

In response to this disaster, I have taken appropriate action under state law and directed the execution of the State Emergency Plan on December 31, 2005, in accordance with Section 401 of the Stafford Act. The State Emergency Plan was invoked in response to the severe storm and flooding that impacted northern Nevada.

Between December 30, 2005, and January 4, 2006 a severe storm caused widespread flooding throughout northern Nevada. The relentless storm crippled travel on major highways and access roads, created power outages, and forced evacuations of homes. On January 3, 2006, I declared a State of Emergency for Carson City and the affected counties.

Preliminary estimates indicate the most severe impacts occurred within the cities of Reno and Sparks (Washoe County), where the Truckee River crested on Sunday, January 1, 2006, submerging portions of both cities and outlying areas. Mudslides resulting from the storms also closed Interstate 80, a major east-west traffic route in Nevada. At the same time, the Carson River overflowed its banks and submerged parts of several cities and towns throughout the region and closed parts of Interstate 395, a major north-south traffic route in Nevada. Fast moving water and heavy debris flows caused significant damage throughout the affected areas.

I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the state and the affected local governments. I have concluded that supplemental federal assistance is necessary. I am specifically requesting Individual Assistance, including the Individuals and Households Program (IHP), Disaster Unemployment Assistance, Crisis Counseling, Public Assistance, Hazard Mitigation and Small Business Administration disaster loans for the affected areas.

Preliminary estimates of the types and amounts of assistance needed under the Stafford Act are tabulated in Enclosures A and B. Estimated requirements for assistance from certain federal agencies under other statutory authorities are tabulated in Enclosure C.

I certify that for this major disaster, the state and local governments will assume all applicable non-federal costs shares as required by the Stafford Act. Total expenditures are expected to exceed $16,957,959, in accordance with the table in Enclosure D.

I have designated Frank Siracusa, Chief of the Nevada Division of Emergency Management as the Governors Authorized Representative (GAR) and the State Coordinating Officer (SCO) for this request. He will continue working with the Federal Emergency Management Agency (FEMA) on damage assessments and may provide further information or justification on my behalf.

Elected Student Body President, 1971-1972, she graduated with honors and a B. A. in Political Science from UNLV in 1972. After earning her law degree at the University of San Diego School of Law in 1976, she returned to Las Vegas to begin her career.

U. S. Congresswoman Shelley Berkley has successfully sought appointments that enable her to meet the needs of Southern Nevada, since she swore in as a Member of Congress on January 6, 1999.

Shelley is a former Vice Chair of the Nevada University and Community College System Board of Regents. Appointed to the Board in 1990 by the Governor, she was then twice elected as a Regent by Las Vegas-area voters. She completed her second term on the Board in 1998. Throughout her tenure, Shelley worked to keep higher education in Nevada affordable and accessible to all qualified students.

Washington, D.C. Senator John Ensign today received the Spirit of Enterprise award from the United States Chamber of Commerce for his voting record during the 2nd session of the 108th Congress.*2

For Americas economic future to remain prosperous, we must encourage pro-growth policies so that we continue to be the leader in innovation and entrepreneurship, Ensign said. I am honored to be recognized by the Chamber.

The U.S. Chamber of Commerce gives out the award based on key business votes by Congressional members and ranks them in its annual publication, How They Voted. Members of Congress who support pro-business positions on at least 70 percent of the key votes receive the award. Senator Ensign was well above that mark with a 91 percent for votes cast on pro-growth legislation.

Senator John Ensign has served the people of Nevada from his days as a veterinarian, small business owner, and U.S. Congressman to his present role as the 24th U.S. Senator for Nevada.

Senator Ensign was raised in northern Nevada and moved to southern Nevada where he graduated from Clark High School. He attended UNLV and earned a Bachelors degree from Oregon State University. He received his Doctor of Veterinary Medicine degree from Colorado State University in 1985.

His bill to delay the 700 MHz spectrum auction from moving forward was a critical step toward improving our nation's wireless network. Both were signed into law by President Bush.

Ensign spends his workweek in Washington and his weekends in Las Vegas with his wife, Darlene, and their three children-Trevor, Siena, and Michael.

