Washington Business and Technology Institute (WBTI) was founded in January 8, 1996. We have produced distinguished scholars, successful entrepreneurs, and outstanding community leaders. For the time being, our vision of 2004 is to continue to put more wisdom and effort in encourageing those people who are outstanding in public administration, academic research, and community service. WBTI has established the Public Administration Institution (PAI) in order to meet the increasng investigation requirements of current public managers and special research needs of professional public administrators. It seeks to provide an awareness and understanding of the complex administrative and oganizational contexts within which the administrators of public service make and implement decisions; and to provide general technical competence in using the tools of public administration and information management.*1

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Chief Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, and Dr. Achie Chang as its Fellows.

Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional."

On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei.

Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism."

As a born-again Christian, people had been inspired by U. S. Senator-elect John Ensign's sincerity, humanility, and credibility more than just his wealth and good looks in last November. In view of his admirable qualities, achievements, passion, and unshakable belief in building a better Nevada, WBTI led by Dr. Tony Lei, a fellow sincere believer, honored him as Advisor and Vice Chairman of its Advisory Board on November 8, 2000.

"It's a very prestigious honor to be appointed by WBTI as an Associate Fellow of PAI. WBTI is a very well respected and integral part of this community. I'm grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community. With the effort of the Faculty and under the brilliant leadership of Dr. Tony Lei, WBTI has accomplished a valuable contribution to the academic research and community service for Nevada. We share a great deal of honor also as what the Justice of the Supreme Court Nancy Becker does for her prestige as a PAI Fellow. Her participation in this Institution will enrich and enhance its academic production featured with practicality and adaptability as an efficient 'intelligent Tank' through her excellent and fruitful public administration experience and contribution," said the President of Seniors United Lillian Wallace on "Nevada Examiner" in May 9, 2000.

"One of my priorities will be 'telling the Pepperdine story' of quality and value to a large audience, reaching a broader demographic, and having a global range," said Dr. Andrew Benton at his Inauguaration as President of Pepperdine Univesity on September 23, 2000. "We need to strengthen Pepperdine's diversiy, its connection to its heritage, its sense of community and community involvement, and its scholarship and culture through faculty involvement in outside research and publishing."

"Chairman Thomas Bost of the Board of Regents believes that this new President is best equipped to lead Pepperdine to the next millennium with academic excellence and Christian values. Dr. William Bannosky, the school's fouth president, assures that the new president would seek the highest standads for academic and spiritual excellence," said Dr. Tony Lei who received his degrees of M.B.A. and Ed. D. (Doctor of Education) in Institutional Management from Pepperdine in 1969 and 1990, respectively.

On May 11, 2001, State Senator Terry Care, Chairman of the Democratic Party in Nevada, wrote Dr. Tony Lei: "I commend your work, the work of WBTI, and I wish to rely my respect for Justice Becker." For a special tribute to the Supreme Court Jusitice Nancy Becker and inducement of the Faculty of PAI of WBTI, a dinner and event party (is) was held at Harbor Palace Seafood Restaurant by WBTI and Asian American Community (today,) on May 23, 2001.

"I truly appreciate your efforts on my behalf and your commitment to bring 100 people to the event at Cashman field on March 26th. It is only with the dedication and commitment of good people like youself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thank you enough for your assistance and your positive activities in the community," wrote Governor Kenny Guinn to Dr. Tony Lei on March 6, 1998.

On December 5, 1999, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei, which was signed and given by its Chairman and Commissioners: Chairman Bruce Woodbury, and Chairman; Vice-Chair Erin Kenny; Commissioners Yvonne Gates, Mary Kincaid, Lance Malone, Myrna Williams, and Dario Herrera. It states: "Dr. Tony Lei has served our community through a variety of venues. He has given freely of his time, energy, knowledge, and talents, working on projects and events that contribute to the quality of life in Clark County and has dedicated himself to public service to not only the Asian Community but to all citizens. Now, therefore, We, the Board of Clark County Commissioners, on this occasion, December 5, 1999, in celebration and recognition of his special accomplishments, do hereby recognize and honor Dr. Tony T. Lei, Ed. D. and urge all citizens to join us in wishing him a successful and bright future."*2

On October 1, 2002, the Office of Clark County Board of Commissioners presented the Proclamation to Dr. Tony Lei for his advanced contribution and accomplishment to the community, residents, and visitors of Nevada. The proclamation was updated on October 26, 2004.

