***** 美國政府29日宣布五項總金額近64億美元的對台軍售案，包括出售60架黑鷹直升機、114枚飛彈在內的愛國者3型防空飛彈系統、兩艘翻修過的獵雷艦以及12枚訓練用的魚叉飛彈，以及與台灣「博勝案」後續有關的指管增強系統。中國外交部副部長何亞非在北京時間29日連夜向美國大使洪博培提出嚴正交涉，敦促美國認清售台武器的嚴重危害，立即撤銷售台武器的決定。*1

白宮國家安全顧問瓊斯同一天表示，美國會就軍售議題，和中國「透明諮商」。這項說法，明顯違背了美國政府對台灣的六項保證。

不過，美國國務院發言人克羅利則表示，中國一向反對美國對台軍售，美國也未在此次宣布對台軍售前，與中國諮商。但克羅利承認，美國在軍售前曾通知北京，「就如同我們（向國會）送出軍售通知前，告訴台灣一樣」。美國國防安全合作署宣布已通知國會上述五項軍售內容。這五項軍售都屬於先前布希政府所同意的項目，沒有任何一項是新的軍售。但其中並未包括布希政府曾承諾的潛艦先期研究案，也沒有台灣極力爭取的F16 C/D型戰機。

克羅利說，這批軍售顯示歐巴馬政府根據台灣關係法，提供台灣所需防禦性武器的承諾。他強調，這與美國基於三個公報與台灣關係法的「一個中國」政策一致，此舉也對維持台灣的安全與穩定有所貢獻。

不過，在這項軍售宣布前，美國國家安全顧問瓊斯在華府智庫戰略暨國際研究中心 (CSIS) 一場演講中，回答台灣媒體記者詢問對台軍售是否會讓美中關係脫軌時，竟然表示美國是否宣布對台軍售，會不讓中國感到意外，「我們會（和中國）透明諮商」。「美國與中國的關係，是美國非常非常高的優先項目。」瓊斯說，美國希望與中國建立一種新的關係，因為美國與中國這個重要的國家間，有許多的議題，「是超越軍售和軍事衝突的」。

瓊斯隨後並表示，在聯合國制裁伊朗、氣候、能源與經濟等議題上，中國的角色非常重要，他表示（對軍售問題的發展）不事先判斷，但「我們所做的，都會與中國政府諮商」。瓊斯兩度公開及「對台軍售與中國諮商」的說法，明顯違背自雷根政府與中國達成「八一七公報」後，特別給台灣「六項保證」中，「不會與中國協商對台軍售」的保證。

美台商會在一項聲明中，對歐巴馬政府繼續軍售台灣的決定表示歡迎，但也對美國政府未出售F16戰機給台灣，並拖延軍售，感到失望。

It is such a treat for me to be here and to have this opportunity to say thank you, first and foremost to our ambassador, who is doing such a wonderful job. It’s a real pleasure to serve with you, Charles, and with you, Susan, and with your children, because it’s a family commitment which we appreciate greatly, and to know that our mission here in Paris and throughout France is in such good hands.

Also to Ambassador Kornbluh and her son, we are delighted you are here, and I thank Karen so much for the work that she is doing at OECD, which is an international instrument that needs to be used even more. And I look forward to working with you. And to David Killion and to Kristen and everybody at UNESCO, thank you for helping us reenter UNESCO, set the right tone, and work on many of the important issues that matter to our country.

As Ambassador Rivkin said, it is a great honor to serve the United States anywhere in the word, and I see that wherever I travel. But it is special to come to France and to thank everyone here for the work you do every single day. This is our oldest mission, our oldest ally, and as I said at a speech earlier this afternoon, a partner in so much, including our own independence, and the liberation of Paris. There is a great, rich history, but relations are not about the past; they’re about the future. And I think that we will see even closer cooperation between the United States and France in the years ahead.

I bring you warm greetings from President Obama, who is also very grateful for your service. I want to thank your deputy chief of mission, Mark Pekala, who I know from previous incarnations, and to all of you who are in the Foreign Service and the Civil Service.

