The Governor and lawmakers have agreed to adjust state spending by about $349 million through the delay of capital improvement projects, expenditure of several reserve funds and changes to several spending programs. These reductions avoid any cuts to the operating budgets of any state agency and result in no layoffs for state employees.

�This hard look at state spending is prudent at a time when individuals, families and businesses are suffering,� Gibbons said. �Reducing state spending in this way allows us to maintain a balanced budget without balancing it on the backs of taxpayers.�

Nevada�s primary bank account is collecting significantly less revenue than anticipated when the budget was built during the 2007 Legislative Session. General Fund revenue is expected to be about $595 million less than budgeted for the biennium. Additional social services caseloads, an unexpected state obligation for K-12 education and several other components add about $319 million to the shortfall, leading to a total shortfall for the biennium of about $914 million.

The Governor announced 4.5 percent spending reductions in December that cut about $565 million from the budget. This new agreement reduces spending by another $349 million.

�These reductions highlight the need for a panel I�m creating to review the operations of state government in an effort to eliminate waste, streamline operations and generate change in how the state does business,� the Governor said. �I�m hopeful to get this panel up and running within 20 days so it can begin a solutions-based look at how the state spends taxpayer dollars.� *6

Uniting Alumni from Around the Country
Pepperdine University�s newly developed Alumni Leadership Council marks the end of its historic first year.

In an effort to enhance the momentum of recent initiatives supporting alumni, President Andrew K. Benton formed the University�s new Alumni Leadership Council (ALC) and named Bob Clark (MBA �79, GSBM) from Denver, Colorado, as its head. When all council seats are filled, the ALC will comprise 20 voting members, 13 non-voting members, and 5 adjunct members. In announcing his goals for ALC, Clark cited the need for creating better affinity for alumni across all Pepperdine schools; enhancing career opportunities for alumni, especially at the time of graduation; and bolstering alumni chapters to increase visibility in their regions.

The ALC approved its bylaws, underscoring a mission of vital importance to Pepper dine: "To advance the University by developing and strengthening lifelong relationships between the University and its alumni and serve as leaders who fully embrace the University�s Mission." The organization sees its role as "providing input and counsel to the University through the executive directors of the Annual Fund and Alumni Affairs, and serving as an ambassador for the University regarding alumni affinity, engagement, and involvement." The ALC also emphasizes obtaining broad representation and ensuring that membership is drawn from all five Pepperdine schools, achieving a balance of gender, diversity, and "representation from geographical regions with high concentration of Pepperdine alumni."

ALC�s executive committee includes four voting members with Clark as president; Robert Katch (B �84, SC; MBA �91, GSBM) as vice president; and positions for the immediate past president and president-elect. Kort sits on the committee as an ex officio voting staff member.

Going forward, several strategic initiatives are underway including gleaning input from alumni, parents, and student leaders at all five schools, as well as regional and chapter leaders on programs and services. In addition, ALC will continue to strengthen the alumni leadership network.

With these goals in mind, ALC members from across the country recently gathered in Malibu for the year�s final meeting. They were joined by chapter leaders representing eight regions for a luncheon and joint afternoon and evening sessions. Clark presided over the luncheon held at Pepperdine�s Frederick R. Weisman Museum of Art, which included remarks by Michael Zakian, director of the museum, and Marnie Mitze, then managing director of Pepperdine�s Center for the Arts.

While in Malibu, council members and chapter leaders toured the campus and heard stories of alumni who have contributed to the history of Pepperdine. Coordinated by the Alumni Affairs Office, the tour celebrated such familiar family names as Booth, Caruso, Frahm, Rokus, Garner, Graziadio, Hahn, Palmer, Payson, and Rockwell. Special stops included Firestone Fieldhouse and the Drescher Graduate Campus. Participants also learned about plans for a future memorial honoring George Pepperdine College alumnus and football star Barney Barnhart (B �50, GPC; see page 26) and the college�s founder. "Barney�s Bench" will be cast in bronze and placed in a prominent location near the fountain in Tyler Campus Center and seated upon the bench will be a life-size statue of Mr. George Pepperdine.

"Everyone is very excited about the progress made over the past year," summarizes Kort. "We believe we are entering a new and exciting era at Pepperdine which will foster greater alumni affinity for their alma mater based upon a growing appreciation for the benefits of being connected to a strong and supportive alumni network."

