The governor created the committee through executive order today.*1 “Renewable energy development is good for Nevada and good for the nation,?said Governor Gibbons. “Much of Nevada's renewable energy resources are located away from the grid. In order for companies to locate in Nevada and develop our renewable energy resources, we need to ensure they have access to the transmission infrastructure that will allow them to bring their energy to the marketplace. The Advisory Committee will report directly to the governor by December 31st, 2007. Its members will work with the governor’s energy advisor, Dr. Hatice Gecol. Our Moment -- Our Movement I urge you to join me for the potential power of Americans working for a better planet! Consider these phrases posted on separate roadside signs: A peach looks good...with lots of fuzz... but man's no peach... and never was... Burma Shave! In 1925, Burma Shave knew they had a great product but were ineffective in marketing it. So, their roadside advertising was implemented. Today, the Burma Shave commercial are highly recognized as memorable trivia. Here's another exemplary approach combining innovation and unique marketing. A small garage-based company took a single product, biodegradable soap,broke the customary marketing trends and amassed a fortune. Using multi-level marketing, Amway left its competitors green with envy. First, they produced a quality product, developed unique packaging, attached distinctive labeling, and then used direct salespeople to sell their product. It is working to the tune of an estimated $1 billion in annual revenues. Domino's Pizza shocked the industry with their original idea: "Guaranteed delivery in 30 minutes or $3.00 off." Quick service is now a minimum standard in the food industry. Innovative marketing-could it be the third function of business?*7 Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site." *8 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge. Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect. A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *12 "We need individuals who can restore hope and create positive changes in our society. It is our responsibility as educator to produce leaders who will take that initiative. To do so, we must be at the level of the individual student and alumnus. Utimately, the school must strengthen the student's intellect and create a better, bolder, and more ehical thinker who will yield the greatest impact on the community in roles as educators therapists, and business persons," siad Nancy Magnusson Fagan at the time when she was the Dean of the Graduate School of Education and Psychology, Pepperdine University.*13 "The ServiceMaster Corporration serves as a beautiful example of a company that thoroughly integrates its corporate philosophy and mission into day-to-day affairs. Rough road ahead I look forward to writing you again soon! By Dr. Dina TitusDear Tony, The numbers are in on projected general fund tax revenues reported to the legislature, and the picture painted is not good. We are required by law to use the Economic Forum's revenue estimates to prepare a balanced budget for a two year period that starts on July 1st. While gaming and other sources of tax revenue will rise, this has been offset by declines in other areas including the decline in the housing market. This, my friends, is where the rubber hits the road; and we can expect little in the way of leadership from the office of the Governor. With scarce resources, each legislator's priorities will come into play. Balancing this year's budget will take courage and will from legislators. I have said for years that we must move our state to the top of every good list and away from the bottom of every bad list. Consider this in just the health care arena: --We are 48th in the nation in the number of physicians per 100,000 residents. --We're 49th for nurses and 48th for dentists. --We are 47th in terms of Medicaid coverage. --We are 37th in terms of behavioral or mental health care spending. Does this mean we have a lean, efficient health care system in Nevada? No. What it means is that the costs are shifted to taxpayers in the form of overcrowded emergency rooms and public hospitals along with big increases in the premiums paid by those with health insurance. Our schools are packed, our roads are jammed and our emergency rooms are standing room only. Listen carefully to the debate over this year's budget and you will learn volumes about the priorities of your legislative representatives. Nevada's employees make possible every service that our citizens expect from our state. I have issued a proclamation making May 7th through 13th, 2007 Nevada State Employees Recognition Week and highlighting our employees' accomplishments, teamwork and service. A recent survey highlighted the efficiency of that service. Governing.com, an on-line newsletter devoted to quality government management, performed a simple test of the responsiveness of state governments. A reporter e-mailed every governor's office in the nation and then waited for the replies. Restoring America's Competitive Advantage By Harry M. Reid*1This week, the Senate passed landmark legislation, which I introduced, to help the United States of America regain it's competitive edge in the changing global economy. Our position as the world leader in science and technology has been challenged by countries like India and China, and improving education is key to reversing this dangerous trend.