"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.*3

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.*4

"As Director of Public Administration Institution (PAI) of WBTI, it's my privilege to share a leadership role with Dr. Tony Lei and to have the wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his experience in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeador have been very valuable. We expect the forthcoming work performance of Pan Pacific and Asian American Forum founded by this Institute to help improve the quality of life of the people and contribue to he prosperity of this State," said Dr. William Thompson. Bill is former Chairman and now Professor of the Department of Public Administration of UNLV. His son married a beautiful Chinese girl in Mongloria years ago. He plans to write a book for WBTI, which is expected to be published both in English and Chinese.

It has made the United States of America the freest and most prosperous country in history. It's our responsibility to join the effort together in making Nevada one of the peaceful, happy, and prosperous state of America through the cooperation and development of culture, tourism, business, and education with our foreign countries." said Lorraine Hunt, Lt. Governor of Nevada, for the Thai Performing Arts - Appreciation Day 2003. The Event and Party was held at the Charleston Height Arts Center on September 16, 2003, co-sponsored by WBTI, Arcata Associates, Kids for a Better Society, among others.

The spirit of both the innovation and entreprenuership has also motivated United States to be a leading and prosperous country. With its high-speed capability, Fiber Optics can convey mass quantity of images and voice information. It is because that the broadband technology such as Digital Subscriber Line (DSL) has been more and more developed. Moreover, because of the popular building of radio communication networks, wireless techniques may access important information from the web and condense it to be appeared on the small web connecting machines such as a hand-held screen. The open free software LINUX operating system can even connect various stations very easilly. All these advancement in science and technology, should be used to inspire the promotion of the quality of our daily life. In this new era of information and web works, we should add humanity concern into our thinking structures. God created the world. Everything can be decided by Him. As the value of the fellowship of Public Administration Institution of WBTI growing, we the people with intelligence and knowledge in administration, technology, science should enjoy a valuable and joyful life to serve our community and society with our efforts and wisdom.*5

PUBLIC EDUCATION NEEDS $100 MILLION PLAN FOR TROUBLED SCHOOLS

We have made great strides in public education in Nevada. We have set high expectations for teacher certification, curriculum and academic standards, regular assessments and proficiency exams for high school graduation. Because of this work and the provisions of the federal No Child Left Behind law, we have the clearest picture ever of where our students are succeeding and where we are falling short. Nearly three months ago, when I delivered my State of the State Address, more than 200 of our schools were either on the warning list or about to join the warning list for No Child Left Behind.

In addition to some remarkable success stories, we know many of our schools and the students they serve are failing to meet our standards. And thats a failure not just for these students, but also for our entire state. Thats why I announced in my State of the State Address that the surest way to improve our schools is to invest in the best practices, the best methods and the best allocation of resources for our childrens success. To do this, I included in my budget a dedicated fund of $100 million for our failing schools. Schools are already required to analyze the unique obstacles they face in improving performance, and then provide an action plan to fix these problems. They submit this information in their school improvement plans. Its time we pull those plans off the shelf, appropriately fund them and bring them to life for the sake of Nevadas children. One of the most exciting aspects of my proposal, as outlined in SB 404, is that it recognizes one size does not fit all when it comes to education. Each school is different, and more importantly, each group of students is different. From math tutors to all-day kindergarten to bilingual teachers, the obvious solution for one school may not be effective in another.