Alumni Leadership Council

�Our beloved Pepperdine is at a major turning point in its history, and the time has come to help the University build a stronger affinity with alumni,� stated Alumni Leadership Council (ALC) President Bob Clark (GSBM '79) during his inaugural address. The ALC was created in 2006 as part of a University-wide initiative set forth by President Andrew K. Benton to �call our alumni home.�

The Alumni Leadership Council's role is to be advisors and ambassadors, acting as the voice of alumni to the University and developing an environment of involved, active alumni across the world.

The mission of the ALC "is to advance the University by developing and strengthening life-long relationships between the University and its alumni and serve as leaders who fully embrace the University's mission."

The Council's membership is made up of 20 voiting members and 13 non-voting members to ensure equal representation among Pepperdine's five schools, student leaders, recent graduates, and regional volunteers. Click here for a list of Alumni Leadership Council members.

In its first year, the ALC identified three objectives to guide ALC work through 2008. These include:

Develop trust and respect
Foster affinity for the University
Provide opportunity for life-long engagement.

To succeed in these goals the Council requires members to serve on one of four committees. The Membership Committee acts to fill the ALC roster with quality members; the Information Resource Committee collects information related to alumni programs and endeavors; the Awareness/Communications Committee reaches out to alumni, parents, student leaders, and regional and chapter leaders to listen, build relationships, and assess needs. Finally, the members of the Executive Committee lead ALC business and develop and present formal recommendations to University President Andrew K. Benton.*10

About Governor James A. Gibbons:

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada��s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named ���Outstanding Freshman Legislator��?his first year in 1988. The Graziadio School awarded $15,000 in seed funding to students with a business plan addressing California�s nursing shortage. Nevada Governor Jim Gibbons and Nevada Department of Health and Human Services Director Mike Willden today announced the appointment of Mary Guinan, MD, PhD, as acting State Health Officer for the Nevada State Health Division.

�As Governor, I have asked Dr. Guinan to lead a team of medical and scientific experts to examine the circumstances surrounding the cluster of acute Hepatitis C cases linked to an ambulatory care facility in Las Vegas and make recommendations on the changes needed to prevent future occurrences,� Gibbons said.

Dr. Guinan previously served as the Nevada State Health Officer from 1998 to 2002. She is certified by the American Board of Internal Medicine, the subspecialty Board of Infectious Diseases and the American Board of Preventive Medicine and Public Health. She is currently Founding Dean of the UNLV School of Public Health. She has served on the Public Health Commission of the Nevada State Medical Association since 1999.

Dr. Guinan is a physician and scientist who worked at the Centers for Disease Control and Prevention in various scientific and administrative positions for over 20 years. She participated in the worldwide smallpox eradication program and was a member of the first CDC AIDS Task Force that investigated the emerging AIDS epidemic in 1981. Her work is described in the book and movie �And the Band Played On.�

�I am pleased that Dr. Guinan is willing to serve as our acting State Health Officer during these difficult times,� Willden said. �Her professional expertise, combined with her experience as State Health Officer and her demonstrated public health leadership will be an asset as we move forward to improve public health and patient safety for Nevadans.�

The American Legion is a not-for-profit group chartered by Congress in 1919 as a patriotic, war-time veterans organization, devoted to supporting the interests of U.S. veterans across the globe. With nearly 3 million members world wide, they work to ensure that our veterans, servicemembers and their families receive the benefits they were promised when they enlisted.

I want to tell you about one of the most exciting projects of this campaign. It's called the Obama Organizing Fellowship.*1

When I was a young man, I was inspired by the Civil Rights Movement and the idea of people working at a grassroots level to bring about change.

I got my chance on the South Side of Chicago, as a community organizer, and it was the transformative experience of my career.

It allowed me to put my values to work and to see that real change comes not from the top-down, but from the bottom-up, when ordinary people come together around a common purpose.

The experience changed the course of my life -- and I want to share that kind of opportunity with you.

That's why we're introducing a program that's going to train a new generation of leaders -- not only to help us win this election, but to help strengthen our democracy in communities across the country.

If you apply and are selected, you'll be trained in the basic organizing principles that this campaign and our movement for change are built on. You will be assigned to a community where you'll organize supporters. Assignments will begin in June, and you'll be required to work a minimum of six weeks over the summer.

This program is designed to give you real world organizing experience that will have a concrete impact on this election.