*2 Each year, more than 600,000 engineers graduated from institutions of higher education in China, compared to only 70,000 in the United States. China's population is more than three times that of the United States, yet they graduate more than eight times the number engineers. By addressing the challenges confronting Nevada and the nation, The America COMPETES Act will help America restore our reputation as the global leader in innovation and creativity through longterm investment in math and science education. While Nevada graduates many talented math and science students, Nevada ranked 43rd in the country on math and science skills assessments, and only a fraction of our state's high school seniors took math and science advanced placement tests. The America COMPETES Act will strengthen our schools, universities and research centers by providing the necessary funding to ensure students are armed with the critical math and science skills they need to succeed. Specifically, this legislation would double funding for the National Science Foundation within five years, double funding for the office of Science at the Department of Energy in ten years, and increase funding for the Experimental Program to Stimulate Competitive Research program, all of which support cutting edge scientific research at Nevada's colleges and universities. I have long been a champion for strengthening Nevada's workforce through education and training, and this Act will make a significant down payment to America's competitive future in the 21st century.*3 --------------------------------------------- References *1. The legislature is considering funding that I have included in my budget, funding that is crucial to our state’s ability to learn about and respond to threats of terrorism. At the heart of my plan is the concept of a “fusion center.” This is a point at which intelligence is gathered, analyzed and disseminated to law enforcement agencies and other first responders. This will be the very nerve center of our state’s security system. Las Vegas Metro Police and the Washoe County Sheriff’s Office are establishing regional fusion centers, and we will establish a centralized fusion hub for the entire state. Forty-six states have established centralized fusion centers; so far, Nevada has none. We are missing our main link with the federal Department of Homeland Security and our best tool for coordinating the rapid response of police, fire and other emergency agencies within Nevada. This is inexcusable and it threatens not only our security but also our federal funding. Federal grants are administered to states that demonstrate their willingness to protect themselves. Our state’s commitment to homeland security largely determines the amount of federal funding we receive. In Congress, I co-authored legislation that created the federal Department of Homeland Security. I know what it takes to get federal grants, and I know what it takes to build a solid system to protect Nevadans. That is why I am moving Nevada’s department back to its original organizational position, reporting directly to the governor. Nevada’s Department of Homeland Security must become a leader in managing information and coordinating resources at all levels of government, and it must take that position of leadership now. Our security and our federal funding depend upon it. Director of Homeland Security Lawrence Martines is ready to build, and I have given him the blueprint. It is up to the legislature to give him the tools. ----------------------------------- About Governor James A. Gibbons: Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada’s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named “Outstanding Freshman Legislator” his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Senate Democrats are a great team Greetings from Carson City of Nevada! By Dr. Dina TitusDear Tony, Greetings from Carson City! Monday and Tuesday were long hectic days as we moved hundreds of amendments and bills in order to meet the first house passage deadline. The Senate Democratic Caucus was awesome. We stuck together to kill and/or amend some bad bills and to pass some good ones. Our newest Senator, Joyce Woodhouse, is a great addition. Senator Steven Horsford negotiated a compromise on school empowerment that reflects most of the Democratic proposal. Senator Bernice Mathews successfully pushed through a bill on guardianship. One of Senator Terry Care’s bills will open up greater access to public records and Senator John Lee amended a bill to provide funds for the Clark County school district for programs on global warming and air pollution, as well as to retrofit buses for clean fuel usage which would cut greenhouse gas emissions. Senators Maggie Carlton and Mike Schneider looked out for working families as members of the Senate Commerce and Labor Committee. And Senator Valerie Weiner continued her work on child protection issues. The list goes on. Democrats removed the offensive language and costly enforcement problems from Senator Bob Beers’ English only bill, SB 325, so that it is now similar to statutes passed in Arizona, New Mexico, California, and a number of other states. We also amended Senator Warren Hardy’s bill, SB 299, to grant fetal rights. Our amendment instead specifically enhanced penalties for crimes (including DUI) against pregnant women, if they lose their babies as a result of the crime. Our amendment protected wanted pregnancies while preventing the issue from becoming an all out debate on abortion. Finally, Democrats added two provisions to the Millennium Scholarship bill. One will require undocumented students who qualify for the scholarship to sign an affidavit promising to become a U.S. citizen or else pay back the money. A second amendment offered by the Democrats added eligibility for children of military families who cannot meet the three year residency requirement for the scholarship because their parents are deployed to another base. I was pleased to get most of my bills passed, including coverage for the HPV vaccine (SB 409), prohibitions against universal default charges by credit card companies (SB 302), enhanced renewable energy incentives (SB 337), and restrictions on legal defense funds created by politicians (SB 425), My meth (SB 112) and sex offender (SB 232) bills are exempt from the deadline and are pending in the Finance Committee.