It's our pleasure to post a short essay from "Speaker's Source Book II," by Glenn Van Ekeren:*2

Roger Ailes asks this penetrating question, " Do you bring other people up or down?" He continues, "This may be the most important question facing you in your career and life."*2
A natural follow-up would be, "How are you bringing other people up?" "What specific things do you do every day to show others their importance to you?"
One of the most difficult, yet meaningful actions we can take to encourage others is celebrate their success. Forty thousand fans were in attendance in the Oakland stadium when Rickey Henderson tied Lou Brock's career stolen base record. According to USA Today, Lou left baseball in 1979 but faithfully followed Henderson's prestigious career and was excited about his success. Realizing that Rickey would set a new record, Brock was quoted in USA Today as saying, "I'll be there. Do you think I'm going to miss it now? Rickey did 12 years what took me 19. He's amazing."
Imagine how Rickey Henderson felt knowing the person whose stolen base record he was about to break was excited about his achievements. Envy or jealousy might have been more natural feelings for Lou Brock but encouragers set self-interest aside and rejoice in the happiness of others.*3

A proclamation in honor of National AMBER Alert Day, January 13

WHEREAS, the AMBER Alert program was created in 1997 when Dallas/Fort Worth broadcasters teamed with local police to develop an early warning system as a legacy to 9 year-old Amber Hagerman, who was kidnapped while riding her bicycle and then murdered in Arlington, Texas; and

WHEREAS, on March 9, 2001, northern Nevada broadcasters teamed with local law enforcement agencies and adopted the Krystal Child Abduction Alert Program based on the standards developed for the Texas AMBER Alert program; and

WHEREAS, on September 3, 2002, legislation was introduced to establish a nationwide communications-warning network in child abduction cases, and was signed into law by President George W. Bush on April 20, 2003; and

WHEREAS, on May 6, 2003, Nevadas Governor Kenny C. Guinn signed Assembly Bill 322, creating a statewide AMBER Alert system in Nevada dedicated to the memory of Krystal Steadman, for the safe return of abducted children, and it was fully implemented on July 1, 2003; and

WHEREAS, the AMBER Alert program has been embraced by the citizenry of Nevada in a concentrated effort to protect our children from abduction and endangerment; and

WHEREAS, the SBC Foundation has provided a $77,000 grant to improve Nevadas AMBER Alert program, and will be used to support technology upgrades to the Emergency Alert System; and

WHEREAS, these invaluable upgrades will allow law enforcement personnel to activate an AMBER Alert from a cell phone in the field, or a landline phone, providing immediate information that can be routed to local primary stations, which can then be sent to all participating radio, television and cable operators in the Emergency Alert System; and

WHEREAS, the memory of Amber Hagerman continues to inspire countless people, and the outstanding generosity and commitment to protect our children and help in finding abducted children by all state entities and individuals, including radio and television stations, cable operators, law enforcement, the SBC Foundation and alert citizens are recognized and commended by the State of Nevada;

NOW, THEREFORE, I, KENNY C. GUINN, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim Friday, January 13, 2006, as

Judge Besty Kolkoski honors Dr. and Mrs . Tony Lei with reunion dinner

On April 9, 2004, Judge Besty Kolkoski and her husband Dick honor Dr. and Mrs. Tony Lei with a nice reunion dinner. The location is at the Cheese Factory in Summerlin. The party is held by Judge Kolkoski in celebrating of Easter for the two famillies.

The Summerlin of Las Vegas has been elected as the First Place in among 12 ranking communities nationally of United States the ideal and best selling homes for big builders in 2000 again.*1 South Shores is one of the important district of Summerlin together with Desert Shores, Sun City, among others. The beautiful lakes centered in this area are one of the greatest attractive- ness of Las Vegas for millions of visitors all around the world. People would enjoy dreamly the sun rising and sun setting of the calm, clean, and nice scenes of these artificial and great work on the lilltle bridges. These bridges are built above the golden and beautiful waves of the lakes which are surounded by elegant residences. People love Summerlin. People love this Las Vegas' mighty fine! Dr. Tony Lei has been re-elected as a Director of South Shores Community Association with the highest poll by voters in December 2002.

Judge Betsy Kolkoski of Las Vegas Minicipal Court did also invite Dr. and Mrs. Tony Lei with a reunion dinner at Village Pub and Casino in Summerlin on February 28, 2001. Accompanied by her husband to the dinner, the Judge was bright and pleasent. In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI) and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with former Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000.

"PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Tony Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans."