You have helped us really turn the page on the past in our relations with France. We’re creating a level of trust and confidence, which I certainly saw exhibited in my meetings earlier with the National Security Advisor Levitte, and, of course, with President Sarkozy. And I’m on my way to be with the foreign minister for a meeting and a dinner.

But to me, what is most important is that you’re not just doing what is expected. You’re really creating new expectations and going beyond boundaries. I wanted to acknowledge Ambassador Rivkin’s greening initiative here at post, which highlights the importance of individual efforts to address climate change, and his ideas to launch a green trade mission conference that would draw international business leaders together to share greener business practices or to build a carbon-neutral Marine house. This will trigger the kind of conversations and cooperation that we are seeking with our host country. And it’s a shared interest, it’s a common concern, and we want to take concerted action.

I also want to acknowledge Ambassador Killion’s work with the new UNESCO Director-General Bokova, whom I met with last week. I was proud to offer our support for the organization’s comprehensive agenda, not only encouraging freedom of expression and promoting advances in science and engineering, but concentrating on women and girls around the world, particularly their education, something which is key to America’s efforts to stabilize countries, to resolve conflicts, to raise the aspirations and incomes of societies. And I look forward to working with David.

And I want to acknowledge Ambassador Kornbluh’s leadership and Mission OECD’s role in helping to advance progress on the global economic recovery, something that is not only of the moment but must be sustained. We have to continue to work with our European friends to promote common interest in bank reform and efficient energy policies, free markets, stronger mechanisms to counter corruption, an issue that is very timely.

But I mostly came today to thank those of you who serve. It is a great honor to be the 67th Secretary of State, to work with professionals not just from the Foreign Service and the Civil Service but people from many federal agencies, our locally employed staff who really serve as the foundation of our diplomatic efforts. We’re grateful for the long hours and the late nights that you spend representing our nation, although you’ll never convince me that it’s not enjoyable here. (Laughter.)

I know that a number of you have gone above and beyond the call of duty. I want to thank the four Embassy personnel who volunteered to assist with Haitian earthquake relief. I want to thank the five Embassy employees who are currently deployed to hardship posts, and they’re not with their families, and so I want to thank them through you. So please pass my gratitude on. And I want to acknowledge and thank the 19 Embassy employees who recently returned from hardship posts.

We know that we have responsibilities in every corner of the world and we know we’ve got the best people to carry out those responsibilities, but we also recognize the stress that comes with many of the jobs we expect you to perform. So it’s nice to see that you are enjoying some time in one of our most important posts in the world.

I am also very conscious of what a visit like mine means. Everything I just said about the work you do every day is certainly not even close to describing what you then have to do on top of that to prepare for a visit like this. But it’s very important that we constantly nurture our relationship not only with the French Government but with the French people. And I’m deputizing you all to be sure that you do that, so that we not only have good ties that are even stronger now but we constantly lay the groundwork for whatever happens and however we have to work together.

But there is a tradition of the “wheels up” party, which is well-deserved, when people have labored and tried to figure out how to manage all the moving parts of a visit by a Secretary of State. And you might want to wait for better weather, but I highly urge the ambassador to consider that.

The challenges that we are confronting are so cross-cutting; they really don’t respect boundaries. So we couldn’t address them without our partner nation states, and particularly here in Europe, who have common values and common interests, want to work toward a common future. And it is exciting to see the progress in our relationship on a range of matters that we are now deeply involved in discussing with the French Government.

But it’s not just about the crisis du jour and what’s on the front page of the paper or at the head of the news. It’s also about – let’s take a step back, look over the horizon. What do we need to do to be ready for the future? It was American and European leaders who really created the architecture for the world that we inhabit today. That architecture stood the test of the time, but it’s no longer adequate to the challenges we face. So how do we prepare ourselves? What do we need to do differently? How do we image that future that we want to help create? And it’s especially important for that baby back there – (laughter) – because everything we do is about his or her future; I have no idea which.