I am pleased that a number of groups, including the Superintendent of Public Instruction, Legislators, school district representatives, and the Nevada State Education Association, are working with us to create a successful program. In the coming days, we will be collaborating on ways to provide stricter guidelines on how the program will be carried out and who will make these important decisions. These groups are doing this work with the understanding that the leadership of our schools must be held accountable for the success or failure of their schools. There must be ramifications if a school does not succeed, and, if it is warranted, leadership should change under this new system.

As I mentioned in January, the $100 million in my budget will give our K-6 schools the tools they need to improve. It gives the school improvement plans meaning, and it is truly the best hope our children have for success. This fund must remain focused on helping our troubled schools, and it should not be carved up for other uses. If we do not earmark this funding for this purpose, I truly believe we will be doing a grave disservice to our public school system. The principals, parents and teachers in our schools know best what they need to succeed, and we have made our expectations clear. Now we must fund the tools they have identified and encourage the innovation that will help all of our students meet the challenges of an increasingly complex and challenging world.

It's been almost 100 days since Sen. Harry Reid was sworn in as the 11th Democratic leader of the United States Senate, and he compares the experience to his days as a trial lawyer in Nevada.

"I've always worked hard, but the intensity of the work is a little more pronounced," Reid said. "This is kind of like when I used to try cases. ... It's always the last day of the trial here."

After serving six years as Democratic whip, Reid moved up to leader when Sen. Tom Daschle, D-S.D., lost his bid for re-election in November.

Reid, 65, has discovered the two jobs are not similar.

"It's just totally different," he said. "When I was whip, people listened to me a little bit, but not very much. And here, you know ... anything you say, people analyze it."

Going from whip to Democratic leader is like leaving the House to serve in the Senate, Reid said.

"In the House (where he served from 1983 through 1986), you know the committees were big and you could really afford to be a little bit ill prepared," Reid said. "And no one ever listened to anything you said. ... There's more attention on what I do and say here."

Senate Democrats did not begin electing leaders until 1920. Republicans followed suit in 1925.

"Prior to that, senators with strong personalities like Henry Clay of Kentucky and Daniel Webster of Massachusetts emerged as party leaders," said Betty Koed, assistant Senate historian. "Then leaders evolved into senators representing powerful sectional interests like industry or farmers. In the 1920s, the position of leader began to shift to represent party interests rather than regions."

Since arriving in the Senate in 1987, Reid has worked with three Democratic leaders: Robert Byrd of West Virginia, George Mitchell of Maine and Daschle.

Byrd remains a master of Senate procedures, and Reid has sought to emulate his example. Although he liked and respected Mitchell, Reid said, "I found George to be kind of a loner. I try not to be that." Reid describes Daschle, for whom he served as second in command, as a close friend.

But of all his predecessors, Reid singles out Sen. Mike Mansfield, D-Mont., as the leader he most admires. Mansfield succeeded Lyndon Johnson of Texas in 1961 and served until 1977, the longest term of any Senate leader, Republican or Democrat.

Reid did not serve with Mansfield, but got to know him at Senate prayer breakfasts Mansfield attended until shortly before his death in 2001 at the age of 98.

"He was somebody who everyone had respect for. He was very, very fair," Reid said. "He came from a small, sparsely populated state like Nevada and (represented) mining interests."

Stuart Rothenberg, a Washington political analyst, said it is too early to assess Reid's performance as Senate Democratic leader.

But so far, Rothenberg said, Reid is "doing OK" primarily because President Bush is struggling with his second term agenda.

"I haven't noticed any major blunders, and he's holding Democrats together," Rothenberg said of Reid. "He responded to Republican attacks that sought to demonize him early on."

Norman Ornstein, a resident scholar at the American Enterprise Institute, said Reid has made his transition from whip to leader more difficult by criticizing Supreme Court Justice Clarence Thomas and Federal Reserve Chairman Alan Greenspan.

"But those were minor bumps in the road," Ornstein said. "In general, if you look at the Democrats today, they're pretty much united.

"Reid also has developed some close relationships with Republicans, but there is a steel to him. He is well suited to be the minority leader at this time."

Reid is tight-lipped about Bush, but says he has developed a warm and personal relationship with Vice President Dick Cheney, with whom he has met several times at the White House.