The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. He is now also a member of the Senior Advisory Committee of the U. S. Congresswoman Shelley Berkley . Dr. Tony Lei, elected as Executive Vice President of Seniors United in 2000, had been supported both by the educational and political sectors to get advance in leading the research and promotion of the seniors benefit, social security, and Medicare.*3

"WBTI is a very well respected and integral part of this community. To be an Associate Fellow of its Public Administration Institution (PAI) is a very prestigious honor for me. I am also grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community," said Judge Ann Zimmerman at the time when she was a Deputy Attorney General of Nevada.*4

In the first paragraph of the article entitled "Election Winner Judge Kolkoski Recognizes Dr. Tony Lei as a Great Leader,' it was written that, "During the congratulating conversation from Dr. Tony Lei to Judge Betsy Kolkoski for her re-elected as a Las Vegas Municipal Court Judge, she told him that Dr. Tony Lei is really a great leader.*5

U. S. Congresswoman Shelley Berkley wrote Dr. Tony Lei early April this year from her U.S. Congress Office in Washington, D. C. : "I can not thank you enough for all you do for me, my dear friend. I just read the 'Washington Business and Technology Institute' publication. It was wonderful!"*6

Seasons greetings are significant to famillies! With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special."

The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way.

Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington."

The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) Take what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time." And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness. And this be our mode: "In God is our trust!"

His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards."*7

Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.*1

She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining "root causes" and "blind spots" by offering solutions to improve people and the bottom line. She is accredited in Dr Golemans 360-competency assessment instrument in Emotional Intelligence (ECI).

An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University she can provide guidance in the following areas of business:

Assistant to Judge Jessie Walsh, Dept. 10.*1 Judge Jessie Walsh attended the Induction Ball held by Asian American Republican Coalition of Nevada-CC on April 24, 2005 in Las Vegas. She was honored as a Special Guest of the Dinner and Party. She was accompanied by her Judicial Exec. Assistant Jerri Winter and Courtroom Deputy Matt Diamond.

During the Event, Dr. Tony Lei received a Proclamation of the Board of County Commissioners of Clark County. It was presented to him by Commissioner Lynette McDonald on the Event and Dinner Party after she delivered her kenote speech.*2

Judge Jessie Walsh has been honored Associate Executive Director of Pan Pacific and Asian American Forum (PPAAF) by Washington Business and Technology Institute (WBTI) on January 16, 2002.

Jessie graduate from the University of Arizona College of Law in 1992. She ran unopposed in 2001 to retain her seat in Las Vegas Municipal Court. By unanimous vote, the Mayor and City Council appointed Judge Walsh to fill a vacancy in October 1999.

Active in her profession and community, she is an elected member of the Judicial Council of the State of Nevada. She is also an Advisory Board Member of the Police Athletic League. Jessie is a member of the Southern Nevada Association of Woman Attorneys, and is the conservation chairperson for the Daughters of the American Revoluntion. In 1999, she was recognized by the Clark County Bar Association for her hard work and dedication to the Trial By Peers program.

At the dinner event and party for Mayor Goodman by the Asian American Community closing to the end of 2000, Jessie was a special guest invited by Dr. Tony Lei accompanied by Justice of the Nevada Supreme Court Honorable Nancy Becker. She was clever to share some significant acquaintanceship on both the philosophic and methodological skills in modern administration with him sitting together on the main table during the dinner.*3

Winning the election without any opponent, Judge Jessie Walsh*4 is now on her second term of her position in the Las Vegas Municipal Court. She wrote Dr. Tony Lei on February 7, 2001: "Thank you for the lovely congratulatory letter. I am fortunate and honored to have the support of people like you." At the same time, she told him that because of the enormous support and confidence she had received from him and the citizens of Las Vegas, she is honored to serve in this capacity and is dedicated to administer justice in a fair and expeditious fashion.

In May 2001, she was appointed Associate Fellow of Public Administration Institution (PAI) of WBTI. As a bright and future star in Juridical and administrative study, she is leading a group of intellectuals to enhance Dr. Tony Lei's scholarly belief that "Our knowledge, wisdom, and professionalism are all achieved by our sincere love to God!"