And I want to end with a story. It’s not about France. It’s about our dialogue with China, because we have many issues, some of them (inaudible) when it comes to dealing with the Chinese leadership. But we started a comprehensive Strategic and Economic Dialogue that Secretary Geithner and I chair. And at the first meeting, there was – we had a dinner the night before, and the top Chinese officials were there and the person who is my counterpart in the dialogue is State Councilor Dai Bingguo. And he was sitting at the table, and we started talking about what we were doing. And he told me he had just had his first grandchild. I said, you know, I think that we ought to ask people when they come to international meetings to bring pictures of children and grandchildren or nieces or nephews or other children who are precious and important to them, and put those pictures out on the table and think through, is the decision that you’re about to make going to make their lives better? And the next time we had a meeting in Beijing during the President’s trip to Beijing, the first thing he did when he sat down was take out a picture of his grandchild.

I have been involved in child advocacy my entire adult life, and I do try to think about what’s in the best interests of children, how do we best serve them? I got to meet two of the ambassadors’ children today, of Ambassador Rivkin and Ambassador Kornbluh, and it just brought home once more this work is very important. And we really applaud and thank you for being willing to be in public service and to do what you can to make a difference for that future.

And besides, you know, this is probably the best public housing any of us will ever be able to enjoy. (Laughter.)

社論January 29, 2010 12:00 AM | 307 觀看次數 | 1 | | 馬英九過境舊金山出訪中美洲，接連就兩岸關係和外交休兵提出建議和看法。例如兩岸使領外館即可交互幫助需要幫助的海外僑民；在海地兩岸都派有救難隊，西方媒體即發現，兩岸並沒有在海地發生任何外交惡鬥；緊接著可以看到北京駐秘魯大使館為受困當地洪水的台灣觀光客伸出援手。這顯示兩岸關係的運行具有相當高的穩定度，表現在人道關懷上的作為更值得肯定。

從表象觀察，兩岸關係看似已發展至新的階段且到了一個高點；但正如馬英九所說，兩岸關係並沒有發展太快，而是在追補過去的空白。因為是為了追補空白，馬英九上任後推動兩岸大三通，在20個月裡，簽訂了12項協議，從短期效應看，兩岸關係的確發展很快。但更精確地說，在歷史和現實之間，馬英九要比那些法理台獨更務實些，看到了歷史發展情勢已發生了絕大的變化，台灣邁出的腳步太晚，有必要強力阻止台灣繼續邊緣化。

馬英九最近因選戰失利，所以仍然堅持兩岸和解政策者，並宣稱意對此依然支持的道理就在此：必要強力推動兩岸和解政策。然而這至少還要分兩方面看待。一是兩岸和解帶來兩岸經貿發展的優勢互補，是馬英九無論如何都不能放過的政績，也是為個人政治生命的延續，特別是爭取下任總統勝選的資本；另一面也是出於馬英九個人的政治考量，對於兩岸走向政治談判桌的具體安排，馬英九不但一再踩了煞車，而且還不時倒車；其中最明顯的就在「九二共識」的認知出現愈來愈大的分歧。馬政府偏重於強調「一中各表」的「各表」，並想立足於「各表」，形成兩岸互動制度化的依據。

「九二共識」的「各表」原是為了追求完整的「一中」，是為克服政治障礙的過渡設計，而且「各表」應當內外有別。不論從語意和政治現實言，兩岸間豈有主權「各表」可言，兩岸間無論如何只能是兩區而已，「外交休兵」的「各表」也只能是「默契」和「諒解」。總之，「一中各表」要能化異求同，以期增強「一中」的概念，達致終極的和平統一。馬英九名義上反獨，卻在實質作為上反統、拒統、緩統，島內深藍學者所以對馬英九一再質疑者，就在「九二共識」的分歧點上，強烈感受到馬英九在政治人格上的矛盾。