"If I have a real problem (with the White House) that's who I go to," Reid said of Cheney. "I call (White House chief of staff) Andy Card once in awhile. I call (White House political adviser) Karl Rove when I need to. ... They always return my calls, but I try not to bother them until it's something important."

Reid describes Senate Majority Leader Bill Frist, R-Tenn., as "really a nice man."

The American Jury: We the People in Action

May 2nd Proclaimed Law Day*2

The Nevada Supreme Court has proclaimed May 2 to be Law Day, with a theme of The American Jury: We the People in Action, Chief Justice Nancy Becker announced Wednesday.

The proclamation also declares the week of May 2-6 to be Jury Appreciation Week. During the week, courts around the state will be celebrating the participation of citizens in the jury process.

This will be a special Law Day for Nevada because the state has been recognized and praised by American Bar Association President Robert Grey Jr. for its recent jury service improvements and reforms, Chief Justice Becker said.

Jury service is not only a responsibility of citizenship, but also a privilege, she said. It is a cornerstone of our democracy. Those citizens who give their time to make the system work deserve our thanks.

We encourage all Nevadans to answer the call to jury service when they are summoned, Chief Justice Becker said. It is a patriotic act and a rewarding experience.

We in the judiciary have worked very hard over the past few years to make jury service easier and more meaningful, Chief Justice Becker said. New court rules have been passed and more will be passed in upcoming months to give jurors a more active role in the court process.*3 ...........

On May 3, 2005, U.S. Secretary of Labor Elaine L. Chao, in partnership with the Office of Personnel Management, will host the fourth annual Asian Pacific American Federal Career Advancement Summit at the Washington DC Convention Center. The Summit, the first of its kind, was developed in 2002 to address the shortage of Asian Pacific Americans in senior executive and management positions in the federal government. The Summit focuses on providing management insights, skills training and other career opportunities to help Asian Pacific American government employees maximize their potential.*2

"The goal in starting this historic, first-time ever training program for Asian Pacific American career government employees, is to help them acquire the skill sets that will increase their chances of advancement in the federal sector," Chao said.

The U.S. Department of Labor is once again partnering with the Federal Asian Pacific American Council and federal agencies to offer expanded programming and training workshops and to reach a broader audience. The Summit reflects Secretary Elaine L. Chao's commitment to enhancing the Department of Labor's community outreach and career development initiatives.

Please note that the 2005 Summit will include two features that require separate online registration. Executive Coaching and the ECQ Workshop are available on a limited basis only. Online registration for these features will open April 1st. You must have previously completed the general online registration for the Summit in order to register for Executive Coaching or the ECQ Workshop.*3

CARSON CITY Gov. Kenny Guinn today announced that the new Conservation and Natural Resources building, currently under construction in Carson City, will be named in honor of Sen. Richard Bryan.

Richard Bryans career in the service of the people of Nevada is unparalleled, Gov. Guinn said. As a member of the Nevada Legislature, as Attorney General, as Governor, as a United States Senator, he has been among the preeminent and influential figures in the history of the state. Although Dick would be hesitant to describe himself this way, he truly is a larger-than-life figure. His career has been characterized by great intelligence, great accomplishment and great love for this great state. His record on behalf of Nevadas natural resources is well-chronicled, and it is entirely fitting that his name will be forever associated with this new, important, state-of-the-art building.

In a distinguished political career spanning nearly four decades, Bryan has been known as a man of high integrity and as an astute student of the history of each post he ever held. He has advocated for the safety of consumers, fought for stringent ethical standards for public servants and has always been a strong supporter of issues concerning conservation and natural resources.

The new 130,000-square-foot building, five stories tall and designed to house the Department of Conservation and Natural Resources, will be completed later this spring. A special dedication ceremony honoring Sen. Bryan will be scheduled shortly thereafter.