"I agree with District Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration of Washington Business and Technology Institute. She said that, 'It will undoubtedly provide me with avenues for exploring improvements in public services to which I am most dedicated,'" said Jessie Walsh. "I'm glad also to share the similar position as one of its faculty member. It's significant, as Dr. Tony Lei told me that for community service--- that based on 'love in action is service above self'--- the abundant reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely her or his title."*5

The following is the most recent BIOGRAPHY of JUDGE JESSIE WALSH:

Judge Walsh is one of 33 judges serving in the 8th Judicial District Court. She was elected in November, 2002 and currently hears an all civil calendar. She began her judicial career in Municipal Court where she served from 1999-2002.*7

In December 1992, Judge Walsh graduated from the University of Arizona College of Law and subsequently joined the Las Vegas City Attorney*s Office as a Deputy City Attorney in the criminal division. As one of 6 prosecutors, she managed a heavy criminal misdemeanor caseload. She has also served as a Deputy Public Defender in the Clark County Public Defender*s Office.

In June 1996, Judge Walsh opened her own general private law practice that consisted of wills, trusts, civil and family law, criminal misdemeanor and felony cases, and probate and estate planning. She also represented indigent clients through a contract with Clark County, Nevada and was a special prosecutor for the City of Las Vegas.

Judge Walsh began her career in 1980 as a regional aide for U.S. Senator Paul Laxalt. She worked for U.S. Congresswoman Barbara Vucanovich from 1983-1989 as her regional representative.

Judge Walsh worked as a development officer for the City of Las Vegas, Department of Economic and Urban Development, from 1989-1990. She was responsible for real estate operations for City business parks, including lease negotiations and sale agreements. Judge Walsh also served as a federal legislative liaison for department projects and was the point of contact between the City and foreign dignitaries.

Active in her profession and community, she is an elected member of the Judicial Council of the State of Nevada and a former co-chair of the "Trial by Peers" program. Judge Walsh is a member and former director of the Southern Nevada Association of Women Attorneys, and is the Conservation Chairperson for the Daughters of the American Revolution. In 1999, she was recognized as the Volunteer of the Year by the Clark County Bar Association for her hard work and dedication to the Trial By Peers program. Judge Walsh served as a volunteer judge in the UNLV Law School Client Counseling Competition, Spring 2001; a volunteer judge in the "We the People...the Citizens & the Constitution" high school competition in 1999, 2000, and 2001; and a volunteer judge in the Annual Moot Court Competition in 2001 and 2002.

Sun-Yuan Kung (vO) received his Ph.D. Degree in Electrical Engineering from Stanford University. In 1974, he was an Associate Engineer of Amdahl Corporation, Sunnyvale, CA. From 1977 to 1987, he was a Professor of Electrical Engineering-Systems of the University of Southern California. Since 1987, he has been a Professor of Electrical Engineering at the Princeton University. Since 1990, he has served as an Editor-In-Chief of Journal of VLSI Signal Processing Systems. Dr. Kung is a Fellow of IEEE. He was the recipient of 1992 IEEE Signal Processing Society's Technical Achievement Award for his contributions on "parallel processing and neural network algorithms for signal processing". He was appointed as an IEEE-SP Distinguished Lecturer in 1994. He received 1996 IEEE Signal Processing Society's Best Paper Award. He was a recipient of the IEEE Third Millennium Medal in 2000. He has authored more than 300 technical publications, including three books "VLSI Array Processors", (Prentice Hall, 1988) (with Russian and Chinese translations), "Digital Neural Networks", Prentice Hall, 1993, and "Principal Component Neural Networks'', John Wiley, 1996.*2

Dr. Sun-yuan Kung (vO) was a Kenote Speaker at The First IEEE Pacific-Rim Conference on Multimedia (2000 International Symposium on Multimedia Information Processing) on December 13-15, 2000, at the University of Sydney, Australia.

Dr. Kung presented a paper at the IEEE-PCM2000 plenary. The title was "Adaptive Techniques for Intelligent Internet Multimedia Communication".*3 The following was his Abstract:

The new trend of information processing world has rapidly converged to three major technological fields: internet, multimedia, and wireless. In this talk, we will attempt to offer a technological and applicational justification of intelligent technologies for internet multimedia computing/communication. We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be
demonstrated.*4

Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*5

Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation.

Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. Ultimately, our research will support development of real-time information-processing systems combining digital video and audio, text, and graphics.*6

Dr. Sun-yuan Kung is now a tenure Professor of Electrical Engineering at the Princeton University. It is our pleasure to pay a tribute to the expertise, professionalism, and accomplishment of an excellent scholar and professor.*7