在另一面還可以看到，台灣認定北京一定會為兩岸互動創造條件、一定會對台灣釋放善意滿足台灣的要求。是以在ECFA的談判中，台灣堅持對大陸施行歧視待遇，公開限制大陸勞工和農產品輸台就是典型的歧視。但就兩岸互惠互利而言，這種歧視豈是台灣方面強烈要求「對等」和「尊嚴」所宜主張。

馬英九宣稱外交休兵已具體見諸兩岸之於海地的救難作為，這其實是兩岸的「默契」，也是兩岸累積政治信任的必由之路。兩岸使領館基於人道和「一中」的概念，對求救對方的僑民和出國旅遊的觀光客施以援手，更是義不容辭，北京早就行之有年，不過未見台灣回應而已。因為兩岸和解，旅居海外的華人更應攜手合作互助，如同美國華人精英所組成的「百人會」一樣，基於對兩岸都有感情，既支持台灣也認同大陸的情況一樣，且可如馬英九所言，居間擔任中介協調的角色。

兩岸如何在海外互助，馬英九跨出了第一步，兩岸何時才可能有外館的合作聯繫，乃至合組一個團牐餐瑓⑴c國際社會活動，應是馬英九在任內可以推展兩岸關係的思考點，亦可證明馬英九的政治人格。 >>>>>>> *447777

「微軟」表示，上一季獲利百分之60，主要歸因於視窗7(windows 7)超乎預期的熱賣。

「微軟」財報指出，去年十月到十二月，公司淨利達66億6千萬美元，比起前一年同期的41億八千萬美元增加三成多。微軟是在去年十月推出視窗7。

另外，「微軟」表示，去年聖誕節前，個人電腦的銷售反彈熱賣，是促使公司上一季獲利的原因之一。「微軟」獲利最高的兩大部門分別是研發視窗系統，及Office商業軟體兩個單位。「微軟」上一季的營業額上漲百分之14，達192億美元。

微軟的股價週四收黑，但在盤後公佈財報，股價營升上揚百分之0.9。

　金車酒廠生產的「噶瑪蘭」威士忌獲英國「泰晤士報」盲測品酒會第一名，打響國際知名度。廠長張銘智表示，將循過去飲料市場軌跡向全球發展，目前已在中國大陸上市。

　金車威士忌酒廠今天舉辦新酒發表會，廠長張銘智表示，希望將台灣威士忌推向全球市場，將台灣打造為威士忌新故鄉。

　張銘智指出，相較於其他酒品，威士忌的市場較無區域問題，金車設廠之初，就以全球市場為目標，獲獎爆紅後，已有不少國外酒品代理商洽談。

　他表示，希望以台灣為出發點，循金車集團飲料發展軌跡拓展國外市場，目前威士忌已在大陸上市，也在德國參展販售。

　張銘智指出，目前威士忌前五大產區為蘇格蘭、愛爾蘭、美國、加拿大、日本，他希望金車酒廠生產的威士忌，能讓台灣成為威士忌新故鄉，躋身第六大產區。

　他認為，能否讓台灣成為威士忌新故鄉，品質很重要，金車投入不少成本在衛生、製程方面把關。金車酒廠以觀光酒廠方式經營，參觀人次已破百萬，「可說是經過百萬人見證，品質絕對沒問題。」

　他表示，金車酒廠威士忌年產量可達 900萬瓶，目前只上市最頂級的威士忌，若市場反應熱烈，會再推出更多高品質威士忌。990129

馬英九下榻環球影城希?頓?店，28日依舊人來人往，但卻?漫不同氣氛，?店大門口多了「歡迎馬?統再次蒞臨」大橫布條，大門前?上紅地毯，不少投宿?店非華裔旅客感到好奇。

台北駐美代表袁健生、駐洛杉?台北?濟文化辦事??長?中誠與美國在台協會主席薄瑞光等人，下午近4時即抵達會場。旅館保安人員、洛杉?市警局也出動大批警力與警犬支援維安。