Tenants for the Department will include the Divisions of Water Resources, Environmental Protection, State Lands and State Parks, as well as the Natural Heritage Program and the Directors Office. Currently, Conservation and Natural Resources is housed in seven locations throughout Carson City. The new building, the first to be constructed under the states lease-purchase arrangement, will be home to about 475 employees.

The Department of Conservation and Natural Resources is looking forward to moving into this beautiful, modern and efficient building, said Director Allen Biaggi, who noted that it is being built with a number of energy efficient features. We are especially proud and honored to be able to work in a building named after Senator Bryan, who has long been a champion of Nevadas natural resources. His legacy will be an inspiration to all who work in and visit the building.

Following graduation from the University of Nevada and the University of California, Hastings School of Law, Bryan was Deputy District Attorney for Clark County in 1964. In 1966, he was named Clark Countys first Public Defender. He was elected to the Nevada State Assembly in 1968 and re-elected in 1970, then was elected to the Nevada State Senate in 1972, earning re-election in 1976. Bryan won his first statewide race for public office in 1978, when he was elected Attorney General.

Bryan was elected to the first of two terms as Governor of the State of Nevada in 1982; in 1988, he was elected to the first of two terms as United States Senator. As a member of the United States Senate, he was the only Senator to sit on the committees of Finance, Banking and Commerce. Although he faced easy re-election for a third term, Bryan opted instead to retire from the Senate in 2000. Praise on editorial pages throughout Nevada for his career at the time of his retirement was universal. Bryan has since become a partner in the prestigious Nevada law firm of Lionel Sawyer & Collins.

The Organization of Chinese Americans, a national civil rights organization with over 80 chapters and affiliates across the country, is pleased to announce that applications are being accepted for the OCA-KFC National Essay Contest. Dr. Brooks told the members who attended the General Meeting that a nice invitation card has been designed and printed together with a card with our Missions.

Dr. Brooks reported that our Chairperson of the Fundraising Committe, Ms. Hui-lim Ang, has had a good work performance in having about 11 contributions and donations from individuals and companies already. She is going to get 15 or more of them.

Dr. Jasmine Brooks was pleased to tell the participants of Meeting that one of her relatives has donated $1,000.00 to this coming Event and Party.

Asian American Republican Coalition (AARCN) of Clark County will hold a Gala Ball for the Induction of their officers on April 24, 2005. The event will begin at 5pm, Sunday afternoon at La Chateaux, 6985 W. Sahara Ave. Many State and county officials had been invited. There also will be executives from National Asian American Republican Coalition coming from Washington D.C. and other states to attend this event. Event schedule will include Induction Ceremony, Speeches given by important guests, Dinner and Dance, Silent Auctions etc. AARCN welcome all Asian Americans and their friends and families to join and help to celebrate their first official gala.

AARCN-Clark County was established in December, 2004. It's mission is to establish a Republican Coalition to address and discuss issues that are prevalent and specific to the Asian Community and Culture in our own communities here in Clark County. This coalition will work closely with the Clark County Republican Central Committee, Nevada Republican Party as well as National Asian American Republican Coalition to meet the goals of its Missions.

Nevada Governor Kenny Guinn signs assembly bill 489 for immediate property tax relief

CARSON CITY Gov. Kenny Guinn today signed into law Assembly Bill 489, which places a 3 percent cap on property tax increases for most Nevada homeowners, and an 8 percent cap on tax bill increases for the states business owners.

The people of Nevada called for immediate property tax relief, and the members of both houses of the Legislature did an excellent job of answering that call, Gov. Guinn said. There were a number of plans presented, all with different merits, but the bill I signed today should provide the most equitable and fair relief for the property owners of Nevada. This is an historic day for Nevada.

Gov. Guinn noted that he was pleased that the Legislature met its self-imposed deadline of March 31. He said the bill signing would provide immediate relief for Nevada property owners on their next tax bills.

The impact of rising property taxes on our local governments would have a negative impact, he said. This bill will allow our local governments to continue to function as they always have, and will, of course, lessen the tax burden felt by property owners. Members of the Senate and the Assembly did a good job of weighing these factors very fairly. This was one of the most pressing issues of the 2005 session, an issue that I spotlighted during my State of the State Address in January.