僑民傍晚?續抵達現場，搭乘巴士的中華會館一行近40人出席，僑民?手中拿著青天白日滿地紅國旗、大紅歡迎布條，喜氣洋洋。

晚間7時30分，馬英九?????入旅館前廊，等待的僑民即大?歡呼，小馬哥熱情走入人群，一一與等待多時的僑民握手，民?高喊「馬?統」、「?統好」。

Major League Baseball All-Star and Hall of Fame nominee Barry Larkin will visit Taiwan as a Sports Envoy for the U.S. Department of State February 1-7, 2010. Former Montreal Expo pitcher Joe Logan will join Larkin for their second Sports Envoy program for the SportsUnited Office of the Department~{!/~}s Bureau of Educational and Cultural Affairs.

During the six day trip, Larkin and Logan will visit Taipei-Hsien and Kaohsiung. The Envoys will conduct six baseball clinics, visit an orphanage and a school for at-risk youth and attend an exhibition baseball game between two Taipei high schools. They will also interact with ten youth from Taiwan who visited the United States in September 2009 on a Bureau of Educational and Cultural Affairs SportsUnited program.

(Carson City, NV) - As if encouraging businesses and government agencies to stay away from Las Vegas is not bad enough, now President Obama has left Nevada out of a new multi-billion dollar high-speed rail jobs program. Thirty-one (31) states are included in the newly announced 8-billion dollar stimulus rail transportation plan, but Nevada is not one of them.

~{!0~}It looks like Senator Reid was asleep at the switch again, ~{!0~} Governor Gibbons said, ~{!0~}Once again Reid pays no attention to the needs of Nevada families and President Obama simply ignores the fact that we have the second highest unemployment rate in the country.~{!1~} Governor Gibbons has worked tirelessly to bring new industry and jobs to Nevada. ~{!0~}Nevada already has a high speed magnetic levitation train (MAGLEV) plan in place,~{!1~} Governor Gibbons said, ~{!0~}It is disgusting and disgraceful that Reid and Obama ignored our efforts.~{!1~}

Gibbons also noted that this high speed rail funding comes from stimulus funds, meant to create jobs and stimulate the economy. ~{!0~}Senator Reid~{!/~}s weak efforts to help Nevada have already put us in 50th place in per capita stimulus fund rankings, this is just another slap in the face to working families and to families suffering through the misery of unemployment,~{!1~} Governor Gibbons said, ~{!0~}I am surprised Reid calls Nevada his home state when he uses his position to insult every citizen of Nevada.~{!1~} Gibbons added, ~{!0~}Every Nevadan, especially unemployed construction workers, should be livid with Senator Reid.~{!1~}

Senator Reid has already blocked 45 million dollars in federal funds earmarked specifically for work on a MAGLEV train between Las Vegas and Primm, Nevada. That funding is included in a federal law passed in 2005. A UNLV study suggested that segment of MAGLEV would create up to 13,000 new skilled jobs. Ignoring the law, Reid has used his influence with the U.S. Transportation Department and the Federal Railway Administration to block those funds from coming to Nevada and he is preventing the creation of 13,000 new jobs.

Senator Reid and President Obama are proudly giving millions of dollars under this high-speed rail funding to tourist destination cities like Orlando, Florida and Anaheim, California, but Las Vegas and Reno are ignored. Even Eugene, Oregon and Ottumwa, Iowa are receiving funds from this stimulus program.

Governor Gibbons plans to contact Transportation Secretary Ray Lahood to see if Nevada can be added to the list of 31 other states receiving these high speed rail stimulus dollars. It remains to be seen if Senator Reid will block that effort as well.

Senator Harry Reid ?Putting Nevada First

Dear Fellow Nevadan,

Tonight, as the President delivers his first State of the Union Address, families and businesses across our state will watch anxiously for signs that this year will be better than last. I have shared with the President my strong desire to redouble our efforts to improve the economy because I know how badly our state is suffering. After spending time visiting with Nevada抯 homeowners over the holidays, I met last week with the Federal Reserve Chairman and the Housing Secretary and insisted that the government exert more pressure on banks to re-write mortgages for underwater homeowners. After hearing the stories of Nevada抯 struggling workers and businesses, I asked the Senate to consider legislation that will create jobs, extend benefits to unemployed workers and extend tax cuts to small businesses.

I invited Nevada抯 clean energy leaders to be my guests at tonight抯 Address, and this afternoon I asked for their thoughts on improving Nevada抯 economy. We all know how important it is to put Nevadans back to work, but it is also important to diversify our state抯 economy. If clean energy production can become a major part of our economy alongside mining and tourism, we can prevent the terrible spikes in unemployment and foreclosures that have hurt so many Nevadans.

As I look forward to President Obama抯 message tonight, I think of the tough decisions we made last year to prevent a much more serious economic disaster. I know that抯 cold comfort for the families and businesses still struggling across our state, I strongly believe those steps were necessary.

We immediately cut taxes for the middle class and small businesses. But there抯 more to do.
We started to thaw our frozen credit markets so Americans can get the loans they need to buy a car, send a child to college or start a new business. But there抯 more to do.
We抮e helping responsible homeowners keep their homes, helped more homeowners keep the equity in those homes, and helped more families buy their first home. But there抯 more to do.
We extended unemployment insurance for millions and extended COBRA subsidies so those still struggling to find work can feed their families, fuel our economy, and afford decent medical care. But there抯 more to do.
We protected consumers by cracking down on abusive credit card companies, cracking down on mortgage scams and rooting out corporate fraud. But there抯 more to do.
We supported the travel and tourism industries, which will create tens of thousands of jobs and cut our deficit by hundreds of millions of dollars. But there抯 more to do.
Today, we continue down the road to recovery. Much more work lies ahead, but we won抰 stop until we get this economy back on track. Thank you for reading this update. Please visit my website to learn more.

中華才藝會會長刁明慧（中）感謝業餘集郵家林俊文（右三）及多位才藝會幹部。 （記者黃惠玲∕攝影）slideshow 中華才藝協會日前在芝加哥華僑文教服務中心舉行一場別開生面的「音樂郵票及歌劇展」，業餘郵票收藏家林俊文搬出數百張珍藏多年的郵票壓箱寶參展，介紹歌劇發展歷史；鋼琴家張瑞佩、聲樂家歐純妃則分別以琴音、歌聲，配合詮釋動人音樂故事，使近百位樂迷們，沈醉於這場難得的文化饗宴。

中華才藝會新任會長刁明慧在當天活動中，首先感謝才藝會成員及支持者過去一年對該會各項活動的參與。

芝加哥僑教中心主任陳永豐希望今年年底僑教中心擴大成立後，能夠有更好的場地及周邊設備，讓中華才藝會可以用來推廣中華音樂。

當天展出珍貴郵票並擔任主講的林俊文說，他十分喜愛古典音樂，但是因為自己不會任何樂器，也沒有曼妙歌聲，來傳達音樂精髓，所以決定從收集音樂郵票，作為展現音樂熱情的管道。

林俊文提到，1637年全世界第一座歌劇院在義大利威尼斯誕生，而他的收藏郵票中，包括當時將宗教音樂改成歌劇的代表人物 Florentine Camerata。

而 1700到1799年間，是重量級音樂家百花齊放時代，包括巴哈、韓德爾、維瓦蒂等大師。

張瑞佩以及歐純妃也配合演講內容，分別詮釋了歌劇經典歌曲，其中女高音歐純妃，帶來兩首普契尼歌劇「托斯卡」中的「為藝術、為愛情」，以及「強尼史基基」(Gianni Schicchi）中的「我親愛的爸爸」，激昂的歌聲與滿滿感情，帶動了全場氣氛。

演講後，才藝會並邀請了黎音合唱團、梁國權、須文敏、江玲珠等人表演歌舞。 >>>>> *44777p