I asked our Senate and Assembly to attack this issue early on in the session to find a fair and equitable solution to this problem, and, for the benefit of the people, they did just that. They came up with the fairest compromise to meet the challenge.

It has brought real benefits to 13 counties' youg people who founded a business. She founded and operated accounting and notary public offices for 13 years. She is the first female notary there. Hui-ching established the Nantaou Benevolent Association of America and was the Chairperson for its first 10 years. CARSON CITY Gov. Kenny Guinn announced today that he has declared Friday, April 8, as a day to honor the memory of Pope John Paul II, who died on Saturday at age 84.

If there is one lesson to be taken from the extraordinary life of Pope John Paul II, it is his message of hope for the world and toleration of all people, Gov. Guinn said. It is a message that all faiths and all people should hold near and dear to their hearts.

Even in his waning days, there was no denying Pope John Paul IIs eternal vigor, and his eternal strength. He truly was a man of love, hope and forgiveness. The world will forever miss his calm, his steady strength, and his guidance. On Friday, it is my hope that all Nevadans, no matter what their religious orientation might be, will take a moment to remember one of the truly memorable figures in modern history.

WHEREAS, His Holiness Pope John Paul II will be laid to rest Friday April 8, 2005 beneath the Vatican Grotto alongside scores of his predecessors; and

WHEREAS, Pope John Paul II will forever be remembered as one of the greatest figures in the history of the Catholic Church for his tireless efforts to bring peace and harmony to all mankind; and

WHEREAS, His Holiness strived endlessly, traveling to the far corners of the earth, to impart a message of love, forgiveness and tolerance to all the world; and

WHEREAS, the Supreme Pontiff served as a spiritual and religious icon to many, and as a moral compass and champion of human rights for all; and

WHEREAS, this man from Krakow, shaped by his early years in Poland, used his faith in God and unwavering belief in the inherent rights of man to vehemently oppose the oppression of the communist regime in Europe and helped to launch a democratic revolution that forever changed the course of history; and

Dr. Brooks told the members who attended the General Meeting that a nice invitation card has been designed and printed together with a card with our Missions.

Dr. Brooks reported that our Chairperson of the Fundraising Committe, Ms. Hui-lim Ang,
did a very good job in having several contributions and donations from individuals and companies already. She is going to get more.

Most of the members of the Meeting recognized 10 or more tickets to sell, which were distributed by its Vice President Mr. Edgar Guo and Miss Jasmine Guo.

Enthusiastic dicussions and suggestions were full during the meeting. With democratic style of leadership in proceeding the meeting, President Dr. Jasmine held the General Meeting systimatically and fruitfully on March 31, 2005 in Las Vegas.*9

Kerns re-elected to municipal bench
Harter vows to continue seeking a judgeship

Attorney Mat Harter's ninth bid for the bench ended in another defeat Tuesday as Las Vegas Municipal Court Judge Cedric Kerns was re-elected.

Two-term incumbent Kerns garnered 60 percent of the vote compared to Harter's 40 percent in the Department 5 race.

Kerns, a 39-year-old Republican, attributed his victory in the nonpartisan race to his record over the last eight years.

"Voters are aware that we're trying to get tough on DUIs, on domestic violence, so they returned me to the bench," he said.

Although some attorneys use the Municipal Court bench as a springboard to a district judgeship or other higher office, Kerns vowed to serve out his entire six-year term.

"This has just been a tough race. We worked very hard, and it's been draining emotionally," he said. "I'll definitely serve the entire term."

Tuesday's election was Harter's fifth defeat at the polls. He has sought appointment to the bench on four other occasions.

Still, he vowed Tuesday to continue seeking a judgeship.

"This is not going to be the end," the candidate said.

Kerns, who was first elected in 1997, campaigned as an effective force in helping remove repeat offenders from the system through the Habitual Offender Prevention and Education program, known as the HOPE Court.

He touted endorsements from firefighters and the Las Vegas Police Protective Association, the union representing rank-and-file cops.

During the campaign, Harter criticized Kerns for not refusing campaign contributions from strip club owners and for not refusing a recent $11,000-a-year pay increase. The position pays just over $128,000 a year.

But Kerns said topless clubs are legitimate businesses and he saw no problem with accepting their contributions.

Harter attributed his defeat Tuesday to facing someone already on the bench.

Gillins, Ross have raised most cash in Ward 6 race
Each has collected about five times as much as any other candidate

Two candidates in the race to represent Ward 6 on the Las Vegas City Council each have raised about five times as much money as any of the nine other candidates, campaign reports show.

First-time candidates Mary Gillins, who raised more than $162,000, and Steve Ross, who raised almost $150,000, are far ahead of their opponents leading up to Tuesday's election to represent the northwest valley district, the city's most populous.

Finance reports filed with the city Tuesday cover Jan. 1 through March 24.

Successful collection of campaign contributions often translates into victory at the ballot box because candidates have the ability to send out mailers to residents and print campaign signs.

But occasionally, candidates with little money have overtaken well-financed incumbents, such as when political novice Janet Moncrief ousted Councilman Michael McDonald two years ago.

Gillins, a police union employee who is backed by Sheriff Bill Young and GOP operative Sig Rogich, collected her money from a variety of industries, including gaming companies and builders. Among her largest donors was Republic Services of Southern Nevada with $15,000 and Station Casinos with $10,000.

She has spent about $117,000 of her contributions on consultants, signs, mailers and other campaign expenses.

Ross, an electrical contractor, has spent less than $85,000 of his war chest. Among his largest donors were Station Casinos at $20,000, the campaign arm of County Commissioner Tom Collins with $10,000 and Republic Services, also with $10,000.

The closest candidates behind Gillins and Ross were former Marine Jeff Crisman and Planning Commissioner Byron Goynes, who each took in about $31,000. But Crisman's money included a $30,000 loan the candidate made to his campaign, as well as a $1,000 contribution from his wife.

Much of Goynes' money came from developers. He also received a $1,210 contribution from Vicki Quinn, who unsuccessfully ran for the Ward 1 seat earlier this year.

Among the other candidates:

Steve "Devil Dog" Sanson collected $23,306.

Marilyn Rogoff collected $10,081.

Debbie Kitterman Burgos collected $3,991.

Gary Ratliff collected $200.

Troy Bulloch collected $100.

Anthony "Tony" Salas collected $41.

Robert Glover collected no contributions.

If any of the 11 candidates garners more than 50 percent of the vote in next week's primary, they are elected outright. Otherwise, the top two vote-getters proceed to the June 7 general election.

We invite you to participate with us our largest event, the "Asian Pacific American Culture Fair & Food festival". It will be held on Saturday, April 30th from 11 a.m. - 4 p.m. at Sahara West Library. Over 2500 people are expected to attend the event this year. NEVADA ECONOMY: Weather can't drown sales surge
Taxes ahead of estimates despite January rain, snow

Despite heavy rain and snow, retail sales across Nevada rose 9.4 percent in January to $3.19 billion while Clark County sales jumped an even higher 10.8 percent to $2.4 billion, officials reported Thursday.

For the first seven months of fiscal 2005, Nevada merchants have now sold $24.88 billion in goods for a 14.7 percent increase -- and taxes based on the sales are now $25 million ahead of projections, state Taxation Department officials said.

"Our sales activity was quite remarkable when considering the severe weather that hit our state in January," Gov. Kenny Guinn said in a statement. "This performance while major highways into our states were clogged by snowstorms is yet another indicator of how strong Nevada's economy is and how our state continues to make strides in diversifying itself."

Carole Vilardo, president of the Nevada Taxpayers Association, was more impressed with sales for general merchandise stores, which showed a 10.3 percent increase over the same month last year, the biggest increase of 10 categories of taxable sales.

"That's really quite amazing," Vilardo said. "It just bodes very well for the state." .........................
